During the course of an investigation of the plastic flow of aluminum aircraft sheet under combined loads, several problems arose in which analyses of the conditions leading to unstable plastic flow were needed. In order to provide these analyses, and in the hope of attaining a better understanding of the general problem of unstable plastic flow, the present study was undertaken. It is well known that unstable plastic flow is associated with a form of mechanical instabi!ity frequently observed during the plastic deformation of ductile metals. This instability is characterized by the fact that, at its onset, plastic straining mill proceed at a constant magnitude of the externally applied forces. It is further typical that the resulting unstable flow is generally accompanied by the formation of a neck, a local bulging, or some other form of heterogcneous deformation. Perhaps the most familiar example of unstable plastic flow to the metallurgist is the formation of the neck in the ordinary tension test. It is well known that in this test most metals exhibit a maximum in the externally applied load, followed by the process commonly referred to as "necking down." Instability in the simple tension test has been frequently discussed and numerous investigators1'2'3'12 have derived the criterion for instability in terms of a critical rate of strain hardening. It is the purpose of the present study to extend the criterion for unstable flow to the more general case where the body undergoing flow is subjected to combined loads. It is hoped that the problems considered will provide a more consistent picture of the general features of this important form of mechanical instability. The most practical implications of instability in plastic flow arise in connection with sheet metal forming operations. In the formation of a great many sheet metal parts, the deformations are produced primarily by stretching. If the conditions which lead to unstable flow are fulfilled in such a formation, and if the resultant instability leads to a pronounced localization of flow, then the useful limit of ductility of the material will have been reached. It i; also essential that the effects of instability be taken into consideration in any study of the plastic flow and rupture of metals under combined stresses. In general, when unstable plastic flow is initiated, straining becomes localized, the geometry of the test splecimen changes, and the state of stress in that portion of the specimen undergoing plastic flow is no longer under external control. Coal mining in the State of Washington offers many interesting problems for the mining engineer, due to the varied physical conditions occurring in different fields, and often in, the same mine. The different coal seams worked in the same mine commonly require different mining and transportation methods for economical operation. The coal measures have inclinations ranging from 5° to vertical, and in the same mine the dip of the coal may vary from 30° to 50°. In all fields, the seams are extensively faulted, folded, and sheared. The quality of the coal produced ranges from brown lignite to bituminous- coking coal, the following being typical analyses: Lignite Sub Coking Coal bituminous Moisture 23.5 14.30 0.57 Volatile hydrocarbon 31.0 33.03 23.57 Fixed carbon 37.4 41.30 65.55 Ash 8.1 11.37 10.31 100.0. 100.00 100.00 Very little of the coal contains as much as 0.75 per cent. sulphur. The brown lignites occur mostly in Lewis and Thurston Counties, and, as a rule are very cheaply mined. This coal has been successfully used in locomotives of the Oregon & Washington Railroad, after equipping them with specially designed fireboxes. The sub-bituminous coals occur in all the coal-mining counties. Their cost of production varies widely, according to the character of the formations, the pitch, and the wall conditions. This makes a fairly good steam coal, but the lump is used mostly for domestic trade, after grading into lump, nut, and pea.

1. Healthy and active Local Section organizations are vital factors in promoting the vigor and growth of the Institute. 2. Activity on the part of Local Sections should be recognized and stimulated by appropriation of funds from the Institute's treasury; and these appropriations should be as. large as is consistent with the relative needs for other activities. 3. As between different Sections, the amount of such appropriations should be based primarily on the extent of activities as reflected in the number and character of meetings held and the attendance of the members at such meetings. 4. In making a request for funds for any year, the officers of a Local Section should submit a report on the printed form approved by the Directors at their meeting on November 19, 1937. 5. A standing Committee on Local Section Appropriations, consisting of one past Chairman of a Local Section, one member of the Institute's Executive Committee, and one member of the Finance Committee, shall be appointed by the President and shall pass upon requests for appropriations and authorize payments within bounds of the budget. The committee will be guided by the principles herein outlined, always having in mind the vital importance of healthy, active Sections to the, welfare of the Institute as a whole. 6. According to Article XI, Section 2 of the Bylaws, requests for appropriations shall be signed by the Chairman, Secretary and Treasurer of the Section. 7. Requests for appropriations must be in the hands of the Secretary of the Institute by February 15 of the year for which they are desired.

A group of prominent engineers and contractors of Chicago and vicinity have cooperated in forming a Joint Committee on Military Engineering. The founders are members of all of the leading engineering and contracting organizations of Chicago, including the local branches of the national engineering societies. The purposes of the Committee are to further military preparedness among engineers, contractors and their associates by the following means: (1) Courses of lectures; (2) assigned reading; (3) studies and practical instruction in military engineering;. (4) assisting engineers to qualify as officers in the National Reserve Corps of Civilian Engineers; (5) urging enlistment in and support for engineer troops of the National Guard and such other organizations as the Government may create; (6) furthering instruction in military engineering in training camps and the attendance in them of those qualified; (7) by such other means as from time to time may be deemed advisable. The Joint Committee has already prepared a program covering the vital points outlined. To date the program is practically complete for a period extending from April 20 to July 25. Something of interest will be taken up each week, including lectures by Lieutenant-Colonel W. B. Judson, Engineer Corps, U. S. Army; two lectures by Major P. S. Bond, Engineer Corps, U. S. Army; Lieutenant-Colonel Mason M. Patrick, Engineer Corps, U. S. Army, and several exhibition drills, terrain exercises and inspection trips under the direction and guidance of various officers of the Engineer Troops of the Illinois National Guard. Additions to the program will be made from time to time. '

DURING the driving of the main haulage level at the Copper Mountain mines of the Canada Copper Corpn., Ltd., near Princeton, B. C., some very rapid driving was clone, though no claim for a world's record is made. Conditions, however, were unfavorable for economical operations. The cost of power was high, for the fuel was of poor grade; besides, during the time the work was in progress, very little other power was needed so that most of the power cost was charged against the footage. The voltage transmitted was about 30,000. The plant was operated under a lease, which was due to expire about the same time this work was supposed to be completed; an extension was refused, therefore speed was most important. The plans called for a straight adit 2900 ft. (884 m.) in length. At a point 2800 ft. (853 m.) from the portal, two raises were to be put up to the next nearest workings, a difference in elevation of about 800 ft. (243 m.). One of these was to be a two-compartment hoistway and the other a zigzag ore pass, or muck run. A location for these raises had been determined by a number of diamond-drill holes, but the material to be penetrated by the alit was not known. It seemed imperative to get the tunnel work completed as rapidly as possible, in

FOR many years, the belief that the so-called "Clinton" sand of Ohio might produce. oil and gas, if it could be reached, has been prevalent in West Virginia. To test this theory, many hundreds of thousands of dollars have been spent and several extremely deep wells, including the deepest boring of the world, have been sunk at various points. With the exception of one well now completed through the sand and the possible exception of another still in progress, all of these wells failed to reach the goal, either through failure of funds or through drilling accidents. REVIEW OF DEEP DRILLING The subject of deep-sand oil and gas in West Virginia has already been discussed by the author1 and by White.2 In these papers, it was shown that the Upper and. Middle Devonian shales, lying between the Berea oil sand (basal Mississippian) and the Oriskany sandstone (Lower Devonian), thicken steadily from eastern Ohio across northern West Virginia and Pennsylvania; but it was stated that the same rate of thickening did not occur in that part of West Virginia south of the Great Kanawha River and in the adjoining portion of Kentucky. In spite of this great eastward thickening, the fact that both the Oriskany and "Clinton" sands, the latter of which is equivalent to the White Medina of New York, exist in great thickness all along the Appalachian Mountains farther east, was held as proof of their probable presence in the deep Appalachian basin.

The subject of the supply and the quality of the iron-ore and coke of this State has suffered exaggeration and misrepresentation in both directions. Unsophisticated persons have made extraordinary reports of quality and richness, which could not be supported by facts; while, on the other hand, experts have selected inferior samples, and upon the average of these, which was not by any means the average known to our practice, have based comparisons favorable to other States. Our furnace-records give much better testimony as to the run of our ores, the calorific duty of our coke, and the burden and blast which it will bear. Some of them show poorer ore-mixtures than others; but it is safe to say that the Birmingham furnaces produce from 40 to 60 per cent.. of iron from a mixture of equal parts of the leanest and the richest ores, as classified in large quantities. And certain performances on record here, while they do not represent the regular or average practice, ma: be fairly urged as proof of excellence of raw material, since they would otherwise have been impossible, even as exceptional achievements. Thus oue of our furnaces has made iron with 2500 pounds of coke to the ton of 2300 pounds (Mr. Stratton, 1888); another, with a ton of coke to the ton of iron (Mr. Gordon, 1888); another, with 1.27 ton of coke to the ton (2300 pounds) of iron, the product in the last case being from

The Cascade Range of Washington can be considered metallogenetically to be primarily a copper province. Structural and chemical data compiled from examination of numerous copper occurrences in the Cascades indicate a marked parallel of physical conditions for sulfide deposition. In probable order of significance, the environmental criteria are as follows: 1) adjacent or subjacent, postregional metamorphism high-level intrusive activity, most commonly in the time range from 15 million years to 30 million years; 2) transverse northeast trending structural belts which obliquely cut the northwest regional trend of the range; 3) potassium-silica wall rock alteration; most important of the alteration suite of silicates are orthoclase secondary biotite and quartz; 4) the intersection of northwest trending and northeast trending structures. The varying geologic environments in the Washington Cascades present a complex setting for the sulfide deposits. The North Cascades are comprised of predominantly pre-Tertiary metamorphic rocks invaded by Tertiary calcalkaline intrustive rocks. The Central Cascades, lying south of the North Cascades, exhibit a younger, higher level geologic environment comprised of predominantly early to middle Tertiary volcanic rocks and subordinate sedimentary rocks which are intruded by Tertiary calc-alkaline igneous rocks. Although the Tertiary Cascade intrusions are dominantly quartz dioritic, copper mineralization is commonly found in rocks of quartz monzonite to granite composition. These acid rocks appear to be the product of late stage magmatic K alteration of the original quartz diorites. Sulfide concentrations are considered to be in part dependent on the degree of K-silicate activity and the intensity of transverse structural deformation.

BNINGESSNER et al.1 have shown that the solidification substructure in dilute cadmium alloys persisted after repeated deformation, recrystallization, and annealing treatments. On the basis of this and similar evidence, Whelan has suggested in a recent publication' that the solidification structure might affect the mobility of grain boundaries even after primary re-crystallization. This suggestion is important, since the technique used by previous investigators3-5 to fabricate grain growth specimens consisted only of casting, deforming, and recrystallizing prior to the grain growth anneal. Usually no attempt was made to homogenize samples with prolonged annealing. Experiments. To test the Whelan hypothesis, grain growth experiments were performed with samples in which the degree of solute segregation was altered by controlling the solidification rate of the alloys. The initial experiments were performed on the Pb-Ag system. Alloys containing 0.01 at. pct Ag were produced from 99.9999 pct Pb and 99.999 pct Ag. Cylindrical samples, 40 cm long and 12 mm in diam, were solidified in graphite-coated Vycor tubes by lowering them through a vertical furnace at varying rates with the furnace power settings constant. Six-centimeter sections were discarded from each end, and the 28-cm section from the center was cut into sections 25 mm long for grain growth experiments. These samples were deformed with the aid of a drophammer to a uniform thickness of 5.7 mm. After almost instantaneous recrystallization, the samples were given a grain growth anneal for various times at 260°C in a salt bath. Experimental results are shown

SALT bodies in the form of rolls, horses (sometimes called horsebacks), folds, wants and pinches1 have been encountered while driving entries and mining out rooms during the development of the potash mines in New Mexico. Superficially these sporadic salt occurrences appear to be much alike, but closer examination reveals individual characteristics, and after four years of observation it seems possible to divide them into three general groups that may tentatively be called "depositional," "erosional," and "structural." The data collected are not yet sufficient to permit forecasts of their probable location, so that the annoyance of having to mine salt instead of potash could be avoided or lessened. However, the information so far available appears to throw some light on the occurrence of the sylvinite2 bed now being mined, and it is as a progress report that the writer presents the results of his observations. The mines of the United States Potash Co. and the Potash Company of America are about 20 miles northeast of Carlsbad, in Eddy County, N. M. They are on the southwestern flank of the Permian salt basin, which underlies western Texas, Oklahoma and Kansas, south-central Nebraska, southeastern Colorado and eastern New Mexico. The cuttings from many oil wells and the cores from the potash tests drilled in this basin indicate that this salt series approached its greatest thick-ness (about 4000 ft.) in the southeastern part of New Mexico and the adjoining portions of Texas, and that the most advanced stages of

In the design of underground excavations, rock mechanics considerations are nearly always based on an elastic behavior of rock. Most rocks do exhibit a certain amount of elasticity, and the application of principles and concepts of elasticity to rock mechanics problems has been largely responsible for progress in the field over the past 10 or 15 years. NO doubt the theory of elasticity will remain the most useful analytical tool available for both the design of underground openings and the interpretation of phenomenological data. Dr. Cook's analysis of rock behavior based on energy considerations represents a significant new approach to mining rock mechanics problems. Although the foundations of this analysis are somewhat broader and more general than elastic analysis, the development and applications are grounded almost entirely in the theory of elasticity. It has long been known1,2 that all rocks, even granites and dense limestones, exhibit nonlinear time-dependent strain properties to a greater or lesser degree. Creep strain (that is, deformation under constant stress) in salt, potash, and trona can be several orders of magnitude greater than instantaneous elastic strain. Design of underground workings in these materials must incorporate provisions for these strains and must therefore go considerably beyond elastic analysis. Some of the principles of underground design in highly plastic materials will be discussed in this paper. Since all rocks, especially when highly fractured, exhibit a certain amount of creep-type strain, these concepts should be at least recognized in any rock mechanics problem. Oil production in north Louisiana in 1938 was 28,442,910 bbl., a decrease of 225,160 bbl., or less than 1 per cent, from 1937. The principal increases were at Cotton Valley, Lisbon and Zwolle. The greatest decrease was at Rodessa, with small normal declines in production of the old settled fields. Natural gas production from gas wells declined 15.9 per cent from 1937, but casinghead gas increased, so the decline in total production was only 6.9 per cent. Decline in completions was due to lack of proven areas for drilling, as well as price and marketing difficulties; and wildcat activity mas also less than in 1937. The increase in number of dry holes was due chiefly to shallow drilling in the old Caddo and Zwolle fields. Most important events in 1938 were the discovery of the Shreveport deep oil and gas field, extension of the Logansport gas-distillate field into Louisiana, development of oil production in the Bodeaw zone on the flanks of Cotton Valley, opening of deep gas-distillate production at Shongaloo, and completion of one well in a deeper horizon at Bluc Lake (Zwolle field). Geological Notes The deep drilling done in 1938 did not cause any important changes in geological correlation and nomenclature of the formations below the Upper or Gulf Cretaceous. In connection with some recent professional work in the coalfields of Western Pennsylvania, with special reference to results of coking operations, I was asked to compile a statement giving the estimated cost of mining coal and manufacturing coke at two hypothetical plants of 500 ovens each, giving the relative yield of coal in coke at each plant; and, upon the average number of working days in each of the past five years, from 1899 to 1903, together with average selling price of coke at the ovens, to prepare an estimate of the relative commercial returns in each district. What seemed at first sight to be a comparatively simple proposition, involving only the ordinary elements of mining and coking costs, became complicated by the lack of standard published records of mining costs and sales, which would be applicable to the subject at issue. Upon searching through the usual channels of Government publicatious and the files of our technical societies and mining periodicals, I was surprised to note the absence of fundamental factors that would approximately meet the case in point. The very elaborate and interesting statistics annually published by the National Government' do not supply the required data for the following reasons:—1. Being reported by arbitrary districts, the average values are too general to be applied to special fields. 2. The value of coal charged to the ovens is apparently based upon the regional average value of the coal if sold in the market, and not upon the cost of production. 3. INTRODUCTION THE suggestion has often been made that it would be highly desirable, at least for certain grades of steel, to be able to control more certainly, by pyrometric measurement or otherwise, the temperatures of the operation of the open-hearth and other furnaces used in the manufacture of steel and iron. That the properties of the ingot and finally of the finished steel product are intimately related to the final temperatures attained by-the metal inn the furnace and to the temperature of casting, has been recognized by metallurgists for a long time, and this question has been very thoroughly treated, especially by Prof. Henry M. Howe, and by A. W. and H. Brearley.1 It is the object of this paper to demonstrate that in so war as casting temperatures of furnaces, steel ingots, and similar operations involving the temperatures of streams of iron and steel are concerned, well-known pyrometric methods s may be easily applied-if certain recently determined corrections are made and precautions taken-with a relatively high degree of accuracy. Greater but not insurmountable difficulties will be encountered in. the case of open-hearth furnace temperatures, while for" those of the converter type a ready solution does not seem practicable. It appears that certain essential data have always been lacking in reporting observations such as those of Le Chatelier in 1892. Thus the correction to be applied for the characteristic radiation-or emissivity¬has hitherto not been adequately taken into account nor the limitations of the several possible pyrometric methods clearly recognized.
