The Similkameen mine is located about 100 miles east of Vancouver, British Columbia, and ten miles west of Princeton, where the mine personnel live. Princeton was the first town in the British Columbia interior, originally the home of Cree and Blackfoot Indians and later settled by men of the Hudson's Bay Company, miners, cattlemen, and others looking for gold. After gold, there were coal mines and then copper mines . The Granby Consolidated Mining Company, Limited, operated the Copper Mountain ore bodies from 1926 to 1930 and from 1937 to 1957, mining 34 million tons of about 170 copper ore, mainly from underground. In 1966, Newmont Mining Corporation acquired the Ingerbelle property on the west side of the Similkameen River. Newmont then purchased the assets of Granby and formed Similkameen Mining Company to develop and operate the Ingerbelle and Copper Mountain ore bodies on both sides of the Similkameen River canyon. The Ingerbelle and Copper Mountain ore bodies lie within rocks composed of andesite tuffs, agglomerates, and argillites. Chalcopyrite mineralization occurs as a dissemination. Original ore reserves were estimated at approximately 75 million tons grading 0.52% copper. Mining is carried out on a three-shift, seven-day-week schedule at a rate of about 60,000 tons of ore and waste per day with four 10 cu yd P & H 1900 shovels which mine and load a fleet of 100-ton Lectra Haul trucks. Among the unique features of the design and construction of the Similkameen project was the construction of 4. 5 miles (7. 24 km) of new Trans-Provincial No. 3 highway by the company to the specifications of the British Columbia Department of Highways. The old highway traversed the Ingerbelle pit area. Along the relocated highway is a 4, 000 ft (1219 m) long berm which conceals the mine pit. This area has been replanted and now looks like the original forest scenery. Another interesting feature is that the tailings from the concentrator flow by gravity over a 1000 ft (34% m) suspension bridge, which crosses the Similkameen River canyon then passes through a tunnel to the dam site, a distance of 59,000 ft (17,980 m) to the cyclone station. When the Copper Mountain ore bodies are mined, the ore will be transported by belt conveyor on a second suspension bridge across the canyon to the Ingerbelle concentrator. The paper by R.V. Ramani and R.J. Sweigard is a wonderful description of the labyrinthine web that has been spun about the mining industry by energetic bureaucrats and politicians over the past 50 years. The remedy for the problem, however, is not more of the same, but less. That may be difficult for the industry to achieve, for it is not a technical solution but a political one. And the current fervor for more detailed planning at all levels of government and private enterprise has become deeply ingrained. The authors recommend the provision of more information about mining and mineral resources to "macro" (i.e., government) land use planners. They apparently overlook, however, the already strong tendency on the part of most government land use planners to consider themselves omniscient. Thus, giving them more information about the technical problems of mining will only make them want to get more and more involved in the "micro" (private, site specific) mine development and production plans of the individual mining firm. In fact, this has already happened at all levels of jurisdiction from municipal to federal government. Examples are legion. The most effective way to ameliorate the adverse impacts of government land use planning on existing and potential mining operations is to: (1) introduce greater flexibility in the definition of land use zones by local and state governments; (2) adopt realistic and relevant ambient environmental performance standards in governing relationships between mineral land uses and concurrent or subsequent nonmining land uses; (3) allow greater leeway for economic considerations in land use decisions in contrast to the explicit legalistic approach now in vogue; (4) recognize that all minerals are not the same and that sand and gravel mining should not be treated the same as underground metal mining, coal stripping, oil field production, or in situ leaching; and (5) eliminate the notion that mining operators should be responsible for determining in detail the use of land by subsequent owners of mined land. This last bit of conventional ethic really makes no more sense than requiring the builders of every shopping center or government office complex to provide detailed plans for the use of that land when its use for shopping or government is ended. Did the builder of Ebbetts Field plan for Brooklyn after the Dodgers went to Los Angeles? Should the developer of the Bingham Pit plan for suburban Salt Lake City after the copper mining goes to Chile? The nation's mining industry must address these questions before further bankrupting itself to provide more data to planners and spending thousands of dollars per acre to create land that when reclaimed is worth only a few hundred dollars per acre. ? Reply by R.V. Ramani and R.J. Sweigard We thank Mr. Learning for his valuable contribution. His views on the problems of land use planning and mineral resources are most welcome additions to our paper. As the title indicates, our paper was more concerned with the impacts of land use planning on mineral resource conservation than with the details of the planning process. On the whole, his five recommendations would be helpful for mineral resource conservation. However, we would suggest that the argument he presents for his final recommendation does not address the differences between mining as a land use and commercial or institutional uses. We believe that this difference is the crux of the issue. We share Mr. Learning's desire to ameliorate the adverse impacts of land use planning. Possibly the most detrimental impact is the loss of mineral resources. Any development, whether mineral or community, that does not give proper consideration to other resources can result in permanent loss or sterilization of resources. With proper planning, some of these losses can be avoided. As our paper indicated, one factor that limits the consideration of mineral resources, and ultimately leads to their sterilization, is the generally inadequate levels of resource characterization and understanding of the unique nature of mineral resources and mining operations. The last point raised by Mr. Learning is also important. In terms of reclamation and land use planning in mining districts, we certainly do not advocate spending more than what the results are worth. The main thrust of the paper was to explore the avenues for conserving the mineral resources so that, at some appropriate time, the issue of mining and reclamation can still be addressed. ?

The search for the best practical means of storing sulfide bearing tailings, where there is no residual excess of carbonate material is discussed in this paper• Usually the sulfide content decomposes, with the aid of bacterial action, and the resulting sulfuric acid escapes, along with any heavy-metal solutes, through embankments that are usually porous to some degree• The problem is typified in the tailings of the uranium operations of Elliot Lake, Ont., where mining started some 20 years ago• The approach to tailings disposal paralleled the practice for other hydrometallurgical plants treating gold and base-metal ores• Impoundment areas were designed to retain solids, and a clear and neutral overflow was considered satisfactory practice• Now experience has shown that these areas, some of which have been idle for over a dozen years, release acids in seepage and overflows to an unacceptable degree• To protect natural water courses, neutralizing plants are operated wherever required• Lime slurry is fed continuously into the tailings outflows in a quantity sufficient to raise the pH to 8•5 and precipitate heavy metals that may be in solution• The objection to this procedure is that the plants will require servicing indefinitely, unless a better remedy is found• The problem differs only slightly from that common to base-metal concentrators in that here the ore has been leached with sulfuric acid for the recovery of uranium• Any native content of calcareous material has been digested, and only that added for final neutralization is available to maintain a pH unfavorable to bacterial activity• Chemical oxidation slowly lowers the pH and when this reaches a level of 4•5 or less, bacteria become active and greatly accelerate the formation of acid. The bacterial process is probably at least ten times as fast as the chemical oxidation• Location and Processing The operations referred to, uranium and one copper mine, are located at approximately 46°N and 82°W longitude• This is typical Canadian Shield country, a land of lakes, deeply glaciated and rocky, with sparse soil which supports mixed forest cover• Drainage is to Lake Huron, 25 miles to the south• Average temperature is 45°F, ranging from -40° to +95°F• Annual precipitation is 38 in•, about half of which is snow• The ore is Precambrian, quartz-pebble conglomerate, with mineralization in the matrix• From 5 to 10% pyrite is present• All known means of pre-concentration have been tested, but a bulk sulfuric acid leach has proved the most efficient. Tailings have from the outset been neutralized before release• Current practice is to add ground limestone to bring the pH to 4•5, and then lime to raise the value to 10•5• Environmental regulations have recently been increased and the foregoing meets the new standards• Separate measures are taken to precipitate radium• Remedial Measures Since the outstanding environmental problem is the oxidation of pyrite by bacterial action, the solution is to contain the products, or arrest the process• Given the ambient temperature, favorable half of the time, four items are essential to the activity• 1) Pyrite• 2) Moisture pH < 4•5. 3) Oxygen• 4) Bacteria• Removing any one of these out of the range of tolerance will bring the reactions under control• A variety of proposals considered, and a number tested for the arrest of the process, are: (a) render embankments impermeable, (b) provide an impermeable cover, (c) cover with an oxygen absorbing layer, (d) provide a vegetative cover, (e) flood the site, (f) remove pyrite from current tailings, (g) add excess limestone to current tailings, (h) poison the bacteria• Bank Seal-On existing impoundment areas, where the embankments are several thousand yards in length, it is believed that any program of injecting sealants can have small chance of success• However, a moisture barrier is an indicated specification for future construction, and this can be highly expensive• Surface Seal-Depending on the configuration of the deposit, the downward travel of water should be prevented, and oxygen excluded• Burying a plastic membrane just below the surface has been considered, as has the application of a liquid sealant that would penetrate the surface. The objection to these remedies is the excessive cost of dealing with large areas and the expectation of only temporary benefit as a result• Frost penetration is over 4 ft, and frost action breaks up asphalt paving and all but heavy concrete in a few years• Organic Layer-An oxygen-absorbing layer, such as bark fines from paper mills has been proposed as a surface treatment• Cultivated into the tailings such material might be expected to arrest subsurface oxidation for some years• Estimates are 100 tons per acre of bark fines, or 35 tons per acre of sawdust, and these enormous quantities do not so far give assurance of providing a long-term remedy• Vegatative Cover-Several obvious benefits would result from a good growth of grass or other vegetation on abandoned tailings• While restoring the natural green of the tract the growth would prevent wind-blown dust and reduce erosion• Subsurface oxidation should be reduced, as well as the upward movement of ground moisture as occurs in dry weather. To this end, considerable research and field testing has been carried out to arrive at a formula - a prescription which will provide a self-sustaining growth on the tailings surface, or at least one that would survive with reasonable maintenance attention. Many test plots have been run with different combinations of surface treatment and seed mixtures. Generally, by addition and close cultivation of limestone, lime, and fertilizers, technical success has been demonstrated• Plants with a high tolerance for acid soil seem the more hardy, and a pH above 3 is indicated so that nutrients can be absorbed• Recommendations are for 12 to 15 tons of

The results described in this article are based On field work conducted during the periods April-May, I939, and May-July, 1940. The United States Potash Co. is mining potash on Government land under a permit from the Department Of the Interior and the geophysical investigation was completed under a cooperative arrangemerit made between that company and the Conservation Branch Of the Geological Survey. The writer, a member Of the SeCtion of Chemistry and Physics of the Geologic Branch, was assigned to this investigation. Four definite objectives were in mind for the geophysical work in the studies over the salt deposits. The first was to determine the measure Of success that could be attained in this type of work with the resistivity methods that were to be employed. These methods had been introduced into the work of the Conservation Branch by Benjamin E. Jones for the investigation of dam sites, and have been used under his direction by the author for such work. If the method proved to be be an effort was to be made to contour the top of the salt beds and also the other formation boundaries known to be present in this area. Salt-water aquifers were to be studied in an effort to determine their boundaries, and an attempt was to be made to delineate the potash-bearing beds. Earlier Studies Others have made, and reported, restivity studies over saliferous deposits in different areas. Friedell and Messrs. Schlumberger2 reported geophysical work performed in the discovery of the salt domes of Alsace; Carrette and Kelly? described the geology of the same area. Leonardon and Kelly&apos; published a resistivity curve obtained over the Hettenschlag dome, and a further discussion of this same area was given by the Messrs. Schlumberger6 in a communication. Messrs. Alty6 described studies on salt deposits in which the single-probe method was used. sinerez7 mentions that electrical methods were tried over salt deposits in Spain. Geoffrey and Charrin8 show a resistivity curve obtained over marl, gypsiferous marl and salt which is similar to that obtained over the New Mexico salt deposits. Kelly9 reported resistivity work performed with the ground Comparaor of Zuschlag over the salt deposits near Syracuse, N. Y., where the Salina formation is at a depth of 700 to 800 ft. U.S. Steel Corp.&apos;s Winifrede mine is operated by Lynch District in the mountainous region of eastern Kentucky. This region is characterized by narrow finger ridges and precipitous slopes, which present both an opportunity and challenge in the design and selection of coal-handling facilities for the movement of coal from the section belts to the railrod cars. Lynch District selected diesel-powered locomo¬tives and 100-ton articulated cars capable of negotiating sharp curves. The drop¬bottom mine cars are equipped with longitudinally hinged doors that are auto¬matically opened and closed. Lynch District selected a large-diameter steel-lined borehole for lowering the coal approximately 1000 ft from the seam level to the valley floor railroad load-out point. Taking advantage of gravity, the presized coal is "lowered" vertically approximately 720 ft to existing entries of a previously abandoned mine. The coal is then conveyed horizontally into storage. The coal¬handling facility from the mine-car dump to the railroad load-out point is fully automatic through use of tone control. TV cameras are installed along the facility to continuously monitor the strategic points. The diesel locomotives are either directly operated or remotely radio-controlled, depending on the functions Per¬formed. U.S. Steel Corp.&apos;s Winifrede mine is operated by Lynch District in the mountainous region of eastern Kentucky. This region is characterized by narrow mountain ridges and precipitous slopes which present both an opportunity and challenge in the design and selection of coal-handling facilities for the movement of coal from the section belts to the railroad cars. The narrow finger ridges precluded use of under¬ground haulage and, thereby, presented the opportunity to use high-capacity equipment on the outside bench. The precipitous mountain slopes, steepest at the Wini¬frede seam horizon, presented a challenge to select a solution for lowering the coal approximately 1000 ft from the seam level to the valley floor railroad load-out point. It was evident from the start of planning that these two factors predominated; namely, rail haulage and coal lowering, and solutions to these would determine the final design of the Winifrede mine coal-handling facilities. The Winifrede mine derives its name from the Wini¬frede Seam which comprises the total reserve recov¬erable from this facility. The seam is 5 ft high with a good siltstone bottom and competent shale or sandstone roof. The seam is at an elevation of 2700 ft where the mountain ridges are long and narrow. This configuration of the reserve was ideal for conveyor belt installation to transport the coal from the working face to the outside bench. The preclusion of underground rail haul¬age permitted an opportunity to review the type of locomotive power and to select high-capacity equipment without the limitations associated with underground systems. Since the basic electrical design of the mine was al¬ternating current, with rectification to direct current for shuttle cars required only in the face areas, there was no point in bearing the burden of additional cost of dc trolley installation. And, since the haulage would re¬quire only a few tunnels to negotiate sharp points and to reach the back side of the reserves, diesel power was selected for the haulage locomotives. To provide stability on the almost continuously curv¬ing track and to provide the maximum width of haul¬age equipment, both locomotives and mine cars, stan¬dard railroad gage was chosen to offer the largest choice of equipment. The decision was made to select a standard 45-ton railroad diesel locomotive but to lower the cab height to reduce tunnel excavation requirements. The mine car was the next challenge. Past experience in Lynch operations indicated that drop-bottom cars would be a successful application with the free-flowing coal. The search was for a drop-bottom car within the dimensions of the locomotive to discharge the coal in the shortest time. Numerous types were considered and visits made to various sites to observe cars in operation.

Lightly deformed columbiun single crystals which contained only parallel hoins or purullel and intersecting trains were annealed at 1000&apos; and 1600"C. No re-crystallizntion occurred in specimens hawing only parallel twins. Only noncoherent twin boundaries nzipated at 1000°C but both coherent and noncoherent ones moved al 1600°C. Recrystallization occurred within a few minutes at twin intersections at 1000°C. The orientation 01 the recrystallized grains differed front that of both the matrix and deformation twins, but could he derired by (110) and/or(112) rotations. ALTHOUGH twinning in metals has been extensively studied, there have been no definitive studies of the annealing behavior of crystals containing deformation twins. Some effects observed after annealing deformation twins have been summarized by Cahn1 and Hall2. Any or all of these phenomena are observed: 1) The twins may contract so that the sharp edges of the lens become blunted, and eventually the twin may disappear entirely. 2) The twins may balloon out at an edge, giving rise to a large grain having the same orientation as the twin. 3) The specimen may recrystallize; i.e., new grains are nucleated and grow at the expense of the twins and the crystal immediately adjoining the twin. Such grains have orientations which are not present before. Contraction has been observed in iron,3 titanium,3, 4 beryllium,5 zinc,8, 7 Fe-A1 alloy,&apos; and uranium.9 Long anneals at high temperatures are required to have any appreciable effect in these metals and only thin twins are absorbed. Lens-shaped twins are absorbed from the edges: the thin, almost parallel-sided twins are usually punctured in several places and each piece contracts independently. Absorption is very gradual and no sudden cooperative jumps have been observed. The expansion of a twin into a larger grain of identical orientation is unusual, but such growth has been observed in iron,"&apos;" zinc,6 and uranium." Crystals which have been deformed simultaneously by slip and twinning recrystallize first in the area adjacent to the twin. New grains appear faster where the twins intersect: but isolated twins, especially if thick, can also give rise to new grains. This type of recrystallization occurs in zinc.6, 7, 12, 13 and beryllium.14 Reed-Hill noted, in a single crystal of magnesium, the nucleation of a recrystallized grain at a twin intersection which had the same orientation as the second-order twin and which grew into the highly strained matrix.15 Short-time annealing has been reported to cause no change in the deformation twins in vanadium,16 columbium, 17, 18 tantalum,19 tungsten,&apos;&apos; and zinc.7 The purpose of this investigation was to note the effects of annealing on the coherent and noncoherent boundaries of deformation twins in columbium and to locate the nucleating sites for recrystallization. The orientation relationships, which the new recrystallized grains have with the parent crystal and the deformation twins, were also determined. EXPERIMENTAL PROCEDURE Single crystals of columbium were obtained by cutting large grains from electron-beam-melted buttons which contained 10 to 50 ppm C, 10 to 100 ppm O,, 1 to 10 ppm H2, and 10 to 15 ppm N2. The crystals were hand-ground and chemically polished until all grain boundaries were removed. The specimens were mounted in an epoxy resin and a face of each crystal was mechanically polished on a Syntron polisher using Linde A and then Linde B polishing compounds. After all faces were mechanically polished, the crystal was electrolytically polished to remove all distortion due to cutting and grinding. Laue photographs were taken of all faces of the crystals to determine the quality and orientation of each crystal. The crystals were compressed about 10 pct at -196 C in a specially constructed compression cage with an Instron tensile machine. Each crystal was separated from the top and bottom anvils by teflon films which acted as a lubricant. With the specimen crystal in position, the entire cage was cooled to -196°C by being submerged in a Dewar containing liquid nitrogen. The crystals were compressed at a rate of 0.02 in. per min and the load was recorded on a strip-chart recorder. After deformation the crystals were mechanically polished on 600-grit paper and Pellon cloth with Linde A and Linde B polishing compounds. The crystal faces were chemically polished and then etched. The twin planes were identified metallographically from an analysis of the twin traces on two surfaces. Annealing was carried out by placing each crystal in a columbium bucket made from the same electron-beam-melted material as the crystal itself and suspending the bucket by a tantalum wire in a quartz tube. After a vacuum of 10-7 Torr was attained, a furnace at 1000" or 1600 C was raised into position and the crystals held for various lengths of time. The crystals were repolished and etched after annealing to remove any surface contamination. Approximately 0.010 in. was removed during this process. The resulting surface was examined metallographically for microstructural changes due to annealing. A microbeam Laue camera mounted on a Hilger Micro-focus X-ray unit was used to determine the Orientstions of the recrystallized grains. This X-ray micro-beam camera had a 0.002-in.-diam collimator and incorporated the ideas of both and and chisWik21 and Cahn.22

These methods had been introduced into the work of the Conservation Branch by Benjamin E. Jones for the investigation of dam sites, and have been used under his direction by the author for such work. If the method proved to be applicable, an l was to be made to contour the top of the salt beds and also the other formation boundaries known to be present in this area. Salt-water aquifers were to be studied in an effort to determine their boundaries, and an attempt was to be made to delineate the potash-bearing beds. Others have made, and reported, resistivity studies over saliferous deposits in different areas. Friedell and Messrs. Schlumberger2 reported geophysical work performed in the disrovery of the salt domes of Alsace; Carrette and Kelly3 described the geology of the same area. Leonardon and Kelly4 published a resistivity curve obtained over the Hettenschlag dome, and a further discussion of this same area was given by the Messrs. Schlum-berger5 in a communication. Messrs. Alty6 described studies 0" salt deposits in which the sing[e-probe method was used. Sinerez7 mentions that electrical methods were tried over salt deposits in Spain. Geoffrey and Charrin8 show a resistivity curve obtained over marl, gypsiferous marl and salt which is similar to that obtained over the New Mexico salt deposits. Kelly9 reported resistivity work performetl with the ground comparator of Zuschlag over the salt deposits near Syracuse, N. Y., where the Salina formation is at a depth of 700 to 800 ft. Some structural studies on the potash basin of Alsace are described by Poldini.10 Another single-probe resistivity study, made over salt deposits in New Mexico, is briefly described by Heiland,ll through the courtesy of Harry Aurand, of the Midwest Refining CO.

The success of a coal-mining venture as relates to operations at the gob or break-line, such as the drawing of pillars or the working of long-faces, depends upon the control of face conditions. The measures required to control the latter are dependent upon the action of the coal seam, roof and floor at and in the vicinity of the faces, but the manner in which these will act is dependent upon the rate of face movement as well as upon the facc characteristics and upon the forces exerted. Yet the merits of a method of working—the practicability of controlling face conditions and the means required for such control when applied to any particular case—are usually judged only upon a consideration of the characteristics of coal seam, roof and floor, and the manner in which they have been observed to act. Practically every coal-mining man knows that face conditions are influenced by the rate of face movement, but few have appreciated that this is as much of a factor in the control of face conditions as are the face characteristics and the forces exerted. Fewer yet have recognized or taken advantage of faster rates of face movement as one of the principal means of establishing control of face conditions or of securing more favorable face conditions. Seemingly inherent difficulties, particularly in the control of roof conditions, but also in the control of conditions of the coal seam and floor, are frequently mitigated or disappear when the rate of movement of the faces is sufficiently increased. The characteristics of the coal seam, roof and floor and the forces exerted upon them do determine the general trend or tendency of face action, but the manner in which the coal seam, roof and floor will act and be aeted upon and the magnitude of the action during the time the site of mining operations remains at any particular point are very largely determined by the rate of movement of the faces. We have not yet begun. to realize the possibilities of automatic machinery, in part because we have not developed the designing brains, and in part because we have not sufficiently simplified industry to make possible the economical use of such machinery. The principle of the Jacquard loom, has scarcely been utilized except in weaving silk and in the player piano. It is the principle of bringing into action the various parts of a machine in accordance with a pattern traced on a steel card by perforations or as on the paper roll of a player piano. This principle gives us a control which can be applied to any kind of machine. It is a&apos; great reserve principle for the future. But even now, with the machinery that we have at command, anyone can cut the number of employees in two, at the same time doubling his output, by installing semi-automatic or automatic machinery. And no one knows how far this process can go on. Cutting down the number of men is not just putting some poor fellows out of a job. It is increasing the number of good jobs by increasing the production per capita to a point where really satisfactory wages can be paid out of it, and this in turn- increases the amount of work required to be done and creates new jobs. Thus, cheapening in- creases the demand.

SEVERAL statements have been made to the Institute, somewhat detached from each other, as to the cost of some parts of these works, but they have not included any extended description of the. buildings or machinery. The general plan of the work connected with the water supply differs, in some important details, from that which has been common either in the Pittsburgh district or elsewhere, and a somewhat extended description may be of interest to the Institute, in connection with a note of the cost of the work. The plan as a whole, and nearly all the important details, were developed by Mr. William P. Shinn, C.E., the general manager of the Company. The immediate and responsible charge of the work was in the hands of Mr. John C. Lewis, C.E., to whom had been committed all the work of this general description, including the laying-out of the whole of the foundations, the erection of the buildings, and the grading and laying down of the entire railroad system. The continuous operation of the machinery and other fixtures of these waterworks, for more than three years, has fully demonstrated the correctness and economy of the plan adopted. No casualties of any moment have befallen the apparatus, and no improvements have been suggested as important except that the gate at the river end of the conduit should have been made more completely water-tight, so that the whole length of the conduit could be pumped out dry without resort to any temporary dam in the conduit itself. In general terms the works of the Edgar Thomson Company are situated on a plateau, about 52 feet above the low-water level of the Monongahela River, and about 2000 feet from its bank. The site of the works is bordered on one side by Turtle Creek, a small stream which drains a considerable area of coal mining territory. This creek is about 100 feet from the group of buildings which have been erected, but it flows into the Monongahela River at a point, about 1200 feet further up than that selected for the entrance to the water-works conduit. It was ascertained by analysis that the water in the creek contains an important percentage of sulphate of lime, while the water of the river is of unusual purity, in respect of any salts

Two Opposed Interpretations of the Tonopah Structure.-The important geological publications concerning the Tonopah mining-district are those of Spurr 1 and of Burgess.2 In these publications are presented fundamental differences of interpretation, which are the more interesting because both authorities have had ample opportunity for observation, and because both are geologists of proved ability. I was vastly puzzled to know which had the better of it, and in order that I might reach a conclusion in my own mind, I recently spent some time in the district going over the physical evidence. Surprising as it may seem, this evidence looks agreeably conclusive. A review of it will, I believe, be of interest to those who are familiar with the previous publications. The general geological features of Tonopah are shown in Fig. 1, and the differences of interpretation referred to are outlined in the accompanying notes. Briefly, Burgess regards the various rocks as flows, lying in the order of their deposition. Spurr regards them in part as flows, and in part as flat-lying intrusives. The disagreement, then, concerns the rocks regarded on the one hand as intrusives, and, on the other hand, as flows. These rocks are chiefly the so-called calcitic andesite, the upper rhyolite, and the lower rhyolite. This camp is just now startled by the alarming suggestion that unless there shall speedily be an appreciation in the value of silver, and a decrease in the cost of salt, it will be prudent business policy to close the Alice mines and mills until the conditions of production are more favorable. Such an event would be a great blow to the prosperity of Butte. It would throw some hundreds of men out of employment, and it might lead to the adoption of the same policy by other companies, which, like the Alice, have not been able to pay dividends to their shareholders for a long time. The question arises, and becomes emphatic: If, under the present adverse conditions, the mines and mills cannot be made to pay a proper profit, why should they continue to be worked ? The owners mentally ask: Shall we go on exhausting our mines, pouring out a stream of silver for the maintenance of the community, and the support of the rail ways, or shall we husband our reserves, withdraw the miners from our slopes, and wait for more favorable conditions ? This is the impending question, and all concerned dread to meet and answer it. Let us briefly review the situation and forecast, if possible, what the solution of&apos; the problem will be. It must be understood that the discussion does not include, or refer to, the immense copper-producing interests of the camp, which may or may not be upon a very much more satisfactory basis. It will be confined chiefly to the operations of the Alice company, sta tistics of which are at hand, without involving the other silver com panies in the conclusions beyond those inevitable from well-known facts, patent to all. There are at present in Butte and in its vicinity in the principal mills an aggregate of 290 stamps dropping upon silver-ores: Alice,...........80 stamps. The mechanism, of the decrease in transition temperature of Nb3Sn was studied. Presintered Nb3Sn powder compacts were heated in a dynamic vacuum at elevated temperatures. Loss of tin resulted from these heat treatments and transition temperature as a function of tin loss was discontinuous at a critical value of tin loss. In general, decreases in transition temperature were correlated with deviations from AS a class, the A15 structure-type (also known as Cr3O or ß W) compounds have the highest superconducting transition temperatures.&apos; In this class are stoichiometry and presence of vacancies in niobium sites. The effect of vacancy distribution on the physical properties of Nh3Sn is considered. In August, 1977 the United States Congress passed Public Law 95-87 which has been commonly referred to as the Surface Mining Control and Reclamation Act (or SMCRA). This title is somewhat misleading in that the act creates as many regulatory requirements for underground coal mines as for surface coal mines. How- ever, this paper will concentrate on the effects of SMCRA on designs and stability for various activities of surface coal mines, specifically those concerning "Disposal of Excess Spoil". In the past, the objective of most laws and regulations applicable to the mining industry has been to achieve goals of safety or environmental concerns for all types of mining. However, SMCRA is unique in that it sought to regulate-all-activities of coal mining from initial data gathering, exploration, mine design and facilities design to reclamation activities and design. More specific to the stability of the activities of surface coal mining, special criteria for design and construction performance standards have been promulgated for the construction and maintenance of roads, dams and embankments, coal processing waste, ex- cess spoil piles, backfilled reclamation and pit slides. The criteria for design for the previously mentioned facilities has been enumerated by regulations and in many ways restrict the use of site specific design parameters.
