ACCEPTED current practice for A the valuation of mineral property is based upon Hoskold's theory and valuation tables first published in 1877, and popularized by Herbert Hoover's "Principles of Mining" issued in 1909. In more recent years the procedure has been developed further in the course of the extensive valuation work required for Federal taxation purposes. The 1-aluation of oil and gas properties and of mines is based upon the same principle-the estimation of the present worth of future net revenues. However, in valuing oil and gas properties the method used for discounting future revenues differs somewhat from that adopted for mines, owing principally to the nature of the re- source. production from oil and gas properties usually declines from year to year, whereas coal and ore de- posits are adapted to a more uniform rate of output.

The separate outputs of Burma and India in 1937 were 274,664,365 gal. valued at £4,474,147 and 75,657,857 gal. valued at £1,030,591, respectively. The corresponding figures for the year 1938 were 263,823,-265 gal. valued at £3,766,810 and 87,082,371 gal. valued at £1,234,563, respectively, which is a slight increase in total quantities but a fall in value for the combined outputs of Burma and India. The appreciable increase from India in 1938 is due to an increase of over 11 million gallons from Attock and a little from Digboi, while the decrease from Burma is due to a fall of nearly 9 million gallons from Yenangyaung, over 3 million gallons from Yenangyat (and Lanywa) and half a million gallons from Minbu (Table 1). The 'amount' of gasoline produced from natural gas during the year 1938 was 10,587,291 gal. in Burma and 496,163 gal. in the Punjab.

The work described has one serious shortcoming: grain size was not monitored during heat up to the temperature (1675°F) of isothermal anneal. The chief obstacles to p grain growth in titanium a-ß structures are the a grains. Heating a structure such as that shown in Fig. 1 to a temperature close to ß transus causes dissolution of a grains in order to adjust the a/ß ratio, compare Figs. 1 and 2. During this process there is a concomitant growth of the ß grains—otherwise ß grains would have to be nucleated in order to adjust the a/ß ratio. When the annealing temperature is reached the a/ß ratio stabilizes and this initial phase of ß grain growth ceases. After an incubation period growth resumes as described. Some 0 grain boundaries can be clearly seen in Fig. 1. (Skilled metallography commonly produces photomicrographs which show more structural detail than direct observation.) These boundaries suggest that the average ß grain size is approximately 0.002

The No. 2 unit of the West Mill of the Bunker Hill & Sullivan Mining & Concentrating Co., which went into commission Apr. 17, 1912, is structurally a twin of the No. 1 unit, which was started Nov. 9, 1909. Up to the point where the ore enters the concentrating-de-partment, it follows precisely the process described by G. Cae-tani in his article entitled, Milling of Lead-Silver Ores,' under the heading, Preparation of the Mill-Ore. The process from this point forward, in the No. 2 section, is outlined on the accompanying flow-sheet. In describing it I shall attempt to analyze the products of each separate process. The constancy of the tonnage and the uniformity of the quality of the feed render this practicable. No. 1.—550 tons of feed, all having passed 30 mm., is washed into two 15-mm. trommels, 4 ft, in diameter, 60 in. long, 17 rev. per min., 1 in. slope, 3/8-in. gauge steel.

OUTCROPS of coal have bees discovered is many localities is the Philippine archipelago, and practically all of the larger islands contain deposits of this mineral. Very little prospecting has been done to determine the value of the various coal-bearing areas, but so far as known, the largest and most promising fields are found : (1) is northern Cebu; (2) is the small island of Batan, a part of the province of Albay is southeasten Luzon; (3) is the somewhat larger island of Polillo, off the east coast of Luzon, and (4) is southern Mindoro, sear the small coast tows of Bulalacao. Northern Panay, south-central Cebu, and various localities is southern Luzon, Masbate, Negros, and Mindanao also afford evidences of the existence of coal-beds, the extent and value of which have not yet bees proved. The general position of these islands and districts is shows on the map of a portion of the Philippine Islands, Fig. 1. Some of these coal-fields have been known for many years (coal was discovered is Cebu 1827 and is Batas is 1842),1 and several futile attempts were made by the Spaniards to operate mines is these districts. But owing to many circumstances, chief among which were indifferent management, the political unrest of the islands, natural difficulties of transportation, and those inherent in the mining of steeply-inclined and somewhat irregular seams, no considerable output was ever obtained from any of these mines, and the fuel required is the many departments of industrial and political life has continued to be drawn largely from Australia and Japan. These conditions exist to a great degree at present, and though much interest is the coal-deposits of the Philippines

WE all remember when, a few years ago the preparation of coal was nothing but a matter of having somebody at the face or somebody in the railroad car pick out the impurities; also the sizes were generally' made" over a bar screen. Anything that was black was coal; and the only matecia1 picked out was the slate or rock-impurities that could be distinguished by eye or by hefting. This was all right as long. & coal could be sold at. a good price. After all, we are all in business to -make the most money honestly out of a certain acreage of coal and a certain plant. For this purpose what is required is the greatest possible recovery of marketable coal and the highest market price.

THE official title of our topic for today is "Resources of Metals and Other Strategic Minerals," but in accepting the invitation to open this discussion I claimed the privilege of being allowed to talk about problems other than resources for the two reasons that a great deal has already been said about resources and because we can never discuss them with the degree of certainty that an engineer likes. Resources are uncertain for many, reasons. One is that we do not know what is in the earth. It is four thousand miles to its center and although oil wells 1 ½ miles deep are becoming common and engineers are now talking of drilling holes 2 miles deep, even when they do they will have advanced only one two-thousandth part of the total distance. Only a relatively few mines are over a mile deep as yet. We know certainly that it is comparatively expensive to work at such great depth, but it would be a very foolish man who would assert it will be' impossible, one or two hundred years from now, for engineers to obtain from great depths mineral supplies that are now being obtained at or near the surface. As long as- I can remember I have been hearing that our petroleum resources were in imminent danger of speedy exhaustion, and yet the yearly output is now of the same order of magnitude as the total resources were once estimated, with ' the cry of over-production the loudest it has ever been. Tapping progressively deeper and deeper sources of supply, has produced this result. Even in the thin layer that we are now working much-exploration still remains to be done. .

INDUSTRIAL Pittsburgh, the center of the coal and iron and steel industry of the world, was host to the Coal Division at its Fall Meeting held there on Oct. 21 and 22 at the William Penn Hotel. The past year has witnessed remarkable progress in new methods of mining and burning of coal and many of the papers on the program discussed these developments. Nearly 100 had registered at the time of the first session on Wednesday morning and this number increased to 168 on Thursday. Owing to the large number of papers on the program, eighteen in all, it was necessary to hold group meetings on Thursday morning, with a capacity attendance at each meeting. . Chairman McAuliffe was on hand early Wednesday morning to open the meeting. George Otis Smith, representing President Lovejoy, came over from Cleveland where he attended the meetings of the Institute of Metals Division. Secretary Parsons arrived later from Cleveland and spent the whole morning with the executive committee of the Division. Doctor Smith, Secretary Parsons, and J. T. Breunich were the official representatives from Institute headquarters.

Chuquicamata pit was opened in 1915 with steam shovels and steam locomotives brought down from the Panama Canal excavation project. With expansions in the early years, more steam locomo¬tives were brought into the mine. IMPROVED LOCOMOTIVES During the period 1927 to 1937, electric locomo¬tives were purchased and main line and bench tracks were electrified. Third rail was installed up to the working areas. At first, the locomotives were equipped with batteries for service at the shovels, but charge life was too short and they were con¬verted to use the third rail and a reel with 3000 ft of trailing cable for service in the loading area.

COMPARED to the situation abroad, the domestic industry continues to lag both as regards the production and consumption of newly mined lead. During 1938 we produced and consumed slightly over 20 per cent of the world output, whereas ten years ago the figure was nearly double this pro- portion. Labor difficulties and absence of demand were chiefly responsible for the general inactivity. In the foreign field, in spite of low metal prices, production and consumption of lead equaled or exceeded all previous records. Practically all the large companies, with the exception of those in Spain, increased operations, though it should be noted that the foreign lead mines have higher-grade ores than domestic mines. In view of the rapid expansion of the foreign industry, it is natural to expect greater progress abroad, particularly in process metallurgy.

A LL over our great country I have been privileged to see, during the last six weeks, the manifestation of a new spirit among engineers. Partly under the inspiration of leaders whose influence has been felt not only nationally, but internationally, - partly through the recognition of the service that engineers have been able to render to the nation during the recent crisis, a new self-consciousness has been acquired by the individuals, and now this self-consciousness seeks expression in opportunities for service and participation in public affairs. The engineer . no longer sees himself a mere reservoir of information to be tapped when some one is in need of cold facts, no. more an administrator of mere material things, but a potential administrator of- public affairs, a citizen and a human being, with the responsibilities, as well as the privileges of citizenship.

The Phelps Dodge Corp. Lavender pit is located in the Bisbee mining district near the town of Lowell, Ariz. A quartz monzonite porphyry exists as an intrusive stock and was the source of mineralization for the limestone replacement orebodies being mined by underground methods. Leaching of the upper portion of the stock, and precipitation of the copper as chalcocite on the finely dispersed un- oxidized pyrite in the monzonite porphyry, formed a low grade ore zone below a leached capping varying from 50 to 300 ft thick. Churn drilling starting in 1916 and supplemental churn drilling begun early in 1950 indicated a mineable area about 3100 ft long by 2400 ft wide. In general drilling was on 100-ft centers. The pit was planned with 50-ft benches and wall slopes varying from 1 to 1 to a flatter slope of 1 1/3 to 1 dependent on the character of the ground. Materials within the pit limits, using a 0.6 pct minimum grade cutoff, were estimated at 41 million tons of 1.14 pct copper ore, 31 million tons of low grade sulfides suitable for leaching with an average grade of 0.42 pct, and 70 million tons of waste.

THE Kinta valley in the State of Perak, one of the largest of the Federated Malay States, is probably at the present time the richest alluvial tin-district in the world, Perak producing from 20,000 to 25,000 tons of tin annually, and the Kiuta valley being the chief producer. The valley runs approximately north and south, and is 30 miles long by 12 wide. It is very flat, the mountain-ranges on either side rising abruptly from the plain, that on the east being the great Central range of the peninsula, and that on the west a subsidiary range marked " Kledang " on the map, Fig. 1. The valley is drained by the Kinta river, which rises in the eastern mountain range and flows south to join the Perak river, being joined by numerous streams from both mountain-ranges. The rain-fall is heavy, averaging annually about 90 in. The whole country is covered with dense jungle, except where it has been cleared for mining-operations and a small amount of cultivation. Mining villages are scattered throughout the valley, the chief towns being Kampar, Batu Gajah, Lahat and Ipoh, the latter being the center of the mining-operations. An ideal section of the main geological features of the Kinta valley is given in Fig. 2. The valley is composed of a highly crystalline limestone, usually white in color, sometimes gray; in fact, it may be called marble. It is always highly inclined and often contorted, and in some places is interbedded with shale. On the east side of the valley, near its contact with the granite, it forms a remarkable series of limestone cliffs, which rise in some cases as high as 2,000 ft. above the level of the limestone in the valley. N OW THAT the war is over it is possible to release data and correct some erroneous statements and impressions relative to the use of manganese-steel armor and helmets, which heretofore have been carefully guarded. The material of the helmets furnished to the English, American, and Belgian armies was invented by Sir Robert Hadfield, Bart., F.R.S., and was described in a paper read by him at the International Engineering Congress in August, 1893. The French helmet was 2 oz. lighter than the English but had a greatly inferior resistance. Tests showed that it was perforable at as low a velocity as 350 ft.- sec. impact of the standard shrapnel bullets. Helmets made of the Hadfield "Era" manganese steel kept out standard shrapnel bullets of the same quality at no less than from 750 to 950 ft.-sec. impact velocity. The respective energies were, in the case of the French helmet, only 0.021 ft.-tons, 46 ft.-lb., and in the British 0.095 ft.-tons, 213 ft.-lb. THE time has arrived in our national development when we must have- a definite national- program in the development of our great engineering problems. Our rail and water transport, our water supplies for irrigation, our reclamation, the provision of future' fuel resources, the development and distribution of electrical power, all 'cry out for some broad-visioned national guidance. We must create a national engineering sense of provision for the nation as a whole. If we are to develop this national sense of engineering wand its relations to our great human problems, it must receive the advocacy of such institutions as this. We, together with our sister engineering societies, represent the engineers of the United States. It is our duty as citizens to give voice to those critical matters of national policy which our daily contact with this, the fundamentally constructive profession, illuminates to us. Just as our medical associations voice the necessity of -safeguards to national health; as the bar associations of safeguards to our judiciary, so the engineers should exert themselves in our national engineering policies. We have none; but we need some, or the next generation will face a lower instead of a higher standard of living than ours.

AS thin most important and vital component of an airplane aluminum hay rapidly become the heart and tome- of the war program. Its production ham increased amt will continue to increase, in comparison with its pre-war position further than that of any of lie other important critical metals except magnesium. Compared with the 1939 production of tons of primary ingot coming from four plants, all owned by the Aluminum Company of America the 1942 figures are more than three timer as large. Including, recoverable scrap and contracted ingot from Canada the 191,, supply of aluminum for the United States will be over siren times dial of 1939- A substantial part of this increase has been achieved during the past year as total production in 1941 was only some 307,500 tons. During 1942 six great new ingot plants sponsored and owned by the Government have come into production and three others are nearing completion.

Mining men, quite as exploration minded as petroleum interests, are in the position where most of the exposed crustal portions of the earth have been examined, where the demand for metals is high and likely to continue so, and yet where, perhaps, the tools fail for the economic exploration of many of the possible mineral areas more deeply covered with drift, alluvium, and later formations. At the same time the incentive exists to create acceptable substitutes for many of the duties of metal. The problem of the economic exploration of possible mineral-bearing areas is hence a vital one. In oil exploration, the absence of surface or shallow occurrences and the high cost of test drilling has led to the intensive study of geophysical techniques. Hence the development of the seismic method with its high certainty factor and its adaptability to standardized procedure.

This study of aluminum-copper alloys had two aims: 1) To determine the effect of the amount and distribution of a second phase, CuAl2, on the creep-rupture strength, ductility, and fracture characteristics of the alloys. The work of Gemmell and grant' on single-phase aluminum-copper alloys provided a basis for the present study. 2) To attempt to provide a relation between the microstructure and strength of two-phase alloys deformed at comparatively high temperatures (greater than 0.45 T,). The creep behavior of the two-phase magnesium alloys Mg;Ce and Mg-A1, has been treated by Roberts. 9 In work reported by Sully and Hardy4 and by Underwood, Marsh, and Manning~ on A1-Cu two-phase alloys, and also in a portion of the work of Gemmell and grant,' aging took place during the creep tests. 'In the present work, overaged aluminum-copper alloys were subjected to creep deformation at two temperatures, 500 and 700OF. The overaging treatments to produce the precipitate dispersions were performed prior to the test, at temperatures which were the same as the ultimate respective test temperatures. Hence, the present study is concerned with the creep behavior of stable (in contrast to "underaged") two-phase A1-Cu alloys, i.e., alloys in which no depletion of the solid-solution matrix occurred during: creep. MATERIALS AND PROCEDURE A 2 and a 3 pct Cu alloy, supplied by Alcoa, were studied; Table I shows the compositions. The grain size of the specimens, 0.9 to 1.0 mm, was achieved by annealing the machined test bars for 2 hr at 1000°F, followed by furnace-cooling to 900°F, and homogenizing for 4 hr. Both compositions are in the single-phase condition at 900°F. Two types of overaged dispersions, termed "over-aged I" and "overaged 11" were prepared after the grain size and the homogenization anneals. The overaged I alloys were prepared by quenching to room temperature after homogenization, aging at either 500' or 700°F for 72 hr, and air-cooling to room temperature. The overaged I1 alloys were prepared by furnace-cooling after homogenization, to either 500' or 700°F, and holding at the necessary temperature for 72 hr. The times for furnace-cooling from 900°F to 700° and 500°F were, respectively, about 2 and 3.5 hr. The structures of the A1-2 pct Cu alloys are shown in Fig. 1 (overaged I) and in Fig. 2 (overaged 11). A comparison of Figs. 1 and 2 shows that in the overaged I alloys the precipitate particles along the grain boundaries are much more closely spaced and the grain boundaries are straighter than they are in the overaged I1 alloys. Further, the particle size and spacing in the grains are smaller than in the overaged I1 alloys. Microstructures of the A1-3 pct Cu alloys have not been shown; the structures of these alloys differed from those of the A1-2 pct Cu alloys only in that the distribution density of the particles was greater. The creep specimens had a gage section 1 in. long with a diameter of 0.155 to 0.195 in. Before testing, specimens were electropolished in a solution of 100 cc glacial acetic acid, and 30 cc of 60 pct perchloric acid, at 40' to 50°F, at 24 v. The specimens were kept refrigerated prior to testing to avoid precipitation at room temperature. Constant stress creep tests were conducted; the load was applied 75 min after heating of the specimens to test temperature had begun. EXPERIMENTAL RESULTS Creep-Rupture—Fig. 3 shows the log stress-log rupture life plotfor the overaged alloys studied, and also for the underaged A1-2 pct Cu alloy.' At 700°F, the stress-rupture life relationship is nearly independent of both the amount of precipitate (i.e., composition) and of the type of overaging treatment (i.e., precipitate dispersion). IN the copper industry, the year 1942 was one of striving for larger tonnage and increased production. The demands of the war program placed copper high in the list of strategic metals and the Government encouraged production by offering a premium of 5c. per pound for copper output in excess of the 1941 quotas. This had the effect of increasing the tempo of existing operations and also of initiating a number of projects which will eventually result in production from sources not hitherto exploited. No radically new methods of copper reduction were reported.
