INTRODUCTION Due to the current depressed state of the mining industry, many mining companies have been forced to operate at less than maximum capacity. This paper will describe how the AMAX Henderson Molybdenum Mine and Mill near Empire and Parshall, Colorado respectively have utilized operations scheduling and budgeting to achieve production targets at minimum operating costs The AMAX Henderson Molybdenum Mine and Mill have been operating most recently at approximately sixty percent of maximum capacity. OPERATIONS SCHEDULING Production Targets. The production targets are tons, operating days, tons per opera- ting day, head grade, recovery, and pounds of molybdenum. One specific objective of operations scheduling is to meet the production target for pounds of molybdenum. Present market conditions dictate that production be adjusted to match sales of molybdenum. Over-production and creation of molybdenum inventories is unacceptable. In summary, the product ion target for pounds of molybdenum must be met, but not exceeded. Capacity. The AMAX Henderson Mill single stage open crushing circuit capacity is 48,000 dry short tons per day. The AMAX Henderson Mill single stage semi-autogenous primary grinding mill circuit capacity is 38,000 dry short tons per day. All other AMAX Henderson Mi 11 circuits such as rougher flotation, regrind, cleaner flotation, lead leach, filtering, drying and concentrate handling are sized to accommodate the 38,000 dry short tons per day and pro- ducts from same. The tailing delivery system is designed to accommodate tailing from a 38,000 dry short tons per day operation. Constraints. One mill production scheduling constraint is that the mill operating schedule must be the same as mine production, ore haulage and crushing. There is a total crushed ore stockpi1e storage capacity of 240,000 dry short tons. This breaks down to 60,000 dry short tons of crushed ore over the three reclaim pan feeders for each of the four primary grinding mill circuits. However, there is only approximately 10,000 dry short tons of live crushed ore available over the three reclaim pan feeders for each of the four primary grinding mill circuits. "History - How did you get into mining and involved with SME?Unlike many past presidents, I do not come from a mining lineage. I liked math in high school and believed I wanted to be an engineer. I told my math teacher that, and he laughed in my face. I believe that humiliation is what carried me through engineering school. At the time my ability to go to college relied on how inexpensive I could make it. My brother told me that there were a lot of scholarships in mining engineering, and I should apply to mining schools. As usual, he was right and I was off to the University of Idaho to study. My first summer break I got a job with Hecla at a mine in Arizona. I was a laborer on a shotcrete crew. I knew after the first summer that I loved underground mining, and I never considered changing disciplines. Looking back, I was working in miserable conditions (hot, humid), on a miserable job (shotcrete), where I got injured, and two summer student roommates died in a car accident on the commute home after work. I had every reason to hate the industry, as I had seen virtually everything bad about what we do. But I didn’t, I loved it. I said I was good at math, I never said I was smart.I joined SME in college because I was told to by the head of the mining school, Dr. Jack Hoskins. You did what Jack told you to do. I got involved because I went to an annual meeting and the papers in the underground sessions were terrible. I refer to bad papers as the “Tensile strength on cable bolts in sub-arctic regions on Tuesday” papers. Real snoring fodder. I don’t remember who I was complaining to, but they told me to quit my grumbling and fix it. So I chaired a session, and tried to get only good quality papers, something that has been my mantra for years with the Mining & Exploration Division. I also volunteered to help the local sections too. Then one day I woke up as president.What is your opinion of the health of the mining industry?The mining industry is in bad shape. Coal is under attack and will likely never recover to its former greatness. Our President has banned new coal leases, and the state of California is forcing people it does business with to divest their interests in coal companies. And that all happened in just in a few short weeks this January. Usually in America you get a trial before you are given a death sentence, but not with coal."

The coal industry is ever changing and complex. This article discusses some problems that must be faced and their projected economic effects. Coal's dominant market is for electric power generation. While growth rates in the 1980s will be nominal compared to historic growth rates, such growth will be substantial in absolute terms because it comes from a very large base. Higher growth is expected in the 1990s. History When looking toward the future, an examination of the past is helpful. Figures 1 and 2 present production and consumption statistics (expressed in short tons) on bituminous coal and lignite in the US from 1945 onward. After an all-time peak of 572 Mt (631 million st) in 1947, total production dropped to 356 Mt (392 million st) in 1954. Sustained growth in total production did not begin until the 1960s. Coal production from under-ground mines declined from more than 400 Mt (440 million st) in 1947 to about 295 Mt (325 million st) during 1965 to 1970. A further decline ensued until a strike in 1978 reduced production to only 218 Mt (240 million st). Underground mines produced 283 Mt (312 million st) in 1983. Coal production from surface mines has increased steadily since the early 1960s. While some of this increase has come from mines east of the Mississippi River, most has resulted from surface mines developed in the West. Production from surface mines west of the Mississippi River was 224 Mt (247 million st) in 1982. Total coal production from under-ground and surface mines, other than Western surface mines, continues to approximate levels of 40 years ago. In spite of several wage increases, increasing productivity in surface and underground mines enabled the coal industry to hold the average value f.o.b. mine to about $5.50/t ($5 per st) from the end of World War II to 1969. Under-ground mine productivity peaked at more than 13.5 t (15 st) per man-day in 1969. I wish to register strong disagreement with the choices of drilling sites chosen by the Continental Scientific Drilling Committee, while endorsing the stated objectives. Of special significance is the lack of any site involving the metals most needed today in the US, while 9 to 13 km of drilling are allocated to gold and silver districts and 11 to 17 km to base metal (mainly copper) districts. Why is nothing proposed for platinum group or chromite? Is this because the committee did not know of such a site? If so, I offer such a site in California (see Fig. 1). The mineralization shown in Table 1 occurs in a large peridotite body in western Tehama County, CA. Petrography has demonstrated unequivocal evidence of migrated PGE deposited in peridotite and chromite of hypabyssal nature. Active diapirism (due probably to serpentine buoyancy) above a reactivated mantle to surface conduit marks the position of the conduit. Young explosion breccia cemented loosely by volcanic glass and tuff demonstrates the significance of the conduit as the prime source of the various emissions. Deep drilling could result in major metals discoveries as well as shedding light on the grand questions of platinum group mineralization. What role water has played in this occurrence is not yet certain; but chlorine and asphaltite have been detected in and adjacent to native PGM, suggesting a major role for water. The explosion breccia suggests that this excellent site could overlie entrapped geothermal steam.

One of the most difficult items to justify economically on any budget is a training program. The costs can easily be identified--primarily the cost of the program and the inconvenience and cost of filling in for the men taking the training by working other personnel extra hours at overtime rates. Operating efficiency, higher productivity, increased plant availability, development of confidence, improvement in morale and less absenteeism are only a few of the benefits which far exceed the costs. A good preparation plant training program can accomplish more in 5 weeks than can be accomplished in five years of on-the-lob operation. During recent years, coal preparation plants have become more sophisticated and complex as the specification for coal used by electric utilities in their power plants have required improvements in coal quality to adhere to air quality regulations and to improve boiler performance and reliability.

Although phosphorus is a very important biogenic element, its concentration in coal is generally low. Phosphorus concentrations typically range from 0.001 % to 0.229% in raw coals of the contiguous 48 states. Some Alaskan coals in the Cook Inlet region contain horizons unusually high in phosphorus. A foot by foot analysis of deep drill core, containing 70 ft. of sub bituminous 'C' coal from the Beluga coal field, Alaska, showed certain increments contained as high as 17.03% P2O5 in the coal ash; 1.01 % P on a moisture-free coal basis. Crandallite has been identified by electron microprobe analyses as a phosphorus numeral in these coals. The authors could quantify calcium, barium, strontium and phosphorus concentrations from the coal attributable to crandallite. These high phosphorus coals provided a unique opportunity to study the association of phosphorus in coals using chemical fractionation for exchangeable cations and acid extractable elements. Since the source of high phosphorous horizons in Cook Inlet coals is attributed to volcanic ash, it is suggested that the profiles of acid extractable phosphorous concentration may be useful for coal seam correlations.

The kinetics of gold-bromide loading onto activated carbon has been investigated in a batch stirred reactor. The amount of gold adsorbed by the carbon was correlated with time based on a second-order equation. The rate constant for gold-bromide species onto activated carbon ranged from 0.27 to 1.2 x 10-3 (kg/t)-l(min)-l from a solution containing 25 ppm of Au, with 0.8 g carbon per liter of solution at 30° C. The equilibrium saturation capacity (Q.) was 36±3.0 kg/t from the same system. The rate of loading increased with decreasing particle size, decreasing pH, increasing temperature, and decreasing concentration of gold in solution. The calculated activation energy E. was 8.8 kcal/mole, significantly higher than those reported for physical adsorption. The equilibrium saturation capacity (Q.) increased with increasing concentration of gold in solution, but was independent of other variables such as temperature, agitation speed, particle size and pH. These rate constants and equilibrium saturation capacity for the gold-bromide species are higher than those reported for the gold-cyanide systems.

Many coal mining companies have potential surface mine reserves which either are known or suspected to have had prior drift mining activity on them. In many cases, there is no documentation on these mines or at best, very fragmented records. These undocumented abandoned underground mines are creating engineering, financial, and environmental difficulties and concerns for both surface coal mine operators and regulatory personnel. This paper examines the use of resistivity techniques in detecting entries of abandoned drift coal mines. The detection of such a drift mine entry would confirm the presence and orientation of an abandoned underground coal mine.

Strategic mine planning focuses on cutoff grade selection, capacity planning and block sequencing. Despite significant knowledge accumulated, potential value can be added to mineral sourcing by addressing various aspects. A case study on a metallic deposit with a lognormal grade distribution examines if grade/metal distribution influences cutoff grade selection. Six data sets with different shape and scale factors, but the same ore tonnage and metal quantity, are analyzed. Results indicate deposits with lower shape and scale factors are more sensitive to metal price and discount rate changes. The study also investigates the effect of economies of scale (EoS) on project value, focusing on the ratio of variable cost to total cost (capacity factor). Two regression analyses are conducted for optimal capacity planning and cutoff grade selection. The first shows capacity planning is highly sensitive to the EoS of mining and mineral-processing costs, with grade variability and metal distribution being negligible. In the second analysis, grade variability and EoS of mineral processing costs are vital for cutoff grade selection.

The design and construction of a new 140-ton-per-day R. O. M. phosphate rock scrubbing and washing plant was undertaken by Western Knapp Engineering Company, a Division of Arthur G. McKee and Company, for the J. R. Simplot Company, Minerals and Chemical Division, Pocatello, Idaho. The new plant replaces the owner's existing facilities at Conda, Idaho, seven miles northeast of Soda Springs in the southeast corner of Idaho. Replacement of the existing facilities became necessary because of loss in production and recovery. These losses were due in part to varying grades of raw ore from the mine and to the type of process equipment used in the old plant to upgrade the ore. Increase In production and grade was further necessary by demands created by expansion of facilities in Pocatello, Idaho, where all process ore from this plant is shipped. The new process scheme includes an ore-feeding system, scrubbing, screening, classification, wet cycloning, attritioning, filtering, drying, storage and shipping facilities. Space was also left for future increases of scrubbing and classification capacity and for heavy media separation. It is the purpose of this paper to take up some of the considerations necessary in the design of small mills in order to achieve the desired objectives of a successful plant, such as production, minimum operating cost and maintenance cost.

Geochemical studies were under- taken in the Breckenridge mining district to test the effectiveness of soil and rock-chip samples in high- lighting known mineralization in the district, and in locating sites of possible porphyry-type mineralization, if such mineralization is present in the area. Soil sampling can be done more quickly and more cheaply, but it does not provide a direct site- specific sample of mineralized rock. In well-developed soils, supergene effects may mask and/or displace primary hypogene effects; and even in places where the soils are poorly- developed, as in the Breckenridge district, the masking effects may be felt. Soil anomalies, if present, likely will be of lower amplitude and more diffuse (widespread) than corresponding rock-chip anomalies. On the other hand, detailed rock-chip surveys are more time-consuming and expensive, even though they yield direct geologic information in addition to the chemical data. The goals of the combined soil and rock-chip programs were (1) to com- pare the data from the two; and (2) test the effectiveness in identifying significant chemical anomalies with respect to the geology of the district, as it is presently understood.

Clinoptilolite zeolite may offer attractive, cost-effective alternatives for remedial cleanup of old minesites, smelters and other sites with heavy metal contamination. Previous research demonstrates the relatively strong affinity of clinoptilolite for numerous metals and clinoptilolite displays a particularly strong affinity for lead (Loizidou and Townsend, 1987), one of the most toxic and problematic heavy metals. Since clinoptilolite can also selectively absorb some radionuclides and organic compounds, it may offer practical solutions to a wide variety of environmental problems.

A comparison of gold, platinum and sulfide ion selective electrodes was made in this investigation for determination of Eh in solutions containing sulfide ions as a model system. The comparison was made in terms of the accuracy of the measured response, response time, pH dependence, and reproducibility of measurement. In addition, the sensitivity of each electrode towards changes in sulfide ion concentration was measured in terms of the change in measured Eh per decade change in concentration of sulfide ions. On the basis of a detailed investigation of the electrode processes occurring at the surface of gold and platinum electrodes, it was postulated that within the pH range investigated these electrodes respond to changes in the hydrosulfide ion, HS-, concentration in solution. In comparison, the sulfide ion selective electrode is known to respond to changes in the sulfide ion, S-, activity in solution. Although the potentials measured with gold and platinum electrodes were mixed potentials, pretreatment procedures can be used to obtain a signal suitable for process control. For control of sulfide ions in flotation pulps, the use of a gold electrode pretreated at 1.0 V with respect to a standard hydrogen electrode is recommended.

Every underground coal mine in the United States must deploy and operate a wireless communication and electronic tracking system. This paper addresses the reliability and availability of an installed tracking system and the communications infrastructure that supports it. This paper assumes that the tracking system uses the communication system to perform its operation. A particular interest is the requirements for the systems to operate continuously without failure after a mine disaster for 24 hours, and the requirements in the MINER Act for the tracking systems to be “functional, reliable and calculated to be serviceable” and the communications systems “redundancy.” These requirements imply a certain reliability and availability. This paper describes a quantitative way to assess these systems requirements, using tools that are available to and commonly used by the reliability, maintainability and availability community.

The US Environmental Protection Agency (EPA) has tried many regional and laboratory efforts to develop measurement and monitoring techniques using environmental remote sensing technologies. In 1997, the agency established the Advanced Measurement Initiative (AMI): This is a eadquarters-level program, operating under the auspices of the EPA Office of Research and Development. The program is one result of the April 30,1996 White House Conference on Advanced Monitoring of the Environment. The EPA was encouraged to work with other federal agencies to leverage its remote sensing capabilities and use them to improve the efficiency, cost-effectiveness and flexibility of environmental measurement and monitoring for regulatory compliance and reinvention. During the fall of 1996, the EPA and the Department of Energy developed an interagency effort to broaden the use of governmental technologies for environmental measurement and monitoring. In addition, the EPA and the National Aeronautics and Space Administration (NASA) conducted joint workshops on the use of NASA remote sensing and other technologies for water quality and pollution applications. In the meantime, the EPA proceeded with an industry-proposed workshop to explore ways to cooperatively examine new research and to develop commercial remote sensing systems. It also examined how these systems might become accepted by the EPA in the regulatory and compliance processes. In particular, industry was interested in where new remote sensing capabilities might fit in with EPA's efforts at regulatory reinvention. Historically, the mining and petroleum industries have been reluctant to experiment with or use environmental remote sensing. They were concerned with the unknown liability from potential discovery of previously unknown environmental problems. Moreover, resource industries have been reluctant to use remote sensing for environmental applications where the EPA did not accept such data or information as part of the compliance process. Acceptance by the EPA of these advanced measurement and monitoring technologies (AMMT) will be a major reason for industry's increasedd use of remote sensing in environmental "applications for regulatory compliance. In July 1997, the EPA Office of Research and Development hosted at the Colorado School of Mines a stakeholders workshop on the AMI program and industry-government collaboration. The workshop's aim was to demonstrate the usefulness of AMMT technologies for environmental applications. Stakeholders included the mining and petroleum industries; environmental services companies; state environmental agencies and local governments; remote-sensing, value-added companies and data suppliers. The workshop used specific technologies and applications as a way to develop collaborative demonstration projects for several AMMT technologies covering different environmental problems. The workshop focused on the use of highly sensitive hyperspectral (very narrow spectral bands), geographic information systems and surface mapping to identify active acid-producing mine dumps and wastes from benign wastes at Leadville, CO. NASA's advance infrared imaging spectrometer (AVIRIS) was the instrument used. It was developed at California Technology's Jet Propulsion Laboratory. The EPA, the US Bureau of Land Managment (BLM), the US Geological Survey and several environmental service contractors sponsored the overflight and data evaluation. The AVIRIS study demonstrated reliability (95% correct surface mineral identification) and cost-effectiveness of this technology to accurately map and discriminate active acid-producing mine wastes from benign wastes. It could also predict which streams would be effected by acid and toxic mineral drainage. The BLM'said that the AVIRIS overflight could save it $500,000 a year in surface sampling costs at Leadville. The ventilation of a bituminous coal mine by means t of a Forced and, or, Exhaust system of ventilation is certainly not new to the mining industry, however, we know from experience that the ventilation of every coal mine presents a variety of problems which are in some instances approached by different methods or means, As in every such problem, there is some difference of opinion as to the advantages and disadvantages of s Exhaust versus Forced ventilation, particularly with regard to safe and effective ventilation of an active pillar area in a gaseous coal mine. We at Island Creek, certainly concede that it is possible to safely ventilate a coal mine by means of Forced ventilation, However, following many years experience in operating a coal mine in an extremely gaseous coal seam, we prefer using an Exhaust system, that is, to reduce the inside mine pressure to a minus atmospheric pressure by means of a mechanically operated fan. This method assures that the return air moving through established airways toward the fan will continue to move in that same direction for a limited time should the fan stop for any reason, also assuring that in the event of a large area fall, the air from the abandoned workings will move directly to the suction side or to the return airways.

Removal of S02 from smelter gases is being investigated, using an innovative technique that results in the almost simultaneous recovery and production of elemental sulfur. S02 is removed from the gas stream by scrubbing with suitable aqueous salt solutions or high-boiling organic fluids. The S02-laden liquor is then reacted with H2S Crystalline, high-purity sulfur is instantly precipitated and, after filtration, the regenerated liquor is recycled. The H2S required for the process is produced by reacting a portion of the recovered sulfur with hydrogen or with methane and steam. The chemistry and results of preliminary laboratory research are discussed.

The early beginnings of mining geophysics in Sweden can be traced back to the reign of queen Kristina in the 17th century. The mine compass, consisting of a freely suspended magnetic needle in a casing, was in use certainly by 1640 and probably earlier for locating iron ore deposits. Whether the mine compass was a Swedish invention or not is an unsettled question since the possibility cannot be overlooked that the celebrated Nürnberg compass-makers of the 16th century may have constructed it for the first time(1). Be that as it may, the mine compass was very extensively employed in Sweden for more than two centuries and met with spectacular success in locating magnetic deposits under shallow overburden. Occasionally the diligent prospector would even be rewarded with a pyrrhotitebearing sulphide deposit, as witness many old sulphide-ore pits and some mines still in operation from the 17th and the 18th centuries. The mine compass measured only the orientation of the Earth's magnetic field and not its strength. Although it was improved in construction and sensitivity over the ages, no great strides were made in magnetic prospecting after the initial discovery of the use of the compass until Gauss, omnipresent in 19th century physics and mathematics, showed with the assistance of Weber how the strength of a magnetic field could be determined.
