With the opening of the Tilden mine near Ishpeming, MI, a new era in iron ore beneficiation was begun. A description of a U. S. Bureau of Mines investigation is summarized to illustrate the selective flocculation-deslime-flotation process developed by the Bureau and used at the Tilden concentrator, which is also briefly described. The operating parameters for the selective flocculation-cationic flotation of an oxidized taconite from the Mesabi range are discussed. A water reclamation system using lime and a cationic flocculant was applied to reclaim the effluents from a 900-pound-per-hour flotation pilot plant. About 80 percent of water requirements were recovered, and the calcium content of the reclaimed water was found to be more important than clarity in influencing the selective flocculation and flotation processes. Although reclaimed waters with about 10 ppm calcium registered turbidities of approximately 5,000 ppm SiO2 equivalents, the concentrates produced using these waters contained 64 percent Fe and =5.0 percent SiO2 and had accompanying iron recoveries of 75 percent. Lower grade concentrates resulted from using reclaimed water with higher calcium contents and lower turbidities.

INTRODUCTION Mineral commodities are normally separated into three generic classes-metals, nonmetals, and energy minerals including oil and gas as well as the solid fuels. Metals, the focus of this chapter, encompass a large number of different substances. The U.S. Bureau of Mines, for in- stance, has commodity specialists following trends in over 40 metal products of importance to the country's economy and well being. Ranging from aluminum to zirconium, the metals display an incredible degree of diversity. Some such as lead are heavy, others such as magnesium are light. Some such as copper are good conductors of electricity. Others such as silicon are semiconductors. Mercury is found in liquid form, while some metals melt only when heated to extremely high temperatures. Iron and steel, aluminum, and copper are consumed in particularly large tonnages in a multitude of end uses, while many minor metals are needed in only small amounts in a few highly specialized applications. The use of some metals can be traced back into history for millennia, indeed back to the bronze and iron ages, while the commercial consumption of aluminum and other newer metals is less than a hundred years old. Some metals are extracted from large open pits, others are dug out of deep underground mines, and still others are processed from the sea. Mining and processing can be relatively uncomplicated and inexpensive, though in most instances highly sophisticated technology is necessary and the costs are high. Some metals are produced mainly as byproducts of other metals. Some are recovered in large quantities from the scrap of obsolete equipment and demolished buildings. Some are mined in only a few locations and traded worldwide, others are produced in many different countries. Some are sold by numerous firms at fluctuating prices determined on competitive commodity exchanges, others are produced by only a handful of firms and sold at stable producer-prices. This diversity makes the metals interesting, indeed fascinating, to study. Yet, it also poses problems, for each metal in its own way is unique. There is no general model or economic analysis applicable to all metals. Rather each must be considered individually, so that the analysis or model takes explicit account of its particular features. This means that a single chapter cannot begin to cover comprehensively the economics of all metals, and no attempt to do so is made here. Instead, we will concentrate on illustrating the usefulness of relatively simple economic principles, particularly those associated with supply and demand analysis, in understanding the behavior of metal markets. The next section begins by exploring the nature of metal demand. It is followed by an investigation of metal supply- from individual product production, from by- product and coproduct production, and from secondary production. The final section then illustrates the usefulness of the concepts introduced in earlier sections by using them to analyze

Introduction In 1979, rumors of a developing drug problem within IMC Fertilizer's Carlsbad, NM workforce began to surface. For the next two years, a management team contacted local, state, and federal regulatory agencies that had the potential resources to help combat this apparently escalating problem. These contacts included the local police department, the county sheriff's office, the federal Drug Enforcement Administration, and the Mine Safety and Health Administration (MSHA). IMC approached each agency with two proposals. The first required the agency provide an undercover agent for placement in the company's underground facilities. The alternative required the company to provide the agent with the participating agency lending necessary legal expertise and guidance to accumulate the necessary data. MSHA regulations prohibit intoxicating beverages and narcotics on mining property. They also forbid persons under the influence of alcohol or narcotics from working in or around mines. The agency could not, however, help with this problem. The remaining agencies were sympathetic, but were unwilling to assist in implementing either program, citing legal implications. Without exception, these agencies not only refused to provide help, they discouraged any type of undercover operation, searches, drug screenings, or using dogs trained in narcotics detection. As law enforcement officials, they reasoned that any such program constitutes potential civil rights violations. An attorney advised IMC that it was not required to adhere to the same guidelines as law enforcement and regulatory agencies. It was his legal opinion that the company could conduct an undercover operation. But he recommended finding a private firm that specialized in this type of investigation. An experienced firm should have the expertise to conduct the operation and avoid the legal pitfalls that could be encountered. The management team agreed with the attorney and elected to hire a private firm. After extensive research and evaluation, three reputable companies were contacted, advised of the needs, and asked to submit a proposal. Their initial response was enthusiastic. None, however, submitted a proposal. Each was unable to locate a qualified agent willing to work in an underground environment. Privacy and civil rights At this point, it was apparent that an undercover operation was not feasible due to the lack of inhouse expertise and the lack of outside assistance. After more research, it was concluded that the only viable options left were the ones that the law enforcement community had earlier discouraged. These options included locker and personal searches, use of dogs trained in narcotics detection, and drug screening or testing. The management team evaluated the pros and cons of locker and personal searches. They concluded that if conducted properly, this approach could eliminate the problems. The potential legal liabilities, however, appeared to be tremendous. Strict guidelines would have to be adhered to in order to avoid invasion of privacy and civil rights violations. This meant announcing locker searches before conducting them and obtaining written permission from an individual before searching his person. Although the group was reluctant to lose yet another option, it was concluded that conducting searches under these conditions would be ineffective. It would also convey the message to the workforce that the substance abusers had the upper hand. This author was extremely critical of this legal opinion at the time. I have since concluded that the attorney was correct. This occurred in mid-1982. Court decisions of that era indicated the legal and political climate was sensitive to these issues. Liquids containing suspended solids are encountered in most mineral processing applications. Solids levels cover a very wide range, from ppm levels in cooling water systems to slurries containing greater than 70% solids. When the aqueous phase is recycled or further processed, a solid/liquid separation process is used. Chemical additives used to carry out this process are called coagulants and flocculants. In other cases, one seeks to control or modify the properties of the suspension. Dispersants are chemicals used to aid in suspending solids in a liquid as well as to control the properties of the resulting suspension. Dispersants find a range of uses in mining and mineral processing such as scale control, filter aids, flotation aids, and slurry viscosity modification. Materials used as dispersants include inorganic salts, alkalies, organic surfactants, and polyelectrolytes. This paper discusses the use of dispersants in mineral processing, with an emphasis on control of slurry viscosity. The mechanism of dispersion and factors that affect the choice of dispersant will be discussed.

Then the researcher must know the structure and composition of the mineral and its physical and chemical properties. Can these properties be changed by processing particle size and shape modification, and surface chemical treatment? Examples of tactical R & D in the industrial minerals area will be described.

Today there are numerous electronic rotating vane and thermal (hot-wire) anemometers, as well as vortex meters available to measure air velocity. Of these, a laboratory and field evaluation has found that certain instruments are better suited to routine airflow measurements in mine roadways and ventilation ducts. This paper concludes a study sponsored by the Atomic Energy Control Board of Canada, that was introduced at the 5th U.S. Symposium. The study investigated the suitability of currently available electronic anemometers as replacements for the traditional mechanical analog devices while maintaining standard methods such as the continuous traverse. Six electronic instruments were subjected to extensive tests under controlled conditions both in a wind-tunnel and in the field at an underground mine. The evaluation concluded that ergonomics and design were major considerations in unit preference as most of the instruments had very similar performance characteristics. Specific findings were: a) In the wind-tunnel the vane anemometers, especially the "micro" vanes, were more susceptible to misalignment or yaw effects but these were not noticeable in the field; b) Both the vortex and hot-wire anemometers were suitable for continuous traverses of mine roadways; c) Traversing ventilation ducts was more practical than a Pitot-tube multi-point assessments or discharge measurements; d) Yaw is a major concern in duct measurements; e) The continuous traversing method for roadways overestimates the average air velocity; f) Hot-wire anemometers can require significant air density corrections; and g) Hot-wire anemometers are better suited than rotating vanes to mine roadways of less than 1 m/s average air velocity. Based on research detailed in this paper, the ventilation engineer should be able to match the mine's requirements with the presented instrument performance characteristics, thereby optimizing the purchase of a new anemometer and the efficiency with which air velocities are measured.

In Europe, novel low-cost excavator-mounted Multi Tool Miner (MTM) systems, consisting of cutter head, hammer, bucket and drill attachments permit one unit to perform multiple tasks replacing several purpose-built machines. At the Weser Tunnel in Germany, cross-passages between the twin tubes were excavated in frozen ground with a remote-controlled mini-excavator equipped with a quick-change cutter head, ripper tooth and bucket. In Switzerland at the N2 interstate near Basel, W. Dietrich AG enlarged a 2-lane tunnel to three lanes with a cutter head mounted on a special excavator. Blasting and heavy hammers were not permitted due to the closeness of the “live” twin tube. At the N20 Zurich bypass, the Joint Venture of Jaeger, Frutingerand AHB excavates highway tunnels, some with extremely large cross sections, conventionally. A cutter head mounted on an excavator removes the rock shattered by blasting precisely to the pay line, thus preserving the rock’s self-supporting capacity preventing subsidence and damages to water resources and buildings on the surface under low overburden.

"The cut-off grade is one of the important parameters of mining production. Different material cut-off grade is directed to different destinations. Based on reasonable and optimal cut-off grade, long term mining plan and investment decision analysis can be made for mining managers. In view of multiple-metals open-pit, the paper has proposed that multiple-metals cut-off grade optimization model is set using the objective function to maximize net present value (NPV). The method of equivalent coefficient calculation is proposed to convert multi-metals cut-off grade optimization to a single metal cut-off grade optimization. Then the optimization model is applied in a molybdenum and tungsten large open-pit mine in china. The parameters of concentrate price are calculated by PRT in the model and the curve of grade-recovery rate is analyzed and studied according to actual production data. Based on 3D metal deposit model, the distribution of grade-tonnage is analyzed. At final step, an optimal cut-off grade is proposed to guarantee to maximize NPV. The example shows that the model of multiple-metals cut-off grade optimization can provide reasonable analysis for optimal multi-metals cut-off grade and develop optimal production strategies. Introduction Cut-off grade is one of the most important parameters in metal ore mining because of its influence on the overall economic profit of mining production. Along with the development of the mining production, dynamic optimization of cut-off grade is necessary through the analysis of technical economy. It is better to manage the mining production according to the variation of market. The cut-off grade plays an important role in mining production."

Molybdenum, the 42nd element in the periodic table, is now a very important metal in industry of the United States and the world. Chemically, it is a very complex element having valences of 0, +2, +3, +4, +5, and +6, and can exist as a mixture of these valences in many compounds. It was discovered and separated by Scheele in 1778. At the present time, molybdenite is the only important commercial source of molybdenum. Molybdenum occurs in some 12-14 different recognized minerals, but practically all of the production is molybde¬nite. As late as 1915, it was considered a rare metal. Germany made extensive use of it during the first world war, which resulted in the establishment of a molybdenum industry in the United States at Cli¬max, Colo., in 1917. It was not until the mid-1920s when its introduc¬tion to steelmaking developed for the US automobile industry that the metal gained important acceptance. The first notable example was the Willis-Saint Claire automobile introduced in 1921 by C. Harold Willis, formerly chief metallurgist for Ford Motor Co. Molybdenum has also been produced in the US from wulfenite (PbMoO4) from Arizona and Nevada, and a small amount of molyb¬denite was produced up to the early 1970s as a coproduct from two molybdenum-bismuth mines in Quebec, Canada. The first byproduct production of molybdenite from a copper con¬centrating operation was achieved at Cananea, Sonora, Mexico, and was followed shortly by the Utah division of Kennecott Copper Co. in the mid-1930s. This section of the Handbook is divided into four main subdivi¬sions: Chapter 2, which deals with the concentration and recovery of molybdenite from primary molybdenum ores; Chapter 3, which deals with the recovery and separation of molybdenite as a byproduct from copper production; Chapter 4, which deals with the conversion practices employed for converting molybdenite to the oxide or metal form; and Chapter 5, which covers the uses of molybdenum in steel¬making, chemicals, pigments, lubrication, catalysts, etc. The Free World molybdenum production, for the past eight years from all sources, is shown in Table 1. 2. Primary Molybdenite Ores General In 1978 there were four primary molybdenite recovery plants in operation: Climax, Endako, Quests, and Henderson. For over half a century the Climax mine has been by far the largest and most important source of molybdenum in the world. During the early 1970s a few primary molybdenite mines in British Columbia were shut down due to adverse economical conditions. The largest of these was British Columbia Molybdenum, formerly owned by Kennecott Copper Corp. The Climax plant and operations are described in detail and the opera¬tions of the other plants are summarized following a general discussion of recovering molybdenite from primarily molybdenite ores. Recovery of molybdenite as a byproduct will be taken up in Chapter 3. Geology Molybdenite production from mines in which it is the sole or preponderantly important mineral is confined to ore bodies in granites or igneous-type rocks or pegmatite dikes. More than one state of mineralization is sometimes present as at Climax, York, Hardy, and Questa. In the case of Climax, important byproduct recovery of tung¬sten, tin, pyrite, and monazite is also attained. The molybdenite is commonly disseminated very finely in the siliceous granitic gangue but does occur in stringers and blebs in silicified mineral solution channels. Treatment of Primary Molybdenum Ores All primary molybdenum ores are low in molybdenite, the content ranging from less than 0.20% MoS2 to a high of about 0.40% MoS2. A high resistance to grinding is a common ore characteristic combined with a habit of very fine dissemination of molybdenite in the siliceous portion of the ore. Because of low MoS2 content, high hardness, and fine dissemination of molybdenite in primary ores, it has been necessary to develop a special mill treatment which yields an accepta¬ble recovery at a reasonably low milling cost. Essentially, the treatment consists of intensive rougher flotation at a relatively coarse grind with production of a low grade rougher froth containing a substantial percentage of the molybdenite in the form of low grade middling particles, followed with multistage regrinding to liberate the locked molybdenite and several stages of flotation cleaning to produce a finished grade concentrate. Rougher flotation on pulp ground to ap¬proximately 35 mesh is common practice, even if complete liberation of molybdenite from siliceous gangue may require regrinding to 200 mesh. The flotation of middling particles with a very low content of molybdenite in the rougher flotation step has been made possible by the application of a combination of reagents first developed at the Climax mill and used with some modification in the treatment of all primary molybdenum ores. Sodium is a silver-colored metal that is so unstable that it reacts violently in the presence of water, and chlorine is a greenish-colored gas that is dangerous and lethal. Yet the combination of these two elements forms sodium chloride, commonly known as salt, which is a white-colored compound essential to life itself. Salt is perhaps the only mineral in the world that is used virtually by every human being in every country. Although its importance has diminished over time, salt has had a profound influence on history. Sources of salt have determined the location of cities, such as Salzburg, Austria, Salzgitter, Germany, Salt Lake City, UT, and Saltville, VA. Populations have migrated in search of salt, and wars have been fought to obtain or to protect it. Although there is no written record of when prehistoric man first discovered salt, he probably instantly appreciated its unique and distinctive taste and sought more of it. He noticed animals were attracted to salt springs and salt licks, where they satisfied their innate cravings. Man used this knowledge to hunt for food; where he found the salt, he would find the animals. Because prehistoric man was not aware of his physiologic need for salt, he automatically received his salt requirements from the meat of the animals he ate. A Mesopotamian tale tells of a wounded pig that ran into the ocean and drowned. After being recovered from the ocean, where it was saturated in the salt brine, the pork was found to taste better than unsalted meat. It was not until man graduated from a nomadic to an agricultural society when he introduced vegetables and cereals into his diet that he realized he needed additional supplements of salt. The Sumerians ate salted meat and used salt to preserve food about 3500 BC. In approximately 1000 BC, the Trojans learned to use salt for preserving fish. The maritime civilizations, such as that of the Phoenicians, engaged in an extensive salt trade throughout the Mediterranean. Many superstitions, customs, and traditions surround the religious, social, economic, and political aspects of civilization. Although some commodities have provided the basis of some ageless metaphors and cliches (i.e., heart of gold, strong as steel, etc.), none are more commonly used than those pertaining to salt. Being "the salt of the earth" referred to a person's worthiness, as referenced in Matthew 5:13 of the Bible. Someone "not worth his salt" reportedly was used in ancient Greece in bartering salt for slaves. When a laborer was worth his salt, he was paid a salary (sal is Latin for salt), a term still in use today that dates back to Roman times when part of a soldier's pay was salt rations. Fearing those around him, the Roman leader Pompey was known to add a grain of salt to his drinks as a supposed antidote to poison. Hence, "taking it with a grain of salt'' is to regard something with suspicion. The earliest known record of salt production was in China about 2000 BC when Emperor Yu decreed that salt had to be supplied to the court as a tribute. Because salt was a commodity that had universal demand, governments often intervened to control salt production and distribution to generate revenue for major national projects. State-run salt monopolies were common in history, such as in Rome about 506 BC. Revenue was also derived from taxes levied on salt sales. The word gabelle refers to the direct salt tax used in France. This tax was so despised that it was a major cause of the French Revolution. Although the tax was repealed in 1790, it was reinstated in 1805 to raise revenue for war. France continued to used the gabelle until 1945. Salt making was an important economic activity in many areas of the world. Archaeological evidence indicates that salt was quarried from hills near the Dead Sea before the Bronze Age. At Hallstatt in the eastern Alps of Austria, rock salt was mined as early as 1400 BC. Solar salt was being produced in the northern Yucatan peninsula by the Mayan civilization from about 50 BC to AD 300. Other than the prehistoric use of salt in the southwestern part of the United States by the Native Americans, the first production of salt by American colonists began in June 1614 on Smith's Island, VA, seven years after the founding of the Jamestown colony. The short-lived activity was in response to the high price of salt being charged by ship's captains who brought salt over as ballast from England. Although Nathaniel Loomis is credited with starting the first commercial inland salt production in the United States at Onondaga Lake in New York in 1790, salt had been made by individuals for private use years earlier. Indians had long known of the salt springs in the Kanawha Valley of Virginia (now known as West Virginia). In 1755, Mary Ingles, a white settler, was kidnapped by Indians and was forced to make salt from the saline springs. After her escape, she told other settlers how to make salt. At Saltville, VA, Arthur Campbell began making salt in 1782 by boiling brine obtained from salt springs. In 1799, William King sank a shaft about 3 m in diameter down about 61 m to the underlying Saltville salt deposits. The shaft flooded before he could extract any rock salt; however, King has the distinction of digging the shaft of the first salt mine in the United States. Fig. 1 shows the King site as it appears today in Saltville, VA. Production of brine from the shaft continued until 1892. Settlers moved into the Kanawha Valley in 1785, but it wasn't until 1806 that Elisha Brooks established the first commercial salt works in Kanawha.

A high effective method using a hammer mill, a column pneumatic separator and an electrostatic separator was studied for recycling copper from waste printed circuit board. The factors influencing the copper liberation degree and following separations were discussed. Two different physical separating methods were compared and discussed. Experiment results show that a well-controlled impact action can produce a satisfactory degree of copper liberation at a relatively coarse particle size. Around 90% copper recovery from printed circuit board for coarse particle size can be achieved by using a combination of electrostatic separation and pneumatic separation.

Business development process. Throughout Cyprus Amax's early months in Russia, the company stayed focused on what was needed from a deposit for economic success. Cyprus Amax's reason for success in Russia is that all involved - its Russian partners, the workforce and expatriates - provided a focused effort that served the project as it worked through the tender process and the Russian regulations. The company developed an understanding of the regulatory process by working with solid, ethical partners. Infused into the Kubaka management structure were Russians with the knowledge to facilitate the process and a professional group of expatriates. Developing credibility and a solid rapport with the Russian mining authority was critical to the success of this venture. Identifying and gaining the trust of key Russian individuals was also critical during the early stages. Gaining their trust and building credibility was part of the process. These key Russians were brought to the United States to visit existing Cyprus Amax mines. These efforts proved valuable in building an understanding with the Russians about the kind of company Cyprus Amax is and the kind of efficient operations that it can run. This was a learning process for all parties. Fortunately, the company was dealing with intelligent and educated people.

In practice, geochemical analyses can be grouped in two broad categories according to their aim. Those that seek to determine the exact chemical composition of geological materials fall under the heading of assays, whereas applied geochemistry concerns itself with the detection of anomaly contrasts. Recent trends have blurred the distinction between both approaches for many users, as methods that were traditionally used for assays are being adopted in applied geochemistry and assays make increasing use of instrumental techniques. Nevertheless. it is important to keep a clear distinction between the two types of analyses because it has immediate practical consequences, cost is the most obvious, as well as fundamental implications. In the broadest terms, the goal of geochemistry is to strike an optimal balance between throughput and accuracy, at the lowest reasonable cost, while assays strive for accuracy. Traditionally, complete silicate analysis has been the concern of assayers whereas exploration geochemists have been more interested in base metal analyses where acid extractions of the elements, without dissolution of the silicate matrix, has been the norm. This kind of distinction is less realistic now, especially with the growth in lithogeochemical studies, and some overlap in methodology is unavoidable. However, where such overlaps occur the distinction remains in the emphasis of the work. A commonly used example is that although HF acid preparations are used by both, the emphasis in applied geochemistry is on sample throughput and batch analysis, whereas assayers are more concerned with the range of elements to be determined (Thompson and Walsh, 1983).

The effect of a surfactant, designated Syntex, on the wetting and spreading of hydrocarbon oil on molybdenite surfaces (faces) has been investigated experimentally through measurements of zeta potentials and factorially designed flotation tests. These studies indicate that Syntex has a positive effect in increasing molybdenite recovery in the rougher flotation circuit at the Climax mill. The analysis of experimental data using DLVO theory shows that the controlling factor in determining the magnitude of the repulsive energy barrier preventing oil from wetting and spreading on the molybdenite faces is the MoS2 zeta potential and the vapor oil droplet size. The role of Syntex in this case seems to be related to the decrease and stabilization of MoS2 zeta potential by Syntex adsorption and also to the emulsifying action of Syntex on vapor oil to provide a more favorable oil particle size.

Coal mine bumps the violent failures of over-stressed coal', present a safety hazard to miners when mining is conducted in deep, bump prone coal mines. Two different longwall gate entry systems were evaluated in a Southern Appalachian coal mine located in the Pocahontas No. 3 Coalbed under approximately 610 m of overburden which included a massive sandstone member. Both gate entry systems employed a center abutment pillar flanked by yield pillars. The original design employed a 24.4 m square abutment pillar' while the new design employed a 36.6 by 54.9 m' abutment pillar. Rock mechanics instrumentation data analysis and in-mine observations indicated that this increase in abutment pillar size significantly decreased bump potential. The new design in worse case conditions increased effective bearing area 62 pct with only a 9 pct increase in gate entry system width and eliminated face bumps that wer7 experienced with the original gate entry design.

A novel impedance probe was commissioned specifically for capturing fast dynamic information about filtration processes. It provides an attractive alternative to more complex measurement techniques in situations where the slurry system is primarily one-dimensional. The probe can monitor mudline, slurry densification and drainage. Dynamic variations in cake permeability are obtained by combining dynamic mudline information obtained with the probe and filtrate rate data derived from a leaf test apparatus. The measurements are reviewed in relation to micro structural measurements obtained on iron ore filter cakes. The practical significance of these measurements for optimization of the filtration process is discussed.

Characterization and analysis of multiphase particles and/or particulate systems (such as the packed particle bed) are of great technological importance for mineral processing applications. In general the performance of these applications depends on the statistical characteristics of particle microstructures, such as composition distribution, surface exposure of mineral grains, pore network structure, etc. For continued technological progress in the field of multiphase particulate processes, the need for quantitative spatial analysis of multiphase particles in three dimensions has increased sign6cantly. Such quantitative information must be accurate enough that the measured values can be used as parameters for simulation models, process design procedures, and control strategies. Modern 3D image-acquisition techniques, such as X-ray microtomography (XMT), offer a unique imaging capability that can produce high-resolution (a few micrometers) three-dimensional images of the internal structure of multiphase particulate samples. These three-dimensional image data present new challenges for image analysis, image processing, and visualization. Furthermore, important issues should focus on how to use the 3D information and derive new insights into the improvement, design, and operation of mineral processing processes. In this paper, utilization of XMT for characterization and analysis of leaching process involving multiphase particulate system is discussed.

INTRODUCTION Jack Spalding in Deep Mining, Chapter 3, states: "In deep mining, to start stoping an orebody without a definite plan of operations covering the whole extraction from beginning to end is to invite serious trouble. Any stoping without plan is bound to leave, toward the end, a number of pillars, remnants, or promontories, which, as they are reduced in size, are liable to fail and cause a general collapse. The object of stope planning is so to mine an orebody that at no stage in the operation is a remnant left. Definition: `When a block of ore is stoped in such a way that eventually a small piece is left entirely surrounded by stoping, that piece is termed an island remnant.' The design of and adherence to a plan of stoping is of greater importance in preventing rock bursts than the type of ground control adopted." This, of course, is just an example of the old axiom that an ounce of prevention is worth a pound of cure. And in this context, mining does not have to be very deep before poor ground conditions, made worse by lack of good planning, force a mining company to resort to more expensive methods of ore recovery. At all times when rock pressures become excessive, stoping plans must be devised to avoid the creation of pillars or promontories. This is most readily recognized when mining deep narrow ore veins by open methods. It would be a little more general to say that stoping systems should seek to avoid or minimize localized concentrations of rock stress. Ore bodies, and particularly those at Falcon¬bridge, can reach large widths and leaving pillars for extraction at a later time cannot be avoided. However, good planning can reduce the effect of factors which create bad ground conditions. The necessary ingredients of planning are time and information: time to formulate and revise ideas; information, gained in exploration and early development, to provide the fullest knowledge of the ore body. In this way, plans become meaningful. It must always be kept in mind that the long-term results of good planning often require decisions not compatible with reaching earliest full production. PLANNING FOR DEEP MINING At Falconbridge Nickel Mines ore bodies presently being found and prepared for production lie at depths in excess of 610 m (2000 ft) below surface. Current un¬derground exploration is being directed towards favor¬able locations below 914.4 and 1219.2-m (3000 and 4000-ft) depths, at most mines. The Onaping Deep ore body has been traced to a depth of 1508.8 m (4950 ft) and at Falconbridge mine the ore body is under develop¬ment below the 5000 level. Planning for more efficient ground control has therefore become an important con¬sideration of future mining. HYDRAULIC BACK FILLING AND CUT-AND-FILL STOPING The advent of hydraulic back filling has led to the increasing use of flat-back cut-and-fill stoping methods during the last ten years, until it has probably become the commonest method of mining deep ore deposits in Canada. These methods account for almost all the pro¬duction from Falconbridge Mines at this time. The ad¬vantages claimed are: safety-a minimum of open ground; very little supplementary ground support (except rockbolted backs and walls); greater selectivity and flexibility in extraction (horizontal extension of the vein, high grade ore stringers going out into the walls); and high productivity and increased mechanization in larger ore widths. There is some difference of opinion as to whether hydraulic classified tailing back fill provides any great resistance to initial closure of the stope walls. The evi¬dence available suggests that it does not. Addition of portland cement to the back fill just prior to placement has produced a material having the properties of a weak concrete. It is confidently expected that this material will assist greatly in the efficient mining of pillars and generally in giving increased ground support to oppose closure. PRINCIPLES OF STOPE PLANNING BY LONGITUDINAL FLAT-BACK CUT-AND-FILL Again quoting from Spalding: "The practice of con¬trolling output by stopping and starting stopes is bad¬stopes once started should proceed without interruption, and control must therefore be obtained by altering the rate of stoping. It is therefore necessary that faces should normally advance at a medium rate which can be boosted, if required, to give temporarily a greater output. Modern high productivity stoping methods, however, generally aim to achieve and maintain the maximum output possible from a stope. Control of tonnage and grade, therefore, becomes a more complex problem requiring very careful scheduling and organiza¬tion. With the basic method of flat-back overhand stoping using hydraulic fill, it is not usually possible to mine in such a way as to avoid creating pillars." Consider an ore body as illustrated in Fig. 1. It is 274.3 m (900 ft) high by 228.6 m (750 ft) long on strike and averages 4.6 m (15 ft) in ore width. It rep¬resents approximately 907 000 t (1,000,000 st). The ore body could be mined by advancing one long single face through all the levels from bottom to top. A total face length of 228.6 m (750 ft) would accommo¬date five 45.7-m (150-ft) stopes. See Fig. la. Each of these stopes would produce approximately 1814 t/m (2000 stpm) and the ore body would require a period of ten years for complete extraction. A possible im¬provement to this scheme might be to stagger the indi¬vidual stope faces. See Fig. 1b. Problems of hanging wall failure can be reduced by this arrangement. From the point of view of reducing travelway maintenance, it is good practice to employ a stoping system of retreat. Few factors are as important as fluctuations in aggregate economic activity and exchange rates in determining the profitability of mineral investments. Macroeconamic theory explains how the two factors are interconnected in today's world and in tomorrow's. We can use macro¬economic theory to lessen some of the risks in mineral investments. And in the current state of the world the risks are high. The above paragraph summarizes our argument. Our goal in this paper is to examine the nature of contemporary business cycles so as to explain their implications for the metal industries, particularly the implications for capacity. Thus, our first section examines the workings, causes, and history of the recent economic fluc¬tuations. In doing so we must understand how current world economy is interconnected, that is, how economic events in one country are trans¬mitted to the rest of the world. Our view is that governments and central banks are key actors in the creating of economic fluctuations. Then, in section two, we work out the implications of section one for the metal industries focussing on comparative advantage, trade, and capacity decisions. Over the last fifteen years the world economic system has had slow overall economic growth and has had strangely unpleasant recessions. While future business cycle will not repeat the de¬tailed pattern we have seen, there will be similarities. The similarities need to be under¬stood before investment occurs. The slow growth in the world economy since the early 1970s has aggravated the problems from business cycles, created its own problems, and has partially hidden the effects of other events. Major realignments of currencies are likely to take place over a business cycle. The nature of the causes of the cycle will determine the direc¬tion of change in the exchange rates. For example, whether a USA recession will be accompanied by a weaker or a stronger dollar will be determined by the cause of the recession. The realignment of currencies over a business cycle leads to a realignment of comparative advantage in the metal industries. Thus, not only will world metal consumption vary over the business cycle but the impact on various countries' metals industries will differ consi¬derably. Competitiveness often depends more on the value of the dollar than it does on inherent efficiency and wage rates. Capacity decisions are inherently riskier due to the country specific nature of exchange rate risk. A realignment of currencies changes the pattern of trade if and only if the country with the cheaper currency also has idle capacity. The importance of our topic is indicated by Table 1 which shows the impact of cyclical and exchange rate shocks on the USA metal industry. The mineral industries have a continuing need for market forecasting and analysis for a variety of purposes, among which are organization and control of the sales effort, financial and corporate planning, and evaluation of the anticipated revenue from investment in proposed projects. For anything beyond the simplest extrapolation, some kind of economic reasoning or analysis is called for, which may or may not be incorporated into a formal or quantitative model. The principles described here apply to most of the commercially significant minerals and metals. The examples are drawn largely from the copper market, as it is the one with which I have the most practical experience. Practical forecasting is the process of analysis and synthesis from three categories of knowledge: facts and statistics, theory, and practical knowledge and informed opinion. Although many attempts have been made to build forecasts on only one of these three pillars, none has been successful as an operating procedure because of the lack of balance. There are no facts about the future-only about the present and the past. Facts can illuminate the future, but the future can be described only in terms of probability or more or less likely states of affairs-not as a continuous extension of the past and present. Likewise, theory, although useful as an organizing discipline and for providing a methodology of analysis, is inadequate for the complexities of reality. This is especially so when there is feedback between plans and forecasts to produce a new outcome and when there are significant elements of unpredictable free will, such as presidential jawboning or foreign policy considerations. Such elements are difficult to accommodate in neat theories, although they must certainly be reflected in the forecasts. Pure opinion frequently suffers from both a lack of-disciplined reasoning and the presence of biases or self-interest. While the future is unknown, it tends to cast its shadow before it; hence, forecasting is the art and science of positioning oneself so that the shadow becomes visible to the forecaster.
