Mining employment in the United States declined from 986,000 employees in 1948 to about 600,000 employees today. This has occurred even though the Index of Physical Volume of Mineral Production (1957-59=100) has increased from 88 to 111 and the value of mineral production measured in constant(1957-59) dollars has increased from $14.7 billion to approximately $19.3 billion. Average unit mine value has increased 24% as compared with a 34% increase in prices in general. Apparent consumption has increased more than domestic production, indicating an increased dependence on imports. The mineral economy presents a complex pattern of development factors in the post-war period. This article presents a technique by which the various forces that have been acting on the market for a mineral commodity may be sorted out and by which the extent of the impact of technological change in use as well as the technological change in production can be measured. If one is interested in delineating fully and completely the impact of technological change upon the mining industries, it is not sufficient to describe the increase in productivity reflected by the above employment and production figures. What is reflected there is only the effect of technological change in the production function of the commodities under concern. These effects are obviously very substantial and have major implications for labor, capital and supplying industries. However, they are not the only effects of technological change and, in fact, may be relatively minor when the impact which arises because of changing technology in the using or consuming industries is considered.

These notes are based on observations made while on a recent trip through the West, for the purpose of studying the practical operation of the ball-mill. The writer takes this opportunity to express his thanks for courtesies extended at the many plants visited as well as for the valuable data received: While there are several types of ball-mill on the market, particular attention will here be given to the diaphragm type, as the open-trunnion type, especially the conical mill, has been thoroughly discussed in the Transactions. There is a prevailing impression that the ball-mill is a recent development; however, ball-mills were used extensively in Montana and other western states for crushing ores for concentration as far back as 1808. Its present prominence is due in part to its recent successful application by one of the large copper companies. Without any reference to dry grinding, the first successful ball-mill for wet crushing, which is still in operation, was built 10 years ago.l This mill, designed by Erminio Ferraris for crushing Sardinian ores for concentration, is of more than passing interest. It embodies the peripheral discharge with grates, large forged-steel balls, and the principal features of the modern ball-mill. The results approach present-day practice, the chief differences being that the mechanical construction has been improved in the modern types. A knowledge of the mutual liquid solubility of zinc and lead is of importance in various phases of zinc metallurgy. The determination of this solubility has been the subject of numerous investigations, but unfortunately the results vary widely, particularly at higher temperatures, and it has been impossible to decide what data are most reliable. It was decided to investigate the matter and in view of the disagreement in the published results, it was felt necessary to take rather unusual precautions to insure the reliability of the data. For this reason determinations were made by four different methods, and the procedures of several of the previous investigators were duplicated. The previously used methods can be divided into two classes: methods involving freezing the entire melt and taking samples of the lead-rich and zine-rich phases in the solid state,l,2 and methods in which the samples are taken while the bath is liquid and at the desired temperature.3,4 Data obtained by methods involving freezing the entire melt show much lower solubility of lead in zinc than methods in which the liquid is sampled at temperature. The latter method was used by Spring and Romanoff5 and by Hass and Jellinek.6 The results of these two investigations are in agreement at temperatures near the melting point but at higher temperatures Hass and Jellinek find a higher mutual solubility. The low-temperature section of the zinc-lead equilibrium diagram is given by Peirce and Anderson.7 The diagram is based on the data of Hodge and Heyer,8 Arnemann,9 and Peirce.10

THE development, within recent years, of core drills capable of drilling holes up to 72 in., or even more, in diameter, has made possible an entirely new and valuable method of geologic exploration, Although little used until recently as an exploratory tool except in the United States, by the Tennessee Valley Authority and the Corps of Engineers of the U. S. Army, for the exploration of damsites, the large-diameter core drill may be used to good advantage in other types of geologic exploration. Its princi-pal utility is that of supplementing, rather than replacing, other means of exploration. Although core is frequently recovered intact, the greatest advantage of large-diameter drilling is that the holes produced are large enough to be entered by the geologist and engineer, and thus afford an excellent means of examining undisturbed rock. The walls of the holes are smoothly cut, and in some rocks nearly or quite polished, so that the most minute details of structure and stratigraphy are clearly disclosed. Such features as faults, joints, bedding planes, weathered "seams," and beds or layers of soft materials, which are not always amenable to disclosure by cores recovered from small-diameter holes, are conspicuously displayed in the walls of large holes. Frequent reference to the drilling of large-diameter holes is made in engineering literature, but comparatively little emphasis has been placed on their value in geologic investigation. It is, therefore, intended that the present paper acquaint the geologist, as well as the engineer, with the large-diameter core drill and the technique involved in its use, and also with its advantages, disadvantages and limitations as an implement of geologic exploration.

A HIGHLY successful joint conference on coal-mine transportation was held at Pittsburgh on Oct. 20 by the Pittsburgh Section of the American Insti-tute of Mining and Metallurgical Engineers and Mining Section of the Engineers' Society of Western Pennsyl-vania. C. E. Lesher, executive vice-president of the Pittsburgh Coal Co., presided over 215 members and others in the morning and Graham Bright, sales en-gineer with the Mine Safety Appliances Co., presided over about 180 in the afternoon. There were four prepared papers and much discussion, as well as a good luncheon between the sessions. Mechanical loading in the Pittsburgh district was discussed by L. E. Young, production vice-president of the Pittsburgh Coal Co. More companies in this district are using loading machines, more types of machines are being tried, and more coal is being mined by them than heretofore. The draw-slate above the Pittsburgh seam is the main problem; but devices for supporting and moving draw-slate are being tested. Except in two mines, the slate is being taken down. The fundamentals of the machines are similar, but the electrical drive and other parts have been improved. The problem is to recover or move as much coal as possible without hand labor. Methods of cleaning coal must be improved to meet the new methods of loading. The Pittsburgh Coal Co. has ten Joy machines and others are under order, a Myers-Whaley machine, Jeffrey conveyors, and Eichoff conveyors. The last mentioned are used in entries and other conveyors in rooms. At Montour No. 10 mine, one Joy machine is worked in rooms and one in entries.

THE manufacture of pig iron for conversion into steel by the Bessemer and open-hearth processes, is now one of the most important industries of the United States. It is necessary that iron intended for this purpose should be very pure, and especially must it be comparatively free from phosphorus. Great care must therefore he exercised in the selection of proper ores, flux, and fuel. Only such ores as are practically free from phosphorus can be used, and pure fuel is as much a necessity as pure ores; though hitherto iron men have paid comparatively little attention to this point. During the course of my work as chemist for the Second Geological Survey of Pennsylvania, I had occasion to examine some of the bituminous coals of the State for phosphorus, and the results obtained are so interesting that I venture to present them to the notice of the members of the Institute. The coals are arranged in geological order according to the different beds, and the table shows the percentage of phosphorus in the coal and also in the coke. The greatest number of specimens have been selected from the Pittsburgh bed, because it is the principal coal-bed of Southwestern Pennsylvania, and most of the mineral fuel which is mined along the Youghiogheny and Monongahela rivers, to be used in the coke ovens of the Connellsville region and in the blast furnaces and mills of Pittsburgh and its vicinity, and to be shipped to Western and Southern markets, comes from this bed. It has been observed that where veins or other types of orebodies are intersected by cross faults, the continuation of the ore deposit below the fault is often of lower grade than that portion above the dislocation.' In some mines, the reverse of these conditions has been noted, and the richest ore is found to occur in that portion of the vein beneath the fault intersection. Such instances seem to be less frequent than those where the richest ore is above the offset. The important and widespread influence of fault and vein intersections upon the localization of ore shoots is well known,2 but the factors that govern the position of the ore shoot relative to the fault intersection seem to be less clearly understood. The richest ore may be above or below the fault, or it may occur at the point of intersection, or there may be no change. Recent observations made by the writer in mines in Idaho and Montana suggested a possible explanation for the changes in the richness of ore below certain types of fault intersections. These observations have been supplemented by a study of the literature containing detailed descriptions of ore deposits at a large number of mines in North America. The results of these studies are presented herewith in the hope that they may lead to further discussion of this important phase of ore deposition. The hot water process for Utah tar sands differs significantly from that used for Canadian tar sands due to inherent differences in respective bitumen viscosities and the nature of bitumen-sand association. These differences have led to the identification of certain design criteria necessary to achieve satisfactory phase disengagement during digestion (Sepulveda and Miller, 1978; Misra and Miller, 1980). Subsequent flotation of digested tar sand is a subject of current attention and is considered in this publication for the Asphalt Ridge deposit. Although contact angle measurements of solvent extracted Asphalt Ridge bitumen indicated moderate hydrophobicity, air bubble attachment to the bitumen concentrate is not possible. This surprising result suggests that flotation separation is dependent on air bubble entrapment rather than on air bubble attachment due to surface hydrophobicity. The entrapment of air bubbles in the bitumen was apparent from examination of the bitumen concentrate, especially at lower flotation temperatures. A factorial design of the major operating variables in flotation separation indicated that the quality of separation was significantly dependent on the flotation temperature and to a lesser extent on the degree of agitation. For a flotation temperature of 77°C a recovery of 96.7% was realized at a grade of 61.0% bitumen. The improved separation at higher flotation temperatures was found to be due to the decrease in bitumen viscosity resulting in more effective rejection of coarse sand from the concentrate. This research effort, which has been sustained for the past six years at the University of Utah, is being continued to provide necessary design data for the construction of a pilot plant to treat Utah tar sands.

U.S. environmentalists have tended to oppose all new energy developments. Their efforts may be counterproductive because opposition to, say, offshore oil directly leads to the continued use of other energy sources that may have a higher social cost. Rather than attempting to eliminate all pollution from energy production, which would be prohibitively expensive, one should minimize the social cost of energy production for the given demand. Linear programming is used to rank various oils (California State and O.C.S., Gulf of Alaska, Prudhoe Bay, Athabasca tar sands, oil shale and certain foreign crudes) in terms of their social desirability. The objective is to minimize the cost of supplying the California market, subject to resource, sulphur and oil spill constraints. Social desirability is indicated by the inclusion of the oil in the optimal solution and the size of the associated shadow price. the larger the shadow price, the greater the benefits of increased production. The more negative, the greater the cost associated with forcing consumption of that fuel. The environmental shadow prices indicate the size of the trade-off between a particular environmental standard and minimum cost. The trade-offs can be surprisingly large. any reasonable spill standard can be achieved by changing the development pattern. Generally, the further offshore, the smaller is the environmental degradation, but the more expensive is the oil. Foreign oils can be economically and environmentally inferior to domestic oils. Crude from the California O.C.S., San Joaquin Valley end Prudhoe Bay appears a valuable resource, while the Gulf of Alaska, synthetic and foreign crudes appear marginal to submarginal.

Each mine is divided into drilling and blasting, overburden haulage, ore haulage, crushing and grinding, and lighting system. Specific methods of improving the energy costs of each system are discussed. Contributions of simulation and queueing to energy cost reduction are also discussed.

TEACHING engineering students how to write and speak effectively -is one of the greatest problems facing the technical schools today. No phase of engineering education has received more criticism, and rightly so, for the criticism is justified. Year after year we continue to graduate men that are indifferent to the use of a tool they will need every day of their lives. Our young engineers cannot write a clear, concise report, and their business letters are a disgrace to the profession that takes pride in precision. The problem is not new. The remark ascribed to Sir James Barrie, that "The man of science appears to be the only man who has something to say, just now-and the only man who does not know how to say it" is as uncomfortably true today as it was thirty years ago. The records of meetings of engineering educators and the transactions of the engineering societies show that the inability of the engineer to communicate his ideas has been discussed for years. Engineering educators, prodded by industry, have recognized that the problem exists, but they have not solved it. Instead they continue to expose the student to composition and rhetoric, hustle him through English and American literature, and then blame his high school because he does not know enough English grammar to write a clear sentence. We must face the fact that the graduate is not going to reflect on the high school, but on his college. If the high school has shirked the job, the responsibility for correction rests on the faculty of the professional school.

ACID coal mine drainage presents a peculiarly difficult problem for two principal reasons. First is the fact that the amount of acid water discharged from active and abandoned mines constantly increases as coal fields are developed and thereby creates a steadily worsening nuisance of rapidly growing importance to the general public as well as to the coal industry. Second is the even more significant fact that there is no method yet known that will appreciably alleviate the acid water problem except at totally prohibitive cost to the coal operators. The problem is thus seen to be an urgent one. With a growing need for good quality water and a growing public demand for abatemknt of stream pollution, a large portion of the soft coal industry finds itself in the position of year by year dumping more and more acid into the streams and waterways and having no way in sight of improving the situation or even of keeping it from getting worse. While some studies have been made, it is only in the last few years that the problem has been seriously considered, chiefly by the group of workers under the direction of S. A. Braley at Mellon Institute and by the Bituminous Coal Research, Inc. fellowship at West Virginia University. Hinkle and Koehlerl reported the results of the earlier West Virginia work. This work pointed to certain biological aspects which had not been noticed previously. These may be summarized as two separate findings. One was that sulphur oxidizing bacteria were present in acid mine water and that their possible role in contributing to the acidity should be investigated. The other was

This paper is limited primarily to a description of dry coal-cleaning processes in which air currents are used to effectuate a separation between coal and refuse. Processes depending mainly on differences in the coefficient of friction, resilience and shape are not described unless the use of air is necessary for the proper functioning of the process. The air cleaning of coal is of primary importance to the coal industry of the United States. From figures presented in the 1941 edition Mechannual, it is estimated that at least 12 million tons of bituminous coal was cleaned in the United States during 1940 by machines using air as the separating medium. One of the current problems confronting the coal-preparation engineer is the dry cleaning of small sizes and slacks. Progress in machine development for the cleaning of small sizes has been slow in recent years in the United States of America; it has been much more rapid in Britain and on the European continent. This paper does not attempt an exhaustive survey of all these developments, and only machines and processes that have found considerable commercial application are cited. Further, no critical analysis has been made of the theory involved in the separation of coal from refuse by processes using air as the separating medium other than that necessary for an understanding of particular machine designs and applications. The possibility of using air for the separation of coal from refuse was recognized early by mining men and many attempts were made to develop commercial machines. The ingenuity of the early experimenters is to be marveled at in view of their lack of knowledge of the theoretical principles involved. As in other arts, practice has largely preceded theory. Yet, science and practice play a game of leap frog, now one ahead, then the other; the careful experimenmenter governs his efforts along practical lines by adapting his experiments to the limits prescribed by scientific laws. By first studying developments and the theory involved, it is not only possible to adapt processes to new uses but also to reduce materially operating cost and to build larger units without costly failures. Although many inventors have applied for patents for separating minerals by the use of air currents, the literature in regard to coal is meager. Berrisford2 describes briefly some of the early attempts to clean coal without the use of water. Several of the examples cited by him are reproduced herein. Fig. I shows a machine used for grinding and; izing, in which rollers running in a pan with a perforated bottom and fan opening on the side crushed the coal, which was then carried by the air currents to a settling chamber. The heaviest particles dropped out first and the light ones farthest away, as shown. In the year 1864, a machine was made that could be used as a sizer or to separate dirt from coal with a sized feed (Fig. 2).

ATTEMPTING to review the fundamental aspects of segregation in steel ingots of all types in a paper of reasonable length, we encounter two difficulties: (I) the fact that a large number of different physical and chemical effects are involved, and (2) rather incomplete and confusing evidence on certain aspects of detail and mechanism in the freezing process in which the segregation effect is involved. The best solution seemed to be to link together most of the underlying factors into a simplified theoretical picture that appears to the writer to explain most of the observed data, in the hope that this will serve as a reasonably good target for discussion and criticism. Segregation effects, especially in steel ingots or castings, are often divided into " microscopic " and " macroscopic," depending on whether the variations in concentration of solutes? or dissolved elements in the iron occur as: (I) a periodic variation over the small distances between the nuclei and the surfaces of the primary grains, or (2) as a larger scale effect involving concentration gradients over distances of the order of several inches, more or less. The reason for this somewhat artificial division is, of course, that it is only the macroscopic scale effect that has much practical importance. About the only effect of practical importance that results from microscopic segregation is the banded structure often left in rolled sections, and even this is relatively harmless in most cases. However, the causes of microscopic segregation also underly the larger scale effect, so we must first consider matters such as the formation and growth of crystal nuclei, selective freezing and diffusion, and others that are fundamental to all segregation effects. UNDERCOOLING AND NUCLEI FORMATION It is probable that although the degree of undercooling is small in iron, as in metals in general, a certain amount of it takes place, and also that the number of crystal nuclei increases very rapidly with increased undercooling below the liquidus tempera¬ture. In practical terms this means that the nuclei number increases very rapidly with increased cooling or freezing rate, thus being dependent on the rate of heat flow out from the zone of crystallization. TEMPERATURE GRADIENTS AND HEAT DISSIPATION DURING FREEZING Each pound of steel evolves about 100 B.t.u. when freezing. In addition to this, the temperature gradient in the solidified portion (required to dissipate the heat as freezing progresses into the axis) necessitates a loss of heat required to cool the solid metal below its freezing range, which is equivalent to an amount of not so much less in magnitude. In a 5-ton ingot, the total would include about one million B.t.u. for freezing alone and about 0.4 to 0.5 million B.t.u. for the gradient, up to the end of the freezing period: Thus the rate of freezing depends primarily on the rate of heat dissipation. "Cement" means binding agent or glue. It is derived from the Latin word "Caementum," the name of a limestone, chips of which were used in mortar more than 2,000 years ago in Italy. During the middle ages "cement" or "cement" generally denoted mortar. Today it means any binding material. The Thomas Register lists nearly 200 classifications for "cement" including automobile cement, household cement, rubber cement, etc. The material most commonly associated with this word, however, is portland cement which, when mixed with water and allowed to hydrate, is a ceramic binding material used to cement aggregates (crushed stone, gravel and sand) together in "concrete," the most universally used building material of today. It is estimated that more tons of concrete are used annually than all other building materials put together including steel, lumber, gypsum, bricks, tiles, aluminum and glass. Its use in foundations, building construction, sanitary work, dams, railroads, and highways, makes it difficult to conceive of modem civilization without concrete. A survey made in October 1955 showed the following uses of portland cement: [Percent Highways20 Nonresidential buildings20 Residential buildings15 Military construction10 Sewer and water works8 Public utilities10 Other (conservation, farm, and maintenance and repair)17 100] As of today, the percentage for highways is probably even higher. Ceramic binding materials have unquestionably been used in construction work for thousands of years. The mortar between the blocks of the great pyramids was calcined gypsum (plaster of paris). The use of calcined and slaked limestone goes back earlier than the Roman Empire. Gypsum, however, is relatively soft, and common lime mortar is not "hydraulic," i.e., it does not harden under water. The Greeks and Romans discovered later that an addition of a finely divided active siliceous material (Santorin earth or Pozzolana) would react with slaked lime to form a stronger, and hydraulic, cement. The Appian Way in Italy, Colosseum, and the great Aqueducts built by the Romans were made with this type cement, and some of these structures are still in existence today. However, not until 1756 did some serious research result in the development of better cements. In that year the English engineer, John Smeaton produced a stronger cement by burning a limestone containing considerable proportions of clayey impurities. Other investigations and improvements were made by Bryan Higgins, Bergmann, Joseph Parker, L. J. Vicat, J. F. John, James Frost, and I. C. Johnson.2 Traditionally, but perhaps unfairly to others, the invention of the prototype of today's portland cement is credited to the English mason Joseph Aspdin who in 1824 obtained a patent and gave the product its name, because in color the mortar produced from it resembled a natural building stone obtained from the British Isle of Portland. (communication to the Secretary*). -It is much to he regretted that in presenting a further discussion of these deposits, first described by myself' and later discussed by C. M. Weld,2 Mr. Wang bas not made a more complete presentation of the evidence on which he bases his conclusions as to their origin. Mr. Weld said in his paper that his visit was confined to a few hours, that he saw only one of the several exposures, and that he took away no samples for further study. My own visit was brief, and for another purpose than the study of the geological features of 'the deposits, so the fact that Mr. Weld described as a hornblende-granite the rock which I described as a "dark gray syenitic rock," and which Mr. Wang identifies as a hornblende-syenite, seems of no great importance, since this rock is generally decomposed along the contact, presumably the only place in which Mr. Weld observed it. Later in the same paper (p. 31), Mr. Weld says that his opinion is that the magnetite of the deposits is primary, but Mr. Wang makes no mention of this in stating his own conclusion to the same effect. When Mr. Weld's paper appeared, I did not discuss it, because, although I considered the evidence- that he brought forward to support his belief that the magnetite is primary too slender to support the hypothesis, my own evidence to the contrary was equally tenuous. .The opportunities for observation and study open to Mr. Wang must have provided him with
