This chapter presents modern concepts of the flotation of nonmetallic minerals. In particular, it is concerned with such minerals as metal oxides, silicates, sulfates, carbonates, and halides. It is not the purpose to duplicate the two excellent, recent treatises by Gaudin l and by Sutherland and ark,^ but rather to expand their correlations of data, particularly in view of recent, ex- citing new experiments which are shedding new light on the principles of non- metallic flotation. Outstanding success has been achieved over the past 50 years in separating one sulfide from another or from the gangue constituents using a minimal amount of reagents. In contrast to this, selective flotation in nonmetallic systems is often difficult in that one class of compounds alone, the carboxylic acids, may float nearly the entire array of nonmetallic minerals under the appropriate conditions. Moreover, while lime, cyanide, sodium sulfide, and copper sulfate constitute the principal modifiers used to obtain selectivity among the various sulfides, the nonmetallic mineral flotation engineer is con- fronted with a vast array of modifying reagents. In sulfide and native-metal flotation, a strong chemical adsorptive bond is generally formed between the mineral and sulfhydral collector. In fact, re- cent radio-tracer studies show that below monolayer coverage as much as 98% of added mercaptan is adsorbed on the surface of gold.? Contrasted to this, Bloecher's data indicate that for the quartz-amine system only about 60% of the collector is adsorbed.4 This greater residual concentration in the solution results from weaker forces of adsorption in the quartz-amine system. In the flotation of nonmetallic oxide minerals, collector adsorption results from rather weak physical forces, primarily electrostatic attraction and van der Waals attraction between hydrocarbon chains. In the flotation of salt-type minerals, carboxylic acids are adsorbed both by physical and chemical forces. It is a study of the effect of the electrical forces superimposed on the chemical adsorptive forces that contributes most toward understanding nonmetallic mineral flotation. The need for quantification of general rules for the flotation of nonmetallic minerals is so great that Taggart 5 with unmasked sarcasm suggested that after trying anionic and cationic collectors:

The obligation of an employer to the State requires certain things of him as matters of good citizenship: for instance, that his workmen shall have a living wage, that child labor shall not be employed, that injuries from accidents shall not make workmen a charge upon the State, and that the laborer's children shall have opportunity for education and to become good and useful citizens. Affairs of this kind are not taken up as philanthropy, for the officials of a corporation or a large manufacturing concern may not feel at liberty to spend the funds of their company as prompted simply by motives of kindliness; but they may spend company money on such matters because it is good business. For years, the poisonous effects of lead, phosphorus, and dust have been emphasized in books on industrial hygiene and their elimination has been urged; but the more important and everyday physiology of the workman himself has been neglected. Part of my object in writing this paper is to show how our knowledge of physiology may be applied to working conditions in everyday life. In the interest of industrial laborers, accident compensation laws have been enacted in 33 States. This has been carried forward rapidly, because it has been shown that it pays both employer and employee. A further step is the recognition of sickness and disablement independent of accidents, not only because of their immediate cost to the worker and to the employer, but because continued efficiency in work and business depends largely upon health. Some measure of the importance of health in industry can be gained by the knowledge that records kept by some companies which now make this the subject of careful inquiry show that the time lost by employees, through illness, is several times as much as that lost as the result of industrial accidents. It is true that accidents frequently result in permanent disability or death, but it is equally true that illness is also a cause of permanent disablement or death. Thus the chief difference is that the loss to the employee through accidents occurring in the course of his employment is now generally recognized as a cost

The Anaconda Copper Mining Co. purchases 25,000 kw. of electric power for its mining operations at Butte, Mont. This power is delivered, over duplicate feeders, in the form of 60-cycle, 2400-volt, three-phase current, to five compressor plants, where most of the energy is used for driving air compressors. At the compressor plants are located the switching apparatus for controlling the 2400-volt power and distributing it to the various mines. At these points, also, there are a number of motor-generator sets for converting the alternating current to 275-volt direct current for the haulage systems. Pole lines convey the powcr from the compressor plants to outdoor transformer substations at most of the mines. When it is not economical to distribute the power at the lower voltages in the mines, transformers and motor-generator sets are placed at strategic points underground. All power is purchased on a maximum-demand basis; therefore there is installed at one of the compressor plants an eight-element totalizing graphic wattmeter. This instrument records simultaneously the value of all power taken at the numerous points of delivery, which not only climinates the diversity factor but permits load dispatching between compressor and pumping plants, and thus materially reduces the maximum demand from the power system. As most of the mine hoisting is done by 90-lb. compressed-air winding engines, the air-compressor equipment for the winding engines and mining operations is quite extensive. The standard air compressor has a rating of 7500 cu. ft. per min. of free air, and most of the compressors are directly connected to synchronous motors. The synchronous motors are designed for 80 per cent. loading power factor, thus facilitating power-factor correction of total mine load. Consequently by cooperation with the power company, the voltage of the power received at the compressor plants is constant. In the mines there are installed an induction motor load of approxi-mately 10,000 hp., and 4500 kv.-a,, in transformer capacity. It is the practice to install 2200-volt motors in the mincs, except those rated below 50 hp, hence there are in operation underground about 5000 hp., in the

Valuations in the mineral industry differ from those of other enterprises because mines and oil wells have a definite life so cannot be considered a perpetuity. This requires that in any mineral-property evaluation the recovery of invested capital is necessary during the life of the property. Capital writeoffs for nonextractive industries are assumed to be continuously plowed back to sustain the operation and produce yields on the capital invested. The extractive or mineral industry, however, generally attempts to return to the investor both interest and principal during the life of a property. Normally this is done currently and the dividend includes both items. Where the mineral properly possesses large reserves and the life factor approximates a perpetuity, the return on investment is generally comparable to that of industrial stocks. The valuation of a mineral property, at best, is based on educated estimates and judgment factors. This is particularly true as it relates to estimating selling prices over a long term or assessing the quality of management. Also, it is possible to make various assumptions as to rapidity of working out the deposit, varying time for start-up of operations, varying earning rates, so as to obtain different results with the same basic facts. Thus it is not surprising that two engineers, irrespective of their abilities, may not agree exactly even when given the same facts, but their results should be close enough to be used in establishing a fair value for trading purposes. The valuation is no better than the source of basic data and the soundness of judgment factors. Fundamentally the basic principles of mineral valuation are similar for base metals, sulphur, oil, or any other mineral. Each mineral, however, requires an engineer to have a knowledge of such factors as its occurrence, distribution, mining and processing methods, and marketing problems in order to gather and analyze all the facts and data that have a bearing on the earning potential of the property. When coal is stored under ordinary conditions, progressive changes take place in its chemical and physical properties. These changes are largely caused by the reaction of atmospheric oxygen with the coal substance. Although this "oxidation" or "weathering" occurs slowly in the case of high-rank coals, it is nevertheless a matter of considerable importance, since even a small amount of oxidation may affect the value of coal for carbonization purposes. Coal storage is a necessity at all carbonizing plants. In normal times there are about 5,000,000 tons in storage at by-product coke ovens and gas retorts in the United States, as compared with an annual throughput of about 75,000,000 tons. In other words, the average coal reserve at such plants is slightly less than one month's supply. However, owing to the cost of storage and recovery, coal is usually left in stockpile for as long a time as the management thinks advisable. Storage for six to eight months is common practice and is, in fact, a necessity at certain plants which obtain their coal by water routes that are closed during winter months. Modern by-product coke ovens operate continuously, and they are not cooled down from the time that they arc put into operation until they are shut down for rebuilding—perhaps 20 years later. This continuous operation is imposed by silica-brick construction and high operating temperatures. It is therefore obvious that coke plants must at all times maintain an adequate supply of stored coal, in order to prevent a failure in supply from any cause whatever. Thus when strikes or other emergencies threaten, abnormally large coal stocks are accumulated and held at coke and gas plants. Many of these plants have been forced, at some time or other, to use coal that has been stored for several years. Such coal may fail to coke at all, or it may produce a dirty appearing, weak coke of reduced value. The yields of salable by-products may also be distinctly lowered. GRINDING costs are an important item in cement manufacture, and the cost of power is one of the large items in grinding costs. Even where power is of secondary importance, cost items dependent on mill capacity are influenced by the efficiency with which the mill uses power. Tube mills typify the grinding mills most generally used in cement plants, though other types are in use. Tube mills have been widely criticized as being extremely inefficient, and this feeling regarding them has led to many attempts to design more efficient grinding equipment. Other types may be an improvement over tube mills, but the improvement has certainly not been revolutionary, at least as applied to clinker grinding. The very fact that there is doubt regarding the relative efficacy of various types of mills is an indication that an adequate basis for an analysis of performance is lacking. The development of methods of analyzing mill performance has been hampered by the lack of a suitable method for measuring the work actu-ally done in pulverizing. There has been no acceptable standard to which mill performance might be compared. As a consequence, it was not known whether the margin of possible improvement in pulverizing operations was large or small. Even direct comparison of different types of mills was seldom possible because most plants had only one type of mill for each type of service. Comparisons between plants were difficult because of differences in the grinding characteristics of various clinkers. Some recent developments complete a chain of circumstances that place the cement, industry in a particularly fortunate position for the study of its clinker-pulverizing operations. Modern investigators of grinding phenomena have generally agreed that the best measure of mill performance is the production of new surface. For most materials this measure of performance is largely theoretical and has a rather remote connection with the practical aims of the grinding operation. In clinker grinding, on the other hand, surface area is intimately connected with the properties conferred on the cement by grinding. The general problem of the simultaneous movement of water and oil in a connected sand is of considerable practical interest from two points of view. First, there is the situation usually described as "edge-water encroachment." Here the water in the sands contiguous to and flanking the oil sand begins to enter the latter as the oil is removed and the reservoir pressure declines. The physical questions involved concern an understanding of the mechanism of the advance of the water and its control, so as to aid the oil recovery rather than to hinder it. In so far as the entry of the water into the oil sand means at least the partial replacement of the oil from the region of the encroachment by the advancing water, it is quite appropriate to consider this type of situation as one of natural water-flooding. For the present discussion, however, we are primarily interested in the problem of artificial flooding. Here the water is deliberately injected into the oil sand with the intention of displacing the oil and removing it through prearranged output wells. For the practical development of such a procedure rather large areas are included in the flooding program and the injection and output wells are arranged in regular patterns or networks, which are felt to be most favorable for a high oil recovery. Although remarkable success has already been obtained in such flooding programs, especially in the Bradford field of Pennsylvania, essentially by the application of the lessons of practical engineering experience, a more thorough physical analysis of the problem appeared to offer promise of leading to results of some interest and value. Another phase of the problem, which stimulated both the experimental and mathematical analysis, is that it is susceptible in large measure to empirical field tests. It, is in itself but an example and illustration of the general theory of the flow of dead (gas-free) liquids through porous media, in which the authors have been interested for the last several years. ALTHOUGH the open-hearth charge contributes CO, C02, H2, and water vapor to the combustion gases and absorbs oxygen from them, in the main the thermal effects in the melting charge and molten bath can be considered independently of those in fuel combustion; the latter then is regarded simply as the source of the net heat required to finish a heat of steel. First of all, it should be remembered that a large percentage of the heat supplied to the bath is furnished by oxidation of the various elements in the charge itself. If this charge consisted of 80 to 100 per cent of hot metal and the oxidation were accomplished by blowing in air or oxygen, as in the bessemer converter, the net heat absorption would be negative; that is, the bath would contribute part of the heat required to keep the melting chamber hot, in addition to that contained in the finished steel and slag. - In actual open-hearth practices, probably the nearest approach to this is in the duplex furnace, charged with bessemer-blown metal and some hot metal, where very little heat is required to complete the refining and nearly all the heat energy from fuel combustion is used to keep the roof and walls of the melting chamber up to around 2900 to 3000 F (1600 to 1650 C), so that the bath will not cool off during the refining. The other extreme is with all-cold charges containing around 80 per cent steel scrap and 20 per cent cast iron or cold pig iron, in which case a very large proportion of the heat in the bath at tap is supplied from the fuel combustion. THERMAL EFFECTS IN MELTING In a typical heat, the fuel furnishes about four million British thermal units per ton of steel produced. The heat required for the metallurgical processes is not easily defined in useful manner but it ranges downward from about one million Btu, depending not only on the charge but on the manner of calculation. The hardness of annealed copper has been given in the literature and is easily obtained by any of the standard methods of hardness testing. It is not our intention to correct published values or to add to them, but to describe tests of two bars of annealed electrolytic copper in which the methods of Meyer's analysis were employed. Meyer's Analysis of Ball Indentation Test The ball indentation test is probably the most valuable hardness test we now have but, as it is carried out in the Brinell or Rockwell test, the result may be seriously in error without the operator suspecting such to be the case. This condition results from the isolated and uncontrolled nature of the measurement. The accuracy depends on the accuracy of the equipment and the care and skill used in the operations; there is nothing in the impression diameter, which is all that is measured, to indicate the presence of error. Meyer's analysis supplies a control of the measurements that goes far toward eliminating unsuspected errors. The principles of this work may be obtained from elsewhere.' As this subject has not received the attention of this Institute, it may be well to summarize the more important points as follows. The chief difference between the usual ball indentation hardness test and Meyer's test is the use of a number of loads, instead of one, covering the range from small to large loads. The reason for this may not be obvious; the resistance to penetration may, and generally does, vary with the penetration of the ball; consequently a single determination can give only the resistance at that particular load. At some other load, the resistance may be quite different. For example, a test on annealed copper at 250 kg. gave a resistance to penetration of 39.5 kg. per sq. mm., while a similar test at 3000 kg. gave a resistance of 56.8 kg. per sq. mm. The underground haulage system in the lead-silver mine of the Bunker Hill & Sullivan Co., situated at Kellogg, Idaho, is the most extensive in the Cæur d'Alene district, comprising about 35,000 ft. of tunnels, drifts, and cross-cuts where locomotive haulage is in use. The main working adit, known as the Kellogg tunnel, or No. 9 level, is approximately 10,000 ft. in length from the portal to the main working shaft and extends beyond that about 4,500 ft. in each of two directions. On this level all the ore from the Bunker Hill & Sullivan, the Sierra Nevada Consolidated, and the Caledonia Mining Co.—an average of 44,600 tons per month—is hauled to the mills, located a short distance from the portal. Electric haulage by the trolley-type locomotive is used on this level throughout. Below this level, at intervals of 200 ft. vertically, are five other working levels (Nos. 10, 11,12,13, and 14); and the total haulage distance on these, where electric locomotives are used, is approximately 16,000 ft. No. 13 level has but recently been opened up and is not working to capacity; while the main cross-cut on No. 14 has just been started, and has no need of power haulage. Of the four levels equipped with electric haulage, Nos. 11, 12, and 13 have storage-battery locomotives, and No. 10 still retains the trolley type by reason of the small and decreasing tonnage produced. Electrification - Electric power is supplied to the mine by two systems. The first, the 500-volt direct-current trolley, was installed in 1897 when the Kellogg tunnel was started, and was extended as the tunnel advanced, being used for the first trainload of ore on Nov. 17, 1902, since which time it has been in continuous service. The current for the line is transmitted on a No. 00 copper wire as far as the shaft, and on No. 0 wire throughout the remaining length of the Kellogg tunnel; and until the installation of the storage-battery locomotives it was used in practically all the cross-cuts and drifts on each level below No. 9.

After a long struggle with an underground mine-fire and its accompanying evils, having experienced the discouragement of many retreats, the uncertain hope of varying advances, and the gratification of final success, I am tempted to give the members of the Institute some of the details of the fight. I do not write with the thought of treating a novel subject, but with the hope that some one as unfortunate as ourselves may be led by our experience to avoid our mistakes and to profit by our successes. The fire occurred on June 16, 1890. It was a calamity awful in its results, ringing the death-knell of thirty-one stalwart miners, bringing sorrow and desolation to many homes, and destroying in a few hours the work of years. While there have been a number of disasters in the history of American mining in which there was a greater loss of life and property, I know of none in which so simple a cause led to results so serious. A description of the mine, with the details of the accident, is necessary for a full understanding of the conditions existing at the time. The Hill-Farm-Parrish mine is in Dunbar township, Fayette county, Pa., about one mile from Dunbar station, on the Pennsylvania and Baltimore & Ohio railroads, about four miles south of Connellsville, nine miles northeast of Uniontown, and in the heart of what is celebrated as the Connellsville coke region. The mine is owned and operated by the Dunbar Furnace Company ; and all the coal produced is made into coke and used in the company's furnaces, one mile to the east. The mine is opened by two slopes, the HillFarm and Parrish, the latter known also as the Ferguson. The Hill-Farm slope is 2600 feet northeast of the Parrish. There are 150 ovens at the former and 70 at the latter slope. The Hill-Farm slope is 4100 feet in length, and the length of the Parrish at the time of the accident was 3700 feet. Y.:-Mr. Burns in his native Colorado modesty has said that he apologizes for things left out of this paper. I am much impressed by what he has put into the paper, as of all the papers that I have read on the subject, describing, as it does, a specific piece of work that has been accomplished, I do not recall one that gives so much information in such a practical way. Mr. Burns has also said that it is very hard to get men to put things down while the work is being driven. My experience is that it is very much harder to get the men in charge of work of this kind to bring them in in the form of a report before a body of engineers after the work is done. We have a great many cases where records are kept in much detail, but they are usually kept under cover, with the mistaken idea that the information gained is private information for the benefit of those who have done the work. Messrs. Simonds and Burns have opened up this case so that we can get the benefit of that experience which they have had, and so that we can learn something for the future. The description contained in this paper, as I have said, is a very practical one. You will notice in going through it. that the authors have given in detail a record of their work from the beginning to the end, and they even go so far as to publish an exact copy of the Rawley Mining Co.'s daily report. That daily report is something which those of us who are engaged in similar work might copy to great advantage, and having it before us we can check up our men while doing work and exact from them equal conditions, if it is possible to do so.

Water supplies dependent upon induced infiltration can be developed by vertical wells, by infiltration galleries, or by horizontal water collectors. Each method is described and the advantages of water obtained by induced infiltration with respect to cost, chemical quality, and temperature are shown by specific water supplies. THE subject of ground water in industry is assuming increasing importance as new processes and new industries are developed. Industrial specifications of chemical quality and temperature for process water and for cooling purposes are becoming more rigid, and water must now have many properties to meet these requirements. As ground water is usually more constant in quality and temperature, many industries are turning to ground-water supplies to satisfy their growing need. As many published articles have stated during the past several years, the ever increasing demands have caused shortages of water supply in many localities throughout the United States. Although such shortages are generally of a local nature, they have given rise to many attendant problems, such as increased pumping costs, salt water encroachment, and rising ground-water temperatures. One partial solution to the problems of overdevelopment of the ground-water reservoirs in many areas can be accomplished by developing ground-water supplies that are dependent upon induced infiltration and by planning the use of underground reservoirs. These reservoirs can be filled during periods of excess precipitation and stream flow and can be emptied during periods of drought, in a manner similar to the use of surface reservoirs. In this way water that otherwise would be wasted into the oceans is salvaged during periods of excess. The development of water supplies dependent on induced infiltration is a relatively new concept and should be defined. When a well is pumped, the water level around the well is lowered in the shape of an inverted cone or cone of depression. As pumping is continued, the cone of depression will continue to expand, horizontally and vertically, until the quantity of water crossing the perimeter of the cone plus the recharge within the area of the cone is equal to the quantity of water being pumped.

AS a member of the Institute and as the president of the National Coal Association, I come before you today in a dual role. As an Institute mem-ber I welcome the opportunity to make complimentary reference to the growing support which bituminous coal operators are giving to programs looking to the advancement of the engineering profession, and to suggest plans whereby these programs may be enlarged to mutual advantage. As a representative of the bitu-minous industry, it gives me special pleasure to express the appreciation of the industry for the services ren-dered to it by members of your profession. Needless to say, there is a close relationship between the engineer and the coal operator. With increasing frequency and in the interests of the industry, the engineer is becoming more of a factor in the business of producing coal. I need look no further for an out-standing example of this encouraging trend than to Samuel A. Taylor, who not only is a bituminous coal producer but also has risen to such eminence in the engineering profession as to have been chosen the head of this great body of technical men, the American Institute of Mining and Metallurgical Engineers. There are many coal operators whom I might mention as having achieved distinction in the engineering world, such as Howard. N. Eavenson, chairman of the .Coal and Coke Committee. And I would be guilty of a serious .oversight if I failed to make reference to Eckley B. Coxe, one of the founders of the Institute in 1871, a prominent anthracite operator and credited with several important inventions. While it is true that a. considerable number of execu-tives of coal-producing companies in this country came up through the engineering ranks. the proportion of mine executives in England, France, and Germany who are graduate engineers is much larger than it is in the United States. In France all members of the staff are engineers and such is the case in Germany up to the owner of the mine. In Germany the owner is not so frequently an engineer as is the rule in France.

Operating Characteristics of Centrifugal Fans and Use of Fan Performance Curve Discussion of paper by. Louis W. BRIGHT, Pittsburgh, Pa.-Apparently from the pressure curves for a forward-curved-blade fan, in Mr. Huber's paper, practically all ventilation-might be stopped with increased resistance. In order, to discuss the characteristics of a fan we need, some better way to measure the characteristics of a mine. You all know that. the average anemometer is not very-reliable. Sometimes two anemometers, supposed to be recently calibrated, will differ 50 per cent. Either this or some other committee should standardize measuring methods. The characteristic curves of fans, given by Mr. Huber, would indicate that the forward-curved-blade fan would cause trouble in attempting parallel operation, because two machines will not parallel unless they have dropping pressure characteristics. On the other hand, it is indicated that with the backward-curved blade, they could easily be paralleled. But few mines use more than one fan. Mr. Huber said that if the resistance of the mine was considerably more than contemplated, the quantity of air might be such that the efficiency of the backward-curved fan would be seriously affected, dropping say from 70 to 55 or 50 per cent. In such event, could a difference of speed be selected for the fan that would give the quantity desired at a higher efficiency? L. W. HUBER, Pittsburgh, Pa.-The backward-curved-blade fan responds to change in speed the same as any other fan; if' the speed is doubled, the quantity of air is doubled, the pressure is increased four times and the horsepower eight times. One point not mentioned in the paper is that the backward-curved fan is more efficient than the forward-curved or any other type. If the latter were more efficient, it would pay to install that type and keep the resistance of the mine constant, which is hard to do but it can be done with care. But the total mechanical efficiency of a fan with backward-curved blades is from 10 to 20 per cent. higher.
