THE CHAIRMAN.-This is the third and last session of the Institute of Metals Division's Symposium on Secondary Metals, and certainly the best of those that I have attended in the last few years. I would say that the increase in interest in secondary metals is quite noticeable by the steadily increasing attendance at these meetings. We have heard about the necessity of utilizing salvaged materials, but we still speak about them as low-grade, or down-graded materials. We still have the wrong perspective. We must willingly admit that these materials are valuable; we cannot go on using the choicest primary metals as morsels for our economic diet in a war of such unbelievable dimensions. This brings up the question-why are we so selective. The answer certainly is not that we know nothing else will do, but rather that we do not know what else will do. To be honest, we should admit our lack of knowledge concerning our complex alloys. Compared to the organic chemists, we metallurgists are very conservative, and the sooner we realize this and start to overcome it the better, because if we do not eliminate this difference, many customers of the metals business will go over to the plastics. If we take for example the development of aluminum alloys, you will see what I mean. From the binary aluminum alloys of 1920, we have progressed to ternary and quarternary alloys in the 1930's. We are only now beginning to use more complex alloys as we are forced to learn more about the effect of various elements on existing alloys. The effects of these elements should be studied now. They can be studied by two methods of approach. The usual method is to start from the base alloy and add various elements one by one in increasing amounts and study the resultant changes in properties. This is a tedious, long way. The other method which the smelters frequently use is to take the off-grade heats and study their characteristics. While the producer of primary alloys often has difficulties in alloying certain elements with the alloy under investigation, the smelter often finds them well alloyed in his raw materials and has no difficulties at all. Elements such as lead are difficult to alloy with aluminum and they tend to segregate severely. However, the amount which will remain alloyed in the metal is usually found in some "secondary" aluminum alloys. If one considers such concentration as the saturation, then by dilution with the same type of alloy, but free of such element, one can produce numerous intermediary alloys for investigation. In this fashion one is fairly certain to get uniformly spaced concentrations of the element under investigation. Similar cases probably exist with other metals. Nevertheless, the amount of work necessary to study all possible combinations is still tremendous. Necessity forces us now to utilize alloys which contain more elements than we are accustomed to. It is, therefore, necessary to study carefully the more complicated alloys. An ore search for commercial titanium-bearing ore deposits is in progress by the Crane Co., manufacturers of valves, because they expect this metal to be important in valve manufacturing in the future. The company will eventually be mining and making titanium sponge. At present they are buying titanium tetrachloride from the Stauffer Chemical Co, at Niagara Falls and making titanium by reaction with magnesium. Production from the Babbitt concentrator of Reserve Mining Co. is scheduled to begin in late 1951 or early 1952. The capacity is to be 300,000 tons of pellets per year made from magnetic taconite concentrates.

The object of this paper is not so much reformatory, as historical and prophetic. History tells us that, for several months past, aluminum has, in one of its largest American manufactories, been freely nicknamed " Al" by everybody connected therewith, simply because its Christian name is too long for frequent speaking and writing. In another prominent factory, for the same reason, it is spoken of by its chemical symbol merely, pronouncing it " aye ell." These facts will, perhaps, explain the use of the final word in my title, which might otherwise seem undignified in a paper of this kind.

The fourth National Exposition of Chemical Industries will be held in the Grand Central Palace, New York, during the week of Sept. 23, 1918. Dr. Bacon, of the advisory committee, is now head of the Chemical Warfare Section of the National Army, and a member of General Pershing's staff. The coming Exposition will be the largest ever held, and it will be necessary to use four floors of the Grand Central Palace. The exposition is a war-time necessity, and regarding it as such, each exhibitor is planning his exhibit so that it will be of. the greatest benefit to the country.

Indian Creek Mine, newest of the St. Joseph Lead Co. properties, is located in southeast Missouri on the flanks of a buried porphyry ridge. Here the orebodies are very irregular in size and shape and have a regional pitch of about 15°, which may vary locally from 0 to 90°. To maintain an economical grade of ore, selective mining is imperative. The room and casual pillar method is employed with 20-ft diam pillars 35 ft apart where possible. Stopes vary in height from 10 to 55 ft. All are too small to supply a loading unit continuously.

It has been claimed (Eadington and Rosser, 1969) that when freshly precipitated lead sulfide is in contact with oxygen-containing water, there is an "induction period" of at least a few hours during which no detectable oxidation of the lead sulfide takes place This effect would be of the utmost importance for the adsorption of xanthate on galena in flotation mills. It was tried here to reproduce the results obtained in (Eadington and Rosser, 1969), but no "induction period" was found. Besides, reasons are given to prove that the oxidation mechanism proposed by Eadington and Prosser (1969) is not realistic.

The Institute is custodian of funds for support of numerous gold medals and prizes and has representatives on boards awarding still others. Details regarding the Institute Awards are given be- low. The Institute is represented on the boards of the John Fritz Medal, the Hoover Medal and the Washington Award, in connection with the three national societies of Civil, Mechanical and Electrical engineering; and, also, in the case of the Washington Award, with the Western Society of Engineers. The Institute is represented with these four societies on the committee in charge of the Alfred Noble Prize.

A discussion of the paper published in Bi-Monthly Bulletin, No. 20, March, 1908, pp. 227 to 237, and No. 22, July, 1908, pp. 615 to 620. PROF. HENRY M. HOWE, New York, N. Y. (communication to the Secretary *) :-Mr. Hibbard's definition of steel would be the best yet offered were it not for its one defect, the vagueness or equivocalness of "fusion-process." Puddling is surely in one sense a fusion-process, and so are the charcoal-hearth or knobbling-processes. But what he says suggests the following definition, which seems to me a good one: " Steel: any variety of iron which is usefully malleable at least at some one temperature, and is either cast when molten into a malleable mass, or if not so cast can be much hardened by sudden cooling." It is not necessary in a definition that quantitative bounds should be set up, for instance, that the exact height at which dwarf apple-trees cease and standards begin, or at which hills cease and mountains begin, should be stated. These quantitative measures are proper for specifications and contracts, but are not necessary for purposes such as the present. HENRY D. HIBBARD, Plainfield, N. J. Many different shapes of drill bits are in use with hammer drills, but little definite information is available whereby to judge which one of these shapes is the best. The following investigation was undertaken in order to determine what effect, if any, the shape of the cutting edge has on the cutting speed and wearing qualities of drill bits. The bits tested were those in common use, namely, the 4-point or cross bit, the 6-point bit, the Z bit and the "Carr" bit. The rock in which the tests were made was the red granite from southeast Missouri. It is a coarse crystalline granite containing an unusually large amount of quartz and is extremely hard, and on account of its uniform texture is admirably adapted to this work. While tests in other rocks might show somewhat different results, nevertheless it is the opinion of the authors that the relative cutting quality inherent in the shape of the bits would be the same in all rocks. Other qualities, such as mudding freely, freedom from fitchering, etc., might make one bit more desirable than another in softer rocks. Description" of Bits Tested 'I'he 4-point bits were the usual shaped bits commonly made on the Leyner sharpener, with 14' taper on the wings and a 90" angle between cutting edges. Some tests were run at 85 Ib. pressure with a 4-point bit made with a 50 taper on the wings; this bit was formed with the Carr bit dies. The 6-point bits were the usual shaped bits made on the Leyner sharpener. The Carr bits were made with a 5º taper and an angle of 100" between cutting edges.

The trite maxim that man is a tool-using animal might nowa-days be amended by saying that man is a tool-choosing animal. The chipped flint, at first all-sufficient, gave way to hammered bronze, and that, in turn, to wrought-iron and steel. As our knowledge of metals increases, we learn to specialize; we temper and anneal; we alloy and intermix; and we fashion for ourselves a metal suitable to our necessities. The knowledge of the properties and uses of the various metals and their alloys has become the capital of every constructive engineer, and the currency of every intelligent brass-founder aid blacksmith. Prom year to year, the specifications of the designer become more rigid, and the steel-maker is forced to study more closely the qualities obtainable by changing the treatment, or altering the composition, of his metal. Of making alloys there is no end. We have heard much, during the last decade, of manganese-steel and chrome-steel, of aluminum and tungsten, of titanium- and silicon- and copper-steels, and of every conceivable union into which steel could be coerced or cajoled. Without denying to each of these alloys novel and valuable properties, it. must be admitted that, of all alloys, the one which shows the greatest range of adaptability, and has met the largest measure of popular approval, is nickel-steel. Introduced to public notice by Mr. Riley, in 1889, its field of usefulness has been rapidly enlarged, until, at the present day, the use of nickel-steel is as thoroughly recognized as that of carbon- or manganese-steel. Coals, other than anthracite, have been so thoroughly studied under the microscope during recent years, that we now know what kinds of plants and what parts of plants form the bulk of lower rank coals from peat to bituminous coal. The microscope has also shown the state of preservation of such vegetation as well as the nature and distribution of products of plant decay. These and further details have been ascertained mainly through the employment of two methods of attack, section cutting and maceration. Anthracite has failed to respond to these methods, so well adapted to the study of lower rank coals and, therefore, has been neglected by investigators to such an extent that there is much doubt as to its microscopical characteristics. The object of this paper is to lift anthracite from its realm of obscurity by demonstrating the wealth of microscopical detail that is revealed when reflected light is used on a properly polished and etched surface and, further, to show the relationship between anthracite and bituminous coal. Technique The method adopted in this investigation is similar to that described in an earlier paper.' Because of slight modifications recently made, the process is again described. It consists, briefly, of etching a polished surface of coal with heat. Although pieces of various sizes and shapes are used, blocks of coal about 2 or 3 cm. square take the most uniform polish and are large enough to be handled with ease. Larger pieces can be used if one has the equipment for polishing them and they rnay be desirable when one wishes to study some particular form that extends for some distance through the coal. Large surfaces, however, require greater care in polishing and etching; for this reason, they are not recommended for ordinary work.

Korea, the ancient" Hermit Kingdom," is a peninsula jutting out from the coast of eastern Asia. By the natives it is called " Chosen," nfhich, translated, means " Land of the Morning Calm." It lies between the Yellow sea and the Sea of Japan. On the north it is separated from Manchuria and the Russian province of Primorsk by the Yalu and Tiumen rivers; on the south the Korcan straits interpose a rough voyage of 120 nliles to the nearest point in Japan. The entire country is situated between the parallels of 34O and 42O N. latitude. The surface of the country is made up of successive ranges of ul~glaciated mountains, separated by narrow, fertile, and more or less densely populated, valleys. Through all the obscure centuries of its history, Korea has succeeded in maintaining a monastic seclusion, over which, from time immeniorial until the late Chino-Japanese war in 1894, China exercised a shadowy sovereignty. Although Korea had been forced into slight foreign contact previously, her first forcign treaty was signed with Japan in 1876. Under the restraining guardianship of China, the Japanese treaty bore but infiignificant innovations for Korea; but when, in 1883, a treaty was made with the United States, the first of the western nations, a decade after the American gunboats, under Commodore Rodgers and Lieutenant Schley, forced their may up the Salee river, Korea awoke from her sleep of 4,000 years. The Eorean peninsula suddenly became the arena where the enterprises and individuals of many foreign nations met in fiercest rivalry. Out of this struggle grew two singularly successful American enterprises, both of which have played an important part in developing the natural resources of the country. Copper and the copper-base solid solutions readily form twin crystals when plastically deformed at a suitably elevated temperature or annealed after cold deformation. In fact, no feature of the microstructure of these materials is more prominent or characteristic than these straight-sided bands or simple lines of division which sometimes come from groups of thin polysynthetic lamellae, penetrating part way or wholly through the parent grain substance, but often divide the grain into a few or perhaps only two crystallographically related parts. Nearly always the bands as seen in the usual microscopic examination of a specimen come into vivid contrast with the adjacent crystalline material owing to the inherent difference in orientation. Bands which under special conditions of orientation cannot be seen with vertically incident light are often visible under oblique illumination and, when this fails, contrasting effects usually may be obtained by using polarized light. There is no longer any doubt that these synthetic banded structures obtained in the ordinary course of working and annealing are due to twinning of the spinel type which was observed long ago in a number of metals crystallizing in the isometric system.' It has been customary in metallurgical literature to designate these synthetic twins, which grow into prominence during an annealing process, as "annealing twins" without regard to the actual mode of their formation, which is, indeed, obscure and with scant recognition of the fact that prior deformation is essential, no twins having been observed in metal of known unstrained history. This is questionable; especially in view of the fact that in a number of metals and minerals, reorientation into the twin configuration is known to occur as a result of a simple shearing mechanism along the recognized twinning planes and the

The regular, bottom-blown Bessemer converter of the present day is a modification of previous forms, and most of the latest proposed modifications of it are merely returns to former types which Ressemer discarded. That he tried almost every conceivable method of blowing iron, with tuyeres at almost every possible position or angle, is well known; and it is to be supposed that he was familiar with the advantages of each type, since he finally settled on that form which has not been improved upon hitherto, for the purposes for which converters will generally be used. Modifications have been tried along two lines: In the arrangement of tuyeres, and in the manner of carrying out the process with tuyeres still blowing vertically upward through the bath. While they have all failed in general competition with the regular modern type of vessel, some of them have found special fields in which they have held their own. The most notable example is in the steel-casting industry, and especially in that part of it concerned with the manufacture of castings which require very hot or very fluid metal, or supply a demand of constantly varying physical or chemical requirements. In this industry the small converters occupy a field between that of the crucible-process and that of the open-hearth process, arid have won a place for themselves in France, England, America, Russia and other countries, which they bid fair to retain until either a new method is discovered of producing cheaply very hot, fluid steel, or the open-hearth process is so improved that very hot steel may be made with it at lower cost of repairs to lining arid roof.

Several attempts have been made in the past 60 years to commercialize the vast oil shale deposits of the US. However, the industry has yet to become economically viable. To date, it has not been possible to produce oil from oil shales at a competitive price compared with oil produced by conventional methods. The development work, nevertheless, has been fruitful in furthering the art of thick bed mining and technology of in situ retorting. The in situ method has the potential of recovering oil from thick beds, and the resource recovery potential is much greater than that from underground mining and surface retorting. In situ methods require that the shales/marlstones be fragmented in place to induce adequate porosity and permeability to allow in situ heating of the fragmented shales. This can be accomplished by using explosives. However, it has been found that the existing blasting systems, though very efficient, have some drawbacks. The explosives become insensitive when shot in multiplevertical decks. They can also become insensitive when spaced horizontally at close proximity to other charges. Also, since the blasting is done in a very limited free face, the delay time that can be allowed between charges is also quite limited. Consequently, it is not always possible to routinely predict the performance of the blasting system. Furthermore, since it is not possible to undertake secondary blasting, it is imperative that the blast design function properly. Recent successful retorting by Occidental Petroleum Co. Of Retorts 7 and 8 suggests that some of these problems may have been overcome. This paper addresses some aspects of in situ retorting and problems that have impeded the development of a viable oil shale industry in the US.

Before describing the experience with the Chinese on the Rand and the work they have accomplished, it will be necessary, first, to give a brief account of labor-conditions in the Transvaal since the war, and then to show how the necessity of importation of labor arose. As is well known, the Transvaal mines are run on the dual system of labor—that is, the rough work is done by colored laborers under the superintendence of white men. From the start of mining operations in South Africa there has been the cry of shortness of native labor, due in great measure to the failure of Kaffirs to work continuously in the mines. While he works, the Kaffir is a satisfactory laborer, but his period of service is short, averaging about nine months. People unacquainted with the Kaffir have maintained that, by offering a higher wage and better accommodation, better results would be obtained from the native workers, but an increased wage simply aggravates the trouble. The Kaffir's wants are few. While at work Be spends little of his money, and before long has sufficient capital with which to buy wives and become a gentleman of leisure. Doubling the wage of the Kaffir means that he acquires a competency in half the time, so that his period of service is correspondingly reduced. In 1899, before the war, there was always a cry about the scarcity of Kaffir labor. The highest number of natives at work was in July and August, 1899, when nearly 100,000 were employed. At the outbreak of hostilities the Kaffirs were scattered far and near, many doing well during the war by working for the military authorities. Published data on the equilibria of carbon in binary Fe-C austenite with H2-CH4 and CO2-CO gas mixtures are used to obtain the constants of an equation repre -senting the activity coefficient of carbon throughout the stable austenite range of temperatutre mid compositiotl. Calculated values for the solubility of graphite are found to be in agreement with the best-published direct observations. Its heat of solution is 10,680 calper g-atom. The free energy of formation of cementite is culculated from the equilibrium compositions of austenite and of gas. Its entropy and heat of formation are also obtained. BASIC knowledge of the high-temperature properties and treatment of steels is contained in the Fe-C diagram and its extensions for the effects of alloying elements. The application of thermodynamics to the Fe-C system, with addition of alloying elements, can serve to simplify and systematize this knowledge. The points of beginning are the binary fee solution, austenite, concerning which our information is reasonably complete, and the binary carbide, cementite. Further studies must include the other phases of the binary system, a and liquid, and for these an accurate knowledge of the ? phase boundaries is essential. These studies should provide a firm base for systematic study of the effects of alloying elements on all phases of the system, their transformations, and precipitation phenomena. With the aid of the simplifying thermodynamic concepts of activity coefficients and interaction parameters it is to be hoped that the results of these studies will be amenable to computer solution thus making the information on multicomponent systems more readily available than would be possible in multidimensional diagrams. This paper is concerned with the physical phenomena in the fracture process of presplitting and only indirectly with the establishment of the optimum presplitting parameters. Its nature is therefore qualitative, rather than quantitative. Before examining the problem of presplitting, it is first necessary to study the phenomena which occur when an explosive charge is detonated in a borehole. To do this it is desirable to consider the action of the explosion wave separately from that of the expanding gases.l In the theoretical analysis such a separation poses no problems. Experimentally this was accomplished by use of an underwater-spark discharge to generate the stress wave and by pressurized oil to simulate the pressure of the explosion products. The main role of the wave is to generate a densely radially fractured zone around the borehole. The subsequent gas pressure, exerted against the walls of a highly (radially) fractured cavity, generates a quasi-static stress field (henceforth referred to as static stress field). This stress field was found to be the same as that of a pressurized cylindrical "equivalent cavity" with a radius equal to that of the crack tips. Under these conditions the quasi-static stresses become appreciable and cause further extension of the radial cracks. It was further found that, under gas pressure, the longest of the radial cracks would extend first, and extension of two diametrically opposed radial cracks requires the least pressure. From these observations concerning the single shot the transition to a whole series of more or less simultaneous shots, as in presplitting, can readily be made. Mineral aggregates experience degradation during field and laboratory compaction. Reduction in the aggregate size is accomplished by abrasion of the particle edges and fracturing of individual pieces which have become overstressed. Little is known of the factors that govern the amount of breakdown experienced for a given situation. A field study was made of the factors affecting aggregate breakdown under compaction using three carbonate aggregates of different physical properties. The preliminary results indicate that rock type, compactive effort, gradation, and thickness of compactive layer are factors which exert the greatest influence. Mineral aggregates experience a mechanical breakdown of some of the aggregate pieces into smaller fragments during any compaction process, whether in the field or laboratory. This phenomenon occurs as abrasion of the sharp edges during movement and reorientation of the particles in densifying and/or as granulation and fracturing of those pieces which have become overstressed. Two types of aggregate breakdown occur in the field. This type is almost entirely a mechanical action. The other occurs after the construction period when the roadway has been put into use. This in-service breakdown is; a different phenomenon from the breakdown during construction in the sense that it combines mechanical with chemical changes. Time becomes an important consideration that may cause subordinate factors in construction degradation to develop into principal ones for in-service breakdown. IN the microscopic examination of aircraft-engine parts made of heat-treated alloy steels, the writer has been forcibly impressed by the failure of the usual etching processes to disclose any but gross defects in heat treatment. It seemed particularly desirable to bring out the grain size of the steel, which is indicated in the ordinary etching processes chiefly by the change in orientation of structure from grain to grain. After various attempts, a fairly successful method has been found, which is here presented in the hope that it may be of use to those who have occasion to examine these steels in the heat-treated condition. The specimens worked with have been mostly chrome-nickel steels heat treated (that is, hardened and tempered) to a Brinell hardness of around 300. A few experiments with other specimens will be referred to later. Briefly, the method employed consists in etching the steel about 10 min. in a fresh solution of picric acid in ethyl alcohol, and then rubbing off the smudge of carbonaceous matter on moist broadcloth. Different samples of almost identical analysis; heat treatment, and physical properties (including resistance to impact) respond quite differently to this treatment. In some, the grain boundaries are developed quite readily, while iii others, especially ill those whose grain is unusually fine or in which the final hardening heat, has not quite obliterated the previous crystallization, the results are more obscure. The exact time of etching to secure the best results also differs for various samples, and the greatest success is usually attained by a process of "tinkering." Such a process is illustrated in a series of micrographs, the first six of which were taken at a magnification of 300 diameters.
