This paper provides an example of how industry can respond to the implementation of new regulatory approaches to mining risk, health and safety by adopting a robust, practical, software-based approach to the management of risk accountabilities in terms of competence, experience and suitability for obligations and responsibilities, as required in Queensland Coal Mining operations due to the introduction of Recognised Standard 22 (‘RS22’; Resources Safety and Health Queensland, 2021). Based on the authors’ experience from working with several Qld mine operations, it offers a snapshot of the experiences, approaches and reservations faced collectively by industry as a result of the introduction of RS22. Several challenges exist within the detail of RS22, leading to varied interpretations, implementation strategies and overall compliance between mine sites. Arguably the single biggest challenge identified has been how to find a balance between compliance and practicality – considering cost, operational interruption, available pathways for delivery of competence, ongoing compliance and value adding to the business operations and people. Software-based solutions are increasingly being relied upon to address the introduction of new regulatory approaches and the significant administrative load placed on mining operation Site Senior Executives (‘SSE’) due to RS22 means this case is no different. This is further complicated given the continuous, ongoing changes with the site management structure witnessed by the authors across each of the mining operations as a result of continuous changes to personnel, the site risk profile and an overall mining industry uncertainty of how to respond to RS22. The stringent reporting/notification requirements under legislation compounds this further. The approach put forward by the authors is a well-considered rationale and approach to the application of training and skilling; and equally how to ‘future proof’ the coordination of site training needs around changes to the Management Structure, the Risk Register, skilling processes and succession planning. A brief investigation of other legislative frameworks concluded this approach would likely meet or exceed expectations of jurisdictions across Australia and overseas, making this a highly flexible approach for establishing a competent Management Structure to provide safe systems of work.

The environmental, social and governance (ESG) obligations of mining companies promote the consideration of water and land resources as well as the post-mining employment opportunities following the cessation of mining operations. This work aims to outline the potential for a mining operation to use their brackish mine water resources to support microalgae production, generating high-quality organic carbon sources to support their mine rehabilitation and closure outcomes. Microalgae production is an established commercial process for high-value products including vitamins, cosmetics and food supplements. On mine sites, microalgae production offers several major environmental and social opportunities: (i) carbon capture, (ii) metalliferous water treatment, (iii) acid mine drainage prevention, (iv) beneficial reuse of brackish mine water, (v) accelerated soil formation and (vi) post-mining employment (Levett et al, 2023).

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Frieda River Project is located in the north-west of Papua New Guinea. The target commodities for a bulk mining operation are copper and gold associated with a large felsic porphyry system. The project comprises a series of deposits, with the Horse-Ivaal-Trukai (HIT) being the largest. It also includes the adjacent smaller Koki and Ekwai deposits.Previous resource estimates for the HIT were made using 14 separate mineralised domains based on structure, copper grades, lithology and alteration. H&S Consultants (H&SC) has revisited the deposit and concluded that a simpler methodology could be used for resource estimation without using wireframes as hard domain boundaries. This conclusion is based on reviewing all the available geological data combined with geological and resource experience of porphyry deposits.It is generally acknowledged that porphyry deposits form by diffusion of mineralising fluids through the host lithologies, meaning that sharp boundaries are unlikely unless these fluids encounter specific physical or chemical boundaries. It is important to prepare a comprehensive geological model prior to attempting resource estimation as it forms the framework for the estimates; however, not all geological features may be relevant to the distribution of mineralisation and there can be a tendency to overcomplicate the estimation process by using too many domains. Unless a hard boundary can be identified consistently and unequivocally, it is generally better not to use a boundary in that location.H&SC completed unconstrained models with no top-cutting using both a simple flat search ellipse and a steep search ellipse to generate global resource estimates reported within a predetermined pit shell at a 0.2 per cent copper cut-off. Both outcomes are within 10 per cent for the tonnes, contained copper tonnes and gold ounces compared to the constrained resource estimate. The slight differences are most likely due to the different search strategies, but also indicate the robustness of the unconstrained modelling approach.CITATION:Queen, L D and Tear, S J, 2015. BHAS, together with the G.K. Williams Laboratory, and Ausmelt Pty. Ltd., has examined a number of possible alternatives to conventional silver cupellation in gas fired reverberatory furnaces. Of these alternatives, a Sirosmelt furnace was preferred for both technical and economic reasons. Small scale work on Sirosmelt processes was carried out at the G.K. Williams Laboratory at Melbourne University in 1985/86. Pilot scale work was carried out at the Ausmelt plant in Melbourne in July 1987. Board approval for construction of a full size plant was received in October, 1988, and construction of the plant is currently underway. The plant is expected to provide significant savings in operating costs and silver inventory. Hygiene around the furnace should also be greatly improved. An increase in cupellation rate of at least ten times is expected, compared with the conventional reverberatory furnace.

In Australia, responsibility for abandoned mines can be unclear. With a few exceptions, state and territory governments have become responsible for abandoned mines on Crown land and private landholders are responsible for abandoned mines on freehold land. Abandoned mines pose risks and opportunities across the full suite of sustainability themes (environmental, human health and safety, socio-economic and community development) after mining ceases.Across Australia, there are more than 50 000 abandoned mines recorded, ranging in size from individual shafts to large polluting open cut mines. Addressing the safety and environmental impacts of these sites, as well as the socio-economic development opportunities of significant rehabilitation projects, requires the implementation of effective policies and programs. Qualitatively defined graded scales or ‘rubrics’ have been used for many years in student assessment and increasingly in the performance assessment of other sectors (Davidson, 2005). While risk-based maturity models have been used for safety prioritisation (Westrum, 1993; Hudson, 2007; DRET, 2008; Hancock, 2010) and evaluation of organisational development (Esteves et al, 2010), this paper is the first to adapt maturity models for the evaluation of abandoned mine rehabilitation programs in Australia.In this paper, we used indicators based on the national policy for abandoned mines to assess the maturity of abandoned mine programs. Fourteen elements of maturity were identified (Unger et al, 2012) under the five chapters of the national policy for abandoned mines (MCMPR and MCA, 2010). Jurisdictions were then evaluated and ranked on their maturity on the basis of information that was web-accessible. Information transparency of abandoned mines policies and programs is in itself one element of the maturity chart. Each jurisdiction in Australia was compared with one another and with a Canadian jurisdiction; the British Columbia (BC) Crown Contaminated Sites Program (CCSP), which represents leading practice (Unger, 2009; Unger et al, 2012).Our research found that in some jurisdictions in Australia there is little or no information on abandoned mine programs or individual abandoned mine sites on government websites, while other jurisdictions provided very detailed program information on planning, funding and implementation. Each jurisdiction in Australia, for which web-based information was available, had some elements where they were more mature than other Australian jurisdictions. For some elements, maturity ranked equivalent to the BC CCSP, but most Australian jurisdictions were less mature. There was only one element where a single Australian jurisdiction ranked higher than the BC program in maturity. Legacy mine policies, programs, priorities and funding information via departmental websites are easier to find in some jurisdictions, indicating progression toward greater transparency and more mature programs. A systematic approach to monitoring and evaluating abandoned mines programs is essential for accountability as it can demonstrate liability reduction over time and continual improvement. This paper describes a new mine backfill method based on a newly invented binder with several years of test results from laboratory and on- site applications. The new binder has several advantages over traditional Portland and slag cement binders. One tonne of the new binder can replace two to three tonne of Portland cement when used to consolidate backfill and can result in the same compressive strength within seven days. When comparing backfill slurries of the same pulp density, the new binder attains more volume of in-place backfill mass than Portland cement because of the high crystallisation of water, resulting in tightly filled stopes. The crystallisation of the water provides for less or no de- watering in the backfill stope and easier transportation of the backfill slurry. Pastefill performance can be achieved by using pulp densities typical of a hydraulic backfill and the new binder, all the while transporting with the same ease of hydraulic fill.

Bulk ore sorting technologies, whether surfaced based or penetrative, have seen an increased uptake by the mining industry for preconcentration application. As with all technologies, going through the technology validation process is key to de-risking the operationalisation of the technologies and to demonstrate and confirm predicted value propositions. The ability to laboratory calibrate cross-belt bulk sensors is standard practise for sensor vendors, however transitioning the technology from laboratory to real-world application is a non-trivial process. The industry has taken two main approaches to trialling and validating bulk sensing technologies in operational environments, namely:  Construct an off-line pilot facility at scale, or  Install bulk sensing systems on production conveyors Each of these two approaches have significant advantages and disadvantages and require different experimental design programs and analysis methodologies. Consideration of material movement, heterogeneity degradation, logistical requirements, and financial investment all factor into which approach is most suitable for an evaluation scenario. CRC ORE in partnership with mining companies, have conducted several bulk sensor pilot trials utilising different sensor technologies employing each of the two main approaches outlined above. This paper describes the challenges faced, learnings obtained and outlines a position on how to transition bulk sensing technologies from the laboratory into the operating environment. The case studies presented cover a range of commodity types in both open pit and underground operations.

Ever increasing depth of mineral extraction presents a challenging environment for hard rock underground mines. High in situ stresses and associated seismicity with potential rock burst hazards are the major decisive factors contributing to the choice of a ground support regime. Conventional ground support systems, designed primarily for static loads, are not always capable of providing safe working conditions for underground personnel in seismically active mines. Systems specifically developed to resist dynamic loading and allowing for larger deformations are therefore preferred alternatives. High-tensile chain-link mesh has a proven record of successful use in open cut operations in various rockfall barrier installations due to its high energy absorption capacity. It has also been used in underground operations in various parts of the world. Its application in Australian underground mining, however, is limited due to the high labour intensity. This paper describes a method of mechanised installation of a chain-link mesh as trialled at Golden Grove, a base metals underground mine in Western Australia. A purpose-built mechanised roll mesh handler, developed in Australia, was used in this trial. The handler is compatible with all standard multi-boom underground drill rigs and is operated utilising the hydraulic circuit normally used for the feed arrangement.A number of operational benefits have been identified during the trial, the main two being:•improved safety of underground personnel due to the reduced amount of manual handling, and•increased productivity due to the decreased cycle time (the trial suggests a 40 - 50 per cent reduction in time over the weld mesh installation method).Although the energy-absorbing mesh combined with yielding rock bolts is a ground support system of choice for rock burst prone conditions, the operational upsides recognised during the trial imply that this product can also be competitively used in less demanding ground conditions where customarily weld mesh or shotcrete are used as a primary surface support.

The long-term outlook Tor Australla's traditional mining products is for flat demand and continuing low prices. This has come about because of three far-reaching changes since earlier boom days: 1. Continuing declines in intensity of usage of basic mine products; 2. The failure of newer western and third world developing countries to realise growth expectations; and 3. Continued production pressure from third world countries (and first-world primary producers) in an effort to earn foreign exchange and rectify trade balances. These trends have led to a general situation of excess supply and weak demand. In this environment, the prerequisites for survival in the mining sector are first-class mines, modern and efficient production methods, low unit costs, aggressive marketing, and products with reasonable operating margins. Many of Australia's mines meet these prerequisites. Following the A$ depreciation and widespread unit cost reductions, most of these mines will be moderately profitable at current depressed commodity prices. They are well placed to benefit from price rises if these eventuate. A new generation of mines is concentrating on a more profitable product range (gold, diamonds, uranium, mineral sands). Australia's balance of trade remains firmly dependent on the primary mining and agricultural industries (Fig. 1). Despite optimistic talk of high-tech developments, tourism and a resurgence of manufacturing, these will remain a small component of Australia's export structure.

In todayÆs evolving and globalised world, mining companies are being pressured to move beyond compliance towards long-term sustainability and sustainable development. Companies are expected to æengageÆ communities and measure the success of these engagements without a clear understanding of æhowÆ to do this. This move, away from compliance, develops more of a focus on sustainability and æcommunityÆ social responsibility rather than corporate social responsibility. This shift leads to the development of world-class projects that provide sustainable development for people, reduce the incidence of costly delays, and promote good global citizenship for companies. The process of æengagingÆ communities in mining project design and development leads to sustainable development, a stronger license to operate, and a reduction in social and political risk. To create this mutually beneficial relationship between communities and companies, communities must be æengagedÆ in the project development and risk assessment processes as early as possible, preferably during the exploration or the concept phases. How to create this æengagementÆ and manage this risk will be discussed.

The design and optimisation of mineral flotation circuits is currently performed using a combination of laboratory, pilot plant and full scale testing. Owing to the variable nature of flotation circuits and the complex nature of the flotation process, it is difficult to interpret the data collected from flotation testwork. JKSimFloat is a computer modelling package which is being developed to interpret flotation testwork data collected at the various stages of the mining cycle. The parameters derived from the program can be used to assess potential circuit configurations in both the design of new flotation circuits and in the refinement of existing operations. The aim of this paper is to outline the modelling methodology used in JKSimFloat and to outline how it can be used effectively to model data collected from either the laboratory, the pilot plant or the existing flotation circuit. The use of flotation model parameters in circuit evaluation will be demonstrated via the use of a case study based on data collected from ComincoÆs Red Dog lead flotation circuit.

Qualitative risk assessment methods are not well suited to considering complex systems and potential interactions of new technology. As part of supporting tier one mining organisations and international industry groups, the author and colleagues have innovated processes to help provide better solutions to sites/companies considering a move to implementing proximity detection and collision avoidance systems. The process identifies required operating states for the system. By applying a combination of research and team-based analyses, a rigorous identification of credible failure modes which could cause these states to be lost, is identified. Finally, required business inputs, expressed in practical terms are distilled from regulator, industry, organisation and site in a way which clearly addresses the failure modes and so retain the required operating states. These business inputs identify improvements for site arrangements (EMESRT levels 1 to 7) before identifying functional requirements for technological collision avoidance solutions (levels 8 for advisory and 9 for autonomous). The paper presents a case study synthesised from multiple sites analyses and will provide guidance on where to find additional resources to assist in making the best possible transition to better equipment and road network solutions.

With staff productivity and retention a crucial factor in the longevity of AustraliaÆs mining industry, some mining companies are increasing their focus on the health and well-being of their people, to minimise the risks of deteriorating health in an ageing workforce. Many of AustraliaÆs mining operations rely heavily on long distance commuter (LDC) rosters, which are argued to have a significant impact upon worker health, wellbeing and lifestyle choices. The potential impact of workforce health on mine safety performance, efficiency and operating practice is an interesting additional line of enquiry. Food choice, exercise and recreation initiatives offer living and working conditions that æempower healthy choicesÆ in the shift worker community, but do not guarantee improved worker wellbeing. This paper explores first-hand the experiences of one individual over two and a half years of employment at different mine sites, under different shift conditions and across different operating crews. Accurate estimation of rock load and selection of types of ground reinforcement to match post-failure behaviour of rock mass are important issues to assure tunnel stability. This paper focuses on the main factors affecting rock load to evaluate the capabilities of the existing models for prediction of rock load. Rock mass properties, project features and excavation method, as well as ground conditions and stress condition were found to be the key factors affecting the magnitude of rock load. Field data from tunnels of about 37.5?km driven in several geological structures in non-squeezing ground was used in this study. An in depth statistical analysis was performed on data to find correlations between the input parameters and measured/observed rock load. A weighting system was proposed to obtain the proper contribution of each factor for estimation of rock load in tunnelling through various ground conditions. The new classification system offered predicted values for rock load that were in a good agreement with the actual field measurements. The high disturbance factor (D>0.4) was the prime factor which controlled the rock load. The Alligator Rivers Region has been the scene of one of Australia's most intensive environmental monitoring efforts since the current generation of uranium mining was mooted in the 1970s. Prior to mining, the local environment and the nature of potential impacts were not well known. The initial monitoring programs therefore included large baseline characterisation and research components. After some 15 years, water, soil and sediment monitoring programs have been reduced to a fraction of their early size, as the mining and natural systems became better known and characterised, and the actual nature of the environmental impacts were established. Modem techniques allow much more rapid and thorough identification of chemical species and elements of concern, allowing much more focused monitoring programs to be designed. In the 1980s data collection was emphasised at the expense of interpretation, and monitoring programs were maintained at much higher levels than were in fact required. It is now clear that investigations are important and should be distinguished from monitoring programs, and that the timely interpretation of investigations and implementation of recommendations can greatly reduce the effort and expense that can be involved in a monitoring program. Monitoring programs based on a sound understanding of potential environmental impact may then be efficient and cost-effective, yet provide sufficient information to assess the environmental impact of mining, guide further environmental protection measures when problems are detected, and demonstrate compliance with regulatory requirements.

As cities become more populated and the need for tunnelling increases, we continue to dig deeper urban tunnels in more challenging ground conditions. At the same time our expectations for durability and long-term performance are increasing.It has become increasingly apparent in recent years that repairing water leaks in tunnels can be very costly and unplanned infiltration can cause undesirable outcomes for long-term maintenance costs, structural durability and environmental impacts. For this reason, tunnel constructors are investing more time and effort upfront into drainage and waterproofing systems.Tunnel membrane systems are becoming accepted as a necessary part of tunnel construction, however the knowledge surrounding selection of appropriate systems, design detailing and installation methods has not increased at the same rate. Currently Australia relies heavily on International Standards from Europe and the United States with no immediate program in place to establish our own locally relevant industry standards.This paper gives an overview of where the industry in Australasia is heading in terms of adopting relevant standards. Current basic waterproof detailing options for drained and undrained tunnels with success and failure of various methods are also addressed. Finally we look at the Brisbane Airport Link as a case study for how tunnel waterproofing contract methods, design and installation issues are being addressed in context with recent projects including the Epping to Chatswood Rail Link in Sydney, Auckland Northern Gateway Tunnel, Eastlink Tunnel in Melbourne and Sydney City West Cable Tunnel.This paper’s primary objective is to propose guidelines for how tunnel waterproofing could be implemented on large infrastructure projects in the future and to map a path for preparing and introducing a ready to use document for selecting appropriate tunnel membrane and drainage systems whilst implementing detailing methods which are appropriate for local conditions.

It is anticipated that many future uranium mines in Australia will be using the in situ leaching mining process. It is fair to say that close to one third of uranium production will be generated by this method, whilst the other two thirds will fall on the uranium generated from hard rock mining and other mining methods, such as traditional open cut mining. For other types of deposits the in situ leaching mining method will remain the best technological, commercial and environmental alternative. It is important to identify and prevent all risks involved in uranium mining. The expertise in this subject is limited. Over the years there was only one mine using the in situ leaching process for uranium extraction in Australia. Computer simulation of propagation of leachate during and after the uranium in situ leaching is a crucial factor, not only for addressing the environmental concerns, but also for the most efficient recovery of the deposit. The decontamination can be modelled for a period of up to 100 years, with the acid neutralisation forecast for a period of up to 400 years. The results of the modelling are paramount for definition of the reserves, efficiency of the mining method and the environmental impact statement. The accuracy of the hydrogeological modelling and carefully selected environmental management program enables a mining company to quantify and minimise the impact of the mining activities on the regional aquifer and to prevent environmental disasters. In the study, the completed hydrogeological model allowed the client, the authorities and the community to make an informed decision about the environmental impact of the in situ leaching of uranium. In particular, the model proved that neither during the mining, nor during the neutralisation the toxic elements would interact with the local catchment area.

A full-scale statistically-based on/off plant trial of a new flotation conditioning technology designed to improve fine mineral recovery was undertaken to determine whether the recovery of selected fine sulfide minerals can be increased. The technology is selective for certain sulfide minerals only, including chalcopyrite and sphalerite. The DeGrussa copper deposit was discovered by Sandfire Resources in April 2009. Construction of the 1.6 Mt/a concentrator, open pit and underground mining operations commenced in March 2011 with first concentrate production achieved in October 2012. Over the next ten years, DeGrussa grew to include both the DeGrussa and Monty underground mines, establishing itself as one of the world’s premier copper producers with total production of 663 000 t of contained copper by the time the mine closed. Final ore was trucked from Degrussa on 5 October 2022. This paper examines the mine closure experience from both a planning and operational perspective. The paper provides an overview of the site’s mine planning process including the factors involved in determining the end of the mine life and how this was tracked and communicated in the lead up to the end of mining operations. It will also look at some of the specific operational aspects involved in maintaining steady state production all the way through to the last day while facing increasingly challenging conditions. These factors, along with the external factors faced by most of the industry such as labour shortages and COVID related disruptions, contributed to making it an interesting journey to the end of operations at DeGrussa.

The Yara Siilinjärvi plant is located in the central part of Finland. Siilinjärvi is Western Europe's only apatite mine and annually it produces 1 Mt of apatite concentrate, which creates approximately 10 Mt of tailings.At the beginning of 2017, tailings handling in Yara Siilinjärvi was brought to a new era, by replacing the conventional tailings storage facility with a new tailings treatment plant. The new high-density tailings disposal system with two paste thickeners increased the percentage of solids in the slurry from 45–48 per cent to 66-68 per cent, making it possible to deposit as a paste. This extended the life-span of the current tailings storage facility by 15 years; from 2020 to 2035.This paper presents the storyline of the Yara Paste Plant Project. The project began with laboratory testing and then progressed to pilot-scale thickening and beaching trials. After some successful pilot trials, the final process design was implemented. Process instrumentation and automation played a key role in the project, as the aim of the Yara Project was to make the plant operable remotely from the main plant. An advanced control system is needed to maintain process stability and the desired operation point in various operational circumstances.This paper discusses the results from the Yara site since the new tailings treatment plant commenced. Some of the main points are that the operation has been running consistently with an underflow solids content of 66-68 per cent, with average beach slope angles of 3.5 degrees in the tailings disposal area. This control system additionally facilitates minimum use of flocculant, which delivers significant savings to operating costs. Robust thickener operation also leads to the trouble-free high-density pumping and high availability of the Paste Plant. During the first year of operation, the plant’s availability has been very good, over 97 per cent.Currently, the plant still has its own staff working there during the daytime, but the Paste Plant is now already operated remotely during the night shifts.
