I?ve been asked to appraise the global role of coal and mining, and the best place I can think of to begin is with the World watch Institute, which purports to monitor all things global. Last fall the institute?s magazine, entitled World Watch, in a cover story called for a worldwide campaign to outlaw the use of coal before this century?s end. To my mind the article began the campaign. However, the institute had to admit that no such ban will be possible unless there is special help and heavy intervention?that is, novel policies and punitive taxes. I?ll quote directly from the magazine to underscore the point: ?without them the market will continue to deceive us into thinking coal is cheap, abundant and irreplaceable?.

Most mines in the Bundamba, North Ipswich, and Rosewood districts of the West Moreton coalfield of south eastern Queensland have installed washing plants during the last five years. Many problems were encountered in their installation, including the small size of washing plant required in many cases, the economical minimum ash content under present and future market requirements, production from a one-product washbox of large and small coal of quality to satisfy both markets, measures to avoid adding unnecessary moisture to the washed slack coals, and excessive middlings in some coals or soft clay in others.INTRODUCTIONIt was fortunate for Brisbane, which was to become the capital of a new State, Queensland, in 1859, and grow into a city of over half a million people by the time of its centenary, that coal was found in abundance almost on its doorstep near Ipswich, the first mine being opened at Redbank in 1843. This was followed by the opening of many more mines in that district and, some 40 years later, in the nearby Rosewood district where high-volatile gas coal was produced (Fig. 1). These discoveries ensured a supply of reasonably priced coal (currently about 85/- per ton delivered) in Brisbane, but the quality is inferior to that of other coals mined in Queensland beyond economic range of Brisbane.Various factors led to an increase in the average ash content of the West Moreton coals during and after the war. Between 1940 and 1952 the gasworks coals rose in average ash from 13 8 per cent to 23·9 per cent and the powerhouse coals from 17·1 per cent to 27·1 per cent. This drift was arrested by the installation of 28 screening and picking plants from 1952 onward, but it became obvious that mechanical cleaning of the coals was essential due to the competitive market for coal and the worsening quality of reserves.

Deepwater discharges of sulfide flotation tailings have been practiced for several decades. Oxygen penetration and organic matter content in such environments are the two major factors that determine their reduction-oxidation condition and hence the rate of sulfide mineral dissolution under such discharge environments. In this study, the effects of solution redox potential and pH on the dissolution of some heavy metals from sulfide flotation tailings were examined. Zn, Pb and Cu concentrations in solution were all higher at a higher redox potential and lower pH. Dissolved Zn concentrations reached 100 ppm even at a low redox potential of 105 mV and near neutral pH after 33 days. Pb concentrations were below 2 ppm at 105 mV and near neutral pH after 165 days. At 105 mV, the Cu concentrations were below 0.2 ppm at near neutral pH after 165 days. At pH 2.3, the Fe concentrations were higher at 420 mV than at 105 mV. But at pH 6.8, the Fe concentrations were lower at 420 mV than at 105 mV, due to the oxidation of Fe2+ to Fe3+ and the subsequent precipitation of ferric hydroxide. Arsenic concentrations in solution were all less than 0.002 ppm. For Zn, Cu and Fe, no significant differences were observed between the tests in solutions prepared using seawater and those using distilled water. However, Pb concentrations reached higher levels in solutions prepared using seawater.

ON mineral lease 38 of the Sulphide Corporation Limited, Broken Hill, a shaft was sunk in the early days Ior prospecting purposes and at the present time it is accessible as far as the 1000-ft. level where a connexion exists with the main workings of the Corporation's Central Mine, mineral lease 9. About the year 1895· a crosscut was driven east from this shaft at the 1330-ft. level cutting the Central Ore-body in mineral lease 9 and the shaft is supposed to extend a further depth of 25 ft; but no records of any of this work are in existence, the whole of the evidence being based on hearsay and memory:Fig. 1 shows the position of the Extended shaft in relation to the main workings. Embankment piles are common in the Scandinavian countries (Kjellman, 1940) and in Southeast Asia as support of fills, light structures, bridge abutments and deep excavations (Eide, 1968) as described in the following. Untreated timber piles are often used for light structures and shallow fills when the ground water level is high since they are inexpensive and readily available. When the applied loads are relatively high precast concrete piles and steel piles are preferred. DESIGN CONSIDERATIONS Embankment piles carry the load from a fill or a struc-ture either through skin friction along the sides of the piles (Fig. 1a) or through a precast concrete slab or through pile caps at the top of the piles (Fig. 1b). When the load is carried by skin friction it is often economical to use small diameter timber piles because of the large surface area (Asplund, 1939). For precast concrete or steel piles concrete caps are used to transfer the load to the piles due to the relatively high capacity of the piles since the skin friction resistance alone is not sufficient to transfer the load to the piles.

The new South African Mineral Policy has major implications on the way mineral rent will be collected and shared between the stakeholders in future. Although the policy does not supply details on how this will be done, drastic departures from practices under the previous dispensation require a new approach. For example, there introduction of the ?right to mine? principle implies that the repealed lease consideration concept will be expanded to all minerals. The new policy also makes provision for predetermined standard terms and conditions for all prospecting and mining permissions. It also states that, regardless of whether the mineral rights are state or privately-owned, all prospecting fees and mineral royalties will be determined by state officials after consultation with the registered holder of the mineral rights. This paper proposes a standard mineral royalty formula that complies with the principles mentioned in the White Paper and has been shown to be internationally competitive.

This paper presents the results of lateral load tests on 0.61-m to 1.27-m (24 to 50-inch) diameter drilled and cast-in-place piers in San Diego area residual/formational soils. The test piers were installed and tested in the following soils: Decomposed Granitic Rock (Ktd), Stadium Conglomerate (Tst), and Friars Formation (Tf). Lateral loads of up to 845 KN (190 kip) were applied to the piers in residual granitic soils, and loads up to 1780 KN (400 kip) were applied to the piers in Stadium Conglomerate and Friars Formation. The tests were conducted by jacking against adjacent piers and monitoring the lateral load and lateral deflection at the ground line. Test results indicate that ultimate lateral pile capacities of up to 1800 KN (400 kip) can be obtained for 0.61 m (24-inch) drilled piers with penetration of 3 to 6 m (10 to 20 ft) in the residual/formational soils tested. Lateral load analyses using p-y curves for very dense sand significantly overestimate the observed lateral deflections. For lateral load analyses using dense sand p-y curves, p-multipliers that increase the lateral soil stiffness (p-y curves) by 2 to 8 times are required to match the load-deflection behavior measured in the test piles. When applied to the dense sand p-y curves, the p-multipliers provide a more accurate prediction of load-deflection behavior in the residual/formational soils, and can result in shorter required pier penetration and significant savings in foundation cost.

This report describes the results of a survey of current blast area guarding procedures at surface and underground metal/nonmetal mines. It features five case histories (two surface and three underground mines) of blast guarding methods considered to represent the best systems in use in the U.S. Mining Industry. Elements of an effective blast guarding system are presented along with recommendations for improvements in current blast guarding practices. Industrial and military surveillance and detection technology was reviewed to determine if parallel technology exists for immediate application to blasting site security. While it is concluded that immediate transfer of industrial security technology will be limited, a number of recommendations are advanced for new research to adapt some of that technology for application to the mining environment. Two research areas considered to offer the most potential for improved blast guarding are presented. They are, computerized personnel tracking and blast area intrusion detection using infrared, microwave or E-field type detection systems.

KCM made a major modification to the Nchanga Tailings Leach Plant (TLP) changing the circuit from feeding post leach thickeners in parallel with leach discharge for solid ?liquid separation to a Counter Current Decantation (CCD) configuration utilising most of the existing equipment. The new circuit is aimed at improving copper recovery from approximately 70% to 79% through enhanced wash efficiency. The re-introduction of CCD circuit at elevated throughput of 46 000-tpd design was made possible due to the EIMCO E-Duc technology design which is an auto-dilution system that enhances solids settling rate. Commissioning (manual operation) which accommodated on-going operational requirements was phased and completed in January 2004. The circuit stabilised in subsequent months and in March alone an all time record copper recovery of 81.8% was achieved which contributed an extra 779 tonnes copper above the plant?s projected production plans. 100% of the project cost was paid back by end of April 2004 This paper discusses the work involved and the challenges faced during the re-commission

The South African mining industry continues to be a major source of employment at a time when at least 25 per cent of the working age population is unemployed. At the same time the industry faces a skills shortage in many of the disciplines necessary for its future health. The University of the Witwatersrand, University of Pretoria, University of Johannesburg, and University of South Africa have historically produced mining graduates for the South African mining industry with any shortfall being met by the recruitment of overseas graduates. More recently, the global shortage of engineers and other mining industry professionals has seen a reversal of this trend and a very significant emigration of well-educated and highly skilled personnel. The traditional career path for mining graduates is in production and mine management. However, there is the parallel (and possibly more pressing) need for specialized skills in such fields as ventilation, rock engineering, mine planning, mineral resource evaluation, and mineral asset valuation. Chronic shortages in these essential areas continue to hamper the development of the industry and may well frustrate its ambitions to be safe, healthy, and profitable into the future. The permeability of skills across sectorial boundaries within the mining industry requires that skills shortages in the platinum sector are not looked at in isolation, but within the context of the entire industry. This paper reviews the efforts being made by the universities, at both undergraduate and postgraduate levels, to meet the needs of the South African mining industry in terms of the required numbers and the range of specialized skills.

LOCATION AND HISTORY The Lakeshore Copper property is located on the Papago Indian Reservation approximately 30 miles South of Casa Grande, Arizona. This major porphyry type deposit was discovered by El Paso Natural Gas Company in 1966. Following an extensive diamond drilling program, El Paso invited several mining companies, including Hecla, to examine the property with a view towards participation. Hecla's examination, and the attendant feasibility studies, led to agreements, which were finalized in September 1969, whereby Hecla would acquire a 50% interest in the property, and would act as operator. The Lakeshore deposit covers an area approximately 3,000 feet in width by 6,000 feet in length. It consists of an upper zone of disseminated copper oxides, averaging approximately 100' in thickness overlying a zone of disseminated copper sulfides up to 1,000 feet thick. Near the base of the disseminated ore is a blanket like zone of high grade copper sulfides, referred to as the tactite ore body. The mine is being developed to produce approximately 6,500 tons per day of oxide ore and 9,000 tons per day of sulfide ore. This represents a total daily production rate of 15,500 tons per day, which will be achieved by underground mining methods using rubbertired dieselpowered mining equipment. DEVELOPMENT LAYOUT The mine is being developed by two parallel 15° decline tunnels. The declines were collared 5,000 feet southeast of the ore body, and are being driven in a northwestery direction, to pass beneath the tactite ore zone. Acid rock drainage (ARD) is produced when sulfides are exposed to oxygen and water. Oxidation reactions typically result in a depression of pH and leaching of solutes and metals. Many oxidation models have been developed based on oxygen diffusion, but in environments with high permeability, other transport processes (i.e., convection and advection) can play an important role. Multiple sulfide mineral phases with differing oxidation rates should also be incorporated. WROC, a finite-difference model, was developed to account for these factors in predicting ARD. The program includes sulfide mineral oxidation using a shrinking core mechanism, heat transfer by conduction, heat of reaction, and oxygen transport by diffusion and advection. The model was validated using data from the literature. After validation, the WROC model was used to simulate several different waste rock scenarios including different forms of sulfide mineralization and the effect of implementing a waste rock cover. The results demonstrate that including specific sulfide mineral phases can have a significant effect on oxidation and that implementation of a cover can also aid in reducing waste rock oxidation. The principal mineral sources of titanium are rutile, anatase (both TiO2), ilmenite (FeTiO3) and leucoxene (a weathered ilmenite of variable concentration of TiO2 but similar to pseudorutile Fe2Ti3O9). These titaniferous minerals along with their value added products like Synthetic Rutile and TiO2 slag constitute ?Titanium Feed-stocks? for TiO2 pigment, Ti metal and welding electrodes industries. Unlike in other industries, the demand driver for titanium minerals is not the metal, but the TiO2 pigment ?a specialty chemical. Of the total titanium feedstocks usage in the world, about 93 % is consumed in TiO2pigment, with only about 3 % is utilized in metal production. India?s heavy mineral sands resources are among the largest and also one of the richest grades in the world. The country?s Ilmenite resource base stands at 348 million tonnes of Ilmenite (18% of the total world reserves)along with 18 million tonnes of Rutile, 21 million tonnes of Zircon, 8 million tonnes of Monazite, 107 million tonnes of Garnet and 107 million tonnes of Sillimanite. Though the grades (Total Heavy Minerals (THM) present in the sand) of Indian deposits are relatively rich, the contained ilmenite are termed as sulphate grade with 50-53% TiO2 (Chavra deposit of Kerala and Ratangiri deposit of Maharastra are an exception with 60% of TiO2). While superior grades with adequate reserves lead to a cost advantage in ilmenite production, the lower TiO2 percentage allows the direct use of Indian ilmenite only in the production of TiO2 pigment through sulphate route and for the chloride pigment production; such ilmenite is required to be upgraded either to Synthetic Rutile (SR) or TiO2 slag. However, in order to produce TiO2 slag in India at a globally competitive cost, the issues like high power tariff, inadequate infrastructure, expensive logistics, less enthusiastic market preferences, supply-demand gaps are to be adequately addressed. This paper deals with some of the above issues and possible solutions thereto in production of TiO2 slag from Indian ilmenite.

Analysis of the major and minor components of raw zircon as well as plasma-dissociated zircon was undertaken using inductively coupled plasma optical emission spectroscopy (ICP-OES). Microwave-assisted acid extraction as well as flux fusion using lithium tetraborate were investigated as digestion methods. Microwave-assisted acid extraction samples were analysed with matrix-matched standards. The most successful microwave-assisted acid extractions yielded 44.3(1), 49.75(7), 78.3(3) and 90.0(7) per cent recovery for Zr, Hf, Al, and Fe respectively using sulphuric acid. In no instance was acid extraction capable of complete digestion of the sample matrix. A standard addition method was applied to the flux-fusion samples due to the high complexity of the sample matrix. Method validation for the flux fusion procedure was performed using the SARM 62 certified reference material (CRM) with acceptable recovery ranges being based on the 95 per cent confidence intervals of the CRM. Successful analyses were achieved for Zr, Hf, and Ti with apparent content of 66(6), 1.7(1) and 0.15(1) per cent respectively.

Tradition has often dictated low design load stresses on piles. Such traditions often developed prior to modern static or dynamic pile testing methods and perhaps result from a few limiting situations. These low stress limits were then broadly applied, even in cases where the piles could carry substantially higher loads. With sufficient testing to prove the design, higher design loads may present significant overall savings to the project owner. The cost of the testing then becomes an insignificant cost compared to the potentially great benefit of increased pile loadings. To confirm higher load possibilities for driven piles, the pile is tested either statically or dynamically. Further savings and increased testing efficiency result from remote dynamic pile testing. This paper presents a project where design stresses were considerably increased as a result of additional testing and use of remote dynamic pile testing equipment.

The application of hydraulic concentration to large scale operations has been effectively accomplished by the use of the SiphonSizer. Operation has been simple, automatic and essentially trouble free. The use of the primary desliming SiphonSizer on magnetic taconites has shown an improvement in grade of concentrate and an increase in recovery over conventional hydroseparators. Magnetic concentrates have been further deslimed and upgraded in SiphonSizers by floating a coarse middling product away from the heavier concentrate. The application of the Siphon-sizer to closed circuit grinding has met with only partial success to date. Hydraulic concentration of minerals has been practiced for a good many years. Until recently, however, the practice has been limited to equipment using a multiplicity of small pockets and relatively low tonnages and flows. The adaptation of the SiphonSizer to the concentration and classification of magnetite has changed this concept. Some fifty commercial units varying in size from a 16-ft diam circular unit to a 25x100-ft rectangular unit are currently in operation on magnetic taconites. Additional units up to 38 ft diam are under construction. Depending upon the application in the flowsheet, upgrading varies from 0.75% to 14% Fe in a single stage. To those not familiar with taconite processing, the importance of the struggle to remove economically as much silica as possible may not be fully appreciated. Perhaps some figures pertaining to transportation costs will underscore this important process. If the silica content of the concentrate from a 10,000,000 ton per year plant could be reduced by I%, a savings in boat freight, at $2.00 per ton, would amount to $200,000 annually! THE SlPHONSlZER The SiphonSizer, as illustrated in Figs. lA, 1B and 2, is a hydraulic classifier in which the hydraulic water is distributed uniformly across the bottom of the vessel by means of a system of headers (1 and 2), jet pipes (3), and nozzles (4). The depth of the teeter bed is automatically maintained by the siphon-float assembly. The feed is introduced through a feed well (5) and separated into two fractions by the effects of rising water and the density of the teetered bed. The magnetite fraction is discharged by the siphon (12) while the fine slime and light middling overflow a peripheral weir (9) to the overflow launder (6). The bed depth is controlled automatically by float valves (7), which are responsive to changes in the height of clear water supported in the superelevation tubes (8) by the density of the teetered bed. "Rare earth elements (REEs) have numerous key applications in both traditional and advanced technologies. A shortage of some critical REEs is expected due to the discrepancy between the REE abundance in REE deposits and the REE demand from the market. For example, Neodymium, Europium, Terbium, Dysprosium, Erbium and Yttrium are expected to be in short supply. REE recovery and separation from secondary resources such as uranium wastes, heavy mineral sands, and recycled materials can balance the shortfall in a cost effective way.The Saskatchewan Research Council (SRC) is engaged in the development and commercialization of complete REE recovery and separation technologies in Canada. One of SRC’s newest developments is the design and commissioning of a heavy rare earth (HREE) separation pilot plant. The pilot plant uses hundreds of stages of solvent extraction (SX) to produce high purity individual HREEs from both primary and secondary resources.This paper presents the design of an HREE recovery process for the particular case of uranium processing wastes. The separation results of a group separation are reported and discussed, as well as the issues and the challenges of the development, commissioning and operation of the continuous SX pilot plant.IntroductionSignificant amounts of strategic specialty heavy rare earth elements (HREEs) are found in uranium wastes in Saskatchewan. It estimated that about 47 tonne/a of heavy rare earth element oxides (HREO) including 27 tonne/a of Y2O3, plus 6 tonne/a of Sc2O3 are in the raffinate of every uranium mill for potential recovery. Since the HREEs are already in the raffinate, cost effective HREE production is promising in Saskatchewan.Selective precipitation including nutraulization, oxalate and double-salts precipitation, as well as sulfide precipitation, ion exchange (IX) and SX are commonly used technologies for the recovery and purification of REE solution. REE oxalate precipitation is an effective technology to remove Fe, Al, Ca, Si and other impurities by taking the advantages of the solubility difference between oxalates of REEs and impurities in acidic solution (Xu, 2005)."

Mining companies are continually looking for product-ivity and efficiency improvements with their equipment to reduce operating costs. This paper will review the results of a productivity analysis conducted at the Luscar Ltd. Boundary Dam and Bienfait mines near Estevan, Saskatchewan using a Computer-Aided Earthmoving System (CAES) installed on a track-type dozer. The CAES TTT system is a Global Positioning System that provides the operator with constant survey guidance. The study includes a productivity comparison between two similar test sites, one with the aid of the CAES system and the other, without. The CAES TTT system shows a productivity improvement of between 20 and 35% in the reclamation slope leveling application. Even with the CAES TTT system deactivated, some of the advanced features of the system were used to: retain terrain data for volume calculations; track the equipment position; and, accurately record and separate idle time from working time.

In 1998 the Matanuska-Susitna Borough formed the new port district at Point MacKenzie, known as Port MacKenzie, located directly across the Knik Arm from Anchorage. In 1991 PND Engineers Inc. (PND), working with the Matanuska-Susitna Borough manager and port director, envisioned a fill structure at Port MacKenzie with a 500-foot-long Open Cell? sheet-pile bulkhead face extending to EL -20 feet Mean Lower Low Water (MLLW) at the face. Now under operation the fill created 5.5 acres of tideland property using local materials for fill. The fill is protected from 2- to-3 foot-thick ice pans and 9 feet per second (fps) tidal currents by an envelope of armor rock. Construction required working in water with 30 to 40 feet of tidal variation. Construction required placement of frozen fill in water depths possibly exceeding 50 feet, creating real concerns about soil consolidation and long-term maintenance issues. A plan was prepared to consolidate the soils using Vibracompaction. Soil Density and consolidation were monitored during the work. In 2003 the port district and NPI, a wood chip export company, formalized an agreement to construct a deep water port facility at Port MacKenzie for cape-class bulk carriers. PND provided planning, studies, geotechnical investigation, design documents and construction inspection for a 500-foot-long trestle with a platform dockhead and dolphins providing 1,100 feet of dock face in EL -70 MLLW as shown in Figure 1. Design included installation of large-diameter spin-fin piles driven on a 2V:1H batter. Also included was a 300-ton tension test of smaller spin-fin piles.
