Western Australia has often been referred to as the fly-in, fly-out capital of the world. Fly-in, fly-out is a commonly used practice in Western Australia due to the geographic size and isolated location of the vast resource projects. In the State today, approximately half of all resource sector employees operate on a fly-in, fly-out basis, with a minority utilising drive-in, drive-out arrangements. fly-in, fly-out arrangements are generally beneficial from a sustainability perspective, delivering significant economic, social and environmental benefits to regional communities, the State and nation as a whole. Skills shortages and labour supply issues mean that the industry will be required to discover new ways of attracting and retaining employees, one of which is the adoption of fly-in, fly-out work journey arrangements. By 2015, the minerals sector in Australia will need to employ 70 000 more employees than it currently employs to achieve predicted increases in output. Of the 70 000 additional employees required, 42 000 will be required in Western Australia, almost 15 000 in Queensland and approximately 5000 in both New South Wales and South Australia. The fly-in, fly-out lifestyle as a preferred method of employment should be recognised as a valid lifestyle choice by all members of the community, offering a profound improvement in the quality of life for large numbers of employees and family members. It should be acknowledged that whilst fly-in, fly-out is a preferred option for many companies and their employees, individuals who make a choice to engage in fly-in, fly-out must balance the difficulties associated with the work û isolation and separation from family and friends û against the economic and lifestyle benefits that the work offers. This paper aims to illustrate the significant steps that the resources sector has taken to facilitate the fly-in, fly-out choice by ensuring that the commute option is a safe, attractive and manageable work journey arrangement.

The Rio Tinto (Mount Bruce Mining Pty Ltd) Koodaideri Iron Ore Project is located approximately 110 km north-west of Newman in the Pilbara region of Western Australia. During detailed ecological studies of the project area, a significant maternity roost (containing around 430 individuals) of the Orange Leaf-nosed Bat (OLNB) (Rhinonicteris aurantius) was discovered within the boundaries of the proposed mining area. The OLNB is listed as Vulnerable under the Commonwealth Environment Protection and Biodiversity Conservation Act 1999 and is listed as a Schedule 1 species under the Western Australian Wildlife Conservation Act 1950.With a good understanding of blast vibration attenuation in the Pilbara’s different geologies and in the absence of other known studies, it was considered that appropriate buffer distances between mining and bat colonies were not scientifically determined. Therefore, to inform the environmental approvals process that was underway, a series of seismic blasts was planned to assess and measure the sensitivity of the OLNB to trial-sized seismic blasting activities to develop a more scientifically based buffer zone for the protection of the OLNB. This was to be achieved by testing ground attenuation of the site and measuring any response from the OLNB to the firing of seismic charges. Rio Tinto sought the independent expertise of ecological consultants to evaluate and participate in the work to quantify the level of sensitivity of the bat colony and to outline the proposal to government authorities.After detailed risk assessment and project mapping, the seismic blasts were implemented, with the aim of firing individual charged and measured vector peak particle velocity (VPPV) at the OLNB roost cave, combined with monitoring OLNB disturbance activity within the roost that was invoked by the blasts. A series of six charges were fired with the VPPV ranging from 0.66 mms-1 to 18.70 mms-1. The OLNB activity was monitored using high frequency microphones, which detect bat calls emitted during flight. Under daytime conditions, the bats would normally be dormant, so the null hypothesis was for no calls to be detected if the bats displayed no disturbance behaviour. This work has improved understanding of mining activities (blasting) on the OLNB species, assisting in establishing mining exclusion zones that are based on scientific data, contributing to a sustainable future for both the environment and the mining industry.CITATION:Martin, D, 2015. "Since the adoption of open-door policy 30 years ago, rapid economic growth has resulted in serious resource depletion and environmental destruction, especially in mining areas. As an urgent response to this situation, the central government and the Ministry of Land and Resources (MLR) have adjusted policies with concrete and realistic actions for halting this trend of non-sustainable mining activities in China. æGreen Mine CampaignÆ is one of the actions implemented. In 2010, MLR announced the æGreen Mine CampaignÆ, in which existing and new mines will be evaluated against the æGreen Mine Construction StandardsÆ and certified as æGreen MineÆ if complying with these standards. The standards cover five key aspects: the considerations of science-supported resource exploitation efficient resource utilisation standardised management environmental friendliness harmonious community relationship.Every year, MLR reviews ægreen minesÆ from all provinces. Thirty seven mines, including coal, metal, non-metal, gold, chemical industry and building materials mines, passed the review and were certified as green mines in 2010. In 2011, 187 out of 194 mines that participated in the review were certified as ægreen minesÆ. Staurolite is one of the major contaminant minerals contained in the Tiwest Cooljarloo orebodies. Approximately 80 per cent of staurolite in mined ore, reports to the heavy mineral concentrate that is supplied to the Dry Mill. Staurolite in heavy mineral concentrate is typically five per cent by weight and has no significant effect in the Dry Mill other than to occupy equipment space, reporting as a tailing, that requires transportation and disposal back to the mine site. Staurolite is an aluminosilicate with a MohÆs hardness of 7.5. It is known to have potential as an abrasive blast agent and it is produced in substantial quantities in the USA for that purpose. Research indicated that there was potentially a market for staurolite within Australia, as a replacement for some of the lower grade abrasives as well as a material of choice. A small tonnage of staurolite product was manufactured through a simple circuit within the Dry Mill in December 1998. This was subjected to industrial scale tests by external companies specialising in sand blasting. The most significant batch of tests were conducted at the Tiwest Chandala site on plant and equipment undergoing corrosion repairs. Staurolite was tested against three other commercially available abrasives and compared very well with respect to surface profile, surface texture, coating adhesive strength and dust generation. As part of a due diligence study, free silica, radiation and heavy metals contents of spent abrasive and dust was investigated. This information was needed to seek approval from the appropriate Western Australian statutory authorities to sell staurolite as a product. Approval was received in November 1999. Tiwest has since installed a production circuit in the Dry Mill capable of producing 20 000 tpa of Staurolite.

South32 (S32), a globally diversified mining and metals company, is listed on securities exchanges around the world (ASX, JSE, LSE), with its primary listing being on the Australian Securities Exchange (ASX). Chapter 5 of the ASX Listing Rules (Australian Securities Exchange (ASX), 2019b) requires a mining entity to provide a summary of governance arrangements and internal controls with respect to its estimation processes, estimates and reporting of Mineral Resources and Ore Reserves annually. As a global company, it is also important to design and implement all governance processes and internal controls which can be used consistently across the organisation. The three lines model (previously known as the ‘three lines of defense’ model) is employed across South32 to manage risk where the first line (Practitioners) designs, implements and executes processes and controls to manage risk; the second line (Stewardship) identifies material gaps and improvement opportunities in the first line by monitoring conformance with the group requirements, legislative and regulatory obligations. Second line also assists with the development and improvement of core fundamentals based on industry good practise. The third line (Group Assurance) provides independent and objective assurance over the Group’s system of risk management and control. The estimation of resources and reserves for most of the operations within South32 is managed by the Planning function. The estimation process is part of the annual Life of Operation Plan (LoOP). The LoOP identifies and assesses the strategic alternatives for the development of an operation and recommends the preferred pathway based on value and risk. The LoOP starts with opportunity framing and the updated resources as an input and ends with the short-term plan and annual budget (the outputs). Ore Reserves estimates are one of the outputs from the LoOP. All the inputs and outputs follow internal standards and procedures which includes peer review and performance reconciliation. Stewardship (Second line) which is a centralised function has standards in place to ensure compliance to internal controls and external regulatory requirements. This includes assessment of the competence of Competent Persons, technical reviews, independent audits and training in the relevant chapters of the ASX Listing Rules, Guidance Notes and Appendices. Group Assurance (Third line) which reports to the Risk and Audit Committee of the Board of Directors ensures the design and operating effectiveness of the processes, standards and procedures associated with the estimation and reporting of resources and reserves. While the level of scrutiny has a different intent for each line in the three lines model, the overall purpose is to achieve a consistent outcome across the organisation

"Ventilation models are invaluable tools for both prediction of routine daily ventilation changesin an operating mine to circuit performance expectations at the mine in 20 yearsÆ time. Arguably ventilation offi cers are becoming increasingly reliant on maintaining an accurate ventilation model with which to do their work. This paper relates to the practical assessment of the accuracy and thus ability of a mine site ventilation model to be reliably utilised on such varied tasks. The author's experience shows that in some cases the incumbent model is found to be in a state of tune that demonstrates a mine wide detailed assessment of branch resistances is simply not required. The money spent on a detailed mine wide ventilation survey that is not required would be far bett er served purchasing much needed monitoring equipment, rather than fixing something that is possibly not even broken. The term ænot rocket scienceÆ has been incorporated into the title of this paper because it appears that many practitioners believe that circuit validation is diffi cult. As long as clear att ention to detail is paid to the actual data collection process then drawing an accuracy comparison between the circuit performance and the model performance at any particular point in time, is really very simple. This paper will show a manner in which a circuit can be analysed to determine its actual state of health by using various diagnostic tools and tips. It will help ensure that subsequent work scopes to address any highlighted model defi ciencies can be more effi ciently scoped and targeted. It will hopefully remind operational people that such self assessments can easily be done æin houseÆ if the appropriate steps are followed."

Geometallurgy aids the understanding of orebody variability through the integration of geological and processing information, thereby enabling spatial mapping of processing (eg comminution or separation) performance across a deposit. In order to do this, estimates of quantitative geometallurgical attributes are needed so that continuous downhole profiles can be generated for each attribute, providing vital data for the development of processing domains through geostatistical modelling. However, as traditional comminution tests are high cost and/or require large samples, current practice typically results in insufficient data density and distribution of comminution indices making it difficult to model and map deposit scale variability. The aim of this work was to find a method to estimate comminution indices based on data that is widely available at mine sites. This data includes mineralogy and chemistry of drill core samples, plus logging information such as lithology and alteration. Work to date indicates that comminution parameters such as semi-autogenous grinding (SAG) Power Index (SPI), Bond Work Index (BWI) and A*b (Julius Kruttschnitt Mineral Research Centre (JKMRC) drop weight test (DWT) Index) can be modelled using chemical and/or mineralogical data. The estimated hardness indices can then be propagated into the mine site database and used in the definition of processing domains that map inherent variability across a deposit. Post a serious heating event underground, and at the direction of the State Mining Safety Authority, a mining company needed to demonstrate the use of cutting-edge technology to mitigate future events. Yokogawa were contracted to provide a turnkey solution to help the mine achieve this objective. The solution was to use a fibre optic-based Heat Detector that will allow entry into and around the mine considering the potential volatility of the environment, also the need to redeploy as mining activities moved underground and more boreholes are added. Industrial strength fibre optic cable and a robust connector system was chosen to achieve this goal and give the customer the ability to send cable down boreholes of up to +1 km and continuously monitor the temperature ofunderground roadways. Being able to re-deploy the cables into different boreholes and link borehole temperature measurements gave insight into all areas on the mine. The machines deployed on-site were the Yokogawa DTSX1 heat detector incorporating the Ramen Backscatter principle. Being of a robust construction and a low power consumption device, it was easily included into the portable monitoring trailers designed by the customer and built locally.

Historically, key closure risks have been studied during operations and then further assessed as cessation of mining approaches. Only in the past couple of decades or so has progressive rehabilitation and closure become an integral part of regulatory frameworks, sustainable mine planning and more recently, new project and development planning. It is now broadly accepted that the best closure outcomes occur when rehabilitation and closure are properly considered upfront, during the early stages of a mine development project and well before mining occurs. Increasingly, regulatory processes are requiring more diligence on early closure planning, often as part of the environmental impact assessment (EIA) and approvals process, rather than later in dedicated closure study phases. There is an opportunity to use the information generated during this phase to make better decisions on project selection, design, mining methodology and all other facets of the mining operation.

The Certificate in Mining Studies program at the University of British Columbia, Vancouver, Canada is a collaborative initiative between mining schools and industry to provide accessible, cost-effective, accredited continuing education and training, designed to address the future needs of the global mining community. Content is provided by industry specialists and delivered through an integration of online learning, short courses and interactive webcasts. Accreditation is provided by a network of mining schools. In 2011, the program will deliver close to 100 short courses and interactive webcasts and provide 24/7 access to more than 130 online courses in six mining streams, to participants from as far afield as Tanzania, Argentina and Mongolia. The program is proving adaptable to corporate and mine site engineer-in-training and graduate-development programs, as well as providing accessible professional development opportunities for individuals. It also provides opportunities for cross-training from other disciplines and integration with mining school curricula.

The screening of iron ores, sinter and coke, and investigations undertaken to improve screening efficiency and cloth life are discussed. The major modifications to coke screening proposed with the construction of No. 7 coke ovens battery are briefly described. The major problem areas were identified as screen cloth blinding and pegging, feed presentation and screen overloading. Blinding and pegging have had a significant effect upon screening efficiency with the screening of sinter, coke breeze and wet iron ores in particular. Pegging can be reduced or eliminated by the correct selection of aperture size and shape, screen excitation and slope, and screening medium. Blinding encountered with wet coke breeze was a particular problem in which no significant progress was made.

Safety management, both personal and that associated with catastrophic hazard, helps to define the success of mining companies. Personal safety management, often categorised by slips, trips and falls, has been widely addressed, with numerous approaches successfully adopted. Catastrophic hazard can lead to a single accident (eg ground collapse, underground fires etc) causing multiple fatalities. Catastrophic hazard management in mining is an emerging discipline, and as such there are various pitfalls to demonstrate its effectiveness and success; it is much more than simply meeting regulatory requirements. Various standards, guidelines, and leading practices are available for reporting key performance indicators. While measuring and reporting safety related key performance indicators (KPIs) such as Total Recordable Injury Frequency Rate (TRIFR), Lost Time Injury Frequency Rate (LTIFR), are important, they often lack detail, and give little insight into the effectiveness of catastrophic hazard management strategies and controls. Catastrophic hazards are low likelihood, high consequence events, and as such demand a different management approach. Companies cannot use the suite of personal safety metrics to help demonstrate management of catastrophic hazards. In-field verifications have revealed that senior management commitment to safety is often clear, well organised, and resourced. However, there are often some inconsistencies between what management promotes and plan, to what the operational teams understand and implement. Communication and clear understanding of expectations were the common themes identified to help empower supervisors to reinforce requirements of catastrophic hazard management. A lack of specific, measurable, and time-sensitive goals and objectives for the short- or medium-term, making it challenging to track progress was another key observation. Development of an integrated, multi-disciplinary auditing process executed by an experienced team of technical subject matter experts, provided an in-depth understanding of the requirements of catastrophic hazard management. Areas such as underground fire prevention, explosive storage, electrical safety, mobile vehicle interactions, ground control, inrush, and shafts and winders management have substantial overlap and intertwined processes, and similar strategies for emergency responses. Auditing of catastrophic hazards and safety management systems compliance is only the first step in safety assurance. Completing operational performance audits in technical areas and benchmarking the site verification of safety management documents and verifications forms a critical part to clearly demonstrate industry leading safety practices. No longer is it the external inspection or regular hazard management plan review requirements that dominate, but rather the culture of continual hazard identification, management, controls verification, underpinned by improvement and follow-up verifications of the corrective actions.

This paper reflects on the author’s experience working in site-based technical and management roles over a 29 year period, and the past 12 years in internal and external consulting roles. It discusses the author’s experiences and observations of operations management, and the significant value of the technical specialist’s role in providing management with information on what to base tactical decisions, which may or may not be part of a defined strategy.The landscape of mine management changes with the cyclical nature of commodity prices driving operating and capital prudence, as operations change their focus from expansion and growth to staying in the game. The role of the mine manager and management team in navigating through these changing times, attitudes and stages of the project life can influence the success or otherwise of many projects.Technical knowledge is one of the key drivers in realising or destroying the value of a project or operation. As managers focus on people management, management systems and processes, recognising and understanding value in underlying technical knowledge, and getting back to the fundamentals/basics, can be overlooked. In reaction to the fluctuating commodity cycle, managers implement changes through optimisation, fast tracking or parallel streaming, expansion projects and changes in the application of technology. These responses occur against the background of changes in the appetite for risk, acceptance of project uncertainty and changes in personnel which result in a loss of knowledge and experience – often at critical times.This paper shares the author’s experiences and lessons learnt in dealing with and observing these issues. This paper extends the existing knowledge associated with the design and placement of prefabricated pastefill barricades through a consideration of asymmetric drive geometry and conditions. The load capacity of prefabricated barricades and their failure modes are considered in relation to abutment geology and barricade geometry that includes curvature and span and drive geometry that includes abutment angles, haunch angles and misalignment. Design charts are provided for typical barricade sizes to provide general guidance for design capacities and optimising location placement based on asymmetric drive geometry. A recent barricade failure is considered in relation to the drive geometry and the potential impact it had on the installed capacity.

All tunnels have unique characteristics that result in different fire and life safety risk. The fire safety systems for each tunnel also give different benefits at different costs. It is therefore neither pragmatic nor cost-effective to prescribe specific fire standards requirements for all tunnels. Each tunnel needs to be assessed individually but using a common process.The owner/client is normally the risk owner and needs to make the decision on what fire and life safety provisions will be provided within the tunnel. To make this decision they need to be appropriately informed. The low probability and high consequence nature of fire events creates a challenge such that traditional analysis processes, which tend to focus on a major event after it has happened, are not easily applied and do not give the best value for money. Therefore a process is required that provides the relevant information to the owner for decision-making.A quantitative risk assessment (QRA) provides a process and framework for the consideration of fire life safety risk when applied properly. This involves a risk assessment of the ‘do nothing’ option together with assessments of improvement options and their costs. It also involves consideration of benchmark safety levels for other tunnels and the open road.This paper will outline a QRA process for assessing fire and life safety risk in tunnels and how this has been used for three existing tunnels, Homer Tunnel, Lyttelton Tunnel and Mt Victoria Tunnel. "OZ MineralsÆ Prominent Hill copper-gold concentrator is located 650 km north-east of Adelaide, 130 km north-east of BHP BillitonÆs Olympic Dam operation and 130 km south-east of the regional township of Coober Pedy, in the Gawler Craton region of South Australia. The concentrator was built in 2008 and commenced commercial production in early 2009. The Prominent Hill concentrator is comprised of a conventional grinding and flotation processing plant with a 10 Mt/a ore throughput capacity, operating well over the design rate of 8 Mt/a. Increased throughput rates have seen a decreased water recovery from the tailing thickener due to operating above design. Subsequently, greater pressure was placed on the site water balance and bore field off-take rates due to increased evaporation losses from greater volumes of water reporting to the tailing storage facility. This resulted in a trade-off between water availability and milling rates as part of the operating strategy.Two projects were implemented to increase the tailing thickener underflow density, thus improving water recovery directly back into the operating plant, reducing water losses via evaporation and decreasing the reliance on the bore field system operating at maximum rates to maintain mill throughput. The two projects were: tailing thickener feedwell redesign implementation of the Manta Cube control system.This paper discusses the background, implementation and benefits attained from these two key projects. Combined they have allowed a two to three per cent increase in tailing thickener underflow density to be consistently achieved, which has allowed greater water recovery. As a result, the processing plant has been able to operate at higher throughput rates when required, with greater water availability in the process plant recirculating system and a reduction in occurrences of the plant being æslowed downÆ due to water supply shortfalls. Mine closure planning integrated into life-of-mine (LOM) planning during the operational phase consists of many subcategories. One of these subcategories that needs to be fully integrated into the LOM planning is that of water management planning. Issues arise when mine water management infrastructure, which is required post-mine closure, is only considered closer to the end of LOM. Once the mine is closed monitoring is focused on water quality as an indicator of closure performance, hence inadequate upfront post-mining water management planning or integration into operations will result in environmental harm. The lack of considering post-mining water management is not uncommon in LOM planning. Poor mine site water management and planning are a wide reaching problem for the mining industry. Numerous active mines have been issued with environmental notices and penalties for contaminated water discharge; including issues with abandoned mines now being cared for by governments all over the world.Mitigating sources of water contamination caused by existing and closed mine sites that are leaching pollutants might be impractical, due to inaccessibility to the contaminants or final landform topography. The opportunity to consider and introduce post-closure required mine water management infrastructure is lost once the waste facilities are constructed. Mitigating contamination is made more problematic with mines located in remote areas, serviced by dedicated roads, water supply, electrical supply, etc. It is expected that these services will be decommissioned or drastically reduced, once closure is reached making remedial work much harder. Inadequate planning, to ensure access and easily maintainable water management infrastructure, could lead to erosion and contamination going unnoticed. There are numerous examples of poor mine water management practices in Africa, Asia, Australia, South and North America. The paper presents the results of chlorination of beneficiated rutile and struverite (a tantalum-niobium bearing, rutile type mineral in alluvial tin deposits) by carbon tetrachloride in the range 623¦K to 773¦K. The chlorination of rutile could reach near completion at 773¦K in about an hour. The process was found to follow a modified pore-blocking law, with the basic reaction constant K varying inversely with the particle size, so that the basic process may be a reaction under interface control (chemical control) as modified by the pore blocking effect. The pore blocking factors for the various experimental conditions were evaluated and the predicted curves showed good agreement with the experimental data. In the case of Struverite, a similar kinetic behaviour was observed but the chlorination process was relatively slower than that in rutile. It was also observed that in struverite, niobium got chlorinated faster, followed by tantalum and titanium, indicating a good possibility of separation by chlorination using carbon tetrachloride.

Field-based research was conducted to investigate the performance of field portable X-ray fluorescence (FPXRF) in the analysis of reverse circulation (RC) drill chips in iron ore exploration. For years, FPXRF has been considered unsuitable for iron ore exploration due to the limitations of the elements it is capable of analysing for, in particular its inability to measure light elements (Mg, Al, Si, P, S). With the advent of the use of silicon drift detectors (SDD) in FPXRF, light elements are now measurable elements. However, doubt over the appropriate use of this new technology still exists due to the absence of reliable comparative field data. These doubts concerned the ability of the FPXRF data to correlate strongly with the laboratory assay of the same samples. It was believed that inconsistent grain size and other variables not being controlled would contribute greatly to this perceived unreliability.We tested RC chip samples on-site in the Pilbara, with the portable Thermo Scientific Niton XL3t X-ray fluorescence (XRF) analyser for a range of elements including Fe, Mn, Al, Si and S and then compared the results with laboratory assay data. A strong correlation indicates that the FPXRF results are reliable. Furthermore, to show the effect of simple sample preparation, we also analysed pulps of the same samples in the same way.The correlations were good for all of the elements of interest for the RC chip samples (R2 values between 0.82 and 0.9), and excellent for the pulps (R2 values between 0.89 and 1). The results also showed a direct correlation between sample preparation and improved quality of results with the FPXRF. This indicates that FPXRF can produce data from unprepared RC chips for Al and Si that, when compared with laboratory assays, is reliable for a field application in drilling and grade control.
