The administration came on as a strong supporter of the mining industry in April of 1982 when President Reagan delivered his long-awaited minerals policy statement. He promised to reduce America's minerals vulnerability, and called for spending billions on meeting stockpile goals for strategic minerals, opening up federal lands for mineral exploration, elimination of barriers to deep sea mining, and regulatory relief. He defended the favorable tax incentives in the Economic Recovery Act as a stimulus to private research and development that would ensure the availability of materials essential to the nation's economy and national defense. But the administration just didn't seem to get anywhere. Congress, environmentalists, and even foreign governments fought White House-proposed legislation on all fronts, delivering the ultimate coup in forcing Environmental Protection Agency Administrator Anne Burford's resignation and the subsequent EPA staff house cleaning in early 1983. Anti-Reaganites scored victory after victory against Reagan's efforts to stimulate the minerals industry. Congress was stalemated on so many mining-related issues that not much was done either for or against the industry. And the US was not to get its way on the issue of sea mining either. Most of Reagan's mineral policy objectives failed to be met. Three months after the National Materials and Minerals Program Plan was presented and the Cabinet Council on Natural Resources and the Environment was made its coordinator, the head of the Cabinet Council James Watt blamed lack of progress in reviving the mining industry and creating a better strategic stockpile on the weak economy and the House of Representatives, which repeatedly thwarted efforts to open wilderness lands to mining. Congress The 97th Congress spent much of its time saying no in 1982-to the Reagan administration's deep cuts in energy and environment programs, to major changes in clean air and water laws, to oil and gas leasing in wilderness, and to killing the Department of Energy. Most of 1982 (and 1981) was spent in heated budget disputes. Some things that did not happen: • The administration and industry failed to get changes in controls of hazardous air pollutants and sulfur dioxide emissions that are implicated in the phenomenon known as acid rain. Industry had wanted to relax requirements for new industries building in clean air regions where the air act demands prevention of significant deterioration (PSD) of air quality, and to relax requirements tightening up the regulation of emissions of hazardous air pollutants. The air battle is expected to continue on five major fronts-acid rain, hazardous air pollutants, PSD, automobile pollution, and nonattainment. • Regulatory reform legislation to overhaul the way government carries out the law died a slow death last year. Business groups and the administration said federal agencies should be required to consider cost-effective measures of reaching regulatory objectives of protecting public health, safety, and the environment. Opponents, including environmentalists, feared such action would delay, weaken, or scuttle important regulations. • Congress turned thumbs down several times on proposals for oil and gas leasing in wilderness but could not agree on any new wilderness recommendations (see The Wilderness Battle). • Congress refused to open the door to the Reagan administration's plan to raise up to $4 billion a year from sales of federal lands. The administration identified surplus and excess federal lands, mostly obsolete buildings or isolated tracts of land, that could be sold by the General Services Administration (GSA) to help out the federal budget deficit. Congress took no action. Some things that did happen: • Congress extended the Defense Production Act (DPA) for six months through March 1983 without changing the 32-year-old law. That came after it failed to resolve sharp differences over proposals for critical minerals programs. Differences concerned both the amount of funds and the scope of programs that would be authorized under the DPA's Title III. Some proponents pressed for $5 billion in funding for loan guarantees or purchase commitments to spur domestic production of minerals such as cobalt. Other members of Congress wanted smaller amounts of funding, and the Reagan administration, until about November, had opposed any use of federal funds for strategic mineral programs. These measures were certain to come up again before the DPA extension expired in March. • House supporters of the Critical Materials Act of 1982 were unable to come up with the twothirds majority needed to pass the bill, so it died on the House floor in December. The bill proposed that a council be established with responsibility for coordinating federal materials research and development. The administration opposed the council creation contending that the Cabinet Council

Two new inorganic-organic hybrid polymers, Al(OH)3-polyacrylamide (Al(OH)3-PAM) and Mg(OH)2-polyacrylamide (Mg(OH)2-PAM) were synthesized and successfully applied for the treatment of oil sand tailings. The results indicate that both Mg(OH)2-PAM and Al(OH)3-PAM were unaffected by the change in pH, and could be applied to oil sand tailings with varying sand-to-fine ratio (SFR). The optimum dosages for the Mg(OH)2-PAM and Al(OH)3-PAM were about 330 g/ton and 650 g/ton, respectively for SFR 3.75. The flocculated oil sand tailings dewater quickly producing 66-68% solids. The flocculated tailings produced similar filtration rate before and after shear. Mg(OH)2-PAM treated oil sand tailings produced twice the filtration rates (220 ml/min) compared with Al(OH)3-PAM. This study clearly indicates that Mg(OH)2-PAM and Al(OH)3-PAM is a viable solution while decreasing the mass-production of tailings and increasing the rate of water-recycle.

D.A. Dahlstrom In the paper, a comparison was made between flowsheets using the screen bowl centrifuge and disc filters, respectively, as the primary dewatering device. The authors very effectively show that by raising feed temperature, mechanical dewatering is enhanced through reduced viscosity of the water. When a final coal moisture of 10% is required, the net effect of heating the feed is a reduction in thermal requirements because of the lower evaporated load on the dryer. The flowsheet comparison on this, however, was not completely correct. Disc filters do not generally utilize enhanced mechanical dewatering through increased temperature. Horizontal belt filters, through the optimal use of steam heating of the filter cake, have shown significant cost reductions over disc filters where steam is not used. In addition, the authors forgot to mention that there is a certain fraction of the feed that is so fine that it cannot be recovered by the centrifuge economically. That is the function of the filtration device shown in Fig. 4. In subbituminous pipeline coals, this fraction represents more than 10% of the feed. Even after flocculation and belt pressing, the moisture content in the fine fraction is 30%-40. Recent tests on a subbituminous pipeline coal slurry, compared an Eimco-Extractor horizontal belt filter with the screen bowl centrifuge flowsheet shown in Fig. 4. Mechanical dewatering was enhanced through the use of a steam dry zone after the initial dewatering zone. Vacuum pump horsepower was reduced by more than 50% through the use of condensors, and heat recovery was utilized to minimize thermal costs. Thermal drying to 10% moisture by weight was required in both flowsheets. The 0.5 wt% fines in the filtrate were flocculated and recycled to the filter, thus eliminating the belt press and solids mixers. When the three major operating costs (which normally account for 50%-75% of the coal operating costs) of steam, electricity, and flocculants at current prices were calculated, the flowsheets utilizing the Eimco-Extractor had cost savings vs the centrifuge flowsheet of 89¢/t (81o; per st) of surface dry coal. This advantage increases with increasing thermal and electricity prices. I congratulate the authors for the strides made with the screen bowl centrifuge. However, filtration flowsheets continue to be improved and their simplicity and low thermal and electrical requirements should not be so quickly dismissed. ? Reply by N.D. Policow From a technical standpoint, a number of extensive test programs have demonstrated that by raising the feed temperature, mechanical dewatering is enhanced whether it be centrifuges or filters performing the separation. Economic constraints usually become the over-riding issue. If an inexpensive source of thermal energy is available, i.e., waste steam, etc., the approach becomes commercially acceptable. For the specific case of coal slurry pipelines, since the dewatering plants will be located close to power generation stations, the preheating approach becomes especially attractive. The cost comparison shown in Fig. 7, which was prepared by a major West Coast engineering firm, contrasted screen bowl centrifuges and disc filters. In both alternatives, a thermal dryer was specified to produce a contract moisture of the final product. Sizing of the thermal dryer on the screen bowl alternative was substantially smaller than that of the filter, since the screen bowl was credited with a four to six percentage point decrease in product moisture compared to the disc. This comparison was made at ambient temperatures and reflected solely the mechanical dewatering capabilities of the two devices. No preheating of the feed was included in this particular comparison. Early generation screen bowl centrifuges operated under the principle of maximum bulk tonnage throughput. Second and third generation machines have followed the trends dictated by the coal industry calling for higher one-pass recoveries than previously demanded. The current generation of high-speed, long-bowl centrifuges permit recoveries of ultrafine solids directly comparable to commercial filter operation. On typical coal preparation plant feeds with nominal 600 E. an X 0 (28 mesh X 0) clean coal, recovery levels in excess of 99% are now obtained. The material that does escape the centrifuge and reports to the main effluent is typically -10 µm, high ash material. We have documented substantial beneficiation effects in screen bowl centrifuge performance with the cake product containing lower ash levels than the feed. On the referenced pipeline, coal tests performed on Western subbituminous coal, we found that the percentage of -10 µm material in the feed was six to eight times greater than normally encountered on eastern Appalachian seams. Our 45-t/h (50-stph) production centrifuge was never set up to maximize recovery. It was used as part of the two-stage dewatering circuit that had been chosen by designers of the proposed pipeline. Recoveries up to 95% were recorded. With field adjustments, that performance could most certainly have been improved. In contrast, manufacturers of the horizontal belt filter provided a small pilot-scale unit that operated on a side stream at the test facility. Numerous combinations of chemical additions were evaluated to determine those that had the best impact on filter performance. Whereas the screen bowl centrifuges operated without chemical addition, producing a dry, fluffy cake, the belt filter required two stages of chemical addition to attain satisfactory performance and high recovery levels. Nile sediment was collected as a waste from one of the water treatment plants in Cairo, and subjected to petrographical investigation and granulometric, chemical, and mineralogical analyses. It was expected to find diatomite in that sediment but it was a surprise to find that the diatomite content amounted to about 52.01% by volume in addition to quartz, orthoclase and clay minerals. The latter are represented by montmorillonite and illite minerals. The sediment is light gray in color, soft and has low density and high surface area, such density and surface area generally decrease with temperature. The sediment absorbs 317% of its weight in water. The diatomite skeletons are the main factor responsible for its high porosity producing microporosity and low density, and these particles are concentrated in the very fine silt size fraction (11x2µm). The common diatoms in such sediment include Cyclotella ocellata Pant, and Melosira granulata (Ehr.) Ralfs. It seems that this Nile diatomaceous sediment has many advantages over the fossil diatomite, such as Fayium diatomite in Egypt, with the absence of carbonate minerals that require grinding and calcination those cause destruction of the cellular structure and energy consumption. This Nile diatomaceous sediment can be processed using sequential classification to obtain diatomite concentrate of 88.8% grade at 90.6% recovery, and a middling product of 19.4% grade and 5.8% recovery. The suggested flow sheet is quite simple to produce diatomite product for different industries at a low cost. The unusual particulate structure and chemical inertness make diatomite an ideal mineral to be used as functional filler in a wide range of industries, and as catalyst carriers and insulating material. The National Uranium Resource Evaluation (NURE) program since 1974 has been designed to accomplish a comprehensive coverage of the 48 conterminous States and Alaska to evaluate the total uranium resources of the USA. This resource base includes both ore reserves and potential resources. Techniques include airborne radiometric and magnetic surveys, by hydrogeochemical surveys, surface and subsurface geologic studies, and the application of improved geochemical exploration and resource assessment methods (Table 1). In brief review, the current status of each of the five basic NURE elements is as follows: In the Aerial Surveys, in the conterminous 48 states, the flying has been completed in 89 of the NTMS 10 x 2° NURE quadrangles, and is in progress in 39 more (Figure 1). Complete quadrangle data have already been open filed for 46 additional quadrangles, for a total of 174 for which data gathering is either complete or in progress. In Alaska, the flying is complete in 42 quadrangles, and quadrangle data have been open filed for 34 more, for a total of 76 (Figure 2).

Blasor is a new mine planning tool which is being used in the long and medium-term optimization of multi-open-pit operations throughout BHP Billiton’s Base Metals and bulk commodities portfolio. It is not just a scheduler, nor even only a schedule optimizer—although this function lies at the heart of the tool’s functionality—but a pit development plan optimizer, used from ultimate pit design and process plant capacity sizing right through to mining phase design and optimal panel scheduling. The tool uses a mixed-integer-linear-programming optimization engine to determine when material should be excavated and where it should be sent to optimize discounted operating cash flow over the life of operation. The core software design concept of Blasor is to provide a tool which is intuitive and flexible enough so that a competent mine planner can perform a pit development plan optimization without assistance from optimization specialists. To this end, a generalized graphical user interface has been implemented which allows full configuration of the optimization problem, including the definition of all inputs and constraints, specification of the material flow topology, bin and destination class definitions and full specification of the economic model encompassing prices and costs. This paper describes the capability of Blasor and outlines the design concepts underlying its design philosophy.

Many concepts concerning equipment selection, performance prediction, and evaluation of support requirements for tunnel construction in soil or hard rock tunnels cannot be extrapolated directly for application in soft rock (compressive strength between 1.0 and 35.0 MPa). Case histories for small diameter (less than 3.5 m) tunnels in Austin, Texas, are analyzed to gain insight into particular problems encountered during tunnel excavation in weak sedimentary rock, and the performance of different excavation systems are compared.

Recent findings by medical workers on the association of certain zeolite minerals with the high incidence of pleural mesothelioma in two small Turkish villages have caused considerable excitement both in medical circles and in the synthetic and natural zeolite businesses. The 42 cases diagnosed between 1970 and 1977 in one community of 600 population in a region of altered volcanic tuff represent a virtual epidemic of this rare malignancy which normally strikes only about one person in a million. Cancer workers around the world expect that detailed environmental and epidemiological studies of the disease in these areas will shed considerable light on the cause of this particularly lethal form of lung cancer. Scientists and engineers developing uses for zeolite materials in industry and agriculture, however, are justly concerned that the preliminary results available on this situation will be used by environmental and regulatory organizations to label an entire group of miner- als as carcinogens on the basis of what is little more than circumstantial evidence. Although there is no question as to the large number of cases of mesothelioma in these areas of central Anatolia, the work to date has suffered from a lack of sound geological and mineralogical input. Ataman (1) stated that a "correlation" exists between mesothelioma and zeolites in this region; however, the geological data needed to document a direct relationship between the presence of zeolites in the volcanic tuffs surrounding the villages in question and the rate of malignant lung disease in the inhabitants have g been obtained, nor has evidence that suggests a cause-effect relationship between zeolites and cancer been reported. To provide fundamental information on the distribution of zeolite minerals in areas of central Turkey where high incidences of pleural mesothelioma have been reported and to evaluate from first-hand knowledge the published reports and news releases of medical workers engaged in assessing the problem, the following investigation was made.

During recent years fuel consuming industries of the United States have been caught between environmental restrictions and the uncertainty of obtaining an inexpensive fuel. With the advent of the National Energy Act of 1978 there has been added impetus to switch from gas and oil to coal. For industrial furnaces and boilers that were designed to bum coal, returning to an available compliance coal might be feasible. However, furnaces and boilers designed for gas or oil cannot reasonably be converted to coal unless the coal is initially gasified. All cases, nevertheless, depend upon the availability of an adequate structured coal of a compliance composition, a challenge to the coal mining industry. The foregoing problems have contributed to the current energy-coal crisis of today's economies. It therefore would be worthwhile to capitalize on previous experiences of the mineral processing industry.

P. Mousset-Jones I found the article most interesting and timely. I consider it imperative that mine case studies like this one are undertaken and published so that the practicing mining engineer and geologist can obtain a better idea of what is the preferred estimation and grade control technique to use, given the site-specific geology, grade distribution, etc. Mining companies, with operating gold mines, need to be encouraged to either initiate such a study in-house or support a research project by financing a graduate student at a local university. The latter method is preferable since it not only provides research support but also an excellent training opportunity for young mining engineers and geologists. Ideally, what is needed is exploration drill-hole, blasthole, and mine production data that can then be used to assess the efficiency of different estimation and grade control methods by comparing the results obtained using the drill/blasthole data with the actual production data. It is hoped that more mining companies will realize that the rewards from this kind of research greatly outweigh the sometimes perceived problem with releasing data to a university. I noticed that the authors used the blasthole data to represent the actual values, the validity of which relies heavily on the two key assumptions with regards to blasthole assays and in-pit ore-waste selection procedures. Could the authors comment in more detail on these assumptions and what criteria they used to check the validity of the assumptions? Since the article was published, have the authors had the opportunity to compare their estimates with the actual production data? It would be interesting to compare other estimation methods with OK and IK. For example, how well did the polygonal method used at the mine compare with the results given in the paper? I would like to mention that B.L. Kwa completed a similar study (Kwa and Mousset-Jones, 1986) using exploration drill-hole, blasthole, and production data from the Alligator Ridge mine in Nevada. The study compared a variety of estimation methods, including IK, and the final results are shown in Fig. 1. The IK method exhibits the smallest difference between estimated and production results and is closely followed by the indicator moving window (Ind MW) method. Reply by Y.C. Kim We do concur with Professor Mousset-Jones with respect to the merit of such case studies performed at a local university. In answer to his request for comment on the validity of the two key assumptions made in our paper, we can only say that these are reasonable assumptions that are very difficult to validate. The assumption of blasthole assays being accurate can be partially validated by a careful analysis of the nugget component of blasthole variograms. The assumption that the in-pit ore-waste selection procedure in use was an effective one can only be validated through comparison between the mine estimates of ounces of gold versus the actual recovered ounces of gold at the mill. Neither one of these two assumptions has been validated to date due to several reasons. For example, the mine went through a change in management since the study. Similarly, no compelling reasons have been presented to perform detailed variogram analysis of the blasthole data. We do, however, believe that the obtained results (i.e., indicator kriging performs better than OK in a highly skewed deposit) will remain the same in relative terms, regardless of how valid these two assumptions may be. The most recent comparative study by D. S. Lindsey of the Montana College of Mineral Science and Technology also shows a similar ranking between ordinary kriging versus probability kriging, which is an extended version of indicator kriging. Historically, as for most reagents used in flotation, the wide-spread use of dialkyl dithiophosphinates as collectors in practical applications has preceded a detailed scientific understanding of how they work. Dialkyl dithiophosphinates are a technologically and commercially important class of collectors used in the flotation processing of Cu-Au, complex polymetallic, and precious metal ores. Plant usage has demonstrated that dithiophosphinates exhibit higher selectivity and flotation rates for Cu sulfides, galena, and precious metal values in the presence of other gangue sulfides, than the traditionally used collectors such as dialkyl dithiophosphates and xanthates. They also have an attractive health, safety, and environmental (HSE) profile. Although dithiophosphinates received little attention in the past in the flotation research community, recently, there has been significant interest in this chemistry, and numerous studies have been conducted to understand the fundamental interactions of dithiophosphinates with several base metal sulfides and precious metals. A critical overview of fundamental studies, laboratory ore flotation, and plant practice of dithiophosphinates is given in this paper. The findings from these studies are rationalized and explained by drawing on concepts and insights from coordination chemistry. A comparison between the interactions with various minerals and metals of dithiophosphinate and dithiophosphate analogues brings out some of the subtleties that seemingly minor changes in collector chemistry can make. The critical overview and analysis given here is useful in identifying gaps in knowledge regarding this important class of compounds. This in turn can provide a basis for the design of studies to advance our understanding of dithiophosphinate flotation performance.

Industrial Minerals commodity profiles are continued from May's Annual Review issue. Diatomite G. Coombs, Manville Sales Corp. Growth in US diatomite production continued to lag in 1986. The US Bureau of Mines estimated that 580 kt (640,000 st) were produced last year. This is a 1%0 growth over 1985. The cumulative growth from the 1982 low point is 4.4%. Present production, though, is still only 90% of the high tonnage of 1979. The industry will see increased competitive activity with the start-ups of two new mines and production facilities in California and Oregon. US production has come primarily from Lompoc, CA, Bassalt, Clark Station, and Lovelock, NV, and Quincy, WA. New production, probably with capacities of 45 kt/a (50,000 stpy) each, have started near Burney, CA, and Vale, OR. Eagle Picher's new, full-line filter aid and filler plant at Celatom, Vale, OR, was dedicated in August. The plant uses diatomite from the Celatom mining district in Juntura, OR. Grefco's new filter aid and filler plant near Burney, CA, was ready in July. It produced flux calcined products through a single kiln and can handle both bag and bulk shipments. The operations are in Shata County with the plant and mine at the same site. Manville Specialties Group is moving its Filtration and Minerals Division headquarters and research staffs to Lompoc, CA. The move is intended to strengthen response and performance by locating research, marketing, and production close together. Diatomite is processed in three methods: natural, calcined, and flux calcined. The natural is dried to remove water and is particle size classified. Calcined or straight calcined products have been sintered to modify particle size or permeability. Flux calcination, or flux sintering, has a stronger influence on permeability and also benefits color. The unique structure of diatomite is used in a range of particle sizes from fine paint fillers, to coarser filter aids, to granular aggregates. Dimension stone L. Meade, Geomapping Associates Ltd. 1986 was another good year for dimension stone production. The trend toward using marble, granite, limestone, sandstone, and slate has created an increasing demand. According to US Bureau of Mines 1986 estimates, 1.1 Mt (1.2 million st) of dimension stone, with a value of $173 million, was produced by 200 companies. This is an increase from 1985, where 220 companies produced 1 Mt (1.12 million st) valued at $172 million. The increased production volume and decreased unit value is due to the competition from imports. The net import reliance in 1986 was 68% compared to 62% in 1985. The value of imports was $374 million in 1986 versus $295 million the year before. In an effort to maintain their market share, domestic finishers, particularly in the granite industry, continued to upgrade plants and machinery during 1986. In addition, offshore dollars have financed a number of fabricating facilities in North America that will finish imported rough stock. It is hoped that this increased domestic production capability will capitalize on a devalued US dollar. The trend has been for growth in stone usage and market. This trend is continuing with increased public awareness and desire for natural stone in buildings. The area of greatest market growth is expected to be in residential and interior decorative stone usage. Use of sophisticated, automated equipment has made the cost more affordable. Now lobbies, foyers, and specialty rooms are being clad in stone. Dolomite J. Welshimer, National Lime & Stone Co. About three-quarters of dolomite production is used as construction aggregates and 10% to 20% is sold or used as an industrial mineral. Total limestone and dolomite consumed for chemical and metallurgical purposes is about 136 Mt/a (150 million stpy). Sales of industrial dolomitic products were somewhat stronger in 1986 than levels recorded in the early 1980s. Some of the sales' strength, however, can be attributed to reductions in the number of active mining and processing operations. The industry will probably undergo further consolidation by the end of this decade. This will be due primarily to the continued softening in demand by the steel industry. Dolomitic limestone deposits being mined for raw materials for the steel, glass, and refractory in¬dustries are generally 54% calcium carbonate and 45% magnesium carbonate by weight. Impurities composed of silicon, aluminum, iron, sulfur, and phosphorous, represent less than 1%. The heaviest concentration of high purity, surface mineable dolomite in the US is in northwestern Ohio. Crushed and sized dolomitic limestone is a basic raw material for the iron and steel industry. It is also used as feed stone or lime kilns. Soft-burned lime is a popular raw material for BOF steel production. It is also used extensively in insulating glass fiber manufacturing. R.K. Leininger, N.R. Hasenmueller, and D.D. Carr The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp. for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in southeastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm's project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retort¬ing of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. Gomberg, Ann Arbor Nuclear Inc., discussed "Radiation Combined with Donor Solvents for Extraction and Up-Grading of Kerogen." Aurora M. Rubel and coauthor Eileen Davis presented results of research at the Kentucky Center for Energy Research Laboratory under the title "The Effect of Shale Particle Size on the Products from the Bench Scale Fixed Bed Steam Pyrolysis of Kentucky Sunbury Shale." Lastly, Maria Rockwell, Technical University of Nova Scotia, presented "Processing and Up-Grading of Low Grade Nova Scotia Oil Shale for Potential Use." A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama's Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation. The report incorrectly states that current projects include a total investment of $466 million in a pair of 18-month technical and economic feasibility studies for proposed projects in southern Indiana. In response to Public Law 95-87 (SMCRA), Colorado promulgated regulations governing the mining of Coal. These regulations require the prediction, monitoring and mitigation of "material damage" caused by subsidence. All permitted underground coal mines within Colorado have approved subsidence programs. Preliminary monitoring results indicate the subsidence mechanical predictions have been sufficiently accurate to preclude material subsidence damage. The State of Colorado has developed a practical approach to regulating subsidence, which stresses monitoring verification of predicted subsidence phenomena. However, shortcomings exist in our ability to precisely predict the secondary consequences of subsidence, including effects to structures, the hydrologic balance and the environment. Lack of accuracy in predicting these secondary consequences results in uncertainty, necessitating conservatism in permitting. To avoid increasingly stringent permit restrictions, future research should emphasize the secondary consequences of subsidence.

The current study investigates sericite clay as an alternative source of potash and alumina. The alumina and potash content in the sericite is approximately 35 and 10%, respectively, compared with 50–55% in bauxite ore. Muscovite and illite phases are stable, and direct leaching is found to be ineffective. Here, planetary ball milling was performed, which provided dissociation of stable phases to relatively reactive phases. The milling led to a five-fold increase in the surface area, resulting in enhanced leaching kinetics even at low acid concentration. The statistical design obtained optimal conditions of 8 h of milling followed by leaching in 1.73 M HCl at 75 °C, yielding 82% alumina extraction in precipitate with 85% purity in γ-alumina form and 63% potassium dissolution in sylvinite phase. The yield of the precipitate was ~65–68%, and the acid leach residue contained primarily silica.

Wet magnetic separation methods for recovering hematite and chromite fines and ultrafines are investigated in this paper. These methods include wet high intensity and high gradient magnetic separations, carrier or "piggy-back" magnetic method, magnetic field-induced aggregation and magnetic seeding. This investigation indicates that wet magnetic separation is more efficient for fines and ultrafines whereas other methods can be used to enhance the particle aggregation and/or the magnetic response. The magnetic behaviour of these minerals with respect to magnetizing field, particle size and temperature is also presented.

Last month's engineering fundamentals article discussed some general considerations of underground mine ventilation. This month's article takes a look at auxiliary ventilation-brattice, fans, and ducting-in underground mines. The need for good, efficient auxiliary ventilation increases as mines get deeper and move farther from ventilation shafts. New mining methods and equipment resulted in faster work area advances, liberating more dust, gas, and heat. As a result, worker health and safety requirements in the face area have become more stringent. For all these reasons the safety and efficiency of any underground mine depends heavily on its auxiliary ventilation. The purpose of such ventilation is to supply sufficient quantities of clean air to the face of the drift and to maintain air quality within desired limits until expelled from the mine.

Ten years ago, only 3% of Consol's underground coal production resulted from using the longwall mining method. Today, that figure has grown to 45% and has helped the Pittsburgh-based concern fuel an upswing in productivity. The company reported that productivity at its underground mines, excluding labor strike periods, increased 24% between 1978 and 1981. Last year, an additional 8% increase was achieved. Efforts such as improved safety, training, engineering, and maintenance programs as well as the closing of unproductive mines has contributed to these gains, according to Joseph M. Richards, Consol's executive vice president of operations. But, Richards adds, a great part of the credit goes to longwall mining. What is Longwall Mining? To fully appreciate the advantages of longwall, one needs an understanding of how mining is done by other methods. For instance, in both conventional and continuous mining, rooms or tunnels are dug in the coal seam. Pillars of coal are left standing to support the roof as mining moves forward in the seam. In conventional mining, a slot is cut in the base of the seam and holes for blasting are drilled. After blasting, the coal is loaded. A more efficient method - continuous mining - uses a machine that combines cutting and loading. Longwall mining, by contrast, works backwards from the end of a panel. Two parallel sets of tunnels (development panels) are cut into a seam with continuous mining machines, then connected with a set of crosscuts at the far end. Min¬ing then proceeds back toward the entrance. Longwall mining employs some very productive machines. Large drum shearers, for example, run on a track along the length of the coal face for some 150-180 m (500-600 ft). The shearers cut the coal which falls onto a conveyor system or pan that also runs the entire length of the face. The longwall crew works under a roof of heavy steel supports called shields. As the coal is removed, shearers, pans, and shields are moved forward by hydraulic rams. The roof is allowed to collapse behind the shields. In addition to increasing production, longwall mining is considered to be safer because the miners work under strong steel shields. New designs have made them more rugged and maintenance free, as well as more stable on soft mine floors. Early roof supports, called chocks, had gaps in the roof canopies. The new roof shields now cover the entire working area and are better able to prevent roof material from falling into the working area, thereby improving safety and productivity. As the basis for the State of Minnesota's Regional Copper-Nickel Study environmental evaluation, hypothetical mine models were developed ranging in ore capacity from 5.35 to 20.00 x 106 mtpy. Open pit and underground mining operations were defined utilizing conventional methods of ore extraction. Processing of the copper-nickel sulfide material involved conventional bulk flotation of the valuable minerals, with maximum water recycle And tailing disposal. Flash smelting and electrolytic refining of the concentrate resulted in 0.10 x 106 mtpy copper plus nickel metal, plus associated cobalt and precious metals. Variations in model parameters allowed environmental trade-offs to be identified.

Injuries due to work-related musculoskeletal disorders (WMSDs) are not uncommon in heavy industry like mining. Researchers acknowledged that occupational exposure to ergonomic risk factors is the chief causative factor in the development ofWMSDs. The aim of this study was to perform an ergonomic assessment of musculoskeletal disorders among surface mine workers in India. Standardized Nordic Questionnaire was used to collect subjective response from 500 workers. A stratified random sampling method according to surface mining work activity type was used to obtain the sample. Data was collected by means of a structured questionnaire, and the Statistical Package for Social Sciences (SPSS) was used to analyze data using descriptive and inferential statistical methods. A response rate of 85% was obtained out of 500 targeted groups. TheWMSDs prevalence for the 12-month period was estimated to be 44.23%. The mean and standard deviation of workers’ age were 41.31and 8.927, respectively. The study has shown that the operators of dumpers, dozers, and graders along with electricians were found to be the most susceptible to developWMSD problems. Among the most affected body parts, back disorder reported the highest. Further, it was found that working with static posture over the longer duration has a significant association with the lower back disorder (with p = 0.020) and bouncing and jarring has also significantly associated with the lower back disorder (with p = 0.023). Similarly, a significant association was found between repetitive work and neck pain (with p = 0.016). The study depicted a significant association between ergonomic hazards and WMSDs, like working with prolonged static posture, bouncing and jarring, and repetitive work.
