In anticipation of RCRA reauthorization and subsequent rulemakings, the Bureau of Mines is studying potential economic impacts of RCRA on mining. For U.S. copper heap and dump leaching operations in a variety of terrains, the cost of liners and closure caps to comply with RCRA Subtitle D ranges from $55 million to $158 million per site, or about $500,000 per hectare ($200,000 per acre). If RCRA technology requirements and financial assurance had been required on current operations, 27 to 100% of production from heap and dump leaching would have been non-competitive at market prices between $2,310 and $1,650 per metric ton ($1.047 and $0.75 per pound) copper. This result is based on an analysis that considers return on capital, corporate overhead, marketing, and freight costs as well as operating and maintenance costs at the mine. Over the same price range, economic analysis using the IMPLAN input-output model on one-or two-county regions indicates potential net job losses of about 570 to 2,700 jobs. Total economic output of those counties could be reduced by about $180 million to $360 million.

The image of the open-pit miner in the eyes or the Environmentalist has never been very outstanding. The phosphate industry, whose history in Florida reaches back to the late 1800's, can-not be credited until recently with a large number or accomplishments in terms of protection or the environment to change this image. This lack of action was not deliberate or in opposition with the desires of the public. In the formative years, there was little or no public and the companies found it necessary to build towns to house their employees and their families, towns which remained in existence until the late 50's and early 60's or formed the core of present large communities. Neither these pioneers nor most subsequent resource developers considered themselves un-thinking spoilers, nor were they so regarded by their contemporaries. Instead, they acted in a manner consistent with their environmental circumstances and intellectual heritage. Early Americans did make mistakes in using the land but the mistakes became apparent only in the opinion of later generations. Over the past five to ten years, there has been a new self-awareness in the industry with regard to environmental responsibilities brought about, in part by a continuing onslaught of new regulations with jurisdiction over our activities. Part of the new regulations are aimed at industries as a whole while many, particularly state regulations, pertain specifically to the phosphate mining industry. Why all the new regulations? The reasons are encased in a complex web of activity but stem primarily from a new public awareness of its environment. More and more of our youth have become interested in the environmental science areas such as biology and ecology. The tremendous growth rate in both the population and industry has made personal issues out of subjects such as atmospheric inversions and water shortages which previously were abstract concepts. The State has grown from a population of 1,500,000 in 1930 to approximately 9,000,000 people today. This personal impact and general lack of knowledge on the part of the public concerning economics has resulted in big business no longer being held in awe, often in contempt and generally in suspicion where environmental concerns are encountered.

In mid-1972 we determined that a fresh approach to coal mining research was needed for the industry as well as for Bethlehem. The reasons to us were obvious: Productivity was in the throes of a steady decline, and labor and maintenance costs were spiraling upward. Yet, despite this predicament, nowhere in the U.S. at that time was there a comprehensive and coordinated research and development plan in the offing. The Bureau of Mines had not yet been charged with such a responsibility, and industry was content to rely on machinery manufacturers for innovations. After studying our own mining practices, the state-of-the-art of mining research elsewhere, and development work by manufacturers, we presented a comprehensive research package to our management at the end of 1972. The ideas and experience of many operating and management personnel in our Corporation contributed to the formulation of the final plan as approved.

The capital investment to build a new metallurgical facility or open a new property has traditionally attracted substantial investigation, analysis and management attention. The areas of mineral exploitation, financial feasibility, engineering and construction have been studied extensively and their management, although still difficult, have become refined disciplines.

Early solvent extraction circuits in the uranium industry utilized bona fide kerosenes as diluents for extractant chemicals. These kerosenes were used successfully in the uranium industry; however, at least one plant was destroyed by fire resulting from the use of a low flash point kerosene. Although the term "kerosene" is used throughout the solvent extraction industry, the authors have been unable to find any use of kerosene in copper solvent extraction circuits. A term that is occasionally used with reference to diluents is "metallurgical kerosene." Such a term is unrecognizable in the petroleum industry. Kerosene [or kerosine] is a flammable hydrocarbon mixture that is less volatile than gasoline. It is produced for combustion purposes and may have variable compositions of organic compounds including alkanes, alkenes, alkines, and aromatics. Diluents are constant composition hydrocarbon mixtures developed specifically for use in solvent extraction processes. These products usually have much lower vapor pressures and higher flash points than kerosene. In solvent extraction systems, they typically comprise 70 to 95 v/o percent of the circuit organic. The primary purpose of the diluent is to adjust the extractant concentration to the working range of the operation. The diluent and extractant must be completely soluble or miscible with each other. Secondary diluent effects are to promote transfer kinetics, optimize phase disengagement, and minimize both organic in aqueous and aqueous in organic entrainment.

This paper deals with the occurrence of basic and ultrabasic rocks and their relationship in space and time to major structures of the earth. In order to introduce the paper properly, I must go back a little and try to put the subject in perspective. In the brief time that geology has been a scientific occupation, ore deposits have been grouped and classified in various ways depending on the theories that happened to be popular at the time. Some of the early scientists said that ore came from fire, other schools argued that ore originated from water. Then came the lateral secretionists and in later years the hydrothermalists led by the Lindgren school and the latter has largely been accepted as the modern concept of ore deposits. It now seems apparent that the hydrothermal school is being seriously challenged by other schools of thought. It also seems that we have reached the point where we should be willing to admit that we do not really know in most cases how the ore got to its present position. However, for practical purposes, we can classify ore deposits as to the environment in which they do occur. This is not difficult and gives the field geologist and the mining engineer something to work with and to believe in, and it gives them a basis for carrying out their field work. The study is based on the so called METASEP process which includes selective sorption of heavy metals by special bonding agents (BA), separation of boding agents from the water by means of microfiltration and/or flotation and regenerating the loaded bonding agents, leading to a metal concentrate for reuse or discharge. The bonding abilities of different bonding agents suitable for application in METASEP process were evaluated. Two groups of BA are studied, namely: chelating ion exchange resins and water soluble oligomers. The group of ion exchange resins studied includes eight organic resins, mostly chelating cation exchangers and representatives of conventional strong and weak cation exchangers. The resins with iminodiacetic and aminomethyl phosphoric acid groups showed highest affinity towards several heavy metals. The study of resin particle size showed that this parameter is a key factor influencing the kinetics of heavy metal sorption. The group of water soluble oligomers (WSO) includes polyvinyl alcohol, carboxyl-methyl-cellulose, polyvinylethylenimin and pectin. The Metal-WSO complexes were separated by Ultra Filtration. The effect of Metal-WSO mole ratio and pH was studied. Depending on the operational conditions the heavy metal retention varies within 68-99%. It was shown that regardless of pH and mole ratio Metal-WSO, separation of certain ion from the metal mixture is not possible.

In today's "information age", we have the ability to collect volumes of data about a company's performance. The challenge is to turn that data into information employees can understand and use to fine-tune equipment, modify work processes, and ultimately manage production. Software programs have increasingly given end users control over what data is used and how it is presented. Kennecott has implemented an information system capable of collecting and storing data at the primary level. This enables plant personnel to transform historical data into information for action. Kennecott plans to expand its data collection and use trending and reporting capabilities to move toward a fully optimized operation.

Dump leaching and ,in-situ solution mining have received considerable attention during the past few years due to their apparent economic viability and minimal environmental impact. Solution mining actually dates back to the 17th century when leaching of copper ore was first reported. However-, modern day leaching didn't begin on a wide scale until the mid-1900's. In-situ mining for copper, nickel, salts, and oil shale is currently looking more attractive as the technology advances. Presently, about 15 percent of the copper production in the United States is from leaching operations at approximately 14 active sites, the largest of which are the waste dumps near the Bingham Copper Mine, Utah. To establish a common background, the discussion is centered around state-of-the-art conditions. For dump leaching, complications inherent to the physical conditions and chemical reactions such as channeling, porosity and permeability, sorption, air flow, rock alteration and pH control are discussed. Emphasis is made on those conditions which render solution recovery rates and solution mineral concentrations unpredictable. By illustrating typical and actual field conditions, the generally accepted flow theories for both dump leaching and in-situ solution mining, including rubblization, are presented. For in-situ mining, hydrogeologic techniques such as geophysical well logging, aquifer testing and digital computer modeling are also discussed. The importance of artificial fracturing and well stimulating to solution injection and recovery is made with regard to project development. The Environment Weipa is located at 12° south latitude on the west coast of Cape York Peninsula, North Queensland, Australia. The climate is tropical with most of the 1 600 mm. average annual rainfall falling between November and March. During the short winter months (May/ August) the weather is clear and pleasant, with temperatures seldom exceeding 27°C.Throughout the remainder of the year, conditions are frequently oppressive due to consistent high ambient temperatures accompanied by high humidity. The terrain is of low relief, and generally not more than 6 to 10m. above mean sea level adjacent to the coast. The coastline features numerous short estuaries which discharge run-off from the heavy rains collected by creeks and rivers. The whole area is covered by an open forest, the predominant species of which is Eucalyptus tetradonta. These eucalypts have only limited commercial value and are heavily infested with termites. Despite the fact that Weipa is close to the location of the first reported sighting of the Australian coastline by a European (William Janz - 1606), it remains very isolated. There is no developed road or rail connection to centres of population, so that transport of practically all products, personnel and materials to and from Weipa is by sea and air. Wet-drum magnetic separators are used extensively for upgrading iron ore and for magnetite recovery in dense-medium separation circuits. In this study, the performance of a continuous, laboratory wet-drum magnetic separator was evaluated both with and without the application of ultrasonic energy when processing dense medium slurries. Test variables included magnetic-to-nonmagnetic ratio, solids concentration and nonmagnetic material. Longwall mining is a relatively new mining method in the United States. Early trials in the eastern and central coal fields were not successful, mainly because, among others, the face supports did not have sufficient capacity. It was not until in the late 1960's, when the high- capacity self-advancing powered supports became available, that longwall mining was successfully reintroduced. Since then the number of mines employing the longwall method has been steadily increasing. It has reached approximately 7.5% in 1981. Currently longwall mining is used mainly in the Appalachian coal field. The seam depth ranges from 150 to 2500 ft. but mostly between 300 and 1400 ft. The seam thickness ranges from 32 to 144 inches with the majority between 40 and 100 inches. Nearly all longwall mining are in flat or nearly flat seams extracting in single slice, although one inclined and one thick seam longwall mining have been either operated or initiated in Colorado.

In 2016, a 3.7-ML magnitude event caused by mining activity occurred at a longwall mine in southwestern Virginia which was recorded by the United States Geological Survey (USGS) and felt by local residents. The event was the largest of its kind since a global mine design change by the operator was instituted in 2008 following three large events in 2005, 2006, and 2007 (3.4, 4.3, and 3.4 Moment Magnitude (Mw), respectively). Two of the three pre-2008 events (2005 and 2007) damaged ventilation controls in the mine which fueled a mine fire. In 2016, the mine’s management requested researchers from the National Institute for Occupational Safety and Health (NIOSH) to access geological data and determine what parameters could possibly lead to events of a magnitude of 1.0 ML or greater. Evaluation of 2152 geological data points and modeling revealed three major geological factors in common with the majority of the 181 recorded +1.0 ML events from 2009 through 2016. In small coal mining operations, little is done in controlling supply and material inventories and optimizing total inventory costs. Material Requirements Planning (MRP) is an efficient material control system which time-phases net material requirements based upon production plans, bills of material data, and inventory status records. Inventory levels and total inventory costs are optimized using a lot sizing technique in placing time-phased purchase orders. The MRP system has been applied in large manufacturing firms utilizing mainframe computers, but it can be adapted to micro-computers for inventory control. This paper presents an application designed to assist the coal mine manager in optimizing inventory costs.

In 1995, Congress abolished the Bureau of Mines in the Department of Interior but preserved the safety and health research functions being performed at the Pittsburgh and Spokane Research Centers. These functions were transitionally housed in the Department of Energy before permanently merging with the National Institute for Occupational Safety and Health (NIOSH), Department of Health and Human Services, in October 1996. Since the merger of the former Bureau with NIOSH, there has been an active evaluation of ongoing research activities, significant interaction with stakeholders, and the development of a process leading to "data informed" priority setting. This presentation will review current surveillance information concerning the level of injury and disease from mining work and will discuss how research priorities are evolving to improve the contribution of research to the prevention of injury and disease.

The Israel Mining Industries Institute for Research and Development has developed, during recent years, a number of new processes for fertilizer materials. Their phosphoric acid processes, however, are capable of producing an acid of far higher quality than that normally associated with fertilizer grade acid. This paper will discuss two of these processes showing the quality attainable and the capital and operating costs for, U. S. conditions. The Standard IMI Process is based on the acidulation of phosphate rock with hydrochloric acid and involves solvent extraction for the separation of high quality, phosphoric acid from the resulting solution. The IMI Purification Process applies the same solvent extraction technique to the purification of a wet process phosphoric acid from sulfuric acidulated rock. IMI has built and operated a semi-works scale demonstration plant for the standard process. The first commercial plant was started up in; Japan in 1962. This small seven metric ton per day plant is currently producing a furnace quality acid. A larger 50 metric ton per day plant is nearing completion in Brazil. Another 50 metric ton per day plant is under design while a large plant with a capacity in excess of 150 metric ton per day is in the planning stage. Both of the latter facilities are for Israel.

There are presently in use many grinding mill control schemes and concepts. This paper presents one operating method of controlling the particle size of the cyclone overflows for proper metallurgical results and controlling the level of the cyclone feed sump and new feed rate to obtain lowest unit cost of finished (ground) material which is usually at the maximum grinding mill throughput. This system stresses simplicity of field instrumentation and control strategy. Both of these factors lead to better operator understanding and acceptance. The low capital investment of this system also makes it more attractive at the Buick Concentrator when compared to other more complicated systems utilizing mass flow measurement and a computer to calculate circulating load and infer particle size. Furthermore, it has the advantage of utilizing an actual measurement for control, rather than a difficult-to-maintain inferred value. There are several reasons for maximizing mill throughput at Buick. The milling rate before automatic control was too low when compared to mill throughput increases planned for the future. Through this new operating system, it appears Buick will not have to make major changes of mill motors and speeds to meet the increased? production rate. Also, since power costs continue to escalate, it is desirable to maximize the throughput to the grinding circuit and reduce overgrinding to achieve a reduction in power cost per ton of ore milled. Presently, 45% of the concentrators' total power is consumed in this grinding circuit.

After a brief definition of asbestos and a review of regulations, the elements of asbestos dust control are outlined for various asbestos manufacturing industries. To prevent the asbestos dust to become airborne, the general procedure is to control the dust at the source by enclosure and exhaustion. The asbestos dust is collected and removed from the air with bag filter collectors of high efficiency (better than 99%) to ensure that the air emitted to the general environment or returned to the workplace are below the existing asbestos emissions regulations. Dust control systems should be regularly inspected and serviced to maintain at all times the efficiency and reliability of the equipment. Other effective procedures for asbestos dust control are also considered.

Treatment of bentonite clay with mineral acids yields a modified clay product of high surface area and acidity which exhibits enhanced adsorptive and catalytic properties. A highly specialized segment of the clay industry based on this process has evolved into worldwide business with a capacity of about one-half million tons/yr. This paper will present data on the chemistry, mining, manufacturing and applications for acid- activated clays.
