Information Technology has addressed those problems unique to senior management in the mineral industry. In general, these problems are those concerned with decision-making. Peter Drucker in his discussion of making effective decisions identifies five phases: (1) define the problem, (2) analyze the problem, (3) develop alternate solutions, (4) decide the best solution, and (5) convert the decision into effective action. The scope of the chapter by Guernsey addresses the first three phases which provide input to the decision-maker. The decisions to be made relate, in most instances, to the economics related to a mineral property or process. Computer models have been designed to generate these economic and financial evaluations. No one model is appropriate to the solution of all management's problems. In this chapter several applications are identified and summarized; a model for the economic evaluation of a mineral property is described in greater detail. The implementation of such models is dependent on the unique needs of management.

Hydraulic tailings fill in the Butte deep level mines was based upon studies made in 1958 by the Anaconda Company Mining Research Department, which published Bulletin No. 35, entitled "Hydraulic Stope Filling". Since then, many things have changed. At the time of the Research Departments study, dry mine tailings were hauled by rail cars from the Anaconda tailings ponds, twenty-five miles distant, to the underground mines' tailings fill plants at the Leonard Anselmo, and Mt. Con Mines. Now, with the installation of the new Weed Concentrator in Butte, tailings is delivered by pipeline to a cyclone at the Kelley Shaft, and stope filling has become more highly automated and streamlined. Presently, mill tailings at approximately thirty percent solids by weight, is pumped from the concentrator, eight thousand feet horizontally and upward, to the Kelley Fill Plant, where they are dewatered and deslimed by three Krebs Model D20B Cyclones, which discharge the material into the cased and grouted mine delivery bore holes at desired densities up to seventy percent solids. The vertical boreholes and four-inch rubber lined Victaulic pipe carry the material downward to horizontal distribution lines, which in turn tap into the stops-filling, three inch, unlined steel Victaulic pipelines. The slurry may travel several thousand feet before it finally discharges into the stope, where it lends support to the mined-out area.

The setting of tasks for the process control of coal cleaning, and in this connection the requirements for instrumentation can be classified into the following three fields: - Monitoring the operation of individual units, or process steps, - Control of units or process steps, - Control of the entire coal cleaning process with the intention of optimizing the operation and the profitability of the process. Instrumentation is affected by the type of cleaning processes. For introduction Figure 1 shows the simplified flow sheet of coal preparation which is usual in the German Ruhr District and in which desirable places for the measurement of ash, moisture and sulfur content are marked. The preparation plant is supplied with run-of-mine coal from the shaft via a homogenization facility. In a first step of primary classifying the raw feed coal is screened at about 10 mm. The raw coarse coal ( = 10 mm) is sorted by jig washers or heavy-medium separators. the raw fine coal (< 10 mm) at first is pneumatically sized at about 0.5 to 0.75 mm. The fines, the aspirated dust, are a finished partial product which will be added to the final metallurgical or steam coal. The material 10 to 0.75 mm subsequently is sorted in fine coal jigs and dewatered in centrifuges. The sludge obtained with the wet cleaning processes is dewatered in thickeners and fed to the flotation. Concentrate and tailings are dewatered by filters or bowl centrifuges and by chamber filter presses or belt filter presses, respectively. The partial products coarse coal, fine coal, flotation concentrate, aspirated dust, and middlings are blended to result in the sellable products metallurgical and steam coal.

Like most major firms engaged in project management, Dravo Corporation faces a constant challenge to keep its management systems in tune with the ever-increasing demands imposed by larger and more complex projects. This paper suggests that one of the key elements in meeting this challenge is more effective organization of project data. It reveals some of the details of a program at Dravo&apos;s Minerals 6 Metals Division which seeks, through better organization of project data, to improve Dravo&apos;s capabilities in estimating, cost control, scheduling, performance reporting and material control. In particular, this paper discusses ideas Dravo is developing for improved job numbering, codes of accounts, requisition and purchase order numbering, inventory cataloging, and employee/badge numbering.

The Bureau of Mines is concerned with all the approximately 60 industrial minerals, although its research program currently is focused on 10 of them--bauxite, chromite, clay, manganese, phosphate, potash, refractories, sulfur, titanium, and zirconium. To alleviate reliance on imported materials, particular attention is directed to those minerals having a potential for production from domestic resources. Another important consideration is environmental problems associated with the production of industrial minerals, principally in mining and mineral processing operations, The Bureau also is looking at the opportunities to substitute more abundant minerals for scarce raw materials such as rutile, fluorspar, and bauxite. In its overall minerals surveillance, the Bureau&apos;s mining and metallurgical research and development are coordinated with its minerals information activities from which reviews, projections, and forecasts identify the potential for critical disruptions and short supply situations.

A further development of the theory of heat- and mass transfer in the system “strata - mine opening" is necessary for an improvement of the existing technique of heat calculation of mines and other underground constructions. A generalized boundary problem of heat- and mass conduction in strata around an opening as a theoretical ground for that purpose and several particular situations, important from the point of view of an opening and surrounding strata heat state analysis, as well as results of numerical experiments executed for such analysis are presented.

Laboratory testing programs were conducted to investigate the performance under compression loading of several types of geomembranes and geotextiles proposed for use in heap and dump leach projects. Synthetic liners of several thicknesses were sandwiched between representative subgrade soils and cover materials, thus modeling in the laboratory the actual installation conditions expected. Performance was evaluated by visual inspection and vacuum testing. Several testing procedures and equipment were used to investigate the effect of these testing parameters on the predicted performance.

istorical records suggest that the gathering of geologic information in China began more than 2,000 years ago. Modern-day geological work in the nation started in the early part of this century but it progressed rather slowly. Before the founding of the People&apos;s Republic of China (PRC), there were only 800 people engaged in geological work and only 200 trained geologists among them. According to Minerals and Mining in China, many accomplishments were achieved within China&apos;s mining industry during the period of years between 1949, the founding of modern China, and 1997. These include: ? The number of types of minerals with verified reserves increased from 18 (pre-Liberation) to 162 (today). ? Mineral deposit localities grew from 5,123 (pre-Liberation) to nearly 200,000 (today). Of these 200,000 localities, more than three-quarters have verified mineral reserves. ? Minerals extraction and processing contribute to 31 % of the total industrial output value of China (today). ? Regional geological maps at a scale of 1:1,000,000 covering the entire country have been completed, while regional geological and hydrogeological maps at a scale of 1:200,000 covering two-thirds of the country have also been finished (today). ? Before 1949, China was regarded as an oil-poor country. Since the 1950s, China has developed an extensive petrochemical industry. It is largely government-owned except for a limited number of joint ventures. The central government maintains active control over China&apos;s most productive fields, including the Daqing field in the Songliao Basin of northeastern China and the Shengli and Liaohe fields in the Bohai Basin of northeastern China. ? Employment in the minerals industry engaged in geological exploration increased from 800 (pre-Liberation) to 1 million (early this decade). The new report provides an overview of the current political and economic situation in China and discusses how this affects the minerals industry. China is in transition between a socialist planned economy and a market economy. This makes it difficult for non-Chinese to keep track of developments. Minerals and Mining in China is divided into 14 chapters that contain detailed statistics, including data on the geographical location and extent of known mineral reserves, production rates, local technical personnel, imports and exports. The report reveals which companies are already active in the area by profiling 50 major investment projects in China&apos;s metals and minerals industry. According to its author, China possesses one of the world&apos;s largest mining industries, ranking among the leading producers of several metallic and nonmetallic resources. The Chinese mining industry is extraordinarily complex. It has evolved into an overwhelmingly large bureaucracy that was, until the 1980s, shrouded from and misunderstood by the international community. To date, more than 160 types of minerals have been discovered in China. But a significant portion of the minerals and energy base remains largely unidentified and evaluated. And despite China&apos;s large reserves of mineral resources, with a population of more than 1.2 billion people, the country ranks among the lowest in the world in terms of proven reserves per capita. INTRODUCTION The facility water balance and maintenance of sufficient excess storage volume in the solution control system are often amongst the most critical facets of design and operation of heap leach facilities in cold, snowy climates. The purpose of this paper is to summarize and discuss climatic and operational factors which have a significant impact on heap leach water balance evaluations in high snowfall climates. Example water balance simulations are presented for proposed heap leach projects located in areas subject to high snowfall in the northwestern United States. The climatic data input to these simulations represent both net evaporative and net precipitation climates. FACTORS AFFECTING WATER BALANCE EVALUATIONS The combined effects of seasonal operations, re1atively low evaporative losses, and potentially large inflows to the solution control system from snowpack and spring storms require an enhanced awareness of the factors which impact facility water balance. Unlike operations at mines in more arid climates, seasonal excess water rather than a shortage of make-up water is the rule. A thorough understanding of a number of factors, including regulatory constraints, climatic influences, and impact of operating philosophy and techniques, is critical to successful development of an incident-free heap leach operation under high snowfall climatic conditions. Longwall faces can move at high advancing rates, but many geological variations can cause unexpected instabilities and production losses. The rapid movement makes it necessary to evaluate different geologic conditions in the rock mass as fast as possible to assess their effects on the longwall face and shields. It is believed that prompt awareness of geologic conditions is the key to preventing instability at a longwall face. This paper introduces the application of fuzzy set theory for characterizing and evaluating roof conditions. Real-time monitored data coupled with fuzzy set analysis provides valuable information, such as shield leg pressure, developing load on shields, intervals of periodic weighting and the ratio of developing loads during periodic to normal times.

Mining wastes have received individual attention under the Resource Conservation and Recovery Act (RCRA) since its inception, in recognition of the special characteristics that distinguish mining wastes from other solid wastes. The Environmental Protection Agency (EPA) has recognized that: - Mining wastes are generated in much larger volumes than other industrial wastes. Most material handled in mining is waste (over 99% in many cases) and not marketable product, whereas waste is a small portion of raw materials used in most industries. Consequently, controls used for hazardous wastes may be technically infeasible or economically impractical. - Nearly all mining waste is managed at the site of generation and is land-disposed. . - Mining wastes typically pose lower hazards than other industrial wastes. Mining operations are located predominantly in sparsely populated areas and in arid or semi-arid areas with little surface water runoff and deeper water tables.

6.1 INTRODUCTION A surface structure will suffer damage when the additional stresses induced by ground deformations associated with surface subsidence, plus the original stress introduced by construction de¬sign, exceed the strength of the structural elements. In this con¬text, there are two methods available for preventing and control¬ling surface structural damage: one is to strengthen the structure and the other is to design the mining operations such that ground deformations at the structure site can be reduced to an acceptable level. Mining operations include panel layout and mining tech¬niques. These methods are detailed in this chapter. It must be noted that most prevention/control methods men¬tioned in this chapter are used in the countries where the reference papers are cited. In the United States, the coal operators are not required to take those measures mentioned in this chapter. Some of the methods described in this chapter cannot be implemented with¬out changes in the current mining practice as permitted by laws. In addition cost of implementing those methods are not considered here. 6.2 PANEL LAYOUT As shown in Figs. 2.9, 2.10, and 2.11, permanent ground deformations in a subsidence basin mainly concentrate near the edges of the underground opening, and can be divided into four zones. A structure located in different zones will be subjected to different types and magnitudes of ground deformations. In laying out the panels, Table 5.1 and Figs. 2.9, 2.10, and 2.11 could be taken into consideration. Attempts could be made to avoid placing the structure on a location where the ground deformation to which that structure is sensitive is at its maximum. Therefore rational design of the panel is the simplest way to reduce structural defor¬mations. Panel design involves the determination of panel dimension, panel edge location, direction of face advance, and use of yield chain pillars. A. Panel Dimension Since longwalls in the US employ a multiple-entry system, where rows of chain pillars are left unmined, subsidence over those chain pillars is usually smaller. Therefore, whenever possi¬ble, the panel dimension could be designed such that a major structure or structures are over those unmined chain pillars, be¬tween adjacent panels, or some distance beyond both ends of the panels. At the center of the supercritical final subsidence basin, a structure will not be subjected to any final or permanent ground deformations. In order to create such a condition, the panel width must be such that the structure will be located beyond the major influence zone of the final subsidence basin, the minimum dimen¬sion of which must be: [ ] where L is the width or length of the final mined out gob, t is the width or length of the structure to be protected, h is mining depth and [ ] s is the angle of full subsidence. B. Panel Edge Location Wherever there is a permanent panel edge, there are large ground deformations induced on the surface on both sides of the permanent panel edge. Therefore whenever possible the panel di¬mension should be designed such that the permanent panel edges could be located in the areas with the least impacts. In terms of permanent edge location, it is best to eliminate any permanent panel edge under a structure or groups of structures. If this cannot be done, the panel should be lengthened to reduce the number of permanent panel edges, or narrower multiple panels advancing in the same direction in a staggered manner could be employed. If the structures are located in Zones II and III, the longer dimension of the structure must be parallel to the nearest perma¬nent edge (Fig. 6.1). But in Zone IV, the longer dimension should be tangential to the corner of the permanent panel edge. If the structure is inclined to the permanent panel edge, it will be sub¬jected to twisting and shearing. C. Direction of Face Advance The direction of face advance should be parallel to the long axis of the structure. But if the structure is to be located at or close to the center of the final subsidence basin, the direction of face advance should be perpendicular to the long axis of the structure. Careful choice of the direction of multiple face advance is the most effective way to reduce structural deformation and thus dam¬age. This applies the principle of overlapping and cancellations of ground deformations, due to multiple face advance, at the right time and at the right intensity, e.g., opposing tilts, concave and convex curvatures, tensile and compressive strains are induced simultaneously on the structure to be protected by two or more faces. D. Use of Yield Chain Pillars In US longwall panels there are generally two or three rows of stiff chain pillars between the panels. The combined width of the chain pillars ranges from 100 to 350 ft(30 to 107m). depending on mining depth. In general, surface movement above the chain pil¬lars after the panels on both sides have been extracted is much smaller, as compared to that in panel center. Thus in order to create critical or supercritical width of opening and eliminate sur¬face bumps over the chain pillars, yield chain pillars may be em¬ployed (Jarosz and Karmis, 1986). However if yield pillars are to be used, it must be designed such that it yields totally right after the panels on both sides have been extracted. Unfortunately cur¬rent yield pillar design techniques cannot predict when and how much it will yield. In summary, whenever possible attempts could be made to lay out the panel in such a way that surface structures are located above chain pillars between panels or above solid coal beyond both ends of the panels. In those areas the surface structures will most likely be unaffected, or if affected, the damage is so minor that no remedial measures are necessary. 6.3 CONTROLLED MINING TECHNIQUES Several mining techniques are available for reducing the sur¬face ground deformations of specific types. Lithium-bearing lepidolites from three deposits in the province of Goias, Brazil, were investigated to determine whether there is a correlution between the lithium content of the mineral and the color of lepidolite and associated tourmaline. Such a correlation can be a useful guide to field geologists for outlining high-grade lithium ore zones. It was found that mauve-pink lepidolite associated with pink tour-maline, and brownish lepidolite associated with black tourmaline have high lithium contents, but that the color of lepidolite is not due to lithium. The pink color of lepidolite and tourmaline is likely due to Mn3+, and the brownish tint of lepidolite and black color of tourmaline to Fe3+. Lepidolites appear to be lithium- rich when the lepidolite and associated tourmaline contain relatively high amounts of Mn3+ and/or Fe3+.

Concentrate flow rates were measured for the flotation of -100-mesh Lower Kittaning coal in a computer-controlled 0.076 x 3.5-m pilot flotation column. The variables studied were recovery zone height, airflow and solid feed rates. The specific projected surface areas of the feed, concentrate and tailing streams were determined from the measured particle size distributions. The results obtained show that the concen¬trate flow rate was independent of recovery zone height but was dependent on the hydrostatic pressure setting (measure of froth depth), gas flow rate, solid loading and particle size. New correlations for column carrying capacity and yield are provided as a function of bubble surface area flux and the specific particle projected surface area.

In-plant recycling of dust from iron making BF&apos;s creates undesirable circulating loads of volatile trace elements such as zinc and lead. Disposal of such dusts creates environmental problems, hence a separate treatment is indicated. Since the bulk of the zinc and lead compounds occurs in the fine dust fraction; hydrocycloning the slurry from the BF gas cleaning operation results in upgrading the material for treatment. A process has been proposed, whereby the zinc and lead are solubilized from the fine fraction with spent hydrochloric acid from steel pickling. The stoichiometry of this autoclave oxidation process is adjusted to simultaneously precipitate, by oxyhydrolysis, most of the iron for recycling to the BF&apos;s. Lead and zinc are successively recovered from the filtrate as low chloride precipitates. This paper describes additional testwork, leading to the design of a pilot plant which was planned to begin operation in 1992.

INTRODUCTION A variety of instruments are available for measuring or monitoring the performance of underground mine-ventilation systems. In general terms, the instruments may be classified as those that measure air velocity and those that measure gaseous concentrations. All costs herein are in terms of 1978 US dollars. The mention of a specific manufacturer or device is not intended to be an endorsement by the US Bureau of Mines. AIR-VELOCITY INSTRUMENTS The basic instruments used for measuring the air velocity in mines are the vane anemometer and the smoke tube. Vane Anemometer Of the air-velocity instruments, the 102-mm (4.0¬in.) vane anemometer is the most common and is available as either a low- or high-speed type. The low-speed anemometer generally is the most suitable for measuring the velocities in ordinary airways. For a rough check of the velocity in an airway, it usually is satisfactory to hold the anemometer by hand, positioning it in the center of the airway for 30 sec. However, the resultant error may be as high as 25% , and such a hand-held approach is unsuitable when accurate or reliable measurements are required. To obtain more accurate measurements, the proper procedure is as follows: 1) Since holding the anemometer by hand generally causes the instrument to read about 15% high, it is mounted on a 0.6-m (2-ft) extension rod. 2) The airway is divided into equal right and left halves. A 1-min traverse is used in each half, moving the anemometer smoothly up and down in a zigzag pattern so that the entire half is covered within the allotted minute. 3) The manufacturer&apos;s correction table is applied to the readings to adjust the velocity calculation as necessary. Whenever possible, anemometer readings should be obtained in a long straight section of airway that has a constant cross-sectional area. Bends and obstructions should be avoided, since they cause turbulence and other discontinuities in the airflow and can degrade the accuracy of the velocity measurements. Although a series of velocity measurements at one location usually corresponds to within a few percent, this is not an indication that the airflows calculated from those readings are completely accurate. One reason is that the correction table provided with the instrument generally is not for that specific instrument; instead, it represents the average correction for all such instru¬ments made by the particular manufacturer. Most cor¬rection tables specify a correction factor of from 0 to 15%, depending upon the velocity. However, even after correction, the instrument error still may range from 3 to 5%. At low velocities such as those below 0.76 m/s (150 fpm), the instrument error can be two or three times greater than this, ranging from 6 to 15%. The new ball-bearing anemometers generally perform somewhat better at low velocities than did the older conventional anemometers. Another source of error is introduced when measur¬ing the cross-sectional area of the airway or entry. Under the best of circumstances, measurement errors, instrument errors, and a host of other minor errors all combine to cause a total error of at least 10% in the velocity calculation. The vane anemometer also can be used with reason¬able accuracy to measure airflows in mine-ventilation ducts. In this application, the anemometer is mounted on a rod and is held at the center of the duct end. For a duct that is discharging air, the average velocity in the duct is 85% of the centerline reading (Northover, 1957). For a duct that is taking in air, the average velocity is 70% of the centerline reading (Haney and Hlavsa, 1976). To measure the airflow discharged from a regulator or from a small hole in a stopping or bulk¬head, a correction factor for the area is necessary. A good approach in this situation is to traverse the area of the regulator or hole, holding the anemometer with an extension rod. This provides an average velocity that is multiplied by 85% of the measured area of the regulator or hole. In all cases, the manufacturer&apos;s instrument cor¬rection table must be used and applied properly. For accurate results, the anemometer should be returned to the manufacturer for periodic cleaning and checking. If it is in daily use, the anemometer should be returned about once per year, and proportionally less frequently if the usage is less frequent than on a daily basis. Smoke Tube The smoke tube may not appeal to individuals who believe that good measurement results can be obtained only with expensive, complicated, and fragile instru¬mentation. Nevertheless, smoke works about as well as anything for the routine measurement of low air velocities in mines. The following procedure yields reasonably good results: 1) Two marks are scratched 7.6 m (25 ft) apart on the floor of the airway. 2) The smoke tube is used to release a cloud of smoke in the center of the airway, about 0.9 m (3 ft) upstream of the first mark on the floor. 3) A timed interval begins when the leading edge of the smoke cloud passes over the first mark, and the interval stops when the leading edge of the cloud passes over the second mark. 4) A factor of 20% is subtracted from the cal¬culated velocity to determine the true average velocity, providing a correction for the centerline and for the spreading effect at the front of the cloud. There are large areas on all of the continents with environments which are favorable for deposits of zinc and lead of Mississippi Valley type. In the developed countries, these environments have for the most part been quite thoroughly explored for the near surface deposits, and it will be necessary to direct more effort to the search for deeper buried deposits from which much of our future production must come. The difficulties of exploration for deep ore of this type are many and formidable, but the area of permissive environments beneath deep cover is many times as great as the area of the known near surface ore districts. It is a reasonable assumption, therefore, that numerous deposits wait for discovery and development. The finding cost, however, is certain to increase, and it is essential that concepts and techniques of exploration be improved if we are to sustain a reasonably strong productive capability into the 21st century. Exploration for deeply buried deposits requires at the outset relatively large areas of favorable geologic environment. The favorable horizons must be within economic limits of depth for the exploration as well as for the mining techniques which are currently available; and there must be some condition, design or strategy which will assure the explorer a reasonable chance of obtaining maximum benefit from discoveries which he may make.

The longwall face supports are provided to prevent the caving of the immediate roof at the working face. The thickmess of the immediate roof may be obtained from the working height and the average bulking factor. A strong bed, capable of withstanding maximum bending moment among the beds within the above roof, can be identified. The load on the strong bed may be obtained by finding out the overlying beds that will rest on the former during sagging. The limiting span, L, for this unsupported loaded bed, as a beam with built-in ends, can be calculated. The support density required at the supported span (face to goaf edge), a, during the first fall, is now estimated with a view to have a safety factor 2 at the face end, when bending failure occurs at the barrier end. However, the above value is inadequate to provide necessary safety margin against bending failure at the face end, during the subsequent cavings as cantilever, for L/a less than 20.6. d For the latter case a separate expression is derived.

Coarse particle size measurement is essential for the automatic control of a size reduction process like crushing or SAG milling in order to achieve optimal process performance. However, the on-line size measurement of coarse material is not easily obtained due to the problems of material handling and sample statistics. A technique based on advanced image analysis and quantitative stereology has been successfully developed and tested in a pilot scale setting. The chord length distribution of coarse particles on a moving conveyor was measured with an image analyzer and then transformed to the mesh size distribution with a stereological model and a special numerical method. Some test results as well as the technique&apos;s industrial suitability and limitations of this method are also discussed.

As a group, we have assembled here to learn of our compatriots engaged in similiar underground operations throughout the United States and the World. We are here to learn of improved methods, higher technology, and better management. Through the acquisition of this knowledge, we each hope we can improve our own particular services, products and projects. This session is dedicated to a discussion of "Costs". The most apparent reason for a discussion of costs at this level is to expose subjects affecting costs and propose methods to reduce them. From that premise a contractor can identify three areas of discussion: design considerations, contract considerations, and governmental considerations. A fourth area of consideration is an introspective view of the contractor&apos;s role in the design construct process. Unnecessary costs and risks attributable to these areas are contributing excessively to ever increasing project and system costs. DESIGN CONSIDERATIONS On April 20, 1977 the Metropolitan Sanitary District of Greater Chicago accepted proposals for the Tunnel and Reservoir Plan on Contract A and Contract B. This letting called for construction of over 33 km (21 miles) of the Mainstream Tunnel bored at 9.75 m (32 ft) to 10.67 m (35 ft.) in diameter.
