INTRODUCTION Since Canada commenced sulphur exports in the early 1960's, the volume of exports has grown steadily and by 1984 Canadian sulphur accounted for 45% of internationally traded sulphur. In 1984 a total of 7.6 million tonnes of Canadian sulphur was shipped to offshore markets and the U.S.A. Total shipments, including domestic sales, were 8.3 million tonnes. With a production of some 5.6 million tonnes, inventory was drawn down by nearly 3 million tonnes in order to keep pace with demand. Since 1979, world consumption has exceeded total world production and Canadian sulphur inventory has played a truly crucial role in balancing world supply and demand. Consequently, by the end of 1984 the Canadian inventory, which stood at 21 million tonnes in 1978, had been almost halved to 12 million tonnes. This inventory, however, is still by far the largest in the world and will continue to play a vital role in the world supply until expected depletion around 1990. Canada is the world's second largest producer of sulphur following the U.S.A.. The Current production level of between 5 and 6 million tonnes per annum is forecast to be maintained to 1990 with only a marginal fall in that production level in the following decade to the year 2000. This will ensure that Canada retains its position as one of the largest producers and most important suppliers of sulphur in the world market well into the future. CANADA AS WORLD SUPPLIER OF SULPHUR Since Canada commenced sulphur exports in the early 19601s, exports have grown steadily. (Figure 1) The rate of growth accelerated in recent years and in 1984 a total of 7.6 million tonnes was sold for export, compared to 3.0 million tonnes in 1975 and less than 1 million tonnes in 1964. World trade in sulphur also increased during this period, from 11 million tonnes in 1975 to 17.0 million tonnes in 1984 (Figure 2). Most of this increase in volume was accounted for by Canada and Poland. As a result, the importance of Canada as world supplier expanded from 28% in 1975 to 45% in 1984. The markets for Canadian sulphur can be divided into two broad categories, i.e., solid and liquid (Figure 3). The solid market is the largest, taking about 70% of Canadian output, virtually all of which is sold offshore. The U.S.A. and the Canadian domestic market take about 20% and 10% respectively, in liquid form. In 1984, (figure 4) total Canadian sulphur sales exceeded 8 million tonnes with offshore export sales at a record 5.8 million tonnes and sales to the U.S. of 1.8 million tonnes. Domestic sales accounted for only 0.7 million tonnes. The general trend for offshore export sales has been upward whereas there has been relative stability in domestic sales. The exceptional growth in offshore sales in the 1970's necessitated considerable capital investments by the industry in order to establish a logistics system capable of handling increasing offshore tonnages. Over 50 sulphur plants are currently operating in Alberta and British Columbia. Some of these are connected by rail, (Figure 5) the balance being generally connected by road. There are currently fourteen of the larger rail-connected plants designated as export plants, and these are equipped with sulphur forming facilities. The long distances between these plants and tidewater terminals in Vancouver is a very significant factor in complex logistics of Canadian offshore sulphur exports (Figure 6). Alberta and B.C. plants are located an average of 1,400 kilometers from tidewater.

Major scientific discoveries cannot be programmed. New or frontier technology, however, can and should be planned. It is the vital force underlying the business strategy of a vigorous and profitable mining and metals company. Generally, a radical departure from existing technology is required to 1) Enhance the competitive value of ore reserves, i.e., to turn low grade or marginal reserves into competitive reserves. 2) To increase yield and decrease costs. 3) To decrease investment. 4) To increase mine life. 5) To improve product quality to meet market demands. The very definition of frontier technology implies that it is so different that the old plant, if already in use, will not be directly suitable to use the new technology. Therefore, a priori, we know that the commercialization of frontier technology would very likely involve new investment. The recommended technique of economic and technical analyses, I propose to call "Success Analysis.'' Simply stated, it forces us, by step- by-step procedure, to ask "what is needed to succeed in this particular project." Therefore, the first step is to identify what is meant by "success." The definition of "success" requires an agreement with top management or sponsors of the project as to what constitutes "success" in their minds as contrast to the technical people perception of "success." In general, top management would define success as meeting: 1) The technical objectives, i.e., technology being developed would produce the desired product at the acceptable quality. 2) Financial objectives, i.e., when commercialized, the project's capital cost, operating costs and return on investment are better than the projects they would normally fund. The return has to be better because new technology is inherently riskier. 3) Marketing objectives in that the project will produce product of acceptable quality in timely manner, i.e., scale-up to commercial plant would not cause undue delays in start-up and that large fix-up expenditure would not be required to protect the projected return on the investment. Many projects are started in the laboratory to develop "Frontier Technology" in mineral processing. Most of these efforts are never commercialized. There are many causes of these failures. The major causes are listed below: 1) Inadequate communication with the sponsors of the project so that project objectives are defined and agreed to by all. 2) Ill-defined technical problems. 3) Incomplete development of technology. This has two major components: a. Incorrect scale-up and engineering. b. Inadequate start-up and maintenance planning. 4) Incomplete and over-optimistic process economics. 5) Lack of understanding of the future behavior of the marketplace. 6) Failure to complete R&D effort by the time it is needed. 7) Incorrect projections of human resources required; that is, technical, managerial and operating. 8) Lack of realistic forecast of the expenditures required for commercialization of the R&D effort. These pitfalls can be avoided by comprehensive planning and the use of success analysis technique. The major elements in "Success Analysis" are: 1) Identification of the "need" for new technology. 2) Unbiased and complete scale-up engineering. 3) Acceptable economic feasibility with enough margin of error in the sale prices and operating costs to justify the inherent risks in frontier technology. 4) Timing for availability of investment capital and markets. Many failures in the development of frontier technology are preordained because the initial selection of the research project has been without adequate attention to the needs of the industry. Many very innovative hydrometallurgical processes for recovery of copper from concentrates were developed in the past twenty years. They have not adapted except to a very minor extent because they did not satisfy the success analysis criteria. Two major events highlight recent developments in US ore and coal ports: completion of the last series of modern taconite pellet transshipment facilities on the Great Lakes; and modernization and construction of coal ports, particularly on the East and Gulf Coasts. The New Taconite Transportation System To reduce raw material transportation costs, a fleet of new generation high-capacity 304-m (1,000-ft) self-unloading vessels were built to carry iron ore pellets from the Minnesota-Michigan iron ranges to the steel plants on the lower Great Lakes. Existing port facilities had to be modernized, revised, or completely rebuilt to accommodate these large vessels. Some of these were Burlington Northern's Allouez, WI, loading dock; Duluth, Missabe & Iron Range Railway Co.'s Two Harbors, MN, facility; Republic Steel's Lorain, OH, facility; and Chessie's Toledo, OH, dock. Allouez and Two Harbors receive taconite pellets from unit trains and load them onto large vessels either after dumping or via a large stockpile and reclaim system. The Lorain facility receives iron ore pellets from self-unloading vessels' discharge boom conveyor and reloads the pellets into rail cars or small vessels destined to inland steel mills. The Toledo facility receives Armco pellets from vessels, stockpiles them through the winter, and reloads into unit trains destined for Armco's mills along Chessie's rail tracks. Burlington Northern's $75-million Allouez pellet dock, completed in June 1977, was built to receive pellets produced by Hibbing Taconite Co. and National Pellet Plant in Minnesota, stockpile them through the winter when the lakes are frozen, and load them into 304-m (1,000-ft) vessels in the shipping season. As much as 10 Mt (11 million st) of pellets may be stockpiled within the loop track. A 6-km (4-mile) long conveyor system connects the stockpile area and the dock. Thirty-six new concrete silos were built on the dock to house 2 kt (2,000 st) each of pellets before shiploading. The $35.5-million expansion of the Two Harbors transshipment facilities began shiploading in July 1978 after ground breaking in Aug. 1974. Particularly noteworthy is the first application of the Orboom system-a breakthrough in technology for the modernization of the century-old pocket docks on the Great Lakes to accommodate the new generation of super vessels. The pocket-type loading dock has been a standard on the lakes for nearly a hundred years. Bottom-dump rail cars fill the ore pockets on top of a finger pier. Gravity chutes matching standardized ore ship hatch spacings are lowered to fill the holds of a 20.3-kt (20,000-dwt) ship. The construction is simple and the loading swift. In spite of advances in technology elsewhere, most of these docks continue to serve the iron ore and coal trade in the same manner they did in the 19th century. Although performance of the pocket docks on small vessels remains outstanding, the new 304-m (1,000-ft) vessels are beyond the reach of the old docks. After extensive development, the Orboom system (Patent No. 4,065,002) for pocket docks was successfully developed. The heart of the Orboom system is the retractable shuttle loading arm which loads the wide beam vessels. The Orboom shuttles are fed by existing pockets of the dock that, in turn, are charged by a tripper conveyor along the length of the dock. The Two Harbors shiploading system is supported by a 0.9 Mt (1 million st) storage-reclaim network. Unit trains are bottom dumped. Beginning in 1961 the Coal Research Bureau of the West Virginia University School of Mines began a program of research to investigate the potential of the magnetic separation process to remove sulfur of the pyritic form from pulverized coal. Using a so-called isodynamic magnetic separator (1) it was demonstrated that significant quantities of pyritic sulfur could be removed from coal. Pulverized coal samples representing several different coal seams were individually screened into sizes in the 48 mesh by 200 mesh (297 to 74 microns) range, and untreated and steam-air treated samples of each were processed by the magnetic separator. The results of the investigations to magnetically remove pyrite from coal were published in two separate reports issued by the Coal Research Bureau (2,3), The isodynamic magnetic separator was designed about 30 years ago for use in geological and mineralogical laboratories (1,4,5) to isolate one or more minerals exhibiting only small differences in their magnetic propertiese Specifically, to accomplish this, the air gap of the unit was designed to provide a nearly constant magnetic gradient both laterally and longitudinally in the separating zone. It is reported that mineral concentrates of 99.5 percent purity can-be produced on closely-sized fractions after several cleanings through the unit. The isodynamic magnetic separator, therefore, was not expected to process coal containing sizes smaller than 200 mesh, or to demonstrate commercial capability to process pulverized coal. The primary purpose of the Coal Research Bureau in using the unit was that of determining if the magnetic process could remove pyrite from coal, and thereby encourage further research directed toward development of acceptable full-scale processing equipment.

The use of the walking dragline as a stripping tool has increased dramatically in the past two decades. The reasons for its increased popularity and some historical background on its introduction into the mines are given in a recent paper by Learmont. (l)* The history need not be recounted here except to show the trend to longer booms which has accompanied the growth in machine size. Figure 1 shows the change in maximum operating radius on Bucyrus-Erie machines which has occurred over the years and Figure 2 shows the corresponding change in maximum boom lengths. Reference 1 also presents some of the reasons for expecting this trend to longer booms to continue. There are many design parameters affected by the increase in boom lengths; swing power, hoist and drag rope lengths, and drum capacity, to list just a few. The purpose of this paper is to discuss only the structural implications of using longer booms. As in the design of any structure, the various facets of boom design are interrelated and a process of optimization between them must be worked out either by evolution or by conscious iterative effort. The decisions we have reached about such things as material selection, structural arrangement, and applicable criteria, have not come into being overnight but represent instead many years of design experience and a fair amount of recent concentrated analytical effort. In the following pages an attempt will be made to first, state those decisions, second, explain how we arrived at that particular result; and third, describe what we expect future developments to be which might influence us to change those decisions.

In past years, water drainage control in coal mines has been primarily directed on the basis of water quantity rather than quality. Due to the recent intense interest in total ecology and environment, emphasis has shifted to the point where the water exiting from a mining operation may be of better quality than when it enters. In most operations this has meant the use of treatment methods (neutralization) while the technology for the prevention of acid drainage is being developed or refined. To date, underground abatement of acid formation has generally been less expensive but also less effective than surface treatment of the mine water. It seems probable that total mine water pollution control will have to include both underground abatement and surface treatment methods. The general acid producing reaction involving the oxidation of pyrite - 2FeS2 (pyrite) + 702 + 2H20 ? 2Fe2S04 + 2H2SO4 - is well known, even though the individual steps are not clearly understood. The major implication of this reaction, that acid production can be eliminated by not allowing the contact of pyrite with free oxygen or water, has been well substantiated both in the laboratory (1,2) and in practice. (3) Underground abatement or control processes can be generally classified into two types: (1) the effective control or elimination of acid causing reactions within the mine, and/or (2) the reduction or prevention of water flow into and out of the mine. Recognizing the fact that these two types may be directly inter-related, this paper will, for the purposes of clarity and simplification, discuss each separately.

The Gulf Coast, from New Orleans, Louisiana to Brownsville, Texas, is one of the largest high energy consuming areas in the United States. This region has areas of very high industrial density. The lower Mississippi River from Baton Rouge past New Orleans has a high industrial density. Lake Charles, Louisiana, the Orange-Beaumont-Port Arthur area, Houston (4 separate areas) and Corpus Christi all have the same high industrial density. This situation developed due to good transportation, good labor conditions, good weather and the abundance of cheap energy-gas and electricity. Obviously the latter had the greatest impact. The availability of cheap natural gas made Gulf Coast sites very attractive to energy intensive industry such as metals and petro-chemicals. The area was also very attractive to refinery development due to the large supply (endless?) of crude oil available. As we all know, the energy situation has changed dramatically in the last five years. The cost of a MMBTU has risen from the 17¢ to 19¢ level to a price of $1.95 to $2.10. The price of interstate gas, as defined by the National Energy Plan recently passed by Congress, was approximately $1.98/MMBTU escalated to October, 1978. It goes without saying, that this has had a major impact on doing business in the Gulf Coast. As fuel prices soared, different companies responded in different ways; but overall, industrial energy consumption along the coast was reduced 20% to 25% from 1974 to 1975. Since 1975 production and energy use has been increasing, however, production at some plants is still significantly below plant capacity.

This paper describes the geology of the Kalamazoo copper orebody discovered in the course of an exploration project carried out by Quintana Minerals Corporation under the author's direction in an area immediately southwest of the San Manuel mine, Pinal County, Arizona. In the period 1943-1947, exploration projects were carried out in the San Manuel area by the U.S. Bureau of Mines and Magma Copper Company which resulted in the development of the San Manuel underground block-cave mine which is now in production at a rate of 41, 000 tons per day. Mining claims covering the area immediately west of the San Manuel orebody were staked in 1946 by Frank F. Salas, R. A. Buzan, H. G. Buzan, and W. C. Buzan of Mammoth, Arizona. These claims were optioned to Martha Purcell in 1946, and in the period of 1947-1958 seven churn drill holes ranging in depth from 1,400 to 2,950 feet were drilled by Mrs. Purcell. These holes did not intersect ore and no further deep exploration was attempted prior to the Quintana Minerals project which began in August, 1965, and which is described in this report. The Kalamazoo deposit is in Sections 3, 4, 9, and 10, T 9 S, R 16 E, Pinal County, Arizona, and it is reached by driving seven miles east from Oracle, Arizona (Figure 1) . Work done by Foster-Miller Associates under a Bureau of Mines research contract has developed methods to increase significantly the amount of fresh air that reaches the front of a continuous-mining machine. The emphasis was on removing methane build- ups that occur at the cutterhead. Using a full-scale plywood mockup of a coal mine working face area, the study showed that in many instances only about 20 pct of the fresh air heading towards an exhaust brattice or tubing actually gets to within 1 ft (0.3m) of the face. The key to providing more air at the face is to enhance and move forward the natural airflow pattern. This change in the natural airflow pattern can be accomplished by taking advantage of the air-moving abilities of the conventional water spray. It was discovered that if all the water sprays on the machine were realigned, then ventilation efficiencies of 70 pct or more were achieved regularly. This meant that if 9,000 cfm (4.2 m3/s) was entering the brattice, at least 6,300 cfm (3.0 m3/s) of this was reaching to within 1 ft (0.3m) of the face. This water spray realignment consists of placing a few nozzles on the side of the machine opposite the curtain and also tilting the front sprays slightly towards the curtain side. Recently, two underground tests and two additional independent laboratory tests of the water "Spray Fan" have been completed. In general, they have confirmed the performance of the Spray Fan system, but they also have provided useful information as to its difficulties and limitations.

INTRODUCTION The Cyprus Pima Mine is located 20 miles southwest of Tucson, Arizona and about fifty miles north of the Mexican border. The Cyprus Pima orebody was discovered in 1950. Feasibility studies were begun in 1952 employing underground development. Economic studies showed open pit operations to be feasible and stripping of overburden was begun in late 1955. The first ore was reached in October of 1956. A 3,000 tpd (tons per day) concentrator was completed and began operation January 1, 1957. From these beginnings, Cyprus Pima Mining Company has expanded into a plant processing approximately 54,000 to 56,000 tpd. Four expansions were required to bring the plant up to its present capacity. Each expansion incorporated what had been learned in previous operation of the plant. The first expansion was completed in August of 1963 doubling design capacity to 6,000 tpd. In reality, because of softer than average ore, capacity was closer to 8,000 tpd. Expansion I1 was completed in July 1966 bringing design capacity to 18,000 tpd. Expansion I11 followed immediately. Completed in the summer of 1967, this expansion increased the design capacity to 30,000 tpd. The actual dry tonnage of this portion of the operation in 1974 averaged 38,400 tpd, again, primarily as the result of treating softer than average ore. The latest expansion (Expansion IV), completed in December 1971 and utilizing a semi-autogenous grinding circuit, is located in a separate building (Mill 11) approximately 200 yards southeast of the original mill (Mill I). Expansion IV was designed for 14,000 tpd, but after circuit modifications, averaged 16,500 tpd in 1974.

Three water-spray ventilation systems were tested to determine their effectiveness in diluting methane at a room and pillar coal mine face. These systems were: the shrouded nozzle, the spray fan, and the conventional nozzle system that is normally supplied with continuous miners. The testing was carried out in two stages. The air-moving capacities of the nozzles were first evaluated in a duct. The duct tests showed that: (1) the volume of air moved by the nozzle is controlled by the type of nozzle, the space around it, and its location relative to the duct wall; (2) the spray fan nozzles or the shrouded nozzles are both capable of moving air quantities up to 6400 cfm (3.02 m3/s); and (3) when the shroud was removed from around the shrouded nozzle, its bare nozzle moved between 9 and 65 percent more air. In the second stage of testing, a full-scale evaluation of the three systems was conducted. The three spray systems were mounted on a continuous miner which was positioned in an aboveground simulated mine entry. The simulated face tests gave the following results: (1) the standard nozzle system, which is mounted on the front end of the miner, is inadequate for diluting methane; (2) under the best testing conditions (lowest methane emission rate, highest primary ventilation airflow, and closest brattice set back), the slight improvement given by either the shrouded system or the spray fan is the same; and (3) under the worst testing conditions (highest methane emission rate, least primary ventilation airflow, and farthest brattice set back), the spray fan gave superior performance.

"The tunnel sector is excavated into a rock mass heavily affected by tectonics, defined as a regional fault. The rock around the tunnel support undertakes the non – elastic deformation and gradually detaches from the rest of the non affected rock mass, moving inside of the excavated area and tending to fill up the whole space. The initial solution of using stiff support consisting in double steel ribs I12 with circular shape in the upper part and straight vertical pillars in the lower part has proved to be inadequate. Based on the calculations of the subsidence phenomena and a mathematical model, the proposed alternative support was provided by special circular steel ribs – SG-23 –that allows a limited rib deformation (by relative slip between the arch segments) in order to mobilize the contact between the rock contour and the inner face of the rib - not only for the deformed rib but also for the neighboring ribs. 1. INTRODUCTION Hydropower development of Jiu river in Romania, in the narrow gorge sector includes two diversion HPP and a small hydro plant that provides the minimum required flow downstream: CHE Dumitra , CHE Bumbesti and MHC Livezeni (Table 1. Hydropower parameters).The Livezeni intake reservoir is provided by a gated dam located 1250 m downstream of merging point between Jiul de Vest river and Jiul de Est river. The dam is equipped with three radial gates with flap gates with a span of 12 m each and the height of (6 + 3) m. The 70th Annual Meeting of the Minnesota Section of SME and the 58th Annual University of Minnesota Mining Symposium were held April 22-24, 1997, in Duluth, MN. About 450 attended both. The Fifth Annual Trade Expo, held during the meeting, was attended by a record 80 exhibitors. An SME short course on materials handling preceded the meeting. Iron-mining and the steel industries highlighted the meetings. Specific topics in the keynote addresses and technical sessions primarily concerned iron mining, iron- ore processing, product (taconite pellet) transportation and the steel market. Although the iron mining industry held center stage, several papers outside of iron mining were also presented. Iron mining in Minnesota contributes $1 billion to Minnesota's economy. According to the Iron Mining Association of Minnesota, more than 20,000 state jobs rely on the industry. Minnesota's iron mining industry came through tough times in the early 1980s, mostly because of worldwide competition. However, the industry has shown significant improvement in the last 15 years. A large share of the steel industry's competitiveness in the late 1990s is due to cost and quality improvements in the taconite mines. The taconite industry has become more productive, largely through the application of new technology. Since the early 1980s, Minnesota's taconite mines have nearly doubled the number of tons per worker-hour. Most of the taconite reserves in the United States are located in Minnesota's Mesabi, Vermilion and Cuyuna iron ranges. The Mesabi range alone contains an estimated 24. 1. TRENDS OF DEVELOPMENT IN THE MECHANICAL DRIVING OF UNDERGROUND EXCAVATIONS IN THE GERMAN COAL MINING INDUSTRY The demand for higher advance in underground excavations led, in the past ten years, to the development and application of various mechanical methods in the coal mining industry of the Federal Republic of Germany. Hence, a modern mine cannot operate anymore without tunneling machines for the driving of horizontal and inclined roads and shaft boring machines for the sinking of shafts. In future, boring operations will assume a high positional value in the mining industry, as the development of cutters has kept pace with the development of machines. In the past ten years, about 40 km of roadways have been bored by tunneling machines in the German coal mining industry, further 140 km will be bored by 1990, part of which are already under contract. The idea was tempting to apply the technology of horizontal tunnel borers also to the sinking of vertical shafts. The underground contractors Deilmann-Haniel GmbH of Dortmund and Thyssen Schachtbau GmbH of Mülheim/Ruhr developed already in 1970, together with Wirth of Erkelenz, a shaft boring machine working without drill pipes, capable of sinking shafts following a pilot borehole, according to the downward reaming method (Fig. 1). In the meantime, two such shaft borers are operating in coal mines with diameters of 4.50 m to 6.50 m. Recently an order was placed for a third Wirth shaft borer for diameters up to 8.50 m. Since 1971 about 3.800 m of open or blind shafts have been sunk by the reaming process (Fig. 2).

INTRODUCTION The practice of injecting chemical grouts into permeable soils in order to stabilize them for tunnel construction is a common procedure in Great Britain, Europe and Japan. In this technique, the grout penetrates the soil in a fluid condition, but hardens or "sets-up" in about one hour due to a chemical reaction. As a result, the soil, is strengthened and made less pervious, and this, in turn, reduces ground surface movements, limits ground water flow, and controls movements of the heading during tunnel construction. It is only within the last five years or so that this technology has been used in the United States. Most of the applications have been involved in the work for the Washington Metropolitan Area Transit Authority (WMATA) subway construction. The experience gained from this work is, in many instances, unique and should serve to guide use of the grouting technology in future projects. This paper documents five WMATA case histories; information is provided as to the soil conditions, method of treatment, reason for treatment, and tunnel performance. Locations of the five projects covered by this study are indicated in Figure 1. All are within the boundaries of the District of Columbia and involve soft ground tunnel construction. Basic information for the case histories is given in Table 1. Tunnel sizes and depths below the ground surface as well as general soil conditions are similar in all instances. Roadheader machines have a specific place in modern tunnelling, not simply as a compromise between drill and blast techniques and full face machines, but as an economic and versatile form of mechanised tunnelling where the method of excavation is easily integrated with tunnelling operations. In the past, roadheaders have been subjected to misuses by engineers who failed to realise that, as in all mechanised tunnelling, a planned and systematic approach is essential if the full potential of these machines is to be gained. An increasing awareness of this, together with the introduction of the more powerful roadheader carrying their cutting potential into the hard range of rock is changing this situation and now makes the prospect of using roadheaders particularly attractive (1). The advantages gained by employing these machines can be considerable and Table 1 lists some of them. This table illustrates that from both cost, and installation points of view, the roadheader has considerable benefits over the full face machine. However, the principal advantage gained is in broken ground where heavy supports can be installed immediately at the tunnel face. In addition, access for planned maintenance and repairs to most working parts of the machine is at a premium and average machine utilisations of 40 - 60% can be expected. In comparison to drill and blast methods, up to 40% better progress can be regularly achieved, and the subsequent savings in overbreak costs alone would more than pay for the cost of a roadheader used to drive a 3km long tunnel. John D. Maefadyen Subject paper unfortunately has some serious flaws negating the usefulness of the paper. The authors claim that sulfur is the major source of production problems in cement kilns. This is not the case. Sulfur is not a problem as long as the mole ratio of sulfur to alkali oxides is less than, or equal to, 1. This is attributed to the sulfur preferentially combining with the alkali oxides and not acting as a clogging agent due to the nature of the pre-heater vessels. Where the mole ratio exceeds 1, many methods are available to eliminate or reduce the clogging problems such as using the preheater bypass or a precalciner with up to 100% kiln gas bypass. In non-preheater kilns, the presence of sulfates is hardly ever a problem anyhow. Thus, the level of sulfur in the fuel and raw material that might cause problems is not a fixed amount, but is predictable. The purpose of the paper is to discuss the economics of conversion of kilns in the Indonesian and Phillippine cement industries from oil firing to coal firing. This economic analysis has very little to do with the sulfur levels. Thus, the section of the paper on sulfates is actually rather meaningless. The economic analysis is also rather meaningless because the authors have failed to follow accepted economic analysis procedures by including interest charges. They have fallen into the trap of confusing financing with economic evaluation. When the accepted methods of economic evaluation are used, the return on investment increases to about 35%. In conclusion, the paper is not a meaningful contribution, and sadly, quite erroneous.

The heap leaching process has developed into a low-cost method for recovering copper, gold and silver from large and small deposits of low-grade ore. The earliest known heap leaching process with chemicals occurred in about 1752 and is attributed to Spanish miners percolating acid solutions through large heaps of oxide copper ore on the banks of the Rio Tinto (Ran Zyl, et al., 1988). In 1969, US Bureau of Mines research¬ers proposed the use of dilute alkaline cyanide solutions as a low-cost means for recovering gold values from low-grade ore containing micrometer-sized particles of gold (Miners News, 1991). The modern-day heap leaching process typically involves the percolation of leach solutions through controlled lifts of stacked, low-grade ore (crushed, aggomerated or run-of-mine) in a heap for chemical extraction of precious and base metals into solution (Fig. 1). The enriched (pregnant) solution is collected by gravity flow in lined basins, sumps and ponds for processing and recovery of the target metals (copper, gold and silver). The barren solution from the recovery facilities is recirculated to the heap, along with chemical reagents and makeup water, for containment of all process solutions in an enclosed and environmentally sound system. This involves the use of low-permeability liner systems beneath the heap leach stacks to maximize solution recovery and protect the underlying ground water (Fig. 1). This article discusses the typical heap leach liner systems currently used by mining companies in North America. The most successful heap leach pad liner systems from past precious metal operations generally include an underlying, low-permeability soil bedding material; a geomembrane liner, and an overlying protective cover fill.

It is four years since the seminal study of demand for rapid excavation by the National Academies of Sciences (NAS) and Engineering outlined this technology's opportunities, requirements and significance to the challenges of urbanization and natural resource conservation. The demand study was quite simple. Opportunities were valued at market while requirements to produce new technologies were valued at cost. The significance of new technology in economic terms was measured by the net discounted gains to users over time. The Academy view in 1968 was that these gains, even most modestly estimated, appeared large enough to justify the bill for research proposed by that Committee (1). In 1970 the question of demands became international in what is recognized as the first international experiment in technological policy analysis, terminating in the Advisory Conference on Tunneling of the Organization for Economic Cooperation and Development (OECD)(2). A monumental demand survey formed the basis for its economic assessment. The twenty-two OECD nations also made an impressive attempt to measure the magnitude of existing research and development efforts. In their recommendations periodical statistical demand forecasting and collection of demand data (Recommendation 1) was given central importance for public planning (Recommendation 2), the financing of public construction (Recommendation 3) and the encouragement of technological advance (Recommendation 4). Their program for international cooperation led to OECD's establishment of a Directorate for Environmental Affairs, and influenced the organization of the World Environmental Conference meetings now held in Stockholm under United Nations auspices. INTRODUCTION The first phase of the Los Angeles Metro Rail Project consists of 7.1 km (4.4 miles) of subway and stations running through downtown Los Angeles from Union Station to MacArthur Park. Contract A171, the Wilshire/Alvarado Line, involves tunnel construction beneath 7th/Street from the 7th/Flower Station to the Wilshire/Alvarado Station. The project consists of the excavation and lininig of 3000 m (9900 ft) of twin-bore, 6.7 m (22 ft) excavated diameter, 5.5 m (18 ft) finished diameter subway tunnels. The location of the project is shown in Figure 1. The majority of the excavation passed through weak siltstone/ claystone bedrock; although, portions of each tunnel approaching the 7th/Flower Station passed through fine-grained alluvium. Both tunnels were excavated with a digger shield. The project also included the excavation and lining of 6 cross passages, 2 communication rooms and a sump, all at tunnel grade between the two bores. A program of geotechnical instrumentation and building monitoring was performed to detect and document the response of the ground and adjacent structures and facilities to tunnel excavation. The instrumentation program was also intended to provide information that would permit implementation of remedial measures, when and as required, to prevent damage to structures, facilities and utilities along the tunnel alignment.
