As a minerals company, obtaining the appropriate consents under the Resource Management Act 1991 and getting permits granted for exploring, prospecting and mining under the Crown Minerals Act 1991, is necessary for actively exploring and mining in New Zealand. But the essential mix of ingredients for a viable and healthy Industry go way beyond this.   In the short term, an individual company seeking to operate on or within the Crown minerals estate of New Zealand must chart a course through the requirements raised by new cornerstone legislation, the Resource Management Act, the Crown Minerals Act and, the Conservation Act 1978 (where the minerals sought coincide with this estate).   However, this paper suggests that in the longer term for individual operators within the Industry and for the Industry at large to remain viable and sustainable and for New Zealanders to continue to enjoy its benefits, much more is required. Not least of which is a better balancing of competing uses and attitudes, which will require an opening of minds, a change in mindset, topped off with those two most essential of ingredients advocacy and leadership.   New Zealand has undergone massive restructuring in the last 15 years. Is it complete? Have each of its fronts evolved to the end point which was envisaged by the designers of the regime? What are the advantages? What is left to be done? What are the impediments from an incomplete transition which are left to either dog the Industry or remain as a challenge to be removed to ensure the Industry's smooth sailing into a prosperous and environmentally clean and friendly future? A future wherein an educated and understanding public welcome and are proud of the Minerals Industry to whom they owe the standard of living which they enjoy.   This presentation will examine the role of the New Zealand Minerals Industry Association (NZMIA) in paving the way for an optimum operating environment in which to couch a healthy industry into the future.

Indigenous people are nearly always affected when projects enter their territory. Crop and other asset compensation can help or undermine a project’s progress depending on the approach. When compensation is handled poorly, a technically viable project can get indefinitely entangled by local unrest. Stake holders associated with compensation issues include; the state, the indigenous people, non-governmental organizations, and the developer. Appreciation for the unique perspective of indigenous peoples and the influences affecting them can avert problems and prevent delays. A review of the compensation issues encountered in Ghana during its recent gold boom can assist in avoiding problems associated with handling poor and uneducated people.

M.S. Azun I do not at all agree with the basic points of the author's conclusion. The use of lognormal or normal model to respond to the attribute distribution function should be carefully questioned. If fitting a distribution function of regionalized variables is the main purpose, one may employ one of certain well-known families of distributions, such as Tukey's lambda functions. For instance, the distribution function of gold assay values studied by Krige (Krige, 1978) may fit the lognormal model well, but one should not exclude that the basic idea of using the distribution function of observed data is to have insight of the physical mechanism that gives rise to the regionalized variables. In Applied Geostatistics, there are many examples considering only lognormal or normal model for the distribution function of geostatistical data even if the observed distribution function has more than one mode. Of course, using lognormal or normal model always brings easy computation for the statistical properties of attribute under investigation. Still, I object to adopting any of those models without having any "statistical inference." As seen from the author's paper, lognormal and normal model produce the same average grade (0.746% copper) and almost the same sample variance. Therefore, which model explains the probabilistic behavior of ore deposit is always an important question that should be replied by the geostatistician using not the common sense but the statistical and probabilistic methods. For kriging procedures, such as linear kriging, one should describe either second order stationary properties or bivariate properties of regionalized variables. Second order properties, such as correlogram function or semivariogram function, are the inputs of the so-called kriging equations. Selecting one of any useable models for the observed second order properties, such as spherical model, is not easy since the models are not based on the correlations structure of the regionalized variables. How those models being used in Applied Geostatistics can be distinguished is another important problem. One may develop many fitting models to respond to the observed second order properties of regionalized variables. However, I suggest that the model should be based on the probabilistic behavior of geologic process. The author used spherical model for copper, wolfram, and silver grades from isotropic sector (Fig. 2, 4, 3b) and exponential model for silver grades obtained along raises in isotropic sector (Fig. 3a). It seems that those semivariograms given in Fig. 3b for isotropic sector and Fig. 4 may be described by the random model implying that regionalized variables do belong to renewal process (Azun, 1983). If I knew the total number of data points used in estimation, I may prove that my conclusion is correct. Recalling the test for the first order sample correlogram value, the test procedure is introduced such that the independence is rejected if [ ] where Za/2 is the a/2 percentile of standard normal random variable and N is the total number of samples used in estimation (Azun, 1983). For the other observed semivariogram functions I suggest the author might try to use the so-called "Markovian model" describing not only the correlation structure of regionalized variables, but also the physical mechanism that produces the regionalized variables. The Markovian model for correlogram function is, [ ] The Markovian model for the other second order properties of ReV are also derived. T ve B, in the above equation, show, for example, structural change and mineralizational variation in a considered deposit, respectively (Azun, 1983). In selecting any model, it is not easy to search for the "best" response to the observed second order properties of ReV's. The Markovian model, based on a theoretical understanding of underlying mechanism, gives more information about the occurrence of regionalized variables and respond to all properties. Random model and the so-called hole effect structure can be easily defined as a special form of the Markovian model (Azun, 1983). An estimation of any second order properties of regionalized variables may be computed through (N-1) lag. However, the dependency between the regionalized variables may be deemed to have "died out" after the so-called stationarity width (range). In practice, the estimation is carried out through 25% of the total number samples available. Therefore, the large fluctuations around the zero level and variance for correlogram or covariogram function and semi-variogram function, respectively, cannot be observed. Since the number of pairs involved in the estimation of higher second order properties is small, the estimation variance at those lags is large. There is no need to show higher order estimated second order properties. Longwall mining of thin shallow coal seams utilizing open pits is technically feasible. The thinnest coal seam which can be mined using available technology is 34 inches. The capital expenditure for a 1,000,000 ton per year operation is $15,494,000, and the projected rate of return is 5 percent. Similar statistics for a conventional area surface mine are S18,937,000 capital and 14 percent rate of return. The longwall surface mining method disturbs 63 acres of land per 1,000,000 tons, and the conventional area surface mine disturbs 198 acres A significant bibliography of the technology involved is included.

The use of quality materials (aggregates and asphalt binder) in optimal proportions is the key to producing optimally performing hot mix asphalt (HMA). The Superpave mix design standard in the US introduced specific volumetric and binder property requirements in HMA design. Different methods for HMA constituent proportioning have been proposed in various guidelines. The design process to determine the HMA blend is currently iterative and engineers rely almost exclusively on experience. This approach is time consuming and often does not result in cost-optimal HMA mixtures. This paper introduces a mixed integer linear programming (MILP) optimization model for hot-mix asphalt constituent proportioning. The MILP model minimizes the total mix cost while satisfying all the volumetric, binder and mix property specification requirements. The model has been successfully validated with real-life example. The aggregates and binder ratios from the model were in close agreement with those from the contractor. The Bailey ratios and the gradation constraints were also satisfied. The cost of the optimal mix was $0.804/Mg less than that of the contractors?. This marginal reduction might make all the difference in an industry that is highly competitive. The MILP model also demonstrated that adding RAP to the contractor?s design would reduce the cost of the blend by $5.74/Mg. The virgin binder content was reduced by 1% because of the recycled asphalt contained in the RAP. This work represents the first successful attempt in incorporating both aggregate and asphalt performance requirements into the optimization formulation. Applying these models will ensure the minimum cost mix that meets all constraints and will increase profit margins for plant operators.

As part of a program to investigate technology for the extraction of studied HNO3 alumina from abundant domestic ores , the Bureau of Mines leaching of calcined Georgia kaolinitic clay . In this investigation , iron impurities were removed from the aluminum nitrate pregnant leach liquor by solvent extraction , and the purified liquor was evaporated to prepare a suitably concentrated crystallizer feed liquor . Aluminum nitrate nonahydrate was crystallized from the liquor to separate the aluminum from undesirable trace elements and excess water . Continuous crystallization at 40 ° C in a pilot plant vacuum evaporative unit was performed for 5 days to observe the effects of impurity buildup under minimum bleed- stream conditions . Liquor feed rate was 26 lb/h and AAll (( NNOO33 )) 33..99HH22O0 ((AANNNN)) crystal production rate was 17 lb/h . Fe 203 and Cr203 were not effectively separated from the crystals , and P205 , MgO , and K20 impurities must be removed by recrystallization . Other impurities did not excessively contaminate the crystals . Washing the crystals with water or aqueous HNO3 gave an equivalent increase in crystal purity levels by displacing mother liquor . Theoretical equations , applicable to any continuous evaporative crystallization of developed to produce material balances for engineering ANN , were applications .

The Beirut Hilton Hotel, which was built in 1975, but never occupied, was imploded on Sunday, July 14, 2002 by Controlled Demolition, Inc. (CDI) of Phoenix, Maryland and their client, Optimal Engineering Consulting & Contracting, SARL, (OECC) of Antelias, Lebanon to make room for a new hotel. Twenty-seven years ago, just days before the grand opening, the Hilton Hotel became the site of fighting in Lebanon’s Civil War. Christian and Muslim militiamen fought room to room for control of the building and other nearby hotels. The Hilton, two other major hotels and other high-rise buildings were ravaged by the fighting. The building was one of the three major hotels badly damaged, but not rebuilt, in Lebanon. Located in the City Center, the Hilton stood out in a major redevelopment area which, in recent years, had erased the scars of the 15 year long Civil Wa r.

An original concept of JRC-diagram that can evaluate JRC and its size-effect by using a fractal model was proposed. In order to confirm the applicability of the JRC-diagram, first, JRC of the tensile fracture surfaces of a granite and a sandstone were evaluated by both the JRC-diagram and Barton's JRC-profiles, and then, it was compared with the JRC inversely calculated from the peak shear strength that is obtained from the shear test for each fracture using Barton's empirical equation. As a result, JRC evaluated by the JRC-profiles was much smaller than the inversely calculated JRC. On the other hand, it became clear that JRC evaluated by the JRC-diagram is almost the same with the inversely calculated JRC, if the size of interlocking is evaluated correctly. Therefore, for the JRC evaluation, it is thought that the JRC-diagram is more applicable than the JRC-profiles. Als ein neues Verfahren zur Bewertung des Rauheitsindexes JRC für die Bruchfläche von Felsenschichten anhand eines fraktalen Modells, wobei auch der Maßeffekt berücksichtigt wird, wird ein JRC-Diagramm vorgeschlagen. Um die Angemessenheit der Bewertung vom JRC mit diesem JRC-Diagramm festzustellen, wurden die JRC-Werte an einer Bruchfläche zwischen Granit und Sandstein sowohl mit dem JRC-Diagramm als auch mit dem herkömmlichen JRC-Profilverfahren bewertet. Anschließend wurden die durch die beiden Verfahren ermittelten Werten mit den JRC-Werten verglichen, die von den Schertestergebnissen mit Hilfe von Bartonschen Erfahrungsformel zurückgerechnet werden können. Daraus ergab sich, daß das JRC-Profilverfahren ziemlich kleinere JRC-Werte gibt als bei der Zurückrechnung, während die JRC-Werte durch das JRC-Diagramm unter entsprechender Bewertung des Ineinandergreifungsmaßes an der Bruchfläche beinahe gleich sind wie die zurückgerechneten Werte. Diese Tatsache weist darauf hin, daß das JRC-Diagramm eine bessere JRC-Bewertungsmethode als das JRC-Profilverfahren darstellt. Nous avons proposé le diagramme JRC, nouvelle méthode d'évaluer JRC qui est un indice de rugosité superficielle d'une fracture de roche à l'aide du modèle de fracturation, compte tenu de son effet d'échelle. Pour vérifier la validité de JRC évalué au moyen de ce diagramme, nous avons évalué JRC d'une fracture de roche, granite et grès, par le diagramme JRC et le profil JRC, méthode conventionnelle, et les résultats ainsi obtenus ont été comparés avec la valeur de JRC calculée en sens inverse à l'aide de la formule empirique Barton sur la base des résultats de l'essai de cisaillement des fractures. Il en résulte que la valeur de JRC obtenue par le profil JRC était assez faible en comparaison avec la valeur calculée en sens inverse alors que celle de JRC obtenue par le diagramme JRC correspondait approximativement à la valeur calculée en sens inverse à condition d'évaluer l'échelle d'endentement d'une fracture. Par conséquent, nous considérons que le diagramme JRC est une meilleure méthode d'évaluation de JRC par rapport au profil JRC.

With ultrasonics application during checking the large diameter cast-in-situ pile body, it is usualy applied the statistical method of probability and PSD. This paper presents a converse probabilistic-analytical method which can identify important anomalies, both strong and weak, during interfered situation. So the inhomogeneity in concrete pile may be ellectively distinguished. In order to ensure the capacity of bed rock support layer under large diameter pile, a test-in-situ is conducted to determine the compresive strength and shear force inserting rock of the support layer, so the compresive strength and modulus value of elasticity of bed rock tested will closely tally with the actual situation.

Collophane, cryptocrystalline fluor-apatite, is examined as a substrate for plant water and wastewater remediation. The attenuation of Fe3+, Fe2+, Hg2+, Pb2+, and Cd2+ is presented as a function of metal ion concentration, amount of collophane, initial pH and conditioning time. TCLP results for Pb2+contaminated collophane are presented. Mechanisms of adsorption for divalent and trivalent species are suggested.

The implementation of advance control systems brings with it the expectation of improvements in process performance and controllability. Specifically, expectations include a shift in the mean value of the gross measure of process performance, and/or a decrease in process variability. When determining statistically-defensible measures of these benefits care must be taken to preclude process parameters from biasing the determination. Specifically, the effects of ore type, shift personnel, water availability, etc., must all be separated from the effect on performance of the advanced control system. Methods are presented for separating the effects of process control from other process parameters. Examples of the required data analyses are also presented.

The chief experiences for constructing deep tubular columns foundation under deep water are as follows: 1. P.C. tubular columns were sunk inside the caisson. 2. P.O. tubular columns of 3.6 M. diameter were sunk thru thick soil layer to a depth of 47 M. by vibrators. 3. The double wall steel cofferdam was sunk thru soil layer to a depth 31.3 M.. 4. Bore the bedrock with rotary drill succesfully. According to the successful experiences mentioned above, the deep tubular columns foundation may be constructed beyond 100 meters.

White dross is a result of the aluminum oxidation during its primary production and is mainly composed of metallic aluminum, Al2O3, with minor amounts of AlN and some other oxides. Because of the great variety of phases, the quantitative characterization is complicated. This work shows a quantitative method to determine the main phases of white aluminum drosses by means of X-ray diffraction (the Rietveld method). Nowadays the Rietveld method is maybe the most useful method for obtaining quantitative phases information in multicomponent mixtures, this method permits relatively quick quantitative phase analysis by fitting the calculated X-ray diffraction profile with the observed one. The analysis were done using powder with a grain size less than 45 µm; to obtain the suitable material size the aluminum dross was grounded by ten minutes, several times. The grounded material was screened, and the material smaller than 45 µm was taken to quantitative XRD analysis. Keywords: Rietveld Method, Characterization, Aluminum dross.

A running facebreak ahead of the powered support units occurred on the number 4 seam at Matla Coal’s number 3 shaft (Matla 3) in April and May 2002.Very difficult mining conditions were experienced for a distance of some 150 m in the tailgate and to a lesser extent on the face itself. The paper analyses the main causes for the high stress conditions leading to the facebreak, namely, the existence of a >20 m dolerite sill close to surface and the effect of stopping longwalling on the overlying 5 seam. Difficulties experienced during the facebreak are discussed, including, pillar and roof collapses in the tailgate, high stress areas ahead of the face causing roof and sidewall stability problems, flushing of broken rock into the face area at the tailgate, secondary mid-face breaks, and the availability of critical support units. Successful rock engineering interventions and learning points were that, a goaf angle of 14.6° was found to be more realistic than the previously used 20 to 25° in predicting dolerite sill behaviour in this area, pre-split blasting of the sill significantly reduced stress on the face and tailgate allowing re-support work to proceed, varying pillar support types were analysed and rated, the need to always have a ground control “First Aid” kit available was recognised and a strategy for subsequent panels beneath the sill was developed. Numerous support units were used and the performance of the more suitable types is briefly discussed. Keywords: Rheology, Viscoelastic, Oil In this paper we present the results of the rheological property measurements on viscoelastic composite materials used in oil industry. Laboratory experiments were carried out to determine important thermophysical, rheological and mechanical properties of the test materials using both the standard commercial and in-house made equipment. The composites with the paramagnetic particles (?-iron oxide) are exhibited a significant magnetic memory after magnetic treatment. The measured value of the yield stress after the magnetic treatment increased almost twice in comparison with the yield stress value of the magnetically untreated composite. The yield stress of the composite material exponentially decreases with time and reaches its magnetically untreated value after 15 hours. The yield stress also increases with the amount of the paramagnetic powder additive, and it reaches a maximum value at 8 wt-% of this additive. The obtained results provide valuable information for computer modeling of the viscoelastic fluid flow in pipes of complex geometry.

How does SME-AIME cope with profound changes in technology, markets - and most importantly - in employment patterns facing its membership today? This is the question that prompted the Society's Board of Directors to appoint a Long-Range Planning Commission (LRPC) (see ME, Feb. 1984, pp. 118 and 128). This is also the question addressed most particularly by the LRPC's Scope Committee. The Committee started its deliberations by asking such basic questions as "Who are we?" and "What is our business?" The Scope Committee then reviewed the findings and recommendations of other more specialized committees to develop and integrate their concepts of the Society's business for the next 10 years. The policy-making suggestions of the LRPC were reviewed and acted upon by the Board of Directors at its open meeting in Los Angeles on Feb. 26, 1984. At the Oct. 23-26, 1984 SME Fall Meeting in Denver, the Board will again review LRPC recommendations. In answer to the question "Who are we?" the Scope Committee proposed description, which was accepted by vote of the board of directors: . . A technical and professional organization that consists of individual members, namely those mining engineers, metallurgists, geologists, earth scientists, economists, managers, educators, and other professionals concerned with all facets of exploration, production, distribution, and using of mineral commodities. "These mineral commodities include all metals; industrial minerals, including construction materials and fertilizers; coal, oil shales, tar sands, and other mined fuels. Among the earth's mineral resources, only wellpumped oil and gas lie outside the Society's specific purview. "Traditionally, SME members work in the fields of engineering, technology, exploration and discovery, development, construction, mining, quarrying, beneficiation and processing, handling and transport, equipment manufacturing, sales and marketing, data processing, safety, land reclamation, environmental protection, taxation, administration, and management of these elements. "Members practice their professions in industry, in universities and research institutions, and in government. They may be operators, manufacturers, sales persons, contractors, consultants, analysts, researchers, educators, advisors, regulators, or members of supporting staffs. "The members of the Society are leaders in dedication to their crafts, in innovation, and in the pursuit of excellence. The International Society of Explosives Engineers (ISEE), at its 1995 annual conference, established a Seismograph Standards Working Group to develop performance standards for blast vibration seismographs. This group was transformed into the Blast Vibration and Seismograph Section in 1997 with 5 working committees one of which was the Seismograph Standards Committee. Standards are essential to ensure that vibration records from different seismographs would report the same vibration levels within a stated tolerance. In 2000, the ISEE through the work of the Blast Vibration and Seismograph Section published the “Performance Specifications for Blasting Seismographs.” This document is available on the ISEE web site at www.isee.org/sections/blast.htm.

The National Institute for Occupational Safety and Health (NIOSH) implemented a real-time neural network system which can discriminate mine fires from nuisance diesel emissions as part of an atmospheric mine monitoring system in NIOSH?s Safety Research Coal Mine. The real-time response of a neural network to fire sensor outputs was demonstrated for coal and belt combustion in the presence of diesel emissions. The fire sensors consisted of an optical path smoke sensor, a carbon monoxide (CO) sensor, and two types of metal oxide semiconductor (MOS) sensors. The real time neural network was trained with coal, wood, and belt fire experiments with and without diesel emissions background. The trained neural network successfully predicted mine fires with these combustibles in the smoldering stage prior to the onset of flames.

Caterpillar said it will produce a Cat line of ac electric drive mining trucks. The world’s largest manufacturer of mining and construction equipment said the addition of an AC electric drive truck line will provide its customers with products to fit key applications. “We are very proud of the strong leadership position that Caterpillar has attained with its mechanical drive trucks, and we will continue to invest in strengthening that position,” said Chris Curfman, president of Caterpillar’s Global Mining Division and Caterpillar Inc. vice president. “We also recognize that there are unique applications that would make the addition of ac electric drive an important and attractive complement to our current truck line.” This is the largest investment Caterpillar has made in mining trucks in its history.

In German hardcoal mining approximately 1 or 2 cases of spontaneous combustion are recorded per 10 million tonnes of saleable output. In approximately every 20th spontaneous combustion case, CH, is ignited. By the example of a fire caused by spontaneous combustion on Friedrich Heinrich colliery, an overview on the measures taken for firefighting and explosion prevention is given. These measures comprise (in sequential order) - early fire detection by CO-monitoring, - gob-sealing measures against ventilation air leaks, - full-space inertization of the coalface subsequent to a CH,- deflagration, - installation of a target inertization of the caved-in gob under the protection of the full-space inertization, - re-opening of the fire zone and reestablishment of the ventilation-air current, - completion of the salvaging work with continued target inertization of the caved-in gob and further sealing measures (monolithic packing), - sealing of the coalface after salvaging. The measures described allowed gain of control of a safety- critical (because close to the face) gob fire caused by spontaneous combustion, in spite of a CH, deflagration, within few days only, and salvaging of equipment from that coalface and start-up of the follow-up coal-face on schedule. The measures taken as well as the experiences gained allow deduction of general safety criteria for fighiing of gobfires caused by spontaneous combustion, and for controlling the explosion risk. e.g. - warning and alert thresholds for early detection of fires, - criteria for spotting of the zone of fire, - rules for tightening caved-in gobs, - thresholds for the retreat of firefighting crews from the vicinity of the zone of fire, and for starting ineiization, - considerations for positioning of and strength requirements for stoppings with/without inertization, - flow-by-volume adjustment of inertization, - safety rules for work with respiratory apparatus in the inertized zone, - safety rules for the re-opening of zones of fire. The considerations end up in the conclusions that the duration in terms of months of the classic cycles of sealing, waiting, and reopening can nowadays be reduced to a few days only by purposeful combination of full-space inertization and locally confined tar- get inertization of the gob area. The earlier high risks incured by the mine resuce squads en- trusted with sealing of zones of mine fires under explosion hazards can be reduced by the method described, provided the safety regulations are conformed with. In this way, intertizing contributes substantially to reduction of down-time caused by mine fires, to preservation of recoverable parts of the deposit, and to improved safety of the fire-fighting crews.
