Two hundred years ago next April, our forebears embarked upon the difficult path to national independence. They succeeded, and shook off the yoke of foreign domination. In the ensuing two centuries, the country was mobilized several times to protect that political and economic independence from foreign domination. These efforts were also successful. Thus, as we stand here on the threshold of our third century of political independence, we can thank previous generations and congratulate ourselves for establishing and maintaining the world's oldest republic. Now -- once again -- the United States faces the challenge of foreign intervention into our economy. This time the battleground is resource avail- ability. America has been blessed with enormous resources. Whether we speak of minerals or timber or water or "amber waves of grain," this nation has benefitted from a resource base that is the envy of the world. This asset, coupled with a political system that permitted us to develop it, has been the physical backbone of our independence. Without the economic independence that this resource base has given us, the political independence we fought for would have been tenuous, at best.

INTRODUCTION For many years, in Europe and in North America, pre-formed metallic and concrete segmental linings in tunnels have been used extensively as temporary and permanent ground support systems. In the United Kingdom the use of cast iron as a means of ground support in mining shafts dates from the first decade of the 19th century. Although at that time wood tubbing was extensively employed, cast iron was used in shafts at Wallsend and Percy Main collieries in the North East of England. The original form of cast iron tubbing consisted of cylinders which were lowered bodily into the pit and were built from the bottom up, but subsequently they were subdivided into segments which involved the making of vertical as well as horizontal joints. Principally, the practice of providing immediate pre-formed support developed because of the incompetent state of the surrounding ground and, although this still remains the over-riding consideration nowadays, several other factors are examined before finally deciding what type of lining to use. Other branches of sub-terranean technology such as tunnel thrusting or immersed tubes (both of which involve pre-formed linings) can provide alternative solutions to problems hitherto thought better solved by bored tunnelling methods. However, this paper will confine itself to those linings developed for the more traditional tunnelling methods. Usually the shape of segmentally lined tunnels is circular because this profile is the most suitable for bad ground and many tunnelling machines. Dewatering is a major operational cost at sane mines. Under certain conditions, costs associated with water disposal may continue beyond the productive life of the mine. For mines with mineralized waters, this is of special concern. Since 1974 experience has been gained from the examination of a number of closed underground metal mines that exhibited drainage problems. It was observed in certain cases, that had appropriate steps been taken prior to closure, that the resulting drainage problems could have been largely avoided. The pre-closure steps would have involved alteration to the "plumbing system" of the mines: i.e., the drifts and crosscuts interconnecting the workings of the mine. This could have best been accomplished by the placement of bulkheads and/or selective drifting. In addition to reconfirming that hindsight is 20-20, a lesson learned from these case studies shows that a relatively simple hydrologic evaluation prior to mine closure may avoid a troublesome and costly drainage problem.

The application of automatic control to mineral processing operations has been gaining momentum during recent years. Many strategies are being developed for controlling crushing, grinding and flotation circuits, however, their implementation in industrial plants is being slowed down because of the costs and difficulties in evaluating these strategies in a systematic manner. An interactive computer simulation package, developed at the University of California, provides the capability of analyzing the process dynamics of mineral processing circuits. This paper presents an overview of the simulator and its application to the case studies of grinding and flotation.

History of the feldspar industry in the United States has been summarized by DuBois (I)*. The earliest production of feldspar in the United States is reported to have been from Mitchell County, North Carolina, about 1744, with the product shipped to England, In about 1825 several pegmatites were worked to a limited extent in Connecticut, with the production shipped to England. The first feldspar grinding facility was constructed about 1850 in Connecticut, with chaser mills used. Feldspar has been produced continuously in the United States since about 1870. Feldspar is produced from the following states: North Carolina, California, Georgia, Connecticut, South Carolina, South Dakota, Kansas, Oklahoma, Virginia, Arizona, and Wyoming. Total United States production for 1969 will amount to approximately 900,000 tons. The most current published figures for world production is 1966, at which time 2,165,000 tons was produced. It is estimated that world production of feldspar for 1969 will amount to 2,410,000 tons. Historically, feldspar has been produced by hand sorting and hand cobbing of coarse block feldspar obtained from the intermediate and wall zones of zoned pegmatites. In the United States the reserve of known block feldspar, recoverable by hand sorting is nearing depletion. More emphasis is now placed on feldspar sources contained in finer grained rocks, especially coarse granites or fine-grained pegmatite and beach, dune, and river sands from which the feldspar is obtained by beneficiation.

The McDonald deposit is a volcanic-hosted epithermal gold resource that is estimated to contain 251,000 kg of gold in 375 Mt of ore at an average grade of 0.7 g/t gold. Phelps Dodge exploration geologists, working for the Seven-Up Pete Joint Venture, discovered the deposit in 1989. By the end of 1992, 494 drill holes for over 113,000 m of drilling, bulk sampling, soil geochemistry, geophysics, metallurgical testing, engineering, and environmental studies had been completed to support feasibility studies. The discovery of McDonald required vision, persistence, and commitment of everyone from the geologist on the drill rig to the senior management of the company.

The construction mineral aggregates industry--the largest industry on a tonnage basis--is threatened with large shortages in the near future. Ironically, these common minerals which include sand, gravel, and stone are among the most plentiful in the earth's crust. However, as these minerals are low in value and used in large volumes, they are extremely sensitive to transport cost, e.g., a haul of 20 miles doubled the delivered cost of mineral aggregates. Consequently, these minerals must be located close to points of demand to have economic usefulness. But the development of new deposits is virtually impossible near many urban areas for legal, sociological and economic reasons. The spector of unfinished urban transport systems, curtailed residential construction, and a general deterioration of the physical urban plant, looms as a direct consequent of future mineral aggregate shortages in the U. S. metropolitan areas. The shortages of mineral aggregates in the Greater New York Metropolitan Area (G.N.Y.M.A.) are prototypical of the shortages faced by the U. S. Metropolitan areas. This paper presents an economic analysis of the consequences of not considering the broad aspects of conservation economics as a major component of resource management. The needless annual cost for the G.N.Y.M.A. is shown to be $30 million.

Data on sulfonate adsorption by silicate minerals are very scarce in the literatures. Perhaps the only comprehensive paper written on the topic was done by Fuerstenau and Bhappu (1); this work dealt exclusively with quartz but included many important suggestions as to the form and nature of the hydroxy-sulfonate species of some cations formed during the conditioning step and their effect on the flotation response of quartz. Another paper by the same authors (2) contains additional data on the role of hydrolysis in sulfonate flotation of beryl. As postulated by Fuerstenau and Bhappu, a solid form of cationic sulfonate functions as the collecting species to produce flotation of quartz and beryl. According to the authors, the solid compound is a hydroxy-sulfonate of a given cation, where the hydrogen of the hydroxyl part provides a means for bonding of the species to the mineral surface; thus, the presence of hydroxyl in the neutral precipitated compound is of primary importance to produce flotation. Although the preceding examples illustrate the effect of a sulfonate collector in silicate systems other than plagioclases, they are important as examples of processes of hydroxy-sulfonate complex formation. Since the plagioclase minerals con¬tain Ca(II) and Al(III) cations, which are very reactive in sulfonate media (1), the formation of hydroxy-sulfonate compounds with these cations released from the solid phase may well prove to be the cause for their flotation.

The two most important influencers of cost-per-ton in an underground mining machine are its productivity (tons/hour) and its availability-utilization (hours/year). Operating cost and initial price have far less impact. This paper reviews a cost-per-ton sensitivity analysis for underground mining equipment and discusses benchmarks for measuring its performance. The conclusion is that miner-supplier partnerships and the Information Age are the two most significant trends in cost-per-ton reduction.

The mining industry has been relatively slow in adopting these technologies compared to the other industries, but this scenario is changing fast. Challenges Mining companies globally are going through a series of challenges such as declining ore grades with complex metallurgy, increasing depth of ore bodies, high capital and operating costs, lower productivity, shortage of technical resources, significant pressure from stake-holders to deliver, along with growing environmental and corporate social responsibility issues. Improvement in profitability would need significant improvements in operational performance. Consequently, over the last few years, there has been a major focus amongst some mining companies to imbibe Operational Excellence. This has been only possible because of the replacement of a silos based approach by an integrated view of the organization. Such an integrated view is now possible via the evolving digital technologies. Even so, such a transformation calls for a change in culture, which, for most organization is not trivial. Attempts in the past to integrate functions such as through Mine-to-Mill initiatives in the mining industry have demonstrated significant benefits to many operations (McKee, 2013). Still, sustaining these benefits has clearly been a challenge due to manpower turn over and lack of proper systems and structures that integrate information between business functions within an operation and between operations and the corporate.Opportunities The advent of digital technology has opened-up opportunities to integrate inter-departmental information for a unified understanding of, and across, an entire organization. This paper presents the results of 18 high-G centrifuge tests performed at the Electric Power Research Institute's Coal Cleaning Test Facility in January 1985. These tests, using -28 mesh (0.6mm) froth flotation product, show that the high-G, solid-bowl centrifuge can produce clean-coal moistures of less than 12 percent at solids recovery rates exceeding 98 percent. The high-G centrifuge achieved these low moistures by applying centrifugal forces up to 2,000 times gravity. Because these forces are two to three times the forces used in a screen-bowl centrifuge, the high-G centrifuge can use a solid bowl and still produce a low-moisture product. The solid bowl captures ultrafines that would pass through a screen bowl, and thus obtains higher recovery rates than a screen-bowl centrifuge.

In this study, FLAC3D modeling was conducted for ground-structure stability assessment for a pilot tunnel passing under a large shaft excavated in the vicinity of existing structures at Karangahape Station for the City Rail Link Project in Auckland, New Zealand. The analysis involved generation of the geometries and construction sequences in Rhinoceros®, modeling the existing ground condition, calibration of the simulated in situ conditions with the observed behavior of the ground, and excavation of the shaft and the pilot tunnel. A comprehensive interpretation of the results was then performed accompanied by comparison of the predicted behavior with the observed response of the ground during construction.

Although vein-, syenite-, and pegmatite-type deposits are known in Saskatchewan, recent intense exploration stems from discovery of several exceptionally high grade uranium and uranium-nickel deposits locallized near the basal unconformity of the 1.3-1.4 b.y. Athabasca Sandstone Formation. Graphitic basement rocks and post-Athabasca faulting or brecciation coincident with the unconformity are important in locallizing uranium deposits which form as tabular, shoe lace-like bodies with grades averaging over two percent and containing up to 50,000 tonnes U308. Some deposits have similar nickel contents. A few published sandstone analyses average 0.8 ppm uranium while basement granitoid and meta-sedimentary rocks vary from 0.5 to 20 ppm. In the proposed genetic model, traces of uranium are leached from these rocks by oxidized formation waters sweeping through the sandstone and along faults. Solutions are reduced and uranium is precipitated as basement graphitic meta-pelites are encountered along brecciated fault zones.

Many mining engineers considering in-place leaching for the first time are uncertain as to how to evaluate ore bodies for potential leachability. Evidence presented in this report emphasizes the critical role of permeability in such evaluations. Whether an engineer is considering leaching "tight" formations typified by the porphyry copper deposits of the southwest or the permeable uraniferous sandstones of Texas and Wyoming, permeability measurements are the keystone of any testing program. Permeability tests range from cheap and easy to highly expensive and sophisticated operations. Constant head, variable head, and pumping tests all have application in evaluating ore bodies for in-place leaching. Costs of these tests will not unduly deflate the pocket- books of most mining companies. The basic procedures for selecting and running these field tests-including preparing suitable wells--are reviewed for the benefit of newcomers to in-place leaching.

Medusa Cement Company, a division of Medusa Corporation, is a medium-sized cement manufacturer serving the midwest, east, and southeast. Medusa's eight plants are located in Georgia, Pennsylvania, Ohio, Illinois, Michigan, Wisconsin, and Canada. Of these, six have active limestone, shale, clay, and sand quarries now in operation. This paper deals with the various individual state laws regulating mining and reclamation at the Georgia, Illinois, and Pennsylvania quarries. Several recommendations for future state mining laws are discussed also.

The Gualcamayo Mine is located in the Andes Mountains north of San Juan, Argentina (Fig. 1). A property of Yamana Gold Inc., it declared commercial production in July 2009 and has a total mineral reserve and resource base of approximately 88 t (3.1 million oz) of gold. Crushing operations for the openpit mine are located in a 13,500-m3 (477,000-cu ft) underground cavern with a ceiling height of 22 m (72 ft). More than 3,600 m (11,800 ft) of tunnels are used to access the cavern and convey the ore. The project as described in this paper relates to the design and construction of the main cavern, conveyor system exit tunnel, the mechanical system access tunnels and two 4.2-m- (13.7-ft-) diameter shafts (Ore Pass #1 and Ore Pass #2) (Fig. 2). Preliminary engineering for the project was performed by Hatch Chile. Rizzo Associates Argentina, S.A., a division of Paul C. Rizzo Associates, Inc. (Rizzo), was contracted to provide geomechanical and geotechnical support for the construction of the access tunnel system and geomechanical design and construction supervision for the cavern and shafts.

Blasts designed for in situ copper leaching must produce adequate fragmentation and permeability for successful leaching. Copper recovery depends to a large extent on the particle size distribution created by the blast, the permeability in the blast- fractured zone, and the ability to maintain solution flow with a minimum amount of channeling. This paper presents the results of Bureau of Mines experiments where core drilling was used before and after blasting to establish the degree of fragmentation. Data are presented from tests at the Sierrita mine of Duval Corp., and also from tests at the Emerald Isle mine of El Paso Mining and Milling Co. Copper recovery is predicted from fragment size distribution data using a computer model. Data from several blasts are used to show how predicted copper recovery is related to powder factor.

An on-line rheometer was developed to monitor the slurry rheology of a thickener underflow. The thickener processed a chalcopyrite flotation concentrate having a top particle size of 125 µm and a solids content of 30% to 60% (by weight). The slurry also contained residual flotation reagents, resulting in hydrophobic particles. Polymeric flocculants and lime were added to the thickener to flocculate the particles. Using the on-line rheometer, the slurry was found to exhibit pseudoplastic behavior with no yield value. It was also determined that factors other than the percent solids were responsible for changes in the slurry rheology.

"Underground construction poses certain challenges for all parties involved because the actual ground conditions are often unpredictable. Highly complex projects like tunnel construction are affected by various uncertainties. To address this complexity, the construction contract has to be flexible enough to be adapted to the actual conditions (e.g. divergent ground conditions, work delays). However, the adaptation of a tunnel construction contract does not guarantee the absence of a margin of interpretation. The perfect construction contract is an illusion because ex ante statements of the actual ground conditions are not feasible. This paper will discuss contractual parameters that must be considered in order to enable an effective adaptation of the contract during excavation. It is therefore necessary to discuss the following topics: decision-making competence, variable remuneration, fair-risk allocation, value engineering and partnering between client and contractor. INTRODUCTION Thinking of tunnel construction processes, engineers’ first (or at least second) association is about ground conditions. When constructing under the surface, the project is directly related to the ground conditions; however, ground conditions are known fairly well in advance. The estimated conditions can be the same or can also differ from the existing ones. A clear view of the conditions is possible only by driving through the section. What Hoek calls “Geological unpredictability which is guaranteed to provide some surprises in even the simplest tunnelling job” is, in addition to contractual issues, one of two critical aspects of modern tunneling (Hoek 1982). Almost no research tries to figure out, what flexibility in this context means and how to approach it in the contracts. Papers dealing with the New Austrian Tunnel Method (NATM) pose some principles to meet the requests for flexibility (cf. Austrian Society for Geomechanics 2011). However, it remains unclear how to create contracts in order to make them “flexible” enough to react to divergent ground conditions."

A recent study by the New York Trap Rock Corporation has conclusively determined that the number of blasting complaints is directly related to the noise produced by the blast. In turn it has been known for some years that the noise produced by the blast is directly related to atmospheric structure of temperature, wind, and humidity in the vertical direction. Normally during daylight hours the temperature decreases with altitude at the rate of about five and one half degrees per thousand feet on a sunny day, and to somewhat lesser amounts on cloudy days. Consequently, sound travels slower with altitude because of the lower temperature, and the sound rays tend to bend skyward, and are soon dispersed in the atmosphere. Quite frequently, however, the temperature increases with altitude, and just the opposite effect is attained. That is sound rays are bent downward, and sometimes reach the ground with intensities approaching that at the source. When the temperature increases with altitude a temperature inversion is said to exist. Less frequently than these two atmospheric conditions a condition is observed where temperature remains constant with altitude. This is called an isothermal atmospheric condition, and sound passing through this type of atmosphere tends to travel in straight lines, neither bending upward nor downward. The sound will be greater than normal near the blast, but will dissipate rapidly with distance from the blast site with no zone or zones of silence.
