US coal production increased 3% to a record 832 Mt (917 million st) in 1987, according to preliminary Energy Information Administration (EIA) data. Most of the increase was due to the unusually warm summer and the increased coal-fired electricity demand for air conditioning. Drought conditions in the Northwest lowered hydroelectric generation, contributing to the higher use of coal by electric utilities. However, excess production capacity and increased competition from natural gas added further downward pressure on delivered coal prices, continuing the declining price trend of the last several years. Coal production by region Appalachian coal production reached 402 Mt (443 million st) in 1987. This is about 3% more than in 1986 and just short of its 1984 peak. Virginia produced 7% more than its 1986 level, due to increased coal-based electricity demand. Smaller percentage increases were attained in eastern Kentucky, Pennsylvania, and West Virginia. Ohio and Alabama were the only major coal-producing states in Appalachia that produced less coal in 1987 than in the previous year. In the Interior region, 1987 coal production reached a record 182 Mt (201 million st), about 2% above 1986. Illinois is the largest coal-producing state in that region. Production there fell about 3.7%, primarily because of lowered demand at electric utility plants in Alabama and Tennessee. However, this was more than offset by production increases in western Kentucky, Texas, and Indiana. After falling slightly in 1986, coal production in the West resumed its upward trend to a record 248 Mt (273 million st). Wyoming is that region's dominant coal producer. It mined 7% more coal than in 1986. Wyoming's increase offset the 11% decline in New Mexico production and smaller declines in other Western states. Coal consumption and prices Domestic coal consumption reached a record 759 Mt (837 million st) in 1987. Most of the increase resulted from the unusually warm summer that led to higher than normal peak demands for electricity in the third quarter. Electric utility coal consumption was also boosted by the below-normal hydroelectric generation that resulted from low water levels in the Northwest. These factors more than offset the effects of increased nuclear power generation and competition from natural gas. As a result, coal provided 56.9% of electric utility generation in 1987, compared with 55.7% in 1986. Electric utilities consumed a record 651 Mt (718 million st) of coal. While electric utility coal consumption increased, the average cost of coal to utilities was down, from $1.58 per million Btu in 1986 to $1.52 in 1987. The average price of coal delivered to utilities in 1987 was $35.09/t ($31.84 per st), the lowest since 1981. Coal prices were held down by a glut of coal supplies and by a decline in the average price of natural gas to electric utilities. Coal consumption at coke plants in 1987 was 2.6% above the 1986's 32.5 Mt (36 million st). This increase reflects steel's recent resurgence. Coking coal demand, though, was reduced by the increased use of continuous casting and electric furnace technologies. The average price of coal delivered to coke plants fell from $56.02 to $51.35/t ($50.83 to $46.59 per st). Coal consumption in the industries other than coke plants amounted to 68.2 Mt (75.2 million st) in 1987, slightly less than in 1986. Coal lost part of its market share to natural gas, which was priced favorably relative to coal. The average price of coal delivered to manufacturing plants was at its lowest level of the current decade. It fell from $39.50/t in 1986 to $37.27/t ($35.84 to $33.81 per st). Residential and commercial coal consumption fell to 6.2 Mt (6.9 million st) that is 9.8% below 1986 and the lowest since 1980. This decline is also attributed to the relatively low price of natural gas in 1987. Coal stocks Coal consumers held 169 Mt (186 million st) of coal stocks at the end of 1987, 5.9% above the 1986 year-end level. Most of this increase was due to stockpiling by electric utilities in anticipation of a possible strike by the United Mine Workers of America early in 1988. Stocks at electric utilities increased to an estimated 154 Mt (171 million st) at the end of 1987, 5.6% higher than the previous year. This was much lower than 1984's stock buildup. Coke plants increased their coal stocks by 30% in 1987 to 3.5 Mt (3.9 million st), rebounding from the unusually low inventories of 1985 and 1986. Education and research have always followed production in the mineral industry. Almost all of the leading mineral education and research units in the world today are in developed countries which had strong mining industries created during the 19th and 20th centuries to meet the demands for minerals due to the Indus- trial Revolution. It is in those countries where the main advances in mining and metallurgical technologies have occurred. But it is in the developing countries, often with traditions which have not favoured engineering initiatives, that the mineral industry is growing. Legislative changes and high exploration expenditures in many of those countries are of such a nature that many mineral discoveries will be made and mines and plants built in them during the next decades. Developments must be accompanied by increased activities in education, research and technology transfer in mining and processing, particularly those which are computer based. Malaysia is a developing country with the objective of achieving developed status by 2020. It has a short history of tertiary education and industrial research and a growing mineral industry. It is now building the education and research programs which will give strong support to its mineral industry. The progress which is being made in the computer based components of these pro- grams, and the factors which influence them, are discussed.

A fluorite ore (51.85 % CaF2) containing high contents of calcite, quartz and iron oxides was upgraded by flotation using a new reagent, oleoyl sarcosine (OS). In addition, quebracho and sodium silicate were used as depressants for calcite and quartz, respectively. The effect of pH, collector and depressants concentrations on grade and recovery was determined with the aim of optimizing the flotation conditions. Application of the two-stage cleaning achieved a concentrate assaying 92.17 % CaF2 with 80.1 % recovery. The Si02 content (0.76 %) was below the required level of 1 % SiO2. The mechanism of interaction between OS and fluorite, as compared to oleic acid, is also elucidated based on the zeta potential measurements.

In the recent past, there have been numerous projections of the capital requirements for additional mine and processing capacities required to meet projected non-Communist World demand for minerals during the next 15 years. A consensus judgment would place this currently at $14 billion per year, with the largest expenditures required for increases in aluminum and copper production. Until the early 1960's, internally-generated funds were used to finance nearly all of the large mining companies' capital requirements. Since that time, however, the enormous rise in capital costs per ton of capacity, accompanied by a relative stagnation in the financial condition of many of the major mining companies, have caused the industry to begin to rely on external sources for financing expansion, most notably, project financing from commercial banks and institutional lenders. Seven years ago, it was estimated that, in the five-year period 1972-1976,75% of the total capital requirements of $10 billion per year would come from internally-generated funds, with the balance to be provided by external sources. l There is little doubt that, in the coming decade, the percentage provided by external sources will increase. There should be little difficulty in attracting the necessary investment within the U.S., particularly in view of the expected continuation of companies in diverse industries seeking mineral investment opportunities. The more serious question lies in the availability of internal and external sources of funds for the expansion of mine and smelting capacity in the developing countries. Recently, R. F. Mikesell projected an average annual investment of $4.7 billion (in 1977 prices) over the 1977-1990 period would be required from foreign sources to expand metal producing capacity in developing countries. Mikesell concluded that external financing of mining projects in the developing world has averaged less than $1 billion per year over the past five years, thereby requiring more than a quadru1ling of this financing over the next decade.

There are two aspects of financing western coal development -- whether there is going to be enough money to finance the prospective large development of the industry, and the specific techniques of raising money for that development. To take the first question of whether there is going to be enough money around to finance your industry, I think it is quite clear that the restrictions on the development of western coal are going to be non- financial. Environmental impact problems are creating the greatest delay in coal mine development, at the moment; but getting enough personnel, mining equipment, railroad equipment, and failure of the Department of Interior to act on leasing federal coal lands all appear likely to create significant bottle- necks in the development of western coal -- larger bottlenecks than financing. Financing appears straightforward for the industry. There are many projections of the financing required to meet Project Independence goals. The National Academy of Engineers estimated that development of 500 million tons per annum of western coal would be necessary by 1985 to meet the Project Independence goals which might require $20 billion of capital spending. It is generally agreed that 500 million tons a year is not a realistic possibility. Carl Bagge?s estimate of production of 250 million tons a year by 1983 appears a more reasonable projection. Current approaches to reclaiming acid generating tailings include permanent water cover or encapsulation with various synthetic liners and/or clay. Although these methods can be effective, some ongoing maintenance will be required in perpetuity to ensure that water levels are adequately maintained or that the integrity of any capping system is protected. The successful creation of wetlands in tailings basins offers the possibility of creating a stable environment for the tailings with minimal maintenance. Acid-generating tailings from a massive zinc sulfide deposit in Winston Lake, Ontario, were placed in small cylindrical tanks to examine the feasibility and effectiveness of creating wetlands and mitigating acid and metal release. Two uncovered controls were established in addition to the five treatments, which were done in duplicate. Each wetland tank was 117 cm in diameter and contained 6 1 cm of tailings. Treatments included 61 cm cover of wetland soil, 61 cm of glacial till, 61 cm of tailings, and two tanks with 71 cm of water. One of the water covers included the aquatic macrophytes: Elodea canadensis, Potamegeton sp., and Ceratophyllum demersum. Cattails (Typha latifolia) were planted in the plots with substrate cover, and the initial water level was set at ten centimeters. The pH within the tailings in the treated tanks generally ranged between 6.0 and 6.5 and zinc concentration ranged from 0.02 to 0.1 mg/L. The drainage from the controls had an average pH of 3.3, and 7,700 mg/L of zinc.

Feed-forward control (i.e. the forward flow of information in a control system ) is a simple and flexible approach to over-all control of a ball mill-rake classifier grinding circuit. The system described here uses mill power, feed rate, mill dilution water flow rate, and classifier dilution water flow rate only, to control mill load, throughput, mill solids, and classifier solids as well as classifier overflow grind. The mill load is controlled by a simple feed-back control loop, while mill solids and overflow grind are controlled within close limits by a unique non-linear feed-forward water control system. In effect the control follows a limited mathematical model of the grinding circuit. The configuration minimizes deviations in overflow grind due to changing ore conditions, but since it is open-loop, and the model is not complete, it is affected by changes in total ball charge and liner wear. These effects are fortunately gradual, and changes in the grind can usually be kept to within ± 1% of a target continuously for several days without adjustment. Control adjustments are made with feed-back from laboratory composites. This control system has won enthusiastic operator acceptance; it is easily started up and shut down; grind-outs have been eliminated along with flotation machine flooding and mill spills. Standard measurements and components are used throughout providing a trouble-free system design at a moderate cost.

The Black Hawk district in New Mexico hosts an unusual type of deposit: arsenide five-element veins. These deposits are Ag-Co-Ni-Bi-As-bearing carbonate veins with local concentrations of U, Pb, Zn, Sb, and other elements. They are high-grade silver deposits (1000s g/t Ag), but low tonnage (<1 Mt) and difficult to find. By 1881, claims were staked and a town developed. It is estimated that >$1,500,000 was produced in 1883–1893, when Ag prices dropped due to the 1893 Ag panic. Solid Silver Mining Co. produced $600,000 from the Black Hawk mine; one car load contained $28,000 worth of silver! The town of Black Hawk grew to 125 population by November 1883. By the end of 1893, the town was vacant; nothing remains. The district was idle until 1916, and the mines operated sporadically since because of lack of available capital, water issues, and difficulty in finding ore shoots. The area is a favorite for mineral collectors. Tungsten was found in the district in 1935 in quartz veins associated with pegmatites. Metal production from 1881–1960 is estimated as 3,000 lbs Cu, 1,000 oz Au, 1,286,000 oz Ag, and 4,000 lbs Pb. In addition, 10,542 short tons of 2.7–71% WO ore and 615 short tons of fluorspar ore have been produced from the district.

1. INTRODUCTION The safe disposal of tailings is the most important environmental question facing the uranium mining industry today. This is because tailings present a major long term radiological hazard as they contain about 71% of the radioactivity originally in the ore. The magnitude of the problem can be appreciated by considering the quantity of tailings involved. For example, projections of milling programs in Australia indicate that there will be 100 million tonnes of tailings produced by the year 2000 (Levins 1980). The United States currently has in excess of 100 million tonnes and by the year 2000 will have between 900 and 1700 million tonnes (Landa 1980). Present options for tailings rehabilitation include leaving them above ground, returning them to the mine or placing them in specially excavated pits. In any event, the tailings will be covered with earth and revegetation attempted. This will remove the problems of airborne radioactive dust and water erosion of the tailings, at least in the short term, but diffusion of radon-222* from the tailings may still occur. The Atomic Energy Control Board of Canada (1981) has proposed a maximum allowable radon flux from rehabilitated tailings of 0.074-0.37 Bq m -2s-1(2-10 pCi M-2 s-1); the exact level is to be determined "after discussion with other regulatory agencies and the industry". The United States Nuclear Regulatory Commission (USNRC 1980) has been more restrictive in recommending a maximum flux of 0.074 Bq m -2s-1 (2 pCi m-2s-1). As a guideline they also suggested a minimum depth of covering material of 3 m to achieve this surface flux for tailings typically found in the western milling regions of the United States. The design of rehabilitation schemes is aided by a knowledge of radon transport through tailings piles. In this paper we present the results of a theoretical analysis and experimental study of radon diffusion through selected Australian tailings and cover material. The minimum cover criteria of 3 m is reexamined in the light of these findings. [ ]

A drill recorder is a permanent data collecting instrument. In open pit blast hole drilling the application of a drill recorder is that of data collection, drilling control, and drilling education. The various drilling parameters (weight, RPM, penetration, torque, and air) have a drilling correlation which can be demonstrated and documented by a recorder graph. When the correlation is physically put to use during the process of drilling, then the recorder has become a drilling tool and is no longer just a data collecting instrument, per se. By being able to maintain accurate records and drilling control, comprehensive studies of changes both operational and technological can be made. These are based on in-progress facts and not after-the-fact logs. To determine total drilling efficiency, drilling conditions must be documented and controlled. Field operations at American Smelting and Refining Company&apos;s Mission Mine have proved that by increasing drilling control, demonstration of parameter relationships, and drill monitoring, more economic efficiency can be obtained. In comparing results obtained with recorder control and conventional control a decrease of 14 percent to 36 percent of drill footage costs were obtained. The percentage of variance is dependent upon whether drilling is milled-tooth or carbide-insert bit drilling.

Under contract to the U. S. -Department of.-Interior, Office of Coal. Research, Hittman Associates recently completed a 16 month study of the environmental-factors associated with the siting, construction, and operation of large scale coal refineries. (1 2) The objective of this study was to identify the environmental effects and to define the magnitude of these effects and the approaches which can be used to mitigate adverse environmental consequences. In the study, the five major coal bearing regions of the country having reserves adequate to support a number of large scale coal refineries were considered. The regions considered were: Appalachian, Eastern Interior, Fort Union, Powder River, and Four Corners.

Public-private partnerships (PPP) are gaining in popularity at the federal, state and local levels as the public sector seeks private capital to finance infrastructure and other projects that traditionally have been funded with public funds. In general, a PPP involves a development agreement between a public owner and a private sector concessionaire. Under the development agreement, the concessionaire is responsible for financing, designing, constructing and typically operating and maintaining the completed project for a concession period (often multi-decades in duration). The concessionaire typically enters into an agreement ? the design-build agreement ? with a design-builder to design and construct the project. The concessionaire may secure financing from banks, investors or from a combination of these and other sources (collectively the financier). While the PPP experience in the United States has been modest to date, an increasing number of projects involving tunneling or other significant subsurface work are already being delivered in the PPP mode. Public owners have significant options to address risk allocation for subsurface conditions on PPP projects. The same sound and fundamental principles of fairness in risk allocation that apply in other major subsurface projects should be applied and adopted in the PPP context

The Upper Hidden Basin Diversion (UHBD) tunnel was driven approximately 1.2 miles by the drill-and-blast method primarily through massive granite bedrock geology for the Kodiak Electric Association, Inc. (KEA) in Kodiak, Alaska. The tunnel was driven from both portals with a constant 11-ft straight-leg horseshoe cross-section. The design and construction of the tunnel was driven by logistics and weather conditions due to its remote location and the rugged terrain of the project setting. This paper will discuss the successful completion of a challenging project over a ve-year period from preliminary planning through the design and construction phases.

Surface mining consists of the removal of the geologic strata overlying the coal seam usually with large electric shovels, draglines or bucket wheels. The method produces more or less parallel ridges or peaks of cast overburden, usually called "spoil banks". The mined lands vary widely in their inherent characteristics to produce a vegetative cover and thus can be put to a wide variety of uses. Use is the key to economic and social benefits. Physical and Chemical Characteristics of Soil Material of Surface Mined Lands after surface mining operations, the soil material is a heterogeneous mass whose physical and chemical properties are dominated by the character of the geologic strata overlying the coal. These strata are highly variable in thickness and character. They may include the surface soil, loess, glacial till, sands, shales, slates, limestone and sandstone rock. The method of mining with the several types of mining equipment will also affect the resultant mined area.

A computer-assisted resources and sedimentological study of the Andersonville, Georgia kaolin-bauxite district was begun in 1975 under a grant from the Office of Mineral Resources of the U.S. Geological Survey (Grant # 14-08-1110-G-173). A preliminary report on the kaolin and bauxite resources of the district has been placed on open file at the U.S.G.S. in Reston, Virginia; the Georgia-Geological Survey in Atlanta, Georgia; and Georgia Southwestern College in Americus, Georgia. In addition to a resources estimate, the objectives include the determination of the mineralogical variation, sedimentological parameters, and paleogeographic patterns of the deposition of the high alumina materials and their associated sediments. In the process of compiling data for the resources estimate, isopach maps were developed that provide information as to the shape, size, and distribution of the kaolin deposits and the kaolinitic sediments that contain them. These or similar maps developed for other districts can be useful exploration tools.

As part of the Bureau of Mines research on identification of asbestos fibers, a method was discovered for removing asbestos fibers from water. This report describes this process and its theory of operation. The surface charge of amphibole minerals in potable water was found to be negative, and in common with most other silicate minerals, the isoelectric point of amphibole asbestos fibers lies in the pH range 4 to 6. Magnesia is one of the rare oxides with a high isoelectric point of about 11. The surface of magnesium oxide will, therefore, be positively charged in water at pH 6 to 6, while the electric charge an. amphibole asbestos fibers is negative. Because of the electrical attraction of these oppositely charged solids, it was possible to remove negatively charged asbestos fibers from water by percolating water that contained suspended-asbestos through a porous bed of magnesium oxide particles. A bed of 100/200-mesh MgO was added to a glass tube with a cotton plug. Aqusous suspensions of 1 to 10 ppm cummingtonite asbestos (amosite), crocidolite, and chrysotile were percolated through this porous plug of MgO. Even though chrysotile is positively charged below pH 11, MgO is an effective filter medium for removing it. The highly basic MgO appears to cause the chrysotile to flocculate and attach to particles within the bed. Scanning electron photomicrographs indicated that essentially complete removal of the fibers from water was accomplished. Other materials tested as contact filter media and found to be ineffective or only partially effective were sand, calcite, carbon, diatomaceous earth, and cellulose. Acidic alumina collected amphibole fibers but not chrysotile fibers.

Sulfuric acid mist is an undesired by-product of the copper electrowinning process, caused by oxygen evolution at the anode which entrains droplets of the acidic copper electrolyte solution. As the oxygen moves to the surface of the cell, these droplets become aerosolized resulting in acid mist. The addition of chemical anti-misting agents to the copper electrolyte is a common mitigation technique. This paper details Syensqo’s laboratory development of a new environmentally friendly acid mist suppressant, ACORGA® EW98. The product exhibits excellent acid mist suppression and it is fully compatible with the adjacent solvent extraction process. Lab and pilot test results are reviewed ahead of future planned industrial trial testing.

The amount of toxic fumes produced during blasting operation depends on the types of explosives used, product formulation, degree of confinement, conditions of use, and reactivity of the explosives with the host rock. Ammonium nitrate and fuel oil (ANFO) is still the explosive of choice due to its lower price and ease of use/loading. If not properly monitored and controlled, toxic fumes produced from blasting operations can have serious health hazards [1]. This paper presents a novel technique developed to track trapped fumes during a development blasting.

Shotcrete is a versatile and widely utilized rock support material in mining and civil engineering projects due to its adaptability, strength, and efficient application. It immediately stabilizes rock surfaces, effectively controlling loose materials and preventing rockfalls in underground excavations. This paper focuses on assessing and analyzing data from observations of nozzlemen (shotcrete sprayers) during primary ground support activities in an underground mine. The study highlights the importance of nozzlemen’s skills in ensuring the quality of shotcrete application, which is critical for underground mining operations’ structural integrity and safety. A comprehensive training program and field support were implemented to enhance the nozzlemen’s proficiency. The training set covered theoretical knowledge and practical techniques to improve shotcrete application daily. Proficiency improvement was assessed using quantitative metrics, with rebound percentages decreasing by 5–14% as nozzleman competency increased. The results of this initiative showed significant improvements in shotcrete quality, including increased efficiency, reduced waste, and fewer reworks or rehabilitations. The findings aim to contribute to a broader understanding of best practices in shotcrete application and nozzlemen training, ultimately enhancing ground support application measures in the mining industry.

The North East Boundary Tunnel (NEBT) project in Washington, D.C. requires design and construction of several SEM adits which have to be built between lateral shafts and the NEBT-TBM Tunnel. The paper describes ground improvements, the actual excavation, and also the final lining works. Schedule and sequencing restrictions provided some unique challenges which had to be considered when designing and constructing these mostly short, but essential portions of the project
