This paper briefly discusses the negotia- tion of the more important provisions in agree- ments for exploration and mining rights with Pacific countries. LAND RIGHTS Land rights are complicated and sometimes controversial in many of the Pacific countries. In some countries, a company will have to deal with land owners directly; in others, the government will act as intermediary. Inevit- ably, a company will have to deal with both. Mining companies need to be sensitive to the culture and particular interests of the land owners and of their history in defending their rights. The issues are too complicated to be dealt with here. Some mining companies have spent, and will continue to spend, considerable time trying to understand them. It will " require patience, perseverance, sensitivity and unflagging optimism. The better advised companies will ensure that their local repre- sentatives get to know the land owners, under- stand their concerns, and will pursue a policy of keeping them informed on a regular basis of all of the company's activities and proposed activities. Good community relations are the keystone for good mining operations in the Pacific. Most countries will require the submission of an environmental impact statement so that they will know in advance what effects a pro- posted mining operation are expected to have on the environment and how it is intended to deal with them. They will also want to approve the company's environmental reclamation and rehabilitation plan. Let's face facts right away - mining, by its very nature, is not going to improve the environment. There will be waste discharges, emissions and deposits. They will affect the land, air and water and hence human, marine and animal life and vegetation. There will be sounds and odours and the esthetics of mining operations, though perhaps pleasing to geolo- gists and mining engineers, will not please Others.

This paper presents a fragmentation model for large production blasts in an open pit or underground environment. The paper shows that the particle velocity is directly related to pressure, strain, and strain rate and so it can be considered as driving force and mechanism of rock fragmentation. This is supported by the fact that a vibration with a larger peak particle velocity (PPV) generates larger disturbance in rock and so finer fragmentation or more blast damage than a low PPV. The crack distribution in rock from impact is based on findings from previous researchers (Seaman, Curran and Shockey, 1976; Liu and Xu, in press). The fragmentation size is calculated at three-dimensional grid points within a blast. The fines and oversized blocks are calculated explicitly – the fines generated close to blastholes and big blocks far from boreholes are modelled naturally. The multiple blasthole fragmentation (MBF) model takes surveyed irregular geometry of the free face of a blast as the calculation boundary. The MBF can model fragmentation with over one million grid points. Examples of the model’s field comparison are also included.The PPV at a calculation grid is estimated based on the same approach used for the near field non-linear vibration model (Yang and Scovira, 2007). The method is based on the dominant charge for a calculation grid point, non-linear charge weight superposition within a charge and from multiple charges, strain wave broadening, and amplitude attenuation with distance from a charge segment. The blasthole confinement affected by earlier firing charges is also taken into account.The MBF model inputs from blast design, such as: location and orientation of each blasthole, stemming length, blasthole diameter, multiple decking, bench height, initiation sequence, etc. It models the effect of the delay and its scatter in each blasthole on fragmentation and has a statistical modelling capability for geological random variation on attenuation of particle velocity wave. The wave reinforcement due to instantaneous waves arriving or diminishing cooperative contribution due to long delay intervals between charges is also simulated.The results are displayed in 3D volumetric plots, contour of fragmentation in cross-sections, and size passing curves for a whole blast or a region of the blast.CITATION:Yang, R, 2015. The Iron Prince orebody occurs within the Lower Middleback Jaspilite Horizon of the Middleback Group and consists of hematite within host rocks of jaspilites and schists. The ore was probably the product of leaching of silica from jaspilites and replacement by iron, concentrations occurring in suitable structural traps. The narrowness and the presence of extensive dolerite amphibolite dykes within the orebody make it essential to operate a grade control programme in advance of the faces. Information from drilling is drawn up on bench plans, step plans and impurity overlays, and these serve both in day to day production planning and in long term planning. Mining is done selectively by open-pit methods and blending conducted by keeping at least three faces of different grades of ore open at any one time. No stock piles of ore are kept for blending, but contact ore, contaminated ore and enriched material are dumped for later beneficiation.

Despite the research interest on non-cyanide gold lixiviants over the past three decades all the non-cyanide gold processes are still at the developmental stages with limited understanding on solution and pulp chemistry in some cases. This is partly associated with:the difficulties in measuring reliable equilibrium data for various gold(I/III) complexes with non-cyanide ligands; the lack of knowledge on mixed-ligand complexes; and different kinetic stabilities of gold(I) complexes with respect to disproportionation. This paper presents reliable equilibrium data for complex formation, dissolution, precipitation, hydrolysis and disproportionation reactions of gold(I/III) compounds with a range of non-cyanide ligands: S2-, HS-, S2O32-, SO32-, SCN-, SC(NH2)2, OH-, NH3, Cl-. Solubility of gold(III) compounds with non-cyanide ligands follows the order: Cl- > NH3 > OH-. In the case of gold metal the solubility order at a given temperature is MgS > Fe(III) or Cu(II) / Cl- > Cu(II)/NH3 > NaOH, but the solubility increases with increasing temperature. Rate of gold oxidation with different non-cyanide lixiviants depends on the oxidant, ligand and temperature and follows the general order of oxidants: Fe(III) or Cu(II) > X2 or OX- > O2 (X = halogen). In the case of metal ion oxidants oxygen is required to reoxidise Cu(I) or Fe(II). Some of the reported data on chloride and thiosulfate leaching of gold are presented to highlight the effect of additives and the copper, silver and sulfur contents of the starting material on the success of non-cyanide leaching processes.

There is today widespread concern about the future of the mining industry. In attempting to understand the underlying causes the paper probes in some detail, the long term structural changes affecting growth of metal demand and the development of excess mineral supply capacity. This examination reveals an industry characterised by an unfavourable combination of high barriers to exit and low entry barriers. While rising entry barriers are expected to herald some improvement in the profitability of mining over the next decade, this adjustment is likely to be slow and will require a more economically rational assessment of the industry by corporations and governments Alike.

In this paper, the kinetics of iron precipitation as sodium jarosite from aqueous solution is investigated. The determination of the reaction mechanism is attempted based on the experimental data of iron removal as a function of time, without using the characteristics of the precipitate.Experiments at the temperature range from 50° to 95°C were carried out with initial conditions of iron concentration IQ g/L, sodium sulphate concentration 25.44 g/L, sulphuric acid concentration 3.68 g/L, pH = 1.5 and agitation rate 600 rpm. Temperature greatly and positively influences iron precipitation from the solution and this is accompanied by pH decrease. The activation energy was determined using the maximum values of the precipitation rate, which were evaluated by polynomial fitting of the sigmoidal shape experimental curves, and it was found to be 44.37 kcallmole. The determination of the rate-controll ing mechanism was based on some criteria used for the discrimination among the three probable mechanisms of precipitation (diffusion, mononuclear nucleation, polynuclear nucleation). These criteria utilise various funetions of the recovery 'a' of iron precipitated versus time, the most important of which are the chronomals. The results of the kinetic analysis procedure showed that the polynuclear nucleation growth mechanism controls the precipitation of iron as sodium jarosite. This was confirmed by the high value of activation energy, excluding diffusion as the controlling mechanism.

Particular reference is made to recent coal drilling operations by the New South Wales Department of Mines. The study is restricted to the onshore portion of the Sydney Basin.

The throughput of a HP-roller mill is determined by the acceleration of the feed material within acceleration zone and introduction into the compression zone. Both processes depend on the internal friction and the friction of the material on the roller surface which is influenced by the surface structure and adhering of material. The particle motion in the acceleration zone has been investigated with high speed videos showing the effect of the centrifugal force and the slip on the roller surface. The throughput is discussed in the term of the specific throughput which can be approximated by a linear function characterised by the throughput number and the throughput elasticity. The throughput number is a helpful measure for investigating the influence of the feed material and the surface structure. The experimental results give some guidance for chosing an optimum corrugation profile.

A mineral exploration manager's prime function is to provide a frame- work within which new mine production can be achieved. As part of this framework, the manager should know his employerb future requirements, and should direct exploration towards those particular mineral commodities which indicate satisfactory growth in consumption and price. Selection of these commodities can be assisted by studies of world reserves, and long term trends in price and consumption. Exploration planning is most efficient with an assured and reasonably uniform supply of funds.

The New Guinea orogen comprises terranes that have accreted to the northern margin of the Australian craton. The history of the accretion of terranes begins earlier (in the Late Cretaceous) and is more complex than has been suggested previously. There was a collision in the central highlands in the Late Paleocene or Early Eocene, and a Finisterre collision that precedes and is distinct from the later (Pliocene) Bismarck volcanic arc collision.

I am very pleased to be here at this seminar on carbon-in-pulp (CIP) technology for the extraction of gold as I am always interested to hear about any new development in any aspect of gold ore processing. We can expect to learn a great deal from the papers to be presented over the next few days. It is not my purpose to give a detailed description of the CIP process nor to give a complete historical review. However, in this opening address it was thought appropriate that I should mention some historical features and some technical factors to set the scene for subsequent papers. The bulk flotation behaviour of an industrial rougher bank has been determined with a view to characterising the size iepend ent behaviour of the identifiable nineral groups present. A relatively simple flotation model, based on first order kinetics and the assumption of perfect mixers in series ias been used to provide a fit to the operation of the cells. The adequacy of the model is discussed in relation to the characteristics of the ore and the size iependancy of the parameters. It is shown that improved fits are possible if the model accounts explicitly for this size dependancy and demonstrated how the model may be of use in prediction of the grade recovery relationships for different operating conditions as an aid to plant optimisation.

Oxygen is required for the leaching of gold ores in cyanide solutions. The source of this oxygen demand and the effect of dissolved oxygen concentration on the rate of the process are briefly reviewed.A method of measuring the oxygen consumption rate is described and some experimental results reported.Fundamental aeration theory and rating of aerators is summarised to show how this type of experimental work provides the basis for full-scale design of aeration equipment.

I he Electrolytic Refining and Smelting Company (ER&S) has oper- ated a copper smelter at Port Kembla, NSW since 1908. The feasibility of modernising the smelter was recently studied and external influences were shown to have a substantial impact on the project economics. Profita- bility is determined by the relative magnitudes of treatment charge income earned from processing raw materials and the operating costs incurred. Treatment charges are usually denominated in U.S. dollars and are deter- mined by market forces in the world copper industry. ER&S is no different from other Australian manufacturing industries in that it must maintain its competitive position by controlling costs. The modernisation project seeks to achieve this through new technology and improved labour Productivity.

Recovery of tin and copper from concen trates containing cassiterite, stannite and chalcopyrite was studied in laboratory-scale tests designed to simulate continuous operation of the matte fuming process in which tin is recovered as SnS fume while copper accumulates in the matte. Charges made up of 300g of mixtures of the concentrate and siliceous flux were added at a uniform rate in pelletized form to crucibles containing 300g of matte and 50g of slag (both of which were recovered from previous tests), while blowing through the matte with air or oxygen-nitrogen mixtures at a rate of 3 to 5 1/min. Accurate material balances enabled the effects of process operating conditions on tin recovery and sulfur utilization to be deter- mined. When operated correctly, the matte fuming process gave tin recoveries exceeding 90 percent in spite of wide variations in the copper content of the matte and in the operat- ing conditions. Deterioration of tin recovery was associated with undersaturation of the slag with respect to silica, and with high partial pressure of sulfur dioxide (greater than approx- imately 0.2) brought about by oxygen enrichment of the blowing air. The utilization of sulfur varied widely in low grade mattes. Copper in excess of approx- imately 10% promoted formation of SO2 by the commonly accepted reaction: FeS + 1-120 2= FeO + S02 while in copper-free and lower grade mattes a substantial fraction of the oxygen was consumed in the alternative reaction FeS + i 02 = FeO + z S2.

The problem of production scheduling is sufficiently complex to negate the use of many conventional optimising techniques as there are numerous and diverse factors that must be considered when trying to produce an optimal schedule. These factors include: grade distribution, orebody geometry, production rate capacity, processing constraints and market price of the minerals amongst a variety of others. In addition it may be observed that many of these factors incorporate a degree of uncertainty and any schedule produced must inevitably consider risk as a primary consideration. The very nature of the problem has limited the use of conventional optimisers. Genetic algorithms use methods based upon evolution and natural selection to produce `optimal' solutions to complex system problems. They are extremely flexible and robust in their nature and it is these characteristics that are important in this particular problem domain. A particular strength of the genetic optimisation approach is the ability to handle the multiple and non-linear constraints that are typically encountered in mine scheduling problems. This paper concentrates on the development of a prototype application of a genetic algorithm to the problem of scheduling the output from multiple production points in an underground mining operation. In particular it.describes a system (GO-SCHED) that can be customised to handle a wide variety of underground scheduling problems. GO-SCHED, a Windows-based system, can interface with a variety of databases and spreadsheets for data input and output and provides a simple intuitive approach to the solution of the scheduling problem.

The evolution of Hall process alumina reduction technology is des- cribed with particular attention to the pot lines. Future directions of tech- nological change are considered. It is predicted that the Hall process will continue to be the avenue for aluminium production for some time to come.

Conditional simulation is a set of geostatistical tools that is becoming popular as powerful personal computers make the use of these tools less costly. The more familiar set of tools for spatial estimation has a number of varieties (eg Ordinary Kriging, Simple Kriging, Multiple Indicator Kriging, etc) each suited to particular solutions of the problem of estimation, for example predicting the average grades of blocks in a region from more or less sparse data. Similarly, conditional simulation has a number of varieties, discussed in this paper, which in various ways address the problem of characterising the variability of a deposit between the known data locations.Conditional simulation can provide a number of equiprobable images of a deposit, at a finer resolution than would be economic or practical to sample, and that can be constrained by various criteria (which may be geological, statistical and geostatistical), to ensure that the images reasonably represent the deposit. These images can then be used to assess the risk involved in various practical mining decisions. Examples are provided where conditional simulation has been used for validating resource estimate parameters, optimising grade control sampling grids, and for ore block optimisation for mining grade control.

Sintering of lead and zinc concentrates is practised by Sulphide Corporation Pty. Limited to provide both desuiphurised lump sinter feed, for simultaneous reduction to zinc and lead in the Imperial Smelting Process blast furnace, and sulphur dioxide gas for sulphuric acid manufacture. From November, 1969 a 20 percent increase in production rate has been obtained through improvements in operating technique. A gradual increase in bed permeability was achieved by modifications to the feed mix conditioning equipment and by improving moisture control. However advantage could not be taken of the higher permeability to increase sulphur elimination because the hardness of the lump sinter decreased. Higher throughput, better quality sinter and more stable sintering conditions were however made possible by simultaneously: 1. reducing segregation and compaction in the sinter bed, by narrowing the discharge opening of the main layer feed hopper, 2. reducing the sizing of sinter returns to give a closer size spectrum of particles in the feed mix, and 3. increasing the sulphide sulphur content of the feed mix to give higher bed Temperatures.

The Bulli and Wongawilli Seams, the two principal sources of coking coal for the Port KKembla steelworks of Australian Iron and Steel Pty. Ltd., vary in rank and in type over the Southern and -South Western Coalfields. The Bulli Seam, ranging widely in type, produces coke varying from weak to strong. The Wongawilli Seam, more consistent in type, produces coke of more consistent strength, but considerably less strong than that from the best Bulli Seam coal. Plans of seam variation show the regional trends in rank and type for each sear. The strongest coke is derived from coal containing between 45 and 55 per cent vitrinite, m.m.f. This is obtainable from the Bulli Sean in a zone embracing Bulli and Appin Colleries.
