It was first pointed out in 1934 by Gaudin (1) that the "oily" oxidation product of the alkyl xanthate ion-dialkyl dixanthogen, might be the "active flotation agent" on sulphide minerals and there have been a number of studies supporting this hypothesis (2,3,4). However, all of these studies have relied largely on electrochemical evidence. Galena, being a semiconductor, may be used as an electrode in aqueous solution and it was shown that ethyl xanthate ion does not adsorb with charge transfer in the absence of oxygen unless the potential of the galena surface is above -100 mv versus the hydrogen electrode (H2 E). At this potential the galena surface is slightly hydrophobic but does not become strongly hydrophobic unless the potential is raised to 210 mv (versus H2 E). It is suggested that, at potentials of 210 mv or above, ethyl xanthate ions are oxidised to diethyl dixanthogen and that chemisorption of oxygen raises the galena surface to this potential. On the other hand, examination of xanthated galena surfaces by chemical or physical methods (5,6,7) has failed to detect dixanthogen and it has been shown that dixanthogen may be reduced to lead xanthate at a lead sulphide surface. It was suggested by Leja and Poling (5) that, as dixanthogen is a neutral molecule it would not be repelled by the negatively charged galena surface so that the adsorption was envisaged as taking place through homogeneous oxidation of the xanthate ion to dixanthogen, adsorption and reduction of the dixanthogen to a chemisorbed lead xanthate species. In paper I of this series (11) it was shown that the thiosulphate ion, which forms on galena surfaces in slurries at the pH normally used for flotation, will reduce dixanthogen. There is, therefore, the impasse that the electrochemical evidence requires that xanthate ion be oxidised to dixanthogen at the galena surface while the chemical evidence shows that the reverse reaction takes place.

"A biodegradable flocculant was produced during growth of Bacillus megaterium. The major component of the bioflocculant was found to be a polysaccharide composed of some proteins. Fourier transform infrared (FTIR) spectra analysis revealed the presence of carboxyl and hydroxyl groups in the bioflocculant, and thermal characterization by differential scanning calorimetry (DSC) showed the transition and crystalline melting point at 90-105°C. The effects of bioflocculant dosage and pH on the flocculation of mineral suspensions were evaluated. The bioflocculant exhibited good flocculating capability on mineral suspensions and achieved flocculating efficiencies of 90 percent for kaolinite and 85 percent for hematite suspensions at a dosage of only 5 mL/L. The maximum arsenite removal was found to be 90 percent at a bioflocculant dosage of 2 g/L, which is better than traditional chemical flocculants. This study demonstrates that microbial bioflocculants have potential for application in environmental cleanup, such as in the flocculation of mineral fines and in the remediation of solutions that contain toxic heavy metals.IntroductionBioflocculants are biopolymers produced by microorganisms during their growths. The predominant components of a bioflocculant are extracellular polymeric substances such as glycoprotein, protein, cellulose and nucleic acid (Salehizadeh and Shojaosadati, 2001). Bioflocculants have gained much wider attention due to their biodegradability and safety. In recent years, the study of bioflocculants has attracted wide attention. Bioflocculants can be nontoxic, harmless and eco-friendly. Normally, they exhibit different functional properties, serving as stabilizer, dispersant or thickener. Among these properties, flocculation is of major interest. For example, Phormidium sp. strain J-1, isolated from a drainage channel, exhibited excellent flocculation activity for bentonite particles in liquid suspension (Fattom and Shilo, 1984). A protein bioflocculant produced by Rhodococcus erythropolis could efficiently flocculate suspended solids while losing their flocculating activity by enzymatic digestion (Kurane et al., 1994, Takeda et al., 1991). Klebsiella sp. strain S11 screened from activated sludge was unable to flocculate without the addition of calcium chloride (Dermlim et al., 1999)."

The National Environmental Policy Act of 1969 (NAPA) provides guidance for federal agencies in making informed decisions. The Act has been used to determine the potential environmental impacts from mining and other natural resource operations, primarily in the Western USA. To accomplish the purpose of the Act, a process for developing environmental documents was established. The documents (EA/EISs) evaluate environmental impacts and are produced by federal agencies through public participation and cooperating agency review. Effective interactions and up front coordination between agencies and industry is required. An abbreviated history of environmental protection in the USA leading to NEPA, the driving regulation, objectives, provisions and limitations of the Act, and select mining related NEPA projects III the Western U.S. are discussed in this paper.

"The purpose of this study is to explore how the geochemical and petrographic components of coal may impact its physical properties, as well as how these components correlate with a history of reportable dynamic failure in coal mines. Dynamic failure events, also termed bumps, bounces, or bursts, are the explosive failures of rock in a mining environment. These events occur suddenly and often with no warning, resulting in worker injury up to and including fatality in greater than 60% of MSHA reportable cases. A database of variables was compiled using publicly available datasets, which included compositional geographic, strength, and Hardgrove Grindability Index (HGI) data (ACARP, 1998). Results indicate that bumping coals are less mature, lower in carbon, higher in oxygen, softer, and less well cleated than coals that do not bump. High liptinite content was found to correlate with higher average UCS values. However, no clear, direct correlation between UCS and dynamic failure status was observed. The findings of this study establish that differences exist between coals that have experienced reportable dynamic failure accidents versus those that have not. These differences are inherent to the coal itself, independent of mining-induced risk factors. Results further illuminate how compositional attributes of coal influence physical properties and begin to clarify potential links between geochemistry and dynamic failure status. Only through the better understanding of risk can more effective mitigating strategies be enacted.INTRODUCTIONDynamic failure events, also termed bumps, bounces, or bursts, are the sudden failures of rock in a mining or quarrying environment. Failure occurs when the rock’s critical bearing capacity has been exceeded and the rock fails energetically through the outward expulsion of rubblized material (Peng, 2008). These events occur suddenly and often with no warning, resulting in worker injury up to and including fatality in greater than 60% of reported cases through the Mine Safety and Health Administration (MSHA). Much research has been devoted to the prevention of these events. The effects of overburden depth and stiffness, mine design, mining practices, and in situ stresses are well documented (Agapito and Goodrich, 2000; Brauner, 1994; Campoli and Kertis, 1987; Holland and Thomas, 1954; Iannacchione and Zelanko, 1995; Lawson et al., 2016b; Mark, 2016; Newman, 2002; Peng, 2008; Whyatt, 2008). Despite these significant advancements in coal mine ground control, however, events continue to occur. Proactive risk mitigation remains an important research area. The author has published papers on the Split Set System earlier (References 4, 5, 6) The Split Set System holds promise to be a revolutionary development in the field of ground control. The system produces an interior reinforcement to a rock mass which: 1. Is simple in its concept. 2. Adjusts to the degree of restraint needed to match rock properties. 3. Provides a yieldable support and, later, a more rigid support as it is needed. 4. Pre-loads the rock in compression to increase stability. 5. Is a full-contact, fully tensioned device to resist rock loads. 6. Minimizes the stress concentration effects inherent in many interior support devices. 7. Improves safety for the miner. 8. Is cheaper than a grouted system. 9. Offers the rock mechanics engineer an opportunity to design in a fashion not before possible.

High-resolution ground-penetrating radar (GPR) was used to image the near-surface extent of two exposed Late Cretaceous kimberlites intruded into lower Permian limestone and dolomite host rocks in northeast Kansas. Six parallel GPR profiles identify the margin of the Randolph 1 kimberlite by the up-bending and termination of limestone reflectors. Five radially intersecting GPR profiles identify the elliptical margin of the Randolph 2 kimberlite by the termination of dolomite reflectors near or below the kimberlite's mushroom shaped cap. These results suggest GPR may augment magnetic methods for the delineation of kimberlites or other forceful intrusions in a layered host rock where thick, conductive soil or shale is not present at the surface.

Stratabound uranium deposits consist generally of two comingled geologic and statistical populations. Barren zones, usually having radiometric assays too low for recording on digitized logs, comprise a large portion of a mineralized stratum. In between are mineralized zones; where the grades are distributed essentially lognormally. Estimation of open-pit ore reserves requires the prediction of the tonnages of selective mining units (the smallest mined volume which may be segregated as ore or waste) and their grades within panels of convenient size for open pit planning and economic analysis. The proportionate tonnage of mineralized selective mining units within each panel can be predicted by kriging an an indicator function assigned to each composite (1 if mineralized, 0 if barren). Next, using logarithms of mineralized assays, the conditional lognormal distribution of grades of mineralized selective mining units can be found. Using this distribution and the krigedestimate of the probability a selective mining unit is mineralized, the grade and tonnage of selective- mining units above any cutoff can be predicted. A case study illustrating this two- step procedure is presented for the Imouraren uranium deposit located in the Republic of Niger. Using cross validation, the estimation procedures were checked and were shown to be adequately accurate for mine planning purposes.

A Google search on talc asbestos yields more than 500,000 hits due to the growing number of civil lawsuits in this area. Historically, the litigation was centered on amphibole-containing industrial talc. There was no debate these talcs contained amphiboles, but the issue was the definition of asbestos and whether the amphiboles had an asbestiform habit. Ultramafic-hosted talcs, however, are formed in such a way as to not favor the formation of amphiboles in the talc, but they can occur in the surrounding black-wall. In these deposits, the serpentinite host rock is in direct contact with the talc, therefore, allegations can be made that non-asbestiform amphiboles or non-regulated serpentine group minerals can occur in the final products. We analyzed talcs from both metamorphosed carbonate- and ultramafic-hosted talc deposits using polarized light microscopy (PLM), scanning electron microscopy (SEM) with energy-dispersive spectroscopy (EDS), electron microprobe (EPMA) with wavelengthdispersive spectroscopy (WDS), transmission electron microscopy (TEM) with EDS, and powder X-ray diffraction (XRD). Compositions of minerals determined by EDS alone are not sufficient to confidently identify asbestos, despite common practices by some researchers. We emphasize, using both historical samples, and analyses of currently contested minerals, the importance of determining both the structure and composition of a mineral, as well as defining its morphology, before concluding whether it is asbestos.

INTRODUCTION Solid-liquid separation is an important and many times a critical step (or steps) in a mineral or coal processing plant. Some examples of typical critical separations are as follows: 1. Operating a seven to eight stage CCD thickening circuit to re¬cover almost all of the caustic and alumina trihydrate values in an alumina plant. This must be accomplished with highly scaling slurries, starting temperatures of over 100°C and operate on a closed circuit system. 2. Making a filter step operate to produce a proper moisture for the balling step so that the pellet furnace can produce a proper product. Bentonite addition must be minimized and a good quality filtrate must be maintained to prevent abrasion of the internal parts of the filter. 3. Operating a closed water system in a coal washing plant so that reclaimed water containing less than one percent suspended solids is produced for reuse to maintain beneficiation ef¬ficiency. Refuse solids must also be thickened so that they can be effectively dewatered to meet state disposal requirements. 4. Recovering phosphoric acid values from a slurry containing gypsum and other gangue solids at an elevated temperature. This must be done while minimizing wash water and maximizing P2O5 re¬covery while simultaneously minimizing scale problems. While solid-liquid separations are important to overall performance in the processing plant flowsheet, it is also a significant factor in plant costs. Capital and operating costs for all the solid-liquid separation steps (includ¬ing water reclamation for reuse) in such plants are probably between 10 and 20%. Energy consumption can also be important in these separations. For example, in the copper concentrator, it is the third largest category in energy consumption, after comminution and flotation. Obviously, solid-liquid separation steps in a plant demand proper atten¬tion in design in order to achieve both optimum performance and cost. Simultaneously, knowledge of funda¬mentals are important to improve results in existing plants.

For traditional underhand cut-and-fill mining operations, it can be challenging to design a suitable cemented paste backfill (CPB) mix that can meet the necessary strength requirements and yet maintain its ductility. In deep underground metal mines, the CPB must achieve a high enough strength to be competent under high stress conditions while also remaining ductile enough to withstand high strain from squeezing ground as underhand mining continues under backfilled stopes. To eliminate ground falls that result in injuries and fatalities, researchers from the Spokane Mining Research Division (SMRD) of the National Institute for Occupational Safety and Health (NIOSH) have partnered with Aerix Industries, a producer of concrete additives, to study the effects of foaming agents on the strength and ductility of CPB. This laboratory study examines the impact of various amounts of foam additive on the strength and ductility of CPB mix designs, using binder and tailings provided by Hecla Limited from the Lucky Friday Mine

The Bureau of Mines has developed and tested a new concept of combining thermal and hydraulic energy processes for hard rock cutting. The study shows that this novel combination method overcomes the fragmentation limitations of the thermal process in nonspalling rocks and the cuttability limitations of the hydraulic process in high-strength rocks. The method effectively cuts hard rocks at moderate hydraulic pressures (below 30,000 psi). Theoretical predictions of the rock damage process are made and are correlated with experimental results obtained by using both single pulse and continuous water jet hydraulic systems. Traversing point heating and line heating techniques were used for heating rocks preceding the continuous jet impingement. Heating induces structural weakness of the rock material and assists fragmentation by the water jet impingement. The thermohydraulic process is effective if the significant depth of heat penetration induced by the surface heating exceeds the cutting depth produced by the jet impingement. Hydraulic specific fragmentation energy values reduce by about an order of magnitude using the combination technique. The process efficiency and the rate of themohydraulic hard rock cutting increases significantly by increasing the intensity and duration of heating.

SALA MAGNETICS, INC. is now operating a 15 tph continuous high gradient magnetic separator, the SALA-HGMS® Mark III Carousel, as part of a complete mineral processing pilot plant installed at Sala's Cambridge headquarters. The Mark III can generate a maximum magnetic field of 18 kG making it possible to process even weakly magnetic, finely ground ores and ore tailings on a continuous basis at the performance level achieved in Sala's cyclic high gradient magnetic separators. Test results on iron ores, clay, and decoppering of molybdenum concentrate will be discussed. Bench scale tests have been performed on all of these materials using the SALA-HGMS® Model 10-15-20 Cyclic Magnetic Separator. A direct correlation may be made between cyclic and carousel results. Sala's Mark III Carousel high gradient magnetic separator is designed to permit scale-up to machines capable of processing two hundred (200) tons of ore per hour and more.

Located approximately 50 miles northeast of Knoxville, Tennessee, Short Mountain Silica mines the Clinch Formation, an orthoquarzite, for silica sand. In 1980, a Knoxville resident and area contractor visualized mining Short Mountain for silica sand. Because APG Industries, the main market for the glass sand product, was only 48 kilometers from the site, many silica sand companies became interested in the property. In 1986, J.D. Nicewonder began to develop the site, and in May of 1988, APG Industries received the first sand shipment.

Growth of Thiobacillus ferrooxidans on pyrite mineral surfaces and in 9K leach media was studied through estimation of bacterial protein in the different phases. Bacterial attachment was found to be governed by particle size of the mineral, period of incubation and by stationary or agitation conditions used during incubation. Increased bacterial growth in the liquid as well as on the solid phase was observed with decreasing particle size and increasing incubation periods. Increased bacterial attachment to pyrite mineral surfaces was observed to promote iron dissolution.

A methodology was developed wherein. the increase in compressive strength, mineralogical changes and pore water composition were all studied simultaneously as a function, of moisturized spent shale curing time. From these results the relationship between the nature of cementation process and the composition of pore water was established. Heavy metals were entrapped in the cementing constituents and the pore water became mainly a solution of alkaline sulfates. While the specific data are applicable only to the material studied, the methodology and general conclusions are useful for evaluating the environmental factors in spent shale disposal and expected leachates composition.

[Screening by centrifugal force is an unique, subject, for with the exception of only one vibrating screen presently on the market, all vibrating screens depend upon, gravity to pass material through a sizing mesh or screen cloth. This one screen that sizes by centrifugal force and utilizes gravity only to convey materiel along the screen, is the SYMONS V-Screen. This screen was designed by Loren Symons, a member of the family that has contributed so much to the metallic and non-metallic mineral processing industries. Among Symons' other outstanding contribution to these industries are the original Cone Crusher which revolutionized reduction crushing practice, the first high-speed horizontal vibrating screen, the original Rod Deck Screen, and one of the earliest vibrating Bar Grizzlies.]

Discussion by Stephen Semeniuk Discussion As a valuator and SME member, I view Ross D. Lawrence's position as based on unproven and faulty assumptions made with regard to the pragmatic evidence presented in his paper. Moreover, his call for the inclusion of all mineral resources in discounted cash flow valuations is redundant, if not irrelevant, as there are procedures that already take all classes of mineralization into consideration for valuation purposes. In my experience as a valuator, I find that Canadian securities regulators are more than accommodating in allowing any valuations of mineral properties to be based on cash flow calculations. In other business areas, the same regulators usually reject discounted cash flow valuations of projects or businesses with no operating history. Instead, the regulators prefer valuations to be based on other transactions tested in the marketplace. Valuations based on actual market transactions are less subjective than discounted cash flow calculations and/or the capitalization of arbitrary, untested or undemonstrated earnings projections. In the mining and minerals sector, such projections may be made by persons not qualified to make such projections. In support of this statement, I direct readers to the article "Valuation of mineral properties which do not contain exploitable reserves" by Lionel C. Kilburn, which appeared in the August 1990 issue of the CIM Bulletin. To quote from the article: "Value of a mineral property depends basically upon metal prices, recoverable grades, mining and metallurgical practices, commodity supply and demand, and political-economic conditions, all of which vary with time. Five fields of expertise influence the value of a mineral property: •geological engineering, •commodity markets, •financial markets, •stock markets and •mineral property markets. The skills of geologists and engineers properly apply to the first field of expertise. Knowledge and consideration of the other four fields is important, but such advice is more properly sought from marketing experts, economists and stockbrokers." Securities regulators have created no hardship for valuators by excluding unsubstantiated resources in discounted cash flow valuations. In the field of engineering, best design practices apply. A margin of safety is built into the design criteria for any new equipment or structure that will exceed normally expected load levels and stresses, even though such considerations imply higher front end costs. In accounting, the comparable operating principle is conservatism. It explains why, for balancesheet presentation purposes, inventory is stated at cost or market, whichever is the lowest value. Similarly, when the engineering or geoscience-based valuator plays in the field of finance, the rules of accounting and applied economics apply. Regulators in their skepticism of income-based valuations are in tune with similar views already expressed in mining literature. To quote H. Van Tingley, in Mining Magazine, July 1996: "... the DCF method has inherent dangers when applied to undeveloped resources. Firstly, it presents an often-undeserved aura of accuracy. "Tunnel face instability is one of the most common issues in EPB tunneling. The evaluation of an ideal face support pressure is a critical element in the design and construction phases of EPB tunneling. In this study, measured tunnel face pressures in three EPB tunneling projects (University Link U230 and U220 projects and the Northgate Link Extension N125 Project) for Sound Transit in Seattle, WA are compared with the calculated analytical methods. This comparison shows that the analytical methods generally overestimate the required tunnel face support. The best practice for managing the face pressure in EPB tunneling operation is discussed based on the experience gained through these projects. Furthermore, the algorithm that is developed for identifying ground loss in these projects is addressed. INTRODUCTION Earth pressure balanced tunneling relies on using muck within the chamber to support the face. Muck is pressurized by controlling the advance rate of the tunnel boring machine and the speed of the screw conveyor. Target face pressure is typically calculated by using the geotechnical assumptions in the geotechnical baseline report. The concept behind EPB tunneling is that the application of sufficient face support pressure will prevent tunnel face instability and the resultant over excavation. Tunnel face instabilities caused by a lack of sufficient face support can lead to ground loss and surface settlement (Anagnostou & Kovári 1996, Kirsch 2010). A certain support pressure must be achieved to counteract water and earth pressure with an adequate factor of safety. While the water pressure can be predicted accurately, the determination of the resultant earth pressure on the face is less precise. This becomes manifested in the relatively high partial safety factors on the earth pressure."
