Activity in the search for oil and gas in Mississippi was greater than it had been for several years. Interest manifested and exploration work in wildcat areas were at an all-time peak. Drilling activity in the state's two proven fields continued to decline; there being only four wells drilled in the Jackson field during the year. At the end of 1937 it seems very likely that 1938 will be a big year in the search for oil in Mississippi. Deilling Activity Jackson Gas Field.—The four wells drilled in the Jackson field during 1937 resulted in three producers and one dry hole. Nine producing gas wells were abandoned during the year because of salt-water encroachment. The total production for 1937 was 14,248,000,000 cu. ft., which was a billion and a quarter increase over 1936, the highest year prior to 1937. The grand total produced from the field is 72,341,000,000 cu. ft. of gas and over 15,000 bbl. of oil. The three wells that had produced oil the past few years were also abandoned during the year because of the small quantity of oil and the large volume of salt water.

GEORGE K. BURGESS,* Washington, D. C. (written discussiont).-Professor Sauveur refers to the International Aircraft Standards Board in terns that would indicate his non-familiarity with, the organization and the working of this Board which, of course, is excusable on account of Professor Sauveur's absence in Europe at the time. He implies .that the work of this Board was entirely dominated by American interests, whereas diametrically the opposite was the case. The Board, was organized for the purpose of facilitating purchase in the United States, on the basis of common specifications, by the Allied air, services in the United States, and the Board performed a very valuable service in unify-ing the specifications of Italy, Great Britain, France, Canada, and the United States for such purposes. The proceedings of the Board were car-ried out on the basis of unanimous agreement of the representatives of the five countries and all the members from each of the countries were technical specialists or, had the advice of technical assistants. It would be difficult to find an instance of greater unity of purpose, readiness to' compromise, and efficient production than was shown by this Board, which produced seventy-eight specifications, in the preparation of which representative American manufacturers appeared before the Board.

J. Leja (Professor, Dept. of Mineral Engineering, U.B.C. Vancouver, Canada) — I would like to offer some comments on the behavior of contact angle with time, treated in this paper. The authors should be congratulated for a clear exposition of these uncommon departures in the correlation between flotation and contact angle, in systems of importance to industrial practice. Some nine years ago Professor J. H. Schulman (presently at Columbia University, New York) and I reported on a similar study conducted at the Ernest Oppenheimer Laboratory, Cambridge, England.' The systems used by us had, how- ever, no direct practical application at that time, as mercury in solutions of xanthates was tested with a variety of alkyl-aryl polyoxyethylene frothers which were then new to flotation practice. Further, the paper dealt with findings contrary to the then widely held belief that the contact angle established in collector-solution is unaffected by the addition of a frother. Correlation with flotation, or lack thereof, was not sought, though we did suggest that in many cases the selectivity of frothers might be influenced by the dynamic contact angles. In 1926 the Clover Splint Coal Co. acquired a lease on 1793 acres of coal lands situated in Harlan County, Ky. about two miles above the end of the Clover Fork Branch of the Louisville & Nashville Railroad at Louellen. This property contains several coal seams near the foot of the mountain, which are excellent coal but too thin to be very attractive now, and carries about 968 acres of the High Splint seam 1375 ft. vertically above the stream and slightly more than three-fourth mile from it. This High Splint seam produces a high percent- age of large lump, is very low in ash and sulphur, stands transportation and stocking exceedingly well and has an excellent reputation as a high-grade domestic bituminous coal. To develop this tract it was necessary to build an extension of the railroad slightly over two miles long, and, in addition to the usual mining equipment and machinery, to build enough houses, with the necessary store and other buildings, to accommodate all of the employees. The topography made construction expensive, so that it was important to keep the cost as low as possible, in order that the proposition might be financially attractive.

For years past I have traveled in quest of promising mining-properties, over almost impassable mountain-trails to remote places in the mining-regions, usually many miles from an assay-o5ce. If, upon examination, the fornlation and the ore-deposit appeared favorable, a quick determination of the value of my samples was necessary, in order that I might take intelligent action with reference to the acquisition of the property. A journey with my samples to civilized regions often meant weeks of delay, and perhaps loss of opportunity. How many, under similar circumstances, have returned with their assay-results from such a journey, only to find that some audacious speculator had optioned" the property! True, a first payment could have been made and the chances taken on the results; but experience has taught that rich-looking ore is not of necessity valuable. Personally, I would not hazard a ten-dollar bill on any property without first determining by assay the value of the ore. Studies of the possible effect of plant water chemistry on the strength of unfired iron ore pellets apparently have not been reported in the literature. Naturally occurring soluble salts were removed from magnetic concentrate filter cakes obtained from several iron ore concentrators. Laboratory balling tests showed that unfired pellets made from these "clean" filter cakes were 50-100% stronger than the usual unfired pellets containing the salts. The fact that certain chemical additives dissolved in the water used for balling "clean" concentrates decreased the strength of unfired pellets indicates that salts in the plant process water may be responsible for lower strengths. According to chemical analyses of plant process waters at these plants, calcium and magnesium are probably the most detrimental salts in the plant circuits. It is suggested that calcium, magnesium, and other polyvalent cations in the mill process waters ion-exchange for lower-valence cations in the bentonite and thereby destroy the electrostatic-charge bonding in the green pellet. Some practical guidelines are also included for plant balling practices.

It is difficult to understand why they did it. It was a demonstration of total commitment which sent chills of mixed admiration and fear up and down your spine. The scene was the bodega in Section A, 2660 Level on the 12 to 8 shift. The jefe was patiently waiting for the tea leaves to settle in a large metal cup. His attention was distracted by the appearance of a miner who had a problem. The long and short of it was that the miner believed the branch raise he was driving was unsafe and he wanted the jefe to come and see it. After lunch the jefe went around. First cautiously shining his light to peer up the raise from outside the chute, he then scrambled inside and swiftly climbed the cribs to the face. No question, it was hairy; about 4 crib sets were needed to catch up to the face. The unsupported raise was slabbing. It didn't take the jefe more than a few seconds to ascertain this situation and to slide back down. As he came out of the chute, a small avalanche arrived on his heels and provided a sort of exclamation point to his order; "cerrado!" In other words, shut 'er down.

AT the time this matter first came up in 1912, the National Malleable and Steel Castings Co. had seven basic-bottom open-hearth furnaces in its plant at Sharon, Pa., using fuel oil, then costing about 2 ½ ¢ per gallon. The fuel was satisfactory but its cost fluctuated widely, therefore the use of pulverized coal, which had been successful in the cement industry and in some metallurgical furnaces, was suggested. After a thorough investigation, and an actual trial on one of the open-hearth furnaces, to be certain that the siliceous ash in the coal would not seriously affect the basic slags, the management of this company approved its adoption and a complete installation was started. The conclusion had been reached that the success of the operation depended on pulveriz-ing the coal to greater fineness than had thus far been accomplished, and all equipment was chosen with this in mind. A coal drier was deemed essential, and one of ample capacity and efficiency was selected, which has done all that was expected of it, working without failure and with very small maintenance cost, and is still in operation.

The development of engineering rock classification systems has received considerable at tent ion during the past few years. The purpose, application and method of assigning an index of rock quality, vary considerably between these systems. Several of them are directed toward the assessment of stability and support potential of an excavation whereas other systems are estimating a particular response of the rock, i.e. blastability or ripability. In the most widely accepted engineering rock classification systems, rock quality is expressed either in terms of meaningful descriptions or by a quantitative evaluation of a geomechanical property or properties. The application of sonic wave parameters in the engineering classification of rock mass and rock material has been the subject of considerable interest amongst investigators. The advantages of utilizing such techniques include minimal sample preparation, capabilities for large scale testing and the ability to perform non- destructive as well as reproducible tests. The purpose of the research presented in this paper was to determine the most appropriate sonic wave parameters for engineering rock classification purposes, to utilize these findings in developing new or modifying existing classification systems and, finally, to apply this information in the prediction and analysis of blasting wave characteristics.

The following notes describe a laboratory for metallurgical chemistry and technical analysis which I built late in 1903, while engaged, as constructing engineer, in erecting a pyrite smelter at the Afterthought mine, Ingot, Shasta county, California. This design partly supplements the paper of Mr. C. H. White, which was presented at the Atlantic City Meeting of the Institute in February, 1904.' The work of a chemist at a busy smelting-plant differs radically from the work of a student, who takes all possible care to have his analysis exact within hundredths of a per cent., and has plenty of time to devote to the operation. The works-chemist, having the shortest time in which to make his determinations, should have a laboratory arranged as conveniently as possible to save time in carrying out his work. By a conveniently-arranged laboratory, I do not mean an elaborately furnished one; but rooms suitably fitted up and supplied with the necessary apparatus to do the work expected from the chemist within the requirements of technical analyses. The Sixty-fifth Congress was a "War Congress." Perhaps nothing else than war work should have been expected of it, but it had time and opportunity to do much more. Engineers have good reason for sorrow over the engineering legislation that died merely because there was no opportunity for a vote. The mineral resources of the public lands of the United States are, except the precious metals, locked away from development. For more than eight years there has been an attempt by both the executive and legislative departments of the nation to secure legislation which, under proper conditions and without detriment to the public interest, will open up these lands for development. After eight years of study, argument, conciliation, and compromise, Congress agreed in conference of the two Houses upon a measure satisfactory to it and to the Executive Department and the final draft was passed by the House of Representatives, but in the Senate it was talked to death by Senator LaFollette of Wisconsin. Some of its proponents plan to, reintroduce the bill identically as agreed to in conference into the 66th Congress, where it is hoped that by reason of its peculiar fate in the 65th Congress it will be regarded in the nature of unfinished business and thus receive early consideration and passage.

The war story of the engineer corps at home and in France is told officially for the first time in the advance sheets of the War Department's brief history of American war efforts. Many of these accomplishments have been published before as isolated incidents, but they gave no idea of the extraordinary duties modern warfare has laid upon engineering troops. In the engineering units that reached the other side, there were seven regiments and two battalions of railway construction engineers; five battalions for maintenance of way; two battalions for maintenance of railway equipment; four regiments and one battalion to operate the main American railways in France; three regiments to operate light railways and their repair shops; two regiments to operate the regular railway repair shops; two regiments and six separate battalions on general construction work; two regiments for storing and transporting engineer supplies; a forestry regiment; a light-railway construction regiment; a roadbuilding regiment; a water-supply regiment; a mining regiment; a quarrying regiment; a technical regiment for surveying and sound ranging; three survey and printing battalions; two railway transportation battalions; an electrical and mechanical regiment; several separate companies to operate cranes; a camouflage service; five inland waterway companies, to operate canal boats and the like; five pontoon trains and a pontoon

IT is impossible to mention by name all the men and organizations that contributed to this volume. The original manuscripts of the chapters contained acknowledgments of various lengths, but space limitations make it impossible to print them. Suffice it to say that virtually everyone active in coal preparation in the United States contributed directly or indirectly to the contents of the volume. Special thanks are given to manufacturers of preparation machinery for their courtesy and willingness to furnish data, photographs and drawings. I am extremely grateful to Lupo Cinco, Alfred C. Arnold, Alfred E. Flowers, James M. Krese, J. H. Kelley, E. E. Vaccaro, E. J. Sandy, Edward Steidle, Jr., Joseph Fiedorek, David Scanlon, and Joseph T.
