The Maintenance Committee of the Coal Division of the American Institute of Mining and Metallurgical Engineers is presenting with this report the first of a series of cost comparisons which it plans to present the Institute. The plan is to assemble maintenance cost on all equipment connected with mechanical operations at the face of coal mines, to arrange these costs by districts, to make comparisons between districts, and within districts. This particular report covers data with respect to mobile loading machines, including both "on-track" and "off-track" equipment. It is anticipated—in fact, considerable data have already been accumulated—that next year complete maintenance costs by districts can he presented for complete loading units, including the various classes and combinations of on-track and off-track equipment. Data have also been collected with respect to some phases of maintenance methods and certain recommendations of the committee are included dealing with maintenance problems. In the assembly of these data more than 120 questionnaires were sent to operating companies throughout the United States. At the time the report was written 33 questionnaires had been returned with completed information and an additional group of companies had written that the information requested was not at present available but that they hoped to have such information available in the not far distant future. Kennecott Copper's mining activities in Arizona are conducted by the Ray Mines Div., located in Ray, Ariz., in the Mineral Creek mining district about 60 miles southeast of Phoenix. The Ray orebody lies in a mineralized zone belted on the east, west, and north by well defined faults. The orebody consists principally of schist with intrusions of quartz porphyry and diabase. The dominant ore mineral in the schist and quartz porphyry is chalcocite, with some native copper, and in most areas the orebody has been heavily oxidized. In the diabase the dominant ore mineral is chalcopyrite. Ore deposition in the schist portion is very erratic, with no apparent structural explanation. In 1873 silver prospectors opened the mining district, but it was not until 1899 that an English company made the first major attempt to exploit the copper deposits. This venture failed because of improper sampling and limited development work. In 1904 D. C. Jackling, Seeley Mudd, and Philip Weiseman became interested in the Ray Copper Co. and the Gila Copper Co., which later merged as Ray Consolidated Copper Co. In 1926 the Nevada Consolidated Copper Co. took over Ray Consolidated and in turn was taken over by Kennecott Copper Corp. in 1933. The extensive program of surface and underground development and exploration begun in 1907 continued through successive changes of management and ownership to the present time.

In February of this year at the Washington, D.C., hearings of the Interior Department on the Alaska pipeline, the author was amazed to hear speaker after speaker oppose not only pipline construction but any development whatsoever in the State of Alaska. In one case, a man objected to development in Alaska because his neighbor in Maryland had cut down some shade trees. Another man recited at length from the poems of Robert W. Service. While it seemed inconceivable that such thoughtless opposition should have any effect, a check with the offices of some congressmen showed that mail was largely against any development of Alaska. In the barrage of words and redundant phrases directed against Alaska, it is difficult to find a thought worthy of study. Fortunately, there is a statutory guide towards resolution of the problem of development versus non- development. This law, the Environ- mental Protection Act of 1969, has indeed given much of industry the jitters; copper smelters see no way to comply with the new sulfur- emission standards, the Alaska Department of Highways estimates that the Act has nearly doubled the cost of planning and engineering for highway construction. In spite of these and many other troubles and costs, the Act provides a sound legal basis for defeating nihilistic emotions and, since Alaska is relatively undeveloped, adoption of environmental safeguards will be simpler than correcting longstanding abuses.

Demands on available lands will continue to increase due to the projected population increase and industrial expansion. Though there is an upper limit on available lands, the multi-use nature of the lands will make it possible to meet these demands. However, this will not happen without adequate planning. Land uses can be broadly categorized as nonrenewable and renewable. Lands with minable resources can be dedicated at some Point to the extraction of resources. Such a dedication, however longterm, is only temporary because of the nonrenewable nature of the minable resources. The land will be available before and after mining for other uses. Planning for such lands must have the objective that, as far as practicable, no nonrenewable uses are preempted and no renewable uses are permanently destroyed. This paper addresses primary aspects of this planning process. These aspects include a discussion of planning responsibility, data needs and availability, the integration of mine planning and post-mining land use planning, and a long-term plan for resource conservation and utilization. Minerals, with agriculture and forest products, are the primary sources of wealth. Therefore, to amid land development that may preempt future mineral resource utilization, local planning groups must be aware of the mineralization and mining potential. Much work needs to be done to identify and characterize the mineral resources. Even more land use planning is needed for lands with mineral deposits.

The effect of the height of a retaining-wall-supported berm on the slope stability of an idealized mine-tailings dam was investigated. The material in the dam was idealized as a two-layered system with the phreatic surface delineating the boundary between the layers. In each layer the tailings were assumed to be homogeneous and isotropic. The effect of variation in height of the berm was examined for tailings dams with three different, commonly occurring slopes. The stresses and displacements were obtained using the finite element method. An incremental analysis technique was employed to simulate sequential construction of both the tailings dam and the retaining-wall-supported berm. A one-dimensional element was used to represent all interfaces and discontinuities in the finite element model. Assuming a hyperbolic model, the nonlinear stress-strain relationship for the tailings was approximated using the method of successive increments. The stresses obtained in the finite element analyses were used in conventional slope stability analyses assuming circular failure surfaces. The results of the study show that the use of a retaining-wall-supported berm is an effective means of improving the stability of a tailings dam. This increased stability is greater for dams with steeper slopes. In addition, the increase in factor of safety is particularly notable for berm heights less than 25% of the height of the dam.

(written discussion).-There is no reason to doubt that the relationship between the rate of flow and the impelling force of all fluids can be expressed by a general typical equation . that takes cognizance of all relevant factors such as density, viscosity (or its reciprocal mobility) and nature of channel-walls. Most fluids that are commonly conveyed by flow in confined channels are so highly mobile that they may be considered non-viscous, hence for these fluids the factor of viscosity does not need to appear in the equation. Water is the outstanding example of this class of fluids and its dynamic behavior has been so thoroughly investigated that proven formulas pertaining thereto, be they rational or empirical, would naturally serve as prototypes for the other non-viscous fluids. As non-viscous fluids can be classed all gases and vapors, most unsaturated aqueous solutions, gasoline, alcohol, etc. Viscous fluids comprise those that have a sluggish flow such as most. oils, tar, molasses, etc., the high viscosity of which is due to shearing resistance between molecules; a force that must be taken into account in figuring the flow of fluids of this class.

AS A whole, engineering schools have not awakened A to the fact that the workmen compensation laws passed in most of our states between 1914 and 1917 effected a quiet but none the less real revolution in. the relations between labor and management; no longer are industrial accidents unfortunate or careless happenings over which we feel a humanitarian interest and sorrow, they are a cost of the process and the finished product, as vital as improved design and increased efficiency. Last year the writer and others made a committee report to. the American Institute of Mining and Metallurgical Engineers on the cost of accidents in the coal industry of Pennsylvania. Comparatively the accident record in Pennsylvania coal industry is not high, yet the direct compensation cost plus the interference with operation cost of accidents was over 5 per cent. of the total cost of producing the coal. This stands out more vividly -if you realize that about 70 per cent. of the' cost of producing the coal is for payment of labor, wages that are fixed and over which engineering efficiency and management skill have little or no direct effect. This leaves 30 per cent. of the cost chargeable .to hoisting, haulage, overhead 'and other items subject to engineering control. One sixth of this is due to cost of accidents. Surely a direct place 'for an engineering attack.

There have been no major field developments during 1935. Operations have proceeded normally on the company's three producing fields, Masjid-i-Sulaiman, Haft Kel and Naft-i-Shah. The refinery at Kermanshah was commissioned in September, 1935, with a rated throughput capacity of 75,000 tons a year of topped crude to meet local requirements. Crude production from the Masjid-i-Sulaiman and Haft Kel fields is tabulated below: Masjid-i-Sulaiman Field.—The flowing lives of wells have been extended by (I) a process of acid treatment, thereby reducing the bottom-hole pressure differentials, and (2) by reducing the back-pressure. Optimum producing conditions for individual wells have been determined as a result of an experimental study of the amount of available energy in the reservoir crude and of energy losses in flowing wells. The return of surplus products to the reservoir has continued to be a satisfactory economic operation and the crude throughput capacity of the topping plant has been increased. The viscosity of residue returned to the reservoir is reduced before injection by regassing at 35 lb. per sq. in. absorption pressure with surplus gas. The pressure in the gas dome is falling at the low rate of one pound per annum. Haft Kel Field.—The delimitation of the main structure has proceeded; the oil-bearing area so far proved being about 50 square miles.

Since the beginning of the 20th century the world has been trying to find a new political system, even as it did at the end of the 18th century. The French Revolution instigated the destruction of absolute monarchies when Napoleon unwittingly showed the masses the advantages of freedom, as opposed to the abuses of unlimited power by the imperialists. In spite of advances in culture, science, and technology during the past 50 years, there is a hangover of laissez-faire economic principles. Failure to divert the trends of minority pressure groups has caused two world wars and is the basis for the current social unrest and turmoil. In the ebullition of ideas there have risen to the surface the dregs of ideas, old and new-Nazism, Fascism, Russian Communism-a hodgepodge of imperialistic, socialistic, communistic and capitalistic maneuverings where state monopoly of capital enables ruthless exploitation of the masses. The United States owes much of its industrial greatness to the work of pioneers in the mineral industries. The task of the pioneer was to locate and develop in a rude way the mineral resources of the nation. Today, mineral industries leaders are still in great demand, but for a different purpose-to direct intelligent utilization of the limited, waning, submarginal mineral resources. The conservation movement, initiated during the time of Gifford Pinchot and Theodore Roosevelt, has gradually taken hold of the popular imagination of the American people; and today, although it is little understood, it is an accepted doctrine. But the subject should not degenerate into cheap and misleading publicity. In the wise development and use of human and material resources lies the answer (Fig. 4). Conservation does not mean the parsimonious and misguided avarice of the miser, but the prudent and intelligent use of all types of resources, and the opening of a way for the use of those potentialities that lie just beyond the horizon and wait for man's constructive efforts to make them available. Conservation consists essentially in not emptying the pools of primary wealth before the minds of men, guided by ingenious research, have found ways to replenish them from sources as yet untapped. To advance successfully along this path, man should be guided by science and by a decent understanding of his obligations to his fellow man and particularly to his children and his children's children. Two pathways branch from this general road. One is the restraining of those spendthrifts who would throw away our national heritage for the sake of a cheap and irresponsible enjoyment of the present. I read Professor Gaudin's paper with great interest and pleasure because for some time I have held that the chemical aspect of comminution is a subject of considerable importance to the mineral dresser and deserves to be thoroughly investigated. It does seem appropriate, however, to emphasize the fact that "fresh" edges and corners produced by the grinding of solids display enhanced reactivity has been recognized and utilized in the development of certain mineral identification techniques. Some of these techniques are worth noting, not only because they might facilitate research in the aspect of mineral dressing under discussion, but also because they emphasize the fact that many mineral species commonly regarded as being very inert can display a surprising reactivity when in the freshly ground state. In 1951 Isakov published a number of tests for the components of certain mineral species which depend essentially on grinding in a mortar a mixture of the material under investigation with a solid reagent. Thus when stibnite, 4(Sb2S,), is ground with sodium or potassium hydroxide, the antimony is revealed by a momentary development of a yellow color which changes in air to orange-red. Other antimony minerals need a preliminary treatment before the test can be carried out. This consists of grinding with aluminium sulfate, ferric sulfate or potassium bisulfate, and breathing upon the resultant mixture.

One of the results of the work of the Committee on Precious and Base Metals is that the present Bulletin is as large as some of. the annual volumes of Transactions of the Institute, and we extend our. compliments and thanks to the Committee and express to the members thereof and to. the authors, who have so bounteously given of their time and information, the. sincere gratitude of the Institute. In order to get all these papers printed and distributed to the membership in advance of the meeting, it was necessary to divide the work between two printers. This accounts for the discrepancy in the pagination of the Bulletin; and we also ask the indulgence of our readers in case errors have crept into this preliminary edition during the period of unusual pressure. Program of the Butte Meeting.-The program of the Butte meeting will include six technical sessions for the presentation and discussion of papers and five half-clay visits to mines and metallurgical works. The following program is practically in final form, with slight additions which may be necessary later. Every effort will be made to have papers presented and discussed on scheduled time, so that members who are unable to attend the entire meeting may so plan their trip as to hear and discuss papers in which they are especially interested.

Competition is the problem and modernization is the solution in today's underground iron operations on the Lake Superior Range. Profound changes in the iron ore picture during recent years have prompted correspondingly great changes in the economic position of the Lake Superior underground mines. To meet the ever growing competition from other lower cost iron sources, underground operators are becoming increasingly aware that the newest advancements in mining technology must be incorporated in their operations. UNDERGROUND POSITION TODAY The extraction of iron ore by underground methods has been going on for many decades in the Lake Superior region, starting in 1872 on the Menominee Range. The number of mines has changed gradually over the years as new ones were opened and old ones were exhausted, but in recent years, the most drastic change occurred from 1960 to 1961. In 1960, there were 31 underground mines operating in Michigan, Minnesota and Wisconsin, but at one period in 1961 only 20 were operating (Table I). In western Ontario so far there has been only some temporary curtailment of operations. Of the 11 U.S. mines which ceased operations in 1961, some may he closed only temporarily, but some will remain closed for our lifetime, at 'east, unless there is a tremendous reversal of the present trend in the iron ore market

No symposium on die casting could be complete without consideration of the methods of formula and impurity control. No consideration of control would be complete without discussion of that new tool of the analytical chemist and inspector, the quartz spectrograph. Just as there is an increased appreciation of the possible applications of the die-casting process and of die castings, so too is there, slowly but surely, of the spectrograph. At present the role of the instrument might well be compared with that of brass or magnesium die castings. Neither is as widely understood or known as they will be. Product specifications are increasing and are getting more explicit and often more rigid. The designer, metallurgist and production engineer or superintendent will be forced to depend more and more on the chemical laboratory. Sampling, as well as analyses, testing and inspection problems will grow. The chemical laboratory must meet its increased responsibility and use of the spectrograph will become more common. Advantages of increased precision, greater speed, lessened labor and often lower costs cannot be ignored. It will be the purpose of this paper in part to outline the respective fields of chemical and spectrographic analyses and to indicate where one may overlap the other and in part to indicate certain possible sources of contamination of zinc-base die-cast alloys in particular.

Uranium is an incompatible element with respect to the major rock-forming minerals crystallizing from granitic magma, entering instead trace minerals such as zircon. The relationship between the saturation limit (SL) for such a mineral and the bulk distribution coefficient (Do) for U is central to understanding the distribution of U and its availability to late-stage fluids that can form ore deposits directly, or labile U that can be remobilized later. Low SL values imply early crystallization of zircon, but in very small proportions, minimizing Do and maximizing the degree of enrichment of U in late-stage fluids. Thus, granitic rocks with low Zr contents (due to a low saturation limit for zircon) are most likely to evolve U-enriched differentiates; this will be reflected in a high U content of the zircons (but not necessarily high U abundances in whole-rocks). Thus, the ratio of the U content of zircon to the Zr content of the corresponding whole-rock is potentially a very useful parameter in identifying granitic rocks most likely to have U-enriched solutions associated with them. The granitic rocks associated with the U deposits of the Midnite mine area, Washington, have geochemical characteristics that fit the model presented very well. The rocks are very low in Zr (100 ppm) and contain zircons with extremely high U contents (3,000-4,000 ppm).

The most extensive oil shale development program ever undertaken in the United States has been that carried out by Colony Development Operation at Para- chute Creek in western Colorado. Field development goals were completed this spring, with the remainder of the $24 million joint venture program, primarily engineering, environmental and economic analysis, due to be finished by the end of 1972. Upon completion of the overall program, a decision concerning a commercial venture is expected. This program points up the increasing attention being focused on oil shale as a source of crude oil and energy for the U.S. at a time when the nation's supply of oil produced by conventional methods is far from adequate to meet the demand. The oil shale reserves of the Green River formation in Colorado, Utah and Wyoming are the largest hydrocarbon reservoir. The Piceance basin of Colorado, alone, contains some 80 billion bbl of shale oil recoverable by modern methods in reserves more than 30 ft thick and containing at least 30 gal of oil per ton. The U.S. Geological Survey has estimated that the total shale oil reserves of the Green River formation in the states of Colorado, Utah and Wyoming is more than 600 billion bbl of oil in deposits containing at least 25 gal per ton of shale oil.

The phase diagram of the Zr-H system over the range 0 to 65 atomic pet was determined by high temperature X-ray diffraction methods. Results show a eutectoid between a zirconium and the hydride phase. The eutectoid temperature was established at 560±10°C with a eutectoid composition of 42*3 atomic pet H. The hydride phase of the lowest hydrogen content is stable only above the eutectoid temperature, but is formed and retained in a metastable state during reaction of zirconium with hydrogen at temperatures below 560°C. One hydride phase is indicated that exists over the composition range 55 to 65 atomic pet H. RECENT increase in the industrial importance of zirconium has stimulated several investigations of the reaction of zirconium with hydrogen. Review of the literature on interpretation of absorption isotherms' ' shows that attempts were made to relate the observations to the room temperature hydride phases reported by Hagg.3 However, more recently Schwartz and Mallett' reported the existence of a new hydride phase, isomorphous with the lower hydride in the Hf-H system described by Sidhu.4 This phase was found adjacent to the metal in a diffusion gradient sample. Metallurgists have, in the last ten years, overcome many difficulties of high zinc in lead blast-furnace slags. This problem was brought to the front at the close of the war, by the price obtained for lead and the high cost of labor, fuel, and flux. The Port Pirie plant of the Broken Hill Associated Smelters, Australia, early in 1919 had increased the zinc oxide in its blast-furnace slags from 13.5 to 20 per cent., at the same time reducing the iron oxide in the slag from 33.5 to 25.6 per cent. These results were obtained by the addition of 10 to 12 per cent. granulated slag to the roaster charge, improved conditions of the crushing, mixing, and roasting of the constituents of the sinter. By experiments and improvements, the practice at this plant has developed a normal slag that carries 22 per cent. zinc oxide, and at times runs as high as 33 per cent. zinc oxide, with only slight furnace trouble. The granulated slag is used not only as a diluent to the sulfur in the roaster charge, but on account of its value as a slag-forming material and the physical properties it imparts to the finished sinter. The ore is mixed with flux and given a double roast. All the first roasting is by sintering with the Dwight & Lloyd machines. The final roasting is performed partly by Dwight & Lloyd machines and partly by H. & H. pots. The charge to the blast furnace consists chiefly of the final sinter, slag shells, siliceous and non-bearing sulfur lead ores. High blast and ore columns are the practice. The greatest care is taken to obtain in the final sinter as low a sulfur content as possible. Attracted by the success of the Port Pirie plant, The Consolidated Mining & Smelting Co. of Canada, at Trail, B. C., in 1920 treated its crushed primary sinter with about 15 per cent. granulated slag. The Trail smelter at this time was short of ore and a large part of the charge to the roasters consisted of the zinc-plant residue having the following analysis: 12 to 16 per cent. lead, 12 to 16 per cent. zinc, and 25 to 30 per cent. iron. The lead in the final sinter was low and the physical condition was so bad that all the sinter had to be screened before it could be charged to the blast furnace. The Joint Session on Continuous Casting, of the Institute of Metals Division and the Iron and Steel Division of the American Institute of Mining and Metallurgical Engineers, convened in the Jade Room of the Hotel Waldorf-Astoria, New York City, on Feb. 23, 1944, at 9:15 o'clock, Carl E. Swartz presiding. C. E. SWartz.—It is gratifying to see so many out at what may seem an early hour for the beginning of A.I.M.E. sessions, but I think this number-—some fifty or sixty of you —is an adequate expression of the interest in these processes all over the United States, and possibly in foreign countries. I would like to ask those who feel that this type of program is of value to you to write or speak to some one of the Institute of Metals Division officers and suggest other topics for symposiums. We have a feeling that some of these current practices are of interest and we believe that under proper sponsorship many of the companies mill be willing to give publicity to processes such as those that will be discussed today. Also, we would like suggestions and criticisms, so that the next ones can be better. The subject of continuous casting is not new, of course. The two papers on the program this morning will adequately cover the history and some of the earlier processes, some of the theory and some of the practice, some of the reasons why these various methods did not work. I was rather interested in discovering, when thumbing through one of the A.I.M.E. publications tile other night, an article on continuous casting. I was not aware that the A.I.M.E. had published any papers on continuous casting, but there may be a number. The one that I happened to find was published in the 1915 volume, on the Mellen rod-casting process, and so we might say this is not the first session in which these subjects have been under discussion. However, there have been many improvements since then in all fields of metallurgical and mechanical engineering; consequently, I think that the papers today will be a little more involved and a little more complete in their technique. The first paper today will be given by one of our gentlemen of the press, who has done one of the outstanding jobs in this country in calling to our attention some of the newer processes that are being considered and being used in the metallurgical indus-
