This is a summary of what has happened to the domestic production of two industrial minerals vital to a healthy US economy: fluorspar and barite. A few years ago we were self-sufficient in both minerals and good ore reserves still exist. FLUORSPAR Some 9% of the fluorspar presently being consumed in the US is imported, whereas the use of fluorspar has not declined proportionately. Several factors can be mentioned.

Understanding the illusive nature of the catastrophic failure of brittle solids is difficult. Proposed is a hypothesis of crack cessation. If, during catastrophic failure, cracks in a brittle solid stop before terminating on a preexisting crack, this hypothesis suggests that the slope of the size distribution curve will be lower. Moreover, this hypothesis suggests that when cracks stop, negative valleys and negative comers appear. Furthermore, particle shapes also change with particle size. While the hypothesis is unverified, it suggests that crack cessation could play a role in the comminution process.

It all started with the National Environmental Policy Act of 1969, which establishes that Congress is committed to restore and maintain environ- mental quality. It directs all federal agencies to identify and develop methods and procedures so that environmental parameters and values will be given equal consideration in the decision-making process, along with economic and technical parameters. Section 102 of the Act directs, among other things, that all agencies will submit a detailed statement on: (1) the environmental impact of the proposed action, (2) any adverse environmental effects which cannot be avoided should the proposal be implemented, (3) alternatives to the proposed action, (4) the relationship between local short term uses of man's environment and the maintenance and enhancement of long term productivity, (5) any irreversible and irretrievable committments of resources which would be involved in the proposed action should it be implemented. Passage of this act has been followed by other legislation, both federal and state. The Water Quality Act of 1970 puts teeth into the previously existing Federal Water Pollution Control Act by requiring a "certificate of reasonable assurance that the activity licensed will not violate the applicable water quality standards." The Clean Air Act of 1970 requires that the Environ- mental Protection Agency establish national air quality standards, as well as standards for significant new pollution sources.

The Tower Mill has proven to be a grinding machine with a demonstrated application flexibility. Variations in applications have proven to be numerous. This mill was originally intended for fine grinding applications. Subsequent testwork and installations have demonstrated the mill can be utilized in place of ball mills as secondary mills. The following lists a few of the circuits tested: 1. Tower Mill secondary receiving feed from a primary SAG mill grinding stage. 2. Tower Mill as tertiary grind unit following a rod mill/ball mill. 3. Tower Mill as secondary grind unit following a primary ball mill. 4. Tower Mill as a limeslaker. 5. Tower Mill grinding as a primary unit taking limestone crusher discharge. Applications demonstrate the mill is energy efficient and is sensitive to the following consideration: 1. Circuit chosen. 2. Top size of feed. 3. Product size required. 4. Classification equipment performance. 5. Media size required. 6. Media type required.

Land use planning is not a new concept in the United States but the emphasis has changed drastically since the early 1960's. Under the old interpretation we tried to expand our frontiers and develop our land, but as society has become more affluent and mobile the demand has grown to preserve those parts remaining undeveloped. There is something of a paradox inherent in this change of emphasis. While affluence has motivated our support to preserve the quality of the natural environment, industrial development is needed to support the affluence. Because we cannot accomplish all of each, sound planning and compromise will be necessary since it is unlikely that, the American people will want to surrender much of their life-style or their awakening environmental concern. Any industrial society, whether a goal reached or an aim yet ahead, is built largely on the use of mineral raw materials and energy, the physical base of nearly all activities and products. The standard of living which is important to us all is growing more dependent upon these minerals, metals, and energy fuels. Although reduction in consumption of raw materials may be acceptable to those at a certain economic level of a society, those who have not reached that level cannot be expected to accept a lowering of their present or anticipated standard of living.

Copper slag is mainly used in cutting tools, abrasives, asphalt pavement, road construction, and in the production of concrete as an alternative to sand and cement [1]. As a renewable resource, only about 15-20 percent of the slag is used for these applications, and the dumping or disposal of surplus unused slag results in waste of a certain amount of usable metal in the feedstock [2]. In this work, the oxidation behavior of copper smelting slag under nonisothermal condition is studied using data obtained by the thermogravimetric (TG) method, and the kinetics parameters and reaction mechanism of oxidation are determined. It provides a theoretical basis for the comprehensive recovery of iron resources in slag and the selection of reasonable slag-making conditions.

INTRODUCTION Zortman Mining Inc. is a wholly owned subsidiary of Pegasus Gold Corporation of Spokane, Washington. Pegasus has been producing gold and silver from the Zortman and Landusky mines since 1979. The Zortman and Landusky mines are two distinct open pit mines located approximately 6 kilometers apart in the Little Rockies Mining District of north central Montana. The two mines use large-tonnage, low- grade heap leaching techniques to efficiently process the gold and silver ore. PROJECT DESCRIPTION The Little Rockies rise abruptly 914 metres from the surrounding plains to about 1829 metres above sea level. The topography is quite steep, making efficient leach pad construction a major challenge. The climate is semi-arid with moderate summers and occasionally severe winters. Freezing temperatures usually arrive in late October or early November, influencing the effectiveness of leaching operations. GEOLOGY AND MINERALOGY The geology of the Little Rocky Mountains consists of steeply dipping sedimentary ridges forming an elliptical dome surrounding a core of intruding syenite porphyry. Within the syenite porphyry are well fractured and mineralized shear zones where the existing reserves and open pits are located. The ore is presently divided into oxidized, mixed, and sulfide. Only the oxides and mixed zones that are of ore grade are placed on the leach pads. The syenite porphyry host rock enables effective leaching of gold and silver to depths of 61 metres, having a major impact on leach pad construction costs. MINING All mining since 1979 has been by contractor. This enabled initial mining to commence without capital investment in equipment. Through competitive negotiations, Pegasus has been able to keep contract mining costs at levels very close to what would be experienced if Pegasus had purchased equipment initially. Contracts are negotiated yearly and are based on a unit price and haul distance for ore and waste. Haul distances have ranged from as little as 457 metres to as much as 3,050 metres. At present, Pegasus is developing a 27,000,000-tonne leach pad at the Landusky project that is adjacent to the minine area. This design feature will reduce the mining cost by 20 percent over the life of the mine. In 1987, over 5,900,000 tonnes of ore and 3,200,000 tonnes of waste will be mined at the Landusky project. Through 1986, 13,763,000 tonnes of ore have been mined at a waste-to-ore strip ratio of 0.60:l at the Zortman project, and 13,005,000 tonnes of ore at a waste-to-ore strip ratio of 0.79:l have been mined at the Landusky project. Current mining reserves are 32,769,000 tonnes of ore at a waste- to-ore strip ratio of 0.59:l. Through efficiencies of large-scale heap leaching, Pegasus has been able to lower the mining cutoff from 0.34 grams per tonne gold to 0.27 grams per tonne gold. This has reduced the mining cost per tonne of ore h percent through a reduction in strip ratio of 14 percent. Beginning in 1984, all pits were designed based on computer-generated "floating cone" pits. The geologic models were developed by Pegasus staff with a series of economic models evaluated. The resulting computer-generated pits were used as a guideline in designing the mine plans, including haul roads for final calculation of tons and grade. Input to the floating cone models consisted of mining cost, processing cost, cutoff grade (0.34 grams gold per tonne), recovery (67 percent) and gold price. Due to the gold being deposited primarily on the fractures of the syenite host rock, no crushing of ore is needed prior to leaching. This characteristic of the ore is a key in being able to profitably mine and process gold ore at an average grade of 0.69 grams of gold per tonne. Strict blasting control is also a key in success of the leaching operation. A system of splitting ore and waste in blast patterns has been devised to reduce dilution. Air-sparged hydrocyclone (ASH) flotation is one of the new promising technologies. Numerous applications have been successfully tested since its conception; nevertheless, research and development efforts have continued to provide for further improvements with respect to operating conditions and design considerations. Results from experimental studies on bubbles generation in the ASH system are presented in this paper. Bubble size distributions generated during ASH operation have been determined using a high-speed photographic technique. The influence of many factors including surfactant concentration, water flowrate, and porous tube pore size has been studied. Test results indicate that these process variables have a profound effect on the bubble size distribution. With an increase in surfactant concentration or water flowrate (shear field) the bubble size distributions become narrower and shift toward smaller average bubble diameters. However, the influence of pore size is more complicated. Depending on the experimental conditions the average bubble size was found to range from about 100 to 300 microns in diameter.

A couple of miles southwest of the town of Saltville in the western tip of Virginia is a little village called Plasterco. Gypsum has been produced in this area since about the year 1815, being originally found as small outcrops at the surface. Production in the early days was very small, and the use of the mineral was limited to that of "land plaster" or ground gypsum which was spread on the land to sweeten the soil. In the late 1800's, a small calcining plant was constructed and the production of gypsum plaster began. About this same time, the surface rock was depleted and it became necessary to begin underground mining operations in order to maintain a continuous supply of raw material. The United States Gypsum Company became interested in this property in 1909, and has operated there ever since, having enlarged the calcining mill and built a plant for the manufacture of gypsum wall-board in the middle 1920's. Production of gypsum continues from underground' mining operations, and the present mine at Plasterco is now about 1,000 feet below the surface, making it the deepest gypsum mine' in the world.

Byproducts are more important to the copper mining companies than to the copper market. Copper ores frequently contain gold, silver, molbydenum and cobalt. With the increase in the prices of these metals copper mining has become more profitable. If byproduct prices remain high, additional firms will be attracted to the copper industry; the increased supply of copper will reduce the long-run copper price. However, this is unlikely to happen because the markets for the copper byproducts, especially molybdenum and cobalt, are small. Increased recovery from copper and other sources will depress the prices of these byproducts before the copper price is significantly affected. Should byproduct prices remain high the copper market will both settle at a lower long-run price and be more unstable in the short run. Since changes in the copper price do not affect the entire earnings of a multi-metal mine, the copper price must fall further before such mines reduce output in the short run. Higher byproduct revenues will make copper supply less responsive to copper price; shifts in copper demand will result in greater copper price fluctuations in the short run than they did before.

St. Joseph Lead Company has been paying incentive bonuses for well over 40 years. In 1958 almost half of St. Joe's 1,860 employees in Southeast Missouri received some form of incentive bonus in addition to their guaranteed wages. There are very few payroll jobs in St. Joe s Southeast Missouri organization that lend themselves to a reasonably good measurement of production or quality, or both, where an incentive bonus is not paid. The term "Incentive Bonus" is used to differentiate betwen bonuses that are based on quantity or quality of work, and those that are merely additional pay of a standard amount per hour or day because of an employee being temporarily assigned to some unusual task, An employee temporarily assigned to a job where the working conditions make the job performance unusually difficult or where a special skill is used is often given a bonus of some standard amount per hour or shift in addition to his usual rate. This is merely a convenient way of paying something extra without disturbing the normal rate structure. Actually, it is differential pay similar to that almost universally paid for evening and night shift work. Bonuses of that type are not being considered in this paper. The basic reason or theory for paying incentive bonuses 9s to get improved production at lower cost, Unfortunately, it is often difficult, if not impossible, to find a yardstick by which it can be definitely proved that a particular bonus plan is accomplishing its purpose, It becomes, then, a matter of judgment on the part of management personnel as to the value of the bonus plan. The fact that St. Joe Lead Company has continued to pay bonuses for over 40 yews and has increased the number of bonus schedules used attests to a definite belief that they are beneficial to the company's successful operations.

An examination of the statistics of the world phosphate fertilizer industry since 1980 reveals an increasing tendency for fertilizer manufacturing activity to concentrate in phosphate rock mining areas. The economic justification for this resource-oriented strategy is clear. The choice between shipping phosphate rock, a comparatively low-value product, and shipping more valuable finished fertilizers will always be resolved in favor of the latter if cost considerations control the decision. The historical existence of substantial phosphate fertilizer manufacturing capacity oriented toward fertilizer-consuming activities and dependent on imported phosphate rock shows that narrow cost considerations have not always determined the industry's location. One is entitled to ask what conditions have changed to precipitate the observed relocations, and how permanent these changes are. These questions are the subject of this investigation.

Underground mining operating costs consist pri¬marily of direct costs such as labor, supervision, ma¬terials, and supplies, plus indirect costs. The material and supply costs vary substantially between mines but commonly range from 35 to 60% of the total direct costs. As part of the preparation of accurate operating cost estimates for a project, information must be as¬sembled to select the material and supply items and to determine the quantities of these items that will be required. Cost data then can be incorporated with the estimated material and supply requirements to determine the total material and supply costs for the project. Estimated quantities will vary considerably between mining projects depending upon factors such as the type of material being mined, the mining method, the equip¬ment selected, drilling and blasting techniques, mucking and haulage methods, ground support requirements, number of men employed, etc. Valuable information often can be obtained from suppliers and manufacturers, including data on current operating practices for similar projects, recommenda¬tions for the specific project, and preliminary cost quota¬tions. However, quotations obtained for estimates are generally higher than the prices paid at the time of purchase. Mines operating in the area, or those mining under similar conditions, also can provide essential design information, but it often is difficult to obtain cost information from the operators. Estimated costs for the most common major items of underground materials and supplies are presented in the accompanying tables. They represent current costs or cost ranges and are intended to be used only as a guide when preparing budgetary estimates for materials and supplies. Cost data were obtained mainly from suppliers and manufacturers, with up to three quotations being ob¬tained for each item whenever possible. In most cases, as noted in the table footnotes, prices were based on quantities representing normal requirements for me¬dium-size mine operations. Every attempt was made to assure accuracy. However, the cost for most items, especially those with multiple sources, can deviate sig¬nificantly for various reasons such as geographical loca¬tion, current market conditions, quantities ordered, size of the customer (which could influence the ultimate quantities purchased), and the ability of the purchasing department. It is also for these reasons that the actual amount individual mines are now paying for specific items may vary from the estimated cost in the tables. The cost for specific sizes of items that do not appear in the tables often can be factored from the data pre¬sented. Costs for many items can be converted easily to a unit that sometimes is more basic, but not as com¬monly used, such as from a length to a weight unit. Other items not listed, such as repair parts for equip¬ment, will involve contact with suppliers to determine specific recommended requirements and to obtain costs for these items as related to each individual project. Costs are expressed in terms of US dollars as of 1978 unless otherwise specified. All measurements, sizes, and weights are expressed in conventional units (i.e. feet, inches, pounds) ; applicable metric conversion fac¬tors follow each table. Costs are represented for drill steel and bits; mining explosives; blasting caps; blasting supplies; ground sup¬port items; ventilation equipment; utility pipe, utility hose, and accessories; mine track and accessories; tires for underground equipment; lubricants and fuels; and miscellaneous supplies.

The paper about to be presented deals with the relatively straightforward problem of mining two seams of coal separated by an interval. This may seem to be a simple problem but within a twenty-mile radius of Consolidation Coal Company's Burning Star # 4 Mine at least seven (7) different techniques of two-seam mining have either been tried or are now in use. This great variety of techniques should point out that there is no single simple solution; a conclusion often reached when dealing with mining problems. As a background for the techniques presently in use at the Burning Star # 4 Mine, we will briefly outline the other five (5) stripping techniques used in the area: 1. Captain Hine 6360 Range Diagram (Figure 1) 2. Leahy Mine Range Diagram (Figure 2) 3. Burning Star # 3 Mine 5860 Range Diagram (Figure 3) 4. Burning Star # 3 and # 4 Mines Dragline in Pit Range Diagram (Figure 4) 5. Captain Hine 2570/5561 Range Diagram (Figure 5) Each of these techniques was chosen because it provided the best and least expensive alternative for mining the coal under the particular restraints encountered. The Mine Engineers at our Burning Star # 4 Mine, Mr. Dennis Mahan and Mr. William Weaver, will now detail two additional mining techniques, out-lining our experience to date.

Geological domain modeling is an important step in mineral resources evaluation. The procedure can be laborious and time-consuming, especially in multivariate settings. However, estimates are significantly improved when carefully limited by geological variables. This paper proposes a workflow for geological domain modeling suited for stratigraphic deposits. The workflow consists in automatically defining the domains by using clustering algorithms, generating the surfaces that represent the contacts by interpolation and subsequent triangulation, and simulating the surfaces. The proposed workflow produces consistent and realistic results and allows the user to test different domain configurations and assess volumetric uncertainty automatically and quickly.

Controlled recirculation has been used in the metal/nonmetal mining industry for energy savings when heating and cooling air, in undersea mining and for increasing airflow to mining areas. For safe and effective use of controlled district recirculation, adequate airflow to dilute contaminants must exist prior to implementation, ventilation circuit parameters must be accurately quantified, ventilation network modeling must be up to date, emergency planning scenarios must be performed and effective monitoring and control systems must be installed and used. Safety and health issues that must be considered and may be improved through the use of controlled district recirculation include blasting fumes, dust, diesel emissions, radon and contaminants from mine fires. Controlled recirculation methods are expected to become more widely used as mines reach greater working depths, requiring that these health and safety issues be well understood. The U.S. National Institute for Occupational Safety and Health (NIOSH) conducted two controlled recirculation tests over three days at a Wyoming trona mine, utilizing an inline booster fan to improve airflow to a remote and difficult-to-ventilate development section. Test results were used to determine the effect that recirculation had on air qualities and quantities measured in that section and in other adjacent areas. Pre-test conditions, including ventilation quantities and pressures, were modeled using VnetPC. During each test, ventilation quantities and pressures were measured, as well as levels of total dust. Sulfur hexafluoride (SF6) tracer gas was used to simulate a mine contaminant to monitor recirculation wave cycles. Results showed good correlation between the model results and measured values for airflows, pressure differentials, tracer gas arrival times, mine gasses and dust levels.

The scope of the paper encompasses four basic areas relevant to the topic: 1. A tutorial overview of the papermaking process with an examination of various industrial mineral components in that process; 2. A discussion of basic technological topics pertinent to the utilization of carbonate in paper with emphasis on the relative aspect. Of natural ground calcium carbonate (GCC) and synthetic precipitated calcium carbonate (PCC); 3. An overview of paper and carbonate market, in both the United State, and Europe with emphasis on (a) current status and future growth trend. Of such market., and (b) discussion of the major influences on growth and development of such market.; and 4. Identification and discussion regarding the principal producers in calcium carbonate markets serving the paper indu.try in Europe and North America.

For the mining industry, the Internal Revenue Code and regulations offer a range of choices in arriving at the allowable depletion. Each case is essentially unique. Two prerequisites can optimize these opportunities: communications between the mining company's tax specialists and its technical staff; and an understanding of IRS definitions. For the latter, a logical starting point is consideration of exploration and development, since they precede production and depletion is unallowable prior to production. Criteria for selecting engineering and accounting options for exploration and development indicate the necessity of interaction between these company functions to achieve the most favorable tax position.

INTRODUCTION Essentially three strategies are pursued in parallel for protecting the underground working force in mining against the consequences of methane ignitions which might lead to explosions: • Sufficient ventilation for avoiding the formation of explosive methane-air mixtures. • Avoiding sources of ignition caused possibly by electrical equipment or friction. • Structural explosion protection for limiting explosion propagation to the farthest-going extent for the case that methane is fired because of failing of the above preventive measures taken. The corresponding methods taken in mechanized roadheadings with point-attack roadheaders in German coalmining are subject of this paper. VENTILATION In ventilation of roadheading sites the following is to be considered in respect of methane control: • Sufficient air flows by volume being cycled to the heading face for diluting released methane to safe concentrations. • Sufficient local air velocities for effective mixing of methane and air in the whole heading site, in particular directly on the heading face and underneath the roof. Furthermore, ventilation needs to be laid out in a way that cut- ting does not result in health affecting dust exposure at any working place. Accordingly, the ventilation systems shown on Fig. 1 including primary and, if necessary, secondary auxiliary ventilation air ducts as well as dedusters, are used in roadheadings. This equipment is run according to the following principles: • If the roadheader is at standstill, the heading face is ventilated by the free air jet from the blowing duct closest to the face. In this operation phase the deduster is shut-down. • During cutting, the exhaust of the blowing air duct is automatically closed, and the deduster is taken into operation. The in- coming fresh air is now locally discharged via a lateral orifice, or distributed by Coanda-type ducts from the primary or secondary ventilation air duct. In this way, a stable dust wall not disturbed by the jet of the air duct is formed in front of the heading face. Only the ventilation air stream taken in by suction of the close-to-face deduster is passed through the inby zone of the heading face (over approx. 20 m). The clean exhaust of the deduster is dischayed to the roadway in some distance outby. Immediately at the heading face, methane accumulations possibly released by cutting are diluted by compressed-air jets from air-movers located near the roof which assure more rapid motion of the air without distuhing the dust wall. • In the zone of overlapping of primary and secondary duct and the deduster - that zone possibly is poorly ventilated during cutting - sufficient local air speed is assured by Coanda-type ducts or additional ventilation jets for avoiding methane accumulation. The regulations of the inspectorate specifies geometrical conditions to be met with these configurations of ventilation equipment. In-seam roadways are ventilated at rates > 0,5 m/s. For dedusters, present-day ventilation air flows are of 600-800 m+/ min. Ventilation monitoring and control is assured by units for measuring methane and ventilation air flows. If pre-set thresholds are exceeded or fallen short of, these measuring units shut-down - dependent on potential hazard - any not intrinsically safe electrical equipment in the roadheading, either totally or in limited zones. In addition, CO-measuring units near the roadway en- trance serve for early detection of mine fires. In spite of this ventilation layout and the equipment used and in spite of the water spray systems on the cutting head (discussed later in this paper) several cases of methane ignition and subsequent burning off (however, no explosions) have been recorded in the recent past. Therefore, the above-described ventilation is nowadays complemented in many cases by machine-mounted ventilation equipment for the immediate surroundings of the cutting head. Ventilation of the surroundings of the cutting head Investigations carried out subsequent to the above-mentioned gas ignitions have shown that the high ventilation air speed necessary for rapid dilution of methane could not permanently be arrived at in the following zones: • The direct zone of cutting, in particular during sumping. • The floor zone above the debris, predominantly below the cut- ting head. Accordingly, VOEST ALPINE-Bergtechnik, a producer of mining machinery, in cooperation with DMT developed for point- alttack roadheaders a novel machine-mounted ventilation equipment, the Jet-Block" (AERO SAFE Jet-Block) shown on Fig. 2. This system allows to ventilate the above-mentioned critical zones with high flow speeds. One AS Jet-Block is mounted on each side of the boom approx. 0.5 m behind the cutting head. The blocks discharge compressed-air jets with high energy from 10 nozzles per block into the hazardous zones (Fig. 3). Two nozzles of each jet block are tangentially oriented toward the upper circumference of the cutting head, the others are arranged fan-like with orientation to the heading face underneath the cutting head and the debris. The tempo of air pollution control regulations has increased dramatically in the past few years. Because coal mining operations are frequently located in remote areas away from urban developments, specific regulations applying to coal mines have received lower priority and are thus only now being promulgated and/or enforced. Therefore, many mine operators are not yet familiar with the regulations and the impact upon their method of operations. Few have been faced with an inspector on the property sighting them for specific violations. Several of the Mid-western states are just now requiring permit applications to be submitted.
