Effective October 1, 1958, President Eisenhower imposed, by Presidential Order, fixed import quotas on lead metal and lead concentrates and also on zinc metal and zinc concentrates. He did this in response to an escape clause case under the Trade Agreements Act filed by many of the large and small lead and zinc mining companies in September 1957. It is the purpose of this paper to give the experience of the lead-zinc industry under this order during its first two years and some observations on what might have come about under different conditions of U.S.A. consumption. Before considering these various experiences and observations, it seems wise to first outline briefly the basic problem which prompted such an order. Under the Tariff Act of 1930, the duty on pig lead was fixed at 2-l/8¢ per pound and slab zinc at 1-3/4e; per pound. The ores, concentrates and closely related products of these metals carried closely related duty rates. The Trade Agreements Act of 1934 and succeeding similar acts had given the, President the power to lower these and other duties. As a result-of various negotiations with foreign nations, by 1951 these duties had been lowered to their present day rates of 1-1/16 per pound on' pig lead and 7/10o, per pound on slab zinc. Related ores, concentrates and semi-fabricated forms of the metals received commensurate treatment. Under these acts, the Tariff Commission has the right to recommend to the President duty increases, specific quotas or both if find that imports have injured the affected industry. He has the right to accept or reject such recommendations, in whole or in part, in the light of the national interest,

[The Yarnell gold deposit in the Weaver mining district, Yavapai County, Arizona, occurs in a structurally controlled, hydrothermally altered zone in a 1700 Ma granodioritic intrusive. Both potassic and sericitically altered rocks around and above the low-angle, northeast striking Yarnell fault are known to host economic gold mineralization. A wider envelope of weakly-propylitic altered rock also occurs in this area. During mineralization, strong sericitization accompanied several stages of quartz (±adularia) veining, stockwork formation, localized silicification and potassic replacement, in association with deposition of specularite, pyrite (now oxidized) and gold. The footwall of the fault is also sericitically altered but poorly mineralized. Mineralization along the Yarnell fault continues both northeast and southwest from the main deposit, although the thickness of the zone and associated alter avian envelope diminish away from the orebody A sample of undo formed illite taken from the Yarnell fault zone was K/Ar dated at 69 + 1.6 Ma. This date reflects a minimum age for both mineralization and latest movement on the fault. Gold mineralization is accompanied by modest increases in Ag, As. Cu and Mo content. Both CO2- and H2O- rich fluid inclusions were studied and suggest mesothermal pressures and temperatures of formation for the deposit. Ninety-six reverse circulation holes and four diamond drill holes outline a bulk-minable mineral reserve of'4.1 million tons at 0.051 oz of Au per ton. An additional 2.7 million tons at 0.017 oz of Au per ton occurs in a low-grade zone above and subparallel to the main mineralized zone. Total calculated mineral inventory stands at 6.8 million tons at a grade of 0.038 oz of Au per ton, with a waste-to-ore ratio of 1.45:1. Column leach tests indicate that cyanide heap leach gold recoveries should exceed 70%.]

"During the design of a typical modern subway, engineering aspects prevail since underground structures remain hidden to most humans. Aligning the advanced architectural concepts with the engineering requirements of the Naples Metro Line 1 (Italy) called for a thorough rethinking of the design process so that the engineering could be kept aligned with the architecture, integrating seamlessly the two with the construction methods, standards and technology.The preliminary design process consisted of three major phases: •,geotechnical and geological issues, preselection of construction methods; •,functional scenario based on engineering and construction requirements; •,review and merging of the architectural concept with the functional and engineering aspects. The last phase proved the most demanding one, matching the first outline sketches with the applicable construction methods. This required continuous alignment of approaches, eventually leading to the design consistent with the original architectural vision, yet fully compliant with the engineering and construction framework. At the beginning general information on Line 1 will be provided, followed by some main features of the construction work along the Dante – Garibaldi section both for the tunnel and the stations. At the end, the selected methodology and the related consequences on the functional, technical and architectural design will be outlined.City of Naples current municipal transportation plan envisages a circle ring line for the metro line M1. Actually it’s open to public the segment Piscinola – Dante – Garibaldi run by AMM, municipal company. This ring segment has been built by Metropolitana di Napoli, while Napoli Metro Engineering (company belonging to MMspa Group) is in charge for the planning of entire system and construction management. Line 1 connects Piscinola-Secondigliano northern periphery to Vomero shopping neighborhood, downtown and Central Railway Station."

Cyprus Sierrita Corp. has developed a training program that has led to several significant improvements in safety performance and productivity. Truck productivity has increased 6% as measured by truck cycle times. Increased skill levels and awareness on the part of the mine's operators are due to the new training effort. Costs associated with productivity training have been about $185,300. This includes program development and execution costs, as well as lost productivity during the training itself. These costs are offset by $1.9 million in savings attributable to the increased skill levels of technicians due to the training effort. Cyprus Sierrita is a subsidiary of Cyprus Amax of Englewood, CO. The company operates a copper and molybdenum mining and processing facility south of Tucson, AZ, near the town of Green Valley. The Cyprus Sierrita operation produces about 109 kt/a (240 million lbs/ year) of copper, 11.3 kt/a (25 million lbs/year) of molybdenum, 31.1 t/a (1 million oz/year) of silver and 1.8 t/a (4,000 lbs/year) of rhenium. The opera¬tion employs 770 people at the site. About 200 of these employees work in the mine operations. Mining at Sierrita uses standard open-pit techniques. Crews of 43 people rotate on 12-hour shifts. Hourly technicians are nonunion and do not use rigid job classifications to define pay. Rather, the system is designed to pay employees for what they are able to do. Administering this effort requires that training opportunities are provided to those people who desire them. Successful training opportunities al¬low people to gain skills. The more skills an employee can demonstrate, the higher his or her "tech level." The need for ground support research in underground excavation has been well identified in recent years by many studies in the subject area (1, 2, 3, 4, 5). A typical conclusion from these reports (1, 2) is that the drill-and-blast (D & B) mining or the mechanical tunnel boring machine (TBM) methods are expected to be continued in use for the needs of tunneling in the immediate future. The Organization for Economic Co-operation and Development (OECD) sponsored in June, 1970 advisory conferences on Hardrock and Soft Ground Tunneling (3,4). These two reports were based on the combined response received from approximately six hundred inquiries from 17 nations in the summer of 1969 and which concerned all aspects of present-day inadequacies of, and the needed improvements in the technology of tunneling. Some specific problem areas in ground support and tunnel linings were: 1) the ability to successfully predict rock loads that must be carried by the support system; and 2) inadequate methods for determining the load-carrying capacity of the various support systems. Therefore, the problem area is clearly defined by these two objectives: 1) To find means of predicting rock loads; and 2) To develop methodology for determining safe, efficient, and economical ground support design practices. Noting these research needs from a great number of sources, the United States Bureau of Mines, Spokane Mining Research Center (SMRC), acting as agent for the Advanced Research Projects Agency (ARPA), undertook contract research effort in these problem areas. Work by Jacobs Associates has studied a methodology for specification of temporary artificial support based on the dependent sequence of mining operations and prediction of various rock conditions in the pre-excavation stage. INTRODUCTION Necessary science and technology are not well established for the design of responsible treatment and disposal of arsenical residues from refractory gold ores. Specifically, there is uncertainty about the precise composition and behaviour of oxidised arsenic species in these wastes, and an analysis of possible chemical behaviour suggests that potentially difficult control and disposal problems remain to be so 1 ved. In tackling these the undoubted toxicity of arsenic in excess and its bad press should not blind one to the realities of actual behaviour in the environment, and that some adverse behaviour inevitably has to be to 1 erated as a cost in return for the recovery of an operation's gold for society. The problem is to minimise any such cost. Each refractory ore will be different. Many will contain so little arsenic that it will cause only trivial problems in disposal, but there remain others with significant arsenic content, say in the order of 1% or more, to cause concern. As already implied, concern can be over emphasised but equally underestimated. The balance which must be struck in the design of responsible disposal in the widest sense requires objective and practical assessment of a complex range of chemical, biochemical, engineering and economic design factors, all of which should involve the process design team in constructive dialogue with the 1 oca l regulatory authorities. In British terms, the general objective should be the Best Practicable Environmental Option. Arsenic is ubiquitous in waters, rocks and soils and all living things. Its compounds undergo natural geochemical and bi ochemi cal cycles including powerful adsorption and precipitation processes which return to nature all leakage from the inevitable disturbance of mining and extraction operations. Within limits, all life is tolerant to its presence, and adaptation and detoxication processes occur to deal with local excesses.

Many gold ores are known to be refractory so that conventional cyanide processing will result in serious losses of gold and silver values. A significant percentage of these refractory ores contain aresenopyrite and the gold and silver is usually encapsulated within this matrix as well as the pyrite matrix. Normally the values can be recovered as flotation concentrates because of the sulfide compounds with recoveries of over 90% and at very good grades. In order to free the gold and silver, the sulfide matrix must be destroyed. This can presently be achieved by (1) pressure­temperature leaching (2) roasting and (3) bacterial leaching. All of them have advantages and disadvantages as well as an obviously increased cost for the each processing method. However, the increased gold and silver recovery should and must more than offset this cost. It is believed that gold recovery should be well over 90% from the concentrate so that overall recovery from the ore should be in the 90-95% region. All three processes must consider pollution control of both sulfur and arsenic to prevent contamination of air, water or land through improper waste disposal. This paper will concern only bacterial leaching and its necessary control of effluents and solids. Sulfur does not appear to be a problem as the element is oxidized to sulfate and is precipitated with an acceptable solubility. Other important improvements that must be controlled are arsenic and iron which are present as significant values (1-12 g/1 of arsenic, 20-40 g/1 of iron). In addition much smaller values of base metals, aluminum and magnesium can be present as well as other elements depending on the ore and these must be low enough after treatment to meet EPA regulations.

In 1987, the International Agency for Research on Cancer designated crystalline silica as a 2A probable carcinogen. As a result, crystalline silica is regulated under the Hazard Communication Standard as a probable carcinogen at a concentration of 0.1% or greater in the workplace. Crystalline silica will be listed as "reasonably anticipated to be a carcinogen" by the National Toxicological Program. This designation of crystalline silica as a probable carcinogen has created major issues for the mineral and chemical producer, including labeling, hazard communications, marketing a material with potential hazard exposure, and potential liability. The State of California also regulates crystalline silica under Proposition 65 in products as a carcinogen, based upon the IARC determination that it is a probable carcinogen. More federal and state regulations are anticipated as a result of the IARC classification of crystalline silica and its subsequent federal regulation. Respirable crystalline silica has been regulated as a hazardous dust for many years by OSHA. This regulation was initiated to prevent silicosis, another occupational disease. OSHA has established monitoring devices for determining the concentration of airborne respirable silica in order to measure exposure to this substance. The accurate determination of the crystalline silica content is critical to dealing with these health risks and regulations. In the past, crystalline silica was considered to be safe and, because of its ubiquitous nature, little effort was made to determine or quantify its presence in most materials. The Hazard Communication Standard requires that a1l products containing 0.1% or greater crystalline silica must be properly labeled for this material and its hazard. Unfortunately, the 0.1% threshold was not chosen on the basis of established analytical capabilities for crystalline silica, but results from general limits for potentially carcinogenic chemicals and substances. Numerous methods have been developed for the determination of crystalline silica in a variety of products. However, these methods are not generally applicable since they must be specific for silica in any of its crystalline states and not just for total silica content. Chemical tests for silica are not difficult and quite accurate at the 0.1% level; however, in addition to its crystalline phases, it occurs in amorphous phases and in a wide variety of crystalline and amorphous silicates. In general, there is little correlation between total silica content and crystalline silica.

1.1 INTRODUCTION This chapter seeks to provide an overview of important factors involved in the implementation of heap leach technology as a vehicle for gold extraction from its ores. Toward this end, brief discussions of the various elements important to this process are presented here. Topics covered in this chapter include a brief history of the process; basic chemical reactions responsible for the process ; characteristics of ores amenable to heap leaching; location of the greatest concentration of heap leach projects in the U.S.; heap leach components, methods, regulatory/permitting considerations; and economic considerations. Most of these subjects are treated at much greater length in subsequent chapters. Thus, this chapter serves as a summary for those which follow, in addition to providing the reader with a feeling for those topics which may be of most immediate interest. 1.1.1 History of the Process Modern Day Precious metal heap leaching technology has developed over the past decade, although the principles of heap leaching per se, as well as those of gold extraction through cyanidation have a long history (see discussion below). However, it is in the past 10 years that heap leaching has developed into an efficient method of treating oxidized gold and silver ores. It has proven to be both an efficient way to extract precious metals from small, shallow deposits, as well as an attractive way to treat large, low- grade, disseminated deposits. Heap leaching has several advantages compared to conventional milling (i .e., crushing, grinding, and agitation leaching). In general, these advantages include simplicity, lower capital and operating costs, shorter start-up times, and less intensive environmental regulatory concerns. A possible disadvantage of currently existing heap leach technology is a potentially lower percentage of metal extraction being obtained from the ore than would be the case with conventional milling (Potter, 1981; Hiskey, 1985; and Thorstad, 1987) The actual principle of heap leaching has a long history as inferred previously. For example, mines in Hungary recycled copper-bearing solutions through waste heaps in the mid-sixteenth century (Hiskey, 1985), and Spanish miners percolated acid solutions through large heaps of oxide copper ore on the banks of the Rio Tinto around 1752. The Bureau of Mines, together with Foster Miller Inc., has developed a compact, high pressure scrubber system for continuous miners. Powered by water energy alone, it can move up to 1.4 m3/s (3,000 cfm) of air and scrub a significant amount of the dust in the air. Full- scale model and underground trials showed excellent performance. Operated at 8.3 x 10[3] kPa (1,200 psi) and 38 L/m (10 gpm), the scrubber has reduced operator and return dust concentrations by more than 50 pct. This paper describes the full-scale model development, system fabrication and underground evaluations of this novel and inexpensive scrubber.

Micron-sized gold disseminated in lower Cambrian siltstone has been found at the Sterling mine near Beatty, NV. A shoestring-shaped body has been developed by central and fringe drifts and is being mined via a modified retreat room and pillar system. The siliceous ore crushed to 5.08 cm (2 in ) is stacked to 4.6 m (15 ft) over a layered sand, gravel, and impervious PVC base. Gold is leached using a 0.1% cyanide solution and deposited on activated coconut shell carbon. Stripping of the carbon by hot solutions of 1% NaOH and 20% Ethanol yields overall recovery of about 75% of the fire assay head.

The Deserado Mine, located in northwest Colorado, is an underground coal mine designed to produce 1.225 million tons (1.35 million short tons) of clean coal per year for the Bonanza Plant located in northeastern Utah. Coal is transported to the power plant via a 61 kilometer (38 mile) captive railroad. Most of the surface facilities and the stationary underground equipment is controlled and continuously monitored by the computers located at the surface control room. In addition to system control, the computer also continuously monitors vital environmental conditions using sensors located at various critical locations underground. The system's advantages are increased mine productivity and safety.

Central Water Integration Project (CWIP) Segment 5-1 is the most critical segment of a regional water supply project that transfers groundwater from Burleson County to northern San Antonio, replacing over 20% of that City’s water supply with a new source. CWIP Segment 5-1 included three tunnel reaches totaling 10,350-ft and 5 shafts that were constructed inside the City in an area known to contain large karst features. This paper describes site work used to investigate the alignment for karst features, manage potential environmental impacts, develop the contract package required for mitigation and the means and methods used to mitigate the large karst features that were encountered.

This paper presents results of field monitoring and finite element studies to analyze and improve a room-and-pillar retreat mining system. Fie1 d instrumentation was utilized to monitor pi11ar load changes, roof to floor convergence and differential roof strata movement as retreat mining progressed and to determine in-situ horizontal stresses. A two-dimensional finite element model depicting strata behavior at this mine was developed and used to analyze existing and alternate improved mining geometries. The results showed excellent correlation between fie1 d observed and model predicted behavior. Some of the recommended changes in mining geometry based on the study were incorporated in the mining system.

Workers in coal preparation plants, where vibrating screens are significant noise sources, are often exposed to sound levels exceeding 90 dB(A). The National Institute for Occupational Safety and Health, a major coal company, and a vibrating screen manufacturer conducted a cooperative study of vibrating screen noise. Rubber isolators reduced sound levels by 1 dB. Urethane screen panels did not reduce sound levels in this case. Drive noise was determined to be the dominant noise source on the screen. Damped side plates reduced vibration levels on the screen sides by 1 to 7 dB(A). Detailed results of the study are presented.

Re1iabl e monitoring a1ong an underground mine belt line is of great concern because of combustibles, electrical apparatus, and friction. Belt entries are strategically located where a fire can have rapid and disastrous consequences. This paper reviews conventional distributed temperature sensing systems based on resistive, thermistor, and thermocouple effects. These are shown to provide limited benefits. A new system tested by the U.S. Bureau of Mines based on fiber optics and time domain reflectrometry, promises much better temperature and spatial resolution, faster response, inexpensive cable, longer distance, and comprehensive data analysis. Test results in a small, controlled, in-mine fire are given.

Since the Surface Mining Control and Reclamation Act (SMCRA) was passed in 1977, coal mine reclamation has been restricted from utilizing bluff-1ike features in permanent reclamation. This restriction is based on those provisions of SMCRA which require the elimination of all highwalls. In 1987, the Wyoming Mi ni ng Association began an effort to acquire the ability for coal mines to utilize bluffs in permanent reclamation for the purpose of enhancing the post-mining land use. The regulatory reform approach being uti1ized includes formation of a work group with members from industry, government, agriculture, and environmental organizations to prepare a proposal. Advantages of this approach are discussed.

Observations of calcite and opal in cavities in the unsaturated zone at Yucca Mountain indicate that: 1) seeps are not regularly spaced in underground workings and not all fractures sustain flow, 2) many cavities represent sites of seepage that have remained stable for millions of years, 3) typically there is no evidence (such as dripstone) for seepage dripping into cavities from their ceilings, and 4) seepage is not likely to be greater than about 1 liter of water per year (per 5-m-long drift) based on calcite abundances observed in the ESF. This estimate of seepage is significantly lower than that used for performance assessment.

During 1992 a number of papers were published on aspects of respiratory disease in US underground coal miners. These included reports on trends in prevalence of coal workers' pneumoconiosis, the risks of developing coal workers' pneumoconiosis in relation to dust exposure, and the relationship between lung disease other than pneumoconiosis and dust exposure. The intent of this paper is to provide a summary of the essential findings from these investigations. PREVALENCE AND INCIDENCE OF COAL WORKERS' PNEUMOCONIOSIS Coal workers' pneumoconiosis (CWP) is usually detected in living miners through use of the chest x-ray. Deposits of dust in the lung, and the fibrotic tissue reactions to the dust, are manifested on the x-ray as small and large opacities. These abnormalities are quantified into degrees of severity using a standardized classification scheme (the International Classification of Radiographs of the Pneumoconioses of the International Labour Office). For small opacities, the scheme provides for a four-point scale of abnormality (0, 1, 2, 3), reflecting increasing profusion of the opacities on the x-ray. In this report, category 1 or greater small rounded opacities (CWP 1+) represents the earlier radiographic stages of pneumoconiosis. Large opacities, indicate the later and often disabling stage of pneumoconiosis, usually referred to as progressive massive fibrosis (PMF). Information collected in a national surveillance program for underground coal miners (the Coalworkers' X-ray Surveillance Program (CWXSP)) and a large epidemiologic study (National Study of Coalworkers' Pneumoconiosis (NSCWP)) provide a means to assess trends in CWP prevalence over the years following the reduction in dust levels mandated by the 1969 Federal Coal Mine Health and Safety Act (FCMHSA). These programs are operated by the National Institute for Occupational Safety and Health (NIOSH), and are described in detail in Attfield and Althouse (1992) and Attfield and Castellan (1992). Both studies were divided administratively into distinct time periods, and the results shown here reflect that division. Figure 1 shows the prevalence of CWP 1+ as determined from data from the CWXSP, plotted by time period and years in mining. There is evidence of a temporal reduction in prevalence. (The lack of an obvious decline in the early 1970s may be an artifact arising from use of different versions of the standard classification.) Figure 2 provides information in the same format for PMF, and shows a similar trend [ ]

We have heard a lot during the recession about the mining industry now competing in a world market for sales of such commodities as copper, lead, zinc, molybdenum, iron ore, and phosphate. If the US mining industry is to survive, do we not have to reduce direct operating costs to a minimum? How significant is labor cost compared to consumables, electricity, fuel, maintenance, materials, and transportation? Ore grade is ultimately the dominant factor; but can we offset its dominance by improving productivity? Is the US mining industry perhaps only 25-30% as productive as it might be? What prevents the industry from being more productive? Can we retrofit older plants to be more productive or does it take a new plant with the largest equipment available for each unit operation? Present Productivity A copper industry study a few years ago covering 13 US copper concentrators ranging from about 10-45 kt/d (11,000-50,000 stpd) showed that productivity did not vary with capacity above 18 kt/d (20,000 stpd). Operating productivity varied significantly, however, from about 180-635 t/d (200-700 stpd) per operating hourly worker in most units, but one operation had 900 kt/d (1,000 stpd). Concentrators with more than 545 t/d (600 stpd) per hourly worker were in the 23 kt/d (25,000 stpd) or more category. Maintenance productivity covered about the same range, but most concentrators were in the 270¬635 t/d (300-700 stpd) per hourly maintenance worker. Again, one company stood well above others by exceeding 1 kt/d (1,100 stpd). Total hourly productivity ranged from 125-280 t/d (140-310 stpd) per hourly worker for most concentrators. The company with the most productive operation, however, was above 455 t/d (500 stpd). Salaried worker productivity for most operations was in the 725 t/d to 1.2 kt/d (800-1,300 stpd) per salaried worker range. The best operation was 2.2 kt/d (2,400 stpd). The end result is, of course, tons per day per total personnel. Most operations fell in the 110-220 t/d (120-240 stpd) range with the best operation at 400 t/d (440 stpd). This is the productivity definition that is most directly related to unit costs. Many of these operations have made some productivity progress
