This report describes Phase I of the project --Development of a Mechanized Scaler --performed by Battelle, Pacific Northwest Laboratories for the U.S. Bureau of Mines. The objectives of Phase I were to 1) assess the needs of the industry as related to mechanized scaling; 2) conceive, evaluate and select mechanized scaler concepts; and 3) prepare preliminary designs of the selected machine concepts. To assess the scaling needs of the industry, we reviewed both U.S. and foreign literature, evaluated U.S. scaling accident statistics, reviewed existing mechanized scaling equipment, performed a series of mine visits and telephone interviews with mine operators, and assessed the applicability of a loose-rock detection system. The literature review identified over 25 scaler-related articles. However, little of the information could be used directly in the conceptualization and design portions of the project. Three articles did supply information on a number of machines used in Europe, along with statistics describing their effect on mine safety. For example, the French reported a 50% reduction in the total number of scaling-related accidents and a full 80% reduction in the number of lost-time injuries in the Lorraine mining district.

There are two kinds of problems concerning the elements of a population : the first is to estimate the proportion of some specific kind of element in the population, e.g. the amount of gold in a block of ground (equals population) or the proportion of mercury in a sample; the second is to estimate the length, breadth, volume, etc., of a specific kind of element, e.g. the grain size of quartz grains in a beach sand or the size, shape and arrangement of lenses of ore in an ore deposit. Given a specific objective, a bounded population, identified elements and the element characteristics of interest, it is then necessary to select a sample of the elements from the population and the problem of sampling requires a decision on how to select the sample. It is also necessary to establish, either by heuristic analysis or empirically, based on long experience, the model frequency distribution of the desired element characteristics: in general, constant-probability models are used as models, the binomial or Poisson for count data and the normal distribution for measurements (or their transformed equivalents). The objective of sampling then becomes to obtain an appropriate statistical estimate of the desired population parameter: for example, the estimators may be the mean (X) and variance (a2): these should be unbiased sufficient estimators of their corresponding parameters (u, a2, respectively). Statistical tests are performed in order to determine that the estimators are of the appropriate kind: all statistical tests are designed to test against bias of a specific kind, although they are stated as tests against randomness. Given a random sample of some population, the estimators are usually stable and adequate to solve the sampling problem. Random samples are simple to define but exceedingly difficult to achieve in practice: in selecting a sample, if every element in the population has an equal chance of occurring, then the sample is a random sample. Interaction between the arrangement of elements in a population, i.e. its structure, and the sample selection process frequently introduces bias—that is, some elements have more chance than others of appearing in the sample and, hence, the sample is not random. An algorithm for dealing pragmatically with this aspect of the sampling problem offers one way of achieving random samples and, therefore, adequate estimators. Examples of the use of this algorithm on various kinds of geological populations, in both field and laboratory, illustrate the requirements for solving sampling problems and the achievement of appropriate estimators.

The survey work on protective canopy design was conducted in a 2-month period commencing November 15, 1973. The reported re¬sults under this contract are intended to provide guidance to coal mine operators in complying with federal regulations pertaining to incorporation of protective canopies on underground coal mine electric face equipment. All coal mine electric face equipment manufacturers and 11 coal mines were visited in the course of conducting this survey. Canopy designs currently being manufactured and those now being used underground were examined and discussed with manufacturers, mine operators, machine operators, and safety committeemen. The general objective was to find out what kind of canopies are now being made and used underground, what the operational problems are, and what can be done to secure improvements. Specifically, the survey scope was as follows: a. Survey all electric face equipment manufacturers. b. Survey 10 coal mines (seam height 60 inches and greater). c. Identify current production canopy configurations and minimum mine entry dimensions for each model and type of electric face equipment. d. Assess in-mine operation of canopies developed by manufacturers and/or coal companies. e. Specify optimal canopy configuration and minimum mine entry dimensions for each type and model of electric face equipment.

"THE SUBJECT of permanent molding has received a great deal of attention in the technical press as illustrated by the many excellent articles in the bibliography which follows. In general, this covers the period 1940-1958 and is merely representative of what is available. Numbers in •brackets refer to items in the bibliography.It may be desirable at the outset to give a few definitions covering those terms directly related to this subject. The following is a definition of permanent-mold casting as given by J. W. Meier in a paper, ""The Non-Ferrous Metals and Alloys"", read before the Ottawa Valley Chapt.er of the American Society for Metals:""Permanent Mold Casting is used where a large number of castings of the same part are required and higher mechanical properties, greater density and closer tolerances are essential. Since metallic mold s are very expensive, the number of castings must be sufficient to, defray, at least partially, the added expense. Molds are usually made from a good quality cast iron, 1but other mold materials, such as the aluminum and copper alloys, graphite, ceramics, etc., are being used in certain cases. Important factors in permanent mold casting are the mold temperature; the proper mold dressing; and, as in all other casting methods, the mold geometry, that is to say, the design of spruces, gates, risers and vents""."

The U.S. economy grew moderately in the second quarter of 1985 with real gross national product (GNP) recording a seasonally adjusted annual growth rate of 2.0%, up from the 0.3% growth of the previous quarter but significantly below the 7.1% growth of the second quarter of 1984 (table I). Personal consumption expenditures grew 5.3%, with purchases of durable and nondurable goods rising 7.4% and 5.1 %, respectively; nonresidential and residential fixed investment--the two components of fixed investment--grew 11.8% and 5.6%, respectively; and Government spending rose 3.6%. However, these gains were tempered by a major decline in the growth of business inventories (from $19.1 billion to $8.3 billion) and the continuing growth of the net export deficit (from -$28.4 billion to -$33.3 billion). While the high value of the dollar compared with other currencies has been a major cause of the expanding trade deficit, its value, as measured by the monthly Federal Reserve Board (FRB) multilateral trade-weighted dollar index, has declined over 17 index points from its February peak to 140.94 in July. The July dollar value was still high historically. The rate of inflation, as measured by the fixed-weighted price index for GNP, remained low at 4.1%, down from 4.3% in the first quarter, and employment continued to grow at a rate sufficient to keep up with new additions to the labor force. Civilian unemployment has remained steady at 7.3% over the past 6 months. Industry Statistics The FRB recently revised its index of industrial production and changed the base year from 1967 to 1977,1/ The revised total index shows a 0.1 % higher annual growth rate between 1967 and 1984 than the previous index. In the slower growing or declining industries, such as metal mining, primary metals, and fabricated metals, however, downward revisions in the indices and rates of growth have occurred. The previous and revised annual rates of growth between 1977 and 1984 for several of the sectors of interest to the mining industry are shown in table 2.

The Kaiser Aluminum and Chemical Corp. announced plans to raise June ingot prices by 4 cents to 57 cents per pound. Producers? April value for 99.5 percent unalloyed aluminum ingot was at 53 cents per pound. Domestic merchants last month were quoting the metal at 48-49 cents per pound. Primary aluminum producers began restarting production facilities following the settlement of the coal strike. Noranda Aluminum Inc. recalled workers to prepare potlines for production at its plant at New Madrid, Mo., which had closed February 14, 1978 due to the shortage of coal. Eastalco Aluminum Co. resumed full capacity production at its Frederick, Md. smelter where production had been cut by 30 percent. Anaconda Aluminum Co. resumed full capacity production at its Sebree, Ky. smelter.

Kaiser Aluminum & Chemical Corp. announced that it planned to spend $66 million to increase the efficiency of its Baton Rouge, Louisiana, alumina plant. The improvements are designed to reduce energy consumption but will not change the annual capacity of the plant, now rated at about one million short tons. The project was expected to be initiated immediately and be completed by 1982. ALUMINUM Producers in this country posted unalloyed 99.5 percent aluminum ingot at 53-57.5 cents per pound, yet actual selling prices were closer to 53 cents. Domestic merchants quoted unalloyed ingot on a spot basis at 54-56.3 cents. London Metal Exchange 3-month forward contracts fell during November's trading from 55,2 cents to 52.8 cents per pound.

Martin Marietta Aluminum, Inc. followed Howmet Aluminum Corp., Revere Copper and Brass, Inc. and Anaconda Co. in lifting August prices of 99.5 percent unalloyed aluminum ingot by 3 cents to 56 cents per pound. Prior to these moves, Kaiser Aluminum and Chemical Corp. raised its June ingot listings by 4 cents to 57 cents and Consolidated Aluminum Corp., 4.5 cents to 57.5 cents. Domestic merchants increased July quotes by slightly more than 1 cent to 51.3-51.8 cents per pound. ARSENIC The Occupational Safety and Health Administration (OSHA) issued new standards, effective August 1, for worker exposure to inorganic arsenic, a toxic substance linked by OSHA to lung and lymphatic cancer. The new standard will limit worker exposure to 10 micrograms per cubic meter of air over an 8-hour period, a drastic reduction from the previous standard of 500 micrograms for a like period. Implementation of the new standards may be the most difficult and costly for copper smelters where arsenic is associated with the copper feed material but problems will also be encountered by producers of arsenic containing products such as for pesticides and herbicides. The new standards allow use of personal protective gear for workers as an interim measure until plant engineering controls can be put into effect.

"INTRODUCTION The South Hecla mine, one of the principal mines of the Alta United Mines Co., is situated at Alta in thee Little Cottonwood mining district, about 30 miles southeasterly from Salt Lake City, Utah. The mine has produced copper, lead, zinc, gold, and silver, and is reported to have been one 'of the principal sources of this country's bismuth from 1912 to 1925. The tungsten mineral, scheelite, has been found but has not been recovered. The extreme need for these minerals during World War II prompted an examination of the property by the Bureau of Mines and resulted in an unpublished report entitled ""The South Hecla Mine, Salt Lake County, Utah"" (fig. 1).A Bureau of Mines project 3301 was initiated, and operations were started early in 1943. The primary purpose of the project was to increase substantially the reserves of bismuth and tungsten ores. The critical situation in regard to lead, copper, and zinc developed during the early stages of the operation, and the work was expanded to include the development of ores 'of these metals.An investigation of 'the Albion, Rustler, and Greeley workings adjoining the South Hecla mine was made, and this work is also described (fig. 2); ACKNOWLEDGEMENTSIn Its program of investigation of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each investigative project as soon as practicable after its conclusion. The Mining Branch, Lowell B. Since mid-July, most domestic producers have been marketing 99.5 percent unalloyed aluminum ingot at 53-57 cents per pound. Dealers in the United States have recently quoted ingot at 52.3-52.8 cents. On October 2, London Metal Exchange will trade aluminum, selling contracts on a cash and a 3-month basis. New York dealers were quoting August ingot at 52.3 52.8 cents. The Bonneville Power Administration announced that, effective December 20. 1978, electric power rates charged primary aluminum producers in the Pacific Northwest would be increased The increase (equivalent to about 4 cents per pound of aluminum produced) will raise the average rate to about 8.7 mills per kw-hr compared to 3.2 mills per kw-hr.

Mineral economics interfaces the mineral sciences and engineering with finance and economics in the analysis of appropriate questions facing the minerals and energy industries. Its practitioners include those trained in the earth sciences; mining, petroleum, and geological engineering; metallurgy and mineral preparation; as well as finance, information systems, economics, and statistics-most usefully in one or more combinations. Allowing for some overlap, three general areas may be identified: evaluation, economic analysis, and resource appraisal. Evaluation begins with mine investment analysis (exemplified by Gentry and O'Neil, 1984) and process costing, for which the STRAMM Handbook (Anon., 1977) provides a well-known basis for mining and beneficiation. But it extends from property appraisal, often used for the determination of taxes and royalties, through the determination and comparison of transport costs (e.g., Richer and Soo, 1977), and to benefit/cost analyses of externalities. Economic analysis, the subject of this section, is displayed in rigor and extent both theoretically and as applied to commodity classes in Vogely (1985), but it is implicit though apparent throughout Lefond (1983). The text edited by Vogely places minerals in their aggregative context with economic growth and trade, proceeds to the theoretical analysis of minerals and their markets, analyzes the structure and performance of the major mineral sectors, and concludes with policy issues: fuel, nonfuel, and environmental. Resource appraisal employs quantitative methods for the estimation of mineral and energy resources. It moves through geologic, geophysical, and geochemical properties to the identification of estimation procedures for mineral endowment and for the economic measure of stocks and flows of specific minerals (Harris, 1984). To present some idea as to how the Bureau of Mines may most effectively serve mining, it is necessary that we make some resume of its pact accomplishments in order to determine what, if any, changes will be of greatest service to the industry and to the nation. There are a great many times in life when one begins to wonder whether or not Emerson, in his famous epigram about "mousetraps" and "beaten paths" and "final recognition of intrinsic worth", took into account the item of time. The intrinsic value of any movement, of any work, of any accomplishment will ultimately be recognized, of that there is no doubt, but may a man in history has gone to his end in martyrdom because the world was slow in the acknowledgement of the true excellence of his worth, and this is likewise true of institutions.

U.S. demand for building and construction materials, such as construction aggregate, gypsum, and cement, remained strong in 1989. Cement imports declined slightly, representing about 17% of apparent consumption compared with 19% in 1988. Mexico, supplying 29% of the total, was the primary source of imports, followed by Canada with 21 %, Japan with 14%, and Spain and Greece with 10% each. Mexico was also the target of an antidumping petition, filed by producers in Arizona, Florida, New Mexico, and Texas, alleging that Mexican cement was being sold in these areas at less than fair value. This was the second petition filed against Mexico in the last 3 years. The International Trade Commission made a preliminary determination that the cement industry in these regions was materially injured by Mexican imports. U.S. demand improved for construction aggregate for the fourth consecutive year and was at a near-record level. The U.S. gypsum industry performed well, even though new housing starts decreased for the third consecutive year. Increased U.S. exports of gypsum wallboard and strength in the remodeling markets offset the impact of declining housing starts.

The burning of coal without smoke is a problem that concerns the Government directly because of the advantages of smokeless combustion both in public buildings and on naval vessels. In addition, smoke abatement is a factor in conserving the fuel resources of the United States. Hence, as part of its general investigation of the best methods of utilizing the coals of this country, the Bureau of Mines, which is in charge of the fuel-testing work formerly carried on by the United States Geological Survey, has made extended tests to determine the conditions necessary for the smokeless combustion of bituminous coal in boiler furnaces. Bulletin 39,a a preliminary report, treats the smoke problem from a theoretical point of view, detailing the steps that are being taken by . municipalities, manufacturers, and citizens to abate smoke, also showing the possibility of a clean city. The present bulletin not only shows that bituminous coals high in volatile matter can be burned without smoke, but also that large plants carrying loads that fluctuate widely, where boilers over banked fires must be put into service quickly and fires forced to the capacity of their units, can be operated without producing smoke that is objectionable. Proper equipment, efficient labor, and intelligent supervision are the necessary factors.

This report presents research results obtained in the investigation of deviation control of boreholes in the rotary drilling process. The approach taken in this research is the passive method of placing stabilizers in the bottom-hole assembly to control deviation. Extensive use was made of the drill string mechanics theories of Lubinski and Woods. Analog, digital and hybrid solutions to variety of boundary value problems were investigated in order to determine the best models for bottom-hole assemblies. Field drilling data was analyzed and the results obtained from various models were compared to the actual drilling results. Various accomplishments of this work have been published in open energy industry literature, with more publications to follow.

Contributions made by mining have played a much more significant role in the development of civilization than is generally conceded by historians or recognized by ordinary citizens. In modern society, mined products pervade all industry and the lives of all civilized people. Early man relied largely on stone and ceramics, and eventually metals, to fashion tools and weapons. Civilization was advanced by discoveries such as abundant supplies of high-quality flint in northern France and southern England and firesetting to break rock. Middle Eastern cultures flourished not only because of agriculture and trade, but also because of mineral-rich deposits nearby. The earliest miners date back perhaps to 300,000 BC; their quest was for nonmetallic minerals (chert, flint, obsidian) suitable for utensils and eventually for weapons. Other rocks and minerals (ceramics, clay, salt, meteoric iron) attracted the miners for jewelry, cosmetics, construction materials, food seasoning, and coinage. At first, their excavations were confined to the surface, either pits or placers. But by about 40,000 BC, mine workings had been extended underground as short adits or shafts, and by 8000 BC as elaborate interconnected openings 300 ft (90 m) in depth. Metallurgical separation of metals from their ores and their subsequent fabrication evolved gradually over the centuries, copper being the first liberated (c. 7000 BC) followed by lead, silver, gold, and iron. A mathematical model was developed to assess the costs for reclamation of surface mining using the shovel overcasting operation, the front end loader operation, and a backfilling operation. A literature review was made of the present laws in Kentucky, Pennsylvania, Virginia, and West Virginia pertaining to surface mining and of the various parameters that influence the input data for a mathematical model. It was determined that the working mathematical model would have to be applied on an area to area basis, preferably on a permit by permit basis in the area where surface mining was being done. To this end, a flexible model was developed with input data obtained from the area of study. The results of the study show that the cost per ton of coal for reclamation can be estimated for various reclamation levels. Validation of the model was done for selected permits from Virginia. It was determined that the permits could easily be used for input data to the model.

Economic activity in the United States picked up in the third quarter, according to the latest estimate released by the Department of Commerce. Real gross national product (GNP)--the Nation's output of goods and services--grew at a seasonally adjusted annual rate of 4.3%, or $17.6 billion, compared with a rate of 1.9% for the second quarter of 1985 and 1.6% for the third quarter of 1984 (table 1). The 4.3% rate is one percentage point above the preliminary estimate reported in the August/September issue of Minerals and Materials. Most of the upward revision was due to the change in business inventories and Government purchases, while the figure for net exports was revised downward substantially. The 4.3% growth bettered by 1.5% the average rate of growth in GNP from 1974 through 1984 and was 1.1 % above that of the period from 1975 through 1984 and 0.7% above that of 1980 through 1984. Of importance to the minerals industry was the $14.4-billion growth in personal consumption expenditures, $10.2 billion of which was for durable goods (especially domestically produced automobiles) and the growing residential investment. The net export deficit continued to grow, however, and investment in nonresidential structures, producers' durable equipment, and business inventories declined. Prices, as measured by the GNP fixed-weighted price index, increased at an annual rate of 3.1% in the third quarter, compared with 3.9% in the second quarter. The slower rate of inflation resulted mainly from a decline in energy prices, following second-quarter increases. Fourth-Quarter Prognosis Many of the economic data available for October and November indicate that the economy is growing modestly and will continue to grow over the next 3 to 6 months. The composite index of leading indicators, designed to predict economic activity within 3 to 6 months, rose 0.3% in October, the sixth consecutive monthly advance, according to the Department of Commerce. Six of the 11 available leading indicators were positive: Stock market prices rose, as did sensitive material prices, credit outstanding, and manufacturers' new orders for consumer goods and materials; initial claims for unemployment insurance decreased, and firms were getting slower delivery of goods. Four of the indicators were negative: Business formations, homebuilding permits, contracts and orders for plant and equipment, and money supply all declined. The average hours worked per week, already at a high level, remained unchanged.

This is the fifth of a series of annual reports4/ of technologic investigations conducted by the Bureau of Mines on the occurrence, properties, mining, preparation, and uses of coal. The research of the Bureau is carefully coordinated with the requirements of the producing and consuming industries, with a view to conservation of resources of coal in mining and use, and conservation of the health and lives of workmen employed in these industries. Such coordination is facilitated by the wide range of specialization of the several groups on engaged in studies concerning coal. Here are reported correlated studies ranging from paleobotanic analysis of the formation of coal as it occurred some millions of years ago to the effect of mechanical methods of mining on present-day employment in mines. As this is a summary of the current work of the Bureau of Mines, so the Bureau likewise has provided a condensed review of the outstanding current work of others on research and technology of coal 5/.

Computer-assisted control of a mining machine can place the operator in a safe, remote location. A guidance system aids remote positioning of a mining machine by determining its position and heading. The mechanical position and heading system (MPHS) is one of several guidance systems being developed at the U.S. Bureau of Mines. The MPHS uses linear position transducers (LPT's) to provide navigation information during face maneuvers. This report presents an overview of the MPHS theory and implementation, including recent design modifications made for more successful underground testing. This report also presents the experimental setup and procedure for the underground test. The test showed that the MPHS provides reliable and accurate results and can, therefore, provide useful guidance information for face navigation.
