Of the various critics of federal energy and minerals policy we are hearing these days--and they are legion--few make their points more vividly than our fellow SME member and eloquent spokesman for the mineral industry. Mr. Eugene Guccione. In a moment of comparative mellowness. Mr. Guccione recently characterized Washington's time-honored legislative and bureaucratic machinery as a case of "...scientific illiterates asking the incompetents to do the unnecessary." I hope the prevailing industry view of government is not quite that harsh, and yet one cannot deny that government intervention is indeed pressing in on the mineral industry with increasing force. What is happening today in Washington and in state capitols will have enormous impact--both short and long term--on the future of coal and mineral production in the United States. Symptoms of this trend are everywhere. In the first place, there is a sentiment, widely held and still spreading, that the government must become involved-- that no matter what the problem, the solution lies in more government intervention. Free enterprise versus statist, reflex reaction organizations. When it cones to regulation in the resource field, there is too often a tendency to start out by assuming guilt on the part of the mineral industry. This can lead to laws governing mineral recovery that are more punitive than constructive...laws drawn up with little research into the scientific or economic considerations involved.

The efficient and acceptable disposal of fine coal refuse (28MxO) is one of the highest priority problems facing the coal industry today. For many years the established system for the disposal of this fine refuse slurry has been to concentrate the solids in a static thickener and pump the resulting 20-40% solids underflow to lagoons or impoundments. Although this technique has served the coal industry well, increasing environmental concerns and refuse related disasters, such as Buffalo Creek, West Virginia and Aberfan, Wales, Great Britain have resulted in federal and state regulations which now control fine refuse disposal methods. As a consequence of these regulations, the capital costs of constructing, maintaining, and operating regulatory complying impoundments has become in many cases economically unattractive. Areas processing topologies similar to those coal preparation plants of the Appalachians are particularly burdened by these regulations and are consequently turning to alternatives for handling and disposal of their fine coal refuse. The basic requirements of impoundment alternatives as defined by environmental and plant demands are: (1) A relatively solids-free liquid (1000 ppm or less) to serve as plant make-up water in a "closed circuit" system, and (2) a sufficiently dewatered solids product which can be combined with the coarse refuse to form a compactable stable land-fill.

Determination of the best time to replace an aging unit of equipment is a recurring problem which is common to essentially all surface and underground mining operations. Virtually all mining equipment is subject to wear and the resulting deterioration that increases with equipment life. This mechanical deterioration results in lower availability and, thus, decreasing, production. Due to decreasing production and increasing repair costs, there is an optimum age at which the replacement of a given equipment unit with a new unit will result in the lowest cost per unit of production for the equipment operation in question (Figure 1). Determination of this optimum replacement age is further complicated by factors such as: possible overhaul alternatives, fleet replacement and expansion alternatives, remaining life of the mine, and technological improvements in the potential replacement or differences in the production capacities of these replacements. Determination of the optimum time to replace an equipment unit becomes more critical each successive year due to the rising capital costs of new equipment versus maintaining old equipment. An incorrect choice of the replacement age for an equipment unit can result in excessive costs to the mining operation. If a unit is replaced too early, the capital cost of the unit is not fully utilized; conversely, replacing a unit too late results in excessive maintenance costs and low production. The economic life of a piece of equipment is the equipment age that results in the lowest total discounted cost per unit of production for that piece of equipment, not considering the cost of future replacements. The economic life of a piece of equipment is usually shorter than the physical life, the maximum age at which a machine is capable of doing useful work. The optimum replacement age for a piece of mining equipment may vary from the economic life of that equipment due to the remaining life of the mine, fleet considerations, costs associated with potential replacement machines, and capital rationing constraints. For example, the equipment life of the current machine that may result in the lowest cost per unit of production might be 10 years; however, when the timing of the future replacement costs are entered into the calculation, a different life for the current machine might result in the lowest total cost per unit produced for the remaining life of the mine.

My presentation is from the viewpoint of the industrial mineral geologist, which is a relatively rare breed. Very few geologists become involved with industrial minerals for two reasons, I think: (1) Much of the industry utilizing non-metallic minerals has developed without the use of geologists in the begin¬ning and many of the management people, who generally derive from the processing plant supervision, tend to take raw materials for granted; and (2) non-metallic minerals are a very insignificant part of the curriculum of virtually all colleges granting a geology degree. One learns about the geology of industrial minerals by working with it. This "on-the-job-training" is probably best because it brings the geologist into close quarters with the production people and the production process. And the industrial minerals field has a distinctiveness when compared with the petroleum or metal mining field in that each deposit can yield a material differing in some aspect from that in any other or within the same deposit. The petroleum from a well in a given field will be similar to that from any other well, but a limestone on one side of a hill can differ signifi¬cantly in elemental composition, calcinability, soundness, specific gravity, or some other factor from the same ledge on the other side of the hill. This characteristic of almost certain variability creates problems sooner or later and provides for much of the employment of industrial mineral geologists. My job seen from the viewpoint of management is "Find us some rock we can extract and process at a profit." The industrial non-metallic geologist has much the same problems and approach as a detective. I do not mean the TV variety with the big mouths and the unfailing knack of spotting the wanted criminal immediately in a city of ten million people. Any real detective will tell you it takes leg-work, knowhow, and persistence to make a case. The same is true for the geologist who finds rock which can be quarried at a profit. The public relations problems of users of explosives have greatly increased within the past few years. One reason is that explosives and blasting agents are being consumed in increasing quantities. The principal reason, however, is that more people have become physically affected by blasting. Mines, quarries, and construction sites that were formerly in relatively remote locations now find themselves near congested areas. New express traffic ways being constructed to connect the suburbs with downtown areas are being built through the middle of long-established business and residential neighborhoods. The public becomes aware of blasting by two physical sensations-vibration and noise. Vibrations are usually so slight as to be negligible, and in most cases the only sensation noted is noise. The reduction of vibrations to this low level has been primarily achieved by the use of blasting practices and explosive products recommended by vibration engineers based on seismograph recordings. Unfortunately, very little scientific attention was given to the accompanying physical sensation-noise.

Infrastructures continue to age and drinking water supplies are becoming scarce in the San Fernando Valley of Los Angeles, California. Frontier-Kemper Constructors, Inc. (FKCI) was engaged by the Los Angeles Department of Water and Power (LADWP) to complete the River Supply Conduit Improvement Upper Reach—Unit 7 Project (RSC7). Two tunnel sections were bored using a 2.64 meter diameter Microtunnel Boring Machine (MTBM) and a 4.12 meter diameter Earth Pressure Balance Tunnel Boring Machine (EPBTBM) to excavate approximately 3,733 meters (3.7 km) of tunnels through highly abrasive late-Pleistocene-age Quaternary alluvial deposits (Old Alluvium) and Holocene age Young Alluvium deposits above the water table. This paper discusses the challenges encountered managing the TBM’s equipment degradation, use of soil conditioners, cutterhead wear, torque and advance rates while maintaining the necessary face-pressures and parameters to limit over excavation and ground settlement.

In many ways, conveyors are the lifeline of mining and processing operations. Like arteries in the human body, they continuously supply materials to and carry finished products and waste away from vital on-going operations. And like arteries, when the conveyors are running with less than maximum efficiency and productivity, it spells serious trouble for the operation's overall health. Inefficient conveyors suffer carryback, leading to the build-up of materials on idlers and other expensive components. They spill and leak material at loading zones and conveyor transfer points, causing accumulations that can damage the belt, wear moving components, and increase both clean-up labor and maintenance expense. They wander or mistrack, spilling material and endangering personnel and conveyor components including the belt itself. And through these inefficiencies, they multiply the operation's hidden costs. These added expenses are created in lost production, increased downtime for service and maintenance, and the cost of the replacement of prematurely worn equipment. In addition, the attitude that inefficiency is "good enough" is recognized elsewhere in the organization; as a result, other departments relax or operate at less than peak performance. Quality goes down and with it employee morale.

Swelling clays, such as montmorillonite, contribute significantly to the poor dewatering and consolidation behavior of the Florida phosphate clay wastes. Understanding and to a degree, control of the forces which cause the swelling behavior may aid in supplying a solution to this problem. The technical feasibility of utilizing control- led dispersion for aiding dewatering of phosphatic slimes was investigated. This technique is based upon inhibition of swelling and self-dispersing tendencies of the montmorillonite clays by dispersing the solids in electrolyte solutions. Through this process, significant improvements in settling rates and sediment solids content were achieved in both pure clay systems and on simulated phosphate slimes.

The main purpose of mine ventilation design is to provide sufficient quantity and quality of air to the workers and to dilute methane and other contaminants. It is generally perceived that the additional air along the longwall face will improve methane dilution on the face and in the tailgate. However, computational fluid dynamics (CFD) modeling efforts at the Colorado School of Mines (CSM) under a National Institute for Occupational Safety and Health (NIOSH) funded research project have found that higher flow velocities along the longwall face are shown to increase the pressure differential between the gob and longwall face allowing more methane to be entrained in the active face and tailgate (TG) area, thereby negating the dilution effect. The increased face ventilation causes an increase in pressure along the headgate side which allows more oxygen to ingress into the gob area, thereby increasing the amount of oxygen available to form explosive methane air mixtures in the gob and to support spontaneous combustion of the coal. Two things are happening at two different locations along the longwall face, increase in pressure as the flow enters the active area cause an increase in pressure which forces more oxygen into the gob, but as the flow is developed along the longwall face, the higher velocities causes greater pressure drop allowing methane to enter the active face further downstream from the headgate (HG) towards the tailgate side. In this paper, a parametric study will be presented to discuss the effect that varying the face air quantity has on methane concentrations in the tailgate and formation of explosive gas zones (EGZs) in the gob. Counter to conventional wisdom, it appears that increased longwall face air quantities may increase the explosion hazard as they result in increased EGZ volumes in the gob, along with increased methane quantities in the tailgate return.

Polychlorinated biphenyls (PCBs) are a group of chlorinated chemicals that were used in many different fire resistant hydraulic fluids, heat transfer fluids, and in electrical equipment as dielectric liquids. PCBs were manufactured primarily by Monsanto Chemical Company under the tradename Aroclor, and were used by many different electrical equipment manufacturers. PCBs are noted chiefly for their extreme chemical inertness. This resulted in exceptional fire resistance and long life in applications involving exposure to high temperatures and intense electrical fields. This combination of properties resulted in PCBs being widely used in electrical equipment used in mines, including transformers, capacitors, and some electric motors. PCBs were also used as working fluids in some heat transfer and hydraulic sys terns. The same chemical resistance that gave PCBs long life in industrial applications give PCBs essantially eternal life when they are released into the environment. PCBs are not highly toxic in the sense that exposure does not cause immediate health problems. However, PCBs accumulate in the human body and neither degrade nor are eliminated from the body, and long-term exposure to PCBs can result in changes in liver function which may increase susceptibility to the carcinogenic effects of other chemicals. PCBs also accumulate in the food chain; the concentration of PCBs in fresh water fish may be several hundred thousand times as high as in the water the fish are taken from.

"The flotation behaviors of diaspore and three kinds of silicate minerals - kaolinite, illite and pyrophyllite - using an organosilicon cationic surfactant as collector were investigated as functions of reagent concentration and pulp pH. The results show that the organosilicon cationic collector QAS122 is a suitable collector for the flotation of aluminosilicate minerals but has weak collecting ability with regard to diaspore, enabling the flotation separation of diaspore from silicate minerals using QAS122 as collector. The flotation of a bauxite ore was then studied in detail. Finally, a reverse flotation separation process was used to process a low-grade bauxite ore. It was concluded that use of the organosilicon cationic collector is effective. A concentrate with aluminum oxide (Al2O3) to silicon dioxide (SiO2) mass ratio, or A/S, of 9.67 was obtained from natural bauxite ore with A/S of 6.07 at pH of around 11. The Al2O3 recovery rate was 81.72 percent. IntroductionChina has abundant bauxite ore resources, but more than 98 percent of the bauxite ores are the diasporic type, with the characteristics of complex mineral composition, low aluminum oxide (Al2O3) to silicon dioxide (SiO2) mass ratio, or A/S, and difficulty of processing. The gangue minerals in bauxite ores are mainly kaolinite, pyrophyllite and illite, containing titanium and iron impurities (Zong et al., 2008). It is known that high-grade bauxite ore, with A/S greater than 8, can be processed directly by the Bayer process (Papanastassiou et al., 2002; Ma et al., 1996). However, Chinese diasporic ores have been processed mainly by the sintering process, which is environmentally damaging and energy intensive. Increasing the A/S of the diasporic ores using a flotation method is needed (Xia et al., 2010).Froth flotation is one of the most widely used processes to concentrate valuable minerals in beneficiation ores. It is particularly useful for separating finely ground ores from their associated gangue minerals. For diasporic bauxite ores, flotation is applied to obtain high-quality material for the Bayer process by increasing the A/S. Direct flotation has been shown to be an efficient method for the desilicating of diasporic bauxite ore (Wang et al., 2004; Xu et al., 2004), but reverse flotation has more advantages for this purpose, including less collector consumption, less foaming product and less effect on metallurgy (Liu et al., 2007; Hu et al., 2003; Hu, 2003; Luo et al., 2001)."

"In 1995 and 2003, the U.S. Mine Safety and Health Administration (MSHA) conducted surveys to determine the number of atmospheric monitoring systems (AMS) that were being used in underground coal mines in the United States. The survey reports gave data for the different AMS manufacturers, the different types of equipment monitored, and the different types of gas sensors and their locations. Since the last survey in 2003, MSHA has changed the regulation requirements for early fire detection along belt haulage entries. As of Dec. 31, 2009, point-type heat sensors are prohibited for use for an early fire detection system. Instead, carbon monoxide (CO) sensors are now required. This report presents results from a new survey and examines how the regulation changes have had an impact on the use of CO sensors in underground coal mines in the United States. The locations and parameters monitored by AMS and CO systems are also discussed.IntroductionThe last survey conducted by the U.S. Mine Safety and Health Administration (MSHA) on atmospheric monitoring systems used in underground coal mines in the United States was in 2003 (Francart, 2005). A total of 146 active mines were surveyed. The survey report states that since 1995 there had been a steady increase in the use of atmospheric monitoring systems in underground coal mines as the technology of carbon monoxide (CO) sensors was improved by manufacturers. Atmospheric monitoring systems had become more reliable, and some CO sensors could be purchased with the capability to discriminate between the CO produced by a fire versus CO produced by diesel equipment. This increase in reliability had reduced the number of false alarms and the response time. The faster response time to a developing fire allowed miners to take the necessary action to put out the fire or exit the mine.At the time of the last MSHA survey, some mines still used point-type heat sensors to detect the presence of a fire on conveyor belts. This detection method works by measuring the temperature of the air around the sensor. As a fire starts to develop, smoke and hot gases are produced from the combustion process, and the air is heated up. Once the air and gases reach a designated temperature detected by the point-type heat sensor, a fire alarm signal is generated. Studies have shown that the response times for detecting the presence of a fire using CO sensors are much shorter than when using point-type heat sensors (Conti and Litton, 1995)."

A river delivers a given load of sand, and hence of heavy minerals, into the sea into which it empties. This load is fixed by drainage basin characteristics and processes. Wave energy available for redistributing that load is fixed in an entirely different way. An equilibrium diagram of these two parameters (load versus energy) permits a tentative prediction of what will happen to the heavy minerals. The Chattahoochee River delivers a load which, over the past few thousand years, appears to have been greater than the available coastal energy could handle. As a result, much of the sand has been accumulated in various delta-margin features: barrier islands, beach ridges, and large furrowed off-shore shoals. The bulk of the trapped sand is found today in the shoals, which are attractive deposits for possible exploitation. If coastal energy levels are high enough to move the total load delivered by the river, accumulations of sand (and hence of heavy minerals) should be sought in the down-drift direction. Energy levels are rarely constant over any great length of coast. Decreases in energy may be due to widening of the shelf, convexity of, the shore, restrictions on the fetch, wave decay, or other causes. Such decreases result In deposition. Hydrodynamic mapping of coastal areas, as outlined here, should prove useful in the location of additional reserves. Part of this type of work can be done on maps, charts, and air photos.

In mid 1978 Inland Cement Industries Ltd. brought on-line their new one million megagram (Mg) per year cement plant at Tilbury Island, Delta, British Columbia. The Plant--Its Philosophy of Design The design of this plant began in 1974, at the beginning of the rapid rise in petroleum costs later referred to as the "energy crisis". The trend in fuel costs was clear, so one of the basic criteria for the selection of process equipment was high thermal efficiency. Throughout the process of selection of materials handling and process equipment, energy consumption was a factor in decisions. A second factor which influenced the design of the plant was its location on navigable water. The plant is designed to make maximum use of this means of transport to minimize transportation costs. All raw materials (and some fuel) are received by water, and a major portion of the cement and clinker is sent out by barge. Extensive modern dock and material handling facilities were provided to accomplish the shipping and receiving functions. A plant meeting stringent environmental regulations was the third major factor which formed the basis for design. To meet this requirement, all storage facilities had to be covered, 53 bag type dust collectors were applied throughout the plant, and materials handling equipment was designed to minimize dust and spillage.

Vertical shaft furnace design and operation have their roots deep in antiquity. There is substantial evidence to indicate that iron was reduced from its oxides to serve mankind's needs long before recorded civilization - - actually prior to 3500 B .C. For at least 5500 years man has been matching wits with Nature to find better methods of extracting this most common, yet essential, metal from her, grasp. And, during nearly all of this period, the vertical shaft furnace has played a principle role in this dramatic struggle.

Since 1965 several researchers have independently developed computer models for designing gathering belt and surge bin capacities in underground coal mine belt systems. Table 1 summarizes the models applicable to U.S. mining systems. Most of the models, employ the Monte Carlo simulation technique. Basically, the belt loading at each loading point is randomly produced from probability distributions. In some cases, a combination of deterministic calculations and probability distributions are used to simulate the loading. Once the loading is simulated, it is systematically moved through the belt system in a deterministic fashion based on belt speeds, belt lengths, and storage bin discharge rates. The coal flowing from each loading point is tracked as it moves through the belt system. When the loading from tm different sources combines on a belt or in a surge bin, checks are made to determine if capacities have been exceeded. If capacities have been exceeded the amount of spillage is calculated. At the end of the simulated time period, the cumulative spill- age is used to evaluate the belt and surge bin capacities. Naturally, a considerable amount of spillage indicates the capacities are unacceptable. Acceptable capacities are generally indicated by minimal spillage. Numerous trial simulations are often necessary to find the acceptable capacities.

For more than fifty years Walter Kidde & Company, Inc. has engaged in the development and manufacturing of both fire suppression and detection equipment. Our initial work for the mining industry centered around dry chemical extinguish-ing equipment for mine haulage cars. To fulfill this need, Kidde engineered and developed a manually activated dry chemical system to provide protection for the wheel wells, cable reels, and motor compartments on various pieces of underground mining equipment. The next phase of mining operation fire protection for Kidde was the area of detection and automatic fire suppression for conveyor belt heads. Early in 1970, a field evaluation program and belt head demonstration unit was taken to 10 areas throughout West Virginia, Kentucky, Pennsylvania, and Ohio. This extensive field program was a joint effort with National Mine Service Company of Pittsburgh, Pennsylvania. The objectives of this program were to study mine hazard problems and to determine further requirements of mine operators. The resulting belt head detection system centered around our Continuous Strip Thermistor Core heat detector in conjunction with a Kidde stored pressure dry chemical extinguishing system. Continuous Strip detection has been in use for a number of years in aerospace applications. It has proven flexible and reliable for the rapid detection of overheat conditions and fires in engines of over half the aircraft flying today. The use of Continuous Strip gave us flexibility to protect surface areas over and around the actual conveyor belt head equipment. The nature of Continuous Strip allows us to bend, wrap, and attach the 20 foot long thermistor element over the desired protected points of the belt head. An integral part of the conveyor belt head protection system is the control panel utilizing our comprehensive knowledge of fire alarm control logic. This panel contains supervision circuits which sound trouble signals upon detecting a break in the Continuous Strip; breaks in the wiring to the remote electrical extinguishing activators or to the alarm bell; or loss of primary power. In the summer of 1957,9 the University of California sponsored a World Conference on Prestressed Concrete in San Francisco to which were invited a number of Soviet engineers. While attending the conference, these engineers in turn asked the University to form a delegation of American engineers to visit the Soviet Union the following year for the purpose of studying Soviet advances in concrete technology. A six man delegation was formed, and the dates of the Russian tour fixed for May 10th through May 21st, 1958. Before arriving in the Soviet Union, the American Delegation attended the Third International Congress on Prestressed Concrete in Berlin. While there, we noticed that the delegation from the U. S. S. R. used displays and showed motion pictures of many construction projects which we later were shown in Moscow. Our delegation left East Berlin by Russian aircraft on May 11th, and arrived in Moscow that afternoon. We were met by our Russian engineer hosts from The Academy of Construction' and Architecture who made all subsequent arrangements for our itinerary. This Academy has no counterpart in the United States. It. does 40 per cent of all engineering-and scientific work in the building construction field and coordinates 60 per cent of that done by other Soviet agencies. Due to the prestige of the Academy in Russian affairs, our delegation was able to obtain a surprisingly broad picture of construction activities in Moscow and Leningrad in just ten days time
