IN this paper I desire to embody the results of some personal observations of the working of the Siemens direct process as I witnessed it for a part of three days at the works of the Siemens-Anderson Company, in Pittsburgh. This preliminary investigation was to have been followed up by one extending over a considerable period of time, and would have embraced analytical and physical tests. Circumstances over which I had no control, resulting in the temporary suspension of work, have postponed the presentation of a complete paper. If the opportunity is afforded me, I purpose doing this at a future meeting of the Institute. To those interested in the development of the process, reference is made to the papers of Dr. Siemens in the Journal of the Iron and Steel Institute for the years 1873 and 1877, and to the paper of our late lamented brother, Holley, in the 8th volume of the Transactions of our own Institute. Dr. Siemens, in the introduction to his paper "On the Manufacture of Iron and Steel by Direct Process," read before the Iron and Steel Institute in September, 1877, says: " In mixing comparatively rich iron ore in powder with about 25 per cent. of its weight of pounded coal, and in exposing this mixture for some hours to the heat of a common stove or of a smith's fire, metallic iron is formed, which, on being heated to the welding-point on the same smith's hearth, may be forged into a horseshoe of excellent quality. The admixture with the ore of some fluxing materials, such as lime or clay, will, in most cases, be of advantage to rid the iron of adherent slag." This is the keynote of the Siemens direct process. Dr. Siemens says further: "If we regard the production of wrought iron from an abstract point of view, we perceive that we have to accomplish two things, viz., the deoxidation of the ore, and the fusion of the earthy matter .mixed with it; and if we calculate the amount of carbon necessary to accomplish this end, we shall find that in using, say, hematite ore, consisting of peroxide of iron with from 10 to 15 per cent. of silica, we shall require barely 40 per cent. of carbonaceous matter per ton of iron contained in the' ore to effect its reduction, and also the fusion of the slag."

SOME time ago the writer needed a cheap, light, and portable hydraulic lift or crane, that would be universal in its application, and that might -be suspended from crane-arms, overhead tramways, beams, etc., and serve all the uses of ordinary hydraulic cranes. This was accomplished by the use of a closed cylinder of wrought-iron hydraulic pipe, provided at its top with the ordinary gland and stuffing-box, through the centre of which passed another similar pipe of slightly smaller diameter, forming in effect the ordinary plunger of the regular hydraulic crane. Over the top of this centre pipe or plunger or piston a disk of iron is placed with two arms projecting several inches from the rim, as may be required. Through these arms long iron rods pass, one on each. side, and are fastened in place by nuts screwed to a bearing immediately above and below the disk. These rods also pass through the enlarged head of the lift down through a casting which closes the bottom of the cylinder, which, at the same time, gives them a bearing, and they terminate at a point below the casting equal to the height of the lift of the crane. The rods at this point pass through a disk similar to the top disk and are similarly secured in place. A common hook arranged with a swivel passes through the centre of the disk, and on this hook the load is suspended. For a stationary hanging crane the apparatus is suspended by two rods passing through the head of the lift in similar manner to the two already described, at right angles to the first, and of sufficient length to let the first set play between them and rise to the full height which the plunger will allow. The second set of rods terminates in an iron disk similar to the one at the bottom of the first set, and a hook through this in turn suspends the entire apparatus. In order to adapt the lift to an overhead tramway, single or double, in place of the suspending rods, a projection or offset is arranged on each side of the head of the lift and a journal cast in, allowing the lift to be suspended on pivots arranged as follows

In my address on the " Geognostical Relations of the Metals," delivered before the Institute on the 20th of February last (Vol. I Transactions, p. 331), I spoke of the rocks in the vicinity of Thunder Bay, Lake Superior, where I indicated two series of uncrystalline rocks resting upon the Huronian schists, the lower one consisting of dark-colored argillites and sandstones overlaid, apparently in slight discordance, by nearly horizontal red and white sandstone and marls, which were compared with those of Sault Ste. Marie, and those of the Portage Lake district, on the south shore. These latter sandstones, according to Brooks and Pumpelly, overlie uncomformably the Keweenaw series of copper-bearing amygdaloids, sandstones, and conglomerates, and are in turn overlaid by the Trenton limestone. I then proposed to call this lower series of Thunder Bay, that is to say, the dark-colored argillites and sandstones which are traversed by the silver-bearing lodes of that region, the Animikie group. Shortly after the publication of that address I received an abstract of a paper on the geology of that region by Professor Robert Bell, read before the Montreal Natural History Society, February 24th. He there confirms the statement made in my address that the gold of Lake Shebandowan occurs in the Huronian, which is also seen to be cut by the silver-bearing lodes just mentioned. Professor Bell, in this paper, proposes to designate both what I have called the Animikie group, and the overlying red and white sandstones, by the name of the Nepigon group, for the reason that the upper series is best displayed about Lake Nepigon. This latter series is by Logan supposed to be overlaid by the copper-bearing amygdaloids with conglomerates and sandstones of the north shore (apparently identical with those of Keweenaw); and the whole together, inclnding the Animikie group, constitute his Upper Copper-bearing group. These copper-bearing strata are by him supposed to be overlaid by the red and white sandstones of St. Mary, which are apparently the same with those sandstones which, according to Brooks and Pumpelly, overlie unconformably the similar cupriferous rocks of Portage Lake, and are, in their turn, overlaid by the Trenton limestone. Thus the sandstones which at Thunder Cape overlie the Animikie group are by Logan placed in the midst of the Upper Copper-bear-

Discussion o f Papers. Meetings of the Institute offer opportunity for social acquaintance and exchange of ideas, for the--presentation of papers, and-for discussions. thereon ; also incidentally for viewing under especially favorable conditions mining operations and industrial establishments, and for hospitalities which demonstrate the brotherhood clue to kindred interests. Placing sociability prominent is not to be assumed as relegating other features of meetings to subordinate positions; but during about 40 years of membership in the Institute, the value of acquaintances formed (often ripening into close friendship), and the interchange of data, have frequently demonstrated that the social feature of meetings is of great and lasting value to the membership. Of a roll embracing 4,011 members, resident in all parts of our country, and scattered in various portions of the world, only a small fraction are able to attend meetings, even if the localities selected are alternately widely separated. Hence, the return which most members receive for their annual assessment of dues is limited to the publications issued, and the credit of being recognized as a. member of a great and worthy organization. The greater the value of the contents of our publication, the fuller the return which goes to members. While the Institute disavows responsibility for views or statements made ill papers which appear in its Transactions, the fact that these contributions, after passing proper censorship, are accepted by the Institute and spread before the world may properly be received by the writers as endorsements of their (the writers') ability to present a specific technical or industrial proposition worthy of being carefully read. But the mere presentation and publication of contributed papers falls short of fulfilling one important feature of our meetings. If the purpose is confined to having the writers' views, discoveries, theories, or methods published, this can be obtained through the technical or trade journals and magazines. The true value of a paper presented at a meeting of the Institute may often be gauged by the discussion which it encourages, although there are contributions of decided value which do not especially invite discussion. However, most Of the papers offered contain statements apt to encourage criticism or elaboration by others whose experience or knowledge, or both, assist in combating or endorsing statements made.

A national budget system, which engineers have long regarded as essential to the proper conduct of our fiscal affairs is at last being seriously considered by. Congress and seems likely to be adopted in some form. Several, bills and joint resolutions have already- been introduced but the measure that seems how to attract the 'most attention is H. R. 1201 introduced by. Representative Good, Chairman of the House Committee on Appropriations. This ,bill provides for the creation of a Bureau of the Budget in the office of the President, to which full information shall be furnished by all Departments and other Governmental agencies concerning powers, duties, financial transactions, business method's, etc. A change, is made in the fiscal regulations in that the Departments shall hereafter submit their fiscal estimates to the President instead of to the Secretary of the Treasury, while the latter official shall submit estimates of the public revenues and the condition of the Treasury. Two budgets are, provided for:, The first, or regular, budget shall contain a balanced statement of the resources and liabilities of the Government and the revenues and expenditures, actual or estimated as the case may be, for the preceding, current, and ensuing fiscal years. The President is further, authorized to submit his recommendations as' to how the heeds of the Government should be met, and such further data regarding the financial affairs of the, Government as he deems proper. The second or alternative budget shall make known the essential facts regarding the condition of the Treasury and what, in the opinion of the President. are the revenue, and expenditure needs for the ensuing fiscal year, to be prepared in such form as the President shall deem most appropriate. The bill' abolishes-the offices. of Comptroller of the Treasury and all -the Auditors for the several Departments, and substitutes therefore an Accounting Department, an establishment independent of the Executive Departments, under the direction of newly created officer to be known as the "Comptroller General of the United States" whose powers shall comprise all those now conferred on the Comptroller of the Treasury and the several Auditors and, in addition thereto, the investigation at the seat of Government or elsewhere of all matters relating to the receipt or disbursement of public funds, concerning which report shall be made to Congress at the beginning of each regular session, containing recommendations concerning the legislation deemed necessary to the accurate rendition and settlement of accounts.

It is increasingly evident that the excellence of blast-furnace operation to a great extent depends upon the preparation of the products fed into the furnace. The preparation of these products is carried on largely in the roasting and sintering departments. Prior to the building of flotation plants in Utah and other western states for the treatment of lead-zinc ores, the gravity concentrates received at the Midvale smelter amounted to about 4000 tons per month, containing 24 per cent. lead and 10 or 11 per cent. zinc. This product was about 20 mesh—that is, 45 per cent. of it would be plus 20 mesh and the balance minus 20 mesh. About 1000 tons of pyrite per month, containing 5 per cent. lead and 10 per cent. zinc, was also received. These products were sent to the multiple-hearth roasters for calcining, after which they were sent to the Dwight-Lloyd machines for sintering with other ores. The sintering charge passed over the machines but once. The first flotation products received consisted of a wet, sticky, muddy mass, containing a large amount of moisture, up to 19 or 20 per cent., and it was almost impossible to feed them with any degree of regularity, if at all, through our standard feeders; but the amount of flotation product received during the first year or so was relatively small and it virtually lost its identity by being mixed with a large amount of jig and table concentrates. As the quantity of flotation products increased, more efficient filtering was accomplished and the moisture greatly reduced. Flotation Products Received At the present time the Midvale plant receives about 4300 tons per month of flotation product running 60 per cent, lead and 4.5 per cent. zinc, 85 per cent. of which is minus 200 mesh and contains about 8 per cent, moisture; and 4000 tons per month of pyrite of similar fineness, running about 2 per cent. lead and 3.5 per cent. zinc, containing about 10 per cent, moisture. The lower moisture greatly reduces the difficulties of handling, making it possible to run a 100 per cent. flotation feed on a multiple-hearth furnace without serious mechanical troubles. (San Francisco Meeting, September, 1915) DURING the year 1878-79, Anton Eilers, who was then interested in the lead smelting and refining business near Salt Lake City, Utah, made a somewhat radical departure from the regular practice at that time, which was to use but little lime in the slag, with a high percentage of iron. Lime was not only a cheaper flux than iron, but it enabled the metallurgist to make a more siliceous slag, an economical advantage in smelting where the smelting companies had to purchase either iron or lime to neutralize the excess silica, and penalize the ore shippers accordingly. The larger amount of both lime and silica in the slag also made it of lighter specific gravity, and a better separation of the metals and mattes was secured. This change in the formation of slags for lead smelting was brought about by Anton Eilers, prior to the Leadville mining excitement of 1879. We must also give Mr. Eilers credit for the general introduction of the hollow water-cooled cast-iron jacket for the blast furnace. Again referring to the use of more lime and less iron in the formation of slags,. there is no doubt but that it prevents the formation of a great many so-called "sows" in the lead crucible, such as were made in the early history of lead smelting in the Rocky Mountains; these sows consisted of lead, iron, arsenic, sulphur, copper, and other metals, including gold and silver, mixed with unconsumed fuel, and often, after vain attempts to cut them up or melt them to a suitable size for handling, were buried in the slag clumps to get them out of-sight. Another advantage derived from the adoption of high-lime slags. when smelting ore containing arsenic is the production of less speiss (a by-product heavier than matte, resulting from careless operation of the furnace, the lead being driven out of the crucible and sows built up). This speiss, while usually not as rich in precious metals as matte made at the same time, is too valuable to be thrown away; but it is difficult to treat, and it was thrown away or piled on the slag clumps in the pioneer clays of lead smelting in this country.

Discussion of the paper of L. C. MORGANROTH, presented at the New York meeting, February, 1916, and printed in Bulletin No. 110, February, 1916, pp. 475 to 481. DAVID B. REGER, Morgantown, W. Va.-I notice in the third paragraph of the first page of the paper, that in mentioning the clays of the Pottsville series, the author says: "The bed of clay found in the latter formation is unique in that flint clay is practically restricted to it. (A variety of flint clay is occasionally found in these upper deposits but this is in such small amounts as to be negligible."). If the author wishes to confine himself to the fire clays of Pennsylvania, as the title seems to indicate, I have nothing to say, but if he wishes to include a discussion on fire clays of the adjoining States which the. subsequent paragraphs of his paper seem to indicate, then I wish to call attention to the fact that there are large and extensive deposits of fire clay in the Allegheny series, immediately overlying the Pottsville in the northern counties of West Virginia. These fire clays have been studied carefully, and described in several reports of the West Virginia Geological Survey, first in the report on Ohio, Brooke, and Hancock Counties, in the northern part of the State; described later ,in the report on Monongalia, Marion, and Taylor Counties, and in the report on Preston County, which followed. In these latter counties (Monongalia, Marion, Taylor, and Preston) there are some beds of fine fire clay, varying in thickness from 6 to 10 or 12 ft., with a content of only 2 or 3 per cent. of fluxing ingredients, and these are of the typical Savage Mountain appearance and also have the typical Savage Mountain fracture. They have been prospected, but not mined a great deal. Several of them have been tested in blast furnaces and furnaces for other purposes, in glass-manufacturing plants, also for firebrick, arid have been found to be very good. They are simply awaiting development, and I merely want to call attention to the fact that there are plenty of them in the Allegheny series still above the Pottsville in West Virginia. There are two or three valuable seams which I have seen in person and have had analyzed in our laboratory.

Pennsylvania will be remembered, as long as oil is produced, as the cradle of the industry of petroleum in North America. It was on Oil Creek, near Titusville, Venango Co., that Col. Edwin L. Drake, superintendent for the Seneca Oil Co., brought in the first commercial oil well on Aug. 28, 1859. Great difficulty was experienced in getting the well down to the producing depth of 69 ft. (21 m.) with the spring-pole system then in vogue for punching shallow water wells, so the novel expedient of driving an iron tube through the surface clays and quicksand was finally resorted to. The well had an initial yield of 25 bbl. a day on the pump, but soon went off, though 2000 bbl. were produced by the end of the year. With the Drake well a success, a young industry sprang into being, the rapid growth of which has been second to none in the country and the value of whose product is only surpassed by that of coal. For years the only producing territory, the Pennsylvania-New York field attained its greatest production in 1891, when the bringing in of the McDonald pool, between Pittsburgh and the West Virginia line, gave a total of over 33,000,000 bbl. At present the field, combined with West Virginia and southeast Ohio, gives 25,000,000 barrels. Geology and Stratigraphy In general, the Appalachian field is a huge geosyncline, the axis of which runs roughly northeast-seuthwest, from north of the New York state line south through Brookeville, Kittanning, Pittsburgh, Washington, through the southwest corner of the state of Pennsylvania into West Virginia. Minor folding has accompanied or followed the dominant fold of the field, and it is from these structures near the Pennsylvania-West Virginia line and their influence on the accumulation of oil and gas that I. C. White, state geologist of West Virginia, obtained his evidence for anticlinal guidance of prospecting. Many horizons in the geologic column of the field serve as reservoirs, and there arc several pools that have wells producing side by side from different and widely vertically separated strata. THE discussion of production control at the Insti-tute's annual meeting was profitable in that it started some thinking. One pertinent question there raised was how the opening of new mines, whose now unneeded output would inevitably react on prices, could be postponed until the market was ready to ab-sorb their output. In transportation some restraint is being exercised on building new and unneeded fa-cilities, but in production no general solution of the problem has been offered. Yet in a special field of new development of increasing importance a quick and easy solution has been suggested. I refer to the leasing of mineral deposits on the public domain. The report of the United States Coal Commission says: "In its possession of approximately 60,000,000 acres of public coal lands the Federal Government has its own responsibility in restraining overdevelopment. The Department of the Interior, which has control of these lands under the leasing law, construes the law as giving the department no discretionary right to refuse applications for leases regularly made by qualified citizens or corporations for coal deposits on the pub-lic domain. It presumes, that the applicant believes there is a need for an additional coal mine in his local-ity and expects to find a market for the coal produced. Overdevelopment, however, is a fact in the West as well as in the East, and wherever present involves needless investment and excessive costs of operation. Plainly, the leasing law should be so amended as to give the executive department full discretion in its approval of the opening of a new coal mine on the, public domain, making that approval contingent on the showing that the new mine would serve the in-terest of the consuming public." A similar view of the Federal Government's re-sponsibility in restraining overdevelopment of its oil lands has been presented by the Federal Oil Conser-vation Board. The leasing law vests little or no dis-cretion in the Secretary of the Interior, who must grant a lease to a qualified applicant regardless of any obvious country-wide condition of surplus produc-tion. This wide-open invitation to exploit and dissi-pate the people's own oil resources could be restricted by simple legislation, although as remarked by the board, such a legislative remedy for a plain economic ailment "does not evoke popular support when its purpose is avowedly to put the brakes on development of natural resources."

DURING the past decade, considerable work has been carried out on various cermet systems in an effort to produce materials suitable for high-temperature applications in gas turbines. Most of the materials have not, as yet, met the requirements of the engine manufacturers, primarily because of their lack of room-temperature ductility and thermal shock resistance. In the field of tool materials, however, although ductility is still of prime importance, much has been accomplished by improving design parameters and the quality of carbide materials with a view to using cermet compositions successfully. The systems described in this paper were designed primarily for application in this field, although their development was a natural outcome of work on similar compositions designed for high-temperature service. In steel-bonded titanium carbide, the steel binder imparts heat treatability to the system while the carbide provides abrasion and wear resistance. Combining the carbide and the steel matrix in carefully controlled proportions results in a composite material which, when the steel is hardened, has man of the properties of cemented tungsten carbide. In the annealed condition, this material can be readily machined by the conventional chip-removal techniques. Titanium carbide has certain distinct advantages over many of the other carbides when combined with a steel matrix. It is among the hardest of the carbides and is one of the most stable. Liquid iron wets titanium carbide, and this wetting assists in the formation of a dense cermet. Once the composite structure has been formed, the titanium carbide acts as a relatively inert phase during the heat treatment of the matrix. PREPARATION OF ALLOYS The steel-bonded titanium-carbide materials described in this paper were prepared by the liquid-phase sintering technique. The titanium carbide used had an average particle size of 6 to 7 p, a total carbon content of 19.4 pct and 0.35 pct free carbon. This was blended with the elemental metal powders by ball milling them together in a hexane medium. After drying, paraffin wax was added to the blend to provide green strength in the pressed briquettes, and compacting was performed at 15 tsi. Liquid-phase sintering was carried out in vacuum at temperatures which depended on the chemical composition of the system involved, but which were usually around 2640° F. The ('slot" system of mining in use at the Golden Queen mine, Mojave, Calif., does not involve any new mining methods. It is, however, a new combination and adaptation of several stoping systems in common practice. The first plans for stoping operations at the Golden Queen mine called for ordinary shrinkage stopes. The hanging wall of the vein, where exposed, is a very hard felsite with a dip varying from 50° to 70°. The vein itself is quartz, shattered and fractured enough to make it easy to drill and blast to a clean hanging wall. There is no well defined footwall. The footwall limits had to be determined by assays as the metal content faded out into the felsite. Two shrinkage stopes, each approximately 200 ft. long, were laid out and started on the 200-ft. level. One of these stopes, varying in width from 8 to 18 ft., was carried on up to the top limits of the ore, approximately 120 ft., without a break in the operation. The shrinkage system proved entirely satisfactory and low costs resulted from this operation. In the final drawing of this stope, two timbermen followed down on the ore, scaling the hanging wall clean of small fragments and placing an occasional long stull from foot to hanging wall where it was deemed necessary. Few such stulls, however, were required. The hanging wall stood up very well until the stope was entirely emptied of ore. Waste fill was then put into the stope by the glory-hole method, through a waste raise that had previously been run to surface from the middle of the stope. The second shrinkage stope ran into difficulties about 35 ft. above the sill floor. Up to this point the maximum width of the ore had been about 15 ft. The ore suddenly widened into the footwall to a distance of 40 ft. in the north end of the stope. In extending the stoping operations over this, width, it was soon found that the vein material would not arch and support itself. Drilling in this end of the stope was then entirely too hazardous, and all operations were stopped. I. INTRODUCTORY METALLURGICAL research has discovered many an alloy possessing properties not combined in any single metal, and progress still consists chiefly in the investigation and utilization of alloys. In the case of iron, the demands of automobiles, high-speed machines and high-duty engines have led to the production of special iron alloys which will meet any reasonable specifications in that field. In like manner, the bronzes, brasses and other alloys of copper have been brought to remarkable perfection, and for nearly every industrial purpose some alloy has been found more suitable than the pure metal. Less complete success has attended the attempt to find substitutes for gold, platinum, and the other precious metals. Indeed, it is not likely that a material can be produced which will possess all the properties of any one of them; yet it is reasonable to hope that, for any given use, the properties required may, be found in some less expensive material. Thus, in incandescent electric lamps, the wire passing through the thick glass neck of the bulb was, until recently, almost universally made of platinum, for the single reason that no other known material, suitable as a conductor, had the same coefficient of expansion as glass. But a comparatively recent investigation of the iron-nickel series' has shown that alloys of those metals may be produced, the coefficient of expansion of which can be accurately controlled between that of iron or nickel and zero. Thus, in that particular industry, a substitute for platinum has been found. According to statistical reports, not only considerable quantities of gold and iridium, but also more than one-third of the annual supply of platinum, are used (and, in the nature of the case, irrevocably lost) by dentists. Electricity, as normally thought of by a layman's definition, is a man- made force that has no color, no odor, is not visible, cannot be heard, yet man can control it and make it perform his work for him. A person dare not cheat on it, for it then will master him. It has laws, rules, and regulations that must be strictly adhered to if it is to perform in the safest, most reliable, and economical manner. In the early days of coal mining the power source was man himself. Later man employed steam and compressed air to reduce his muscle power requirements needed in the extraction of coal. By the turn of the 20th century, electricity had become the most common source of power for the coal industry. Steam and compressed air are still found in use in isolated cases today for specific applications; however, they are rapidly being replaced by electricity. Electrical laws and regulations are quite extensive and somewhat complex for the proper generation and use of electricity. Man-made laws, rules, and regulations for the care and handling of electricity, designed for man's safety, are rigidly enforced by Mine Safety and Health Ad- ministration (MSHA), as well as the various state departments of mines. BACKGROUND Until recent years most underground coal mines used direct current exclusively for all movable and for some stationary equipment. Exceptions were for permanent pumps, tipple, fan, and outside buildings where alternating current was normally employed. However, over 60 years ago there were mines with dual systems. Alternating current was used for cutting machines, drills, and pumps ; direct current for locomotives. There were no other machines as these were hand-loading mines. Later, during early mechanization in the 1920s, alternating current was also applied to loading machines at some mines. Use of dual electric systems then declined until fairly recently when
