ALTHOUGH the exclusion of foreigners and private owners from participation in the development of the Russian oil fields prevents first-hand information being obtained, both official and private news indicate a growing appreciation of the value of the country's oil resources. Notwithstanding the suppression of that initiative and energy which only ambition can adequately stimulate, the industry is progressing and exports of products are assuming an importance that cannot be disregarded as an economic factor in the world's oil business. The following notes and observations must be regarded mainly as the views of one who has closely followed the fortunes of Russian oil, when considering the changes that have taken place in geological knowledge and oil-field technique, which have so profoundly modified oil-fields methods. Russia is fortunate in having retained the services of a few scientists and technologists whose devotion to science has superseded their personal inclination, and to these few men must be attributed the slow, but nevertheless striking, progress that has been made. The productive oil fields of Russia are centered around the Caspian Sea which, with its connected river system, constitutes such an ideal means of internal distribution for products. From the group of oil fields of which the city of Baku forms a center, oil is pumped to Black town, a suburb of Baku, where all the refineries are situated. The next important group of oil fields is located in the Terek district near Grosny, where refineries are erected and the products are piped or carried by tank cars to Petrovsk for the internal Russian market, or sent to the Black Sea by rail. A third oil field is spread over the province of Uralsk, north of the Caspian Sea, the main port of outlet being Gourief, at the mouth of the River Ural. In Trans-Caspia there are two oil-field centers, one near. Krasnovodsk on Chelekan Island, and one in Central Asia at Ferghana. The product of the former fields is transported to Baku for treatment, while the output of the Turkestan field is refined and consumed locally, mainly by the railway.

Illinois supplies coal to seven states in the Upper Mississippi Valley —Illinois, Missouri, Iowa, Minnesota, Wisconsin, and portions of the Dakotas, Nebraska and Kansas. In this same area are marketed large quantities of coal from West Virginia, Kentucky, Pennsylvania, and elsewhere; fuel oil from the crude petroleum supplies of the Mid-Continent fields, and natural gas from Louisiana, Kansas and the Texas Panhandle. The boundaries of this "Illinois coal-market area" are determined by competition from other coal fields and from other forms of fuel. Within the area so described 90 per cent of Illinois coal is marketed. Thus in the Southwest, an abundance of fuel-oil supplies and natural gas dominates the market almost to the exclusion of coal. The westward movement of Illinois coal in Kansas, Nebraska and the Dakotas is met by an eastward flow of high-grade coals from Colorado, Wyoming and Montana. In the lake-shore counties of Minnesota and Wisconsin, the market is dominated by Appalachian coals, cheaply carried over the Great Lakes and reaching the ports of Lake Michigan and at the head of Lake Superior. Illinois coals find their largest market in the southern and western sections of these two lake states. Only small quantities of Illinois coals are shipped east of the state line. This market area is occupied entirely by the neighboring coal fields of Indiana and the Appalachian coal fields in Ohio, West Virginia, Kentucky and Pennsylvania. Illinois Coal-makket Area , With these factors in mind, the map of the Illinois coal-market area may be drawn. Within this boundary is the area that is logically and economically served by Illinois coal. However, this area is by no means exclusively dependent upon coal from Illinois mines. The preponderance. of Appalachian coal in Wisconsin and Minnesota has been mentioned. Appalachian coal, also, moves in large tonnages into Illinois itself, particularly the Chicago district. The Iowa and Missouri local coals share the market with imported coal from Illinois; throughout the market area, fuel oil and natural gas are important factors in the total energy supply.

THE Anaconda company has never indulged in any employee activities at Butte which might be termed paternalistic, but it has exerted a vast amount of effort in care of its employees during working hours. The reason for this policy is not lack of interest or that the company does not feel the effect of employees' activities while they are "off the job"; it is that the company and the city of Butte have grown up together and each has been adequate in its own sphere, the company in providing employment at the highest possible wage and the city in providing housing, sanitation, commercial services, medical services, schools, churches, amusements and entertainments. The one exception to this independence between the company and the community is the Butte Water Co., which is a wholly owned subsidiary of the Anaconda Copper Mining Co. Mention of this relationship is made here because the water supply of such a city as Butte is one of the principal factors in determining the health of the people. Very early in the development of the Anaconda company an adequate and dependable water supply for the operations became necessary, therefore the company took over this important community function. So well has this activity worked out that during the whole period of time covered, in which the company has expanded to become practically the sole mine operator and the community has grown from a small mining camp to the status of a modern city, there has been no shortage of water or any outbreak of water-borne, epidemic disease. CONDITIONS LEADING TO ORGANIZED SAFETY EFFORT A brief sketch of conditions in Butte prior to 1912 is necessary to an understanding of the reasons for placing accident prevention on an organized basis. As early as the year 1884 there were a large number of small independent mining operations depending principally upon the production of silver, although even then copper was becoming prominent in the value of total production for the district. The Butte camp was then just emerging from the log cabin stage to that of a modern city.

A general review of the present knowledge of the semiconductor/oxide interface is given, with emphasis on silicon and germanium. The electrical properties of clean surfaces and the changes that occur upon oxidation are described. A brief disczcssion of the methods and mechanisms of oxidation of silicon is given, and the interaction between the semiconductor substrate and the oxide phase is considered. Physical properties of the oxide film, charge storage effects due to the dielectric, and some device applications of oxide films on semiconductors are discussed. THIS paper will be heavily preoccupied with the elemental semiconductors germanium and silicon. Undoubtedly some injustice is done thereby to other semiconductor-oxide systems, but it is not readily possible to cover all aspects of so vast a field in the present review. In considering the semiconductor/oxide interface, we may start out by discussing briefly an idealized clean semiconductor surface, and may then follow the changes brought about by oxidation, as the oxide is allowed to grow progressively thicker. The references given are not a complete list, but are to be taken as guides to the literature. Tamml suggested in 1933, based upon the study of a one-dimensional asymmetrical potential model, that localized surface states may appear at the surface of a crystalline lattice; it was pointed out by Fowler that these states should occur in pairs. shockley3 examined the origin of such surface states on the basis of a more general one-dimensional model and found that surface states may appear in the forbidden region between the highest filled and the lowest vacant band. This happens when the two bands overlap, as, for instance, the "s" and ('p" bands of the diamond structure. In a three-dimensional model these levels would produce a surface band which is half-filled for diamond, and the number of surface states should be approximately equal to the number of surface atoms. This picture of the surface has been refined by more recent theoretical work, like Handler's4 and Koutecky and Tomasek's~ without introducing essential modifications. The importance of a knowledge of the physical laws involved in the production of oil from a reservoir has come to be generally realized in recent years and it is therefore unnecessary to elaborate on the many problems which still await complete solution. Among them the vertical flow of mixtures of oil and gas has attracted considerable attention and a number of papers have appeared in the literature from time to time. The complete solution of the problem would cover such aspects of oil-field technology as the calculation of bottom-hole pressures from purely surface data; the estimation of natural flowing lives; the design of gas-lifts and the selection of tubing for natural flow, and so on. It is still true, however, that the results so far published have not been particularly consistent and there are no generally accepted data available of universal applicability. It is, in fact, by no means easy to obtain a sufficiently wide range of variables under the operator's control to determine the laws of flow without ambiguity and much of the published research has been directed towards the solution of the specific problems of individual fields representing only a partial treatment of the whole subject. It was with a similar object that work was commenced on the Masjid-i-Sulairnan field of the Anglo-Persian Oil Co. towards the end of 1930 and has since continued as opportunity offered. Of course, the results obtained cannot necessarily be applied elsewhere without modification and, in some cases, considerable extension. At the same time conditions in this field are somewhat unusual in allowing certain aspects of the problem to be isolated and examined without the disturbing effects of a large number of independent or partially independent variables. For example, since the field is under unit control, it is possible to maintain steady conditions on any particular well over long periods. Moreover, the structure of the limestone reservoir is such that the gas-oil ratio for a given well is sensibly constant over very wide ranges of production rates, and in many cases the bottom-hole differential pres-

In a general way, the situation in copper smelting is quite similar to that of lead smelting. In other words, the introduction and successful flotation of copper ores has tended to decrease greatly the tonnage to be handled by the smelter and therefore has resulted in curtailed smelter operation. However, copper production has increased rather than decreased. The general effect of flotation has been to decrease the number of furnaces operating, but it has also increased to a considerable extent the difficulties in handling the material, just as was outlined in the case of lead smelting. In copper smelting, the flotation concentrates must be roasted and prepared for the reverberatory furnace. Handling Flotation Concentrates The handling of copper flotation concentrate, which is more or less wet and mucky, is more difficult than was the handling of the old gravity concentrate. Also, the roasting of the concentrate and the handling of the calcine produced is more difficult. That is mainly because the material is extremely fine and the tendency to higher dust losses is greatly increased. The draft in the roasting furnaces must be kept as low as possible, and the feeding of the calcine into the reverberatory furnace must be done carefully, so that dust losses may be kept at a minimum. Transition Stages oF Concentration and Smelting The general process through which the copper smelter has gone as a result of flotation has been somewhat as follows: In the relatively old days, when copper ores of low grade were first treated, a large number of furnaces were required, and naturally comparatively poor recoveries were made. Also, the profits on low-grade ores were small and the handling of those ores was possible only because of the large tonnages. Then came gravity concentration, which was a great improvement but which only incompletely removed the gangue material, the insoluble and the iron, from the copper ore, and made comparatively poor copper recoveries. This still left a considerable amount of insoluble and iron, as well as the copper itself, to be treated at the smelter.

As pointed out in previous studies, estimates of petroleum reserves if they are to be of value must not only presuppose a clear understanding of what is actually meant by reserves but must be subject to constant revision to conform with changes in their component factors. When such estimates are analyzed it must be clear that it is virtually impossible to obtain comparable figures reflecting the same degree of accuracy, to represent the reserves not only in various countries, but at times even of different fields in the same country. Estimates of reserves in the United States, subject to frequent independent checks, are obviously more reliable than those furnished, for instance, by the Soviet Government, as the latter must be accepted at their face value and are open to the suspicion of being made to conform with predetermined programs of propaganda. Any tabulation of the reserves of all producing countries, therefore, gives a total that is misleading, as the component items arc not arrived at on the same basis and therefore are not homogeneous in a true sense. Only a fraction of the petroleum stored underground, usually associated with natural gas, is or can be brought to the surface, and although practically all the natural gas underground can be rccovered, in actual practice in some fields a large part of the gas that reaches the mouth of the well is wasted. It is thus estimated that in the United States only some 25 to 35 per cent of the petroleum underground in proven fields is actually economically recovered. Estimates of reserves, therefore, should make clear the distinction between the known amount of oil underground in producing fields and the portion that actually can be brought to the surface. It cannot be overemphasized that as a result of the operation of the "Law of Capture," which controls subsoil ownership in the United States on comparatively small landholdings that seldom if ever cover the entire producing area, the oil fields are not as economically exploited as some forrign fields, and that as a result (were it not for the easy accessibility of the domestic market, the largest in the world) some American production would now be unprofitable in open competition with foreign oils.

Applied geophysics is the youngest child of that old branch of learning that has been known from Aristotle's time as physics—the constitution and laws of nature. The mother science, with the help of mathematics, has given birth to many children, who, on becoming of age in the scientific sense, wedded more practical applications which later became known as electrical engineering, physical chemistry and acoustical engineering. Some vigorous sons still retain the family name, among which the most recent to take its place as a division of science is geophysics, which deals with the physics of the earth. Geophysics in its broad sense has many departments—meteorology, oceanography and seismology, to mention only three. Within the past 20 years, however, a special interest has arisen in the application of physical principles to problems in geology, mining and civil engineering, with the consequent rapid growth of what has now been called "applied geophysics." Applied geophysics in this narrower sense is the application of experimental and theoretical physics to determine variations and discontinuities in underground structures that cannot be ascertained from surface inspection. It seems evident, then, that the physics department is the natural place in a university where the principles and methods involved should be taught and developed, for the physicist will also have had the requisite training in mathematics that the proper understanding of many methods now used will require. A knowledge of the procedure and principles, however, is not sufficient for the successful application of geophysical methods. One may know the dynamics of flight of golf balls and of impact and yet not play a par game of golf! The proper selection and use of the right club to suit the circumstances of the lay of the ball and an acquaintance with the possibilities and limitations of the strokes as well as the practical execution of the play is essential to a successful game. So, also, in the application of geophysical methods, it is important for the geophysicist to use the best device under the conditions presented, to know the limitations of the conclusions deduced from his physical measurements and to make the proper interpretation of the results. A knowledge of geology will be of great aid in coming to the correct con-

THE greater portion of the brown ore in the vicinity of Easton, along the north slope of the Lehigh Mountain or Durham range of hills, is obtained from mines instead of from open cuts or quarries, as is the case in the ore-beds in the western part of Northampton County, in Lehigh County, and in Berks County. The reasons for this method of procedure are various, and the principal causes of the shaft and regular mine system of working being adopted instead of the open air cuts, are : First, the large amount of stripping that would be necessary, as the richer and more valuable portions of the ore do not appear to be found as near the surface as those in other portions of the Kittatinny valley; second, the occurrence of the ore in regular beds, interstratified with the clay, and, to a less extent, in pockets or erratic deposits, as is the case in the mines of Lehigh County; and third, on account of many of the mines being situated at the immediate base of the Lehigh Mountain, where the surface water would be in such large quantities as to be with difficulty handled, and where the subsequent caving in of the sides of the open cut would be almost certain to expose the gneiss rock, which is water-bearing, the large quantities of water coming from which would probably drown out the ore-bed. Shafts, and a regular system of gangways and mining are therefore required by the configuration of the surface, the depth of the deposits and their geological structure. The ordinary size of the shafts is about four feet square, but where an extensive plant of pumping machinery is required the size may be increased to eight feet by six, with two compartments for the hoisting and pump-shaft respectively. A man-way, consisting of ladders with rests at intervals of twenty or thirty feet, is comprised in the pump-shaft, the wire rope being used for purposes of ascent and descent only in exceptional cases, on account of accidents which

The subject of this paper implies three questions: whether regulation is necessary; if so, what sort of regulation is wise; and, finally, by what government the power to regulate is to be exercised. In the year 1937 emphasis falls on the third of those questions. This contrasts with the situation prevailing a dozen years ago, when the question was whether regulation was necessary at all; and with the situation a few months ago, when the third question seemed answered by the Supreme Court decisions on the National Recovery Act, Agricultural Adjustment Act and Guffey Coal Control Act, and by the ratification of the Interstate Oil Compact. It then appeared settled that the State and not the Federal Government possessed the regulatory powers and, granting that conservation measures are a recognized necessity, the problem seemed to be to develop the wisest kind of regulation that the Constitution would permit. Today, by virtue of developments during the first months of 1937, the oil industry is faced again by the question of whether the Federal Government is to have power to control its operations, along with those of the other basic industries. Developments in Governmental Control There have been three recent developments. The dominating one is the President's proposal that he be authorized to increase the size of the Supreme Court to 15 members. The implications of that plan ought to be perfectly plain to the oil industry. This suggestion is made in lieu of offering an amendment to the Constitution, to reverse the Supreme Court decisions mentioned. In those decisions the Court held that production does not constitute commerce, and hence that the Federal power to regulate interstate commerce does not extend to the regulation of production. These holdings were contrary to the Government's contention that the stream of commerce begins in the factory and ends with the consumer and may be regulated at any point from beginning to end. That position was urged in the Government briefs in Amazon Petroleum Co. v. Ryan, defending the petroleum code, and repeated as late as Feb. 10, 1937, in the case of National Labor Relations

Ore broken at the mine or quarry face generally is loaded by power shovels into large trucks or rail cars and hauled to a primary crushing plant where it is reduced to a more workable size for ease in handling. The primary crushing plant is customarily located as close as possible to the center of gravity of the ore body and the projected limits of the mine pit to minimize the cost of hauling and to increase safety from flying rock as a result of blasting operations. A belt conveyor is used to transport the crushed product to a nearby ore treatment plant or, should this plant be located some distance away, the ore is loaded directly into cars and hauled by rail. Between trips the crusher product is accumulated in bins or stock piles. In all open pit mining and quarrying operations, the power shovel, the transportation equipment, and the primary crushing plant should work as a team, complementing each other. When establishing the design and selecting the equipment for these closely integrated operations, capital and operating costs for each unit operation must be weighed to achieve an optimum balance. Rising labor costs have given impetus to the universal trend toward greater efficiency, higher speed and larger equipment, and higher degrees of automatic control. The result is that power shovels have increased in size, haulage trucks are larger and faster, and only coarse crushers with feed openings adequate to receive run-of-mine lumps of ore with a minimum of secondary blasting are selected for new installations. These coarse crushers also have large through-put capacities, even when adjusted to produce a 6- to 10-in. size of product, thus making it possible to use a single stage of coarse crushing at the average mine. The use of a single crusher results in a compact crushing plant layout consisting of a dumping pocket for receiving loads of run-of-mine ore, a coarse crusher followed by a surge chamber for the crushed product, and a feeder to withdraw the ore at a uniform rate to deposit it on a belt conveyor. The stack gases from regenerative furnaces lare very seldom utilized for the production of steam. If the temperature of the gases is not higher than 300" C. (572" F.) there is no economy in their use for this purpose, as the amount of available heat is very small and the temperature is so little above that of the steam that the interchange is too slow. With higher temperatures of the waste gases, however, good results can be obtained. At the plant of the New Jersey Zinc Co. (of Pa.) at Palmerton there are a number of return tubular boilers, each 6 ft. in diameter and 20 ft. long, with 96 3.5-in. tubes, which are heated by the waste gases from the spelter furnaces. These furnaces have continuous regenerators heating the air only and the stack gases reach the boilers at a temperature of about 450". The gas producers for one of these furnaces require 14 tons of anthracite (a mixture of Nos. 2 and 3 buckwheat), and the waste heat from the furnace gives a little more than 42 h.p. in steam. The boilers are not well adapted for the purpose, as they are much too large for the amount of heat going to them and the area of the tubes is not sufficient to take the gas from two furnaces without causing an objectionable amount of back pressure. The plant was built without any idea of using waste-heat boilers, and it was impossible to place the latter as close to the furnaces as they should be. Furnace and boiler are connected by an underground brick flue in which the temperature of the gas drops about 100°, losing 40 per cent. of its available heat. If the boilers were close to the furnaces the horse power of each would be 70 instead of 42. Even under these unfavorable conditions the boilers have been very advantageous, as one boiler easily supplies the steam necessary for two batteries of producers. With such low gas temperatures the heating surface of the boilers is, of course, not as efficient and the flue areas need to be considerably larger than for coal firing.

Some years ago, the writer described heat checks or thermal cracks that occur in die-casting dies.' The life of dies was considered in relation to. the casting temperature, the material used for the die and the heat to be absorbed by the die per unit volume of casting made. The mechanism of the action that results in thermal failure of dies was described. In the present paper the writer proposes to describe some additional observations in regard to heat checking, make one or two suggestions as to the method or methods for further attack of the problem, and give the results obtained on some work carried out along these lines. Importance of Heat Checking Heat checks in steel are the source of trouble in many industries besides that of die casting. Every shop where metals are subjected to hot working is searching for improvement and hoping for a cure. The development of a material of sufficient strength to be used as a die and yet devoid of the property of heat checking would be a godsend to many shops and many industries. The need for thorough study and research on the subject is evidenced by the wide variety of hot-working die steels on the market. It is peculiar, but true, that in practically every case the maker of the steel can give concrete evidence to prove his contention that his type of hot-working die steel is as good as or better than any other. A number of steel companies have several hot-working die steels from which choice can be made to fit a particular set of requirements. Possibly to expect one material to be universally the best hot-working die steel is unreasonable. In some hot-working operations, as in drop forging, the die must have great toughness to withstand the stresses developed; in other operations, as in hot piercing or punching, resistance to erosion at high temperatures, possibly defined as strength and hardness at elevated temperatures, is required. In still others, as in die casting, only sufficient hardness to resist scoring between moving surfaces is required, whereas the resistance to sudden changes in temperature must be at a maximum.

Being on a visit to your great and prosperous country, and having been favored with an invitation to attend this meeting of your Institute, the author has been requested by your Secretary to give a short account of his invention of the " soaking-pit," which he has great pleasure in doing. The object of the soaking-pit is the rolling of steel ingots with their own initial heat, that is, to supply the missing link in that chain of metallurgical operations which Sir Henry Bessemer began in 1857, when he proved how it was possible to produce malleable iron or steel direct from the fluid cast-iron out of the blast-furnace, without any further direct use of fuel. The great Bessemer invention has revolutionized iron and steelmaking throughout the world; but it stopped short at producing the ingot, which, it was found, had afterwards to be heated in a furnace to enable it to be rolled or hammered; and it is only lately, twenty-five years after Mr. Bessemer's announcement, that the author of this paper has been able to show that furnacing can be dispensed with, and that it is practicable to roll a steel ingot into say a bloom, a rail, or a billet, with its own initial heat. It has no doubt suggested itself to many that there ought to be heat enough in the ingot just cast, for the purpose of rolling; and from time to time attempts have been made to utilize this heat; but such attempts always ending in failure, it became a settled opinion in the trade that it could not be done—an opinion which the author is aware that your late lamented countryman, Mr. Holley, than whom there was none more conversant with Bessemer steel-making, also entertained. But settled opinions sometimes prove to be great fallacies. This paper is not intended to be a technical discussion of square-set framing as used in mines, but merely a short description of the different kinds of framing that have been used in the Butte mines, and what has been decided upon, after years of practical experience, as being the best, taking into consideration the physical condition of the veins and country rock, and also the supply of timber available for mining purposes. Butte is, essentially, a square-set district. Virginia City, Nev., was the first mining camp to use this method of timbering, and to Philip Deidesheimer, who went to the Ophir mine in 1860, is given the credit of solving the problem of square-set framing, where large bodies of ore were stoped and the timbers were supposed to hold the ground from caving without any filling. That he did his work well is shown by the fact that the main features of his framing are in use to-day. In the Butte mines the conditions are such that this method of timbering is generally used. We do not, of course, depend upon the timbers any more than is necessary. The worked-out stopes are filled with waste rock as close behind the miners as possible and not interfere with mining operations. The waste rock is obtained from development work on the different levels or from the surface. In the earlier days of mining in Butte there were numerous independent companies and naturally there were different ideas as to the best way to frame the square sets, although the general features were the same. Timber was abundant for mining purposes and the common practice was to use sawed lumber, generally 10 by 10 in. or 12 by 12 in. square. Some of the mines used for girts 6 by 10 in. or 8 by 12 in. timber, depending upon whether they used 10-in. square or 12-in. square timber for posts and caps. Some years ago, the writer described heat checks or thermal cracks that occur in die-casting dies.' The life of dies was considered in relation to. the casting temperature, the material used for the die and the heat to be absorbed by the die per unit volume of casting made. The mechanism of the action that results in thermal failure of dies was described. In the present paper the writer proposes to describe some additional observations in regard to heat checking, make one or two suggestions as to the method or methods for further attack of the problem, and give the results obtained on some work carried out along these lines. Importance of Heat Checking Heat checks in steel are the source of trouble in many industries besides that of die casting. Every shop where metals are subjected to hot working is searching for improvement and hoping for a cure. The development of a material of sufficient strength to be used as a die and yet devoid of the property of heat checking would be a godsend to many shops and many industries. The need for thorough study and research on the subject is evidenced by the wide variety of hot-working die steels on the market. This paper describes an important function of mining in Southeast Missouri. The practice is a necessary procedure to prevent disintegration of the pillars. Although the technique is peculiar to this district, it might have application in other mines using room and pillar method.
