On June 20, 1974, delegations representing the governments of 150 nations convened in Caracas, Venezuela. The occasion: the Third United Nations Conference on the Law of the Sea. (As this article goes to press, the conference is still in session-Ed). Of all the many issues to come before the conference, none is of greater long-term consequence than the issue of jurisdiction over the seabed-the "land" at the bottom of the world's oceans. On the agenda, with widespread support from a majority of UN members, is a proposal to declare seabed resources "the common heritage of mankind," under the sole jurisdiction of the United Nations. Any would-be miner of seabed minerals would have to apply to a UN seabed authority for a permit, and would be forced to pay the bulk of his profits to a UN fund to aid the underdeveloped countries.

INFORMATION on magnetic properties of minerals other than magnetite is scanty and some- times erroneous. Often there is no information at all. W. R. Crane's table of tractive forces published in 1901 is still the best guide in the field, but Crane's data can be used as a guide only, since he ignored such important factors as impurities in the minerals, size, and packing effect. During the 1930's work by the U. S. Bureau of Mines added greatly to knowledge of the behavior of certain minerals in a magnetic field. The USBM bulletin gave for the first time complete magnetic characteristics for magnetite and fragmentary data for a few other minerals. The work reported here covers a study of the magnetic-susceptibility relationships of the wolf-ramite series of minerals and sphalerites as related to their chemical compositions. Theories are proposed to explain divergences found from commonly accepted beliefs.

At the present stage of geothermal technology and the still limited applications of geothermal energy, most of us consider any use of "things geothermal" to be something out of the ordinary. If in such a situation there can be a use of geothermal energy which is even more unusual, then the utilization of geothermal energy-or more precisely, geothermal heat--for the manufacture of salt is just such a use. This is the essence of investigations in the Fiji Islands, where experiments in the evaporation of seawater to product, salt have been conducted using geothermal heat emanating from the ground in an area of hot springs. The hot springs are located on the coast at Savusavu in a depression about GO ft wide. There are ten individual springs, but most of these are small and insignificant. The temperature of the water from these springs reaches 100°C.

Few of the present generation of American steel metallurgists are aware of the very important part taken by Swedish engineers in the successful development of the Bessemer proeess, and I am afraid some of the older ones have forgotten it. Certainly, I think, most of us would have said that Terre Noire was the first to introduce the use of metal direct from the blast-furnace. It is very well, therefore, that honor should be given to whom honor is due. I can speak from personal experience upon one part only of Prof. Akerman's paper; namely, the effect of the temperature at which the molten metal is cast upon the quality of the finished steel. Although the extractive metallurgist has not yet tackled the problem of getting blood out of a stone, he must, when faced with the mini- metal values of today's ores, believe that this ultimate miracle will soon be expected of him. Even assuming that some plausible professor at one of the few remaining minerals industry schools could persuade the National Science Foundation to sponsor such a sanguine research project, the funds might have to go begging for want of a graduate metallurgist. Falling enrollment in fields devoted to nonrenewable mineral resources, long a matter of grave concern to educators, is now recognized as a problem of great national consequence urgently needing a solution. While the law of supply and demand might eventually be expected to right the imbalance of engineers, time is not on our side and action to correct the shortage is required now.

There is not a coal preparation engineer alive who would equip his newest and most modern preparation plant with all new and untried pieces of equipment. He may install a few such pieces in which he has great confidence, but he will also spend much time assuring himself that everything else in the plant has been subjected to the test of time. He may arrange these units in a unique manner, but in general, they must have proven themselves elsewhere before he will approve them for his plant. A modern coal preparation plant contains only a few items of processing equipment, the remaining items being devices for materials handling. Consequently, pure automation is almost impossible. Although the main aim of automation is conservation of manpower, it generally results in uniformity of product, lower maintenance costs, and the many intangibles that make a better plant.

Strip mining in the domestic coal industry is contributing a greater proportion bf overall production than at any time in the past. U.S. Bureau of Mines statistics show that the percentage of total production mined in 1958 by stripping methods increased to more than 30 pct, up from 22 pct in 1951. The tendency to favor strip and open pit mining exists in other mining activities, but such trends are not as clearly outlined as in the coal industry. Significantly, the depth of overburden in coal properties considered suitable for stripping is also increasing. A depth of 50 to 60 ft of overburden was once considered to be about the maximum amount that could be handled economically. Today, a depth of 80 to 100 ft is frequently taken into consideration for simple overcasting operations (i.e., excavating overburden and dumping it in the spoil position where it remains indefinitely).

Direct Reduced Iron is a product obtained during solid state reduction of iron oxides into metallic iron. General chemical and physical characteristics of all direct reduced iron materials result in a noticeable reoxidation tendency and a relatively low ignition temperature. As most of the chemical reactions are exothermic, normally heating occurs and if water is present hydrogen evolves. Dry direct reduced iron deactivates quickly in air but is still reactive if it comes into contact with moisture. Because of these characteristics, special requirements are necessary for safe storage, shipment, and handling. In an effort to improve this situation passivation techniques were and still are being developed. The paper discusses the properties of direct reduced iron, presents past experience with storage, shipment, and handling of MIDREX® Iron, a direct reduced iron material produced in the MIDREX® Direct Reduction Process, and evaluates benefits derived from different passivation techniques.

The magnetic reflux classifier, which utilizes the combined effects of magnetic fields and a hindered settling classifier, is a new tool for determining the quantity and quality of middlings in fine-sized magnetite concentrates. Results are given for processing a typical taconite ore, and a sketch of the apparatus is included. IN examining magnetite ores and beneficiated products it often becomes necessary to make critical studies of the amount of grinding necessary to produce the desired degree of magnetite liberation. In the past this has been accomplished by laboratory heavy-liquid tests, which provide a method for selectively removing middling particles and free magnetite from various-sized fractions. Examination of the various products under the microscope results in fairly accurate determination of the degree of liberation. The method is quite efficient on sizes coarser than 325 mesh. Thus the heavy-liquid method of middling separation was satisfactory until the advent of present day magnetic taconite studies. When magnetite concentrates ranging from 70 to 100 pct —325 mesh are studied it becomes apparent that older methods of determining liberation size are not satisfactory and that there is need for a new method. For example, some of the low-grade magnetite ores of the Wisconsin and Michigan iron ranges require grinding to 100 pct —325 mesh to produce a magnetic concentrate containing less than 12 pct silica. Examination of concentrates from such ores often reveals that many of the middling particles consist of only very minor proportions of iron mineral. Thus it becomes important to be able to determine the degree of grinding necessary not only for complete liberation, but also for liberation of only 80, 85, or 90 pct of the total iron mineral content. Actually, complete liberation is never attained, but is often used to designate that degree of liberation necessary for production of high-grade concentrates. A rougher concentrate, produced after elimination of a coarse-sized tailing, can usually be subjected to a second grinding stage and concentrated into a higher grade product than could be produced from the same crude ore with one stage of grinding resulting in the same overall size reduction. This fact adds to the importance of being able to determine partial degrees of liberation on any magnetite ore. Standard laboratory methods such as heavy-liquid separation, microscopic grain counts, Davis tube magnetic separation, magnetic flocculation, classification, flotation, and others often are not applicable, or are prohibitive because of time requirements when large numbers of fine-sized magnetite samples are investigated. The Davis tube magnetic separator is an efficient tool to use in rejecting the non-magnetic mineral particles from an ore sample. The middlings discarded by the tube separator usually are so low in iron content that they can be considered relatively unimportant in liberation studies. This condition is caused by the extremely high flux density used in the Davis tube. This flux density ranges from four to eight times the flux density produced by most of the powerful commercial machines in use today. Thus the problem resolves itself into a search for a method of selectively removing middlings from Davis tube magnetic concentrates which will be both rapid and efficient. Those methods showing most promise in the development of a process for isolating middlings from extremely fine-sized magnetic concentrates were flotation and magnetic flocculation. The use of flotation to remove middlings from magnetic concentrates is reported in the literature.'.' The flotation process is effective in removing middlings from a magnetite concentrate, but physical entrapment of fine-sized free magnetite in the silica-bearing froth is an undesirable feature. The flotation method of removing middlings requires time, effort, and precise control of many variables, and does not meet the required degree of middling isolation. Magnetic Flocculation Magnetic flocculation has long been resorted to"-" in efforts to upgrade magnetite concentrates. One of the new magnetic taconite plants now under construction on the Mesabi Range includes magnetic flocculation in the flowsheet' as an accessory process to remove high-silica middlings and free silica which has been mechanically entrapped in magnetite flocs. The use of magnetic flocculation as a laboratory method of making precise separation of middlings was further investigated, since it offered a rapid, simple method of accomplishing the desired result. Magnetic flocculation involves the subjection of a magnetic concentrate to a strong magnetic field, passing the concentrate in a highly flocculated condition to a hydroseparator or other classifiers of various types, and removing free silica and middlings as overflow products. INTRODUCTION Companies in the mining industry are subjected at times to currency exchange rate risks and interest rate risks. The former occurs any time a firm deals in more than one currency. The latter occurs anytime a firm is financing itself with borrowings that have a floating interest rate (although a fixed rate can be a problem at times). FOREIGN EXCHANGE RISKS There are two general reasons why exchange rate risks (FX risk) can occur: First, a firm may be building a mine or plant in another country where financing for the plan is denominated in funds other than the country hosting the plant. For example, if a Canadian firm is building a smelter in another country which is being financed with Canadian dollars, the C$100 million for labor, which must be paid in the local currency, has subjected the firm to a C$100 million FX exposure risk. If after the cost estimates were made the local currency appreciates 30% against the Canadian dollar, the cost of labor has increased to C$130 million. (Of course, the local currency could also devalue during this period making the labor cost component less than estimated.) The other reason exchange rate risk arises is due to the fact that the costs of production in one country producing minerals may be incurred in one currency while the production is sold in another currency, such as coal being exported from Canada to Japan under contracts denominated in Yen. In this example, the Canadian firm is exporting coal to Japan and being paid in yen in 30 days at a contract price of 100 Y per ton. Furthermore, assume that the mining firm anticipates a depreciation of the yen against the Canadian dollar of 5% in the next 30 days. Therefore, the mining firm stands to lose 5% of the value of its shipment in a month's time not including carrying costs. In both cases, the mining company risks an adverse change in the exchange rate, that is, the currency the company holds may decrease in value relative to the other currency. There are a number of ways to mitigate the exposure to foreign exchange which can be utilized by the mining company. Optimally, a company should try to match all their inflows and all their outflows in the same currency. For example, if a Canadian firm has mining costs and debt service costs both denominated in Canadian dollars then 100% of their receipts would need to be in Canadian dollars. If a Canadian firm has 70% of its cash outflows in Canadian dollars and 30% of its cash outflow in American dollars in the form of a loan amortization then their receipts would need to be 70% in Canadian dollars and 30% in U.S. dollars. This general principle of matching cash receipts and cash costs in the same currency works fine in a perfect world but what of the real world when these cannot be matched? In actual practice, however, the financial markets have developed a number of ways in which foreign exchange risks can he managed or reduced. FORWARD MARKETS One method is to use the forward markets which are made on a world-wide basis by the commerical banks for foreign exchange. If a firm wanted to lock in the current exchange rate for the receipt of a foreign currency at some point in the future, they could do so by contracting on the forward market with a bank selling that foreign currency at the current rate at the future date. For example, assume that a Canadian firm is exporting coal to Japan which would pay yen in 90 days. If a firm wanted to lock in today's exchange rate they could contract with a bank to sell on the forward market yen in 90 days. When the yen was received the contract would be executed by selling the yen to the bank and receiving the previously agreed upon number of Canadian dollars. To detenmine the origin of the sharp fatigue limit in many ferrous metals, S-N curvces were determined in push-pull fatigue at 18.6 kc per sec at room temperature and - 67°C for various kinds of iron. These differed in carbon and nitrogen content and grain size (25 and 2500 grains per sq mm). Sharp knees appeared in the S-N curves of fine-grained specimens with high interstitial content at both temperatures. In coarse-gruined specimens, knees were not sharp .regardless of the interstitial content and the testing temperature. It is concluded from these results that the controlling factov for the appeavance of the sharp fatigue limit is not strain aging but grain size. It has already been mentioned that iron and some iron alloys show fatigue curves characterized by a more or less sharp knee and a fatigue limit.' Explanations of the origin of this characteristic behavior of fatigue in iron appear to fall into two broad classes. One is concerned with interstitial impurities through the aging or locking effect and the other is based on intrinsic plastic properties of iron. Levy and sinclair2 and Lipsit and Horne3 have suggested that the fatigue limit observed generally in iron and steel is due to interstitial solute aging during the course of fatigue. On the other hand, Thompson and wadsworthl have suggested that the fatigue limit may be analogous to the sharp yield point, in the sense that alternating stresses above the fatigue limit are necessary to break down the dislocation locking. However, there are some experimental results which cast doubt on the general validity of these suppositions.4-8 Ferro and Montalenti' have recently suggested that the typical form of the fatigue curve of iron seems to come from an intrinsic plastic characteristic of the iron structure. This suggestion is based on the experimental result that pure iron containing an insufficient amount of interstitial solute to alldw appreciable strain-aging effects still showed a fatigue limit at room temperature. Although systematic investigations on the effect of grain size are scarce, it is thought that this effect is important in relation to the sharp fatigue limit. In fact, sensible differences were observed by Oates and Wilson4 in fatigue behaviors of a low-carbon steel depending on grain size. Ideally, the fatigue limit will be defined as the upper limit of stress amplitudes at which the life is infinite. This ideal fatigue limit can never be determined because of the limited time available for experiments, and moreover scattered data points often leave the construction of S-N curves somewhat arbitrary. And, it is usually stated that a material has a fatigue limit when its statistical S-N curve becomes apparently parallel to the N axis with a more or less sharp knee. The meaning of the fatigue limit and the sharp knee will be discussed in detail in relation to the construction of S-N curves. The origin of this sharp knee was investigated by determining S-N curves of iron for various interstitial contents, testing temperatures, and grain sizes. EXPERTMENTAL PROCEDURE The material as received was a commercial-grade low-carbon steel in the form of 4-mm-diameter rods with the following composition in weight percent: C, 0.09; Si, 0.017; Mn, 0.43; P, 0.006; S, 0.012; Cu, 0.11. Five different groups of specimens were tested. The grain sizes and interstitial contents in each group are given in Table I. The specimens of group C-02 were decarburized by annealing for 100 hr at 700°C, followed by an additional 100 hr at 850°C in wet hydrogen. Specimens of groups N-2 and N-9 nitrided in a mixed atmosphere of ammonia and hydrogen after an initial treatment identical to group C-02. The specimens of group C-9 were prepared in a manner similar to those of group C-02, except heat treatment was carried out in a vacuum. After polishing their surface with emery paper, the specimens of all groups were given a final anneal for 30 min at 930°C and air-cooled in an evacuated quartz tube. For group C*-9 this

William Kelly, Vulcan, Mich.:—In the northern part of Bedford county, Pa., the county immediately south of Huntingdon, the Clinton measures appear along the eastern slope of Tussey mountain near its base. The only iron-ore bed that has been worked is in the upper part of the formation. Along the mountain this seam has a dip of more than 60°. At the outcrop the ore is soft and rich, but with depth it passes often abruptly into an almost pure limestone similar to that described by Dr. Rutledge. The soft ore extends deeper in the cross-gullies than it does under the higher gound between the depressions. The slates adjoining the rich ore have been weathered, but where in juxtaposition to lean ore and limestone they are hard. THE Leadville tunnel, a Bureau of Mines project designed to unseal Colorado's rich but flooded lead, zinc, and manganese mines, is still being advanced, although the work is encountering severe difficulties. Work on the tunnel, begun in 1943, was dropped for lack of funds in 1945, and started again last September. The tunnel is one of the nation's toughest mining jobs. Fifty firms and individuals, who were asked to bid on the job of continuing be- yond the 6600-ft mark, didn't even answer. The work was finally taken over by the Utah Construction Co. of Salt Lake City. Since last September, the face has been moved 1000 ft closer to the flooded Leadville district mines, and to the hoped-for length of 17.300 ft. Some apparent success has already been noted, with an unusual decline in the water level in some major mine shafts reported this winter.

The paper read by Mr. George J. Snelus, in 1894, before the Iron and Steel Institute of Great Britain* so fully and ably described the Walrand-Leghisel process that there remains very little to add beyond recording some changes in practice, made since that date, and observed by the writer last summer, at several continental works, and the further fact that the process has now been for some time in successful operation in this country. Briefiy stated, the Walrand-LegBnisel process is an addition to the Bessemer operation, with the object of obtaining quiet and more fluid steel, and consequently sound castings and ingots. This is achieved by adding ferro-silicon at approximately the time of flame-drop in the ordinary Bessemer operation, and making an after-blow. His career not only embodies to an unrivaled degree the opportunities of the contemporaneous epoch, but also exemplifies in the manner in which they have been transformed into successful accomplishments the pos-sibilities of our age. The many-sided career of our medallist is a composite. Tonight we deal chiefly with its phase for which this medal has been bestowed.

The six countries which make up the European Economic Community-Belgium, France, German Federal Republic, Italy, Luxembourg and The Netherlands-are populated by about 170 million consumers. Their economic abilities and their standard of living have increased at a high rate during the past few years. Consequently, the policies and trade practices adopted by the group will have International repercussions within the nonferrous Industry whether or not other nations are eventually admitted to the group. Considering the hopeful prospects of only a few months ago, it is surprising that we must now face up to the fact that Great Britain and Norway, in particular, will achieve membership status only after prolonged and difficult negotiations, if at all. However, this is but one of many factors that should remind us that the Common Market is yet in its formative stage and has by no means reached maturity.

Contracts between The Anaconda Co. and its miners at Butte, Mont., are not contracts in the true sense of the word. They are weekly verbal agreements which tacitly admit that the company, on the one hand, will supply the place, the tools, the material, and the opportunity and that the miners, on the other hand, will supply such effective labor that both parties will profit from the arrangement. Prices are seldom discussed at the time of hiring. The miner, in effect, is hired for a definite working place, as a contract miner, and if satisfied, tries to earn as much as he can. If he is not satisfied three courses are open to him: he can quit, he can ask for a change, or he can discuss prices or improved working conditions with the mine superintendent. This rather informal arrangement is due to conditions that are particular to Butte

The performance of the grinding circuit, from the initial stages of operation to the present, is discussed. The mill efficiency as measured by the Bond (Bond and Maxson, 1943) grindability data and the operating work index is presented. The objective was to produce a sand cyclone overflow containing not more than 6% 210 µm (+ 65 mesh). This has never been attained, even at low milling rates. Significant improvements in throughput were achieved by instituting equipment changes and process modifications within the grinding circuit. Grind improvements were achieved with enlargement of cyclone spigots, grinding at reduced densities, and decreasing the opening of the ball mill discharge. Additional grinding capacity was realized by converting the concentrate regrinding mill into a secondary ball mill. The previous 20% 210 µm (+ 65 mesh) grind improved to under 15% 210 µm (+ 65 mesh). The latest approach to solving the coarse grind problem is also discussed.

THE production of fluorspar is one of the smaller nonmetallic industries in the United States with a capital investment-about $10,000,000. Shipments from United States mines' in 1936 totaled 176,231 short tons valued at $3,111,268, an average price of $17.65 per ton. The United States produces about 40 per cent of the world's fluorspar, of which about 90 per cent comes from the Illinois and Kentucky deposits along the Ohio River.2 Further detailed information on the fluorspar industry in the United States is given by Hatmaker and Davis.28 Fluorspar is marketed according to the following relative quantities and specifications : [ ] The concentration of the coarser sizes presents relatively little difficulty, good recoveries being obtained with jigs and tables.
