Since its enactment in 1991, the Resource Management Act (RMA) has generated both praise and criticism. The major criticism is in relation to the costs the Act poses to industry and the time it takes to work through the process. In response to such criticisms the Minister for the Environment has initiated a review of the implementation of the RMA. The Minister's proposals for reform have not yet been released and the discussion that follows is based upon the report by the Minister's Review Group which was released in September.

The hydrodynamics of a hydrocyclone present a complex internal flow structure, the numerical simulation of which remains a non-trivial task. We report on three-dimensional water-only computational fluid dynamics (CFD) hydrocyclone flow field predictions and highlight some of the issues concerned with the development of a CFD model incorporating an air core. The potential for the application of CFD as a hydrocyclone design tool is also discussed. Physically realistic velocity profile predictions were obtained, which challenge the classical account of the hydrocyclone radial particle classification mechanism. There are various methods available for the recovery of dimensional stone in open pit quarries. Explosive blasting has more advantages in the economic point of view over the other methods but was not widely used in Korea because owner was concerned about much economic loss when it failed. Several years of efforts have been made in order to develop more effective cutting methods and to spread to the quarries for strengthening the competitiveness in the market. Rock cutting by jet flame and black powder was generally used in the early stage. Black powder was applied to cut the last horizontal plane after forming other vertical planes using the jet flame. Jet flame operation, however, is time consuming and produces excessive noise, and as the result, brings adverse effects on the operator as well as the complaints from the residence adjacent to the quarry. Some mechanical methods such as the slot drill, diamond wire saw or in-situ scale of diamond saw cutting were introduced. Most effective cutting methods using the explosive blasting were developed and applied successfully. Black powder was replaced with the detonating cord. A new air decking technique where plug was not used was developed. This paper reviews the technology for dimensional stone cutting and case study in Korea.

The Physiographical Features of the Region The Middleback; Range proper, from the Iron Duke in the south to the Iron Prince in the north, extends in a meridional direction for 21 miles, but may well be taken to embrace also the Iron Knob and Iron Monarch prominences so that the total length of the Range is 37 miles.Although no great altitudes are reached, the slopes of the high country are steep and the Range stands out prominently above the peneplaned surface of upper Eyre Peninsula. The Range is built up of sub-parallel ridges at some places, and its continuity is interrupted by transverse breaks or gaps resulting from normal stream erosion and corrosion during earlier periods when precipitation was heavier and streams were more active. Traces of high-level gravels remain on the flanks of Kimba Gap. A former mature stream on the western side of the Range has had its lower reaches blocked by sand and the old stream channel has been converted into an eiongated basin of internal drainage. The sand dunes in this area appear to be practically stationary at present, being fixed by mallee vegetation. Their trend is west-northwest.The relief of the Range is regarded as having been determined primarily by meridional strike faulting and selective silification of some of the beds. A detailed study of the capital investment and production cost for copper electrowinning plants shows that significant savings in both can be achieved by increasing the current density. From the economic analysis it is determined that the optimum current density which will result in lowest capital investment and lowest operating cost is between 60 A/sq. ft. and 70 A/sq. ft., or at least three times as high as the Conventionally employed current density. The specific investment, expressed as $/ton-year, is found to be a function of both the current density and plant capacity and has a minimum value at the optimum current density. Empirical equations are developed for the purpose of estimating the capital investment and operating cost for plants of any production capacity operating at any current density.

The literature contains little thermodynamic information regarding inter-oxidic compounds of the ferroalloy elements and, as a result, thermodynamic considerations of extractive and utilization processes involving these elements have been hampered. As part of a Bureau of Mines program to improve this situation, this paper reports the heats of formation of three calcium vanadates and two magnesium vanadates. There were no previous similar data for any of these compounds. The experimental method was hydrochloric acid solution calorimetry, using calorimetric reaction schemes involving the vanadates and their component oxides. The results were expressed as heats of formation from the component oxides and from the elements. Corresponding free energy of formation values were calculated. The data show that the calcium and magnesium vanadates are stable with respect to all possible decompositions in which vanadium remains pentavalent. This conclusion is similar to the one drawn by Koehler6 for three sodium vanadates.

The point of the anode effect on carbon anodes of dcfincd surface area. during electrolytic decomposition of alumina dissolved in molten fluorides. has been determined from current-voltage curves. The reproducibility and accuracy was found to be better for cell voltage than anode current density. Results have been obtained for the effect of alumina concentration temperature and carbon type. The point of the anode effect was strongly dependent on both the alumina concentration and the carbon type. For high alumina concentrations it has been found that the anode effect approaches reversibility. From these results it is concluded that co-evolution of CO, and CF. occurs prior to the onset of the anode effect. The anode effect results when the CF, content becomes sufficiently high for the melt not to wet the electrode surface and is maintained because of the slow desorption of CF, and the high electrode potential that results.

Several empirical equations to estimate coal pillar strength have been presented in academic studies. The development processes of these equations are similar and are usually obtained by fitting the mathematical function (curve) to field data. One of the best criteria to evaluate the quality of fitting for such equations is the correlation coefficient R2, which has limited applicability. It is necessary to calculate the correlation coefficient access to the initial data for which the equation is presented; this is impossible for many coal pillar strength formulas. This paper presents a new approach based on the analysis of uncertainty amplitude to compare the coal pillar strength. This approach utilizes a combination of parameters such as Mean Squared Error (MSE), Root Mean Squared Error (RMSE), function type and degrees of freedom. The confidence level of constants is subsequently formed and the correlation coefficient becomes more comprehensive. Therefore, for an effective comparison, the efficiency and accuracy of coal pillar strength formula can be used. From 19BS thru the present, Guy F. Atkinson Construction Company has been involved in several transportation construction projects in the Seattle area. Two of these contracts, the Mt. Baker Ridge Tunnel, and The Seattle Bus Tunnel, had unique foundation features. MT. BAKER RIDGE TUNNEL ACCESS PITS The Mt. Baker Ridge Tunnel is part of the general upgrading of the I-90 freeway between I-405 and I-5 (see Fig. 1). It is located on the western shore of Lake Washington and consists of a 1300 foot long large diameter tunnel thru Mt. Baker Ridge. The ridge consists of over consolidated silts and clays overlain by a loose to medium dense silty fine sand. The water table is perched in this upper layer of material. The clays of Seattle have a history of being very sensitive to excavation. The hills are marginally stable and numerous landslides have occurred recently in the area of the tunnel. [ ]

Concrete is one of the decisive construction materials, also for the AlpTransit Gotthard Tunnel. The client has many requirements, and many are the solution possibilities that concrete systems can offer. Cement producers and concrete admixture manufacturers have been challenged to design and test jointly concrete systems for cast and sprayed concrete. The testing operation followed the scenario laid out by the Gotthard AlpTransit Project management?s instructions ?Testing system for concrete mixes.? Various supplier teams have applied for the concrete systems for sections Amsteg/Erstfeld, section Sedrun and/or sections Bodio/Faido and have also followed through with the tests. As was to be expected, the rate of failed mixes matched the level of the requirements. Thanks to this system, it was nevertheless possible to test complete concrete systems for all sections and to get them approved. The joint ventures tendering for the contracts were allowed to include only approved mix designs in their bids. Workability and durability are of paramount importance for cast and sprayed concrete mixes. Durability is influenced by the chosen mix design where binder concept and well-defined water content, i.e., impermeability, are determinant. Aggregates for AlpTransit are to be considered as given. The concrete mix design also determines workability. Because ambient conditions and also requirements with respect to workability are subjected to change, it is necessary that the mix designs include control measures. The choice and number of components for the concrete systems (cement, additives and admixtures) allow adaptation to changing conditions. For AlpTransit such adaptive measures must meet very strict requirements.

Appendix A is an abridged extract of the report prepared by the Geotechnical and Structural Engineering Society of Idaho, and presents the results of their one-year study to evaluate the feasibility of disposing mill tailings by landfill construction. Appendix B describes the field and laboratory testing program completed by RDM to assess the effectiveness of a soil (slimes) liner as a means of seepage control to reduce the introduction of contaminants into the local ground water regime. Appendix C presents a summary of a thesis by Lawrence Martin on the analysis of the acid production potential of mill tailings, and the results of geotechnical testing of mill tailings completed by ROM. Appendix D describes potential landfill sites identified within the study area, the development of these sites to meet the present needs of the mining industry and the future requirements of the community is described. Appendix E summarizes the main legislation impacting on tailings disposal. Appendix F discusses the environmental and socio-economic factors that should be considered.

The ability to design a beneficiation process for a new orebody based on particular feed characteristics is a powerful and practical tool. A new technique has been developed where beneficiation outcomes can be calculated by combining feed size-by-size chemical analysis, mineralogy, liberation and particle characteristics with a series of simple theoretical unit separation models rather than a simple mass balance approach or an exhaustive beneficiation test program. The new technique provides the ability to rapidly identify ore types that have the potential to meet product specifications whilst also rejecting others that will not meet specification even if a perfect separation was achieved. Beyond the broad scale decision making process, practical mineral separation curves from actual plant data can be used to more closely simulate the proposed process. This approach reduces the amount of laboratory and pilot plant work necessary by targeting what process stages will be required, increases early rejection of uneconomic options, identifies problematic ore types or unit operations and is a step towards estimation of final grade and recoveries achievable in potential circuit configurations.

Oxide ores can consume enormous amounts of expensive sulfuric acid. The problem is amplified with increasing heap heights. One solution is to provide a thin liner and drainage system between each lift of ore, thereby intercepting the pregnant leach leach solution (PLS) after it exits the active lift. However, these liner systems require special attention to hydraulics, slope stability and geomembrane design criteria. Inadequate attention to the first two can result in reduced recoveries, increased acid consumption andsystem failures. The geomembrane selection criteria are different from the base liner, and optimizing its selection can have significant effects on the operation’s bottom line.

Mean flow stress analyses from plant mill logs for the conventionally produced hot rolled low carbon steel from the Ispat Iscor Vanderbijlpark strip producing plant, indicated a higher temperature sensitivity than that found for the equivalent SAE 1006strip steel produced in the compact strip plant of Saldanha Steel. This was confirmed quantitatively through detailed hot deformation studies on an as-cast structure as well as on a finer grained condition on the same steel. In the conventionally produced steel, activation energies for hot deformation of 309 kJ.mol-1and 388kJ.mol-1for the two respective starting structures were found, both values extending over the entire normal hot deformation temperature range of 1140 to 900°C. These and other experimentally determined constitutive hot deformation constants were applied to the hot rolling austenite grain size development model used earlier. From this, it is predicted that dynamic recrystallization occurs only in the first two break-down passes at the Vanderbijlpark plant and thereafter static recrystallization occurs after exiting from all of the remaining ten or eleven roughing and finishing passes. This is significantly different from what was predicted earlier for the Saldanha Steel plant with its lesser number of passes where static recrystallization is predicted to occur only in the last three passes. The effects of this process difference and other observed product differences between the two types of product are discussed. Knowledge of in situ stresses is fundamental to many studies in earth sciences, and coal mine ground control is no exception. During the past 20 years, it has become clear that horizontal stress is a critical factor affecting roof stability in underground coal mines. The theory of plate tectonics and the World Stress Map (WSM) project has been extremely helpful in explaining the sources and the orientations of the horizontal stresses observed underground. Recently, WSM geophysicists studying deep-seated stresses have developed a model of how stress magnitudes vary with depth in the crust. They have devoted relatively little attention to near-surface stresses, however. This paper explores the relationships between deep-seated and shallow in situ stresses in several of the world?s coalfields, using a data base of more than 350 stress measurements from underground coal mines. The analysis indicates that distinct regional trends exist, corresponding roughly to the regional stress fields identified by the WSM. The paper presents equations for estimating stress magnitudes that were developed by treating depth and elastic modulus as independent variables in regression analysis. The magnitude of the horizontal stress increases with depth, at rates that range from 0.8 to 2.0 times the vertical stress, just as the WSM ?critically stressed crust? model predicts. Overall, it seems that the stress regimes encountered in underground coal mines are closely linked to those that exist deep in the earth?s crust.

Accurate estimation of equipment costs is a key factor in feasibility study and evaluation of design alternatives of mining projects. In this paper, capital and operation costs of backhoe loaders are estimated using multiple linear regression (MLR), based on principle component analysis (PCA). These cost functions are consisted of five independent variables; bucket size, digging depth, dump height, weight and horse power. The MLR is conducted in two steps. At the first correlation between independent variables is omitted using PCA technique. Thereafter, MLR functions are established using selected significant PCs and total cost functions are constituted as functions of initial variables. At the end, accuracy of functions are evaluated using mean absolute error rate method.

In this paper the origins of the mortar intruded concrete concept and its development and application in the construction of watertight bulkheads in South Africa are described. The events leading to the commissioning and execution of the West Driefontein Experimental Plug and the Virginia/Merriespruit Boundary Plugs, and their roles in the proving of the technique, follow. The development of the first Transvaal and Orange Free State Chamber of Mines Code of Practice for Mortar Intrusion Concrete for Underground Plugs and Bulkheads, Johannesburg, November 1962,is explained. The saga of the October 1968 flood and subsequent salvage of the West Driefontein Gold Mine is recounted. The paper concludes with mention of the validation programme carried out for the Placer Dome Western Areas Joint Venture and their South Deep water barrier programme.

The role of mould fluxes in continuous casting is reviewed. The main functions of the flux are described and the importance of the flux in providing lubrication and the right level of heat transfer between the shell and the mould is described. The major problems of longitudinal, transverse and star cracking, gas and slag entrapment and deep oscillation marks in the steel product and ?sticker breakouts? are analysed. The important physical properties of the flux in combating these various problems are identified. Physical property data for the fluxes are given.

The Brisbane Airport Link Project (AirportlinkM7) includes the design and construction of more than 12.5 km of tunnels, with the Kedron interchange including four ramp tunnels that intersect with mainline tunnels and result in caverns with spans of up to 26 m. These caverns are in highly variable ground conditions with less than 35 m of cover underlying residential neighbourhoods and commercial properties. The Kedron caverns were constructed using the sequential excavation method (SEM). Owing to complex geometry and excavation sequence, the caverns were designed based on numerical modelling methods, including both two- and three-dimensional models. These numerical methods were used to develop a suite of support types with excavation sequences for the expected range of ground conditions. A combination of methods that included in-tunnel monitoring (convergence monitoring and extensometers), probe holes, endoscope probes, face mapping and ground settlement measurements were used to verify performance of the tunnel support systems and to select and refine the appropriate support system for each section of the caverns. The construction monitoring data indicated that numerical modelling can provide a good basis for predicting the performance of large-span underground openings in highly variable ground conditions.
