The minerals barite (BaSO, -barium sulfate) and witherite (BaCO, -barium carbonate) are the chief commercial sources of the element barium and its compounds, whose many uses are nearly hidden among the technical complexities of modem industrial processes and products. Barite, the major ore mineral, is extremely vital to the petroleum industry, which in 1990 consumed about 90% of the world's production of 4.9 Mt as a major ingredient of the heavy fluid called mud that is circulated in rotary drilling of oil and gas wells. The remaining 10% of the barite production was consumed chiefly in the manufacture of barium chemicals and glass and as a pigment, filler, and extender. Barite is found throughout much of the world and is available from three major geologic types of deposits-vein and cavity-filling, residual, and bedded-in sufficient quantity at competitive prices to meet current demands. The world's demand for barite is expected to increase because of the world's need for oil and gas. Geologic circumstances are favorable for the discovery of new deposits of commercial value. Witherite, desirable as a raw material for the production of barium chemicals, is much less common and abundant than barite.

After two disappointing years where most industrial minerals posted decreasing production, 1981 saw an increase in production over 1980, or at least in status quo. Several commodities did, however, post significant gains. For example, bromine posted a 14% increase; fluorspar production dropped 21% in 1980, but gained 24% in 1981; and sulfur production increased. However, perlite was off 13% and manufactured sodium sulfate off 18% in 1981, while natural sodium sulfate production remained almost even with 1980. In fact, many industrial minerals production either remained constant, increased, or decreased only slightly over 1980. Increasing energy costs had their impact on industrial minerals in 1981. Hopefully, the recent downward trend in energy costs, at least gasoline, will financially help some of the more marginal plants. The 1979 shortage of rail cars that did not carry through 1980 also did not carry through in 1981. Rail rates increased 12.8% over-all last year, while average freight rates for industrial minerals increased 15.5%, according to Neil Johnson, consultant. Also, the trucking industry posted a 5-6% decrease in rates due to deregulation. All in all, we in the industrial minerals section seem to be holding our own at least. Stanley J. The search for mineral deposits is a difficult high-risk enterprise whose likelihood of success is influenced by a great many factors. Among the most important of these factors are the knowledge and judgment brought to bear on an exploration problem. If, for example, a panel of expert highly experienced geologists could be convened to examine every prospect, it is at least plausible that fewer deposits would be overlooked in the exploration process. Unfortunately, whether a project is undertaken by a private company or a government agency, it is not usually feasible to convene such a panel. Our purpose in this chapter is to describe an experimental system of computer programs called PROSPECTOR that is intended ultimately to provide expert consultation on problems of mineral exploration and resource evaluation. Ideally, PROSPECTOR would serve as a surrogate for a panel of expert economic geologists. However, because the cost of computation is very low and is projected to drop by a factor of about 100 over the next two decades, systems like PROSPECTOR could be made available to the exploration enterprise at large. When consulting about a prospect, the PROSPECTOR system first gives the field geologist an opportunity to tell the program about the most significant features of the site: the major rock types, minerals, and alteration products. The system then compares these observations with a number of stored models of various types of ore deposits and forms alternative hypotheses about the types of deposits that might be present. The system next engages the geologist in a dialogue in order to obtain additional data that would be useful in resolving the multiple hypotheses. The geologist can interrupt the system at any time to obtain clarifications of questions, volunteer additional data, request the reason a particular question has been asked, or obtain a general summary of the state of the consultation process.

Over 10 million tourists have visited Vietnam in 2016. Travel and tourism accounted for 9.3% of the country’s Gross Domestic Product (GDP) in 2014. At the same time, as with many other resource-rich developing countries, Vietnam has been developing its extractive resources sector as a means of promoting the country’s social and economic development. In 2015, mining was the third largest contributor to GDP, and accounted for 8% of Vietnam’s gross domestic product. Vietnam is the third largest mineral producer in SE Asia. Although it produces zinc, nickel, bauxite, and manganese, coal mining is its most developed sector. The country has over two hundred coal mines, and total reserves of approximately 6 billion tons. Quang Nihn Province, where the World Heritage Site Ha Long Bay is located, is a very important tourism destination. It is also a coal-rich region where mining extraction and processing have been active since the early 20th century. Vietnam is signatory of the United Nations Sustainable Development Goals (SDGs). The country is aware of the importance and the challenges involved in managing the extractive sector in a way that does not undermine its tourism industry and yet that contributes to the country’s sustainable development. To this end Vietnam is taking actions towards implementing more advanced coal-mining extraction and processing techniques. The country is furthermore promoting a responsible mining sector, and is investing in programs that foster environmental protection and sustainable tourism. This paper examines the case of the Ha Long Bay region and the project involved in relocating the Hong Gai coal preparatory factory from a seafront area to a mountainside area. This paper provides a preliminary review of the initiatives adopted by the government of Vietnam to address the existing challenges that have resulted from a focus on promoting the country’s socio-economic development through the exploration of its rich coal endowment. Furthermore, it also describes Vietnam’s legal and policy frameworks. In conclusion this study identified that Vietnam has drafted a National Action Plan to implement the Sustainable Development Goals. The country is also taking an integrated approach to implementing the SDGs agenda and that it is assigning responsibility to a variety of ministries to achieve SDGs’ specific targets. Furthermore the country is changing policies and the legal framework in order to facilitating the execution of the work of agencies that are responsible for implementation, regulation and enforcement. In this respect, the approval of the National Action Plan on Sustainable Development Goals is another important step in that direction. While the decision of supplying its internal market with high quality coal helps minimize negative environmental impacts in Vietnam, exporting low quality coal to other countries does not help resolve the problem of CO2 emissions globally. With respect to the 2030 Agenda, this may be considered a temporary solution since to achieve the SDG goals, Vietnam will have to consider other sources of cleaner energy in order to align with the Sustainable Development Goals # 7 on affordable and clean energy.

Operators depend upon the success of backfilling programs to ensure that mine activities run continuously (Archibald et al, 1993) where backfilling is an integral part of the mining cycle. In order to ensure that the backfill is prepared and delivered to the stope possessing the required engineering properties, as designed, and that the backfilling process is safe, mine operators at all stages of the backfilling system must be adequately trained for their tasks and be aware of how their work affects other backfilling stages, both up- and down-stream of their station. Mine operator training is primarily based on learning on-the-job from experienced supervisors or training personnel. Classroom training and the availability of reference manuals are less common. While in use by many industries for some time now, computer-based training (CBT) is becoming more readily accepted by the mining industry for a wide variety of training. It is not intended to replace on-the-job training, but to augment it. CBT offers many advantages to enhance operator learning by utilizing multimedia presentations, interactions and on-line testing to teach complex concepts and relationships. Discussions with many operations revealed that there is an industry need for a backfill guide for frontline operator training and as a reference manual for operators and mine engineers. Sponsored by the mining industry and the CIM, "Mine Backfill, An Operator's Guide" has been developed by the Departments of Mining Engineering at Queen's University and McGill University to fulfil this need. "Mine Backfill, An Operator's Guide" is an interactive multimedia package that incorporates high quality colour images, animations, sound, and video with text to review the main backfill methods employed in Canada, including hydraulic/slurry, paste and rock fill. The Guide is divided into training and reference primer sections. When in training mode, the operator is guided through a presentation of common mining and backfill practices and technologies so that he/she may become more familiar with different aspects of backfill processes. To ensure that key concepts have been learned during training, the operator will be tested after each section using a series of multiple choice and true/false questions. When in reference mode, alternatively, the operator may browse through the information in a more detailed and independent fashion through a series of interactive menus. The Guide focuses on the following main topics: resources, surface preparation, distribution, stope activities, health and safety, and quality control. Special features included in the Operator's Guide are a Buyer's Guide, a Trouble Shooting Guide, and an interactive glossary of backfill and mining terms. Concepts in interactive and computer-based learning are also reviewed in this paper.

In the past mining engineers have tended to rely heavily on the advice of fan manufacturers in relation to fan equipment issues. A more adequate approach was advocated in a paper [ Wallis, 1965 ] submitted to the Eighth Commonwealth Mining and Metallurgical Congress held at Surfers Paradise, Australia during 1965. At that time Mount Isa Mine were in the process of installing 3 large 6096mm (20ft) diameter vertical axial flow surface fans of an advanced type [ Mathews et al, 1967 ]. The preliminary feasibility studies prior to preparing the detailed job specification for this project were extremely thorough with the result that it was possible to include detailed information and instructions in the document, ensuring the procurement of equipment that was satisfactory in all respects. Full advantage was taken of expert services provided by external organizations during the large coordinated multi-disciplinary exercise. My continuing activity and development in relation to the technology of axial flow fans is now at a stage where all known design and performance data are accessible through CAD programs [ Wallis and Kipp, 1987 ]. The extensive calculations that were necessary in 1983 can now be carried out in a mere fraction of the time, and with complete confidence. Model testing in order to validate the fan and duct design proposals is, in my view, no longer essential. The first of the computer programs enables a mine ventilation engineer to study a large number of alternative axial fan arrangements for comparison with the centrifugal alternative. By entering the volume flow rate, fan pressure and air density, he can then with ease, and rapidly, investigate the effect of various blading arrangements, downstream evasee area ratios, and hub ratios, on fan diameter and speed, with their related attainable fan efficiencies. This procedure had its origin back in the 60s when I was advising mining companies on new fan equipment. At that time such an investigation was quite lengthy and lacked the precision and completeness that is now available within the present programs. To obtain the major benefit from these outputs, it is most important not to be disconcerted by the three very important nondimensional parameters, namely, the tip flow coefficient (LAMt), the fan pressure coefficient (Kt or Kit), and the swirl coefficient (Es and/or Ep) as these are important when assessing the various design proposals. When seeking an understanding of the role and importance of each of these variables, ample help is provided in the user manual; the design recommendations are summarized in the help screens which are readily accessible within the design programs.

With the growing urban population and the concern for traffic congestion and pollution (emissions control), public transportation is becoming more and more attractive to both city dwellers and managers. To gain access to the central area of the city, the sub- way remains the most viable alternative, despite its higher cost when compared to above ground or elevated transportation systems. There are relatively few regulations and criteria for subway ventilation, particularly when compared with mine ventilation. The main document that provides guidance and general recommendations for subway ventilation and environmental control is the Sub- way Environmental Design Handbook, published in 1976 (2nd edition) by the U.S. Department of Transportation, Office of Re- search and Development. Many of the subway systems in existence today have been designed and built with ventilation features adequate for normal train operation, but their design does not consider stringent criteria for such emergency conditions as a train fire in a tunnel. The National Fire Protection Association's Standard for Fixed Guideway Transit Systems known as NFPA 130 as well as the ASHRAE Handbook - HVAC Applications (1995) provide specific design and operation requirements for subway ventilation systems. Some of the existing, old subways are upgrading their ventilation systems to comply with the new regulations. The ability of a particular ventilation system design to provide adequate ventilation during normal and emergency conditions can be evaluated using computer modeling and simulation techniques. A train fire will cause a sudden change in the tunnel ventilation pattern by adding an unsteady and fast-growing source of heat. The hot air and gasses created by a fire will tend to flow uphill, possibly against the normal flow, producing a 'backlayering effect." To prevent this effect from happening, enough ventilation must be provided and the governing criterion to establish the required airflow is called 'Critical Velocity." Several software packages are available for special applications on tunnel and station ventilation as well as to model the spread of smoke and heat in case of a major tunnel fire, using Computational Fluid Dynamics. This paper presents the current issues in subway ventilation, as shared by the public transit community around the world, together with modern alternative design concepts vis-à-vis the more stringent emerging Fire-Life Safety criteria. Examples of recent studies and ventilation systems design are provided.

The term ball clay is applied to plastic sedimentary clays that have a high content of kaolinite and that possess white firing properties and high green strength (Mitchell and Stentiford, 1973). However, the name ball clay is not derived from any specific property of the clay. Instead, it comes from the original method of production in southwestern England (Scott, 1929). From open pits, the clay was cut into cubes with hand tools. The sides of the cubes were about 220 to 250 mm (9 to 10 in.) and weighed 14 to 16 kg (30 to 35 lb.). The eventual rounding of the corners with handling before sale gave rise to the term ball clay. Ball clays provide the workability and green strength required by the whiteware section of the world's ceramic industry. The main applications are in the sanitaryware, tile and tableware sectors. Each, though, requires particular technical properties in the ball clay component. The clay has to be as white firing as possible for all applications. However, for sanitary-ware, the rheological properties are most important. For tableware, fired whiteness and freedom from specking are the main criteria. Tiles need a reasonable green strength but the clay also needs to be cost-effective. The technical properties of the individual clays in any deposit depend on the clay mineral assemblage. This, in turn, depends on the geological formation of the deposits. Hence, it is the latter that largely determines the market sector for which the clay blends from a particular deposit are suited. Formation of ball clays Ball clays are formed from three main components - kaolinite, micaceous minerals and quartz - while carbonaceous material is also often present. The crystallinity of the kaolinite and mica varies. There are also occasional minor occurrences of feldspar, chlorite, montmorillonite andmixed. layer minerals. Marcasite, siderite and anatase also occur in small amounts. The properties of the clay depend on its mineralogical composition and its particle size distribution, particularly in the lowest size ranges. The original source rocks and the environment of deposition of the clay are the controlling factors. The importance of weathering processes in the formation of ball clays has long been recognized (Bristow, 1968). The diversity of source rocks produces considerable variation in the clay minerals formed. Therefore, each deposit is unique, with time-related variation within it. The greatest development of a weathering mantle takes place in a tropical climatic environment. Plant remains confirm that most ball clay deposits were formed under hot and wet conditions. Sedimentation of the clays had to be in fresh or low salinity water or clay minerals detrimental to whiteware manufacture would have been formed. Fresh water traps for the ball clay, sand and lignite sequences depended -on tectonic features, such as basin development along fault zones or lakes and lagoons on the edge of a large scale embayment. This investigation involves the development of a two-dimensional continuum model for the description of jointed media. Specific application of the model developed here is for the potential geological disposal of radioactive waste in the layered sequence of fractured volcanic tuffs under Yucca Mountain, Nevada. This is currently being considered by the Nevada Nuclear Waste Storage Investigations Project, administered by the Nevada Operations Office of the U. S. Department of Energy. The work is a direct extension of the previous constitutive model by Thomas (1982) based on the work of Morland (1974). The main feature of Thomas's model includes two parts: a continuum approximation based on average discontinuous displacements across jointing planes within a representative elementary volume, and a material constitutive description based on linear elastic matrix material behavior and nonlinear normal and shear joint behavior between jointing planes. The mathematical descriptions by Morland based on strain partitioning among matrix material and joint sets allow multiple joint sets to be included in the model. However, the initial effort by Thomas to implement Morland's mathematical model included only a single set of joints. To make the material model reflect more realistically the field characteristics, the current work extended Thomas's model to include orthogonal sets of joints. The nonlinear elastic normal joint behavior is retained in the present model. Joint shear response was treated as linear elastic in the shear stress versus shear displacement relationship prior to attaining the stress level governed by the Coulomb friction criterion. Beyond this critical stress value, a horizontal line is assumed in the work of Thomas for the shear stress versus slip displacement relationship such that the shear stress remains constant while the slip displacement increases. Motivated by experimental observation, the current work generalized the shear response to allow a line with finite slope to govern the slip behavior beyond the critical stress level. The inclusion of an orthogonal joint set led to a fourth order algebraic equation for the calculation of stress increments as compared with a second order equation obtained by Thomas. The nonlinear elastic normal joint behavior provides criteria which allow the selection of the root that yields result consistent with the loading condition of the problem. The addition of one more set of joints provides the potential to more completely study the interaction of various parameters representing the characteristics of jointed media behavior. Material responses to various loading conditions based on the present constitutive model have been obtained. These results and their comparisons to single joint set results are presented. The emphasis in the title of this paper should be placed on the world "Total", since the detoxification of cyanide in its free and weakly-complexed form with H202 has already found application in many areas, including the treatment of mining effluents. One of the most common forms of cyanide found in gold-mill effluents is hexacyanoferrate (usually ferrocyanide), which is included in measurements of total cyanide but is too stable to be oxidized by H202 or any other conventional oxidizing agent. This has led to the view that H202 cannot be used to detoxify effluents containing hexacyanoferrates, when a limit has been set on total cyanide. A process is described in this paper which does meet this requirement, and which has already been demonstated in two Canadian gold mills. Before describing the new process, the terms "free", "total" and "weakly-complexed" cyanide will be defined as they are used in this paper.

Heavy media separation is one of a number of ore-concentration techniques for coarse? feed which, when the ore is amenable, offers economic advantages in the mining stage and/or the processing stage. In mining, simpler and cheaper methods may be used if a greater proportion of waste material can be included in the mining blocks that can later be re-moved efficiently at a coarse size. In the mill, pre-concentration can mean considerable savings in capital and operating costs by down-scaling of equipment sizes particularly in the grinding section. Conversely, throughput may be increased using the equipment already in-stalled in the concentrator.

INTRODUCTION The sublevel stoping mining method is usually applied to a relatively steeply dipping, competent ore body, surrounded by competent wall rock. Ore is produced by drilling and blasting longholes, which can range from 50 mm (2 in.) to 200 mm (7% in.) diam, with lengths up to 90 m (300 ft). Longholes can be inclined in any direction, but the ring or pattern usually forms a plane, and the holes are blasted as a unit. Recently developed mobile drilling and loading machinery, as well as new explosives products, blasting techniques, and cemented sand and rock fill have made sublevel stoping a highly efficient and versatile mining method. When designing a sublevel stoping production sys- tem, it should be kept in mind that production rates from conventional sublevel stopes vary widely through- out the life of the stope. Early production is at a low rate, coming only from the drawpoints near the slot, but increases as new drawpoints are reached by the stope face. As the stope nears completion, again, fewer drawpoints are productive. Enough drawpoints must be available at any time to provide required production. Drawpoint availability should be compared to equipment availability; plan for more drawpoints than are needed at any one time. Accurate, realistic scheduling is essential to smooth production rates. Also, initial recovery of ore in a stope/pillar block is normally from 35% to 50% in sublevel stoping. Planning of pillar recovery, representing the majority of ore tonnage in a production block, must be done during early mine planning. Since much of the development already done for primary stoping (access for drilling, drawpoints, and haulageways), can be used for pillar recovery, early production from pillars is highly desirable. The following description of components of the system is an attempt to highlight some of the most important features and requirements of mechanized sublevel stoping methods. Similar comments would apply to the use of older equipment (column-and-arm drill setups, slushers, etc.) in similar methods. As in any good mining system, maximum economic recovery of the resource in the ground is the primary consideration. STOPE DESIGN CHARACTERISTICS Length and Width The following are some of the factors which affect sublevel open stope length and width dimensions: ore body geometry, principal stress directions, competence of stope back, optimum drill pattern, and drilling drift layout. In new mines initial stope layout design may occur before the ore body is actually intersected by mine workings. Stope dimensioning is a critical decision, and assistance from as many knowledgeable people as possible at this stage is essential. Operators with past experience in similar ore bodies, rock mechanics experts, and others with mine design experience should participate at this stage of stope planning. Height The following are some of the factors which must be considered in determining stope height: competence of stope pillar and stope/fill walls; slenderness ratio of adjacent pillars; ore body dip; ore body thickness; hole depth capability of the drilling machine; fragmentation characteristics of the ore; and level intervals in existing mines. In competent ground, drill-hole length and accuracy are the most important determinants of stoping height. Frequently entire drilling sublevels can be eliminated because of the depth capability of sophisticated drilling equipment, resulting in significant development cost savings. Drawpoint Location and Design Some of the most important considerations of a good drawpoint system are optimum spacing of draw- points, within the constraints of stope dimensions, for uniform drawdown and maximum recovery; excavations designed for stability for the life of the ore block to be drawn-primary stope ore as well as subsequent pillar ore; floor or roadway design including type of surface, reinforcing, grade for water runoff; orientation with respect to the main haulageway, for optimum loader maneuverability and ground stability at the inter- section; and length, to allow articulated front-end loaders to work in a straight configuration. Careful drawpoint design and construction are keys to successful production. Extra care in development, such as smooth wall blasting, rockbolts or grouted rebar, wire mesh, and shotcrete usually will ensure long draw- point life. Human exposure during production loading is of longer duration than during development or production drilling, and consequently preparation of draw- points is easily justified, particularly when pillar ore can be drawn through the same drawpoints. Secondary blasting of boulders can weaken drawpoints, also justifying good ground control techniques. A smooth draw- point floor of poured, reinforced concrete, on a grade of +3% or +4% toward the ore pile facilitates water flow out of the drawpoint, and ease of loader bucket penetration into the muck pile. Slot Raising, Slotting A slot or other space for rock expansion is necessary in conventional sublevel stoping where vertical rings or rows of holes are blasted. The slot can be started at a slot raise driven by conventional raising methods, raise boring, drop raising (predrilling and blasting a raise from the top, using small diameter-less than 200-mm (7%-in.)-holes for relief), or crater blasting (similar to drop raising, but without relief holes). Prior to 1971, there were several clinical trials to evaluate programs for early detection of lung cancer. Among these, the Philadelphia Pulmonary Neoplasm Research Project,(3) the Veterans Administration Study published by Lilienfeld,(7) and the controlled trial of the Kaiser Foundation Health Plan showed an overall five year survival rate of 8% for newly detected cases (the same as the national statistic for unscreened patients). In 1971, the National Cancer Institute initiated three randomized, controlled mortality studies using lung cancer screening of persons at high risk (male smokers over 45 years old). The studies are being conducted at the Johns Hopkins University Hospital, the Mayo Clinic, and the Memorial Sloan-Kettering Cancer Center. The studies have slightly different designs in the combination of sputum cytology and chest x-rays. At the Mayo Clinic the study group is offered screening with sputum cytology and chest x-rays every four months, whereas the control group is advised to have an x-ray and cytology every year. No reminders are sent, and it is believed that only about 20% of the control group is screened. At Johns Hopkins and Memorial, both experimental and control groups are offered annual chest x-rays. The experimental group is additionally offered sputum cytology every four months.(5) At present all of the programs show that screening can detect cancers that are undetectible by other means. However, at this time mortality rates in the control and experimental groups are not significantly different in any of the three studies. OUR PROGRAM Our clinic is located in Grants, New Mexico and we provide most of the pre-employment physical examinations for the mines operating in the Grants area (Kerr McGee Nuclear, Homestake Mining, United Nuclear, Western Nuclear, and Ranchers). In the examinations, we obtain the previous mining history of the worker, a chest x-ray, a sample of sputum for cytological examination, and a blood sample. We also provide routine annual physical examinations of the workers, with special interest in the detection of bronchogenic carcinoma. In the early seventies, we did not have a definite surveillance program. We did not know whether we should have a program like the one started at Memorial or like the one started at the Mayo Clinic. After long consideration, we decided to have a program that does not demand a sputum cytology and chest x-ray every four months, but that allows as many chest x-rays and sputum cytologies as needed to diagnose lung cancer as early as possible. We believe that, if a screening method for cancer is to be optimally effective, it must detect the process at stages early enough for curative therapy. We order a test depending on the age of the miner, the race, the mining history, the smoking history, the radiation exposure levels, and the results of the previous chest x-ray and sputum cytology. With the help of the computer, we have a list of all the miners who should be watched closely because of age, race, mining history, smoking history, radiation exposure, etc. Examination of the miners is performed at our clinic, where all the records are kept. The sputum is collected there but examined in Grand Junction, Colorado, by Dr. Geno Saccomanno. There are two ways to collect sputum. The best way is to collect three consecutive morning samples. For this, we need the cooperation of the miners. They have to follow these instructions and mail the bottle containing the sample to Grand Junction. "Instructions for obtaining a good cough specimen" The enclosed plastic bottle contains a preservative solution, so do not empty out the liquid in it. When you go to bed, place the plastic bottle at your bedside where it will be handy in the morning. When you first get up in the morning (before breakfast) try to cough up some "phlegm" from deep in your chest, and spit it into the liquid in the bottle. Try coughing several times. If you have difficulty coughing, try inhaling deeply the steam from a teakettle (or home-type inhalator). Keep the amount of saliva (ordinary spit) that you put into the bottle along with the cough specimen as small as possible. Do not collect the "phlegm" or mucous that comes from the back of your nose. Put the cap back on the bottle, and shake it vigorously for two minutes. If the amount of material you have coughed up is quite small, then keep the bottle at your bedside for three or four days, and each morning try to add another cough specimen. After obtaining your cough specimen, repack the bottle in the mailing container, and attach the enclosed mailing label. It does not require any postage stamps. Unfortunately, some miners "forget" to mail the sample and end up with an incomplete physical examination. To avoid this some companies, like Homestake, request that we obtain the sample in our clinic by forcing cough and expectorant with a nebulizer machine. This method does not give as good a sputum sample as the previous one, but we do get a sputum sample for every miner. INTRODUCTION Man is exposed to many agents which induce mutations in germ cells and/or cancer at work, at play, and at home. In this total mix of mutagenic and carcinogenic agents, how important are radon and its daughters? Before man moved into caves and other permanent dwellings, the principal mutagenic and carcinogenic agent to which he was exposed was natural background radiation--cosmic rays, radium and potassium-40 in his food, plus gamma rays and radon from the soil and rocks. When man moved into caves, captured fire, and began to preserve and store foods, his exposure to carcinogens and mutagens took a quantum leap. Carcinogens and mutagens appear to act in the same way, that is, by altering the DNA or nuclear proteins of cells. Most mutagens are carcinogens, and vice versa, so when I say mutagens from here on, I will be referring to both. The relationship of the two is emphasized by the fact that administration of a carcinogen to a group of animals not only increases cancer rates among the exposed animals, but also among their progeny (Tomatis 1979). Environmental Mutagens Smoke from man's fires, overheated foods, and foods preserved by smoking, resulted in ingestion and inhalation of many polycyclic aromatic hydrocarbons--many of which are mutagens. Caves and houses with tight windows and doors tend to collect the radon which is constantly emanating out of soil, rocks and concrete, so man's exposure to the radon daughter component of background radiation increased several fold. Preserving food by salting or pickling with material that contained nitrites and nitrates led to increased ingestion of nitrosamines, which are potent mutagens. When his grains and other foods were stored in slightly damp rooms, fungi or mold would grow on them. Several of these fungi are now known to produce very potent mutagens. The best known of these is aflatoxin B (Ramachandra 1979). It may seem strange that a living organism would produce a mutagen. One might think that it would scramble its own genetic heritage. The reason it does not is that it produces the mutagen in an inactive form. It can be activated only by an animal's enzyme systems after being eaten. When man moved into cities, the collective smoke from wood and coal fires further increased his exposure. That particular smoke has now mostly disappeared, but has been replaced by smoke from automobiles and industry. When man moved into the age of technology, his exposure to mutagens again increased dramatically. Many mutagenic chemicals, from benzene and beta naphthylamine to a long array of pesticides and tobacco products have been added to our environment. Excess deaths from cancer are now being observed among chemists in most industrialized nations. Mutagens are even found in much of our wine, beer, and whiskey (Keller 1980). Some of the chemical mutagens were widely used in food or in other commercial products before their potential was discovered. Striking examples of this is the original butter coloring agent and the polychlorinated biphenyls that have been widely used in brake fluids and electrical transformers. Large quantities of them have been discarded or disposed of in a careless manner--in such a way that many of them have contaminated our food, our ground water and air (Landrigan 1981). In this nation, with the help of several recent laws, we were just beginning to get control of the industrial chemical mutagens. With the relaxing of these laws that is currently going on, it appears that it will be many more years before we really bring chemical mutagens under control. Many nations have yet to come to grips with this problem. On top of this massive array of chemical mutagens we have now added radiation from many artificial sources. For most of us this means medical X-ray and fallout from nuclear weapons testing. Ionizing radiation is one of the most potent mutagens, so it has caught the public eye, and its contribution cannot be ignored. Fortunately, by the time we started using radioactive materials in quantity with the Manhattan Project, we had experience with radium and X-ray (some of it bad); we knew enough radiobiology and enough about methods of radiation protection so that most nuclear laboratories have had a phenomenal record of radiation safety. Radiation is one new technology with great potential for harm that has not exhibited that potential except for a few isolated situations like that of radium dial painters, uranium miners and atomic bomb victims. Uranium miners slipped into this list almost by accident. We could have protected our uranium miners just as well as we did the workers in nuclear laboratories; but we failed to do so. Why didn't we? The reason is simple. The Atomic Energy Commission was charged with protecting the health of their workers. They did not wait for a pile of bodies before they introduced controls. Congress appropriated the money, and taxpayers were willing to pay for the protection against radiation. Miners unfortunately did not work for the Atomic Energy Commission. Although mine operators were ignorant about radiation, the key item was that in the 1950s nobody was willing to pay the extra costs of adequate ventilation to control the high levels of radon and radon daughters in uranium mines. Control was not achieved until new laws and regulations were passed which made it compulsory. BIRTH DEFECTS AND CANCER

An integrated approach to mine management is presented. A model for achieving the level of control of operations critical to surviving in the current market is outlined. The integrated Production and Cost Management System (PRaCaST) is designed to provide mine managers with a reliable, quantitative, decision-assisting system that can be used in formulating timely responses to complex fluctuations in operations. PRacaST consists of a productivity forecast model, sectional bills of materials containing current resources consumption factors, a linear programming scheduling model, and operations analyses that focus on production and cost performances. The system is applied to an underground coal mine.
