Carbon has long been recognized as one of the most powerful reducing agents in the deposition of ores. Investigations, made by myself, of the zinc- and lead-deposits in Southwest Missouri, in the region centering about Joplin, where the formation of the metallic sulphides has been due to the action of bitumen, carbonaceous shales and bituminous coal, have afforded abundant evidence that the solid oxygenated hydrocarbons, particularly when in fine powder and in suspension in the waters circulating through the ore-bodies, are the most energetic and powerful reducing agents known. Bitumen, liberated by the decomposition of the ore-bearing limestone, is found in the Joplin mines in all degrees of fluidity and hardness, dependent on the amount of oxidation it has undergone. From semi-fluid maltha it grades into partly oxidized mineral-pitch, which, by further oxidation, changes to hard asphalt, finally breaking up, from continued absorption of oxygen, into a fine powder resembling in appearance powdered coal. In this condition oxidized bitumen, from its light gravity, is transported readily in suspension in the underground circulating-waters. WHEN a new material becomes available to industry, it is useful to describe its properties as a guide to its most effective application; and when the new material may be produced in compositions having a series of graded properties, tests to select the combination of properties best adapted for various uses are helpful. The class of materials to be con-sidered in this paper are hard tool materials produced by processes of powder metallurgy from hard carbide constituents and various matrices of iron, nickel or cobalt, or alloys of them with tungsten, or tungsten and carbon. The customary use of carbide hard alloys is for metal-cutting tools; although wire-drawing dies, lathe centers, follow rests, grinding rests, burnishers, rolls, extrusion dies, measuring gauges and micrometers, and a number of other tools are also made with these hard alloys as the essen-tial wear-resisting parts. The properties and tests to be considered are those affecting these uses. In the development of tool, materials since the industrial revolution we have had carbon tool steels, Mushet steel, high-speed steels, stellites, and now cemented carbide compositions. For an understanding of the latter category of materials their properties and uses relative to the older and more familiar tool materials will be considered.

LARGE deposits of manganiferous iron ores, representing several million tons of metallic manganese, occur in the United States. The Minnesota deposits of such ore-are of outstanding importance because of their size, state of development, ease of mining and proximity to the Great Lakes, which permits water transportation to steel centers. In' view of the fact that our steel industry requires large quantities of manganese, for which no satisfactory substitute-has been found, and because our reserves of ferro-grade ore are comparatively small, the development of methods that will make our large deposits of manganiferous iron ores available as a source of ferromanganese is an important problem. Realizing the importance of this problem, some years ago the North Central Station of the U. S. Bureau of Mines and the Minnesota School of Mines Experiment Station undertook jointly the development of methods for recovering the manganese content of manganiferous iron ores in a: form suitable for the production of ferromanganese, the 80 per cent. alloy indispensable in producing steel. Two types of manganiferous iron ores have been described in previous reports. I The brown ores are higher in iron and lower in manganese than the black ores; the black ores are more siliceous but contain less phosphorus. The utilization of the iron content of the brown ores in the production of steel appears to furnish the best basis for their treat-ment. The method of attack has been to work out modifications in iron and steel practice so as to recover manganese in the form of slag comparable to ferro-grade ores. The greater part of the experimental work has been conducted with a 6-ton blast furnace and a Y2-ton basic open hearth. It was not for the purpose of asserting any superior knowledge or authority, but simply of clearing up, in greater detail, some points casually mentioned in Mr. Scott's able paper, that the writer entered, some two years ago, into the discussion which that paper initiated. In such matters there is always room for differences of judgment, as well as for additional data, which may modify or complete the conclusions even of the best authorities. Those who are immersed in the duties of practical administration or work in the field, and who, being remote from the great scientific national libraries, are obliged to rely on their private collections, and to supplement them by their recollections of earlier studies, labor under special disadvantages in such a discussion; and it must be to the scientific and engineering world a matter for gratitude that Mr. Lyman has been willing to give the benefit of his advantages in this respect. Mr. Lyman would, however, doubtless at once disclaim the conclusion that his masterly summary constitutes " the last word " on this subject, and welcome further evidence, comment and criticism, such as the various contributors may continue to offer. This, therefore, is the motive, and must be the excuse, of the introduction by the writer of the following observations. Two striking events marked the year 1871-the establishment of the A.I.M.E. and the beginning of the portland cement industry, the most spectacular of all the nonmetallics in its development. Just as David Saylor's first portland cement, made in a little mill at Allentown, Pa., in that year was the forerunner of a mighty industry, the products of which in 1942 were made in 155 plants scattered throughout the country (having attained a value of nearly $300,000,000), so the Institute from its small beginning has attained a membership of many thousands, likewise decentralized into a series of individual sections of wide geographical distribution. Concurrent with the establishment of the Institute was also the invention of the steam drill, followed by the compressed-air drill about 1904. These mechanical drills were so immeasurably in advance of the hand drill and hammer used previously that quarrying and mining of present-day magnitude could never have been attained without them. Some outstanding occurrences have marked this eventful three quarters of a century. The concrete age, with its enormous demands for cement, aggregates and steel, is of primary importance. Very useful general relationships between operating parameters and the operating results for open- and closed-circuit grinding under steady- state conditions are described. The basic idea of the developed methods consists of the introduction of a known reference state. The relations derived from very simple approximations to individual processes allow one to evaluate fineness and mass flow of the desired state after changing the parameters (feed rate, fineness of the feed material, mill length, transport behavior through the mill, classifier characteristics). It was also possible to derive some general relationships, e.g., * an equation for the influence of the operating parameters of the mill on the fineness of the mill output * a criterion to establish if the desired state of a closed grinding circuit is steady state at all * a possibility to substitute the common influence of the transport behavior of the mill and of the classifier by-pass fraction with the coarse stream on the mill outlet product by means of a fictitious worse transport behavior. The applicability of the described methodology to many problems in grinding practice, including questions of controlling grinding circuits, is demonstrated by some examples. In particular, a working diagram of the standard closed grinding circuit has been established.

THE following paper has been prepared to meet a demand for a concise review of the California oil industry. It is based largely upon information secured during the course of the senior, author's professional activities, and upon data obtained during the course of investigations for the U. S. Geological Survey and the U. S. Bureau of Mines. Considerable information has been obtained from other sources, and to those who by publication or otherwise have contributed, the writers extend their thanks. GENERAL STATEMENT In 1912 the United States produced 63.25 per cent. of the world's production of petroleum, Russia, its nearest competitor, yielding only . about 19 per cent. The production in 1912 reached 222,113,218 barrels (or 29,615,096 metric tons), compared with 220,449,391 barrels in 1911. The average price per barrel in 1912 was nearly 74 c., as against nearly 61 c. in 1911. The total value, therefore, increased 22.20 per cent., or $163,802,334 above the value for the previous year. These figures of production include pipe-line runs, independent railroad shipments, oil piped direct to refineries, and the crude oil consumed as fuel in oil production. The production does not include oil in storage in the field which has not been sold.

The art of crushing ores and other materials by means of rolls is a comparatively recent one. While the first record of rolls using iron crushing-surfaces dates hack to the year 1806, when they were employed in Cornwall, their principal developmcnt has taken place during the past 30 years. To Stephen R. Erom belongs the credit of the pioneer in introducing the belted high-speed roll, which has had its origin and a marked development in this country. His notable contrib'ution to the art was in the use of a single bed-plate or frame supporting the roll-shafts, and to which levers holding the mova, ble roll-bearings were pivoted. He also made use of steel tension-rods to support the crushing-strains, and of hammered-steel tires for the crushing-surfaces. These changes brought the design of crushing-rolls to a high level. Following closely thereon, about 1885, W. R. Eckart conceived the idea of the swivel or ball-and-socket support for the roll-shaft bearings. This is an excellent mechanical conception, especially for bearings held against a spring pressure, and while it may not be necessary for all types of rolls, yet it has been quite generally adopted by other roll-designers, and illustrates the refinement which roll-construction has now reached. Other engineers, as, for example, Argall, Vezin, Roger, and Sturtevant, to mention only a few among many, have also given the closest attention to the various details of rolls, such as the frame, springe, bearings, and shafts, and have developed many novel and original designs. THOSE of you who, like myself, have had the privilege of hearing previous Howe Memorial Lectures will note, and I hope without too much disaffection, that for the first time in this series of lectures iron has been chosen as the subject. I feel sure that the predominant choice by previous lecturers of subjects relating to steel has been principally in deference to the well-known interest this subject held for Professor Howe, and that their choice has not reflected any lack of respect for the material, iron. Nevertheless, in the face of this record, I feel some diffidence in introducing this "Cinderella" of materials into the circle of distinguished subjects hitherto treated by Howe lecturers, which is relieved only by the fact that I hope to be able to present some evidence that this Cinderella has at last undergone some of those magical trans-formations which render her acceptable even in the society of her dis-tinguished sister, steel. Fortunately I can cite the old master himself in support of my choice of subject and recall to you that Professor Howe by no means overlooked or neglected cast iron in the long course of his metallurgical meditations. Indeed his attention was early arrested by a metallurgical aspect of cast iron which he believed and we still recognize as of the most funda-mental importance-namely, the genesis of graphite in gray iron and the means for the control of its quantity and distribution. He made some comments over 20 years ago regarding the nature of J. E. Johnson's oxygenated iron which indicate that even then his thoughts were taking directions which today we are finding it useful to explore in connection with the theory of high-strength iron. Had we had in the subsequent years the continuing benefit of Professor Howe's illuminating consider-ation of this important subject, our progress in the improvement of cast iron would undoubtedly have been even more rapid.

The first catalogue of Geological Reports of the United States was prepared by Prof. 0. C. Marsh, and published in the American Journal of Science and Ark for 1567, vol. xliii, second series. Since then the list has more than doubled, and it was thought that the publication of a new catalogue, brought clown to date, would be useful to many of the members of the Institute of Mining Engineers. The compiler will be most thankful to have any omissions or inaccuracies in the list sent to him, to be published as a supplement in the next volume of the Transactions. Especially to have the correct title, number of pages, plates, and maps of any volume on the list to which an * is prefixed, as he has been unable to personally consult such works. A preliminary list was issued last February, which has been almost doubled by the kindness of many friends. The rapid progress of basic changes in refining processes, which has characterized this division of the petroleum industry during the last 7 years, slowed up in 1926 and the industry as a whole devoted itself to the enormous task of adopting these changes to its methods of manufacturing. If for no other reason, the year of 1926 will stand out as the first year of widespread activities in placing refining on a true manufacturing basis. A brief survey of each of the important operations and the trend of the changes with their economic results indicate the importance of this period of transition. No attempt has been made to detail the numerous activities in each of the major operations and the writer would refer those seeking such information to the various trade papers and the paper on "Basic Changes in Refining Processes," by Walter Miller.' Distillation.—-Distillation (excluding cracking) is the major item in refining. During the past year there has been a wide application of the improvements developed in former years. Operating costs have been reduced for fuel, labor and capital items. Practically all types of distillations are now carried on as semi-continuous or continuous operations, rather than by the old batch method. Heat-saving devices, such as heat exchangers, or improved combustion chambers, have had a marked effect on the total fuel bill of the industry. The modern pipe-still has been widely used and figures available show that approximately 10 per cent. of the older shell equipment was replaced by pipe-stills during 1926. The range of usefulness of this type of equipment has been extended successfully to the most complicated types of lubricating oil manufacture. These stills afford marked economies in fuel as well as labor costs, also many advantages in older plants where space is limited, as a single pipe-still can replace several batteries of shell stills. Capital expenditure per barrel capacity is decidedly lower and offers economy in this direction. Although there has been considerable discussion of other types of distillation equipment such as the vacuum still, there has been no appreciable increase in these installations during 1926. ALTHOUGH pig iron from iron ore and red cedar charcoal preceded the mining of coal by many years, for tradition says that Alabama iron was used to shoe the horses of Andrew Jackson's soldiers, coal was not produced until 1830. In that year, coal was mined in Tuscaloosa County, in the vicinity of what is now the University of Alabama, and shipped on flat boats (obviously during the wet season, for there were many shoals) down the Warrior River to Mobile. About that time, the first railroad, the Decatur & Tecumseh, was being constructed in northern Alabama to overcome the obstructions to freight traffic caused by the now well-known Muscle Shoals in the Tennessee River. This railroad was patterned after a railroad at Mauch Chunk, Pa., which was used for hauling anthracite from the Panther Creek valley. The Alabama railroad, which required about four years to complete, was 46 miles long and was used solely for the transportation of cotton. Although it was a failure, it demonstrated the practicability of the undertaking, and the succeeding railroads, which were begun in 1834, 1848, 1852, and 1853, added immeasurably to the development of the coal resources of the state. Between the years 1830 and 1860, practically all the coal mined in the state was dug from the outcrop near the river or from the river beds, and shipped by boat to Mobile. Transporting coal down the Warrior River was one of great risk, required much skill, and frequently had heavy losses. It is recorded that this coal was sold to the gas company in Mobile in 1844; it was most likely mined from the Black Creek Seam. In 1914, on the completion of Lock 17, the Warrior River became a navigable stream from 9 miles above Cordova, Ala., to Mobile and offers a great opportunity for the future development of the coal resources of the state.

WHEN some materials are ground dry in a ball mill, a stage of comminution is reached at which the finely divided particles begin to adhere to the balls and to the mill lining. As grinding progresses, a coating accumulates upon the grinding media, which tends to cushion the impacts and thus retard reduction of the material, and finally becomes so thick that all grinding ceases. At this stage, the characteristic noise produced by the grinding media during normal mill operation changes to a dull, muffled sound. In most instances, the formation of the coating marks the practical limit of size reduction. Industrial requirements for fine grinding frequently meet with this obstacle, and the tendency in many commercial operations to grind materials to a higher degree of fineness than formerly makes the solution of this problem an important one. The phenomenon is of far greater importance, therefore, than the limited amount of research and technical discussion devoted to it implies. In order to learn more about the coating of different materials when ground dry to a high degree of fineness, certain laboratory tests were made from which it was found that different materials form coatings at widely different size distributions. It is probable that most materials will coat if they are ground fine enough; the exceptions have inherent lubricating qualities, like coal and graphite. In general, the softer materials tend to coat at coarser sizes than the harder or more brittle materials. Limestone, as an example, will coat more readily than quartz, even though limestones of different texture and composition exhibit great differences in coating potentialities. Various materials were tested in thg laboratory to show the variation in coatine qualities. It was found that in most tests quartz must be ground to a fineness that would permit it to pass through 325 mesh before coating became markedly detrimental to the grinding operation. Siliceous rocks, however, tend to coat more readily than quartz. Granite, which is composed essentially of feldspar, quartz and mica, has been found to start coating at about 92 per cent through 200 mesh, and feldspathic minerals alone usually show a tendency to coat at the same fineness. Barite has been ground in the laboratory to a fineness of 99 per cent through 325 mesh without showing serious coating of the grinding media. Gypsum coats readily. Apatite and phosphate rock usually tend to coat. Hematite usually coats, although when mixed with charcoal it does not do so. In testing the carbonate rocks and minerals, it has been found that burned magnesite, dolomite, and dolomitic limestone coat, whereas calcite and calcined calcite do not coat so readily. It has been

Although confident of its ability to meet any demands that may be made, the petroleum-refining industry is not complacent about the situation and realizes that the quantities of petroleum products to be furnished are so enormous and so far beyond what was previously estimated that the full cooperative effort of the industry must be exerted. Establishment by the President in May of the Office of Petroleum Coordinator for Defense with Secretary of the Interior Ickes at its head, plus the formation of the Petroleum Industry Council for Defense, in November, provide the channels for united endeavor within the industry and the means for gearing that endeavor in full harmony with the nation's needs. Great strides have been made and a rapid understanding of the situation and the magnitude of the task is being attained by all concerned. Refining, by constant study and development, by willingness to experiment and install new processes, and to replace older plants with more efficient equipment, had kept on a high plane of efficiency and progress. Working under the free competitive system, it built up its establishments until, as expressed in last year's report, it was easily able to supply any domestic demand that might be placed on it. Turning the United States into the arsenal not only of itself but of the united nations resisting aggression, however, in- creased the call for practically all petroleum products and in particular 100-octane aviation gasoline and high-viscosity aviation lubricating oils. Refining Capacity With over four million barrels a day of crude oil being charged to stills at the year's end, oil refining had broken all records and faced the necessity of further increasing its size to supply the ever-increasing demand for products, some of which, like 100-octane aviation gasoline, were research laboratory curiosities a few years ago. Although the refining capacity of the United States is listed at 4,860,000 bbl., about 800,000 bbl. of this is economically unavailable because of plant location or type. To meet the increasing needs, additional capacity of another half million barrels may have to be built in suitable locations and designed with an eye toward maximum production of aviation gasoline but with inherent flexibility to make it possible to vary and interchange with production of motor gasoline, furnace oils, and other products as necessity dictates. INTRODUCTION The changes in ownership, management, and operation of the non-fuel minerals industry since the Second World War have been dramatic. World-leading enterprises have lost their identity; host countries have taken over operations from multi-national firms; marketing practices have been drastically altered - and yet the world industry is supplying minerals on a scale far greater than had been anticipated in projections made at mid-century. The world's known mineral resources have been enormously expanded, despite the doom sayers who for decades have been predicting that depletion of non-renewable resources would impose limits to growth. PALEY REPORT One can set the stage by reviewing how the minerals outlook was regarded in a thoughtful and comprehensive analysis made in the years 1950 and 1951. During the War years, President Harry Truman of the United States had come to appreciate the decisive role played by minerals resources through his chairmanship as a U.S Senator of a committee that investigated the procurement and allocation of natural resources. In 1950, in the Cold War era that resulted in actual military conflict in Korea, he appointed a prestigious five-man commission to study the problems of Materials Policy over the following quarter century. Their findings, published in five impressive volumes in early 1952, became known as the Paley report. The text was prepared by expert scientists and economists who spent 18 months assembling statistics, making projections of future demand, and interviewing leaders in industry, academia, and government. [ ] The Commission had correctly foreseen that aluminum would replace copper as the largest volume non-ferrous metal, but it had fallen short of reality by a wide margin indeed for all three materials. Even though the Commission's expectations for growth proved to be extremely understated, it had concluded its report with grave foreboding about the effect of its estimates of demand in relation to supply, as follows: "Consumption of almost all materials is expanding at compound rates and is thus pressing harder and harder against resources which, whatever else they may be doing, are not similarly expanding. This materials problem is thus not the kind of 'shortage' problem, local and transient, which in the past has found its solution in price changes which have brought supply and demand back into balance. The terms of the materials problem we face today are larger and more pervasive." With respect to some minerals, the Paley Report expressed scepticism that, in fact, supplies would be forthcoming regardless of price. Because the Paley demand forecasts understated the actual growth in demand for virtually every mineral, one could logically have expected frequent and protracted shortages in the years since 1950.

THE manganese ore deposits of the Gold Coast, British West Africa, occur in very ancient rocks, of both sedimentary and metamorphic types. In. certain respects, they strongly resemble those of India and Brazil, as contrasted with those of Tertiary age in Georgia. Viewed from the present condition of the maganiferous rocks, the oldest deposits are in the sediments. Later than these are the progressively metamorphosed representatives of these sediments; youngest are the products of decay and degradation with the concentration of manganese oxide of both areas. The oldest occurrences are in argillaceous and siliceous phyllites and slates, which show only a moderate amount of metamorphism. They belong to a series which also includes mudstones, sandstones, grits, conglomerates and subordinate limestones, with tuffs and lava-flow's largely of basic types. To this series I have given the name Birrim. Its age is unknown, for no definite fossils have been discovered in it. As the characteristics of these non-fossiliferous strata at many places are the same as those of strata in many parts of the world that are suitable for the preservation of fossils and that contain them, it is assumed that the Gold Coast deposits are pre-Cambrian. These rocks of the Birrim series have normally a northeast-southwest strike and are folded, but not to any very great degree except in certain belts. From the Eastern Province of the Gold Coast they may be traversed across their strike for more than 600 miles to the extreme northwestern corner of the Northern Territories. Thence they probably extend much further into French Territory.
