Discussion of the paper of E. B. THORNHILL, presented at the San Francisco meeting, September, 1915, and printed in Bulletin No. 104, August, 1915, pp. 1653 to 1670. D. B. HUNTLEY, Oakland, Cal.-About 15 years ago it chanced to be my lot to cyanide some mill tailings, assaying about $5 per toll in gold and, a few cents in silver. It was in southern Idaho, a. desert region where costs are nearly as large as in central Nevada. We knew that we had a lot of tailings that had been amalgamated and contained about 1 lb. of quicksilver per ton. We knew that we would dissolve some of the quicksilver when we cyanided them with say 0.25 per cent. cyanide solution. We figured (optimistically) that the cyanide would dissolve all of the quicksilver, and we thought to capture all of that, 1 lb. per ton; and we figured out profits as partly gold, partly silver, and partly quicksilver from the recovery in working those tailings. Actually, however, we did this: We had a battery of three large, old-fashioned silver-mill retorts. We retorted our zinc-dust precipitate, recovering about ¼ lb. of quicksilver per ton treated. That was only a loss of 75 per cent. of what we originally had, but still it was profitable by virtue of the conditions. I mention it partly to call attention to the crude old way of doing it, and partly to call attention to how chemical methods for recovering quicksilver have developed in the last 15 years.

The following notes are taken from results obtained on a standard 25-ft. Hancock jig1 tested during regular operation in the Bonne Terre mill of the St. Joseph Lead Co. The object of the tests was to determine the conditions for most effective work, and the nature of products that could be made. The material treated was sized between 9-mm. and 2-mm. round-hole screens, and was constant throughout the experiments. Three products were made, concentrates from the first three hutches, middlings from the fourth and fifth, and tailing from the sixth. The middlings were crushed in one pair of Allis-Chalmers Style B, 30 by 14-in. rolls, and elevated with the original ore to the 2-mm. screens, oversize of which formed the jig feed. While this arrangement was very simple, it gave rise to undesirable crowding of the circuit. Table 1 shows tonnage and assay values of the jig feed and products at the beginning of the experiments, and brings out the excessively large amount of middlings, comprising 63.3 per cent. of the total material fed to the jig. The rolls, being heavily overloaded, did very little crushing, a screen analysis of the product showing that only 27 per cent., or 128 tons, was crushed fine enough to pass to the tables. The remaining 347 tons returned to the jig with 400 tons of original ore. At .times, this overcrowding became much worse, and the tonnage in circuit grew to enormous proportions. Changes in hardness, tensile properties, microstructure, electrical resistance, and X-ray diffraction effects indicate that lattice strains are necessary for the embrittlement of ferritic stainless steels when heated for relatively short times at 475°C (885°F). It is suggested that 475°C (885°F) embrittlement is due to the accelerated formation of an intermediate stage in the formation of s under the influence of these strains. FERRITIC stainless steels (low carbon alloys of iron with more than 15 pct Cr) are subject to two forms of embrittlement when heated in the temperature range of 375° to 750°C. The embrittlement which occurs after long time heating between 565" and 750°C is well understood; it is caused by the precipitation of the hard, brittle s phase. Sigma is an intermetallic compound of approximate equi-atomic composition with an extended range of formation in Fe-Cr alloys. The maximum temperature at which this form of embrittlement can occur is dependent upon chromium content; and is approximately 620°C for a 17 pct Cr steel and 730°C for a 27 pct Cr steel. The other form of embrittlement occurs after relatively short heating periods in the range of 375" to 565°C; in the higher chromium steels, hours may be sufficient as compared to months for s embrittlement. This phenomenon is not at all well understood and several controversial theories have been proposed. The rate and intensity of embrittlement increase with increasing chromium content but the maximum rate occurs at 475°C re-gardless of chromium content. As a result of this, the phenomenon has been termed 475°C (885°F) embrittlement. The effect of 475°C embrittlement on the properties of ferritic stainless steels has been thoroughly reviewed by Heger.1 The embrittlement causes a pronounced decrease in room temperature impact strength and ductility, a large increase in hardness and tensile strength, and a decrease in electrical resistivity and corrosion resistance. Microstructural changes accompanying embrittlement are minor and difficult to interpret with a general grain darkening, appearance of a lamellar precipitate, grain boundary widening, and precipitation along ferrite veins having been reported at various times. With the exception of reported line broadening, X-ray diffraction studies by conventional Debye analysis of solid samples have been of little value. BY making use of electron diffraction methods, Fisher, Dulis, and Car-roll' have recently shown the existence of a chromi-um-rich, body-centered cubic phase in 27 pct Cr steels which had been aged at 482°C (900°F) for as long as four years. Two types of theories have been advanced to account for the embrittlement. The first of these requires the precipitation of a phase not inherent in the Fe-Cr system with various investigators suggesting a carbide,3 nitride,3 phosphide,4 or oxide." Theories of this type have difficulty accounting for the influence of alloying elements on the embrittlement and for the facts that a minimum chromium content is necessary for embrittlement and the intensity of embrittlement increases with increasing chromium content. The second type of theory that has been proposed relates 475°C embrittlement to s phase formation which is inherent in the Fe-Cr system. An assumption of this kind can adequately explain the influence of alloying elements, for they exert an effect on 475°C embrittlement similar to that on s phase for-mation as can be seen in Table I. The minimum chromium content is essentially the same for both phenomena and it has been shown12,13 that s is a stable phase in the embrittling temperature range. In addition, it has been reported14,15 that pure alloys embrittle to the same extent as commercial type alloys. There are, however, several factors which have prevented complete acceptance of a s phase theory. Foremost of these is that the embrittlement can be removed by reheating for short time periods above 600°C, which in the higher chromium steels is within the stable s region. No s has ever been observed after one of these curing treatments, nor has any s been found as a result of embrittlement at 475°C. In addition, the simple precipitation of s cannot explain the time-temperature relationships for reactions between 350°and 750°C. This behavior is shown schematically in Fig. 1. Newell 16 and Ried-rich and Loib4 have shown that 475°C embrittlement follows a C-type curve as illustrated, while Short-

The present status of integrated circuits utilizing. superconductive switching. elements is reviewed with special attention given to fabrication techniques, methods for interconnecting completed circuits, and refrigeration requirements. Cryoelectronics has been largely an "inte- grated-circuit" technology since its conception because the switching speed of superconductive devices is attractive only when these devices are fabricated with thin-film techniques. It is true that cryotron circuits can be constructed from wires of appropriate materials (as indeed was done by Dudley Buck 1 in his early investigations) but these circuits will switch in times characteristic of milliseconds whereas similar circuits fabricated by thin-film methods have potential switching times of nanoseconds. Furthermore, cryo-electronic devices such as the cryotron lend themselves readily to fabrication by thin-film techniques since these components may be made from polycrys-talline thin films and are relatively insensitive to the presence of impurities (as measured by semiconductor standards). Therefore, during the past decade considerable effort has been devoted to developing techniques for batch fabricating circuit arrays containing superconductive switching elements. Technology had developed to the point several years ago that fabrication of cryoelectronic arrays containing up to one hundred devices was rather straightforward. However, larger arrays containing between lo4 and 106 components which are required for commercial development of cryoelectronics still pose very severe yield problems. Thus in a sense cryoelectronics found itself in 1962 at the point semiconductor technology finds itself today; namely, individual devices and small groups of integrated devices could be fabricated with acceptable yield and the outlook for building larger integrated-circuit arrays was bright. Unfortunately, problems associated largely with yield have made fabrication of these larger arrays difficult. Unlike semiconductor technology, cryoelectronics had to solve the problems of large-scale integration before it could become economically attractive. This has proven to be a sizable burden to bear. Since several reviews exist on superconductivity,2 superconductive devices,3 and cryoelectronic technology, no attempt will be made in this paper to summarize these areas. Instead a few specific topics will be dealt with in more detail. First, a brief description is given of selected superconducting switching and storage devices with special attention to several metallurgical techniques which improve the performance of these devices. Second, techniques used to fabricate cryoelectronic devices are described with emphasis on problems affecting yield. Third, techniques for interconnecting a number of cryoelectronic planes are described. And last, refrigeration of cryoelectronic components is discussed briefly since the low operating temperature of superconductive devices is an important consideration in this technology. SUPERCONDUCTING STORAGE AND SWITCHING DEVICES The basic superconductive switching device is the thin-film cryotron. The geometry of this device is attractively simple, since it involves only the intersection of two lines that are electrically insulated from each other. The switching element (gate) and control element (control) of a crossed-film cryotron are arranged as illustrated in Fig. 1. The material for the gate is selected to permit the gate to be switched from the superconducting to the normal (resistive) state by the application of a control current. Tin, which has a critical temperature (T,) of 3.7°K, is commonly used for the gate and the cryotron is operated at a temperature just below T, (for example, 3.5°K). The control material (normally lead, with T, = 7.2°K) is chosen so that the control is never driven normal during circuit operation. To improve cryotron operation, a ground plane, also of lead, is placed under all of the circuitry to act as a diamagnetic shield and improve the current-density uniformity across the width of various thin-film elements. Normally, line widths vary from 0.005 to ^ 0.020 in. and film thicknesses from 300 to 10,000A, although new fabrication techniques make narrower lines feasible. In fabricating cryotrons it is important that the edges of the gate elements be geometrically sharp to avoid undesirable switching characteristics associated with a thinner edge region, Fig. 2. One technique which has been used extensively to form patterns consists of placing a physical mask containing the film pattern between the evaporation source and the substrate and depositing through the mask. Film strips formed in this manner possess a penumbra at the film edges due to shadowing of the evapor-ant under the mask. T. M. Drown, South Bethlehem, Pa.: Mr. Thackray's paper shows in a striking way the high degree of rapidity and ac curacy exhibited by the chemists of our steel-works in ordinary everyday practice. That determinations made in an hour should present only slight differences in the third place of deci male is certainly matter for surprise and congratulation. This remarkable result has been due, perhaps, in part, to a remark able cause. The managers of works, ignorant of all the diffi culties of the laboratory, have demanded "the impossible " of their chemists—and the chemists have done it! Andrew A. Blair, Philadelphia, Pa.: Mr. Thackray's paper is extremely interesting, especially in its bearing on the question of a standard method for the rapid determination of phosphorus in the laboratories of steel-works. Before discussing the re sults in general, I desire to explain the results obtained by me under method A'. This is the method which I have used in the work of the sub-committee on Methods of the Interna tional Steel Standards Committee. It may be described briefly as follows: Solution in nitric acid; oxidation of carbonaceous matter by permanganate; precipitation of phosphoric acid by molybdate solution; reduction of molybdic acid in the reductor, and titra tion by permanganate. This method was used apparently by only three chemists, Dr. Dudley, Mr. Crowell, and myself. In determining phosphorus by this method, among the most essential points to be considered are the ratio of iron to molyb dic acid, or the reducing action of zinc on molybdic acid as compared to its reducing action on iron, and the ratio of molyb dic acid to phosphorus in the ammonium phospho-molybdate obtained by precipitation from the solution of the steel. In regard to the first point, the usually accepted ratio is 1 to 0.90756, or, as it is roughly stated, 0.9076, which is based on the assumed reduction of the molybdic acid to Mo12019,. This

In the practical heat-treatment of steel the decomposition of austenite usually occurs during cooling rather than at constant temperature. Nevertheless, the course of this decomposition has generally been studied only isothermally. Isothermal studies are not only simpler experimentally, but have the great theoretical advantage that one of the variables, temperature, is constant. It is the purpose of this paper to outline the principles that govern the relations between isothermal and anisothermalt‡ decomposition of austenite, to present and systematize the available experimental information, and to indicate the gaps in the existing knowledge. Some of the experimental information is the result of new work.§ Most of it is derived from scattered data in the literature. Many of these data were obtained incidentally in the course of research on other subjects and their significance has not been pointed out and perhaps not understood. It is hoped that this paper will aid future planning of more extensive research on anisothermal decomposition. Method In order to study the relations between isothermal and anisothermal decomposition, it appears fruitful to view anisothermal decomposition as taking place at a series of constant temperatures1 (except for the martensite reaction, which does not occur isothermally to an appreciable extent). When the time the steel is at each temperature is finite, the over-all amount of the reaction is considered to be the sum of the amounts occurring at each of the successive temperatures. During continuous cooling or heating, the time the steel is at each temperature and the difference between successive temperatures can be considered to approach zero. The over-all amount of transformation will then be given by integration over the range of temperatures involved. This point of view is advantageous in that it considers anisothermal transformation to be a series of isothermal transformations. The problem thus becomes one of determining the effect of partial decomposition at any given temperature upon subsequent decomposition at another temperature. Single Anisothermal Reaction Consider a phase brought to a temperature at which it is unstable, held there until it has partially transformed, and then brought to another temperature at

There are few natural monopolies comparable with the nitrate industry. Perhaps the only other one is, curiously enough, also an essentia1 fertilizer material, viz., potash, of which the Germans have heretofore held practically a monopoly due to the existence in their territory of the most important known deposits of potash salts. And although nitrates in minute amounts are found in many desert regions, the only deposits capable of being worked commercially exist in Chile. Combined nitrogen in the oxidized form is an essential for plant life. Nature provides it mainly through the agency of nitrogen-fixing bacteria. But where lands are cropped artificially this supply is too small, and gradually the nitrogen supply becomes exhausted. In order to continue farming, it is necessary to furnish a supply of nitrogenous plant food, and this is done by putting on various substances containing combined nitrogen. These consist of various animal wastes, ammonium sulphate, the ammonia of which is obtained in the destructive distillation of coal, and Chile saltpeter. The latter is immediately available as a plant food, the nitrogen being in the required form. The other substances must oxidize before they are available. Resides its use as a fertilizer, Chile saltpeter is the source from which the bulk of the nitric acid of commerce is derived. The use of nitric acid in the manufacture of almost all modern explosives is, of course, well known. Importance of the Nitrate Industry Chilean nitrate, the existence of which was first mentioned in 1809, is said to have been first exported in 1830. Only a few thousand tons per annum were exported for some years, but the amount gradually increased until, in 1879, when the Chile-Peruvian war began, the export amounted to about 300,000 tons. This nitrate was largely produced from the Province of Tarapaca, until then, Peruvian territory. By the terms of peace with Peru in 1884, this province, as well as Tacna, became Chilean. The Bolivian Province of Antofagasta was also acquired as a result of this war, and thus Chile, with the deposits in her own territory, acquired control of the whole supply of nitrate. IN a recent study1 of the deformation of metastable beta copper-zinc and beta copper-tin crystals, it was established that the parallel markings that appear on the surface of these crystals after slight deformation represent lattice transformations. Stereographic analysis showed that in beta copper-tin, the poles of these markings deviated one or two degrees from poles of the form { 133 } . In beta copper-zinc the plane delineated by the markings corresponded to no one crystallographic plane of the matrix lattice; the marking poles deviated from 5° to 11° from poles of the form {110}, and were displaced only a few degrees from (110) zones. Inasmuch as the new transition lattices produced as the result of the deformation are different for each alloy, it was thought at first that the habits of the markings might be the result of a cooperation between matrix lattice and transformed lattice. (Both matrix lattices are body-centered cubic.) Such a cooperative effect is thought to obtain in the formation of Widmanstätten figures, for it is well known that the matrix lattice alone does not determine the habit assumed by a segregate phase. On the other hand, it is not inconceivable that the dissimilarity in mark-ing habit might be due to differences in deformation characteristics of beta brass and beta bronze. Barrett and co-workers2 have shown that slip-line habits in pure iron are markedly different from those in high-silicon ferrite; and although it has been repeatedly demonstrated that plates of a segregate phase do not necessarily form on the slip planes of the matrix lattice, deformation characteristics may be more intimately allied with plate formation when a transformation is made to occur as a result of plastic deformation. However, there is the fact that the orienta-tion of markings in metastable beta copper-zinc is the same whether the markings be produced by quenching, deformation, or liquid-air cooling; likewise, quenching and deformation markings in metastable beta copper-tin are oriented in the same way with respect to the beta matrix.

This description of the organization of the Consolidation Coal CO. is intended to include only the portion that is charged with the responsibility of the actual operation of an individual mine, although it has seemed advisable to include several of the all-division personnel, who necessarily come in direct contact with the mine officials. The Consolidation Coal Co. has a staff and line organization and, while most of the contact between these two wings is made between officers ranking above those discussed in this paper, field representatives of several of the staff departments play such an important role in the control of certain phases of activity at the mines that a true picture of the mine organization cannot be had unless these men are included. The demands made upon the producer of large quantities of coal have certainly never been so exacting as they are today. Reductions in the number of accidents and in the cost of individual accidents has passed from the category of a desirable achievement to an unqualified necessity. Although the market price of coal today is lower than it has been in many years, consumers have never been so critical of quality. This market condition is especially severe on the producer to whom one bad shipment may mean the loss of a contract. And the battle to keep the reduction of production costs abreast with constantly dropping prices wages incessantly. For the legitimate producer this situation demands a mine-operating organization that is comprehensive, versatile, efficient and economical; and it is in an attempt to meet these conditions that our present system has been designed. To say that this line-up is incapable of being improved or that it is applicable to all conditions would be to assume a degree of presumption which certainly is not intended here, but our system does meet the conditions which we are called upon to face today with a smoothness and thoroughness which we consider reasonably satisfactory. A glance at the list of papers1 that have been published since 1920 on the general subject of flotation suggests the variety of ideas that exist regarding the underlying cause of the phenomenon. Among these ideas, we find several coherent theories, but none that adequately and completely explain the phenomenon. Ralston2 and Bains3 suggested an electrical theory which has to do with the attachment of mineral particles to a bubble by the attraction of unlike electrical charges. This theory has its root in the fact that a bubble of air in pure water is electrified in such a way that the surfacc is negatively charged while the body of the water is positively charged. This result, which was first discussed by Helmholtz, also obtains when the water contains anything except a high concentration of hydrogen ions, or ions which are trivalent or tetravalent. The theory also holds that the mineral particles have positive charges on their surfaces, and so there is attachment between bubble surface and mineral particles by the old law of electrostatics, which states that unlike charges attract. Contact Angle and Oil Attraction The contact angle—the angle formed by a fluid-fluid boundary when both are in contact with a solid-—has been indicted several times for complicity in the phenomenon of flotation. This angle is supposed to indirectly measure the surface energy of a solid. Thus if we have two fluids in contact with a solid, we may express the difference between the two fluid-solid tensions as equal to the fluid-fluid tension times the cosine of the angle between the two fluids.4 If the two fluids are in contact with the solid, this is, no doubt, an excellent way of establishing relative surface energies. The material presented in this paper has been gathered by the writer during a long and varied experience on matters pertaining to the quicksilver industry. During the past 18 years he has visited practically all of the quicksilver mines of the United States and has had occasion to review the literature on quicksilver mining the world over. In a previous publication1 the conclusion was expressed "that the greatest opportunity for increasing the economy in quicksilver production lies in giving more attention to the geology of the deposits ... " The present paper is a contribution toward that end. Due to a lack of correlation of the observed facts, a great deal of confusion exists in the views of various writers concerning the mode of occurrence of quicksilver ores. This paper attempts to show that certain common factors underlie the formation of all quicksilver orebodies. It attempts to present a framework on which to marshall the observed facts and thus make clear the interrelation of various observations which at first sight appear to be contradictory. The material presented is fragmentary in many respects and it is hoped that readers familiar with the deposits mentioned may supply the deficiency. The reader is asked to refer to the publications cited for maps and additional information on the individual orebodies, as this review, in covering so much territory, must necessarily confine itself to a bare outline of the facts concerning each occurrence. The writer hopes that this paper will elicit comment and criticism from the many competent men interested in the quicksilver industry and to all of them he would express his indebtedness for the many courtesies that they have extended to him at various times in the past. Theory op Primary Concentration The mode of occurrence of any given orebody presents an individual problem to the miner engaged in exploiting it. No two orebodies are exactly alike in their geological relationships, therefore an understanding, in detail, of the geology is necessary if the orebody is to be exploited in the most economic manner.

THE problem of reaction rates in the open-hearth process is essentially that of trying to form a fairly clear picture of the "chemical mechanisms" in the bath. Quantitative data on reaction rates would perhaps not be of much practical importance even if they were available; however, what few approximate data there are can be used in combination with data given in Chapters 16 and 17 to sketch a picture of the "chemical mechanics" of the open-hearth process that is consistent with essentially all the present available evidence. The result may later be found incorrect in many details but even so it will illustrate certain useful methods for obtaining a clearer understanding of the process. Consistent with the treatment in Chapter 15, but in simpler terms, we may say that chemical reactions in general involve the following elements or steps: 1. The reacting molecules are mixed together in space in such fashion as to favor collisions among them. 2. Units of what is usually an intermediate molecular arrangement called an activated complex are formed at a certain rate, depending on temperature and concentrations. 3. These activated complex units decompose into the reaction products (this step usually assumed to be so rapid as never to limit the over-all process). 4. In any of these steps, heat energy may have to flow into, or away from, the reaction zone to permit the reaction to proceed. 5. The products of reaction will usually have to move out of the way to permit further reaction. The temperature factor enters mainly through step 2, and its effect is very marked. (What is called temperature is really the mean energy content of all the molecules of the substance involved; at any one temperature a certain proportion of the moleculea will have much higher energy content than the mean value.) Shales rich in oil are found at several places along the coast of Brazil. The material has been prospected at several places, and samples have been examined and reported upon by competent authorities. So far as I am acquainted with them, these oil-bearing beds are of Tertiary age. A glimpse at the distribution and character of the Tertiary rocks of the region should give us some idea of the possible distribution of these oil-bearing shales. Tertiary rocks skirt the northeast coast of Brazil from the northern part of the State of Espirito Santo almost or quite to the Amazon valley. Here and there this narrow strip is cut in two by the encroachment of the sea, and the underlying gneisses, granites or other crystalline rocks are exposed upon the beach. In other places, the Tertiary belt widens out until it is 80 kilometers or more in width. Fig. 1 is a sketch-map of a part of the coast-area referred to. Along the coast from Prado, in the State of Bahia, northward to Natal, there is a line of bluffs from 15 to 90 meters high, interrupted here and there by stream-valleys. As seen from the sea, these bluffs are rather conspicuous and highly colored yellow, brown, red, white, black, and purple. These colors are often so mingled as to give the beds a mottled or parti-colored appearance. Fig. 2 shows a characteristic bit of the coast in the State of Parahyba do Norte. In some places, especially in the southern part of the State of Sergipe, and in the northern part of Rio Grande do Norte, the immediate coast is covered with sand-dunes. Here and there these sanddunes have been carried inland over the top of the Tertiary beds, and the subsequent encroachment of the sea has exposed the Tertiary rocks again, where they form the bases of the bluffs. This is well shown in Fig. 3, from a photograph taken at Bahia Formosa, on the coast of Rio Grande do Norte.

1 desire to call the attention of the Institute to what is believed to be a new improvement in 'the construction of journal-bearings, having for its object the reduction of original cost as well as cost of renewals. In an ordinary railroad car we find the space between the top of the axle and the top of the box is filled with a "brass," weighing from seven to ten pounds. Of this amount of metal a comparatively small portion is subjected to the wear which it is intended to meet. The balance is, practically, a filling material, which from habit has long been constructed of the same metal. The Defreest bearing is made of three parts, namely, a malleableiron back, a bronze bearing-piece, and between them a filling-piece of sheet lead. The bronze takes the wear of the axle, the iron fills up the space and acts as a backing to the bronze, and the lead, being soft, adapts itself to the inequalities in the surfaces of the iron and bronze castings, thus insuring a uniform bearing on all points, and making it unnecessary to bore out the iron or turn off the bronze to bring them to a perfect contact at all points. These three park are joined together by two soft brass rivets, with counter-sunk heads, to prevent separation in handling. A groove is cast in the iron, and a corresponding rib on the bronze, to prevent the latter from turning with the axle when in place. In renewals it is ordinarily necessary simply to drive out the rivets and renew the bronze and lead. The iron part is not subjected to much wear and should last for years. It is evident that the first cost of these journals, and also the cost of renewals, must be much less than the old form. This difference amounts, at the present price of materials, to $9.60 for an eightwheel car, in first cost, and $4.72 for renewals. These bearings have been in use, and found to do what is claimed for them.

INTRODUCTION Ideally, this paper should start by citing examples of slope failures in open pit mines during earthquakes. I do not know of any such examples, although - since my search of the literature has not been exhaustive - such examples may well exist. However, there certainly are many examples of devastating earthquake-induced landslides, and there is no reason why such landslides cannot occur at large open pits. Moreover, many of the actual earthquake-induced landslides have seriously affected mining operations in one way or another. Hence, this paper will treat earthquake-induced landslide phenomena in general, in the hope and expectation that the reader can apply this general knowledge to the specific problems associated with open pit mining. Ultimately, of course, the aim is to predict the likelihood of the occurrence of earthquake-induced landslides, and to delineate steps which can be taken to minimize the possibility of their occurrence. These aims can be achieved only imperfectly at the present time, for our knowledge concerning earthquake-induced landslides is still in an embryonic stage. Nonetheless, much useful knowledge does exist. In order to understand and apply this knowledge, it is necessary to: 1. Review the nature and extent of actual earthquake-induced landslides; 2. Have a grasp of the basic terminology and concepts of seismology; 3. Study the fundamentals of probability-based seismic risk analysis; 4. Appreciate the way in which earth materials behave during earthquake loadings; and 5. Have a general knowledge of the methods currently available for analyzing the dynamic response of slopes. Much of this paper is devoted to this necessary background. Information of practical use in connection with various classes of slope stability problems is assembled in the final sections. Inclusions of nonmetallic matter have long been recognized as objectionable in steel. A complete theory of the effect of inclusions, which is consistent with that held today, was outlined in Howe's early work on the metallurgy of iron and steel. This, by analogy with wrought iron, assumes that the observed difference in properties between specimens with and across the direction of rolling is due to slag enclosures. The fact that wrought iron shatters in ballistic test is taken as an indication of the effect of inclusions on the resistance to'shock. Since that time, the development of the metallurgical microscope has shown the discrete nonmetallic inclusions in the iron matrix. Better resolution has brought out the great number of inclusions, and the availability of good microscopes in steel mills and laboratories has constantly drawn more attention to these inclusions. This recent emphasis on inclusions has resulted in studies as to their nature, mode of formation and methods of elimination, such as the work of Wohrman, Dickenson, Herty and Schenk. In addition to the published works, many investigations which have not been published have been carried out by private laboratories and have resulted in the application of specifications intended to limit inclusions in many qualities of steel. Neverthless, a clear understanding of the quantitative effect of inclusions on the physical properties of steel has been lacking. It is the specific purpose of this study to determine the quantitative effect of inclusions on the physical properties of steel that determine its behavior under dynamic stress. The study has shown that a quantitative relation between counted inclusions and impact strength does exist in normalized steels, but that factors other than readily visible inclusions are equally important. Furthermore, the present commercial rating of inclusions is unreliable with respect to counted inclusions or dynamic tests, and this study indicates that the tensile-impact test is more reliable as a measure of quality.
