The technologist who has devoted much attention to the foundry-business will perhaps have noticed that the present scientific development of foundry-practice is in a condition similar to that of the steel-business some twenty years ago. In many cases chemistry is looked upon with suspicion, and the old cutand-try-methods are still in vogue, especially in the smaller foundries. The larger works have laboratories and more extensive means for applying science, and have devoted considerable time and attention to the improvement of foundry-practice. This is more especially true in the East, although in the West there are numerous firms devoting considerable attention to improving their metllods through the application of chemistry to work in the iron-foundry. It is hardly necessary to dwell extensively upon the effects of the different metalloids associated with iron, in pig- or castiron, in the way they are given in most text-books. The writer has thought proper to consider more particularly new developments in eupola-practice, particularly those pertinent to the discussion of the physics of cast-iron. In this connection some new ideas which recent practice has developed will be mentioned, and some results of practical tests along the same line will be described. Yet it has been deemed advisable also, by way of introduction, to outline the effects of the metalloids as they are described in most text-books, without going into detail. The question is sometimes asked, What is the most important element governing the quality of cast-iron 'for any particular purpose ? Of the important phenomenon of the hardening of steel, Professor Sauveurl says: It would seem as if the methods used to date for the elucidation of this complex problem have yielded all they are capable of yielding and that further straining of these methods will only serve to confuse the issue, the point having been reached when this juggling, no matter how skilfully done, with allotropy, solid solutions, and strains is causing weariness without advancing the solution of the problem. The tendency of late has been to abandon the safer road of experimental facts and to enter the maze of excessive speculations, in which there is great danger of some becoming hopelessly lost. The conclusion seems warranted that new avenues of approach must be found if we are to obtain a correct answer to this apparent enigma. With some degree of fitness we may say this of other problems. It seems likely that one of the new avenues of approach to many metallo-graphic problems is the study of crystal structure, or more accurately, the atomic arrangement, by means of the x-ray spectrometer. The crystal structure of some materials has been carefully worked out by the mineralogist, but his methods are, in general, unsuited to commercial metals and a method that yields even better information is at hand as the result of work on the diffraction of x-rays by Laue and the Braggs2 and later by HullI3 St. John, and others. It should be understood that the contour of free crystals, which is the subject of measurements by the crystallographer, is the result of the atomic structure and, in general, bears a simple and obvious relation to it. The use of the x-ray spectrometer4 has been described frequently, so the procedure will not be given here.

During the last twenty years or so the chemical investigation of rocks has made great advances, and it is now generally recognized that a knowledge of the chemical composition is as essential as that of the texture or mineral composition—if not more so—for the proper classification of rocks and study of their origin and relationships. Rock-analyses have vastly increased in number and, what is of greater importance, in quality. New and improved methods permit of greater accuracy than was possible in the early days, and the list of chemical constituents frequently determined has risen from the seven or eight of the greater part of the nineteenth century, to twenty or more. Indeed, rock-analyses with determinations of so many constituents are now commonly made by the chemists of the United States and Australia, while in Germany, Great Britain, France, and Italy the rarer constituents are determined more frequently than formerly. As a consequence of this modern, accurate work, it has been discovered that some elements which were formerly supposed to be rare are of wide-spread occurrence and are often present in considerable amount. The fact is further being developed that the elements tend to show certain relations of occurrence or abundance in connection with each other. This is a fact which is applicable to the rarer elements, and which also finds a broad geological and petrological expression in the recognition of petrographic provinces. We are beginning to obtain some definite, though as yet rudimentary, knowledge of the distribution of the elements among igneous rocks. Some of the results along these lines obtained by study of the vast accumulation of analytical data now available are well known to petrologists, while others do not seem to be so gener-

THE matter that I have on my mind this evening is engineering's need of an open forum. Our fathers of three centuries ago were pro-testanta for freedom of speech and thought in matters religious; later, our fathers were revolutionists for freedom of speech in matters political; until today freedom of speech has become so universal throughout the land that even in the sanctuary of our homes, at times, we have to turn off the loud-speaker. Talk is not always a condition of progress, but light is everywhere necessary to growth, whether the growing thing is a blade of grass, a baby chick, or a young idea, and we must regret anything that tends to shut out the light from the operations of business and industry. Of course, I realize there is little that is novel in what I am saying. Indeed, I have found that Dr. James Douglas-a name we love to honor in our Institute-as long ago as 1907, gave an address at the Toronto meeting that any of us would be proud to be author of twenty-one years after. Dr. Douglas at that time spoke on secrecy in the arts and the text then taken by this leader in metallurgical technique and in the constructive management of big business was "the dangerous temptation to adopt secretive methods by very large corporations." In both thought and language Dr. Douglas was direct and vigorous and he needs no internreter. He advocated the wide open door for ideas on two counts: advancement of technical knowledge and education of public opinion. A few sentences will serve not only to prove the vision of James Douglas, but also, I hope, tempt you to hunt up his address in the Institute's TRANSACTIONS, and thus get his whole thought first hand.

THE mine and milling plant of Demonstration Gold Mines, Ltd., is near the city limits of Baguio, Mt. Province, P. I. The mine road connects with the main highway to Manila. The nearest railway point is near sea level, approximately 40 miles distant. The Baguio district is very mountainous and has one of the heaviest rainfalls in the world. It is therefore difficult to maintain roads or to impound tailings and mine dumps. All supplies are trucked into the district direct from Manila or the nearest railway point, which means uncertain deliveries and high freight rates. Installation of equipment is difficult and costly. The average elevation at the mine is 4000 ft. and the climatic conditions are ideal except for a three months rainy season. The company generates its own power for mining and milling operations with three 400-hp. Ruston Diesel engines direct connected to 250-kw. General Electric alternating current generators. Labor conditions have been excellent, although at present social security laws are causing some unrest. Labor receives a higher average wage rate in this district than other labor in the Islands. The company also furnishes free living quarters, hospitalization and work- men's compensation. Taxation has been reasonable up to the present time, but some of the new mining legislation may make it difficult to operate and pay dividends. The future depends largely upon the continuation of $35 gold and the political outcome in the Islands. HISTORY The Demonstration ore body was worked by the Igorots for many years, as evidenced by old stopes and fill encountered in present operations. Attention of Americans was first attracted soon after the Spanish- American war. During the building of the Benguet road to Baguio, the engineers and foreman became interested in the geology of the district.

Discovery is the first step in the location of the claim. The provision of the Revised Statutes (2320) is, " No location of a mining claim shall be made until the discovery of the vein or lode within the limits of the claim located." Strictly speaking, discovery may be defined as the finding of ore or metalliferous rock in place in a well-defined vein. This definition was too strict, so discovery extended later to cover such indications of the pregence of ore, within rock in place, as would justify an experienced miner in spending his time and money with a reasonable expectation of finding ore in paying quantities. According to Colorado statutes a discovery must show a well-defined crevice; in Arizona, a lode, deposit, or mineral in place; in Montana, a well-defined crevice or valuable depositi; in Nevada, a lode or deposit of mineral in place. It is wrong to require a discovery. An honest prospector, wishing to obey the law, finds himself compelled, in most cases, to evade this point. In Clear Creek district, Colorado, a quartz seam will constitute a discovery; in Butte, a red capping; in Leadville or Ely, it is any place where a man can find a piece of vacant ground big enough upon which to sink a . 10-ft. hole. If the vein or deposit outcrops a man can show a discovery, but if it does not outcrop it is foolish to compel him to show one; and this point has been gently side-stepped. Any hole 10 ft. deep now constitutes a discovery. It is no use having laws that the people cannot consistently ob_ey. No sane man will dig unless he expects to find mineral, and he should be protected while digging. He should be required to show that he has mineral ground only when he comes to patent.

The early history of the mining and metallurgical industries of Pennsylvania is so intimately associated with the section of the State in which we meet, that a brief resume of a few of the important historical facts, and a reference to some of the more modern enterprises, in which members of the Institute have been largely concerned, seem appropriate to this occasion. It is just two hundred years since the publication of the earliest mention of the manufacture of iron in Pennsylvania. What kind of iron this was, or where or by whom it was produced, is uncertain. The only record of it is the following verse, quoted in the admirable work of Mr. James M. Swank,* from a poem published in 1692: " A certain place here is, where some begun To try some Mettle, and have made it run, Wherein was Iron absolutely found, At once was known about some Forty Pound." One who stood one hundred and seventy years ago on the summit of this Neversink Mountain † (had the atmospheric conditions been favorable, and the timber somewhat removed) might have noticed in the daytime the smoke, or at night the reflection, from the fires of the first successful Pennsylvania iron enterprises, scarcely 15 miles to the south, viz.: Rutter's bloomary forge, built in 1716, and the Colebrookdale blast-furnace erected in 1720, respectively 3 and 8 miles distant from Pottstown. Here the pioneers of iron production in the State which has so long led, and still leads all others in this manufacture, had their trials and successes ; and it may be a satisfaction to some who bewail a present depression in trade, and the low prices now ruling, to recall the fact that in 1731 pig-iron is reported to have been sold ''in large quantities" at the Colebrook-

The Committee, appointed early in May, met and organized in Washington, May 9, 1923, and were then advised that such data as they required would as far as obtainable be submitted to them in tabulations, and that they could not be allowed to see the individual reports nor know the identity of the operators on whose reports the figures submitted were based, therefore the Committee's valuation is based on data received from your statisticians, and on tonnages estimated by your staff and by the United States Geological Survey. Various methods of valuation for mining properties have been suggested, but all authorities seem to agree in accepting, as the fairest and most practicable and logical, a capitalization of the estimated future earnings, when such estimate can reasonably be made. Hoover and Finlay both emphasize this. The United States Supreme Court says in Cleveland, Cincinnati, Chicago & St. Louis Railway Co., v. Backus, 154 U. S. 439: But the value of the property results from the use to which it is put and varies with the profitableness of that use, present and prospective, actual and anticipated. There is no pecuniary value outside of that which results from such use. The amount and profitable character of such use determines the value. The Committee on Federal Taxation of the American Institute of Mining and Metallurgical Engineers, appointed in 1919, in its report states: A proper value of a mining property is the present value of the prospective net earnings, taking into account probable variations in output and value. Ingalls ("Wealth and Income of the American People," p. 97) says: The fundamental principle of mine valuation is the present worth of an annual dividend accruing during the period of years corresponding with the lie of the mine. It is a convention that the estimated period shall not be more than 30 years.

Prof. H. S. Munroe, New York City : In his reference to cop per-dressing at Lake Superior, p. 325, Mr. Douglas says that " the .. concentration .. . has been carried out with greatest financial economy,... I do not say with the greatest economy of min eral." And again, on p. 344, referring to the same, " it would not pay to reduce the quantity treated, and increase hand-labor, in order to save a few hundredths of one per cent. of copper." Mr. Douglas probably has in mind the fact that the copper lost is all included copper, locked op in grains of sand. To save this, the rock must be crushed finer. If the mesh of the stamp-screens be reduced, the stamps will crush less; and thus we shall have to reduce the quantity treated in the mill per day, while the labor re mains the same per day, or is increased per ton, as he says. Submitting to the loss of copper, however, is not the only solution of the difficulty. A large quantity of rich sand is now collected by the jigs, and it would be easy to save so much of this material that the escaping sands would be quite poor. What is wanted at Lake Superior, and at many dressing-works in this country, is an efficient crushing-machine to treat the sands thus collected. Abroad, we have the Heberle machine and the Schranz mill for this purpose, the latter being the more successful. The Heberle grinder was tried at the Calumet and Hecla mill for crush ing these rich sands, with what success I do not know. I should like to ask Mr. Douglas if we have no American crushing-machine that will reduce jig-sands to a fine state of division

THE object of this paper is to bring to. the notice of engineers a safety detonating fuse by the use of which misfires in blasting may be eliminated and safety in blasting operations promoted. This new detonator is a French invention and is known as Cordeau detonant or detonating fuse and is sold under the name of Cordeau-Bickford. It consists of a lead tube 5 to 6 mm. in diameter, filled with trinitro-toluene. While applicable to all classes of mining it will appeal especially to those who have to do with deep-hole blasting in open-cut clines or quarries, or any operations where a large number of holes are to be shot at one time. Since the introduction of the deep-hole blasting in the Cornwall iron mines, much trouble has been experienced from misfires and many experiments were made to determine the best and safest method of blasting. Before the introduction of the detonating fuse it was found that to insure the best results, two or more high-power electric exploders, not less than No. 6, with specially insulated conductors, should be placed in each hole; the holes wired in parallel, and for a large number of holes the current to be supplied by a live wire to the bus or lead wires at about the middle of the bench. The voltage in general use is 110 to 220, but as our material is a magnetic iron ore and the holes are generally damp, we found it advisable to reduce this to about 30 volts to prevent short circuits. A No. 7 or No. 8 special insulated detonator was adopted. But with the best of care and attention to the minutest detail, we were not able to eliminate occasional misfires and the consequent ever present danger of accidents.

The careful work of Gross and Zimmerleyl has established the fact that the energy actually used in grinding is proportional to the new surface produced. This confirmation of Rittinger's law was made by crushing quartz in a frictionless drop-weight machine and determining the surface of the quartz by its rate of solution in hydrofluoric acid. The details of this procedure have been described adequately elsewhere and need not be repeated here. The resultant data furnish the only available basis for comparing accurately the efficiency of grinding machines. This method is so cumbersome experimentally that it has been little used. As an alternative all sorts of approximations have been proposed. The best of these is complete size analysis by sieving and elutria-tion. Such procedure is very lengthy and difficult to carry out accurately. Furthermore, any sizing method becomes very inaccurate for determining surface with very fine sizes where the ratio of surface to volume becomes very large. To avoid the lengthy and difficult technique of elutriation it has been proposed to estimate the size distribution below 200 mesh from various probability formulas. Such a procedure is at best an engineering approximation; at worst it is a mere guess. Some time ago Dr. V. H. Gottschalk2 found that the coercive forces of magnetite powders were directly proportional to the surface area, regardless of size distribution. It was at once apparent that this furnished a method for determining grinding efficiency quickly and accurately. The only requirement was a single determination of the relation between the work input of the Gross-Zimmerley drop-weight machine and the coercive force of the resultant crushed magnetite. Owing to circumstances which are entirely unavoidable, the cost of rendering to Institute Members the services which they have been ac-customed to expect from the Institute has increased enormously, especi-ally during the past year. The cost of printing has increased 20 per cent. and another 30 per cent. is expected. There is no recourse; the Institute must pay this or cease publishing. The increase for supplies and office force will be very great. Justice to our employees, whose cost for living expenses has risen by leaps and bounds, demands an increase in. wages, wholly aside from the fact that the employees need not and will not stay. The Institute is, therefore, faced with the alternative of greatly re-ducing its service to the members or else of asking from them a small increase in clues. An amendment to the Constitution has been offered by the members increasing the clues to $15 per year, which cannot become effective until 1921. This still leaves us as the engineering society with the lowest annual clues, except only one, whose dues are $15 per year. To help meet the immediate emergency, the Directors have exercised the authority vested in them by the Constitution and By-Laws and requested the members to pay $3.00 for the Transactions to be issued during the year 1920, which is very much less than the cost of publication. It is the opinion of the Board that the members will prefer to pay this slightly additional expense rather than to have the Institute take a backward step in respect to the services which it is rendering, and which has been increasing constantly in amount, as well as in unit cost, during the past seven or eight years.

INTRODUCTION Manganese carbonates are nodulized by Cia. Mineral Autlan, located in Ongongo in the state of Hidalgo in Mexico. This kiln is fed minus 15 mm material at the rate of 1870 tpd. About 920 tpd is nodulized into a commercial product having a size range of 15 mm to 12 mm. The kiln also produces about 320 tpd of minus 12 mm fines and 40 tpd of chimney dust. Currently, the minus 12 mm fines are being recirculated to the kiln and the chimney dust is not being utilized. It has been found that there exists a market for manganese to be used as feed to the ferromanganese and silicomanganese furnaces. However, a coarse, lumpy feed can only be used in these furnaces. Accordingly, it has been proposed to screen the fines at 6 mm and agglomerate the minus 6 mm fraction along with the chimney dust and suitable binders. This paper presents the results of a feasibility study and test work aimed at producing an acceptable agglomerated product from the kiln fines for use in the ferromanganese and silicomanganese furnaces. Since the agglomerated product will have to be handled and loaded into trucks in the kiln area and transported over long distances, a minimum strength of 200 N is expected to be necessary. They should also have enough initial strength to be stockpiled and result in a minimum of breakage. A third important requirement is that the agglomerates should be resistant to disintegration during combustion. The recirculating fines were to be agglomerated in their original state, if possible, that is, without grinding. This eliminated the possibility of pelletizing as an agglomeration method. Based on a few laboratory trials, the briquetting method seemed most attractive, and a test program was initiated to explore the briquetting process.

THIS remarkable gold and silver bearing district is situated on the middle fork of Boise River, in Alturas County, Idaho Territory, about eighteen miles north of Rocky Bar, and sixty-five to seventy miles, as the crow flies, east of Boise City, the capital of the Territory. This district lies in the very heart of one of the most wild and mountainous regions of Idaho. For many miles in every direction nothing can be seen but bold granite mountains, with deep narrow gorges cutting into their sides in every direction, rendering them almost inaccessible except to the hardy mountaineer and adventurous prospector. The mountain sides are covered, in most part, by dense forests of pine, fir, and spruce timber. In every canon there are clear streams of pure running water that empty into the principal forks of Boise River. The only line of approach to this mountainous region at present is from the southwest, by way of Rocky Bar, the county seat of Alturas County, to which place there is a good wagon-road. From thence to Atlanta City, eighteen miles, the road, or pack-trail, passes over the high, steep range that separates the south and middle forks of Boise River. During severe winters this line of approach is closed up by deep snows for months at a time, thus leaving the district isolated, in the bosom of the grand old mountains. The geological formation is granite, of a coarse, friable texture, and in many places is traversed by numerous dikes of syenite, and three or four varieties of porphyry, which cut through the granite in easterly and westerly directions. The metal-bearing veins also have an easterly and westerly trend, but are occasionally intersected by the dikes. The largest number of the gold and silver lodes are confined to a

INTRODUCTION TO STATISTICAL INFERENCE The intent of the mineral appraiser in collecting samples from a mineral deposit is to arrive at accurate conclusions concerning the size and value of the deposit. In other words, he wants to derive reliable inferences about the total mineral population from the collected sample data, which (he hopes) is representative of the whole. The discussion of sampling theory in Chapter 2 was oriented toward assuring that our sampling techniques and sampling units would indeed be representative of the total mineral population. Chapter 3 described the most common statistical parameters for defining distribution in various populations. Chapter 4 gave some insight into theoretical distributions of random variables and the probabilities associated with them. The intent of this chapter is to derive inferences from the preceding information about the population mean and the population variance. Knowing something about the normal distribution, and assuming our samples represent a roughly normal population, we can make inferences or logical deductions about the estimated interval or the limits of values which can be assigned to a mineral population. ESTIMATION OF POPULATION PARAMETERS In the application of statistics to mineral deposits it is never possible to know the actual values of the parameters or the theoretical distribution of values within the deposit for which our data are samples. Even after the deposit has been mined out it is questionable if the true value of the parameters can be retrieved accurately, due to dilution, mining, and processing losses. Therefore, our problem is to determine what function of our sample values we should use to estimate the unknown parameters of greatest interest to us-namely, the population mean and the population variance of the deposit. That portion of the geological structure of the Leadville district which rests upon the Archæan is made up of sedimentary beds of Silurian and Carboniferous formation, consisting of many conformable strata of limestones, quartzites, and shales, which have a total present thickness of about five thousand feet. Interbedded with these strata are found, under somewhat fixed lams of regularity, sheets of intrusive igneous rock,' varying in thickness from a foot or two to several hundred feet. These consist for the most part of various types of felsite rocks, classed, by the sanction of common and long-continued usage, under the general term of porphyries. Mr. S. F. Emmons, in the abstract of his " Report upon the Geology and Mining Industry of Leadville," says in this connection : In their mode of occurrence the type-feature is that of intrusive masses, which are developed on a scale of unprecedented magnitude, and follow certain horizons with remarkable regularity.... It is probable that this mode of occurrence of eruptive rocks, viz., as intrusive masses which originally did not reach the surface but were forced up to a certain horizon and then spread out bettween the beds, is far more common than has hitherto been suspected by geologists. It is difficult to conceive of the conditions under which a fused mass could pry open strata to a width of one thousand feet or more, overcoming the weight often thousand feet of superincumbent rocks, and spread itself out in a continuous sheet between the beds to a distance of ten miles beyond the point or line of eruption. That they did exist, however, can be clearly demonstrated in this region.... In one single section over fifteen sheets, many several hundred feet thick, were counted between the Blue Limestone and the top of the Carboniferous. The recent discoveries of important new gold-districts in limestone, granite, sandstone and porphyry have awakened the more intelligent class of prospectors to a realization of the fact that ally rock may be gold-bearing; that from the appearance of a rock it is impossible to judge whether it carries gold or not; and that gold-ores may occur in any geological formation. As a rule, the professional prospector limits his search to ores and conditions with which he is more or less familiar, and to formations which he regards as favorable to the occurrence of such ores. Hence it often happens that while the very thing he is searching for is in plain sight, he fails to recognize it, and some other individual, possibly less intelligent but more lucky, stumbles blindly upon it. Beginning with the discovery of the California placers by the finding of gold in the tail-race of Sutter's saw-mill—a tale so often told that nearly all have read it in some form—and following the discovery of district after district down to the present time, one is forcibly impressed by the fact that many of the important districts have been discovered by accident; that many such discoveries have been made by unskilled or inexperienced prospectors, and some by persons having no knowledge whatever of prospecting. Thus, the recent Klondike discoveries are said to have been made by a poor salmon-fisherman, who, with his Indian wife, was hunting, not for gold, but for good fishing-grounds; the Comstock lode is said to have been accidentally discovered, and the Ragged Top district in the Black Hills and the Pearce mine in Arizona* are recent notable instances of the same kind.
