NOT much activity has been evident during the past year in the establishment of co-operative scholarships but the interest among the coal-mining companies is more pronounced than ever. This is apparent from the replies received to a letter sent out by the Committee on the Promotion of Student Interest in Coal Mining to over 120 coalmine operating officials. With that letter was forwarded a bulletin issued by the school of mineral industries of The Pennsylvania State College entitled ?Industrial Scholarships ? a Partnership of Industry and Education.? In that circular was outlined the need for trained men in the war and postwar world, and particularly as such demands pertain to the growth of the mineral industries.

A discussion of the paper by Mr. Campbell, which was read by title at the Lake Superior meeting, but first presented at the New York meeting of the Iron and Steel Institute, October, 1904 (see p. 772). These papers are here published onder a mutual agreement between the Councils of the two Institutes, and will also be found in the Journal of the Iron and Steel Institute for the year 1901, vol. ii. Mr. William R. Webster, Philadelphia, Pa., said: We are under great obligation to Mr. Campbell for his exhaustive investigation, and the results he has put before us to-day. They are the most conlplete series of tests that have ever been made, where all the conditions of rolling, etc., were kept uniform. In discussing Mr. Campbell's first investigations, I claimed first, that the method of least squares, then used, would of necessity only gire the average value of any element, and that if the effect of any element was greater in the presence of high carbon than with low carbon this would not be shown by the method of least squares. Secondly, that the effect of manga nese should be considered on acid steel as well as on basic steel, instead of ignoring all the eff'ect of that element when it was below 0.60 per cent., as was then recommended by Mr. Campbell. I am pleased to note that the results of his present investigation confirm my views on these points. In presenting the results of his first investigation, Mr. Campbell referred to my investigation of 1893-94, and took exception to the value of phosphorus varying (depending on the amount of carbon present) from 800 to 1,500 lb. for each 0.01 per cent. He claimed that one might just as well consider the effect of phosphorus as being constant, and of carbon varying. I refer to this, as he now has introduced very similar conditions in his present tables, in that he gives variable values for manganese (depending on the amount of carbon present) for both acid and basic' steels. Can we now say, with more certainty than formerly, which element should be considered as haviup a constant effect ? There is one other point that I took up in my former discus-

An educated man is distinguished neither by his clothes nor by his knowledge; he is replarkable not for the things he says, but for the way he says them. You cannot even stand with him under an archway in the rain without finding him out. He may talk only of the weather. His words and his phrases alike may be simple. -at distinguishes him is the arrange- ment of his words; however desultory his talk, it will be method- ical; he has habituated himself to foreseeing the part to be played by each word he uses and the place to be taken by each sentence he utters. On the other hand, the uneducated man, though shrewd and well-informed, will relate facts and events as they recur to him, generally in disorder; in his effort to recollect and in his attempt to rectify forgetfulness he will pause irregularly, filling the intervals with meaningless phrases, such as "and then ", "and: so ", or 'said he to me", "said I to him"; and even the contipuous parts of his story will be told confusedly-because he has not learned the proper use of words.* My own experience as an editor of technical manuscripts has taught me that the misuse of 'that' and 'which' is a fruitful cause of obscurity and confusion. The relative pronouns have distinct functions, and no writer can express himself clearly until he has learned to discriminate between these I functions. For example:

Approximately 2000 years ago, the Lord admonished the scribes (lawyers) and pharisees (religious leaders of that time) that they had paid the tithe but had omitted the weightier matters of law, judgment, mercy, and faith. (Matt. 23:23) I want to talk about "The Weightier Matters of Law." In a situation where big government is trying to have an effect on even small details of a work activity, otherwise simple situations become complex. Regulations are written to such detail that constant compliance with strict interpretations can be a nightmare-not to mention off the target of the intended purpose for the regulation. One soon recognizes the onerous characteristics of federal statutes. Another admonition the Lord gave those lawyers and pharisees back then was that they tended to strain at a gnat and swallow a camel! He meant that the pharisees were given to devoting themselves to the strict interpretation of law by writing hundreds of subrules or interpretation to law. In doing so they eventually lost sight of the original purpose of the law. I think they were being told, keep the law-but don't neglect to humanize it Keep it simple Recognize the purpose of why the law. "Mix in" a common sense approach. Someone once said, "Common sense is instinct -enough of it is genius." Today, as 2000 years ago, we need more "genius" displayed by legislators in considering the weightier matters of law. First of all true legislature genius calls for a declarative statement about the purpose of the statute and a fair, objective analysis of the ground rules by which it will be implemented. In the Health & Safety Act of 1969, the "findings and purpose" as set forth in Section 2 do define its purpose. I believe most of us affected can be in accord with the reasons advanced for the legislation. However, beyond those well-intentioned few paragraphs, we very quickly run into trouble. Congress complicated the simplicity of the statement of purpose by mandating government intervention into areas that cannot be effectively legislated, nor even should be legislated. The Act provided for broad gaged regulation which is unnecessary, inappropriate, and tremendously costly. Frankly, it detracts from a constructive, cooperative effort by the parties involved. These are strong negatives which characterize inappropriate legislation. Appropriate legislation and subsequent regulation, which is realistically conceived and practically enforced must be born of an honest desire for improvement, based on a working knowledge of common problems which are thoughtfully analyzed. Then the legislation must be written in clear concise language so that there can be little or no doubt as to its literal meaning and intent. To be practically enforced, it must be understood by all who will enforce it and by all who are subject to it. That is to say, an effective law or standard cannot be fixed or inflexible so that it cannot be tempered in human judgment. There must be an elasticity in the statute to provide for consideration of all of the relevant facts of a given situation. Such elasticity makes the compliance effort as meaningful as it can be for the time and dollars invested. Meaningful compliance requires room for common sense. Today, we in business along with our associates in government and labor, urgently need to pause, and assess our current situation. The problems arising from the 1969 Act have been intensified through the Mine Safety & Health Act of 1977. After reading the "findings and purpose" of this legislation, and by process of elimination, we should all clearly see what is and is not the purpose of the Act. 1) It is not to turn the management of private industry over to government. 2) It is not to impair the efficient operation of business. 3) It is not to reduce productivity and profits. 4) It is not to reduce national unemployment. 5) It is not to perpetuate the bureaucracy. 6) It is not to increase the tax burden on an already overburdened people. 7) It is not to increase our balance of payments deficit. 9) It is not to replace management/labor relations in working together to solve problems.

A major problem whose importance touches the entire underdeveloped world is how to reconcile the demands of nationalism with the requirements of the international economy. Chile's copper industry presents a study of how one such accommodation has been slowly, if precariously, evolved. The dependence of a low-income country on the international economy presents, on the one hand, opportunities for speeding up the rate of development and, on the other, imposes a set of constraints on national behavior. Nationalism may be indispensable in motivating low-income countries to bear the economic costs and absorb the social changes involved in modernization, but it may also inhibit the acceleration of economic growth by its failure to come to terms with the international economy. Nationalism is a two-edged sword. An outstanding feature of Chile's economy since the mid-1920s has been its considerable dependence on the export of a single primary commodity- copper. Moreover, the affiliates of two US.-owned firms-the Anaconda Co. and the Kennecott Copper Corp.-have dominated Chile's copper industry, a fact which from time to time has posed conflict between that nation's long-range economic opportunities and more immediate political realities.

WHEN minable ore has been located, the problem of mining is synonymous with the problem of movement --movement of men and equipment to mine the ore, and movement of the ore from the earth to the mills. In slusher drifts and shafts, on shovels and dragline excavators, on churn drills and bulldozers, wire rope is essential to the transportation of men, ore, overburden, and equipment. Although a casual glance creates the impression that all wire ropes are alike, there are crucial differences between ropes. Strand diameter, number of strands, weave, core, and resistance to corrosion all decide the type of job a wire rope can do, and where and how long it can do that job. These factors are, of course, the responsibility of the rope manufacturer. Beyond this, he can extend his function into the mine itself by advising users on the use, care, and maintenance of these sinews of the mining industry. This article, then, covers both the manufacturing and end-use aspects of wire ropes.

The possibility of increasing the efficiency of mineral processing plants by means of computer control has prompted metallurgists to examine their flowsheets more critically in order to develop practical control strategies. Control schemes in use to date generally rely on the automation of traditional and previously manually regulated control loops, e.g., the addition of reagents to maintain a constant assay or a constant pH. This approach is predicated on the availability of well established primary sensors such as pH electrodes or on-stream analyzers. Noranda Research Center, in cooperation with Noranda Group concentrators, has developed a froth level monitor and a pulp density meter adaptable to this type of control. Although some of the basic principles on which they are based have been known for some time, their incorporation into the design of reliable, direct-reading instruments which can be interfaced with a computer is believed to be novel.

The regular activities of the Insti¬tute are financed mainly by income derived from members' dues, from advertising in MINING AND METALLURGY, and from the sale of publications to the public. In addition, collateral activities and special projects are financed each year by means of income from endowed funds controlled and administered by the Institute. In the aggregate, the principal sums of these endowments amount to more than $530,000. An active effort is being made to in¬crease the endowment funds of the Institute through a standing committee, of which H. T. Hamilton is chairman, and of which the other members are: W. H. Aldridge, George D. Barron, Cleveland E. Dodge, D. C. Jackling, Henry Krumb and J. V. W. Reynders. This committee feels that there exists a tremendous opportunity for the Institute to be of ever-growing service to the public, to the mineral industries, and to the profession. It welcomes suggestions as to names of men of means who are vitally interested in the mineral industries, and to whom the opportunity to make a contribution or bequest might appeal favorably if presented in the proper light by the committee.

IN contemplating the prospects of natural gas being transported from the fields where it is produced to such distant points as Philadelphia, New Jersey, New York City, and New England, let us review the advance that natural gas has made and the projects currently scheduled for construction. This may give us a perspective of the point in the long-range development of the natural gas business in which we now find ourselves, and some basis for judging the further expansion of the industry. Authentic statistics of the total marketed production of natural gas in the United States have been compiled by the Bureau of Mines since the year 1906. The growth of the business is indicated by the following data on marketed production for each ten-year interval since 1906:

AT THE February, 1916, meeting of the Institute, a paper presented by Hayward and Raymond gave the results of a study on the effect of time in tempering medium-carbon steel, when the following conclusions were reached: It is not fair to consider the question settled when only three specimens were used for each treatment, but the results obtained indicate that for reheating quenched medium-carbon steel to temperatures below 500° it is only necessary to heat it through. Longer heating has little or no effect on the tensile strength, ductility, or hardness. At temperatures above 500°, increasing the time of treatment causes a slight falling off in hardness and tensile strength with a corresponding increase in ductility. In the discussion of the paper these conclusions were attacked and evidence presented that seemed to throw doubt on their accuracy. The authors, however, showed that this evidence was based on high-carbon or alloy steels and no facts regarding medium-carbon steel were presented. During this study the heat treatment was carried out in a small electric resistance furnace. It held nine specimens, but when these were placed in the furnace the temperature was lowered to such an extent that 30 to 40 min. were required to reach the desired heat. The authors pointed to this as a weak point in the investigation and it seemed wise to supplement the research by work on similar steel but using a different method of heating. This has been done and the results are given in the present paper. The Rhode Island Tool Co. cooperated by furnishing the steel and turning the tensile specimens.

As in organic nature certain animal and vegetable forms have undergone modifications, and thus, as it were, fitted themselves to live in a new environment, so it has been found possible in certain instances to form new metallic combinations which are practically immune to the natural conditions that exist on the earth at the present time. A few of the metals, such as gold, silver, and the metals of the platinum group, are found native, but the commoner heavy metals are nearly always found in the form of oxides or sulphides. For a number of years I have made experiments with a view to finding certain metallic combinations or alloys which would not only resist oxidation and other harmful influences, but would also possess valuable physical properties, which would render them fit for special service. The first decisive step made in this direction was the discovery of an alloy of nickel and chromium in 1898. The properties of this alloy have already been described in a previous paper.' Immediately following the discovery of the nickel-chromium alloy, I produced an alloy of cobalt and chromium, which has likewise been described in the reference given, but the range of proportion between the cobalt and chromium is so great, and the combination is modified to such a marked degree by the introduction of other substances, that I have felt justified in reading another paper on this subject, describing more fully my researches in this particular direction. THIS paper is condensed from several reports by members of the staff of the Minerals Testing Laboratory of the Tennessee Valley Author-ity, on a series of experimental tests in the beneficiation of barite of the Valley area. These experiments were conducted upon a large number of samples taken from several mines in three different districts. The area contains numerous producing deposits, nearly all of which are hampered by the high iron and silica content of the ores. Because of the small difference in specific gravity between the iron oxide and the barite, a gravity separation is generally poor. The removal of the iron thus offers a special problem. Some of the operators have turned to magnetic separation to meet the shipping requirements for less than one per cent iron. The present experiments were conducted to determine the application of decrepitation or flotation in simplifying the concentra-tion of the barite by removing the iron oxide and silica in one operation. Practically all the barite marketed in the area has been as "off-color" crude. The bleaching studies were made to determine the bleach-ability of the ores to alleviate this inferior grading, placing them on the market as bleached barite.

THE heavy shrinkage in the production of bituminous coal has reflected adversely in the matter of tonnage produced by stripping arid mechanical loading machinery. The purchase of stripping and underground loading equipment has likewise been circumscribed. How- .ever a growing percentage of bituminous coal is being loaded by stripping and mechanical loading machinery. This situation is due to the fact that numerous strip pits were able to operate in Illinois and Indiana when under- cover mines were subjected to labor interference, a further advantage gained by their ability to produce and market coal at a price below that of the undercover mines. The mines equipped with mechanical loading. apparatus have enjoyed more continued operation for the double reason that the companies using coal-loading machinery are, generally speaking, more substantial and in better financial condition than many of the smaller properties who maintain hand-loading methods, and the market advantage due to lower production costs also reflects to the advantage of the undercover mines using mechanical loading equipment. Where a number of mines are con- trolled by one company, those not equipped with loading machinery and suffering from higher producing costs have often been closed, with the available tonnage concentrated in the more modernly equipped mines.

MAGNETITE mining and milling in New York, New Jersey and Pennsylvania continued to remain comparatively inactive during 1933, owing to the low rate of output of the steel industry and also to unrestricted importation of foreign ores. However, some improvement over conditions existing in 1932 was noticeable, particularly in New Jersey, where one plant, that of the Washington mine of the Alan Wood Mining Co., at Oxford, went on full production in August. At Lyon Mountain, N. Y., the Chateaugay Ore and Iron Co. resumed mining and milling operations in October, on a reduced scale, principally to provide employment during the winter months. The Chateaugay company produces a special low-phosphorus pig iron. During the year they obtained a contract to supply their product for use in the manufacture of the suspension cables of the New. Golden Gate Bridge.

The mining fraternity of North America was grieved and shocked to learn of the death of Dr. Willet G. Miller on Feb. 10, 1925. Doctor Miller was for many years the Provincial Geologist of Ontario and the one who more than any other had contributed by his personal work and the reports of his subordinates to the recent extraordinary mineral development of the Province. Doctor Miller was fifty-eight at the time of his decease. A man of unusually stalwart physique, he seemed destined to many years of useful service. His friends in both the American and Canadian Mining Institutes can with difficulty reconcile themselves to his loss. Doctor Miller was born in 1867 in Port Rowan, Ont., on the shores of Lake Erie. After preparation in the high school of his native town, he entered the University of Toronto and took his bachelor's degree in 1890. He pursued graduate studies in geology at Chicago, Harvard, and Heidelberg Universities. In 1893, he was first appointed lecturer and soon thereafter Professor of Geology in Queens University, Kingston, Ont., a chair which he held until 1902. He was then appointed Provincial Geologist of Ontario and was placed at the head of the Survey which was attached to the Department of Mines. Within the next year, 1903, he performed the service that made him famous. In the summer of 1903, in connection with the building of the Ontario Government Railway toward an objective on James Bay, veins had been noticed by construction parties just north of what is Cobalt Lake today, and in the rocky pass that is now traversed by the main line of the Canadian National Railway en route to Vancouver. The pink stain of cobalt bloom on the vein, known later as La Rose, caught the eye of a workman; in November, Doctor Miller recognized the silver in it, and brought the possibilities of the district to general attention. In December, he published an article in the Engineering and Mining Journal, stating that the veins could be worked at a handsome profit. During the winter and spring, the mining interest awoke, which resulted in the astonishingly productive silver district of Cobalt; but in which, Doctor Miller, because a government official, scrupulously refrained from having any financial interest whatever. Seldom has so high a sense of honor been manifested; and as the result, Doctor Miller commanded confidence and respect to an extraordinary degree. IN the recently published book entitled "Man in a Chemical World," by A. Cressy Morrison, the several pages discussing explosives were included in the chapter on "Serving Industry." Such a classification is entirely correct, as blasting explosives function only as a tool for accomplishing certain useful work, a tool which is completely destroyed in one use. Explosives are so important to industry and to modern society, in fact, that it seems impossible to imagine the existence of civilized nations without access to commercial explosives as ready servants. Two main types of explosives are now in use, the low-velocity or deflagrating type, such as black powder, which is adapted for use in coal mining and other applications where a slow, heaving effect is desired, and high explosives of the dynamite type,

MECHANIZATION in coal mining is a phrase which has attracted world-wide attention, and those persons not engaged on the practical side of coal-mine operations seem to regard mechanization as a panacea for many difficulties of the industry. The term "mechanization" as now employed by experienced mining men is restricted to mean mechanical loading of coal at the face. In a broader sense mechanization in coal mining was begun nearly half a century ago with the introduction of compressed-air undercutting machines and locomotives and, later, of electrically operated locomotives, undercutting and shearing machines, and drills. The use of coal-cutting machines, which has increased until now about three- fourths of the bituminous coal produced is being mechanically cut, first displaced hand-picking except in a few long-wall mines, and later gradually displaced the dangerous and coal-smashing method of blasting-off- the-solid.

I WISH to urge on this Committee the task of evaluating mining geology. -My motive is as follows: It, is a. duty of the Institute from time to5 time, to establish the social perspective of the professions grouped within it, not simply to promote their use, but to determine with engineering definiteness their true powers and functions. This becomes the delegated duty, therefore, of this committee in respect to geology. Be- cause my own subject is mining, I shall confine my remarks to mining geology. But I believe that the evaluation should be made to include all of that geology termed economic. The perspective for such evaluation is shown in the nature of the public support given to geology. The federal Geological Survey, the leading organization on the economic side, is actuated by the zeal of a small group of devoted professionals who consider its work valuable, ' It proceeds, however, on a starvation ration of appropriations, and that implies that neither the corporations, the voters nor the vote getters consider it important. Altogether, in' the public consciousness, geology is negligible. That, at the same moment, .the profession should act with full confidence, while everyone else should act' with opposite motives, is not fitting. For us, as a committee, to remain incurious regarding such a disparity of beliefs is quite impossible.

CONSIDERABLE waste of oil and grease in lubricating motors and other machinery results from the use of bearings that are not totally enclosed. There is also the likelihood of damage to the bearing through the accidental introduction of grit or dust both in the oiling process and after, unless the cover is entirely dustproof. With the ordinary sleeve bearing that is only partly enclosed, it is generally easier for a careless attendant to cause trouble through neglect than with the ball bearing type, which from its design, must be totally enclosed to give effective service, and needs a minimum of attention. At one of the large mining companies which has taken a leading part in reducing unit costs and pioneering new developments in mining machinery, ball bearings have been gradually supplanting the conventional type of sleeve bearings on many of their motors, centrifugal pumps, and other machines in the mines. This innovation is not recent, as substitution of ball bearings on mine motors was first tried out by this company in 1909. Since then an increasing number of such bearings have been put in. They are now favored because of increased operating efficiency and reduction in lubrication costs.

THE writer has reread Mr. Ingalls' interesting article in the July, 1923, issue of MINING AND METAL- LURGY on "The Use of Spelter in Galvanizing." It seems that most writers, in commenting upon coatings of spelter on sheets and wire, dwell upon the thin coatings which these materials carry, and rightly so. However, they seem to forget that until very recently, in the case of wire, the manufacturer did not know how to apply a heavy coating of spelter to the wire, especially if the wire was to be woven into fence or fabricated in some other manner, because heavy coatings of spelter are exceedingly brittle. This is even true in the case of high-grade spelter, but to a lesser degree than with Prime Western. Because of this brittleness, it has been necessary for wire manufacturers to smooth the coating by passing the wire through tightly compressed wiping means of some kind, usually asbestos. This removes all of the excess spelter and allows only a thin coating to remain. The latter, as a rule, is malleable and the wire can be fabricated without material injury to the coating.
