AT the San Francisco meeting of the Institute last year, I presented, through the courtesy of Dr. James Douglas; some results of experiments on the roasting and leaching of concentrator tailings. After it became apparent that flotation rather than leaching was clearly the better method of handling the particular problem under consideration, before dismantling the experimental equipment, some data were secured on roasting and leaching the concentrate itself in competition with smelting. Some of the results obtained are given in the following paper and they a re of particular interest at this time in. view of the large quantities of flotation concentrates with their somewhat difficult smelting characteristics now being produced. A complete wet process? consists of roasting and leaching the calcines in dilute sulphuric acid produced from the roaster gases, roasting the residue with salt and leaching with dilute tower liquors (the well-known Longmaid-Henderson process) and recovering the copper, silver and gold by cementation or electrolysis or a combination of both. It is evident, however, that the residue from the first leaching, carrying about 20 per cent. of the copper and all of the silver and gold, can be smelted if preferable. In considering the application of the scheme to individual cases, it must be remembered that freight plays a. large part in any reduction process wherein smelting is not conducted at the, mouth of the mine, and that it is not practicable today to build small smelting plants for individual operations. The experiments may be grouped under four main heads: Roasting, leaching, chloridizing residue, and recovery of copper from solutions. The products of two concentrators were used: The Nacozari concentrates were the product of a large modern mill not using flotation, the copper mineral being largely chalcopyrite; and the Tyrone concentrates, the product of an experimental mill including flotation, the copper mineral being chiefly chalcocite. The purpose of this paper is to relate briefly the development of magnetic separation and its extension from the separation of iron into its present use in the nonmetallic field, to suggest possible future extensions of its field of usefulness and its possible cooperation with other separating methods. The engineering design of separating machines, and statistics as to the number of machines in operation, types, their location and production are outside the scope of this paper. Specific data will be given, however, on certain selected applications. A large part of human endeavor consists in separating one thing from another; the good from the bad, the desired from the undesired. In fact, a philosopher might plausibly claim that separating things into categories and choosing between them is the object of thought itself. In dealing with matter, separation is nowhere more inherently necessary to attain our objects than in mining and metallurgy. Both our desire and our ability to make separations are results of the physical differences between things. Gross separations such as removing ore from worthless rock or coal from slate are usually made visually and depend upon form and color, which are physical properties. When the desired and the undesired things are intimately mixed, however, it becomes impractical to select visually even if the individual particles are readily recognizable to the eye, and some automatic way of making the particles separate themselves on the basis of their own inherent differences in physical properties must be resorted to. Some of the physical properties which have been used as a basis of separation are: color, shape, hardness, size, density, elasticity, surface propertics (surface tension in contact with liquids, etc.), electrical conductivity, dielectric constant, and magnetic susceptibility. Differences in these properties are used in the following methods of separation: color sorting, sifting, settlement in air and in liquids, float-sink methods, flotation, electrostatic and magnetic separation.

The subject of this paper is one to which there are many references in the literature but on which few actual data have been published. Such data are here presented showing the absorption of sulfur from producer gas in two open-hearth heats. This absorption occurs during the melting-down stage. Results of analyses of slag and metal samples taken simultaneously from the bath are given. THE subject of this paper is one to which there are many references in the literature on the manufacture of steel in the open-hearth furnace, but few actual experimental data have been published. For that reason, the presentation of results obtained from two open-hearth heats where attempts were made to measure the sulfur absorption will be of considerable interest and value. The two heats on which the experiments were made were Armco ingot-iron heats and differ from the usual open-hearth heat of medium- or mild-carbon steel in that the refining is carried further; in this product the carbon and manganese are reduced practically to traces. Inmost other respects, and especially in respect to the absorption of sulfur from the producer gas, the two heats are typical of usual open-hearth practice. The object of the experiments made on the first Armco iron heat was to determine the fluctuation of the composition of the metal bath and the slag throughout the course of the heat, with especial reference to the variations in sulfur. It was hoped to, determine whether there was an increase in sulfur in the bath from the producer gas and if so at what stage in the process the increase occurred. The experimental method consisted of charging analyzed scrap and pig iron, so that the sulfur in the charge could be calculated. Then, throughout the duration of the heat, metal and slag samples were taken every half hour, beginning as soon as there was enough molten metal to take a sample. THE stratigraphical geology of the vicinity of Buffalo has always been of great interest on account of its bearing on the origin and history of the Niagara-river gorge, between the Falls and Lake Ontario. Recently, however, the character and thickness of the strata which underlie Buffalo have acquired more practical and economic importance on account of their relation to the possible occurrence of natural gas in commercial quantity near the Niagara river. In a paper presented at the Duluth meeting (l887), on " Petroleum and Natural Gas in New york State" (Trans., xvi., 906), I gave a brief description of the four wells which had been drilled by the Buffalo Cement Company between 1883 and that time. One of these wells is 1305 fret deep; and, at the time that my paper was finally revised for the Transactions (June, 1888), it was still an open question whether the drill in this well had reached the Niagara limestone, or had penetrated the Medina sandstones and shales, which latter are boldly exposed in a number of localities in the district, hut more particularly along the Niagara river in the vicinity of Lewiston and Qneenstown. The difficulty in this geological question at Buffalo has lain in the fact that no reliable determination could be made of the thickness of the strata included between the Corniferous limestone, immediately below which the drilling of the Buffalo gas-wells was commenced, and the Niagara limestone. On the other hand, the strata included between the latter limestone and the middle portion of the Medina sandstones and shales, have been minutely measured and studied in the Niagara gorge below the Falls by many American and European geologists. The first reliable section of these strata was constructed by Professor Eaton, and published in 1824 in his report on the Geological and Agricultural Survey of the District adjoining the Erie Canal. This section, extending from Lake Erie to Lewiston, is complete, with the exception that no thickness is given to the Salina or Onoudaga salt group,

The ores now milled at the Midvale concentrator of the United States Smelting, Refining & Mining Co. come mostly from the company's mine in the Bingham district, about 18 miles west of Midvale. Custom ores from this same district and from other western mining districts are also milled at times. The Bingham ores consist of galena, pyrite, chalcopyrite, and sphalerite in a gangue of quartz, quartzite, limestone, and porphyry. The percentage of chalcopyrite is small, usually about 0.5 per cent., while the galena, pyrite, and sphalerite combined constitute about 60 per cent, of the total ore. These three minerals vary considerably in amount and, at times, all three are somewhat oxidized. The ores also contain gold and silver, the former being mostly in the pyrite while the latter is generally with the galena. The crystallization of the economic minerals varies from fairly coarse to extremely fine. The ores are carried to Midvale by the Bingham & Garfield and the Los Angeles & Salt Lake railroads or by the Denver & Rio Grande Western railroad, in 50-ton, steel, full dump cars. The milling problem is to recover the silver-bearing galena, the gold-bearing pyrite, and the chalcopyrite in a product suitable for the lead smelter and containing the least possible amount of gangue and sphalerite and then recover the sphalerite in a product suitable for a zinc smelter. The minerals are recovered partly by water concentration and partly by water concentration combined with electrostatic treatment. Gravity Concentrator The gravity concentrator has a capacity of about 465 tons in 24 hr. The mill buildings are of wood. The mill was built in 1905 to handle approximately 90 tons in 24 hr.; since that time several additions have been built and various changes have been made in the flow sheet. INTRODUCTION IRON-ORE deposits in the Philippine Islands became the subject of official record as early as 1664. Undoubtedly iron ore was known and recognized by the Filipinos long before the earliest Spanish records. It is even possible that the Filipino practice of smelting iron ore is, like the native copper smelting, older than the Spanish conquest of the islands. The first records have to do with the magnetite-hematite ores near the towns of Santa Inez and Bosoboso in Rizal Province, from 15 to 20 miles east of Manila. The magnetite-hematite ores of Bulacan were exploited in 1783. Similar ores near the town of Mambulao in Camarines Province yielded a number of specimens to be exhibited in Spain in 1834. With the exception, then, of the lateritic iron ores on the eastern coast of northern Surigao, the true nature of which was not recognized until 1914, the important iron-ore deposits of the Philippines had all been discovered before the islands came under the dominion of the United States. Indeed, in the Spanish documents relating to the history of iron mining are statements which, if their accuracy be not questioned, leave us in the Philippines today with much less iron ore than the Spaniards found. To quote, for example, a report submitted to the Superior Government in Spain in 1835 by one of its emissaries, Don Lorenzo Calvo: "The Philippine Islands, most excellent Sir, possess iron and exhibit it in nearly every known mineralogical combination, and in such abundance that the cordillera of the island of Luzon, from Montufar Point in San Bernardino Straits to Cape Bojeador, is composed of no other mineral than iron, its ranges, of the third order, being in content and structure totally iron of the best quality, the more valuable in that its combinations are such as to facilitate its fusion and to render its reduction to metal simple."

THE losses of gold and silver occurring during the conversion of the precipitate, resulting from the cyanide process, into bullion may occur in two ways: first, there may be mechanical losses during the handling of the precipitate up to the time that it is charged into the melting furnace; and second, there may be losses after the precipitate reaches the melting furnace. Much of the loss during the handling of the pre-cipitate can be eliminated, and in fact, in modern plants this loss is known to be very small; particularly since preliminary acid treatment of the precipitate with the attendant extra operations has been abandoned in all but certain plants where gold predominates and this extra step is still deemed necessary. The losses in the melting furnace are from dusting and volatilization; losses in the furnace bottom and linings; floor sweepings; and slag and matte. The gold and silver in the: products which do not: go out of the flue are readily recoverable by standard methods, and while there may be considerable gold and silver tied up at times, the ultimate loss with careful "work should be small. The losses resulting from volatilization and dusting in connection with the melting of the silver slime from copper refineries have been determined by standard methods, and the possible recovery: definitely estab-lished through the installation and operation of electro-static precipitation units. This subject has not been thoroughly investigated in connection with the melting of`. cyanide precipitate; at least, there are no published accounts of such tests. Experiments have been made in the past to determine melting losses by weighing and assaying the precipitate, but this method gives results which are uncertain on account of the difficulty of accurately sampling and assaying cyanide precipitate. Attempts to ascertain these losses by bubbling a measured sample of the gas through cyanide solution or, other absorbent have likewise failed to give depend-able results.

Experiments of previous investigations have indicated that calcium-copper alloy, when used as a deoxidizer for molten copper, results in a sound copper casting of good physical and electrical properties. Braden-berg and Wiensl have obtained successful results in casting sound copper using calcium for deoxidizing. Masing2 has obtained deoxidized copper of high density and high conductivity by use of calcium. Pratt,3 in 1907, patented the use of calcium for the deoxidation and degasification of copper. Schumacher, Ellis and Eckel,l in 1929, conducted a series of experiments on deoxidizing copper with calcium. They concluded that so long as there is only a small percentage of residual calcium the mechanical and electrical properties of the copper deoxidized are not impaired, and the deoxidation is thorough. For this investigation, a copper-calcium alloy high in calcium and 10 variously deoxidized copper ingots were prepared. The investigation concerns itself with the casting properties and structure of these variously deoxidized ingots, their working and annealing characteristics, and the resulting physical and electrical properties of the worked materials. Preparation of Special Copper-calcium Alloy and Experimental Ingots For use as a deoxidizing agent, an alloy of copper and calcium with fairly high calcium content was prepared, by melting pure electrolytic copper in a graphite crucible in an ordinary gas-fired pot furnace. The molten copper was kept well covered with calcium chloride slag. Small chunks of calcium were wrapped in thin copper sheet, placed on the end of a graphite rod and plunged down into the molten copper and thoroughly stirred. Upon completion of the calcium additions the crucible content was poured out into a cake about one inch thick. Analysis of this alloy gave 4.4 per cent calcium. Within the past two years, a number of publications have called attention to the double peaks, or stages, that appear in the hardness and strength curves of certain aging alloys. The author has shown the existence of double hardness peaks during the aging of a high-purity silver-copper alloy;' and on the basis of electrical resistance, microscopic, dilation and lattice-parameter measurements, hc concluded that the initial hardness peak occurs prior to precipitation while the secondary hardening is due to precipitation. It was suggested that the general mechanism of age-hardening involves two consecutive processes, the first consisting of nucleus or knot2 formation, and the second consisting of actual precipitation and particle growth. It was further held that the two stages are interdependent, but because of nonuniform precipitation they may overlap each other to an extent that increases as the aging temperature is raised. At high aging temperatures, the effect of the first stage cannot be detected because of the rapid occurrernce of precipitation. The general theory of age-hardening recently presented by Dr. M. L. V. Gayler3 is in close agreement with the picture outlined above. With reference to work done on duralumin, copper-beryllium and copper-silver alloys, Dr. Gayler also concluded that age-hardening takes place in two consecutive steps: first, diffusion (in which the solute atoms migrate to certain crystallographic planes), and then precipitation. However, W. L. Fink and D. W. Smith4 have shown that the double aging peaks that appear in the strength curves of high-purity aluminum-copper alloys may be explained without recourse to pre-precipitation phenomena. By means of very careful metallographic technique, Fink and Smith demonstrated that during aging the precipitation takes place at an accelerated rate along the grain boundaries and slip planes as a result of the plastic deformation caused by the drastic quench from the solution heat-treatment temperature. HUDSON MAXIM, Brooklyn, N. Y.-Immediately after the creation of the Naval Consulting Board, Admiral Strauss, Chief of the Bureau of Ordnance of the Navy, told members of the Board that the most important problem for the scientists to solve was erosion in large guns. The Navy, for years, had been working on the problem with marked suceess, but there was much yet remaining to be accomplished. As Chairman of the Committee on Ordnance and Explosives of the Naval Consulting Board, I communicated with several experts in the manufacture of steel, principal among whom was Prof. Howe. He generously agreed to help in every way possible, and the work that he has done and the time that he has spent upon it can he appreciated only by reading his paper. Prof. Howe asked for some rings. from a, certain 14-in. gun which Admiral Strauss had mentioned in particular, and in which, he had informed us, at each shot the bore of the gun, was enlarged about 0.001 in.,' and that after a relatively small number of rounds it was considerably eroded. It has puzzled scientists for a long time to account for the peculiar erosive effect produced by the powder gases in a gun, arid: what Prof. Howe has done in his paper is worthy of Sherlock Holmes. He is a veritable Sherlock Holmes of science.

DOCTOR Albert Sauveur, distinguished scientist and Honorary Mem-ber of this Institute, predicted in the first Howe Memorial Lecture that the privilege of delivering this annual address would be considered a highly significant honor. The intervening years have well borne out Sauveur's prophecy. I wish to assure the American Institute of Mining and Metallurgical Engineers that I also deeply appreciate this honor, recognizing at the same time the present and even more the future respon-sibilities with which it is accompanied. Several of the previous lecturers had the good fortune to attend the classes of Professor Howe and to work in his laboratories. I was similarly favored, although in my instance and to my great regret the period was all too short. However, Howe's book, published in 1903, "Iron, Steel and Other Alloys," afforded me abundant opportunity to continue these studies. How well I remember the inspiration I derived from this famous book by Howe, the metallurgical master, pioneer, and educator! Remembering that Professor Howe contributed numerous papers to The Metallographist, a magazine supported from a technical point of view by the world's pioneers in metallography, I was curious a few days ago to learn the nature of Howe's early contributions to this magazine. The first paper by Howe in the first year of The Metallographist (1898) dealt with the allotropic theory; the second also treated of allotropy, and I quote the first sentence. of that paper: The allotropic theory of the hardening of steel may, like so many other important theories, have to be accepted or rejected not on direct proof or disproof, but on the accumulation of circumstantial evidence for or against it.

Geographically, British India includes India or Hindustan proper, Burma, and a part of Beluchistan. In ancient times India occupied a very important position anlong the producers of minerals and metals; in fact, as late as the middle of the seventeenth century, it contributed a very considerable quota of the mineral and metal supplies of the world. The branches of the industry worthy of special note are gold, silver, lead, antimony, copper, iron, diamonds and other precious stones. The famous " Damascus steel" was originally manufactured in India, Damascus being only a mart; and it is interesting to note that even at the present time this product is still made in India. Prior to the discovery of diamonds in Brazil in 1728, India was the sole producer of this important mineral; and while no diamond-mines are now systematically worked, fine specimens are occasionally reported to be found in river-beds and in alluvial diggings. For ages, nearly all of the minerals of present commercial value have been produced and worked in India, and many of the deposits may still play an important part in the world's mining and mineral history. Despite the patient work of the ancient Indians, the limited knowledge they possessed of pumping and ventilation precluded the possibility of attaining any great depth in mining. Under special conditions, shafts have been sunk to 600 ft., but the average depth was much less. As a result of this limitation, the ancient miners confinecl their work to the available ores in sight, leaving large bodies of ore intact, which can be profitably worked with modern methods of mining. As an evidence of this statement may be mentioned the mines of the Kolar gold-fields in Mysore, which have reached in some shafts a. depth exceeding 2,400 ft. Traces of ancient work in these

In 1827, chromite was discovered near Baltimore by Isaac Tyson, Jr., who initiated the mining of chrome ore an:! later (1845) .the manufacture of chromium compounds in this country. From 1828 to about 1860 the United States, supplanting Russia, supplied chromite for most of the world. Chrome deposits were found also in California, and the Tyson Company shipped ore to Philadelphia by way of Cape Horn. In 1848, J. Lawrence Smith, an American in the employ of the Porte, discovered large bodies of chromite in Asia Minor. They were developed in 1865 and became the chief source of the world's supply for a number of years. The discovery of the large high-grade bodies in New Caledonia, and later in Rhodesia, with other foreign sources, gives at present an abundant supply for all demands. For a number of years before the great war, the United States produced only a few hundred tons of chromite annually, for local use, but during the war the demand for domestic ore resulted in a production of more than 82,000 long tons of crude ore in 1918, and it was demonstrated that the United States has reserve deposits equal to a war demand of several years' duration. Now that the war is over, the country is conserving its domestic supplies by employing higher-grade but cheaper ore from foreign countries. The Secretary of the Treasury, in a recent ruling, allows 18 months from date of discharge within which former service men may reinstate their Government insurance policies lapsed f or non-payment of premiums. The point just now confronting the Bureau of War Risk Insurance and all those who are interested in the immediate and the future welfare of the young men who offered their lives for the flag and the country is that they be kept mindful that the provisions of the War Risk Act were not solely war measures, but that the framers of the Act provided insurance protection for all time to come for the boys in uniform and all dear to them. Under this ruling those making application for reinstatement will be required to pay only the premium on the amount of insurance to be reinstated for the month of grace during which they were protected, and for the current month. When the men are mustered out of the service, the insurance continues in force for one month and they are fully protected during that period even if their premium has remained unpaid. In reinstating, that month's premium will be required as well as the premium for the month in which reinstatement is effected. The ruling also stipulates that when applying for reinstatement the man must be in as good health as at the date of discharge, and so state in his application. After complying with these simple requirements, a Government insurance policy may be made as sound as on the day it was written. The Bureau of War Risk Insurance is now searching out its delinquent policy holders and offering them this renewal of Government protection. It needs the assistance of public spirited, patriotic, business and professional men everywhere, for the sake of our former service men, who must be given the information about its privileges to which they are entitled.

The aim of this Source Book has been to bring together in concise form information on the wealth of technical literature on mining and geology issued by the bewilderingly many state bureaus, federal bureaus, technical societies, trade associations and other noncommercial agencies in the United States. The effort has been made to include the navies of all the noncommercial publishers of such technical literature, to indicate where and at what price the articles may be obtained, as well as to give with as much detail as space permits specific information on individual papers. The thought has been to put the information particularly in the hands of the younger members of the profession, who may not yet have had the wide contacts with this literature that they will need in later life. Several factors have interfered with the complete attainment of the original intention. Undoubtedly some agencies that properly have a place in these pages have unintentionally been omitted; many agencies canvassed were omitted as not having literature of direct concern here; in other cases some. of the needed information was lacking; and the limitations of time and space have bounded the scope of the compilation.. Except in one or two cases, only publications prior to July, 1932, are included here, and from that standpoint the book is necessarily incomplete, as additions are continually being made to the files of literature on these subjects. Individual titles have been listed whenever possible but where an agency has collected a great mass of published material only most important titles, and a general review of the scope of the works, can be made. This results in penalizing, in a way, bureaus such as the U. S. Bureau of Mines and the U. S. Geological Survey, which have voluminous and vitally important works in the fields covered, because space commensurate with that volume and importance cannot be allowed. In any event, in such cases, a complete catalog is issued periodically and repetition is superfluous. The space

THE CHAIRMAN (PERCY G. BECKETT, Globe, Ariz.).-When you are at Miami tomorrow, you will see a very interesting comparison on the surface of the two mining methods that are being employed there largely. In the case of the surface over the Inspiration mining method, you won't see very much left of the surface. Everything has gone down. In the case right at the line of the Inspiration ground and the Miami, you will see that the surface over the top slicing which the Miami company has been doing in that country has been riding down evenly and uniformly; and it gives a very marked comparison of the two types of mining, and, to a certain extent, of the different degrees of waste dilution. I would ilke to hear from Mr. Maclennan on this subject. F. W. MACLENNAN, Miami, Ariz.-A paper based on percentage extraction by shrinkage stoping is a difficult one to discuss for the reason that it is hard to arrive at extraction figures until a section has been completely mined out. In the Miami mine we are using a method of shrinkage stoping with narrow stopes and pillars. This ore has been completely broken up and we have started in at the far end to draw off the ore mass maintaining the top of the broken ore dipping at an angle of 60° away from the direction in which we are retreating. IN the summer of 1881 we were forced to break up and remove the large mass of iron which had accumulated under No. 2 furnace at Glendon, in order to prepare the foundations of the new furnace which has taken its place. We used "Atlas" powder, drilling the holes with a pair of Rand drills. These worked very well when the iron was at all uniform in hardness; but this was not often the case; and it frequently happened that the holes were hopelessly blocked when but little over a foot deep. Good tamping became, therefore very important. The common method of tamping is certainly very dangerous when there is a percussion cap in the hole, and has, no doubt, caused many of the accidents attributed directly to high explosives. We found an excellent and safe method by using plaster of Paris, mixed to the proper consistency and ponred into the holes as soon as they were loaded. Clean dry sand was mixed with the plaster to reduce the quantity needed. With proper attention the tamping would set in a few minutes, and little or no more time was required than for tamping in the ordinary way. We used a "magneto" machine (Laflin and Rand) to fire the holes; and an additiollal advantage in the plan was that any risk of cutting the exploder-wires in tamping was avoided. We found it worth while to load holes not over 13 inches deep in a block 3 or 4 feet thick since the bottom of the hole was enlarged by each shot so that the next time it could be loaded more heavily, and three or four shots in this way often did as much good as a new hole twice the depth, to drill which might have taken ten or twelve hours. The rise in temperature when boiled plaster solidifies is not sufficient to ignite the exploders, as we found by repeated trials before using it in a loaded hole.

An increased drilling activity was apparent in the shallow sand fields of northwestern Pennsylvania during the year. This drilling, however, was confined to previously outlined productive areas and as new shallow sand pools of interest were discovered. Drilling for Oriskany gas proceeded at about the same rate as in previous years. One new area in Kinzua township, Warren County, was opened up during the year by a producing well, but later this well developed salt water and the productive capacities of the area are very indefinite at the present time. Production from the shallow sand areas remained approximately the same as in 1935. Production from the Oriskany or deep sand areas increased approximately 20 per cent. Two new markets were made available for the Oriskany gas during the closing months of the year by the completion of the Peoples Natural Gas Co. line from the Hebron field to Clarion County, Pa. and Penn York Gas Co. line from the Harrison field to points in northwestern New York State. With the exception of the Kinzua well, the few deep wildcat wells drilled during the year failed to discover new fields in the deep sands. Bradford Oil Field The accompanying data on the Bradford oil field include only the production obtained from the portion of that field that is in the State of Pennsylvania, for it appears probable that Cattaraugus County production, which consists mainly of the New York State portion of the Bradford field, will be included in annual oil production figures for New York State. The Bradford field production for 1936 totaled 14,533,000 bbl., and as it is necessary to estimate New York State production for the Bradford field, the accompanying data includes the production from the Pennsylvania end of the Bradford field of 13,208,000 bbl., which is an increase of approximately 8 per cent over 1935 production.

The number of completions in 1944 in Ohio was only slightly greater than completions in the preceding year, but the initial daily volumes both of oil wells and gas wells declined considerably. The dry-hole ratio was a little lower than in 1943, even though in the year under review considerable effort was made to find new production. No new areas of consequence were discovered. Thirteen new gas pools, the largest of which was 1000 acres and the average 565 acres, were opened during the year. Eleven of these pools were in the Clinton sand, one was in the Oriskany, and one was in the Berea. Approximately 15 small pools might also be rated as discoveries, but because only one or two wells have thus far been completed in each, they cannot at present be properly evaluated. The latter pools average about 120 acres each. Some extensions were made to existing gas pools. The number of oil wells drilled was only one less than in 1943, yet compared with the year 1941, when twice as many oil wells were drilled, the difference is startling. Effective Aug. I, 1944, a blanket subsidy was granted of 35¢ per barrel on all Cleveland-Chatham, Coming, and Lima grades of oil, and 75¢ per barrel on Pennsylvania grade crude. The subsidy was authorized by the Office of Price Administration, with reimbursement to purchasers of the various grades made through the Defense Supplies Corporation, a branch of Reconstruction Finance Corporation. For several years the small operator, particularly the owner of stripper wells, was in a serious position. The subsidy has been a means of real help and, in addition to aiding the operator, it has prolonged the life of many small wells that otherwise would have been abandoned, with consequent loss of daily production and unre-covered reserves.
