Introduction A section of the Federal Land Policy and Management Act of 1976 specifies the procedure for areas the US Bureau of Land Management manages that have wilderness qualities. In part, FLPMA specifies that within 15 years of its approval, the Secretary of the Interior shall review roadless areas of 20 km2 (5,000 acres) or more and roadless islands of public lands identified during the inventory as having wilderness characteristics described in the Wilderness Act of 1964. Further, the Secretary shall report to the President his recommendation as to the suitability of each area or island for preservation as wilderness. However, before any recommendations for, wilderness designation, mineral surveys shall be conducted by the US Geological Survey and the US Bureau of Mines to determine if any mineral values are present. And finally, a Presidential recommendation for wilderness designation becomes effective only if so provided by an Act of Congress. BLM Inventory Procedures To fulfill these legal requirements, BLM is inventorying the land it manages for wilderness qualities. Since the law sets special provisions for Alaska, BLM included in its inventory only the public lands it manages in the conterminous US. In 1980, after public input, BLM picked 967 areas to be considered as Wilderness Study Areas. All of the selected WSAs are in 11 western states and the areas total about 97,128 km2 (24 million acres). From these 967 areas, through its multiple-use planning system, BLM is making initial recommendations of areas to be considered suitable for preservation as wilderness. Those WSAs that BLM initially considers suitable for wilderness preservation will have mineral surveys conducted by the USGS and the USBM, to determine mineral values. Based on these mineral surveys and other resources information including wilderness qualities, the Interior Secretary will report to the President his recommendations on the WSAs suitable for wilderness preservation. To make the initial recommendation of suitability, BLM managers will need information about geology, energy, and mineral (GEM) resources as well as information about other resources. BLM has begun a GEM assessment program to provide its managers with that information. This program is designed to provide information for a WSA suitability decision process that aims to supply minimum necessary GEM information. In essence, the program will provide preliminary assessment of the mineral potential for each WSA. Assessing the WSAs To accomplish this, a two-phase program was designed. In phase one, only existing data are collected and used. In phase two, new data are generated and added to existing data. Phase two begins only if BLM geologists, mining engineers, or managers consider the information provided in phase one as inadequate. This avoids unnecessary work and expenses and allows the program to proceed without undue delay. Figure 1 shows the two-phase process, including BLM's GEM in-

The US Bureau of Mines has funded several research and development projects in computerized mine monitoring and control. Hardware and software components have been sufficiently developed so that mine operators have been provided with an efficient means to comply with federal regulations and increase mine safety. Several cost benefits have been realized as well, particularly with increased conveyor belt haulage availability. Western Fuels-Utah Inc. approached the Bureau to assist in planning, installing, and evaluating a computerized mine monitoring and control system because of the agency's research experience in this area. The installation was planned for Western Fuel's Deserado mine, located in Rangely, CO. Since a large, complex, underground mine producing about 2.4 Mt/a (2.7 million stpy) of coal was projected, the company anticipated significant benefits in safety and efficiency through a computerized monitoring and control system. A major part of the cooperative program was to document and evaluate the system design, installation, and operation. This will assist others to adequately design, specify, install, and operate future systems. Mine description The Deserado mine plan and layout have important impacts on the monitoring system requirements. Long range plans are to produce 2.4 Mt (2.7 million st) of clean coal annually from two longwall sections and four continuous sections. Presently, two continuous miner sections operate under 213 m (700 ft) of overburden in the 2.3 to 2.5 m (7.5 to 8.5 ft) thick D seam to develop main, submain, and panel entries have developed for a longwall. These began operation in December 1986. Belt conveyors haul the coal from the mining sections to a 1.4-m (54-in.) belt located in the upper compartment of the slope. The lower compartment contains a hoist for men and material transport. From the slope, the coal moves to two 9 kt (10,000 st) raw coal storage silos, then to a 680-t/h (750-stph) preparation plant. After cleaning, a 5.5-km (3.5-mile) overland conveyor carries the coal to a clean coal slot storage and rail load-out facility. An electric locomotive then transports the coal to the Bonanza Power Plant in Utah. Allen-Bradley monitoring and control hardware and software controls the preparation plant, with two PLC-3 programmable controllers and a Process Control Industries D-1200 color graphics interface. The system operator uses three "smart" color video display units and an alarm printer for hard copy records. Originally, it also monitored and controlled the conveyors from the bottom of the slope to the top of the raw coal silos, the preparation plant, the overland conveyors, the main mine ventilation fan, and the hoist. Some of these features, though, were later transferred to the mine system.

Introduction A study was completed that investigated the enrollment in mining engineering programs in 24 universities and colleges. All programs considered in the study award four-year bachelor of science degrees in mining engineering. They also provide all the engineers for the mining industry and a large portion of the geotechnical engineers working on environmental problems, storage of hazardous waste, civic, and Federal government underground projects. The numbers used as the base for the study are those reported by each program to SME-AIME and published yearly (SME, 1986). Data for the study came from the period 1975-1985. Also, since some programs include students in related disciplines and special categories, such as cooperative students, a few inaccuracies were unavoidable. A 23-page document has been prepared that reports on the overall picture of current enrollment, the trends, and discusses the results, perceived effects, and what can, or should, be done. There has been an obvious, and dramatic decrease in total undergraduate enrollment since the late 1970s. In 1978, 3117 students were enrolled. In the 1985 fall semester, enrollment was 1022, less than one-third. There were 485 seniors, 265 juniors, 147 sophomores, and 125 freshmen. The downward trend in total enrollment is likely to continue for at least another two years. Class size The catastrophic drop in enrollment is shared by all programs across the country. It does not discriminate between types of programs, coal or hard rock mining, or location. In general, 1985's enrollment is about 30% of whatever the maximum enrollment was in any program, though this varies from the teens to 50%. The latter percentage occurs only for some programs with special circumstances, particularly new programs not well established in the late 1970s. The beginning of the decline in enrollment has occurred at slightly different times as affected by the demise of each program's local industry. The numbers in each class produced from a specific freshmen year (Fig. 1) are worthy of comment. The dramatic drop in enrollment for all classes after 1982 is clearly demonstrated. The timing coincides with the general downturn in the mining industry, when many employed engineers were laid off and new graduates could not find jobs. Also, significantly fewer students are being attracted to mining programs as freshmen. The number of seniors shown seems inappropriate. Where did so many seniors come from and why are so few graduates produced? There is an increasing trend for students to take four-and-a-half or five years to graduate. Therefore, they are counted twice, once when they are first classed as seniors and again the following year. Some students purposely delay graduation to obtain more summer work experience and take additional courses. They believe that this gives them a better

Severe climatic conditions in mines are normally associated with working at depth. More precisely, it is a matter of working in regions of high strata temperature, since, for example, some coal mines in the Ruhr have strata temperatures at 1000 m which are matched only at 3 times that depth in the South African gold mines. In Britain we are perhaps fortunate in encountering strata temperatures in our deeper coal mines some 10-15 K lower than at the same depth in the hot mines of the Ruhr. Nevertheless the problems of high temperatures and humidities in UK mining operations, which in the past have been confined to a few specific sites, have in recent years become more widespread, and there is every reason to suppose that the trend will continue. Clearly strata temperature is not the only .causative factor. Long ventilation circuits serving districts remote from the shaft must also play a part, while the heavy use of machinery and the rapid, rates of excavation of modern mining methods are obviously important. It is necessary to understand the mechanisms of all such factors, and to measure their magnitudes and fluctuations, if remedial measures are to be properly designed or predictions made which are accurate enough to be of use in ventilation planning. This paper presents the results of a long-term (and continuing) investigation carried out in several mines to measure the major sources of heat and moisture on longwall districts and trunk conveyor roadways. The variation with time of these sources is reported, and the resultant effect on the climate is considered. In their investigations of the heat exchanges occurring in a whole mine Oakes and Hinsley (1955-56)1 listed and estimated the magnitudes of a large number of heat sources. Some of these, namely autocompression of the air in the shaft, diesel engines and compressed air mains, do not apply to the present investigations, which refer to longwall districts with conveyor transport and no compressed air supply. Others, such as oxidation of coal and, desorption of methane, have not been taken into account in the measurements, but are discussed later. One other source, the importance of which was pointed out by Gracie and Matthews (1975)2, is the coal on the conveyor, a form of strata heat emission, but one which is strongly dependent on the rate of coal production. The heat emissions measured in the present investigations were the energy consumed by electrical machinery, the heat conducted from the strata and the heat lost by the conveyed coal. Most of the emitted heat was removed from the district by the ventilation air, and was measured by continuously recording the enthalpy of the air at fixed stations. The heat removed by service water, supplied for machine cooling and dust suppression, was also measured. Account was of course taken of the relatively minor changes in level around the districts, in terms of the potential energy gained or lost by the coal and by the ventilation air (autocompression).

"The contract C931 of the downtown line 3 (DTL3) mass rapid transit system of Singapore includes half a kilometer twin tunnels running between Mattar and Macpherson stations. An EPB TBM of 6.6 m diameter was used to excavate both of these tunnels. The tunnels pass predominantly through a very stiff silty/clayey fine to coarse sand from the Old Alluvium Formation. In this paper, TBM selection procedure, TBM performance evaluation, and some of the tunneling operation challenges with the TBM in the Old Alluvium Formation are discussed. In this regard, soil conditioning trial tests were performed to resolve the clogging issue and low TBM performance. Thorough TBM operational data analysis was performed to detect high soil abrasivity, backfill grout leakage, and foam nozzle clogging. The results of some of the applied modifications are also discussed to show their effects on the TBM performance improvement. Finally, some of the challenging TBM design specifications are also discussed. INTRODUCTION Tunneling and underground construction in Singapore has been increased in the last 30 years due to the demand for public transportation systems and the limited space above the ground for the infrastructure development. Downtown Line Stage 3 (DTL3) Mass Rapid Transit (MRT) system has 21 km total route length and consists of 16 stations. DTL3 Contract C931 runs between Mattar station and MacPherson station. The construction works in this contract include twin bored tunnels of 6.6 m diameter and 450 m length and a TBM launch shaft of nearly 30 m depth. The tunnels run in urban area below Kallang Paya Lebar Expressway tunnel (KPE), Kallang River Canal, and Circuit Link. Figure 1 shows the alignment of the tunnels in between two subway stations. The tunnels were excavated by an earth pressure balance (EPB) tunnel boring machine (TBM) through the Old Alluvium (OA) formation, a challenging geological formation in the sense of its abrasivity and stiffness. The Old Alluvium Formation mostly includes stiff to very stiff clayey and silty sand. The soil is un-weathered cemented to semi-cemented dense, mainly with a low permeability coefficient of 10-7 m/s and high SPT values (almost 100). The soil is classified as “very high abrasive” according to NTNU SAT test classification (SAT value of 15 to 42). The construction of the first tunnel drive was slowed down due to a number of factors related to soil conditioning and TBM operation. In this regard, a thorough analysis of the TBM operational parameters from the excavated sections was performed to identify the problems in time to prevent unwanted construction delays in the subsequent sections. In the following sections, a brief overview of the criteria used for TBM selection is presented at first. Then, the results from the analyses and tests performed to assess soil conditioning, grout leakage, and soil abrasion are presented. The last section discusses some of the tunneling design features that challenged the TBM operation in this project."

Introduction The cost of grinding may be divided into a fixed equipment cost portion and an operating cost portion. The fixed equipment cost is the amount of money required to purchase the grinding mill itself. This amount may be kept separate from the installation cost which, often, is taken as a percentage of the fixed equipment cost. A good average is 43%; therefore a $100,000 ball mill would cost approxi¬mately $143,000 installed. Operating costs are variable and paid per unit time for power, liner replacement, grinding charge replenishment, labor, and mainte¬nance including major parts replacement. Such costs depend on the geographical location and will vary with the cost of labor. Operating costs are difficult to estimate. Most mining companies consider such information proprietary. This section provides a means to obtain an estimate of the equip¬ment cost of a grinding mill with a rated accuracy of±l0%. Compara¬ble methods to determine operating costs are not available. Such costs are presented in table form with suggestions for updating them. Esti¬mating the cost of liners and steel replacement is possible as described in a later section. Capital Costs of Grinding Mills Grinding mill costs have been related,124 by means of equations and corresponding graphs, to the nominal horsepower requirements of mills. All graphs are based on a Marshall and Stevens cost index for Mining and Milling of 300, where a cost index is a ratio used to estimate current prices of equipment from obsolete prices. Where (Cost Index Now) Cost Now = (Cost Then) (Cost Index Then) (I) For example, the cost of an autogenous mill that requires a 3000¬hp motor is estimated as $500,000 (Fig. 95). This was the estimated price when the M&S (Marshall and Stevens, Mining and Milling) cost index had a value of 300. If the index is currently at 400, then the estimated current price of the autogenous mill is: Cost Now = ($500,000) (400) (300) = $667,000 Most professional journals will publish current values of cost indices at least once a month. In subsequent pages, each graph of grinding mill cost vs. mill horsepower has an associated graph of capacity vs. horsepower along with a table that relates mill size to horsepower. The associated graph and the table must be used with caution, since both apply to an average ore under average conditions. Example calculations showing how graphs should be used are shown in the following. It should be stressed that the cost data incorporated herein ex¬cludes the cost of pumps, motors, lines, and classifiers, unless other¬wise stated. Costs are not direct quotes; they are the averages of quotes supplied by manufacturers and analyzed by means of regression analysis. Example 1. INTRODUCTION The use of backfill materials in underground mines has been practiced for many years and the trend indicates an increased utilization of backfill materials in the future. The authors believe that underground uranium mines will follow this trend. Classified mill tailings, approximately 65 to 70 percent solids by weight, are the most common fill materials. Cement or other pozzolanic agents can be added to the fill materials to improve their strength characteristics. Dry fill, in the form of development muck, can also be introduced in the stopes to fill the voids left by the action of mining the ore. This paper deals mainly with the assessment of the radiation properties of backfill materials originating from uranium ores processed in the milling facilities of uranium mines. The paper outlines the results of studies conducted in the laboratory and in the field on radon emanating characteristics of backfill materials utilized in uranium mines. ROLE OF BACKFILL IN UNDERGROUND MINES Fill is a structural component of any underground mining system. In general terms, the purpose of filling is to provide ground support, to make recovery of pillars possible to provide a working platform for men and equipment, and to allow for waste disposal. There are other inherent advantages to the use of backfill underground, the most important being to: a) permit mining at greater depth b) allow the adoption of highly mechanized mining techniques c) reduce dilution from wall sloughing d) minimize roof and wall failures e) allow the mining of irregular orebodies, and f) to provide better control of ventilation. The last item is of great importance to uranium mine operators. The introduction of radioactive backfill underground represents an additional source of radioactive contamination; on the other hand the introduction of backfill in the mine reduces the volumes of workings to be ventilated. As a consequence the general mine ventilation is more effective and in most cases, better air quality can be maintained in the mine. There are of course some disadvantages associated with the use of hydraulic fills in underground mines, notably: a) the handling of large additional quantities of water from the underground workings b) delays caused by the cyclical nature of the backfilling operations c) additional costs associated with stope preparation and placement of backfill in stopes, and d) "spills" caused by bursting pipes or fill escaping from fill retaining structures. ASSESSMENT OF NON-RADIOACTIVE PROPERTIES Although the radioactive properties of mine backfills are discussed in this paper many other physical and chemical properties of backfills must also be considered. These properties include: a) percolation rate and permeability parameters b) viscosity versus pulp density relationships c) size analyses d) settling times e) settled bulk density f) solids specific gravity g) void ratio and porosity h) optimal percentage solids by weight i) specific gravity of slurry j) addition of cement:cement retention and loss k) unconfined compressive strength 1) triaxial compressive strength m) shear strength (non-cemented)

In determining the layout or combination of unit operations to be utilized in a modem preparation plant, several factors must be taken into account. Among these are the washability data, size consist data, the particular market or markets for the coal, the mining method used, the degree to which the coal must be prepared, expected fluctuations in raw coal and markets, and the overall economics of the process. In addition, there are the health and safety aspects of coal utilization and preparation. Chapter 1 of this book discusses the characteristics of coal and coal markets, while Chapter 2 deals with the design of preparation plants. Once the unit operations for a particular plant have been decided upon, these arrangement may be depicted by using a flowsheet. A coal preparation plant flowsheet is a two-dimensional graphical representation of the sequence of operations, the arrangement of machinery, and the flow of materials for a particular coal cleaning operation. The flowsheet is usually qualitative in nature, becoming more quantitative as material balances, water balances, numbers and sizes of various pieces of equipment, etc. are added. The usual convention in preparing a flowsheet is to show the feed flowing from left to right, starting at the top left and working down as in an all-gravity process. Various symbols are used for each unit operation as depicted on a flowsheet, and Fig. 14-37 is a compilation of the commonly accepted international standard symbols for each unit operation. Fig. 14-38 through Fig. 14-40 are flowsheets of various coal cleaning processes as published in the January 1976 issue of Coal Age. Each process has its own unique features which, among others, depend upon the coal being cleaned, the coal market, and the mining operation. Fig. 14-38, for example, is a flow diagram for a jig plant preparing steam coal from two strip mines located a few miles apart. In addition to the jig washer, cyclones are used to treat the finer size coal. Fig. 14-39 is a flowsheet of a heavy media plant using a heavy media washer for + %-in. (+6.3-mm) coal, froth flotation for -28 Tyler mesh (-0.6 mm) material, and dewatering phase units (dwp) for Y, in. x 28 Tyler mesh (6.3 x 0.6-mm) cleaning of steam coal. In addition, thermal drying, centrifuge drying, and the use of vacuum disk filters and thickeners for dewatering are depicted. Fig. 14-40 is a flowsheet of a plant producing metallurgical coal. In addition to the heavy media and froth flotation circuits, a tabling circuit is also employed. These flowsheets are intended to give the reader an example of how the various unit operations for coal cleaning may be linked together. Figs. 14-41 and 14-42 illustrate the conversion of block diagrams into an IS0 prescribed set of symbols.

INTRODUCTION The decontamination of a uranium mill site is principally an earth moving task. The task can be completed effectively and efficiently by selecting the proper earth moving equipment and using that equipment within its particular constraints for decontamination work. A considerable backlog of experience concerning earth moving equipment selection and use was acquired during the decontamination work conducted at the former Shiprock, New Mexico, uranium mill site. This experience was acquired by trial and error while decontaminating over a wide range of depths and different types of terrain. Many different types of excavation equipment were available to the Shiprock decontamination project because the Navajo Engineering and Construction Authority (NECA) heavy equipment operator's school was doing the decontamination work and a variety of equipment was needed for training. The equipment is described and its general use for decontamination is discussed. Its on-the-job use for decontaminating the Shiprock millsite is presented. [EARTH MOVING/ANCILLARY EQUIPMENT DESCRIPTION AND DECONTAMINATION CONSTRAINTS] Tractor-Scrapers The most commonly used scraper is the bottom-dump type because it is highly mobile and can dig, carry, and spread loads. In this type a tractor is connected with a yoke to a scraper bowl (Figure 1). The bowl is essentially a rigid box that pivots around the rear axle, opening to the front. A hardened steel knife, or bit, is attached to the leading edge of the bowl. When scraping, the bit penetrates and forces the earth overlying the bit edge into the scraper bowl as the scraper moves forward. When the bowl is full, it is closed by lowering a closure or apron against the cutting bit. The load is dumped while moving, by raising the apron and forcing the load from the bowl with a crowd, or ejector. The height of the dumped load is controlled by adjusting the bit height when dumping. Scrapers of this type generally do not have enough power to scrape up loads unassisted. Loading assistance is generally provided by a crawler tractor that pushes from the rear against the scraper's push block. Some scrapers are made self-loading by adding an additional engine for the extra power needed for the load pick up. Another commonly used self-loading scraper uses a loading elevator (Figure 2). The elevator consists of two roller chains carrying crossbars. The elevator is rotated when scraping and the crossbars cut the earth above or in front of the bowl bit, forcing the load into the scraper bowl. No apron is used on elevating scrapers. The load is dumped by partially retracting the bowl floor and pushing with an ejector. Scrapers have some undesirable characteristics when used for decontamination work. One characteristic is that a clearance space exists around the apron when it is in its closed position. Part of the load (especially sandy soils) dribbles through the

"Climax Molybdenum Company’s Henderson Mine, owned by Freeport McMoRan Inc., is a panel caving molybdenum mine located 69 km west of Denver, Colorado. The mine utilizes long interconnected ore passes as part of the ore flow system. Knowing the approximate level of ore in these ore passes is beneficial for preventing increased dust concentrations in various production areas, as well as scheduling truck loading operations. Level monitoring has been achieved by using a strain gauge placed on the steel structure of the truck chute, an amplifier and a Programmable Logic Controller. This paper explains the concepts and limitations associated with using strain gauges for ore pass monitoring as well as applying proactive dust prevention and level monitoring interfaces. INTRODUCTION The Henderson Mine, located 69 km west of Denver, Colorado, is an underground molybdenum mine which uses a panel caving process to produce 18,000 tonnes per day currently. This process involves dumping ore down a series of interconnected ore passes leading to truck chutes. Trucks use these chutes to load ore and deliver this ore to an underground crusher. If ore is pulled below the lowest intercept of these ore passes, a ventilation pressure imbalance occurs which generates a large amount of dust on the levels where ore is being loaded into the tops of the ore pass. When a dust event occurs, work must be stopped until the dust settles. Once the dust settles the ore passes must be filled significantly before trucks can start pulling from the corresponding chute. This downtime and unplanned work due to dust can be avoided if the approximate ore pass levels are known. Strain gauges have been installed and tested on a truck chute at the Henderson Mine and the results of these tests have led to a series of concepts in using strain gauges to monitor ore pass levels. This paper explores these concepts and corresponding limitations and explains how the application of ore pass monitoring can be achieved with the use of strain gauges. Ore Pass and Ventilation Pressure Imbalance Overview At the Henderson Mine, there are typically two or four ore passes in different drifts that combine into one bin to create an ore pass complex as shown in Figure 1. When the level of ore is at or below the 7210 intercept (I82W), four drifts have a ventilation connection to each other and the 7655 exhaust level. A “piston effect” is created each time a bucket of muck is dumped down the ore pass. Figure 2 illustrates this phenomenon: as the loader in 621 dumps a bucket down the ore pass, the muck pushes the air in the ore pass down the 82A leg and back up the 82B leg which generates a large amount of dust. The bin regulators on 7655 cannot be opened enough to allow for this surge of air to be relieved onto the exhaust level and the dust ends up exhausting into the 625 and 627 drifts."

In today’s challenging mining environment, everyone is focused on minimizing cost per ton. With haulage costs approaching up to 45% of the overall mining costs, and loader performance driving production, optimizing payload on the truck is a big opportunity. This paper will focus on technology’s role in loaders achieving the truck target payload. There are constantly new innovations in technology, but not everyone uses them correctly. Technology is intended to help achieve the next level of performance, but still requires the right people and processes to effectively utilize the benefits. In today’s mining business, miners, engineers, trainers, supervisors, and managers have ever increasing roles and responsibilities as never seen before in past decades. Technology can make these roles more efficient, but fully relying on the technology can detract from optimization. Sometimes the old-fashioned method of loading to a consistent pass match will provide a lower cost per ton. Before blindly trusting your technology feedback, know these three areas discussed in this paper: (1) Prerequisites to utilize technology in payload management; (2) Types of payload management technology; (3) How to use the data to manage operator behavior. The objective of this paper is to provide low-cost recommendations to efficiently increase production. INTRODUCTION Whether miners claim to have been around and experienced it all, or they are the data-driven new generation on the mine site, miners are expected to execute the mine plan at the lowest cost possible. So why is it so difficult to execute this task? Shouldn’t supervisors just have to staff the equipment, tell operators to have a safe day and tally up the numbers at the end of the shift? Let the technology system do the rest; what could go wrong? Lots. Having examined numerous mining operations that use the latest loading technologies over the past several years, one common denominator is the opportunity to improve loader operator performance. Mining companies seek help from consultants, training departments, performance reporting systems and an arsenal of resources. Armed with all this information, but the improvements don’t happen, what could have gone wrong? It comes down to people, not managing the resources to drive the right behavior and as a result, the mine’s performance is not where it should be. Understanding how to make “Great Miners” out of these people is critical to this constant struggle to move more with less and get the costs down. Extraction CPT (Cost-Per-Ton) is most sensitive to optimizing loader production which can be generalized into 3 categories of influence: machine specifications, cycle timing, and continuous management using technology. After establishing a basic production machine configuration, utilizing technology to manage cycle times, operator efficiency and payload can be advantageous. Prerequisites to Utilize Payload Management Technology It is important to begin with the primary considerations that enable the use of technology to continuously manage loading productivity. INTRODUCTION During a recent panel discussion on the topic of millwater antiscalants, the question was posed: "What would you like to see in the future?" Answer: 'We need an antiscalant that: can be fed without a pump (no maintenance), functions on residual basis (no fault), can be tested for colorimetrically in sub-part-per- mi 11 ion concentrations (no guessing) and will recycle back to the mill from tailings (no cost).” Impossible? Based upon today's level of technology, such a product does not exist. However, a few of the qualifications listed above are certainly food for future thought. Meanwhile, progress is being made in upgrading three essential elements in this critical area of ore processing. They are: 1. Antiscalant reagent research and development. 2. On-line monitoring programs. 3. Reagent storage and feed systems. The objective of this paper is to out- line the current direction being taken in each of these areas and to present case histories as examples of how theory has been applied in field situations to better improve operations. LABORATORY SCREENING TESTS Recent technical papers have explained the various generic chemical raw materials which are available in the marketplace. While the merits of each chemical component are open to debate, the processes used by most major reagent suppliers to evaluate products in the laboratory are fairly standard. Common techniques incorporate both static and dynamic conditions in the search for the most cost effective product. Static Test Perhaps the most common test procedure used is based upon NACE Standard Test Method 03-74, which is "a laboratory screening test to determine the ability of scale inhibitors to prevent precipitation of calcium sulfate and calcium carbonate from solution." The objective of this test is to measure the change in calcium ion concentration in a container of saturated stock solution prepared from calcium chloride and sodium carbonate which is heated in a water bath. After 12 hours at constant temperature (160°), the mother liquor is pipetted into a beaker and a titrated for gm/l of unprecipitated calcium ion. A simultaneous test is performed on stock solution with antiscalant added. The results are then charted to determine the most effective antiscalant (with respect to preventing precipitation of calcite). It should be noted that this procedure examines only the ability of a chemical additive to retain calcite in a saturated solution where thermal stress is applied. This is commonly referred to as sequestration or stabilization. It has been documented that products which act in this manner (i.e., inorganic and organic phosphates) are good scale inhibitors. However, low molecular weight anionic polymers function in a much different manner by distorting calcite crystal size, shape and charge density, thus preventing scale formation. Because of this different mode of operation, static tests may not prove conclusive where polymers and sequestrants are being compared. The simplicity of this test makes it easily adaptable for field use, although modifications are often made.

Introduction Grinding ball wear in wet grinding is due to a complex combination of abrasion, corrosion, impact and their interactions. The ball charge is continually falling from a height greater than half of the ball mill's diameter, and contact is made with ore particles or other balls. Abrasive wear occurs through penetration and plowing of media materials from the ball surface by hard ore particles (Gangopadhyay and Moore, 1985). Electrochemical interactions between the abraded and unabraded areas of the ball surfaces, as well as between the grinding media and the minerals, occur in grinding mill pulps (Adam et al., 1986). The wear depends on the media composition, the hardness and the corrosive/abrasive characteristics of the slurry. The marked-ball-wear test method was used to evaluate the performance of grinding media under nitrogen and oxygen atmospheres. Also, the wear mode was studied by observing the grinding media surface under a scanning electron microscope. In general, grinding media of high hardness and high chromium contents were found to have better corrosive wear resistance than those of low hardness and low chromium contents (Jang, Iwasaki and Moore, 1988). The purpose of this investigation was to determine the size distribution and the shape of wear debris in a study of the wear rates and wear behaviors of grinding balls. Experimental Materials The grinding ball alloys used in this investigation were: •martensitic stainless steel (MSS; 0.96% C and 16.2% Cr), •high-carbon, low-alloy steel (HCLA; 0.89% C and 0.53% Cr), and •mild steel (MS; 0.22% C and 0.09% Cr). The mineral used in this study was synthetic corundum, because it was on hand and contained no magnetic impurities. Debris A 203- mm (8-in.) diam porcelain mill was used for grinding the corundum. The mill charge consisted of: •1200 g of 12-grit synthetic corundum, •770 mL of 0.05 mole/L Na2SO4 (61% solids), and •125 steel balls of nominally 25-mm (1-in.) diam. To minimize the debris corrosion, nitrogen was introduced into the mill. Grinding with MSS, HCLA-steel or MS balls was conducted for 2 hr at 51 rpm. The grinding time using the MS ball was varied from 0.5 hr to 2 hr in an attempt to study the debris amount and shape as a function of time. The debris was collected with a hand magnet from the ground slurry and separated from the corundum particles using a Davis magnetic tube. After the separation, the debris particles were immediately washed with acetone and then filtered and dried. Debris size analysis Buckbee-Mears 3-in.-diam, micro-mesh sieves and an electromagnetic shaker were used for determining the debris size distribution. In sieving, isopropyl alcohol was used. The debris fraction collected from each sieve was washed with acetone, dried and then weighed on an analytical balance. [ ]

INTRODUCTION In 1979 the Committee on Radiological Protection and Public Health of the Nuclear Energy Agency (OECD) defined a programme of work needed to improve radon dosimetry and monitoring. A Group of Experts in this field was established by the NEA and at the first meeting of the Group the authors were designated an initial task with the following terms of reference:- To review dosimetry of radon, thoron and their daughters, and in particular:- - to examine analytical models for the assessment of dose to individuals who are exposed to aerosol mixtures of these nuclides; - to examine the state of knowledge of the characteristics of aerosol mixtures of these nuclides and other factors that influence the dose to the lung, and identify those parameters which should be measured for dosimetric purposes in radiological surveillance programmes; - to identify areas where further study or research are needed. In this presentation we attempt to examine, with these objectives, the relationship between exposure to radon and thoron daughter aerosols expressed in terms of the working level month l (WLM), or its SI equivalent, and dose accumulated by sensitive tissues of the lower respiratory tract. Over the past two decades many attempts have been made to calculate the lung dose equivalent to l WLM exposure in mine atmospheres, usually in terms of the maximum dose to basal cells in a small part of the bronchial tree. The calculations have employed variously detailed models of airway anatomy, aerosol deposition, ciliary clearance and dosimetry of tissue at the bronchial surface, and are well reviewed elsewhere (Walsh, 1970; UNSCEAR, 1977; Jacobi, 1977; Fry, 1977). They agree in the conclusion that basal cells in segmental bronchi (between about the third and fifth bronchial generations) receive the highest dose, although estimates of this dose differ by more than an order of magnitude, ranging from about 0.2 to 12 rads per WLM (2 mGy to 120 mGy). The most critical parameters of these models are the assumed depths of basal cells below the bronchial surface and the fraction of the WL carried by free ions. When more realistic values of these parameters are substituted (Jacobi, 1977), the dispersion in calculated maximum doses to basal cells is reduced to give a much smaller range from about 0.3 to 1 rad/WLM (3 to 10 mGy/WLM). The parameters and methods employed in these various models, however, remain too diverse to infer the sensitivity of the dose conversion to practical variations in aerosol characteristics and the additional factors determining lung deposition and clearance. We have therefore taken the approach of developing newer models (Jacobi and Eisfeld, 1980; James et al, 1980) that can encompass the range of available experimental data on the physical and biological behaviour of radon and thoron daughters and also accommodate the different interpretations that can be put upon them. INTRODUCTION It is a generally recognized obligation of owners and operators of underground mines in the United States to protect the health of miners against the potential carcinogenic effect of airborne alphaemitting radionuclides, in particular the shortlived radioactive daughter-products of 222Rn. In meeting this obligation, a number of strategies are available, and it is largely up to the operator to decide what combination of methods he will use. Because the officially accepted theory of the mechanism by which radon and its short-lived progeny cause cancer of the respiratory system, the objective in controlling this health hazard is to limit as far as possible the inhalation of the three daughter products, 218Po, 214Pb, and 214Bi. (214Po, the fourth nuclide in the chain, is so short-lived that its alpha-decay occurs almost instantaneously after the beta-decay of its parent, 214Bi.) The reasoning in this theory leads to the conclusion that the alphadecay of radon itself causes essentially negligible physiological damage, and that the amount of daughter product activity attributable to decay of radon within the respiratory system is also very small. As every ventilation engineer in this business knows, however, focusing remedial actions exclusively on the daughter products themselves is choosing the hard way, and will probably never lead to effective control of this health hazard in underground mining activities. The reason for this troublesome fact can be seen in Figure 1. Let us say that we have air containing 222Rn and its short-lived daughters in near-equilibrium, a not-uncommon condition in the air of a poorly ventilated underground mine, and that we wish to purify it by removing only the toxic daughter products. If we have been very thorough in our purification efforts, we might expect to achieve a 99% reduction of the Working Level (WL) measurement. Figure 2 allows us to examine closely the early regrowth of WL's in this freshly cleaned air. Within the first five minutes, for instance, the WL's are back to 10% of their full equilibrium value, and ten minutes later the level has more than doubled and is on its way to an almost complete defeat of the clean-up effort by the end of the next hour. It is quite clear from this simple illustration that no matter how effective an air-cleaning system may be if it is directed only at the selective removal of the toxic trio, 218Po, 214Pb and 214Bi, its beneficial effect will be quite temporary. A truly effective attack on the problem must always include methods aimed at the control of the unruly parent, radon. Then, even if its progeny have an inalienable "right to life", their brief lives will not be spent in the miners' lungs. INTRODUCTION The Ningyo-toge Mine is located in the western part of Honshu, about 800 km from Tokyo. Since the discovery of uranium ore deposit at Ningyo-toge in 1955, different kinds of mining and milling tests have been carried out. A new pilot plant of milling and UF6 conversion is also being under construction. Operations are scheduled to start by the end of this year. In 1979, the uranium enrichment pilot plant was constructed at Ningyo-toge and test operations have started. Thus, the Ningyo-toge area is assigned to undertake the Research and Development of the upstream of the nuclear fuel cycle in Japan. PNC has been strengthening its security measures more than ever. This paper will focus on the disposal of wasted material, especially on the disposal of heap leaching residue, in Japan. URANIUM ORE DEPOSITS The uranium of the Ningyo-toge Mine is characterized genetically by epigenetic sedimentary type deposits. They occur in the host rock of Neogene tertiary fluviatile conglomerates and sandstones which unconformably overlies the Mesozoic-Palaeogene granitic basement covered with lucustrine deposits and volcanic ejecta. More than 12 deposits have been found over the area of approximately 160 km2, and distribution of the deposits are strongly controlled by the so-called channel structure, probably remnants of paleo-streams on the denudation surface of the underlying grantic basement. Each ore body has different shape and dimension respectively, but about 2-3 meters thickness with the average grade of 0.05-0.2% U308 is common feature of the ore bodies. The ore is soft and loose, and it is composed of common rock forming minerals of allogenic origin and their altered products. The chemical composition of the ore depends on the constituents of the country rocks or the pebbles. A primary mineral, ningyoite and secondary mineral, autunite are major ore minerals, although three primary tetravalent minerals and thirteen secondary hexavalent minerals have also been detected. MINING EXPERIMENT Since 1959, various types of underground mining tests have been carried out at Ningyo-toge Mine. The room and pillar method was safe and simple, although the uranium ore recovery was below 70%. After experiment of the retreating long-wall method and slicing mining method, it was found that the modified long wall method was the most appropriate for the underground mining of the Ningyo-toge uranium deposits. This method was completed successfully to increase efficiency up to 2 or 3 times, as compared to conventional methods. MILLING EXPERIMENT In 1964, a small test mill was constructed at Ningyo-toge, and a milling experiment using the Ningyo-toge uranium ore was started. Re-modelling of equipments and improvement of the process lead to the establishment of the technique of the so-called wet process, and produce UF4 directly from the ore. The flow diagram is shown in Fig. 1.

Introduction Shotcrete, by the American Concrete Institute definition, is mortar or concrete pneumatically projected at high velocity onto a surface. The term gunite is still common in literature. It is a trade name established by Cement Gun Co. of Allentown, PA, around 1911 for a dry mix of fine aggregate material, hydrated at the nozzle, and pneumatically projected at high velocity onto a surface. This article will discuss shotcrete applications, ingredients, mix proportioning, batching and mixing, admixtures, testing, and steel fiber vs. conventional shotcrete. Applications Shotcrete is used primarily by the mining and underground construction industries to temporarily stabilize an excavated rock surface until a permanent cover can be installed. It may also be used as the permanent covering material. Other uses include refractory material, architectural finishes, slope stability, wearing surfaces, repairing existing concrete structures, fireproofing, and corrosion protection of steel. Wet Versus Dry Process In the wet process, all ingredients, including water but not accelerator, are mixed the same way as normal concrete before its placement by pneumatic projection. The accelerator is added in a liquid state through the nozzle at the point of placement. In the dry process, all ingredients, including acceleration in dry form but not water, are mixed just before placement by pneumatic projection. Water is added through the nozzle at the point of placement. Liquid accelerator may be added at the nozzle in the dry process. Ingredients Shotcrete consists basically of the same ingredients as concrete with some limitations. Type I, II, and III cements are used. However, Type II seems to be used most in underground applications. This can be attributed to ground water at most sites having slight to moderate concentrations of sulfates. Air-entraining cement or air-entraining admixtures are generally not used in dry mix shotcrete. It is generally agreed that it is impossible to entrain air due to the absence of the usual concrete mixing action, and the high velocity of impingement of the material on the application surface. Air-entraining cement or air-entraining admixtures are used in wet mix shotcrete. Their use, however, is not widespread due to the placement method and the fact that high velocity air drives off most of the entrained air. Test results are not conclusive in showing any durability increase of shotcrete to freezing and thawing by using entrained air. In spite of current practice, the trend is toward additional research, with more agencies and owners requiring the use of entrained air. The philosophy behind this is that some entrained air is better than no entrained air to increase durability to freezing and thawing. The aggregates used in shotcrete are the same as those used in concrete. However, the largest coarse aggregate presently used is 19 mm (0.75 in.). A typical gradation requirement is shown in Table 1. The water quality requirement for shotcrete is the same as that for concrete. Accelerators are by far the most important admixture in shotcrete.

With the content of gold and platinum in the vast majority of ore deposits typically averaging 6 parts per million and less, the accurate and precise measurement of these metals in samples of ore and mining process streams has proven very difficult to achieve by modem spectroscopic analytical techniques. Largely because no other technique has proven suitable, the basic fire assay process has become the accepted international standard for these metals. Fire assay, however, suffers a number of disadvan­tages in the modem, competitive, high technology, and increas­ingly environmentally aware world. It is a labour intensive technique that is difficult to automate, and requires high levels of skill to ensure accuracy and consistency of results. Potentially hazardous chemical reagents are employed, of which, lead, in particular, can be a serious source of contamination to both personnel and the environment if not effectively controlled. Other dangerous elements, such as mercury and arsenic, liberated in high energy furnace operations, are further sources of possible health and pollution hazards. n contrast, the energy dispersive K X-ray fluorescence (K­XRF) technique devised by K X Technology Ltd overcomes many of the technical constraints of conventional low energy X­ray analysis, and has the potential to revolutionise assay opera­tions in precious metal mining. The technology is simply automated, requires basic operator skills, uses no chemicals, consumes less than 20kW, and is capable of detecting gold and platinum to an accuracy of O .1 parts per million by mass. The new third generation design of AZTEC laboratory instrument, released in 1994, is the result of significant technical development. Capable of analysing over 1200 samples per day, and developed primarily for grade control sampling, its applica­tions have spread to gold ore accounting from on-line conveyor belt sampling; screening of exploration samples; measurement of gold in carbon granules for Carbon-in-Pulp process control; and for conducting rapid checks to support key managemen decisions. The economic, rapid, and non destructive analysis ofup to 80g of ore for large numbers of samples, reduces sampling and sub-sampling errors, and provides improved grade estimates for ore bodies. When interfaced to a LIMS, laboratory automation and cost-savings can be further enhanced. The AZTEC design is also being modified for the analysis of platinum. The GOLDSTREAM on-line analysis system is an important new application of K-XRF to the continuous monitoring of process streams in gold ( or platinum) plants and mills. Integrat­ing the technologies of K-XRF to measure total gold, and dissolved gold spectroscopy to measure gold in solution, the insoluble fraction of gold can be deduced, and the effectiveness of the extraction process determined. Slurries are sampled automatically from selected points of the plant and pumped to the system for analysis. The information produced forms the basis for plant control and optimisation.

Introduction Raise boring is the most accepted form of mechanized hard rock boring in the mining industry. It appeared logical to take this mechanization one step further by introducing computers. Atlas Copco Jarva has produced a series of raise boring models that use an integrated computer. The company decided to use electronics and computerization, not for marketing purposes, but to make its equipment more cost-effective. Basis of Cost-Effective Design From the manufacturer's standpoint, it is possible for the equipment owner to reduce the cost of putting in raises by: • Replacing existing components with less expensive components that produce the same results; • Replacing existing components with more expensive components that make the equipment more productive; • Mechanizing equipment to reduce associated labor costs; and • Combining the above. Analysis of a standard raise boring machine (RBM) system showed that little could be done with less expensive components. It appeared, however, that the RBM could be more productive by transmitting more horsepower through the expensive drill string, while being precisely controlled by computers. An RBM system includes a basic machine, drill pipe, accessories, reamer, and cutters. The approximate percentage cost of various components on a standard system capable of boring 300 m (985 ft) long and 3-m-diam (10-ft-diam) aises in medium to hard rock is shown in Table 1. Also shown is the increased cost above standard of the Jarva computerized machine, and the productivity of both. Increased Productivity Penetration is important during the reaming cycle for more productive raise boring. This is possible by increasing the cutter load with constant rpm or increasing the rpm with constant cutter load. To increase thrust and maintain rpm requires increased capacity in the cylinders, drive train, main thrust bearings, drill string, electrical motors, and power units. To increase rpm and maintain cutter load requires only increased capacity in the electrical motors and power units. This is possible because the torque requirement remains constant for a constant thrust load. Only the horsepower increases, proportional to rpm. Since cutter costs are a big factor in raise boring, changes in machine performance must be analyzed to assess the effect on cutter performance. With a standard or typical carbide cutter, as used on raise boring machines, the effects of increased thrust or rpm are shown in Table 2. The assumption is made that the base data is the current rpm and thrust range where the cutters are now operated. It is also assumed one variable is held constant while the other increases. The result of this comparison, approximately, is that a 50% penetration increase can be achieved with little or no increase in cutter cost if rpm is increased 50% and cutter load is maintained constant. A similar 50% penetration increase can be achieved with a 45% increase in cutter cost, if the cutter load is increased by 20% and maintained constant. From an equipment standpoint, it is significantly less expensive to increase rpm 50% than it is to in-

INTRODUCTION The impact of modern mining and ore processing on the environment is readily minimised. Our improving knowledge of how pollutants are released to and move through the environment has been accompanied by better expertise in controlling these emissions. For example, when the new mines and smelters were developed in the Viburnum Trend of Missouri a sulfur dioxide pollution problem was quickly recognized and soon controlled. (Wixson 1974) But older operations were not efficiently organized and, despite their smaller scale, they often caused major pollution problems. The British mining fields are among the world's oldest and during the heyday of their operation (approximately 1750-1900) they were worked with- out regard to their environmental impact. The Rivers Pollution Commissioners in the mid-nineteenth century were led to remark that ore dressing was carried on in a slovenly and wasteful manner and the complaints by farmers, that river borne mine wastes were poisoning both their crops and stock, were justified. (Frankland and Mortan, 1984). The Comissioners report led to the 1876 River Pollution Act of Parliament, the first modern environment protection legislation. The development of mining since the last century is characterized by improved regulation of the pollution potential of ore dressing, smelting and refining. The collective memory is unfortunately long and pessimistic. A serious problem arises when old mines are reopened especially if the mine has not been worked for several years since local action groups may soon blame the new owners for causing problems which, in reality, are longstanding and were caused by the use of earlier state of the art technology. It is therefore essential that during the early development stages prior to reopening that comprehensive studies be carried out to identify and quantify local contamination problems. These baseline studies should include surveys on the nature and composition of old tailings disposal areas and other wastes on the mine properties. The composition of air and water should be monitored. Soils are long term sinks for all heavy metals and particular attention should be paid to soils within any city areas near the mine since there are sources of heavy metals in urban areas which are not connected with mining and ore processing. This paper describes some of the results of such a study around a prospective cobalt mine in Southeastern Missouri. It is restricted to the soil survey of forest and agricultural land which took place in and around Fredericktown, Missouri. The city is located at approximately 37° 30' North and 90° 20' West and lies 143 kilometers south of St. Louis. There are several metal mines near Fredericktown, including Mine La Motte, which is the oldest and was first opened in 1720. [Figure 1] is a location map of the area. The survey described here was in connection to the reopening of the Madison Cobalt Mine which was first worked in 1947.
