"INTRODUCTION Project Background The U.S. Army Corps of Engineers (USACE)/Port Authority of New York & New Jersey (PANYNJ), as part of their New York and New Jersey Harbor Deepening Project, will dredge this shipping channel to a depth of 16.5 m below mean low water (MLW). By deepening the channel, the new generation of larger, “post-panamax” container ships coming to U.S. waters as a result of the expansion of Panama Canal can be accommodated in local marine terminals, helping to retain the nearly 300,000 jobs and $12 billion in annual wages the PANYNJ provides to the region. The existing siphons are situated at a depth that could be compromised by the planned dredging of the channel (nycedc.com). The purpose of this project is to build a new 1.83 m diameter water main inside a 3.66m diameter tunnel replacing the two existing siphons in order to provide the necessary backup water supply to Staten Island across the Anchorage Channel within the Upper New York Bay from Brooklyn. The proposed tunnel is approximately 2.9 km long and at a depth of at least 26 m below MLW. The project is funded jointly by New York City’s Department of Environmental Protection (NYCDEP) and PANYNJ and is managed by New York City Economic Development Corporation (NYCEDC). The contractor of the project is Tully/OHL JV, the designer is CDM/HMM JV, and the CM is LiRo/PB JV. History of New York City’s Soft Ground Tunneling The New York City area has a relatively long history of soft ground tunneling, commencing in the late 19th century. Construction of the first Hudson River tunnel crossings was begun (but not completed) in 1874 for the Hudson & Manhattan Railroad using compressed air supplying a shield. The work continued intermittently until the project finally opened for service in 1907. These 1.72km long tunnels (maximum depths of 29 m) are still in operation and now operated as the PATH Tunnels. They are approximately 5.5m diameter utilizing cast iron segments. The river bed consisted of primarily silt with shallow rock near the New York side. Air “leaks” occurred during the compressed air excavations resulting in some serious “blows” with water and soil entering the tunnel, including one incident with 20 deaths."

In spite of the deflationary state of the minerals business today, there will be opportunities for those who can fulfill future needs. Since there are abundant supplies of ores and fuels to keep prices down, at least in peacetime scenarios, future needs may be as much political and social as technical and economic. Engineers and economists will develop new and innovative ways to find, mine, process and pay for mineral deposits. Pressure from governments and non-governmental organizations and the public will combine with market forces to provide opportunities for highly competitive, risk-taking enterprises who can leverage the qualities of their orebodies and employees by being good neighbors and partners.

Acid ferric sulfate solution has been used for heap and dump leaching of low-grade chalcopyrite ores and is being considered as a possible lixiviant for the hydrometallurgical processing of copper sulfide concentrates. For many years, researchers have attempted to explain the leaching behavior of chalcopyrite, since the reaction rate kinetics are extremely slow and seem to be significantly influenced by the nature of the reaction product. A summary of conclusions drawn from reported literature on chalcopyrite leaching is found in the paper by Munoz, Miller, and Wadsworth(1) and more recently by Dutrizac.(2) Lowe(3) and Jones and Peters (4) attributed rate control to a surface reaction. Linge,(5) Dutrizac,(6) Bauer,(7) and researchers at the University of Utah(1,8) reported that the reaction rate is limited by transport in the chalcopyrite lattice or through the elemental sulfur reaction product layer. Munoz et al.(1) presented a model, derived from the Wagner theory of oxidation, which is based on the formation of a protective sulfur layer with rate control by electron transport through the insulating sulfur layer. GENERAL DESCRIPTION At the Star mine, Hecla Mining Co., located in Burke, Shoshone County, ID, the mining method is horizontal slicing (timbered or untimbered) cut-and-fill using hydraulic sand backfill. Back stoping as well as breast stoping is used; see Fig. 1. The annual produc¬tion from all cut-and-fill mining is 259 816 t (286,400 st). The average depth ranges from 366 to 2408 m (1200 to 7900 ft). A majority of the tonnage comes from an average depth of 2240 m (7350 ft). Average travel time to the stope is 1 hr. GENERAL ORE BODY REQUIREMENTS AND LIMITATIONS Size and Ground Conditions The ore body is 610 to 1219 m (2000 to 4000 ft) along the strike and 2408 m (7900 ft) on the dip, with an average vein width of 2.6 m (8.5 ft). The dip is essentially vertical. The ore body is heavily sheared and broken on the main fault structures; it is more competent on the wall veins but everywhere subject to rock bursting at depth. The hanging and footwalls are strongly fractured on the main fault structures, again more competent but still fractured on the wall veins. All host rock is Revett quartzite. Value and Production Requirements The ore value is $56 per ton. Production require¬ments are 1089 t/ d (1200 stpd), five days per week. Why Cut-and-Fill? The slusher extraction method is the most satisfac¬tory and practical for narrow vertical veins with sheared walls. The method must be quite selective to be com¬mercial. The veins are too narrow for rubber-tired ex¬traction and the grade is not high enough to make resuing practical. DETAILED DESCRIPTION Development Access to the main shaft is by the 3.2-km (2-mile) main haulage tunnel. The level intervals in the vertical timbered shafts are 61 m (200 ft). Vein development is by crosscut and laterals located 30.5 m (100 ft) into the vein wall. Vein crosscuts are on ±61 m (200 ft) centers. Access to the vein is by raises carried up with the stope. The raises are equipped with four wood¬cribbed chutes (two orepasses reinforced with angle irons, one manway, and one timber slide, Figs. 2-6). The initial cut is located 6.7 m (22 ft) above the main level (Fig. 1). Stoping Cycle Detail Sampling: Grab samples are taken from the mine cars. Channel sampling of the faces and backs is done when necessary. Drilling: For stope drilling, Ingersoll-Rand 300M percussion drills are used, with Ingersoll-Rand 300M and Gardner-Denver RB83M stopers, used for back stoping. Breasting down is done with Gardner-Denver S83FM jacklegs. The back stoping rounds are 0.9 to 1.8 m (3 to 6 ft) and the breast stoping rounds 1.5 to 3m (5 to 10 ft). Blasting: For stope blasting DuPont Tovex 100 watergel with fuses and igniter cord is used primarily. Approximately 60% of the blasting is done with am¬monium nitrate-fuel oil (ANFO). For development headings and shaft sinking, DuPont Drivex watergel with Ensign Bickford Nonel Primadet primers is is used. Mucking: Broken ore is removed entirely by slusher in the stopes. These are mostly 3.7-7.5-kW (5-10-hp) Ingersoll-Rand air-powered or 7.5-37.3-kW (10-50-hp) Ingersoll-Rand electric-powered. In the horizontal de¬velopment headings Eimco 12B and 21 and Atlas Copco LM-56 overshot mucking machines and a 0.76 (1 cu yd) hydroelectric Wagner HST-1 LHD (load-haul-dump) unit are used. Rockway for Extraction: The cribbed chutes (Fig. 7) are nearly vertical and hexagonal in shape and are made of spaced 152 x 203-mm (6 x 8-in.) timber, reinforced with varying weights and sizes of angle iron, depending on wear requirements. Rectangular cribbed chutes are used where ground pressure is not a problem. Cribbing is added in 2.4 or 3-m (8 or 10-ft) extensions accord¬ing to the floor height (whether timbered or untimbered). See Figs. 8 and 9. Backfilling: Backfilling is done with hydraulic sand consisting of classified mill tailings at 65% solids. The fill contains approximately 20% 325-mesh fines. The tailings are pumped 3353 m (11,000 ft) at 50-55% solids 22.7 dry t/h (25 dry stph) with a duplex piston pump. Cycloning increases the tailings density to 65% solids. As part of the 3RPORT and NEBT Projects, 5-mile Combined Sewer Overflow Tunnels were excavated with a 19 ft diameter Slurry and 26 ft diameter EPB Tunnel Boring Machines. Due to the difficult geological and hydrogeological conditions, both tunnels were excavated maintaining a ground support pressure between 2 and 5.5 bar imposing significant challenges to the projects. The first part of the paper describes the general characteristics of both projects while the second part focuses on the challenges and technical details of the pressurized breakthroughs that took place in deep shafts excavated in urban environment as part of the projects.

Subsidence from underground coal mining alters surface water discharge and availability. The magnitude and areal extent of these impacts are dependent on many factors, including the amount of subsidence, topography, geology, climate, surface water - ground water interactions, and fractures in the overburden. These alterations may have positive and/or negative impacts. One of the most significant surface water impacts occurred in July 1957 near West Pittston, Pennsylvania. Subsidence in the Knox Mine under the Coxton Yards of the Lehigh Valley Railroad allowed pan of the discharge in the Susquehanna River to flow into the mine and create a crater 200 feet in diameter and 300 feet deep. Fourteen railroad gondola cars fell into the hole which was eventually filled with rock, sand, and gravel. Other surface water impacts from subsidence may include the loss of water to the ground water system, the gaining of water from the ground water system, the creation of flooded subsidence troughs, the increasing of impoundment storage capacity, the relocation of water sources (springs), and the alteration of surface drainage patterns.

The Slippery Rock Watershed Coalition was organized to restore a 70 km2 portion of the headwaters of the Slippery Rock Watershed in northwest Pennsylvania. Thirteen passive treatment systems have been installed with engineering and funding provided by private industries, county government and the Commonwealth of Pennsylvania. In addition, experimental systems have been installed at the Jennings Environmental Education Center which, in addition to monitoring the systems installed within the watershed, provide an array of educational and research opportunities for secondary, college and university students. The coalition sponsors an annual seminar for students to present the results of their research and field trips for public officials and private citizens to learn how public and private partnerships work together to restore the Slippery Rock Creek watershed.

Low-grade iron ore received from the West Singhbhum area of Jharkhand state in India was used to develop a beneficiation flow sheet to remove alumina (Al2O3) and silica (SiO2 ) from the ore to get iron (Fe)-rich product for steel plants. Mineral characterization showed that the main mineral constituents present in the head sample are goethite, limonite, hematite, quartz, clay and gibbsite. The head sample contained about 49.2 percent Fe, 8.79 percent alumina and 12.01 percent silica. The received iron ore sample is amenable to upgradation through beneficiation to get pellet grade concentrate. The beneficiation process was established, involving crushing, screening, jigging, spiral separation, size reduction, desliming and magnetic separation. The process showed significant enrichment in Fe values to 63.5 percent Fe in concentrate, from 49.2 percent Fe. From the developed flow sheet, it is possible to obtain pellet grade fines with 63.5 percent Fe, 2.92 percent SiO2 and 2.61 percent Al2O3 with 50.6 percent weight recovery. The overall tailing loss is 49.4 percent with 34.3 percent Fe, 21.28 percent SiO2 and 14.64 percent Al2O3

I would like to congratulate Professor Gershon on an idea that is obviously valuable and is certainly new to me. It has, however, to be further developed, in that one can get fallacious results by limiting oneself to positional weights. In the example problem, the positional weight of one block was 8.6 (the 8.0 value in the paper was incorrect) for 36 units in the cone, for a mean block value of 0.239. The positional weight of the second block was 4.4 for 15 units, for a mean block value of 0.293. Surely one would expect the second block to be rated higher. Additionally, the time value of money adjustment cannot be determined by depth, because the time that a block is mined is determined by the mining sequence, not depth. Figure 1 shows a slightly altered version of Professor Gershon’s pit. The overall value of the pit is the same, as are the total values under each of his blocks. The values in the right-hand cone have been reversed top to bottom, and the values in the rest of the pit adjusted to keep the central cone total unchanged. All values have been multiplied by 10. Figure 2 shows the sequence of mining, at three blocks per year, for Professor Gershon’s pit, and Fig. 3, the sequence for a pit under the other block. Table 1 shows the value and discounted value (157. ) of Professor Gershon’s pit, and Table 2 shows similar values for the second pit. It is apparent that the second pit schedule is more valuable than the first.

The Port of New York and New Jersey is one of the most heavily used transportation arteries in the world, handling nearly 40 per-cent of the North Atlantic shipping trade and directly providing nearly 230,000 jobs to the local economy. In 2004, $100 billion worth of consumer goods moved through the port. To accommodate future cargo volumes in the port, which are expected to double over the next decade and possibly quadruple in 40 years, deeper shipping channels are needed to provide access for a new generation of cargo mega-ships with drafts exceeding 13.7-m (45-ft) when loaded. Current channels within the harbor range in depths up to 13.7-m (45-ft), thus preventing carriers from using these larger ships, or requiring significant reductions in cargo to achieve lesser drafts to operate safely within the harbor. As part of the Harbor Deepening Project, the Anchor-age Channel would be deepened to 15.2 m (50 ft) below mean low water (MLW), for a length of 5,790 m (19,000 ft). The New York City Department of Environmental Protection (NYCDEP) owns, operates and maintains two existing water siphons in the harbor. Due to their shallow depth, both existing siphons must be relocated before dredging of the Anchorage Channel can be completed. Tom Costanzo, manager of capital programs for the Port Authority of New York and New Jersey (PANYNJ), says that ?While the re-location of the existing siphons under the Anchorage Channel is vital to the success of the deepening program, it is also a story of cooperation among key agencies at different levels of government resulting in improvements that will benefit the people of this region greatly.?

Diesel particulate filter (DPF) systems and biodiesel fuels are two of the most promising technologies available to the mining industry to reduce the exposure of underground miners to diesel particulate matter (DPM). A study has been conducted to estimate the potential of DPF systems and biodiesel blends to reduce DPM emissions from production vehicles. Results of testing three DPF systems in an isolated zone showed 88% to 99% reductions in elemental carbon concentrations. The test results also show that biodiesel blends, B20 and B50, reduced the elemental carbon concentrations in the mine air by 26 and 48 percent, respectively.

The Superconducting Super Collider (SSC) features two 20 TeV counter rotating proton beams which will be housed in 87 km (54 miles) of tunnel. Four additional lower energy particle accelerators will be housed in 26 km (16 miles) of tunnel and underground structures. Physics experiments will be conducted in two underground detector halls approximately 67 m (220 feet) deep with footprints measuring about 30 m (100 feet) by 100 m (330 feet). Definition and design of underground facilities is advanced with construction of approximately one-third of the SSC program underway. This paper presents an overview and status of the SSC project.

Brazil is a major mineral and metal producer, has magnificent fauna and flora, and superb architecture. In 1693 gold was discovered in Ouro Preto and Brazil produced about half of the world's gold. In 1726 diamond was discovered in the region of Tijuco in the Province of Minas Gerais, 150 km east of Bello Horizonte. The country became independence from Portugal in 1822 as the Brazilian Empire. In 1876, an Englishman succeeded in obtaining from the Amazon region seeds of rubber trees and secretly transferred them to England, where they were planted in the royal gardens at Kew. Some of the seedlings which spouted were sent to Ceylon and Singapore. Thus, began the rubber industry in the East. Today, Brazil is the largest producer of niobium, and produces a large number of other metals. The Mineral Research Center in Rio de Janeiro is the countries main Government establishment for mineral research. The country has been a republic since 1889 with its capital in Brazilia.

Annual requirements of uranium to fuel the 441 currently operating nuclear reactors in the world is 170 million pounds U3O8 (65,385 tonnes U). 2005 global production was 108 million pounds (41,595 t U), of which only 2.7 million pounds U3O8 (1,039 t U), was produced from US uranium deposits. US nuclear utilities represent 26% of the global nuclear capacity but only obtain 2.5% of their supply from US uranium mines. Since 2002 annual global production increased from 93 million pounds U3O8, a 15% increase and the US production increased from 2.3 million pounds to 2.7 million pounds, a 17% increase. Reasonably Assured Resources (RAR) of 12,332 million pounds U3O8 (4.7 million t U) are reported from a wide variety of countries and types of uranium deposits. This RAR suggests that there are significant global uranium resources potentially producible at a price of $50 per pound U3O8 ($130 per kg U). Table 1 shows the distribution of global uranium resources. This table, prepared from historic data maintained by the World Nuclear Association, does not include some areas of the world that are currently considered to contain significant resources of uranium such as Mongolia. Table 1 suggests that the United States contains the fourth largest uranium resource in the world with 890 million pounds U3O8, behind Australia, Kazakhstan and Canada in resources that are producible at a price of $50 per pound U3O8 ($130 per kg U). Within the US, the states that demonstrate the greatest amount of uranium resource are Wyoming, New Mexico, Texas and the Four Corners Area of Arizona, Colorado and Utah.

Identifying, quantifying and minimizing technical risks associated to investment decisions is a key challenge for the minerals industry decision takers and investors. However, risk analysis in most bankable mine feasibility studies are based on stochastic modelling of project NPV which, in most cases, fail to provide decision makers with a truly comprehensive analysis of risks associated to technical and management uncertainty and, as the result, are of little use for risk management and project optimization. This paper presents a value-chain risk management approach where project risk is evaluated for each step of the project lifecycle, from exploration to mine closure, and risk management is performed as part of a stepwise value added optimization process.

INTRODUCTION Tunnels are commonly constructed in the very weak St. Peter sandstone in the Twin Cities area of Minnesota. Historically, core recovery in this weak sandstone was very small in the critical weaker strata resulting in little preconstruction information on the ground conditions. Improved core recovery techniques have been utilized for recent projects, allowing rock quality rating methods to be developed for the recovered core. Down-the-hole tests, and the use of combination ratings between different types of core data provide for more detailed characterization of ground conditions. THE ST. PETER SANDSTONE The 45 m thick St. Peter is an unusually pure quartz sandstone. It underlies all the Twin Cities area, except where it has been eroded by the present day Mississippi River or by pre-glacial rivers. It forms conspicuous steep bluffs along the Mississippi River where the upper Platteville limestone formation protects it from erosion. Where the Platteville formation is missing, the sandstone slopes are often more gentle. Natural case hardening of the exposed sandstone bluffs often forms a resistant crust and reduces sloughing. This case-hardened surface is not representative of the sandstone back from the bluff.

Compliance with the EPA's emerging Clean Water Act regulations can be challenging. Open pit copper mines in Arizona have found themselves in a tangled web of changing rules, regulations, and guidance documents regarding storm water and process water discharges. Large mining properties must come up to speed on a myriad of issues including the definition of zero discharge, what constitutes a process related spring or seep, and tailings and waste rock Best Management Practices. The example of the Pinto Valley Mine in Arizona is used to illustrate National Pollution Discharge Elimination System regulatory issues.
