The production of petroleum in Mexico during 1930 was approximately 39,600,000 bbl., or 5,188,000 bbl. less than in 1929. The decline which has continued for the last eight years, will place Mexico in fifth or sixth rank as an oil-producing country. The production of the northern and southern fields near Tampico declined over 5,250,000 bbl., while that of the fields in the Isthmus of Tehuantepec moderately increased. The wildcat operations which have been conducted for some years near the international border along a 290-mile belt, extending roughly 170 miles northwest and 120 miles southeast from Laredo, Texas, have so far met with little encouragement, although the oil possibilities of the region warrant the belief that commercially productive fields will be discovered eventually. An interesting development during the year was the starting of construction of the oil pipe line from Palma Sola in the South Fields near sea level—over Sierra Madre at 8660 ft.—to Atzcapotzalco, a suburb of Mexico City at an elevation of 7350 ft. This line, about 146 miles long, has a diameter of 10 in. and an estimated daily capacity of 10,000 bbl., and with its terminal refinery at Mexico City will form a transporting and refining unit which should materially affect the distribution and marketing of refined products in the Republic. Development During the past year 148 wells were drilled, as compared with 214 in 1929 and 371 in 1928, the percentage of producers being 49 as against 47 in 1929. With the exception of one well in San Isidro, at the extreme southern end of the Golden Lane, the Jardln Paso Real area was the only sector of the old fields where new development could be considered as successful, all other producers brought in during the year being drilled in nearly exhausted pools to be operated as ('strippers." (written discussion ?).-The two papers on coal-mine costs and pride fixing that Mr. Norris has contributed to the Transactions possess as much general interest and are of as much value to the coal-mining industry as any papers that have been presented in recent years. Until recently one of the troubles with the coal business, and especially the bituminous branch of it, has been that because of the lack of a uniform system of cost accounting (many operators, I regret to say, not having had any system at all), the industry as a whole may be said not to have known where it was at. The system adopted by the Federal Trade Commission may not be absolutely perfect but it has accomplished something in that it has compelled a uniform method of reporting and tabulating costs giving results of these compilations which are comparable. The Institute and the coal-mining industry owe a vote of thanks to, and of confidence in, Mr. Norris and his two associates on the Engineers Committee of the Fuel Administration, Messrs. Garnsey and Allport, for the great work they have done in interpreting the results compiled by the Federal Trade Commission, not to speak of the personal sacrifices made by them in giving their services to the government. Those who have read Mr. Norris' paper will probably join me in wishing he had brought out a little more fully the real meaning of the charts so far as they indicate the difference between the cost of producing a ton of anthracite and the price the operators receive for their product. Mr. Norris could have done this more satisfactorily than anyone else. It seems to me that particular attention should be drawn to the fact that, according to these charts, and the tables accompanying them, not less than 25 per cent. of the total output of anthracite, whether "company" or "individual," during the period covered by Mr. Norris' paper,

This paper deals with an experimental study in the use of a preagglomerated burden as a means of increasing the production of sinter. The effect of a wide range of sinter burden was studied, including concentrates produced by a flotation process. Some of the important characteristics of a sinter bed are discussed along with the strength and reducibility of the sintered product. In recent years the use of sinter in blast furnaces has become increasingly important across the country—largely because of the demand for more hot iron from existing plant capacity and the increasing amount of fines in the burden materials available to the blast-furnace operator. Many others who will meet him, either officially or unofficially this year, will find themselves sharing the enthusiasm with which he has been welcomed to his new office. Albert A. Smith, Jr., was born at Butler, N. J., on Dec. 28, 1904, and moved to New Haven in time to initiate his preparation for Yale University on the home grounds. After receiving a B.S. degree cum laude in 1926, he stayed on for graduate work at the Hammond Laboratory under C. H. Mathewson, and was awarded an M.S. degree in 1928.

I. INTRODUCTION AT the time of the discovery of America the old world had a scant supply-of the precious metals. Both the northern and the southern part of the new continent proved wonderfully rich in gold and silver and its treasures were eagerly looted; though the looting has lasted four centuries, the nines of its mountain chains are far from being exhausted. Even the later discoveries in Australasia and eastern Siberia could not rob the Western Hemisphere of its position as the greatest gold and silver producing region of the world, though finally the developments in a narrow and circumscribed area in South Africa wrested from the Americas their supremacy in the production of gold. Nevertheless the history of the two parts of the great western continent has been strikingly different. At first the Spaniards extracted vast treasures of silver from Mexico, Peru, and Bolivia, while Colombia and some placer deposits in Peru yielded a smaller quantity of gold. A couple of centuries later, a stream of gold began to flow from Brazil, the silver production from the countries mentioned above continuing strong in the meanwhile. Later on, the yield of South America diminished, but to offset this there began a wonderful series of discoveries in North America. The gold fields of California astonished the world; and when the cream of these had been skimmed off there began a no less amazing development of the Central Cordilleran gold and silver districts, which soon wade the United States the greatest producer of the precious metals. Aided by ever improving technique, extensive exploration, and a system of railroads, the yield was maintained and increased. Still later followed the discoveries of the gold fields of the arctic region and silenced those who had maintained that the zenith in gold production had passed. W. P. Blake, Shullsburg, Wis.: I desire to express my admiration of Prof. Posepny's memoir, and particularly of the charming manner and spirit of the introduction. With respect to his mention of the ore-deposits of Missouri and Wisconsin, reference may be made to my paper presented at this meeting (Trans., xxii., 621)) showing the existence of dislocations and breaks in the bedding, and their apparent close relation with the localization of the ore-deposits as claimed by Dr. James G. Percival, and also so claimed by Dr. Jenney in his paper before us (Trans., xxii., 171). I have in my paper given reasons for believing that the zinc- and lead-ores in the strata above the compact Trenton limestones were formed by lateral secretion and concentration from above downwards, substantially as shown by Prof. J. D. Whitney, and not by the ascent of solutions through the fissures, as Prof. Posepny (p. 304) seems inclined to believe. In regard to the contemporaneity of the ore and the rocks, and in favor of a later introduction of ore through fault-fissures, Prof. Posepny (p. 310) cites the influence of these fissures. In my paper, already referred to, I have endeavored to show how faults may have influenced the deposition of ore without being themselves channels for the flow of mineral solutions, and how they may have caused the contemporaneous formation of metallic sulphides from sea-water in the body of a forming rock; the faulting fissure being formed at an early period in the foundation rocks, and probably continuing to be a plane of break and movement in the deposits of later formation.

The system Cb-Re was examined in detail utilizing pure metals, careful melting techniques, and heat treatments. Metallographic and X-my methods were utilized for phase identification. In addition to soli-dus determinations, the composition limits and mode of formation of the intermetallic compounds 0 and X were determined. The binary constitution diagram Cb-Re has been the subject of a number of investigations.'-7 Two intermetallic phases have been described and tentative diagrams have been proposed. It was the aim of this investigation to obtain a complete and more accurate diagram through the use of purer alloys and improved techniques. The diagram worked out by Knapton7 was published after our experiments were concluded. EXPERIMENTAL METHODS The starting materials were Re powder of 99.95 pct purity, supplied by the Chase Brass and Copper Co., and Cb rondelles of 99.6 pct purity, supplied by the Electro Metallurgical Co. Typical analyses are given in Table I. The alloys were prepared from compacted Re powder and Cb rondelles; for critical compositions master alloys were used. The melts varied from 5 to 50 g and were melted nonconsumably in an Heraeus arc furnace, under ti-tanium-gettered laboratory grade argon. It was necessary to invert the buttons and remelt, followed by crushing and further remeltings, the number of which depended on the nature of the fracture of the alloy. The weight of each alloy was carefully checked after each melting operation. It was found that significant weight losses occurred only when loose Re powder was used. These losses amounted to a maximum of 3 wt pct in such instances, but did not occur after the charge was once molten, regardless of the composition. Typical loss of weight after 4 remelts, including crushing, amounted to 0.2 wt pct. Oxygen pickup during successive melting cycles did not appear to be significant, since the weight gain values never exceeded 0.01 wt pct. Control of the composition of the alloys was not too difficult; however, the problem of homogenization was a far greater one. Optimum alloying conditions were finally achieved by a combination of master alloy production and repeated crushing and remelting cycles. The compositions of the alloys utilized to determine the constitution diagram are listed in Table 11. The weight balance method was used ultimately as the sole analytical method, since repeated checks indicated that it was accurate to 0.2 pct, if the weight losses were small. The results were double-checked by a metallographic study of the homogeneity of the samples, since this was presumed to be the more serious factor. Heat treatments at 1200°C or lower were accomplished by sealing the specimens in Vycor tubes, heating in a Globar furnace, followed by air cooling. This was considered to be an adequate quench because of the very low temperatures involved. For temperatures of 1200" to 1900°, alloys were homogenized and heat treated in a tungsten-filament resistance vacuum furnace. From 1900" to 2750" a tantalum-tube resistance furnace was utilized, operating under a vacuum of 105 mm Hg. The temperature measurements up to 1200" were made by means of platinum-platinum 10 pct Rh thermocouples, with an accuracy of 5°C. Extraction of uranium from ores is being accomplished by processes which, for the most part, subject the entire ore to acid or carbonate leaching. Ore deposits with a U3O8 content below 0.10 pct U3O8 are seldom considered suitable for treatment by leaching. A preliminary concentration that would enrich the uranium content of an ore by a simple, low cost process based on physical properties of the ore might result in some low grade deposits becoming commercial ores. In addition, the process might be employed in existing operations to reduce transportation and leaching costs and to increase capacity of existing leaching plants.

What are the projected electrical power needs of the nation and of the Northwest during the next 15-20 years? No one who has researched the subject has reached a substantially different result than the following simple conclusion: electrical power requirements are doubling every decade. There are some who question the necessity of a power company's need to install capacity every ten years equal to what it has done during its entire previous history; there are even those who would argue that such growth should be arbitrarily curtailed. However, a power company must, by law, meet its responsibilities of providing the energy the public expects when the switch is thrown.

Polychlorinated biphenyls were the basis of non-flammable askarel dielectric liquids wed in electrical equipment made between 1929 and 1978. Although PCBs were widely used in mine electrical equipment, the toxicity and environmental persistence of this chemical led Congress to ban its manufacture and use. Bureau of Mines Information Circular 8838 summarizes the regulations imposed by the EPA on the use and disposal of PCBs, and describes the limitations of available substitutes. Recent changes in the regulations will impose additional requirements on the use of PCBs by the mining industry. This paper is an update of the material presented in the Bureau of Mines information circular.

At today's mineral prices, unproductive or low productive work in any underground mine must be kept at a minimum to insure a profit. Improper level and raise spacing can be one of the contributing factors to high production costs, and little can be done to reduce these costs after the spacing interval has been chosen. The objective in selecting level spacing is to find the most desirable interval which produces ore at the least cost per ton while still operating within the highest margins of safety and efficiency to the workmen. In addition, maximum possible recovery of ore under the conditions must be attained.

The effect of hydrogen peroxide (H202) on growth and respiration of Thiobacillus thiooxidans and Thiobacillus ferrooxidans, organisms involved in acid leaching of copper sulfide minerals and uarnium oxides, was examined. Oxygen uptake and growth by T. thiooxidans were totally inhibited after contact with 0.82 mM H202. Complete inhibition of oxygen uptake by T. ferrooxidans occurred at 8.75 mM H202, and growth was inhibited after 6 hr exposure to 2.06 mM H202. Higher concentration of H202 can be used without detriment to thiobacilli if it is dissipated prior to reaching the oxidation pond or dump surface.

Probably the outstanding feature of the oil industry in the Argentine, during the past year, was the increase in production from the Comodoro Rivadavia field. This increase was accounted for by the discovery of a deeper producing horizon in the old coastal field (zone A). THE need for improved mine communication to increase efficiency and to insure greater safety has long been recognized. General and unrestricted communication between all points underground, and between the surface and all points underground, is probably the least advanced phase of the mining industry. An ideal system of mine communication must re- quire no fixed wire installations. The equipment must be small, lightweight, and readily portable, and the power requirements low. A system that can be used not only under normal circumstances but also in an emergency, when the continuity of wires, tracks, and pipelines may be disrupted, must function independently of any aid furnished by standard installations.
