The Bureau of Mines, through a 4-year program of combined in-house and contract research, has developed the necessary hardware and software technology to provide rugged, reliable automatic fire protection for surface mining mobile equipment. One element of this program was a continuing effort to help foster rapid mining industry acceptance of the technology by keeping end user costs reasonable. This report is an analysis of the economic impact of surface mining mobile equipment fires and the cost benefit of utilizing automatic fire protection systems to abate these losses.

A brief résumé follows of activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code fur Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous -coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reportin; to the Coal Mines Administrator any violations of the Federal Minis Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority under Executive Order 9728 was removed on June 30, 1947, when Government control of the mines was terminated.

During recent years fuel consuming industries of the United States have been caught between environmental restrictions and the uncertainty of obtaining an inexpensive fuel. With the advent of the National Energy Act of 1978 there has been added impetus to switch from gas and oil to coal. For industrial furnaces and boilers that were designed to bum coal, returning to an available compliance coal might be feasible. However, furnaces and boilers designed for gas or oil cannot reasonably be converted to coal unless the coal is initially gasified. All cases, nevertheless, depend upon the availability of an adequate structured coal of a compliance composition, a challenge to the coal mining industry. The foregoing problems have contributed to the current energy-coal crisis of today's economies. It therefore would be worthwhile to capitalize on previous experiences of the mineral processing industry.

In response to Public Law 95-87 (SMCRA), Colorado promulgated regulations governing the mining of Coal. These regulations require the prediction, monitoring and mitigation of "material damage" caused by subsidence. All permitted underground coal mines within Colorado have approved subsidence programs. Preliminary monitoring results indicate the subsidence mechanical predictions have been sufficiently accurate to preclude material subsidence damage. The State of Colorado has developed a practical approach to regulating subsidence, which stresses monitoring verification of predicted subsidence phenomena. However, shortcomings exist in our ability to precisely predict the secondary consequences of subsidence, including effects to structures, the hydrologic balance and the environment. Lack of accuracy in predicting these secondary consequences results in uncertainty, necessitating conservatism in permitting. To avoid increasingly stringent permit restrictions, future research should emphasize the secondary consequences of subsidence.

Recent findings by medical workers on the association of certain zeolite minerals with the high incidence of pleural mesothelioma in two small Turkish villages have caused considerable excitement both in medical circles and in the synthetic and natural zeolite businesses. The 42 cases diagnosed between 1970 and 1977 in one community of 600 population in a region of altered volcanic tuff represent a virtual epidemic of this rare malignancy which normally strikes only about one person in a million. Cancer workers around the world expect that detailed environmental and epidemiological studies of the disease in these areas will shed considerable light on the cause of this particularly lethal form of lung cancer. Scientists and engineers developing uses for zeolite materials in industry and agriculture, however, are justly concerned that the preliminary results available on this situation will be used by environmental and regulatory organizations to label an entire group of miner- als as carcinogens on the basis of what is little more than circumstantial evidence. Although there is no question as to the large number of cases of mesothelioma in these areas of central Anatolia, the work to date has suffered from a lack of sound geological and mineralogical input. Ataman (1) stated that a "correlation" exists between mesothelioma and zeolites in this region; however, the geological data needed to document a direct relationship between the presence of zeolites in the volcanic tuffs surrounding the villages in question and the rate of malignant lung disease in the inhabitants have g been obtained, nor has evidence that suggests a cause-effect relationship between zeolites and cancer been reported. To provide fundamental information on the distribution of zeolite minerals in areas of central Turkey where high incidences of pleural mesothelioma have been reported and to evaluate from first-hand knowledge the published reports and news releases of medical workers engaged in assessing the problem, the following investigation was made.

The electromagnetic noise that exists in a mining environment is quite severe and was shown to have been reasonably well documented by a number of researchers in the Phase I Report. The noise levels are such that prudent communication design requires the careful use of all the electromagnetic noise data available. A comprehensive survey was undertaken to determine techniques used in various industrial environments to achieve secure communications in the presence of electromagnetic interference. The techniques were given in the Phase I Report and are rudimentary, but have produced reasonably good results. A number of these techniques could be applied to the mining environment.

Red mud residue from Bayer process treatment of Jamaican bauxite was dewatered in batch and in continuous centrifuges. Solids content of the residue was increased from its original value of 20 to 25 percent to about 40 percent by centrifuging. Clear effluent amounting to approximately 40 percent of the slurry liquid was recovered containing dissolved alumina and soda values for potential recycle to the alumina plant" Addition of a chemical flocculant to the centrifuge increased capacity by about 35 percent. Manufacturer's estimate of large-scale equipment requirements, based on data collected in this investigation, was that a proposed installation for dewatering 16,000 tons per day of Jamaican red mud would require twenty-two 24-by 60-inch solid-bowl-type centrifuges. Cost analysis of a proposed installation, based on a Jamaican red mud tonnage of 16,000 per day, is included also.

This study will discuss the AMAX Coal Co., Penndiana Pipeline Project, which was conducted in conjunction with the following parties: AMAX Coal Industries, (U.S.B.O.M.) United States Bureau of Mines, (I.D.O.R.) Indiana Division of Reclamation, Ohio Valley Pipeline, Inc., New Mexico Tech, and ourselves, VIBRONICS, INC., Evansville, Indiana. The purpose of this study was to find a safe vibration level for active gas transmission pipelines near surface coal operations.

"Nuclear explosions are currently being planned for use in oil and gas production, the recovery of oil from oil shale, gas storage and copper leaching. The current status of each of these projects is discussed, with emphasis on the economics of each application. The first commercial application of nuclear explosives will be in gas stimulation. Project Gasbuggy will be rapidly followed by two additional shots, also related to gas production. These three events, each in a different formation, will be described in this paper with a discussion on their significance to the world's oil and gas industry. The use of nuclear explosives in oil and gas stimulation should be a standard accepted practice within a few years. Calculations based on explosions in media such as tuff, alluvium, granite and dolomite predict large increases in productivity when nuclear devices are used in tight, thick formations. The broken-up rock resulting from the explosion becomes the new well bore, with a production rate of six to twelve times that of a normally completed well.Also included in the paper is a discussion of the real or possible problems associated with nuclear explosive engineering. The only major foreseeable problem is the seismic shock wave. This limits the size of explosive which can be used near important surface structures. A discussion is included on the radiation problem, which we believe to be largely psychological in the case of contained explosions."

Strength of coal is one of the governing factors in size determination of mine pillars, and therefore affects the percentage of extraction and thus, utilization of reserves. Coal strength is also important from the subsidence control standpoint, where mine pillars with appropriate safety factors should be designed for long term stability. Determination of coal seam strength has been addressed through the extrapolation of the coal strength obtained from a small number of samples on the whole section of the seam. This procedure often gives unreliable results. Presented in this paper is a method of in-situ strength testing of coal, allowing for a realistic determination of seam strength. Results of a field case study dealing with the coal seam, where samples for the laboratory strength tests could not be obtained due to the dense cleat, are presented. However, in these conditions, the in-situ testing was successful. A comparison of both conventional and the in-situ penetrometer method was carried out. It was found that the penetrometer data not only improve the accuracy of strength determination of the entire seam, but also prove to be much more cost effective than the conventional method on a per test basis.

The average gravity of the total crude petroleum produced in the United States during; the year 1927 was 32.2° A. P. I., or 0.864 in terms of specific gravity. A similar study, made by the U. S. Geological Survey in 1921, gave the average gravity at that time as 32.0.° To one who is accustomed to thinking of crude petroleum in terms of Oklahoma-Kansas and North Texas trades it may be surprising that the average gravity for the entire country is no higher than 32.20. The chief reason for this apparent discrepancy lies mainly in California production, which in 1927 amounted to over 25 per cent of the total, but which had an average gravity of only 24.10. A factor of less importance was Arkansas, which, though on the decline as a producing State, exerted a material effect by reason of its average gravity of 21.6°, the lowest for any State. In view of the heavy production of light crude in the Seminole area of Oklahoma during 1927, it would appear that the average gravity should have shown more than a 0.2 per cent gain over 1921. That this did not occur was due to the fact that in the interim between 1921 and 1927 important heavy oil discoveries were redo, notably the Smackover field of Arkansas.

Procedures for detecting and locating seismic sources are adapted to the case of entrapped miners. During an emergency the entrapped miner is likely to generate seismic signals, by knocking against the walls of the shaft. With a seismic array station deployed near the disaster area, the seismic signals can be recorded. Two algorithms are presented for the location of the source from the arrival times of a seismic phase: The first algorithm produces one, most probable location, under the assumption of constant velocity of propagation of seismic waves in the medium. The second algorithm is similarly applicable, however without any restriction on the seismic velocities in the medium between the source and the array. While the first algorithm uses an analytic approach, the second one is based on a trial and error procedure. The second algorithm gives locations with arbitrarily high accuracies, depending only on the accuracy of arrival time measurements and on the compatibility of the true velocity distribution and the assumed velocity model. The algorithm is shown not to require under certain conditions direct .arrival time measurements, thus eliminating a potential source of errors in the location of entrapped miner.

This document is Volume II of a two-volume report on underground and surface coal mine fires occurring between 1950 and 1977. Volume I discusses the methods of data acquisition, data analysis procedures, results and conclusions. This volume contains (1) a master list of all fire incidents obtained from MSHA reports, (2) an annotated bibliography of all MSHA reports, journal articles on selected incidents, and non-reportable fires (appendix), and (3) indexes to be used in accessing incidents in the master list and annotated bibliography. These three types of information provide the reader with a complete summary of coal mine fires during the period from 1950 through 1977 and a convenient means to locate incidents of specific interest. The body of this volume is organized around two tables and a series of indexes. The two tables are master lists of underground and surface fire incidents. They are followed by 14 indexes keyed to the master list and annotated bibliography. The appendix contains three different parts: o The annotated bibliography of MSHA fire reports (one section each for underground and surface mine fires) o The annotated bibliography of journal articles about selected fires from the MSHA bibliography o A listing of non-reportable fires (one section each for underground and surface mine fires) Descriptions of the contents and use of each of the three major components of this volume (i.e., master list, indexes, and appendix) are presented in Section 2.0.

The Bureau of Mines Investigated the Copper Bullion claims at Rua Cove on the east coast of knight Island in Prince William Sound, Alaska, during November-December 1948 and March-April 1949. This project was part of the Bureau of Mines program for developing critical and strategic minerals in Alaska, Mineralization at the copper deposit on the Copper Bullion group of claims is mainly pyrrhotate and chalcopyrite, confined to a northeast-trending shear zone in the greenstone 2,000 feet northwest of Rua Cove. The property has been partly developed by two adits, by a number of crosscuts from the upper adit, and by several diamond-drill holes.

"Comparable transaction analysis is the best known of the market approaches to valuation of exploration-stage mineral properties. The analysis of option and farm-in agreements can also provide useful guidance to valuators. While such approaches can be distorted by incomplete analysis, market-based methods are capable of providing consistent, credible results when carried out carefully with due consideration paid to all factors which buyers and sellers consider when dealing in the real market. IntroductionMineral properties without defined resources present one of the most challenging tasks to the mineral valuator. This paper will concentrate on market-based approaches to valuation of such properties. Other authors at MM2000 presented papers on cost and income approaches. Sorentino (2000) also provides a useful overview with some provacative commentary on methods.Market based-approaches are based on the principle of substitution and include such techniques as: comparable transaction analysis (sometimes referred to as sales comparison analysis); farm-in commitment (or option agreement) analysis; rules-of-thumb; and comparable market value analysis.Are there any valuation standards available to assist the valuator? In Canada there are none that apply to the valuation of mineral assets or securities. This problem is being addressed, at least in part, by the CIMVal Committee of the Canadian Institute of Mining, Metallurgy and Petroleum (CIM)1. Further, the recently established Canadian Association of Mineral Valuators will be giving consideration to the adoption of valuation standards."

R.K. Leininger, N.R. Hasenmueller, and D.D. Carr The content of the paper by V. Rajaram does not fulfill the expectations of the title. But Rajaram submitted the article in October 1983, and he could not have foreseen the numerous developments that would occur before his paper was published more than two years later. Nevertheless, Rajaram failed to mention the interest in oil shale development in southern Indiana beginning in late 1979 and continuing through the present as a result of special financial encouragement of three oil shale projects in May and August 1984 by the Indiana Energy Development Board and the Indiana Corp. for Science and Technology. A session at the 1985 Eastern Oil Shale Symposium in Lexington, KY, Nov. 18-20, 1985, gave the current status of oil shale developments in the eastern United States. Speakers at this session reported on the three Indiana projects. First, Gary D. Aho, Cliffs Engineering Inc., spoke on a feasibility study by Cliffs Engineering and Allis Chalmers for a site-specific pilot plant using the Allis Chalmers process. The plant site is in Clark County, IN, on property of the Midwest Energy Resources Co. The project is funded by $240,908 each from the Indiana Energy Development Board/Corp. for Science and Technology (EDB/CST) and the US Department of Energy (DOE) and $120,454 from the corporate sponsors (total $602,270). Completion is scheduled for mid-1986. Next, Edwin M. Piper, Stone and Webster Engineering Corp., discussed the American Syn-Crude/Indiana Oil Shale Project. This effort followed the completion of two smaller projects funded by the Indiana EDB/ CST: "Testing of Indiana Oil Shale in a Petrosix Pilot Plant" (total funding by EDB/CST at $50,000) and "Assessment of the Petrosix Process for an Indiana Shale Oil Plant" (total funding by EDB/CST at $100,000). The status at the time of the report at the Oil Shale Symposium was that a request for an extension of time for securing nonfederal support had been submitted to the US Synfuels Corp. The proposal included building an 11-m (36-ft) diam retort in southeastern Indiana to process the New Albany Shale and to produce 366 m3 (2300 bbl) of shale oil per day by the PETROSIX process. The Indiana EDB/CST had contracted with Stone and Webster at $401,100 from EDB/CST and $245,835 from Stone and Webster for activities to advance the project in the negotiations with Synfuels Corp. At the time of the report, this project was the only eastern oil shale proposal that was still on the agenda of the Synfuels Corp. As a result of Congressional action in late December 1985, federal support from the Synfuels Corp. is no longer possible. Finally, Victor H. Carr, Eastern Shale Research Corp., described his firm's project, which is jointly supported by DOE ($227,749) and the Indiana EDB/ CST ($73,850) and is entitled "Feasibility Study to Determine Suitability of an In-Situ Process to Recover Hydrocarbons from Eastern Shale." An area in Scott County, IN, had been chosen, but not a specific 9 x 15-m (30 x 50-ft) site. One burn of a small in situ retort is contemplated as part of the project. Besides these three projects, several reports on shale research were presented. Joseph Damukaitis, American Syn-Crude Corp., reported that a pilot plant using the hydrogenation-extraction (H-E) process (described at the 1984 Eastern Oil Shale Symposium) was 94% built and would go through shakedown with oil shale but would then shift mechanical devices to process coal mine waste. Current status of research on the HYTORT process was then presented by Raymond C. Rex, Jr. Oil shale beneficiation research at the University of Alabama/Minerals Research Institute was reported by R. Bruce Tippin. Scott D. Carter discussed continued research on fluidized-bed retort¬ing of shale at the Kentucky Center for Energy Research Laboratory. Carl E. Roosmagi of DOE, Morgantown, reported on the oil shale research at the Morgantown Energy Technology Center (METC) laboratory. Henry J. Gomberg, Ann Arbor Nuclear Inc., discussed "Radiation Combined with Donor Solvents for Extraction and Up-Grading of Kerogen." Aurora M. Rubel and coauthor Eileen Davis presented results of research at the Kentucky Center for Energy Research Laboratory under the title "The Effect of Shale Particle Size on the Products from the Bench Scale Fixed Bed Steam Pyrolysis of Kentucky Sunbury Shale." Lastly, Maria Rockwell, Technical University of Nova Scotia, presented "Processing and Up-Grading of Low Grade Nova Scotia Oil Shale for Potential Use." A review of shale oil prospects by Gerald Parkinson in Chemical Engineering for Feb. 3, 1986, covers both western and eastern projects and includes a report that the US DOE is funding a few relatively small projects; most of the fiscal 1986 budget of $12 million for shale oil is for fundamental research. Projects include a $3.2 million three-year contract with Hycrude Corp. (Chicago) for development of the HYTORT process and a $1.2 million three-year contract with the University of Alabama's Mineral Resources Institute on beneficiation of eastern oil shale by froth flotation. The report incorrectly states that current projects include a total investment of $466 million in a pair of 18-month technical and economic feasibility studies for proposed projects in southern Indiana. Water inrush in coal mines is induced by the imbalance of the groundwater flow field and the engineering geo-mechanics field. Therefore, to prevent water inrush it is important to predict the critical hydraulic pressure of water inrush in coal seam floors. This paper will investigate a method for conducting theoretical forecasting of the critical hydraulic pressure of water inrush in coal seam floors by adopting the combination method of a genetic algorithm-neural network. First, the topology structure of a neural network (NN) based on genetic algorithms (GA) will be determined and then the critical pressure of water inrush in a coal seam floor using the chosen NN will be predicted. Finally, theoretical forecasting results will be compared with actual measurement results to determine the feasibility and applicability of this method.
