In the spectacular development of pure oxygen steel-making, the process using the vertical lance converter LD, is at the present time the most widely employed. Proper control of slag composition during the steel-making process appears to be essential in achieving satisfactory blowing from both the metallic yield and metallurgical points of view. The paper illustrates the primary importance of the presence of a large quantity of metal droplets in the slag during the process. In the case of both phosphorus and hematite pig iron, it can be deduced from the phase diagrams and confirmed by experimentation that nonhomogeneous slags are one of the causes of slag overflowing during the blow. The problem is however a complex one and further physicochemical studies appear necessary. Finally, the new continuous steelmakingprocess developed by IRSID is described. PEOPLE who knew Henri Marion Howe have said that he took great pleasure in speculating on the future of metallurgical processes. It is therefore not inappropriate to devote, in his memory, some description and discussion to processes unknown to the world of his time, in particular oxygen steelmaking and continuous steelmaking. The first industrial application to steelmaking of tonnage oxygen produced by air liquefaction was made in Germany just before the war and consisted in enriching the air blown through the bottom of a basic Begsemer converter in order to melt a higher proportion of scrap and to produce steels with lower nitrogen content than is achieved with conventional practice. While this process was being developed after the war, mostly in Western Europe, steelmakers were becoming increasingly familiar with the technique of blowing pure oxygen from the top, first by means of consumable steel pipes, with or without refractory shielding, and later by water-cooled lances, designed for the purpose and affording longer life. The field was then open for the wide use of pure oxygen in steelmaking, either in existing processes such as open-hearth or electric furnace, or in new processes. These new processes can be broadly classified according to the category of furnace employed. In the case of the vertical converter taken as the first category, bottom-blowing of pure oxygen causes extremely rapid wear of the refractory tuyeres, and although various expedients have been tried to overcome this drawback (such as mixing oxygen with CO2 or H2O or using high pressure oxygen), they have had to be abandoned. The solution for vertical converters has been found in top-blowing with a vertical water-cooled lance; this is known as the LD process or basic oxygen converter process.

IN the production of alloys by powder metallurgical processes it is often necessary or desirable to include one or more components that tend to form very stable oxides. Included in this group of metals are aluminum, manganese, magnesium, silicon, and a few others. In many cases it is not necessary for the sintered compact to have full density and the other physical characteristics of a cast alloy and in that event no undue precautions need be taken. If, however, it is required that the sintered part be entirely homogeneous, and have maximum density and physical properties, some method must be found to reduce the surface films of oxide, which are always present on the metals, and for the metals mentioned above this is always extremely difficult, if not impossible. Since the production of high-density alloys is of particular interest to powder metallurgists, some experiments were undertaken to devise methods of reducing the refractory oxides. For this work, alloys of iron, nickel, and aluminum were chosen because aluminum oxide is one of the most stable oxides and because these alloys in the right compositions form excellent permanent magnets. All of the pertinent properties of the magnets could be accurately and delicately measured by density measurements and magnetic tests of sufficient scope to give a complete demagnetization curve. From such a curve the maximum coercive force, residual magnetism, and energy products could be obtained and compared with the same properties for a cast material. Any lack of homogeneity, density, or solid diffusion would be immediately apparent as a decrease in the magnetic properties. NATURE AND REMOVAL OF SURFACE BARRIERS The early work of the present investigation was based upon published processes.* In the published information it was claimed that by intimately mixing iron, nickel, and iron-aluminum alloy (50 per cent Fe, 50 per cent Al) powders, compressing such a mixture into the desired shape and size, and then sintering (heating to a temperature below the melting point of the component metals) in hydrogen at 1200°C. or higher, a sound, homogeneous article could be made having the desired physical size, shape, and strength, and good magnetic characteristics. However, this early work showed clearly that something in the powder compress was inhibiting diffusion and the process was almost entirely unworkable. In the initial phase of the investigation samples of iron powder, nickel powder, and iron-aluminum alloy powder were pressed into separate bars and sintered in hydrogen. Taxes are compulsory charges levied by a government for its support. They are usually paid to support the general services provided by government rather than special services (such as safety inspection). The latter are normally supported by user charges often called license fees. Taxes are used by national governments not only to raise money but also as a part of fiscal policy. As such, taxes are used to stimulate or deflate the economy, as an incentive to save or invest, as a means of allocating national resources, and as a means of redistributing income. In our discussion, we will deal only with those facets of the subject that relate specifically to the mineral industry. In doing so we will deal with taxes levied on all industry in a generalized way and only insofar as it affects our industry, but at some length on those portions of the tax system related directly to the mineral industry. It is not our intent to provide a "cookbook" for computing taxes, but rather to present some of the policy issues that bedevil those who must develop our tax policies. MINERAL TAXES The mineral industry is subject to the full range of taxes levied by governments. These include taxes on income, property, and sales, as well as excise and severance taxes. The latter are somewhat similar to a royalty in , that such taxes are levied either ad valorem or per unit of output. Severance taxes most commonly are charged to oil and gas output, although coal, salt, sulfur, and iron ore production also have been taxed in this manner. The major governmental advantage of the severance tax is the administrative ease of collection. On the other hand, it poses an addition to cost independent of profitability. As a consequence, the severance tax can cause premature abandonment if mineral product prices do not rise sufficiently to cover it. Such a rise may not occur if differential tax rates are levied by the various states. Property taxes normally are levied on all property owners, including mineral owners. The major difficulties in this kind of tax, in so far as mining is concerned, are erratic valuation coupled to the inherent problems involved in assessing a property where the extent and richness is chiefly unknown. The impact of these taxes, including state income taxes, is reduced somewhat, as they are usually deductible from gross income as a business expense with a consequent lowering of national income taxes. The notched-bar impact test has proved worth while in certain applications as a test for control of the quality or the heat-treatment of steel. In view of the serious thought that even so simple a test as the tensile test has evoked during the past years, it is not surprising that the notched-bar impact test should have inspired much experimental work. The correlation of the great number of data has not been successful, although steady progress has been made toward a better understanding of this test. Progress has been made, especially, in the isolation of the effects of the many variables that control the results. The stress system imposed on a specimen with a notch is so complicated and unpredictable that no simple evaluation of the test has been possible. Because of this uncertainty, many engineers hesitate to use the notched-bar impact test, and this attitude may well continue until a better understanding of the effects of the variables in the test are available. Without doubt, any additional data that may be presented should be accompanied by as complete a description of the - details of test as possible, so that it may be added to the general fund of information that is to serve as the basis for the theory of the notched-bar impact test. The many factors that may control the test results have been pointed out repeatedly. The importance of the effect of the type and dimensions of the specimen has been recognized. Most of the work reported by American investigators has been limited to small-size (Charpy) specimens tested as a simple beam; two types of notches (Fig. I) have been commonly used. Considerable data have also been presented by many investigators using a small specimen tested as a cantilever beam; this commonly being called the Izod test. Here, however, a shear component of stress makes the stress system even more complex than that present in the simple beam type of test, hence a critical analysis is difficult. Much work has also been reported by investigators using the tension type of specimen. A second variable that must be controlled is the testing temperature. An indication that the tests were performed at room temperature is not sufficient, since in many steels a variation of a few degrees in the actual testing temperature may be sufficient to give an entirely different range of results. Other factors, such as the composition and condition of the material being tested and the speed of test, should also be considered. BECAUSE of the nature of the environments in which metals are handled, it is natural that gases should be suspected of intruding into metallurgical operations, there to produce effects both beneficial and detrimental. The problem of tracing and controlling such effects is often made difficult by the complexity of the conditions surrounding 'their occurrence, even though the fundamental mechanisms involved may be simple and of familiar type. Many gas-metal reactions are known to be implemented by processes of diffusion. These form a homogeneous group of phenomena which become more readily understandable when viewed together, in that the knowledge gained from one serves to interpret the next. It is the purpose of the present paper to present, by means of examples drawn from practice, a brief survey, of the ways in which gas-metal diffusion serves and obstructs the purposes of the metal-fabricating industries. The selection of the cases described was made by consulting more than thirty-six practicing experts whose combined experience provided an extensive coverage of the field and who were in a position to supply examples of occurrences of present day interest. The response was generous and it is regrettable that space permits the description of only a limited number of typical examples with but brief mention of parallel cases. THE NATURE OF GAS-METAL DIFFUSION The term "gas-metal diffusion," although commonly used, is ambiguous in so far as it implies that a definite group of substances may be identified as gases and may be expected to behave in a manner distinct from other substances in association with metals. "Gases" such as oxygen and hydrogen when diffusing through a liquid or solid metal are properly components of the liquid or solid solution; they behave as alloying elements and are not to be distinguished in their diffusion characteristics from other elements, except that each has an individual rate of diffusion. On the other hand, a number of metals in certain temperature ranges are volatile to the extent that they may appear in the form of vapor in metallurgical operations. For the sake of greater definiteness, therefore, it will be convenient to- regard as "gas-metal diffusion" any process in which the result depends upon one or more of the diffusing elements appearing, at some stage, in the gaseous state, or as a compound gas. No element, gaseous or otherwise, can diffuse through a liquid or solid metal unless it is at least slightly soluble in that metal. The elements of low atomic number

THIS paper deals with the flotation of the mineral fluorite (calcium fluoride) and of two associated gangue minerals, calcite and quartz. The aim of the investigation was to produce "acid-grade" fluorite, which must contain less than one per cent of silica. Several reagents are used successfully in practice for floating fluorite from its ores. Oleic acid is the most widely used collector, usually at temperatures above 60°C, with sodium silicate as a dispersant for quartz and quebracho or tannin to depress calcite. Sulphides (e.g., galena) are often removed first by xanthate flotation. Many investigators23 report results in which more than 80 pct of the fluorite is recovered in a concentrate assaying 96 pct or more of fluorite and less than I pct of silica. This investigation was undertaken with the intention of floating the gangue, which is the minor constituent of the ore, from the fluorite. Hence emphasis was first placed on the cationic compounds that float quartz. No satisfactory separations were obtained in this way, and other reagents were investigated to discover whether these were more effective than oleic acid in floating fluorite from quartz in the usual way. The first part of the paper describes experiments with several long-chain collectors available commercially. Most of this work has been by captive-bubble and cylinder flotation tests, with some batch tests in a flotation machine. The second part describes the use of sodium cetyl sulphate as a collector for fluorite and includes laboratory tests and extension of the work to batch tests in the flotation machine. A method for determining the adsorption of sodium cetyl sulphate on fluorite has been developed and is described. Theory of Collection by Paraffin-chain Salts It may be assumed that these compounds are adsorbed at the mineral surface in one or more of three ways outlined by Kolthoff :12 I. Exchange adsorption between lattice ions in the mineral surface and collector ions in solution. Closely related is adsorption by the collecting mechanism postulated by Taggart,17 in which there is metathesis between the collector and the mineral cation or anion. 2. Exchange adsorption between adsorbed gegen ions (p. 67, ref. 19) and collector ions in solution. 3. Adsorption of nonelectrolytes (polarnonpolar) without displacement of adsorbed ions. With cationic collectors, inorganic cations in the solution (e.g., hydrogen ion) compete with the collector ions and therefore act as depressants, while inorganic anions have the same effect with anionic collectors. Two equations are compared for calculating imbibi-tion rates of water into porous media. A linear relation was found to apply when the square of the volume of water imbibed was plotted against time for water imbibing in natural rock materials. The effect of adsorbed organic materials on surface wettability was determined from measurements of rate of imbibition, water saturation and water permeability. INTRODUCTION An understanding of the mechanisms by which water displaces oil from porous media requires an understanding of the role of capillary forces in the displacement process. The capillary forces are determined by properties of the water-oil-solid surfaces. Consequently, some measure of the surface properties of reservoir rocks is necessary if displacement behavior in oil reservoirs is to be predicted from laboratory measurements. Several experimental procedures have been proposed to assign quantitative wettability indexes to reservoir rock surfaces. The most recent of these proposals are those of Bobek, Mattox and Denekas' and Amott.' These indexes are designed to show a continuous variation from the preferential oil-wet to the preferential water-wet systems. They require measuring some property of the rock which is a function of surface wettability. The quantities are measured on unaltered core material and compared with values obtained for known oil-wet and water-wet extremes on the same material. These methods are useful but are semi-empirical in nature. They have the disadvantage that the measured quantities may be functions of other variables in addition to surface wettability. Some understanding of the behavior of water-oil-rock systems may be obtained from studies of the simpler water-air-rock systems. Surfaces of a given wettability are more easily maintained for the latter. Also, certain approximations can be made for the flow of water and air which are not justified for water-oil flow. The theoretical and experimental work discussed in this paper is part of a study of the role of capillarity in the dynamic displacement of air by water. The expec- tation is that observations for the water-air system will lead to generalizations which are applicable to water-oil systems. THEORY Imbibition is defined as that process by which one fluid displaces another from a porous medium as a result of capillary forces only. Differential equations have been derived to describe the displacement of oil by water during imbibition, but these equations have not been solved.".' With certain assumptions, however, solutions are possible for water-air imbibition.

AS I have told you before, "alloy" here signifies nothing but the mixture of one metal with another in friendly companionship. Whenever you wish to do this, you should consider the purpose that moves you, whether it is to increase the quantities, or for corruption. Then you should choose whatever has by its nature more affinity with what you wish to alloy, or whatever is best for your purpose. Give it in the melt the proportion that you wish or as much as it can support without being entirely removed from its first nature, as [73v] water is in wine or white in black if too much is added. However, you must make the proportion with a definite ratio by weight and not by chance in order that you may bring your work to the degree of perfection that you desire. For he who, proceeds with his eyes closed not only stumbles many times but frequently falls. Therefore you must know first that gold does not join in an alloy with any metal other than silver and copper. Thus if you wish to make a work of gold or to have it made, and begrudge the expense of having it fine, or if you find that you do not have enough, or if you do not care about such fineness, you must decide exactly how many carats less than perfectly fine you wish it to be, or by what weight you wish it to be increased. In order to do this accurately weigh the fine gold that you have and accompany it with silver or fine copper in the quantity that you wish to give it, and melt both these things together very well. So that you may understand the procedure better, let us suppose that you wish your gold to be 23 carats. You are to imagine that the whole quantity is twenty-four parts because this is the final limit at which the gold can be perfect. Now if this were the case, you would put in one part, which corresponds to one twenty-fourth of the whole quantity. You will have taken away one carat of the value of its fineness and increased it another in quantity. In the same way it will happen if you put in two or three or four or six. Up to the limit of one-half, you will always have gold according to the denomination of the lesser virtue and the greater quantity. By and large, I agree with many of the precepts discussed in the Saperstein paper. I believe there is much more that can be done on the local level to involve both government and planning in the mine permit review process. Admittedly, much can be done to improve discussion between the state regulatory authority, local authorities, and mine operators. However, I strongly disagree, as suggested in the paper's conclusion, that such a system, as outlined in Saperstein's paper, could result in a reduction of review time or a lowering in the cost of permitting. The implementation of such a system by its very nature would only add a new level of bureaucracy to an already cumbersome process. This system, in my opinion, would only add to the cost of permitting and the time necessary to obtain a permit. Admittedly, it would achieve the result of adding local influence into the permitting process, but at what off-setting cost? It has been my professional first-hand experience and observation in the permitting and lands unsuitable processes to note that under the present system, local governments that do feel they have a stake in local mines and actively advocate their position (not simply comment), have had significant input into the conduct of mining and reclamation plans in their areas. Mining companies that mine in these areas are aware of local interests and attitudes, and do consider them in their plans. Simply put, local governments that want to get involved and want to play significant roles can and do. Those that do not advocate a position or have no input to offer do not. Although the present system is not as direct in effect in regard to local control as Saperstein's, it does work. It does so without the red tape that would result from developing miniature regulatory authorities in every county in which mining occurs. Although local input is important, there are many more sections of the Surface Mining Control and Reclamation Act (SMCRA) than Sections 508(a)(8) and 522(a)(3)(A) that also are important. It appears Saperstein's paper may overindulge these sections. An additional specific comment is made in regard to the statement that while local areas benefit from mining (wages, salaries, and purchases), they also endure environmental deterioration caused by mining affects. It is believed that the whole purpose for which SMCRA and its resulting regulations were enacted and developed was so mining would not be permitted if significant environmental deterioration could occur. Therefore, it could be argued that this point under current law is moot.

Cupellation is well known to be one of the most effective methods of separating silver and gold from base metals and other impurities, as well as one of the most accurate means for their estimation. In the latter application it consists in absorbing in some porous medium the fused lead oxide formed by the oxidation of the lead "bath," which carries with it the oxides of other base metals present. It has long been recognized that small amounts of both silver and gold were removed and absorbed together with the base metals, as well as being to some slight extent volatilized, and in work of the highest accuracy a correction is made for the "cupellation loss." Thus in the assay of bullion this is done by means of "proofs" of like composition, which are manipulated throughout in precisely the same manner as the assay pieces, and are assumed to lose or gain like amounts. In the case of certain very rich ores and commercial products the loss is adjusted by assaying the cupel itself and recovering the precious metal absorbed, but this doubles the labor and does not remedy the loss by volatilization. Arbitrary tables have been drawn up by various authorities with the object of enabling a correction to be applied without the use of a check. These have been of very limited practical use owing to the fact that a number of factors affect the losses sustained. For a fixed amount of precious metal the loss varies with the amount of lead used, with the nature and amount of the impurities, with the porosity of the cupel, with the air supply, and above all with the temperature at which cupellation is carried on. Pure silver loses relatively much more than gold, but the loss in either is diminished by an addition of the other metal. The concentration of precious metal in the litharge increases as the concentration in the lead increases, but little work has been published connccting the two. If all other conditions remain the same the actual total loss increases, but the percentage loss diminishes, with an increase in the weight of precious metal treated. The results of an immense number of experiments have been published at various times- during the past hundred years giving the actual or the percentage losses suffered under various conditions of cupellation, but the data are widely scattered and few attempts have been made to correlate them, so that no definite law has heretofore been shown to exist

Early workers attempted to study the structure of alloys by measurement of equilibrium electrode potentials in aqueous solutions containing ions of the metals from which the alloy was made.' The method was subject to such limitations (e.g., the difficulty in attaining electrochemical equilibrium at low temperatures) that it has not been widely used by metallurgists. Recently, Seltz and co-workers have introduced a greatly improved method for studying alloys by measurement of equilibrium electrode potentials in molten salts.2"4 The mathematical treatment is the same, of course, as for equilibrium potentials of amalgams in aqueous solutions.5 This method will probably find extensive use, since it makes possible not only the determination of phase fields of equilibrium diagrams but also the determination of certain thermodynamic quantities which can be used advantageously in metallurgical calculations. However, the method presents difficulties. With many metallic and alloy electrodes, reversibility is not readily obtainable. Also, the difficulty of obtaining suitable material from which to make the cells is increased as the temperature is increased. Moreover, the necessity of carrying out measurements in a vacuum requires additional apparatus and introduces considerable difficulty, especially at the higher temperatures. Apparently, no consideration has been given heretofore to the metallurgical use of irreversible electrode potentials that exist when a specimen is immersed in a suitable aqueous solution at room temperature. The apparatus and the method required for such measurements are very simple, and if the results of such measurements could be demonstrated to be reproducible they might be very valuable in studying the structure of alloys. The method would not have the scope of that developed by Seltz and his co-workers because no thermodynamic quantities could be calculated from the data. However, the utility and the simplicity of the method might warrant extensive use for the determination of phase fields and similar applications. Theory of Irreversible Potentials A brief review of the theory of irreversible potentials will be given before showing how to interpret the potential readings in terms of alloy structure. It is known that heterogeneity of a metal surface in an electrolyte will produce points of different potentials, with the result that current flows between these points and electrochemical reactions occur. The points at which oxidation reactions are localized are known as anodes, and those at which reduction reactions are localized are known as cathodes.6, 7, 8 For the benefit of those who are not familiar with the terms anode and cathode as applied to a primary cell, the potential difference between anode and cathode of such a cell can be measured when

An automatic, continuous casting arc furnace employing a nonconsum-able electrode and a direct current arc has been constructed and operated successfully for titanium. A comparison of the properties of arc and induction-melted titanium indicates that where high ductility, formability, and toughness are required, arc-melted metal is preferable. BECAUSE of the reactivity of titanium metal with all known refractories and the common atmospheric gases, melting of the metal presents numerous problems. It is necessary to provide an inert atmosphere in the furnace as well as a crucible material that will not react with the molten metal, if a ductile ingot is to be produced. Two special furnaces have been developed that meet the requirements and one, the induction heated graphite furnace, has been described in some detail.' Little information is available for sizable units wherein power is applied to the melt through an arc, and the dearth of technical information on such a furnace prompted this report. It has been demonstrated clearly that arc melting produces titanium metal with superior toughness, ductility, and formability. To produce titanium ingots with these properties, an automatic, continuous casting arc furnace has been developed and is described herein. The history of arc melting may be traced to 1800, when Sir Humphrey Davy2 first experimented with Volta's electric battery and found that light could be produced and an arc formed between two carbon points attached to the cell. The discovery of the arc was followed by the design and construction of an arc furnace by Napier," in 1845, for the reduction of metal oxides. In 1853, Pichou' described a similar furnace, although it was not until the discovery of the dynamo in 1867 that the arc furnace could achieve commercial significance. In 1878, Siemens- esigned the first arc furnace intended for the melting of metals and by 1882 had melted steel and platinum successfully. . This was followed by Moissan's" classical work with the arc furnace in 1892. W. von Bolton,' in 1905, found that the arc furnace was suited admirably for melting refractory metals. In his work with tantalum, no suitable refractories for retaining the molten metal were found to exist. Together with Otto Simpson, he developed an arc furnace with a water-cooled copper crucible in which tantalum could be melted without contamination. This technique proved eminently successful. In his paper on the preparation of ductile titanium, Krolle first described an application of the von Bolton furnace to the melting of this metal. The

Idarado Mining Company's mill and surface plant are at the portal of the Treasury tunnel at elevation 10,625 ft, 12 miles south of Ouray, Colo. In 1943 and 1944 this tunnel was extended in a westerly direction to tap the Black Bear vein, and, together with the recently completed 1100-ft inclined Treasury raise, provides access to the Black Bear mine. In 1945 a 250-ton mill was placed in operation to process development ores containing much needed copper, lead and zinc for war requirements, and to serve as a pilot testing unit for larger scale milling operations. In the years 1902 to 1927 some 329,000 tons of ore were produced from mine workings on the Black Bear vein that extended downward from elevation I2,325 ft at the Black Bear tunnel portal to elevation 11,618 ft, the lowest level of the mine. The ores were taken to the Cascade and Smuggler-Union mills near Telluride over two aerial tramways. Gold bullion, a copper-lead concentrate, and a zinc concentrate were produced. Ores The Black Bear is a compound fissure vein that has undergone several stages of mineralization. The first important stage is represented by complex ores of copper. lead and zinc in a quartz gangue. Precious metal content in this stage is low. The galenn is argentiferous and varying amounts of tetrahedrite, freibergite and bornite tend to increase the normal copper content represented in chalcopyrite. The zinc occurs as a true sphalerite with little or no iron. Later re-openings of the fissure took place more or less co-extensively with the successive introduction of (I) abundant quartz gangue containing minor amounts of chalcopyrite, galena and sphalerite; (2) free gold in a fluoritic quartz gangue; and (3) barren, low-grade quartz with minor amounts of pyrite as the only important sulphide. The sulphides show practically no oxidation and little mineralogic inter-growth. Because of the common overlapping of these successive stages of mineralization within a given mining area, considerable dilution of the base-metal content takes place, thus lowering the average mill-head grade. Plant Practice Metallurgical testing was started shortly after the Black Bear vein was encountered on Treasury tunnel level in 1944. Laboratory tests showed good flotability of the minerals in the ore and indicated an economic separation could be made of the copper, lead and zinc minerals into their respective concentrates. The success of the separation is close reagent control to maintain a balance between promotion and depression of the sulphides. To maintain this balance reagent consumption for the three metal separation is considerably higher than in ordinary lead-zinc flotation.

Oil and gas development as well as extensive leasing in Kentucky during 1940 has shown a marked improvement over the past three years.$ The most noticeable improvement is the gas development in eastern Kentucky and the deep tests being drilled by major oil interests. In western Kentucky, 406 wells were drilled, of which 173 were oil producers, 12 were gas wells and 221 were dry or abandoned. The number of dry tests was large, because no important, new oil or gas pool was discovered and many of the dry holes could be considered wildcat tests. However, with either oil or gas possibilities from Pennsylvanian formations on through Mississippian, Silurian, Devonian, and Ordovician, this percentage of dry holes seems rather high. Many of the dry tests possibly should have been tested in deeper horizons before being abandoned: namely, Silurian and Ordovician ages. In eastern Kentucky, 213 wells were drilled, of which 113 were gas producers, 61 were oil wells, and 39 were dry holes. Of these wells, 117 were drilled in the most important Big Sandy gas field, in Floyd, Pike, Knott and Martin Counties, and of this number 103 were gas producers, 5 were oil wells, and 9 were dry holes. In the Big Sinking oil field of Estill, Lee and Powell Counties, 70 of the remaining 96 wells were drilled, j6 being oil producers. During 1940, four deep tests were drilled in eastern Kentucky. One test penetrated the Knox dolomite in Knox County and was dry; no St. Peter sand was encountered. Another test in Lee County had some gas in what might be called St. Peter sand, according to the State Department, and also some gas deeper in the Knox dolomite. In Wolfe County, a small oil well was completed in the Ordovician, which was undoubtedly of Trenton age. ilt the present time, four deep tests are being drilled, all of which will go to the Knox dolomite. In Elliott County, on the Burke dome, the Inland Gas Co, is drilling at 3650 ft. In Magoffin County, on the Paint Creek uplift, the Cumberland Petroleum Co. is drilling at 3800 ft. In Clark County, in the Ruckerville fault area, W. 0. Allen is drilling at 1800 ft. In Laurel County, on the Sinking Creek dome, the Globe Oil and Gas Co. is drilling at I750 ft. If production is encountered in the Trenton, St. Peter, or Knox dolomite in any of these tests, eastern Kentucky will experience a marked increase in deep development.

I was asked by the chairman of one of the Sessions on Employment Problems to talk about the viewpoint of the foreign workingman. I am not a workingman. I have never done what a work-hand might call an honest day's labor; that is, I have never been in a factory or manufacturing plant or in a mine, though in truth, hard work and I are well acquainted. I was a soldier, am an engineer, have long been actively interested in the most important waterway construction in the near East, have served politics and diplomacy, written books and lectured at universities. My knowledge of the foreign workingman in this country comes from the fact that my own compatriots here at various times came to me and appealed for advice and help, and last year I was asked by the employment manager of a corporation to undertake a welfare job at one of their plants. I went out, saw the plant, talked with the superintendent and outlined certain of my ideas which he personally heartily approved, but which did not find favor with those higher up. I approach the subject of the foreign workman's point of view with the understanding that the industrial employer's effort is for the maximum of efficiency. I am conversant with labor conditions abroad both in industry and agriculture. What I have learned of industrial conditions in America as they affect the foreign immigrant has been chiefly gathered from the cases referred to of foreign workmen who from time to time have come to me with their troubles. In the course of those investigations, in order to give whatever help or advice was possible, I have been impressed with the fact that the great United States industries evidently had not yet sufficiently recognized the value of studying the conditions of the workingman in the lands of his origin across the seas. A careful study of that which could be called the moral element in connection with its foreign labor would give industry a knowledge of the man's reason for coming, what grievances he brings with him, his hopes for a future, and the peculiar character of his capacities. The employer would thereby be enabled to meet the man, to be helpful to him, to aid him and at the same time promote industrial efficiency, inasmuch as a workman who believes that he is being dealt with humanly and squarely is contented and satisfied and will give willingly, and even with pride, the best that is in him; justice and a 'air deal is all the man wants.

Publication of the article "The Flotation Behavior of Digested Asphalt Ridge Tar Sands" by R.J. Smith and J.D. Miller has confirmed and again spotlighted a most significant and important development in the field of tar sand and heavy oil mining. This is the ability to recover 95% of the bitumen in dry tar sands by a hot water process. The initial investigation by Miller and Sepulveda in early 1978. "Separation of Bitumen from Dry Tar Sands," was the first blockbuster. It is disappointing that there has been so little scientific and industry ackowledgement that the authors laid to rest the long entrenched belief that the sand grains had to be "water wetted" for a hot water process to be applicable. Dr. Miller and his researchers at the University of Utah used slightly different mineral dressing terminology in describing their process but it is essentially the old, established technique of high &lids attrition scrubbing at elevated temperatures with a conditioner or modifier, followed by dilution and froth flotation. Similar techniques were described in detail for other nonmetallic minerals in the mid-1940s by Stuart Falconer of American Cyanamid Co. The authors used a 15-minute "scrub" period (or in their terminology "digester step") at 73% solids and 95OC (203°F) in a 0.3 m solution of sodium carbonate-about 4 kg/t (8 lb per st) of tar sand. Flotation was at 10% solids. Obviously, the scrub is an expensive step with respect to energy input but the high recovery of bitumen appears to justify it. Two basic questions then arise: What are the effects of shorter scrubbing time, lower temperature, and less sodium carbonate? Would a two-stage approach be advantageous? That is, could you get the major proportion of the bitumen with a mild scrub and apply the high power and temperature only to the refractory portion? These variables should be evaluated. Apparently, all results were only for rougher flotation. What would the grade and recovery of bitumen be if multiple cleaner flotation steps were employed? We must concede that a 60.62% grade of bitumen leaves considerable room for upgrading. Finally, it should be noted by all executives who approve funds for heavy oil recovery schemes, most of which are variations of in-situ methods, that mining can yield a 95% recovery of bitumen. That is correct, 95%. Imagine what that does to the total barrels recovered from a heavy oil resource compared with the scrawny 30-35% maximum recovery we are getting now. The conclusion-let's mine heavy oil and tar sands.

In 1774 a Swedish chemist, C. W. Schule, first recognized manganese as an element. That same year Schule's associate, J. G. Gahn, isolated the element manganese for the first time. In 1856 the Bessemer process of steelmaking gave birth to the economic importance of manganese. Later, in 1882, Robert Hadfield discovered high manganese steels. Although the primary use of manganese is in the ferroalloy industry, two additional important uses for manganese are making chemicals and dry cell batteries. Manganese is also vital to plant and animal life. Various chemical compounds of manganese are used in fertilizers, feeds, glass manufacture, paints, varnishes, and for numerous medicinal and chemical purposes. For the study of industrial minerals and rocks, only the chemical and battery grade material is of concern, but for the sake of comparison, metallurgical aspects are included in this presentation. Although currently the world's largest consumer of manganese, the United States is producing only minor amounts of ore at the present time. This is due primarily to the fact that although huge deposits of manganese occur within our borders, all are of such low grade as to be economically unfeasible to mine. For many years various government agencies and segments of private industry have devoted sizable sums of money and time in an attempt to upgrade ores from the various deposits, and also in an attempt to recover manganese from blast furnace slags. In view of current world prices, and the quantity of high grade material available, there is little likelihood that any of these approaches will be found to be economically feasible in the near future. Geology and Mineralogy Mineralogy There are over one hundred minerals that contain manganese. These minerals vary from those with compositions that are predominantly manganese to those having only minor percentages. [ ] Geology From a geological standpoint most manga¬nese deposits are complex. In general, it can be said that all primary deposits of manganese are carbonates or silicates. The most productive and profitable have been those of sedimentary origin and residual concentrations. Examples of these residual types of deposits are associated with the metamorphosed lodes of Madhya, Pradesh, India, and the lateritic deposits of Orissa and Bihar, India; nodules in the residual clays of the Philippine Islands, U.S. southern Appalachians and Arkansas, Ghana, and Brazil. Sedimentary manganese deposits are best exemplified by the Nikopol district of Russia and the Tchiatouri area of Georgia, USSR. Hydrothermal replacements are characterized by the rhodochrosite deposits of Butte and Phillipsburg, Mont. In general, the hydrothermal type deposit has not resulted in any large tonnages being produced, but may have given
