Many policy issues facing the mining industry and affected communities are at a level of complexity that they can be called ‘wicked’ problems. The term ‘wicked’ in this context is used, not in the sense of iniquity, but rather as social and economic issues highly resistant to resolution. For the resource extraction sector and affected communities there are an array of challenges embedded in the industry’s production and profit paradigm, the remoteness of mineral reserves and affected communities’ expectations of economic benefit and a positive legacy. The mining industry as a whole is dominated by economic, political, legislative and market structures that influence and constrain interactions between mine operations and local communities. For communities, with particular reference to regional Western Australia, intractable problems include the uncertainty of, yet increasing dependence on, a mining economy. Questionable outcomes for local communities include the limited realisation of local employment and business development benefits, and low overall outcomes or low multiplier effects. ‘Wicked’ problems, according to the literature, are best addressed via collaboration. In the mid-west region of WA, with mining and infrastructure construction underway, alliances have formed between mining companies, the major port and rail infrastructure project (Oakajee Port and Rail) and regional and local governance stakeholders. The major impetus for these affiliations is to expedite planning and associated infrastructure development taking into account the lessons from other mineral-led regions. What has resulted is an array of innovative approaches to stubborn problems including planning well in advance of full-scale mining; regionally coordinated procurement; ‘mine ready’ local businesses; and strategic investments in social infrastructure; including community trust funds paid in advance of project delivery. This paper examines these innovative approaches/alliances and assesses their effectiveness in addressing long standing mining/community dilemmas.

The analytical variability encountered when sampling for platinum-group metals (PGM) was statistically evaluated during a 1983 study by the Bureau of Mines and the University of Alaska. Sampling procedures were designed to systematically incorporate commonly used reconnaissance exploration techniques under actual field conditions. Analytical variability was evaluated at each procedural step. Analytical data from each sample from a single deposit grouped relatively well around the calculated mean for that deposit. Standard deviations did not exceed 43 pct of the mean for any of the deposits; more commonly, the deviation was about 25 pct. Statistical treatment of the data by analysis of variance indicated the most important source of error is selection of the sample site. Two or more replicate samples appear necessary to adequately quantify the PGM content. Secondly, significant variation occurs during preparation of a pulverized split for fire assay. The optimum sample size was in the 11-lb range; larger samples did not appreciably reduce variability. Smaller samples generally indicated a higher degree of variability. Evaluation of the sample method suggested the common grab sample, if carefully taken, is a useful indicator of the general range of PGM concentration but potentially includes a considerable margin of error.

Commercial production of synthetic rubber in the United States became a reality in 1931 when E. I. duPont de Nemours, Inc., announced the manufacture of Duprene, a synthetic rubber made by polymerizing r chloroprene. Duprene was later improved and reintroduced as neoprene. Since 1931 other synthetic rubbers and rubberlike materials have been announced and are now produced commercially or are in the pilot-plant stage in the United States. These include Thiokol, Buna S, Perbunan, Koroseal, Vistanex, Flamenol, Ameripol or Hycar, Chemigum, Butyl rubber, and Flexon. None of these is synthetic rubber in the strict chemical meaning of the word synthetic, as none is identical in chemical structure with natural rubber. However, all possess some of the physical properties of natural rubber, and in addition usually have some outstanding property not found in natural rubber that makes them superior for certain uses. Because of these superior qualitites, a considerable demand had arisen for synthetic rubbers before the present emer¬gency, although the price was several times that of natural rubber.

Norton Co., the world's largest producer of abrasives, is enlarging its proppant operation. Proppants are strong chemical particles used to wedge open rock formations in deep oil wells, thereby increasing the well flow rate, sometimes as much as tenfold. Norton" aluminum oxide-based proppant is rapidly displacing less durable materials. The company is building the world's largest proppant plant in Fort Smith, AR. ALUMINUM--See also REFRACTORIES The price of primary aluminum ingot was increased by several producers in July. Kaiser Aluminum & Chemical Corp., and Revere Copper & Brass Inc. increased the price of primary aluminum to 63.0 cents per pound, effective July I. Reynolds Metal s Co., Anaconda Aluminum Co., Howmet Aluminum Corp., and Marti n Marietta Aluminum Inc. increased the price of 99.5% primary aluminum ingot to 63.0 cents per pound, effective July 5, The Aluminum Company of America increased the price of aluminum ingot to 62.5 cents per pound, effective July 9. The range of prices at the end of the month was 58.5 to 63.0 cents per pound.

On November 9, the Reynolds Metals Company cut production by 12 at its primary aluminum smelters at Troutdale, Oreg., and Longview, Wash., as a result of an earlier 25% power cutback by the Bonneville Power Administration due to lower than normal stream flow in September, the Aluminum Company of America had closed one potline at its Vancouver smelter because of the power cutback. Nearly 700 union workers at Anaconda Aluminum Company's primary aluminum smelter at Sebree, Ky., walked off the job when their contract expired or, November 15, after rejecting a proposed 3-year contract. The smelter has an annual capacity of 180,000 tons mid accounts for 50% of Anaconda's aluminum production. No talks are scheduled.

A DISCUSSION of the developments of the past decade in the field of refractories, and the effect of these developments on the performance and life of open-hearth furnaces, is perhaps best introduced by reference to Fig. 1. This shows the most important types of refractories doing into various parts of the furnace, together with their cost, and remarks on their use. It has been estimated that half of the refractory makers market comes from the iron and steel industry, and something like one-third of all refractory brick used finds its way into open-hearth furnaces. To melt steel, a furnace capable of withstanding temperatures close to 3000 deg. F. is required. The furnace is assembled of various refractory materials selected by experience and economic considerations. Furnace structures today, from a refractory standpoint, are considerably different from a quarter century ago. Furnace operators, interested in the performance of refractories, care little how they are made or where they come from so long as they give reasonable service. But, the entire history of the refractory is important and technical knowledge of the ceramic materials used in making the refractory is necessary to the manufacturers, so that the proper article gets into the hands of the ultimate consumer.

Longwall mining is the term used for the underground extraction of a wide and deep panel of coal. Such a panel may be blocked out by one or more entries on either side ("head" and "tail") of a longwall face. If all the entries are pre-driven, the panel extraction is termed longwall retreat mining. With one exception, all the longwall faces in the United States are of this type. (1) prior to the general decline in the rates of production with Continuous Miners, the development of the multiple entries generally kept ahead of the longwall extraction rate. This is no longer the case: longwall extraction rates far exceed the rate of development. In addition to this problem, in newly established mines, the development of a haulage and bleeder system based on multiple entries results in a lead-time of three years or more before longwall mining can be applied. This is one reason why earlier projections and much of the optimism attached to longwall mining as a principal "savior" in the energy crisis should be viewed with some caution.

The pigments, whose colors are due primarily to iron exides and iron hydroxides, comprise a variety of yellow, brown, red, and sometimes black paint-coloring agents, both natural and artificially prepared. The natural pigments in this group include ocher, umber, sienna, mineral paints, paint rock, and mortar colors. When the natural color or tinting power--either in the raw state or after treatment--is too weak, these pigments may be "forti- fied" or strengthened. Ocher, umber, and sienna, rhile often described as "iron oxide pigments," are also known as "earthy" rigments. Inasmuch as the iron content of these pigments is, in general, somewhat lower than that of other iron oxide pigments, the ochers, umbers, siennes, and other brown earth pigments are not discussed in the present paper. In addition to a discussion of natural or artificial pigments whose color is due to the presence of iron oxide in some form, this paper contains data on mortar colors, which are medium or low grade pigments used for tinting mortar, cement, and concrete. A great variety of materials are used for theso purposes, including "blue billy" (residue left from roast- ing pyrite), ground slate and shale, and even culm from coal washeries. Dur- ing the past three years, there has been a definite trend among the producers of iron oxide pigments to push the sales of the better grades of colors for tinting mortars. Due to the amount of low-grade coloring matter that is re- quired to impart a strong color to concrete (in soro cases as high as 15 per cent of pigment is necessary) the strength of the cement may be materially impaired. The addition of some 2 per cent of the higher grades of iron oxide to the concrete mix imparts a brighter and stronger colcr, does not weaken the material, and in the end is not as expensive as the low-grade pigments formerly used. Iron oxide pigments occur in nature in various shades and colors, but the red pigments are the most important and account for the larger part of the total red pigments used.3/ The nomenclature of these red pigments is involved and the names given to them are descriptive of the shade rather than of origin, method of produc- tion or chemical composition. In most cases the red pigments under this class may occur naturally or may be produced by heating hydrous iron oxide pigments such as yellow ocher to a sufficiently high temperature to drive off the water of composition. They may also be prepared by fortifying naturally-occurring pigments with stronger natural or synthetic oxides or with coal-tar dyes (e.g. alizarine lake), Most of the mineral reds derive their color from the presence of ferric oxide (Fe2O3), the mineral hematite. This may be present in relatively small percentages, as in the red slates and shales, or it may constitute as much as 90 per cent or more of the material, as in Spanish red. The principal iron oxide pigments used in the manufacture of paint are discussed in the following pages.

To advance technology that can conserve critical materials, the Bureau of Mines investigated a cast-on hard-surfacing that wear resistance and confines alloy additions to wear-prone surfaces. Wear-resistant material in form is on a polystyrene , the is embedded in a mold of unbonded s and the wear-resistant material is transferred to a cas surface at the time of For low-stress abrasion, derived from high-carbon ferro-chrome had higher wear resistance than did commercially available weld-hard. The microstructure of the was typi-white iron carbides. Free carbon added to the ferrochrome powder produced more M7C3 carbides than did material contained in surfacings made from ferrochrome alone, and improved the wear resistance. Several white iron powders with greatly reduced chromium contents also white iron contain-M7C3 carbides. One derived from white iron powder had wear resistance to that of weld-deposited hard facings. Among the parameters investigated, surfacing thickness was found to have a or influence on diffusion of elements out of the , microstructure, and wear resistance. The results of field tests on bucket-wheel excavator teeth and plowshares with cast-on hard surfacing are given.

The domestic mineral and material industry grew in some key sectors and declined in others during 1993; overall, the industry was poised at yearend for stronger growth in 1994. Metals production is expected to increase with anticipated growth in U.S. motor vehicle sales. There also may be increased demand for industrial minerals in 1994 based on domestic highway and building construction. Additional information on events, trends, and issues in the mineral and material industry is presented below and in the commodity sections that follow. Overall Industry Performance The value of processed materials produced from minerals in the United States during 1993 is estimated to have been about $326 billion, an increase of 5% compared with that of 1992. The estimated value of U.S. raw nonfuel minerals production in 1993 was $31.6 billion, about 1 % less than in the preceding year. The value of domestic minerals production has risen in 28 of the last 33 years.

From the characteristics of the new (1976) electronic components and units that are being marketed, the author has tried to foresee the types and the performances of the near-future slope-monitoring equipment. Much-improved sensors, instruments and systems for pit use can now be developed - sun-powered telemetry remote stations are feasible, very sensitive as well as precise and drift-free liquid level inclinometers will be available, new techniques for distance measurement with lasers obviate the need for atmospheric corrections and the latest generation of desktop calculators have become easily programmed minicomputers. Thus, it is realistic to assume that fully automatic pit-slope monitoring systems will be operational in the foreseeable future.

In view of decreasing head grades, the relatively high gold price, and recent developments in metal evaluation, an exercise was initiated to determine the extent of gold concentration, the mode of occurrence, and the areas of concentration within the run-of-mine milling circuits of Randfontein Estates Gold Mining Company (Witwatersrand) Limited. The total gold content of three of the thirteen run-of-mine mils in the Group was measured as a typical lock-up of approximately 200 kg per mil. The majority of this gold was concentrated either behind the grid-type body liners or within the pockets of the body liners. This paper is an account of the experimental procedure and the results obtained, and highlights possible means of limiting gold lock-up in future.

Laboratory test-work has established that two classes of redox catalysts based on anthraquinone and bipyridinium derivatives are effective in accelerating the rate of removal of metallic iron from reduced ilmenite (RI) in the aeration step of the Becher process. Two water-soluble anthraquinone derivatives are efficient: 9,10-anthraquinone-2,6-disulfonicacid, disodium salt (catalyst AQ-2,6) and 9,10-anthraquinone-2-sulfonic acid, monosodium salt(catalyst AQ-2). When 0.2 per cent w/v of either was added during aeration the rate of metalliciron removal was accelerated by two to three times. Furthermore, the addition of either compound resulted in magnetite (Fe3O4), the iron oxide phase preferred in commercial practice, being formed. However, both AQ-2,6 and AQ-2 were rapidly lost from solution during aeration although their catalytic activities persisted even when their concentrations in solution were low(<0.05 per cent w/v). The negatively charged anthraquinones were lost from solution most probably by adsorption onto the magnetite that has a net positive charge at the pH values encountered during aeration. To address this problem, the catalytic activities of positively charged bipryridinium derivatives were tested. Two water-soluble bipyridinium compounds, paraquat (1,1’-dimethyl-4,4’-bipyridinium dichloride) and diquat (6,7 dihydrodipyrido [1,2-a:2’,1’-c] pyrazinediiumdibromide), were found to significantly accelerate the rate of removal of metallic iron from reduced ilmenite, and both gave magnetite as the oxide product in the laboratory tests. Moreover, recycle tests showed they were not lost from solution as quickly as were the anthraquinone derivatives. Results in larger scale plant laboratory reactors also showed a significant increase in aerationrates when diquat was added and magnetite was again the oxide formed. However, the oxygensupply to the reactors was insufficient to achieve the maximum effect of the catalysts on theaeration rates. The limited supply of oxygen in a full scale aerator may prevent the application ofthe catalysts in a commercial Becher operation. The Bureau of Mines conducted basic experiments to study the process of crack propagation with a wedge indenter. The work was conducted under plane stress conditions in a hard, brittle limestone. The purpose of these experiments was to first gain an understanding of the basic crack propagation process under a sharp indenter, and second, to determine how the crack propagation process could be used to improve mechanical fragmentation systems. Three methods of rock fracture with the wedge indenter were investigated in this program. These were the confined indentation tests, the unconfined splitting tests, and the edge chipping tests. The confined indention tests represent worst case conditions for crack growth and formed the lower bound on fracture efficiency. The unconfined splitting tests represented best case conditions and fixed the upper bound of fracture efficiency. The edge chipping tests represented an idealized fragmentation process based exclusively upon the highly efficient fracture propagation process. Edge chipping achieved a specific energy of 25 in lb f/in3 compared to conventional drag cutters, which required a specific energy of at least 2,385 in·lb f/in3? Thus edge chipping is up to 100 times more efficient than conventional drag cutting. Because of these promising results, more work is planned with the fracture propagation process in three dimensions.

On the Manchuria. SOMEWHAT fatigued with excess of enjoyment and strenuous continuity of movement on the trip to and through California, the members and guests of the Institute party embarked Tuesday, Oct. 17, on the Pacific Mail S. S. Manchuria for a further journey to and through Japan. The good ship displayed the flag of the Institute (blue cross-hammers on a white ground), together with the Stars and Stripes and the ensign of the company. Uninterrupted fair weather and smooth water attended the passage to Honolulu. The Manchuria proved herself most commodious, comfortable and clean ("A sweeter steamship never sailed," quoth President Hunt) ; Captain Dixon and his officers were most agreeable, as well as most efficient; the passenger list comprised many congenial people besides ourselves-among them a score of missionary folk, and also Mr. M. Much has been said and written about the need to reduce South Africa&apos;s dependence on gold. To compensate for the decline in the country&apos;s foreign-exchange earnings resulting from the phasing out of gold, which must inevitably occur at some future date, a far higher priority will have to be placed on the mining, beneficiation, and export of the 59 other mineral commodities produced in South Africa. The basic strategy of the mining and metallurgical industries should be to move from the traditional approach of establishing a resource base to the establishment of a market base; to turn from production orientation to market orientation; and to rely less on exploration and economies of scale and more on process innovation and product development. The enthusiasm, entrepreneurial spirit, and commitment of the leaders in the mining and metallurgical industry will clearly be of decisive importance in the establishment of new industries for the beneficiation and export of added-value mineral-based products. The State can make a significant contribution by the provision of a welldeveloped and efficient infrastructure, including rail and harbour facilities, communications and health services, roads, and of electricity and water supplies. In our search for a new development strategy for the beneficiation and export of South Africa&apos;s minerals, we need to recognize that no one nation has all the mineralresources that it needs. Commercial and strategic manipulation of mineral supplies should no longer be tolerated. The future of the human species lies in international cooperation and in a greater understanding of the limitations of the world we live in.

The potential for large-scale fires in underground fuel storage and fuel transfer areas prompted the Bureau of Mines to study fire hazards in these areas and devise improved fire safety technology for use in these areas. This report describes the Bureau&apos;s research to characterize and quantify fire hazards in fuel storage and fuel transfer areas, develop guidelines for safe and efficient fueling system design, prepare specifications for automatic fire sensing and suppression systems for these areas, test prototype systems in the laboratory and in underground mines, and perform cost-effectiveness evaluations of the devised technology.

External trade strongly influences the well being of all nations. In the modern economic mechanism, no country is so well endowed that it has not to import commodities from others and to export its products in turn to make good its deficiencies, to rectify or improve its financial structure. From the standpoint of international commerce, Canada is strategically well placed. On the south she is bounded by the richest country in the world. On the east she faces the Atlantic, on the west the Pacific. On both coasts there are fine harbours to which lead great lines of railway that span the continent. Canada is now fifth among the exporting nations of the world. For disposal abroad, she has enormous quantities of primary commodities and substantial amounts of manufactured goods as well. But she is far from being self-sustaining. She is unusually dependent on foreign trade, not only because of the commodities she has to sell but because of the lack of many essential articles she does not or cannot produce. To Canada, external commerce is vastly more important than internal trade. The wealth of nations is decided by their ability to produce more than they need, to sell more than they buy, and to build up favourable balances resulting from trade or services. With few countries, however, are returns perennially satisfactory. Fruitful periods are followed by leaner years. In times of prosperity foreign credits are increased, monetary systems strengthened, reserves accumulated to withstand recurring days of strain. Today, the foundations of financial systems are being re-examined, "dogmas hitherto accepted as canonical are being questioned" . It is not only in Europe and America that men search for illumination in problems arising from monetary restrictions.

THE gold mining industry, in Canada as in other countries, has passed through trying times in the past year. The strains and stresses of war have drawn away much of its man-power, both from the labour and the management. The urgent needs of the war machine have greatly curtailed the amounts of steel and explosives that can be allotted to the mines; and the loss, by enemy action, of supplies of such essential things as rubber, bids fair to reduce operations still further, if not cripple them entirely in time. And, as if these difficulties were not enough, war on the psychological front has been declared on the gold mines. Earnest supporters of the war effort, well-meaning theorists, and perhaps others whose intent is less disinterested, have all combined to clamour against the continuance of gold mining. We have been asked, what is the use of taking gold out of one hole in Canada to put it into another in Kentucky. We have been assured that gold will never again have any value, except for filling teeth. We have been repeatedly adjured to look at Germany, how well it has got along without gold. We have been told that it is unthinkable, when this nation is girding her loins for war, that labour and materials should be diverted to this useless effort. Gold miners should be diverted to the base-metal mines, where they can produce something of real value to the war effort; or to war factories; or, in fact, almost anywhere, so long as they are got out of the gold mines. And, what has made the situation even more disturbing, it has seemed as if all this clamour might be convincing governments. In fact, as you all know, the government of the United States did actually take the step of ordering its gold mines to cease operations. Fortunately, however, for Canada, the facts that no large favourable effects resulted from that action, and that, in Canada, gold mining is a much larger part of the national economy than in the United States, have caused our government, so far at least, to avoid this drastic step. In talking about this, however, let me emphasize that I have no more inside information on the subject than any of you. Like Will Rogers, all I know is what I see in the papers.
