There has been greatly renewed interest throughout the gold mining industry over the last few years in cyanide recovery from gold and silver plant tailings. This interest has been spmred by two factors. Firstly, the increasing cost of destroying cyanide to levels that meet more and more stringent regulations for tailings impoundment or discharge to the environment. Secondly, many gold ore bodies suffer high cyanide consumption costs as a result of the presence of base metals (principally copper) that react with and consume cyanide during the gold leach. In most cases, the cost of recovering and recycling this cyanide from the tailings is signif­icantly lower than the cost of purchasing new cyanide. When this cost benefit is added to the lower costs of tailings detoxification, a compelling case can frequently be made for cyanide recove1y. A number of processes for recovering cyanide from gold plant barren solutions or pulps have been developed. Most of the processes require that the recoverable cyanide is first converted to the highly toxic hydrocyanic acid gas (HCN) and fears surrounding the handling of this compound have probably presented the great­est impediment to implementation of these processes.

Like Russia and Ukraine, Kazakhstan is one of a few former Soviet republics well-endowed in mineral and energy resources (Fig. 1). Kazakhstan is the second largest newly independent Commonwealth state. It possesses major fuel and power centers, including 20 electric power facilities that operate on the more than 300 kt (330,000 st) of coal extracted daily. These power stations supply Central Asia, the Urals and Western Siberia with much needed electricity. Kazakhstan plays a critical role in Central Asia as it serves as both the regions' economic and political hubs. While Kazakhstan already contains a robust and diversified minerals industry, the government is actively pursuing foreign investment to boost production capacity and improve efficiencies in operations. A primary objective of the Kazak government is the expansion of metal processing facilities to improve the country's long-term export potential. Since 1991, international mining companies have found the investment climate of Kazakhstan relatively favorable. This is due to tremendous efforts by government officials to create sufficient investment legislation and a national minerals policy, while eliminating bureaucratic bottlenecks common to most other former Soviet republics.

Materials related problems at mines can be big ones - like a newly completed 1 -m (3.5ft) water pipeline burst during initial filling, grinding ball consumption at double the typical norms on startup of a new semiautogenous grinding (SAG) mill circuit or 30 open-pit haul trucks in the shop for new bed liners after less than a year’s service. Materials engineering provides solutions to these kinds of equipment problems by selecting good materials and designs, by trouble-shooting service failures and by maintaining high quality in vendor-furnished materials and components. Materials with good properties, correctly made and fabricated, correctly installed in mining and processing equipment, produce ore and final products reliably and efficiently. Materials engineering, applied during design phases, specification writing, and receipt and installation of materials, ensures that equipment will have the best possible shot at performing up to expectations. Good calls on materials properties - specifying state-of-art materials produced by competent manufacturers - help mine managers to reduce downtime and mining and processing costs. Materials that are improperly made or specified can make a mining operation less efficient or, possibly, uneconomical.

The introduction of liberalisation in Dutch mineral provision has created a lot of uncertainty on how and where to supply for the need of construction raw materials. Some possible effects of this policy shift are: 1. the extraction of materials from small pits with truck transport, 2. an increasing dependence on foreign suppliers, 3. the usage of marine dredged materials, 4. more input of secondary substitutes. The outcome of this policy and the resulting marketbehaviour have consequences for transport and infrastructure and hence for sustainability issues. Mineral provision, on the other hand, is also influenced by the availability of infrastructure. Insufficient transport capacity could hamper the development of mineral projects that render benefits to society. (Even) in a liberalising market for mineral provision, the central and local governments have an important role to play with regard to infrastructure and the effects of transport. Various trends point towards an increasing internationalisation in mineral provision. What will increasing trade and increasing influence of the market mean for transport infrastructure? How should increasing transport be judged with respect to sustainability? In the sustainability discussion these questions will have to be answered on a national as well as on a European scale.

Genesis 1:28 "And God blessed them and God said he fruitful and multiply and replenish the earth and subdue it and have dominion over it." Genesis 2:15 "And the Lord God made man and put him in the garden to dress it and keep it." Depending on one's perspective, these two verses from the Book of Genesis either complement one another or are in conflict. I believe that they are complementary. What they imply is that where there is privilege, there is responsibility. Privilege comes from the fact that the Lord created the heavens and the earth and he placed man on the earth to have dominion over it. The responsibility that accrues to us comes when the Lord also said that we are accountable for how we handle that which he has given us. The very nature of our responsibilities in resource utilization or, more appropriately, resource management, has changed over time as the nation's needs and priorities have changed. Thus, I have attempted to examine, from a historical perspective, how natural resource policy has evolved, where we are now and what may lie ahead.

Investigations of long-time grinding of fine quartz (to about 80% passing 0.35 pm) in a 0.6 liter stirred-media mill are described. Breakage rates and primary breakage distributions have been determined based on extensive characterization of the ground products by laser scattering/diffraction and gas adsorption. The results indicate that, while there is qualitative similarity between the breakage parameters for ultrafine and conventional (coarse) grinding, there are important, quantitative differences. In particular, it is found that primary breakage distributions become significantly narrower in the submicron sizes. The trend can be described using double-truncated log-normal distributions in which both a maximum (breaking) size and a grind limit are specified. The breakage distributions become progressively narrower as the size being broken becomes finer. Breakage rates follow a typical, consistent pattern in which the rate decreases with size according to a simple power law. Further decrease in the rates seems to occur after very long grinding times when the entire mill contents become finer than about 1µm. The effect is explained as a result of changes in the rate/size relationship in the submicron range.

Contract 75-124-211 extends along the Chicago River from Roosevelt Road on the south to Ogden Avenue on the north. In addition a branch tunnel runs east from approximately mid-project ending near Lake Michigan. The contract was bid on December 14, 1977 with three joint-ventures submitting bids. Of these the joint venture of J.F. Shea Co., Inc. Walnut, California, (Sponsor), Peter Kiewit Sons' Co., Omaha, Nebraska and Shea Company and Associates, Walnut, California was low with a bid of $101,976,680.00. The MSD awarded the job to the Joint-Venture on January 5, 1978 with a scheduled completion date of January 23, 1983. The project consists of the following major items of work: (1.) A 25'-0" minimum diameter Construction Shaft, 220 feet deep (2.) 13,726 Linear Feet of 30'-0" Concrete lined Tunnel in rock (3.) 6,648 Linear Feet of 13'-0" Concrete lined Tunnel in rock (4.) Seventeen concrete lined Drop Shafts varying in finished diameter from 4'-0" to 12'-0", and each approximately 250 feet deep with chambers and connections to the tunnels varying from 100 to 1300 feet in length.

Tunnelling with hydraulic drills has been a success in Norway. In the fall of 1976 excavation of tunnels for the development of the Aabjoera scheme was started. Two and a half years later a total of 25 kilometers of tunnels are completed. During the most busy period 5 rigs with hydraulic drills were in operation. GENERAL INFORMATION. Aabjoera Hydro Electric Plant is located in the central part of Norway (Fig. 1). The scheme covers a mountaineous area between the Tosen Fiord and the valley of Namdalen. Water from the area of precipitation is transferred through 5 tunnels to the main reservoir. From here the water is conducted via a 10 km long, unlined supply tunnel down to the Kolsvik power station. The power station is situated underground with a short tailrace tunnel out in the fiord. Average head of water is 507 m. The Aabjoera plant is jointly owned by Helgeland Kraftlag A/S, 8650 Mosjøen and Nord-Trøndelag Elektrisitetsverk, 7700 Steinkjer. The Civil Engineering Division of the latter company has acted as Consulting Engineers for the scheme. General contractors for the whole scheme has been Ing. F. Selmer A/S, Box 6035, Etterstad, Oslo 6.

INTRODUCTION The Southern California Rapid Transit District has commenced Preliminary Engineering for an 18 mile Metro Rail Project. This initial line will consist of approximate 36 miles of single track tunnel and 16 subsurface stations. The estimated cost of $1.2 Billion in 1978 dollars, places it in the category of a major public works project. During the planning phase of this project, particular attention was paid to the National Academy of Science Reports, "Better Contracting for Underground Construction" (1974), "Better Management of Major Underground Construction Projects" (1978), and "Management of Urban Construction Programs" (1980). The improved transportation service that this project will furnish the Los Angeles Metropolitan Area will result in significant benefits that will add immensely to the economic well being of the community-which is one of Webster's definitions of improved productivity. RAPID TRANSIT PROJECT BACKGROUND Rapid Transit studies have been going c in the. Las Angeles area since 1925. In 1969 and 1974, sales tax ballot issues were not adopted by the electorate of the county mainly because the pre-ponderous of County voters are outside the City of Los Angeles.

Following the last Cholera Epidemic in 1872, resulting in approximately 400 deaths, the City Council of Munich decided to re¬place the former water supply system within the city limits by tapping new water supply areas outside of the city. Since 1883 Munich has been obtaining its water from the Mangfall River catchment located some 35 km to the south. Its most distinguishing characte¬ristics are as follows: 1) the water is free-flowing, i.e., a pumping system is not required as the catchment area is 100 m higher than the city; 2) the water does not normally have to be treated, meaning "spring fresh" tap water. On a daily basis, 300,000 m3 of water flow through the more than 100 year old pipes, accounting for 70% of the city's daily need. There was originally no requirement of a water tight system as strategically installed drain pipes prevented the build-up of exter¬nal water pressure on the lining. As the qua¬lity of today's water has become significant¬ly worse, the tunnels are now in dire need of restoration or replacement.

Coal jigs have played a predominant role in U. S. coal preparation for fifty years. Recently, an improved fine coal jig has been used to prepare the middle size range coal. These efficient machines are changing the historical thinking about jigs and is consistent with trends in coal preparation throughout the world. The performance achieved and operating cost savings are causing a change in fine coal cleaning strategy. With the exception of a handful of operators, fine coal jigs are generally not well understood by the industry. The objective of this paper is to provide some insight into the past use of fine coal jigs and their potential in the future. Improved Fine Coal Jig Since the mid 701s, an improved fine coal jig has been employed to an important niche in preparation, the 19 mm x 100 M range of cleaning. Several factors due to mining and liberation considerations have caused an expansion of this middle range of coal resulting in a host of challenges for coal preparation engineers. Fine coal jigs have been commissioned in several installations in North America to handle these important applications as shown in Table No. 1.

During construction of the Washington Metropolitan Area Transit System, the hand-mining of a mixed-face condition was anticipated on a portion of tunnel located in the downtown area of Washington, D.C. The Section, consisting of two circular tubes, extends from Station 12+80, heading in a westerly direction, traverses along a curve under Lafayette Square, and ends in a northwesterly direction at Station 37+62 (see Fig. 1a). It was near the northernmost portion of the section that the mixed-face condition was encountered. Decomposed rock was first encountered in the invert at Station 31+00. From this point the rock gradually increased in height until it intersected the springline at Station 37+62, the project limit. Summarized within this paper are measurements of the soil load on a horseshoe-shaped portion of tunnel located in the mixed face condition. These measured loads are compared to the soil load on tunnels as determined by current design methods. The paper also discusses rib and surface movements associated with the post loading process. Comments will be made on how the presence of a mixed face condition might help or hender the tunnel design and construction procedures.

Rapid excavation includes rapid support and is the central theme of this paper. Over the last few years, enormous strides forward have been made in the excavation and material handling aspects of underground excavation. However, the technology necessary to support these rapidly created openings has lagged behind the other aspects. This paper would attempt to bring you up-to-date on the progress made in bringing ground support using shotcrete into the same productivity rates as the other cyclic operations. Shotcrete has become an acceptable material for temporary and permanent support for undergound openings. However, coarse aggregate shotcrete has been an expensive construction material. It has been confined in the main to difficult ground conditions where conventional methods of support have proved to be even slower and more expensive than shotcrete. There are two main factors influencing the productivity of shotcrete equipment. (1) Structural shotcrete as opposed to gunite requires 40% to 45% rock minus 3/4" in the mix design. The equipment to handle such aggregate content has been difficult to develop on a volume basis owing to the attritional nature of the material which causes intense wear problems on

INTRODUCTION Los Angeles is one of the world's largest cities in area with a span of 70 km between its north and south limits. The population in the Los Angeles Basin exceeds 11 million people. Los Angeles is second only to New York City in density of U.S. urban population and it operates one of the largest city bus fleets in the world, 2,500 buses. After many years of planning and many consultants' reports, it is planned to initiate a 30 km (18.5 miles) starter line subway -- the "Wilshire Corridor" (Figure 1). Construction is to start in 1985. In several locations, subway routes ultimately will skirt or cross old oil fields, which may cause gassy tunneling. Of particular note are the La Brea Tar Pits, which overlie a part of the old Salt Lake oil field. Tunneling through tar sands for about 3 km will be unique for subway construction and will occur on the starter line. Experience with previous gassy tunnels in the greater Los Angeles area shows that tunnels can be completed safely if precautions are taken. Abundant ventilation is the main solution, although other precautions are discussed herein.

The rare earth elements (REE) which include the 15 lanthanide elements (Z = 57 through 71) and yttrium (Z = 39) are so called because the elements were originally isolated in the late 18th and early 19th centuries as oxides from rare minerals. Most REE are not as uncommon in nature as the name implies. Cerium, the most abundant REE (Table 1), comprises more of the earth's crust than copper or lead. Many REE are more common than tin and molyb¬denum, and all but promethium are more common than silver or mercury (Taylor, 1964). Promethium (Z = 61) is best known as an artificial element, but has been reported in very minute quantities in natural materials. Lanthanide elements with low atomic numbers are generally more abundant in the earth's crust than those with high atomic numbers. In addition, lanthanide elements with even atomic numbers are two to seven times more abundant than adjacent lan¬thanides (Table 1) with odd atomic numbers. The lanthanide elements traditionally have been divided into two groups: the light rare earths (LREE), lanthanum through eu¬ropium (Z = 57 through 63); and the heavy rare earths (HREE), gadolinium through lutetium (Z = 64 through 71). Although yttrium is the lightest REE, it is usually grouped with the HREE to which it is chemically and physically similar. The REE are lithophile elements (elements enriched in the earth's crust) that invariably occur together naturally because all are trivalent (except for Ce+4 and Eu+2 in some environments) and have similar ionic radii. Increase in atomic number in the lanthanide group is accompanied by addition of electrons to an inner level rather than the outer shell. Consequently, there is no change in valence with change in atomic number, and the lanthanide elements all fall into the same cell of the periodic table. The chemical and physical differences that do exist within the REE group are caused by small differences in ionic radius, and generally result in segre¬gation of REE into deposits enriched in either light lanthanides or heavy lanthanides plus yttrium. The relative abundance of individual lanthanide elements has been found useful in the modelling of rock-forming processes. Comparisons are generally made using a logarithmic plot of lanthanide abundances normalized to abundances in chondritic (stony) meteorites. The use of this method eliminates the abundance vari¬ation between lanthanides of odd and even atomic number, and allows determination of the extent of fractionation between the lanthanides because such fractionation is not considered to have taken place during chondrite formation. The method is also useful because chondrites are thought to be compositionally similar to the original earth's mantle. Europium anomalies (positive or negative departures of europium from chondrite-normalized plots) have been found to be particularly effective for petrogenetic modelling. REE were originally produced in minor amounts from small deposits in granite pegmatite, the geologic environment in which they were discovered. During the second half of the 19th century and the first half of the 20th century, REE came mainly from placer deposits. With the exception of the most abundant lanthanide el¬ements (cerium, lanthanum, and neodymium), individual REE were not commercially available until the 1940s. Since 1965, most of the world's REE have come from two hard rock deposits: Mountain Pass, United States, and Bayan Obo, China. GEOGRAPHIC DISTRIBUTION OF REE DEPOSITS More than 70% of the world's REE raw materials come from three countries: China, the United States, and Australia. China emerged as a major producer of REE raw materials during the 1980s, while Australian and United States market share decreased dramatically (Fig. 1). Table 2 gives recent annual production figures along with estimated reserves by country, and Fig. 2 shows loca¬tions of significant REE mining. MINERALS THAT CONTAIN REE Although REE comprise significant amounts of many minerals, almost all production has come from less than ten minerals. Table 3 lists minerals that have yielded REE commercially or have po¬tential for production in the future. Extraction from a potentially economic REE resource is strongly dependant on its REE miner¬alogy. Minerals that are easily broken down, such as bastnasite, are more desirable than those that are difficult to dissociate, such as allanite. In general, producing deposits contain REE-bearing min¬erals that are relatively easy to concentrate because of coarse grain size or other attributes. INTRODUCTION High energy breaking is an alternative to using ex¬plosives in underground secondary breaking operations. It also is a means of upgrading conventional hand-held breakers, manual sledge-hammer breaking, and scaling bar operations. Major areas of application are in sec¬ondary breaking over grizzlies and at drawpoints. Other applications include breaking down ripping lips in longwall seam mining, scaling in stopes and rooms, general demolition work, and roadway maintenance. There is considerable interest in high-energy impact breakers for use in primary ore breaking, but, as of 1977, all such applications have been only experimental (duToit, 1973; Joughin, 1976; Wayment and Grantmyre, 1976). EQUIPMENT Essentially, a high-energy impact hammer is a boom¬mounted pneumatically or hydraulically actuated breaker. The machine basically consists of a piston that oscillates in a housing and impacts the end of a tool or moil thrust against the rock. The force applied to the rock primarily depends upon the impact energy of the piston-the higher the impact or blow energy, the greater the force and, thus, the greater the rock break¬age. Among drill and breaker designers, a common expression for blow energy is "force of blow." Hand-held breakers are limited to blow energies of about 140 J (100 ft-lb), because the operator is unable to handle heavier machines efficiently or to absorb the recoil energy resulting from higher blow energies. How¬ever, these restrictions do not apply to boom mounted breakers; machines with blow energies on the order of 4000 J (3000 ft-lb) and higher are available commer¬cially for underground use. There is considerable evi¬dence to show that increasing the blow energy also in¬creases the efficiency of the breaking operation; i.e., more rock is broken per unit of energy expended (Grantmyre and Hawkes, 1975). Thus, there is a trend to higher blow-energy machines, particularly where high¬strength rocks are to be broken. In relation to rock breaking, the blow rate of boom¬mounted impact breakers is not as important as it is for rock drills. This is because the breaker must be moved over the work surface between blows. The blow rate is governed eventually by the power supply, and typical blow rates range between 200 and 600 blows per minute. As a general rule, light blow-energy machines have higher blow rates than heavier machines. Table 1 lists most of the boom-mounted impact breakers that were available commercially during 1977, and it gives details of the blow energies and machine weights. Restrictions are placed on the blow energy by the machine weight and size, and by the strength of the boom. Typically, boom-mounted impact hammers have a blow-energy to mass ratio of about 1.5, with lower values for lighter machines and higher values for heavier machines. In addition to supporting the hammer weight, the boom also has to absorb the recoil energy of the blow, which can be on the order of 1400 J (1000 ft-lb) for large hammers operating in a horizontal mode. Interesting exceptions to the general run of impactors are the Joy HEFTI hydraulic hammers. In these machines, the piston impacts onto a fluid cushion that is positioned between the piston and the impact tool. This approach allows very high piston velocities, over 30 m/s (100 fps), to be used without the risk of break¬ing the piston or impact tool. Steel on steel impacts must be limited to impact velocities of about 10 m/s (35 fps) due to the high impact stresses generated; thus, increased blow energies can be achieved only by increas¬ing the piston size. The Joy 514 HEFTI®, listed in Table 1, has a blow energy of 27 100 J (20,000 ft-lb), but, as of 1977, the machine has been used underground only on an experimental basis. Using a fluid cushion between the piston and the impact tool allows the use of light pistons, reducing the overall machine weight. The recoil energy, which must be absorbed by the boom for a given blow energy, is directly proportional to the piston to machine mass ratio, and operating with light pistons provides an addi¬tional benefit in reducing the requisite boom size. Both pneumatic and hydraulic hammers are avail¬able commercially. Although hydraulic hammers are a relatively recent development, they already outnumber the pneumatic machines in use. The objective of this chapter is to discuss the interrelationship between industrial minerals and chemical manufacturing. It is intended to supplement rather than duplicate the commodity chapters. Particular emphasis is given to the pertinent chemical element and to market factors. Condensing this broad subject into a few pages of this handbook permits treating only the most important elements derived from industrial minerals. Hydrocarbons, which quantitatively dominate as raw materials for the chemical industry, are omitted, as are the metallic elements and the minerals covered in other "use" chapters such as phosphorous, potassium, and nitrogen for fertilizers, and titanium dioxide for pigments. The remaining six elements of major importance are: boron, bromine, chlorine, fluorine, sodium, and sulfur. These elements are treated individually under separate headings. [Table 1] affords an overview of the main industrial minerals, the chemical products derived from them, and end uses of the products. Salt brines have particular importance as raw material sources for the chemical industry. Table 2 is a chart of the chemical compounds derived from four types of brines: (1) Owens Lake-type brines, which are sources of boron and sodium compounds; (2) Midland-type brines, from which bromine, iodine, and chlorides of calcium, magnesium, potassium, and sodium are derived; (3) Searles Lake-type brines, yielding boron, bromine, lithium, magnesium, potassium, and sodium compounds; and (4) Silver Peak- type brines, produced mainly for lithium. MARKET ATTRIBUTES Some of the important market traits common to industrial minerals used by the chemical industry are: 1. They are international commodities, such as fluorspar and sulfur, which largely move to foreign consumers. 2. Grade, and freedom from deleterious elements are important factors affecting their usability in chemical processes. An example is salt (NaCl) used in electrolysis where ultrapure evaporated salt is required to meet rigid specifications. 3. Purified products take on the characteristics of specialty items and command a distinctly higher price than the basic commodity from which they are derived. 4. In practically all cases, chemical users require some sort of cleaning or beneficiation of the naturally-occurring mineral to bring it to specification, and individual specifications may vary from user to user for essentially the same use. 5. In some instances it is necessary to strike a balance between what the vendor can supply and what the buyer requires, with the result that specifications have to be eased to afford the needed materials in marginal cases. 6. Because they tend to be bulk commodities, low cost for handling and transportation are important and such costs may limit the area from which a chemical user can draw his supply. 7. Shipments are usually in bulk and frequently in multiple-car, full-trainload or full-shipload lots to reduce transport costs, which in turn may require large terminal investment facilities. 8. Purchases are generally by contract of one year or longer term, with spot buying playing only a minor role. 9. Contract prices are usually fixed in short term commitments, but may vary according to assay, with premiums and penalties for content above or below the norm; however, general practice is for specifications to be fixed in the contract with minimums being set for the desired material and maximums for undesired elements. In longer term contracts, prices are often escalated on labor, fuel, and other vendor processing costs. 10. Suppliers of individual commodities to the chemical industry tend to be limited in number and are generally medium- to large-size producers that supply a few major consumers. 11. The bulk of the mineral volume is for basic chemical uses, sulfur suppliers to sulfuric acid producers and fluorspar for hydrofluoric acid producers being typical examples. These basic chemical products then are used for the production of other products. 12. Shortage of a supply of adequate quality leads consumers to seek substitutes. In the case of fluorspar, much work is being done on recovery of fluorine from phosphate rock. Success in the form of fluorosilicic acid and/or hydrofluoric acid production could, in time, affect the hydrofluoric acid chemical industry. 13. Markets tend to be characterized by cycles of shortage followed by oversupply, with attendant wide price fluctuations. 14. Baniers to trade can have an adverse effect on the necessary movement of industrial minerals used by the chemical industry in international trade. Antidumping laws, quotas, and tariffs can disrupt or dislocate normal markets. 15. Chemical industry consumers may back-integrate for security of supply or for favorable economics, sometimes by joint ownership and often with experienced mining partners.

INTRODUCTION The concern of occupational exposure to diesel exhaust pollutants is an important workplace issue for the mining industry. During the last three decades of diesel operations at Inco, a significant amount of research and improvement has been made in the area of work environment, and effective diesel operation. This paper will review the experience gained by Inco's Ontario Division from the implementation and the use of modern engines, improved fuel quality, and the exhaust control technology, coupled with adherence to proper maintenance and ventilation design and practices. Past monitoring practices and the current occupational monitoring program at lnco are outlined. A major new research initiative involving multi-stake holders in diesel performance is described. MINING IN THE SUDBURY AREA The discovery of nickel-copper ore in the Sudbury area dates back to the year 1856. The existence of this orebody was noticed when a strong compass deflection was observed by a provincial surveyor. This discovery, even though documented in official re- ports, failed to arouse any public attention at that time. In 1884, a rock-cut was blasted through a small hill near the village of Sudbury to permit laying track for the Canadian Pacific Railway (Boldt 1967). The rock-cut uncovered a body of massive sulfides with a copper content of over nine percent. The mineralization is concentrated along the outer margin of the Sudbury Basin, an oval-shaped structure having a dimension of 55 x 95 kilometres. The ore extends down-dip to to at least 3000 metres below the surface. The mining methods at lnco can be divided into two categories: "filled-stope" and 'bulk" mining. This division, in the broad sense, may also reflect the environmental conditions of the mine. In the past, the selection of a mining method was based on the size, shape, grade and the strength of the ore and its surroundings. The recent development of improved technology and mining equipment permitted wider application of low cost bulk mining methods. UNDERGROUND DIESEL EQUIPMENT The first diesel-powered machine, a 145-horsepower scooptram, was put into operation in March 1966, in a cut-and-fill stoping complex at Frood Mine. The number of diesel machines underground in the Inco, Ontario Division, mines was increased to 360 units by 1971,550 in 1977 (Rutherford 1978), and over 830 diesel-powered units in 1995. The following list indicates current mobile diesel equipment. COMPOSITION OF DIESEL EXHAUST Diesel exhaust contains hundreds of pollutants (Watts 19921, including components of unburned fuel and lubricating oil and products of incomplete combustion of the fuel and oil. These pollutants are emitted either as gases or as particles. Gaseous pollutants include carbon monoxide, nitrogen oxides, and sulfur ox- ides, as well as a variety of organic compounds, such as hydro- carbons, aldehydes, and polynuclear aromatic hydrocarbons. The particle phase, also known as diesel particulate matter (DPM), is the filterable portion of diesel exhaust. Figure 1 depicts the trimodal particle size distribution that arises from different mechanisms of aerosol generation (Cantrell and Rubow 1992). Primary combustion aerosols, including diesel exhaust aerosol, are formed as very small particles (in the 0.001 to 0.08 micrometre range), but physical mechanisms such as condensation and coagulation quickly transfer the aerosol mass from the nuclei mode to the accumulation mode. These processes result in a mass median diameter of approximately 0.2 micrometres for diesel particulate matter, and 90% of the particles are less than 1.0 micrometre in size. These particles have a high surface area, permitting the adsorption of different substances produced during combustion. Mechanically generated aerosols, on the other hand, typically contain particles greater than 1 micrometre in diameter. The particle phases of diesel exhaust contain three components (Bagley, et al, 1996) shown by Figure 2, namely: a carbon- aceous fraction composed mainly of solid-carbon particles, a sulfate fraction containing small hydrated sulfate particles, and a soluble fraction that contains compounds that are soluble in organic solvents and are adsorbed or condensed onto carbon core particles. These compounds consist primarily of higher molecular weight hydrocarbons and PAH's and may contribute 15% to 45% of the weight of the total particulate matter (Schuetzle, 1983). The control of these pollutants is necessary to ensure a healthy work environment. The remarks that follow are based substantially on experience covering 45 years, 80% of which has been in placer work, rather than on a review of available literature. Most commercial placers have been deposited by the action of water. The richer and more difficult-to-mine placers are those in the headwater areas where gradients are steepest. The most lucrative placers are generally in intermediate areas where volumes are greater, fewer boulders are present, and gradients are from 3% to 1-1/2%. The higher volume, lower grade placers are in the lower reaches of river systems where gradients are lower. Where gold-bearing rivers have discharged into the sea, wave action can concentrate values on beaches, past and present. Most of the rich, readily accessible placers were mined by our forefathers. Current opportunities exist: (1) in remote areas where infrastructure has been absent in the past, or development has been prohibited by adverse ownership - political or commercial; (2) in deposits that could not be mined by equipment available to our forefathers; (3) in deposits unidentified by our forefathers; (4) where the-price-of-product/cost ratio is substantially better than in earlier years; or (5) a combination of those factors. When I entered the placer business in the late 1930s, and subsequently, a prevailing opinion believed that glacial deposits should be avoided as irregular in mineral content and composition, and unrewarding to explore and develop; yet an operator has been mining a fluvio-glacial deposit profitably for the past 17 years. Rich buried placer channels, often called paleo-channels were worked in the last century, generally by hand methods, and under conditions that would be unacceptable today. Exploration and mining equipment now available make some of these channels attractive targets. Well-known examples are in California and Australia. The formation of a commercial placer requires a source of valuable minerals. Above primary deposits, there may be eluvial deposits formed by the erosion of gangue minerals and the concentration "in situ" of valuable minerals. Down slope from these deposits are the hillside or colluvial deposits, and below them are the alluvial deposits of redeposited material. Most of the great placer fields of the world are the result of several generations of erosion and deposition. Well-known examples are in California and Colombia. Gold is a very resistant and malleable material, and gold placers may extend for 64 or 80 km (40 or 50 miles) along a river system. Platinum is less malleable, but is very resistant to disintegration. Diamonds are extremely hard, and (especially gem diamonds) may be found over great lengths of a river system. Cassiterite is less resistant to disintegration, and tin placers seldom extend over two miles without resupply from an additional source or sources of mineralizaton. Tungsten minerals are generally more friable, and within a few hundred yards of the source disintegrate to the point that they are uneconomical to recover. Rutile, ilmenite and zircon placers generally result from the weathering of massive deposits, and may be encountered over extensive areas; most are fine grained and durable. What does a geologist or mining engineer look for in placer exploration? The old adage to look for a mine near an existing mine is still valid. You need a source of valuable mineral. Then you require conditions for concentration, which means a satisfactory gradient and/or other conditions that will permit heavy minerals to settle. Nicely riffled gravel, often called a shingling of the bars, is conducive to placer formation. Coarser gravel is logically associated with coarser gold. Excessive clay and/or high stream velocities in narrow channels can carry gold far downstream and distribute it uncommercially over a large area. When material is extremely fine, in situ weathering and concentration become more important. Placers frequently occur distant from lode mines, and one must remember that in a larger watershed the exceptional floods that occur once in a hundred or a thousand years can move great quantities of material long distances. The carrying power of water is said to vary with the fifth or sixth power of its velocity. I am not ready to disagree with Waldemar Lindgren and accept that many commercial placers are substantially enriched by the chemical deposition of gold from solutions; however, I have seen crystalline gold in clayey material quite distant from known sources of primary gold that is dif-

The use of diesel engines in underground hard-rock mines dates back to the late 1940s. For the first several years, they were used only occasionally, being limited to a few metal mines that experimented with crawler¬mounted front-end loaders, tractor-trailer hauling units, a few tractors for drill-compressor mounts, and utility cleanup machines. By the mid-1950s, track loaders had become commonplace in limestone mines and uranium mines on the Colorado Plateau in the United States, as well as in Canada. Use of crawler-mounted tractors as drill and compressor mounts also increased. By the end of the 1950s, rubber-tired loaders and some haulers began to replace the track-type machines and rail-mounted cars that had been in use. About 1960, the rubber-tired machines brought about a new era of underground mining mobility and flexibility, centered on a method commonly known as "trackless mining." Ultimately, many of the underground rail-type systems for loading and hauling were replaced by the trackless mining technique. ECONOMIC CONSIDERATIONS The size and nature of mineral deposits, plus ground control techniques, historically had dictated small open¬ings to the surface from many underground mines. The small mine openings led to the development of special rubber-tired loaders and haulers designed specifically for access through the small openings. However, some mines, particularly those in massive mineral deposits, are able to excavate and maintain very large openings, and some use modified room-and-pillar systems. With the large mine openings, the use of larger, more produc¬tive equipment such as that commonly found in surface mining becomes economical. In fact, productivity gen¬erally increases at a more pronounced rate than machine size increases because many of the larger machines were designed for heavy-duty shot-rock applications in surface mines and construction sites where the handling of blasted rock is common. Combining greater productivity often inherent in larger machines, with reduced downtime resulting from using fully developed machines with fast parts and service backup, some mine operators have been able to reduce material handling costs appreciably while reduc¬ing manpower requirements for operators and main¬tenance men. Large mine openings increase the amount of rock that must be handled in the development work, and they sometimes increase the dilution in stopes or rooms, de¬pending upon the dimensions of the ore zone. Providing adequate space for the unrestricted operation of large surface mining machines could, therefore, lead to more waste segregation and handling costs. It could also cause greater ore dilution that would result in a lower grade of ore being delivered to the processing plant. The tradeoffs between opposing cost factors must be reconciled and balanced to achieve the best overall cost of the crude ore, concentrates, or product. EQUIPMENT MODIFICATIONS Loaders and haulers designed for surface mining are seldom used underground in their standard con¬figurations without some modifications. If done, the modifications generally are made by the equipment dealer and/or the user, and the modifications usually include one or more of the following items: 1) The exhaust stack is lowered, and its direction is changed. Usually, it is repositioned horizontally to the rear, or it is fed into the engine fan to diffuse the exhaust gases. 2) The operator's position is lowered by either lowering the seat or changing the seat to a side mount. 3) The operator controls are adjusted to fit the new operator position. 4) Other components, such as the radiator and loader tower, are lowered. 5) Special bumper guards are mounted at the base of the radiator area. 6) An exhaust conditioner is mounted and con¬nected, using either a catalytic or a water-type condi¬tioner, or both.
