INDUSTRY has yet to find a universal solution to the problem of engineer personnel selection. Today, the choice of the right man for the right job is even more pressing than ever before. The age of the hard apprenticeship seems to have passed. In its place one finds the interviewer who must determine through personal contact and evaluation of college grades whether a graduate engineer will fit into his company's scheme. The problem, as it is constituted today, may be broken into four parts: Need for better use of human resources (there is a shortage of engineers, scientists, and skilled workers), productivity with higher efficiency, encouragement of personal pride in work performed, and employee's happiness on the job and away from it.

Material scheduling, sequencing planning and execution are the core tactical mine plan for achieving production targets that maximize the objective function of any mine production entity. This objective function is constrained by several exogenous and endogenous constraints including geological, operating, technological, marketing, financial, political, social and local field constraints. Linear and dynamic programming techniques have been used to formulate algorithms to solve the problems associated with scheduling and sequencing operations. These algorithms possess the mathematical rigor for dealing with the fundamental problems but they fail to provide adequate answers to random and dynamic process problems. Materials scheduling and sequencing are carried out within the bounds of random and dynamic fields. The functional relations between the output and dependent variables are random, and thus, current algorithms are limited in their abilities to address the problems arising from these random field processes. In this study a production simulator is developed to capture the random field process associated with materials scheduling and sequencing in an open pit environment. The algorithm incorporates a geometric pit evolution model, using solid geometry of an ellipsoidal frustum to capture material displacement dynamics. Taylor series expansion about the dimensions of the initial frustum is used to provide numerical solutions to the resulting partial differential equations governing the pushback dynamics. A production simulator, derived from the stochastic and dynamic models, is developed, validated and used to simulate the changes in the pit volume resulting from periodic incremental pushbacks and the random field process. The hybrid stochastic-optimization algorithm provides a powerful tool for addressing the random field and dynamic process problems. Combined with a hybrid stochastic-optimization dispatch system, tactical production planning and execution will be efficient and economic for achieving desired.

Duvha has been applying air deck technology to overburden and midburden blasting for a few years. A thorough evaluation of air decking at Duvha has been made by instrumenting a number of blasts and analysing costs from direct savings in reduced explosives costs to savings in improved dragline productivity.

Preheating Feature of Leyner Oil Furnace for Heating Drill Steel The No. 3 Leyner oil-burning furnace, used for heating drill steel, is now made with a preheating chamber. By this addition it is claimed that the heating capacity and, effeciency of the furnace are increased about 50 per cent. This preheater is a section which fits between the body and cover of the furnace of the old design. It may be attached to an old furnace by simply changing a few bolts. Referring to the illustration, it will be seen that the lower chamber is used for the final heating and the upper one for preheating. The type of burner now furnished with this furnace is suitable for either high- or low-pressure air. It hats merely to be throttled for high pressures and when this is done, it, is as efficient as burners designed especially for high pressures and eliminates the noise common to such burners. This furnace burns petroleum or any of its oils, such a, gasoline, kerosene, distillate, etc. Oil heating has many advantages. The steel cannot be injured by absorbing injurious elements such as sulphur, phosphorus or other impurities which :ire present in nearly all coals, nor from unequal heating since the flame imparts a uniform temperature; further, o lie steel is in full view of the operator at all times.

The extent to which man's activities are influencing the earth's climate is subject to considerable debate. Internationally however, this debate has been put aside somewhat by the Kyoto Protocol. This international agreement is the political response to the threat of Global warming, predicated on the precautionary principle.NZ is seeking to be a leader in the Kyoto Protocol. Given our unique GHG emission profile and the structure of our economy, and the major uncertainties in both the science of climate change and the Kyoto Protocol itself, this desire to lead is absolutely inappropriate in this instance. We face a different, and often more severe, set of challenges in an economy that prices C emissions than virtually all of our trading partners. Unfortunately, these differences have not been reflected in climate change policy development to date. This represents a major threat to New Zealand's economy, wealth and jobs, particularly in the sectors that have been the core drivers of our economy over the last 20 years or so - agriculture, energy, primary processing. We do not, and should not, seek to avoid the issue but we must protect our economy and move with or follow our trading partners and competitors, not lead them.

Rehabilitation approaches, methods and outcomes have changed markedly over the last 100 years, and especially over the last 20 years. Alluvial gold dredges have moved from creating a legacy of boulder fields and ponds to radiata pine plantations and highly productive dairy pastures. The rehabilitated farmland has reduced flood risk, improved drainage and efficient paddock design. The next challenge is to include areas of environmental diversity in these projects, for example, shelter belts, patches of native trees, and wetlands that were part of the original landscape.   West Coast coal mines have also come from a legacy of leaving it to nature to rehabilitate damage by mining to establishing native ecosystems or plantation forests. Developments in techniques at Stockton Mine are used to illustrate the changes in approach to rehabilitation of native forest and tussock heathland ecosystems. The proposed Cypress Mine will adopt a full range of avoidance, remediation through rehabilitation, and off-site mitigation techniques in a æthree-prongedÆ approach.   We propose a coordinated extractive industry approach to mitigate for the impacts of mining on native ecosystems and achieve nationally important conservation benefits that individual projects cannot afford. This approach is particularly beneficial in New Zealand, as our native ecosystems must be actively managed to conserve native plants and animals. Currently, some important species and ecosystems are not being actively managed for conservation.

Introduction Some people say it is almost impossible to get mining permits in California. Some say the day of the lone mining entrepreneur is past. And some say you cannot make money mining gold where old-timers have already mined it, especially in Tertiary gravels. But a young mining operator and SME member, Tim Callaway, is proving these ideas wrong. Callaway's company, Brush Creek Mining and Development Inc., has the necessary permits for its Gardner's Point gold mine in Sierra County, CA. And, Callaway has secured funds for the 7.7 km'/d (10,000 cypd) Tertiary gravel operation. The company's initial goal is to produce 373 to 466 kg/a (12,000 to 15,000 oz per year) of gold at Gardner's Point mine at a cost of less than $6.43/g ($200 per oz). Feasibility studies are currently being conducted to consider product levels up to the 1555 kg/a (50,000 oz per year) involving additional plants and infrastructure. While exploring for other hard-rock properties, the Brush Creek company already operates the Brush Creek lode gold mine. The mine sits high on a ridge south of Goodyear's Bar, which is located on the North Yuba river. It might be noted that the Brush Creek mine has been the subject of media stories recounting how a mine can operate with sensitivity to the environment. Gardner's Point project In 1983, Callaway negotiated with the Gardners Point Ltd. Partnership for control of the Gardner's Point property. The Partnership had been engaged for three years in securing permits, mapping and drilling, and test mining. The Partnership actually mined about 43.5 dam3 (57,000 cu yd) of gravel, which yielded 25.2 kg (810 oz) of free gold. Later, the Brush Creek company acquired ownership of the property. The company then began its own exploration and development program. As underground development proceeded at the Brush Creek mine, plans matured for a high-volume operation at Gardner's Point. Australian and English investors contacted Callaway. A joint venture was negotiated. The Australian owners became majority participants; the Brush Creek company, a minority participant and the operator. The Australian investors agreed to contribute $3.5 million (60%) to the Brush Creek Joint Ventures. The Brush Creek company will contribute its expertise as well as assets and liabilities valued at $2.3 million (40%). About $2 million has been allocated to the Gardner's Point project. Later, Brush Creek Mining and Development Inc. sold 50.4% of the company's common stock to English investors for $5.4 million. Callaway negotiated this private placement, which permits further exploration of projects being investigated. Geography and history The Gardner's Point mine is located in the northern Sierra Nevada of California, about 9.6 km (6 miles) east of the little town of La Porte in Plumas County. The mine lies high on a ridge above Slate Creek, which divides Plumas and Sierra Counties. La Porte is accessible from the Sacramento area by a winding, paved, two-lane highway. But the mine is reached only by two different unpaved county and Forest Service roads. Both roads include steep grades in and out of the Slate Creek canyon. Effective tools are not only essential for the design of practical and efficient underground mine ventilation systems but must also play an integral part in the operation of the mine. One such tool is VUMA-coal ventilation simulation software. VUMA-coal is Windows-based and has been specially designed for the simulation of underground coal mines and includes user-friendly coal specific interfaces and three-dimensional graphics designed to facilitate in the construction and analysis of networks. VUMA-coal can be utilised during the design phase of new collieries, be used to conduct ?what-if? and optimisation studies, and be integrated into the ?day-to-day? ventilation related operations. In addition, VUMA-coal can be used to simulate dust and gas distribution in a ventilation network, as well as predict the impact of control measures. This paper describes the interactive VUMA-coal ventilation simulation software and its underlying design features and outlines a case study of how VUMA-coal has been integrated into Anglo Coal?s Ventilation and Occupational Hygiene Engineering [VOHE] department as part of the standard planning and evaluation process in their operational mines as well as long term planning and future mining operations.

The international climate regulating environmental management in mining is rapidly evolving through the combined influences of the development of international guidelines, resolutions, protocols, treaties and conventions; the influences of the international lending and aid institutions who seek a consistent but constantly evolving standard of environmental performance from their clients; the legal precedents being developed in courts al over the world; and the activities of multinational countries who tend to rapidly upgrade technological performance through their international activities (particularly influencing developing countries). In this rapidly evolving regulatory environment, the more 'models' available to this international pool of resource materials that demonstrate practical. cost-effective and (most desirably) incentive based regulatory mechanisms, the better will be the eventual body of 'international standards' we will al have to work with. Australia can make a significant contribution to this process, however, it has only been on the margin of this dynamic, North American and European led process, up to this time. It is in the Australian minerals and energy industry's best interest to take an active part in the evolution and direction of this process.

Currently, mineral producers are suffering through a major downturn in prices for their products, even though it has only been a few years since they were enjoying high prices. From an historical perspective, the current situation is another of the cyclical down-turns that often reoccur every 5 to 7 years or so. This paper uses time trend decomposition techniques to identify the cycles and statistical methods to find the duration of these cycles for a variety of mineral prices. Given some idea of how long and severe these cycles typically are, the mining industry can better plan to weather the downturns and take advantage of the upturns. For example, timing investments in new projects to take advantage of the cyclical upturns can dramatically improve project profitability.

The purpose of this study was to investigate the immobilization as a host for metallic pollutants (Cr, Cu, Pb, and Zn) by ettringite phase. Ettringite phase is produced through hydration reaction of calcium aluminate with gypsum. From the XRD patterns, it is known that the distance between spaces in 010 planes in ettringite crystal increase with an increase of ionic radius of heavy metal except Pb; no big difference is shown. For this reason, the d-value of 010 planes in ettringite crystal increased with the substitution of Cr, Cu and Zn having a big Al ironic radius. But in case of Pb, because the substitution occurred at calcium site, it does not influence to increase d-value of 010 planes.

Introduction Democratic countries are founded on the principle that all citizens have the right to participate in policy setting and decision-making processes. Citizen participation is especially evident in environmental issues and policies. In the United States, there are currently over 10,000 environmental organizations and new ones are being formed each year. Many of these organizations are formed on a watershed basis and are particularly concerned about the impact mining has on the environment. While the environmental issues vary from area to area, most concerns center around mining impacts related to subsidence, water pollution, and water diversion. Citizens have a number of avenues for participating in lawmaking that affects the mining industry. Some of these avenues include participation in litigation and citizen ballot initiatives. In addition, there are less formal methods of participation that include attending public meetings, commenting on agency rules or lobbying on specific legislation. The intent of this article is outline the various public participations mechanisms, highlight the latest legal developments that have affected mining industry through citizen participation, and briefly discuss emerging issues.

Underground mining has yet to see an industry wide solution for control of their ventilation systems due to the complexity and sensitivity of the underground environment. Complexity arises from multi-level, multi-zone operations and sensitivity is associated with the impact that changes in equipment status and output have on air flows and quality throughout the mine. Our approach to solving this challenge incorporates system modeling and industrial control systems in a unified architecture. Although this approach can be applied to other processes and industries, this paper will cover the theoretical and practical aspects of an integrated model-control system (MCS) as it applies to underground mining ventilation.

De forma que este modelo explica que un accidente es la consecuencia final de una superposición de fallas que va desde la última línea de defensa, pasando por el acto inseguro, la condición insegura, la falla de la supervisión, la falla de la asesoría (seguridad) hasta la falla de la organización. Para solucionar dicho problema, se realiza una gestión del error que incluye una serie de medidas preventivas como descubrir, evaluar y eliminar los factores que producen el error dentro de la fuerza laboral y así desarrollar la realidad intrínseca de la organización contra los errores humanos.

San Juan Coal Co. (SJCC) operates an underground coal mine near Farmington, NM. Continuous miners and a longwall produce 6.3 to 7.2 Mt/a (7 million to 8 million stpy). SJCC is owned and operated by BHP Billiton. The coal seam at SJCC has been shown to have a propensity for spontaneous combustion. As such, during the feasibility study for this project, it was elected to use a bleederless ventilation system on the longwall. Due to the combination of spontaneous combustion, methane liberation and, to a lesser extent, hydrogen sulfide, a typical wraparound ventilation system would not be appropriate. Three-entry gate roads are developed, and the longwall gob is sealed as mining progresses. SJCC uses a nitrogen injection system to continuously inertize the gob.

The particle dynamics of a mixture of coal and zircon system wasstudied in a scaled-down cold model of an industrial kiln. Thefactors investigated in the study were rotational speed (N),zircon-to-coal feed ratio (B), coal particle size (dpc) and the angle of inclination (*) of the kiln. The technique used is the residence time distribution (RTD) method. It was found that rotational speed and angle of inclination are important parameters that affect the residence time of particles in the kiln. A mathematical model for predicting the mean residence time of particles in the rotary kiln was developed. Comparisons with reported models for such systems are discussed.
