SECRETARY'S NOTE.-The complete list of all officers of the Institute will be found on p. iv. of this number of the Bulletin. The following explanation may recall to old members, and convey to new ones, the relations of the two governing bodies, as determined by the, Certificate of Incorporation of the Institute, and the Constitution and By-Laws adopted in accordance therewith. The body legally responsible for the business management is the Board of nine Directors (three elected annually to serve three years), which elects its own officers. This body, for reasons of practical convenience, is composed of well-known members, residing in New York City, and able to attend, without serious inconvenience or expense, the necessary meetings of the Board. The officers of this Board are legally the officers of the Institute. But, apart from business manage-ment, the Board exercises no control over the election of members, or the professional and technical work of the Institute, except that its vote is required to elect honorary members, upon the recommendation of the Council. The Council is a. body, constituted in all respects (except that it has no Treasurer) like the Council existing before the incorporation of the Institute, in January, 1905, and charged with all duties and powers, except those which the Board of Directors must legally perform. It elects members, appoints the times and places of professional meetings, and controls the publication and distribution of papers and volumes, etc. Its members (President, Vice-Presidents and Councilors) are elected by the members of the Institute, voting in person or by proxy, and after publication of the nominations received ; and it is intended to repre¬sent, as far as practicable, both the professional and the geographical distribution of the membership. Consequently, whatever professional honor attaches to official position belongs to membership in the Council, rather than in the legal Board of Directors. This remark implies no disparagement of the members of the latter body, every one of whom has served, or is now serving, as a member of the Council. But it is only fair to explain that their election and continued re-election as Directors is simply a matter of legal convenience.

THE possibility of using reflected X-rays to produce images of crystals was explored by Barrettl who developed simple experimental procedures for X-ray microscopy and who showed by numerous examples the great range of information that could be made available. In his method characteris radiation is used to produce an image of a limited area of the sample on fine-grained film, this image subsequently being enlarged approximately X100. A somewhat different method will be described here;' white radiation from a fine-focus X-ray tube-"' is used to produce an image of a relatively large area of a single-crystal surface. part of the sample; therefore, white radiation is needed. Pulverized coal has been introduced at the anode where it is oxidized during the electrowinning of metals from their aqueous solutions This substitutes an electrochemical reaction between coal and water for the usual oxygen-evolving half-cell reaction at the anode, with the result that overall cell potential is significantly lowered and the consumption of electrical energy is correspondingly reduced. Experimental results are reported for electrowinning copper as an example of this novel modification of the electrowinning process in this example, the use of coal lowered the consumption of electricity by two-thirds of the requirement of the conventional process When the potential electrical energy of the coal consumed is considered the new, coal-assisted process consumes about 45% less energy, and the energy costs (combined costs of coal and electricity) are reduced by about 50%.

The income of the Institute is derived from dues, subscriptions to MINING AND METALLURGY and sale of publications. These sources are fortunately supplemented by the interest from invested funds now amounting to over $500,000, a considerable portion constituting endowments for especial purposes. Aside from the medal funds the principal endowments are the James-Douglas Fund for support of the Library, the Rocky Mountain Fund and the Seeley W. Mudd Memorial Fund. The income from the two last named is available for the support of research and a variety of other purposes. It is allocated by the Board of Directors upon recommendation of standing committees in each case. An active effort is being made to increase the endowments of the Institute, it being felt that unusual opportunities exist for research and public and professional service through the organization.

The erection of large metallurgical establishments for the treatment of gold, silver, copper, and lead-ores, at railroad arid topographical centers, where fuel and fluxes, together with proper oremixtures, can be cheaply and constantly obtained at all seasons of the year, has led to the very general introduction of a system of ore-handling known as "public sampling." By this system the ore, instead of being shipped direct to the mill or smelter, is sent to a public sampler, where it is crushed and sampled. Guaranteed samples are sent to the different metallurgical establishments, and the ore is then sold to the highest bidder. Though differing in many respects from the English system of "ticketing," the underlying principle is nearly the same, while the greater rapidity with which a lot of ore can be disposed of renders

Progress in Butte has always been marked by changes which have not only altered the physical appearance of the city, but have also greatly affected the manner and means of mining. The innovation of the Berkeley pit is an example of the former, and the introduction of blockcaving at the Kelley mine is an example of the latter. Now the camp is on the brink of another change which won't be visible on surface but will have an important impact on future underground operations. This change is known as the Deep Level Plan and has been under study for the better part of five years. In this plan all ore from the deep level mines (Mountain Con, Steward, Leonard and Belmont) will be hauled on two haulage levels, at depth, to the Kelley mine and there hoisted to surface.

PROPERTY LOCATION Located in the Copper Creek area of the Galiuro Mountains, the Old Reliable is on ground first claimed for mineral value during the Civil War. The deposit was mined sporatically from 1880 to 1919 and again in 1953 and 1954, with a total of about 30,000 tons of ore removed. The ore body is a near vertical breccia pipe containing approximately 4,000,000 tons of 0.80% copper with mineralization occuring as chalcocite, chalcopyrite, malachite, chalcanthite, and chrysocolla. The host rocks are extrusive lavas of cretaceous age which were intruded and mineralized by Copper Creek Granodiorite, which is Laramide in age. The ore zone, which occurs on the toe of a ridge, is about 300 feet by 600 feet in plan, with the bulk of the deposit extending from the surface to a depth of 500 feet.

In the upgrading of finely disseminated iron ores, selective desliming is the critical step that must be controlled to achieve efficient flotation. A prerequisite for selective desliming is a properly-dispersed pulp; sodium silicate is commonly used as a dispersant. The mechanism by which sodium silicate acts as a dispersant in the presence of calcium ions was examined by streaming potential measurements, settling tests, abstraction density determinations, selective flocculation tests, and scanning electron microscope observations. The study established that calcium silicate precipitates on the mineral surfaces dispersed the pulp. Although sodium silicate was a nonselective dispersant, the addition of corn starch aided flocculation of goethite over quartz at low silicate additions, but became ineffective at higher silicate levels. A model is presented to explain the dispersant mechanism of sodium silicate in the presence of calcium ion for selective flocculation of iron ores.

Key elements of open-pit design fixing the ultimate pit limits are stripping ratio, pit slope angle, and grade cutoff. Results of exploratory and development drilling should be reduced to horizontal sections corresponding to level spacing. It is advisable to interpolate the actual drillhole values to a uniformly spaced 50-ft grid system. Vertical sections can be and are used to approximate the fixing of pit limits, but horizontal sections must be used to optimize a pit design. To develop a pit design requires the establishment of the break-even stripping ratio. This ratio is applied only at the surface of the final pit and must not be confused with the over-all ratio, which is always less; otherwise there would be no profit in the operation. By taking advantage of the fundamental difference between screening and classification—namely, that specific gravity has no effect on screening but is one of the important factors in classification—a combination of the two may be used as a process of mineral concentration. Although this fact is not new, so far as is known it has had little or no commercial application. The scheme is not presented now as a process for producing finished products but rather as a preliminary operation rejecting part of the barren material from an ore before it is subjected to more costly treatment. That is largely the function of the new heavy-media concentration processes that have been widely accepted. Original installation costs for the present sink-float processes are relatively high, however, which confines their use to operations where large tonnages are handled. Sink-float has been successful on only the relatively coarse (approximately plus 10-mesh) portion of an ore, and it is in this same range that classification screening can function most satisfactorily. Theoretically, there is no upper limit to the size of particles that can be handled in a sink-float operation, but the degree of liberation in the very large pieces usually limits this. With classification screening, particles from % to % in. would be the largest that could be handled, but the lower range could be extended somewhat below 10 mesh. In order to take full advantage of the difference in specific gravities of the minerals being separated, sorting in the classifier should be under as extreme hindered-settling conditions as possible. Laboratory tests have been made on a galena ore and on an artificial mixture of quartz and magnesite to determine the separations that may be expected. Although more than one scheme may be followed, in these tests the separations were made by cutting the underflow from the classifier as a concentrate and then screening the overflow. The screen oversize was rejected as a tailing. Classification was done in a hindered-settling teeter column and screening was done by hand, using the standard 4 2 series. The accompanying flowsheet gives the testing procedure followed.

The maintenance of the common gold standard is the most important cooperative undertaking in the world. The war broke up this relationship and brought about a state of great disorder in the currencies and exchanges. After the war the countries all began to grope their way back to the gold standard as the best means of establishing trade and financial relations with each other. With this movement began a general decline in commodity prices. The question has been raised whether the world's return to the gold standard was not forcing prices back to the prewar level. Also, the question is raised whether the world has not outgrown the supply of gold as the basis of credit. Because Europe readjusted its monetary units to conform to the higher level of prices there is no pressure on prices on this account. Furthermore, a large amount of gold formerly in hand-to-hand circulation passed out of circulation and has been added to the central bank reserves. The gold reserves of 36 countries increased approximately 100 per cent from the outbreak of the war to June 30,1930. The increase is much larger than the average increase of prices in any of the important countries, at any time since 192.5. As gold in the central banks of issue is far more effective for all business purposes than gold in circulation, the gold scarcity argument has little basis as applied to this time. The abnormal distribution due to the war was to the disadvantage of business everywhere. Credit was scarcer and dearer in some countries. The inflation in this country might have been greater had the production of gold been greater. The argument supporting the theory of a scarcity of gold assumes as fundamental that general price changes must be accounted for by changes in the price equation on the side of money. This is disproved in every period of business depression. A downward price movement is characteristic of every period of business recession. Important discoveries of gold must be made even to maintain present gold production, in the face of which the world's business is bound to continue increasing. INTRODUCTION Scope of Work Tins paper represents the results of an investigation of the presence, amounts, and degree of concentration of heavy minerals found in the pulp of the phosphate flotation plant at Peace Valley, Fla., which is operated by the International Minerals and Chemical Corporation of Chicago. In this paper, heavy minerals are those, excepting collophane, that sink in acetylene tetrabromide with a specific gravity of 2.95. Percentages of heavy minerals at several points of the flowsheet and the species of minerals have been determined. Some information as to the screen size of the minerals has been acquired. Previous Work All previous published reports or investigations of the deposits of heavy minerals in Florida have been limited to present beach sands. The mining operations conducted by the Humphreys Gold Corp. about seven miles east of Jacksonville along an ancient shore line have been described in trade journals, but descriptions of the minerals have been lacking. Commercial grades of ilmenite, zircon, and rutile are produced on a large scale. Papers have been published on heavy minerals found on the Florida beaches.I-6 Location "International's" Peace Valley flotation plant is in south-central Polk County, Fla. about eight miles south of Bartow and along the Atlantic Coast Line Railroad. The mine surrounds the plant and includes about 1500 acres of the phosphatic lands in this area. GEOLOGY General Setting All of the rock underlying the area is almost horizontal. The oldest bed exposed is part of the Hawthorn phosphatic limestone of Miocene age. This outcrops in the stream bed of the Peace River about one mile east of the plant. Elsewhere the Hawthorn is covered except where it has been exposed by mining operations. The Bone Valley formation of Pliocene age, which is the phosphatic stratum extensively mined in this area, unconformably overlies the Hawthorn. Resting unconformably upon the Bone Valley formation are Pleistocene (?) terrace deposits of unconsolidated quartz sand which comprise the overburden of the phosphate ore. Stratigraphy Hawthorn formation: "Bedrock" of the pebble phosphate deposits is a cream to white colored, sandy, dense limestone containing varying amounts of small grains and nodules of collophane. Mine models are of great value to the student and to the layman in visualizing underground conditions, and, in a measure, should be just as much a part of the equipment of a mining school as sets of ore specimens, catalogs, or drawings. The chief drawback, as Professor Stock has indicated, is the time and cost of making them. The greatest good in the development of the model comes to the person who makes it, and I have often wondered whether it might not be possible to have each student make one model during his undergraduate career. At the University of Washington we have been collecting sets of mine timbers, made of 6 by 6-in. lumber, illustrating shaft, level, and stope timbering. This work has been done by freshmen. Perhaps each educational institution could specialize in the creation of a certain type of model and exchange its product for that of another school, just as we now do with ore collections. In this way we could build up good museums at a relatively low cost. JOHN R. CHAMBERLIN, New York, N. Y. (communication to the Secretary?).-The type of model described by Professor Stoek is admirably suited to exhibits of coal mining in horizontal veins, and fulfills perfectly the three purposes mentioned. As an educational illustration in colleges, especially when the students themselves build the model under the direction of their instructors, it is of the highest value; and as each condition in mining requires special methods to depict properly in a model, the student is compelled to exercise considerable inventive resource to construct a true representation, stimulating the imagination and interest in his subject. Models built for exhibits in lawsuits are usually constructed to show prominently some particular feature of vein formation or geology, or the relation of underground workings to surface property lines, and as such their use is invaluable to the successful litigant. When the litigation is ended, it is natural that the model should be relegated to the basement and frequently destroyed, as data on underground workings are often considered of a private character by the operators; and it is

Discussion of the paper of FRANK ALFRED FAHRENWALD, presented at the New York meeting, February, 1916, and printed in Bulletin No. 109, January, 1916, pp. 103 to 149. F. A. FAHRENWALD, Cleveland, Ohio (communication to the Secretary*).-Since the publication of my paper in the January Bulletin, (which was largely a metallographic treatise), I have been questioned regarding two points referred to therein. One of these is that which deals with the application I have made, p. 119, of the equation for melting pressures which correspond with different working temperatures. The other refers to the statement, p. 137, that "Prolonged heating at relatively low temperatures gave fewer and larger crystals and crystals of different sizes, while a flashing at higher temperatures gave a very fine and uniform crystalline structure, which was much' to be preferred." Especial emphasis was not placed upon either of these two factors, for each seemed perfectly logical and obvious. As they do not seem to be self-explanatory, I will supplement with those portions of my notes which were purposely omitted from the manuscript submitted for publication. A few practical illustrations may serve as evidence in support of the first of these, but it must be understood that in this work the "amorphous theory" is considered as being sound, and that it is assumed that metals allow of distortion, without fracture, by virtue of the formation of slip surfaces, accompanied by the transformation of crystalline material to the, amorphous phase. Effect of Pressure.-In all forging, rolling, and drawing operations, it is known that specimens of small cross-section may be worked at a lower temperature than can be used for the same material in much greater mass and sectional area. In -the larger pieces the maximum pressure is brought to bear upon the material near the surface, so that the interior is not subjected to great pressure, but to, a stress more nearly tensile, or shearing, so only the surface is subjected to the critical melting pressure. In the case of wires which draw hollow, the center is subjected to practically a tensile stress which breaks it, while the surface skin draws perfectly, due to the enormous "flowing" pressure exerted upon it by the surface of the draw-plate.

I desire, very briefly, to call the attention of the Institute to the iron trade of the Dominion of Canada. A wonderful development is now going on in Canada. The completion of the Canadian Pacific Railway, and the numerous extensions of the various railways all over the country, combined with the progress made in nearly every kind of manufacture, is drawing attention to the field offered in Canada for the profitable employment of capital, and specially to the opportunity there is for the manufacture of iron. In a paper presented to the Institute at the Halifax meeting,* the writer gave a review of the varions attempts to manufacture iron in Canada. The facts then presented were not such as to offer much encouragement to any one to embark in similar enterprises under the conditions then existing, but, happily, these conditions are now changed, and an early development may be anticipated. There are two reasons which make the present time an appropriate one to direct attention to the field offered for enterprise in this direction, the first being the very favorable reports of the experts who examined and reported on the exhibit of minerals at the Colonial and Indian exhibition, held in London, England, last year. The exhibits there of coal and iron attracted so much attention that at the request of the Iron and Steel Institute a paper on the " Ironmaking resources of our Colonies as illustrated by the Colonial and Indian Exhibition," was prepared and read at the last meeting of the Institute.? This report of 135 pages is very exhaustive, and the conclusion arrived at, so far as Canada is concerned, is, that she has in many parts of the country every natural facility for the manufacture of iron. The second and more important reason is the recent change in the Canadian customs tariff inaugurated in May last. The tariff is now generally two-thirds of the American tariff, in addition to which the Government, in order to encourage the manufacture of iron, grants a bounty upon pig-iron made in Canada out of Canadian ore.

At its meeting on February 21, 1933, the Board of Directors passed the following resolution defining and expressing the policy of the Institute with respect to official participation or action in controversial matters: WHEREAS, the Board of Directors at its last meeting passed the following resolution : "The Board of Directors, having been appealed to by several Local Sections for advice concerning the attitude and policy of the Institute relating to the endorsement of candidates for public office, the following statement of policy is formulated: "Whereas, the American Institute of Miming and Metallurgical Engineers is organized for purely professional and scientific purposes, and whereas diversity of opinion among its members on partisan or political questions is inevitable, it is the ex- pressed policy of the Institute to refrain from official participation or action in political and semi-political matters."

(written discussion*).-The method adopted by Mr. Lennox is a very interesting test of the practical application of Mr. Gates' crushing-surface diagram to a greet variety of gold and copper ores. His method of dealing with the material below 200-mesh is also a distinct contribution to the subject, although, as he suggests, it seems likely that some microscopic measurement of this material may be advisable before the mesh reciprocals of its group particles can be dealt with as accurately as can those coarser than 200-mesh. In examining the general results shown in Table 3, it is somewhat puzzling to perceive why Calumet &, Hecla jig tails should show a crushing resistance 3 - times greater than that of the ore from the Ray Consolidated copper mine.
