Modem open cut and underground mining in the tropics inevitably expose partially weathered and unweathered rocks to oxygen and water, leading to weathering and the release of solutes and often acidity as well. Historical monitoring data can demonstrate these phenomena. Three case studies from open cut mines in the north of the Northern Territory illustrate the deterioration in quality of pond water receiving drainage from waste rock dumps. The potential for deterioration of water quality was not recognised in many mine Environmental Impact Statements prepared and accepted in the 1980s. The examples documented indicate the importance of adequately planning for this near inevitable process. Retrofitting a mine water management system to 'no' or minimal release can be very difficult and expensive, and may not be feasible, leading to downstream pollution. The characterisation of acid and solute production potential of ore and waste rock, and improved dumping strategies and water management are very important to minimise the environmental impact of mining in the tropics.

This paper summarises the information about current state of eco-environmental problems, geological disaster and mining waste causing during the process of limestone mining. By comparing the management experiences of limestone mines in other countries, management problems in China have been discussed and improved management options have been proposed here. The first grant of land rights in Australia was pursuant to the Aboriginal Land Rights (Northern Territory) Act 1976. That Act has been at the core of the dispute between land rights and miners' rights. The mining industry believes that the Act, in giving a right of veto to Aborigines with respect to exploration and mining on Aboriginal land, has been responsible for a stagnation in exploration amd mining activity in the Northern Territory. In February 1985 the Commonwealth Government released for public comment its preferred model for national land rights legislation. The model has been opposed by the mining industry because it believes, first, that land rights is a matter which should be left to the States and, secondly, that the detailed mechanisms contained in the model constrain the industry in the manner of the Northern Territory legislation. Aboriginal leaders have opposed the model because it does not, in their view, measure up to undertakings given by the Commonwealth Government and, in addition, it provides for amendments to the Northern Territory legislation which are likely to result in the loss of the Aboriginal veto right. Are land rights and miner's rights compatible? The answer is yes provided all parties, including Governments, are prepared to talk and compromise and Governments recognise that the grant of land rights and any control by the Aboriginal people of exploration and mining on their land is not a substitute for raising the living standards of Aborigines as a significant group of disadvantaged Australians.

All companies and individuals who embark on a business venture incur costs. For the most part these costs can be conveniently categorised, firstly into capital and operating costs and then into the various elements of these major cost centres. Although the nature of expenditure naturally differs as between industries certain broad cost types are characteristic of all heavy industries. The capital costs of gaining access to an orebody, equipping a new mine, building a treatment plant and perhaps refining and smelting facilities are likened to capital expenditure by a manufacturer on new plant and equipment required for an expansion or new product innovation. Similarly the day to day costs of labour and materials employed in the running of a mining operation can be likened to similar costs in other heavy industry. There is another group of costs that are not so easily categorised. Most industries incur unavoidable costs that do not form part of the direct or capital costs of physical production. These costs include taxes and other payments to government and research expenditure. The mining industry has a particularly heavy burden of non-production costs and it is the objective here to highlight and analyse a few of them. These costs are exploration expenditure, infrastructure expenditure, royalties and income tax. This is not to suggest that these are the only major non-production costs that the mining industry needs to bear. The industry may incur significant costs for environment protection, land tenure maintenance and on liaising with Government on a wide variety of matters. It is for reasons of subject manageability that the list is confined to the four costs mentioned. For the mining industry, exploration and infrastructure expenditure, royalties and income tax have several distinguishing features. Firstly, they are generally proportionately large costs. Exploration and infrastructure expenditure for example, could well exceed mine development costs. Depending on how royalties are levied, they may be very high in relation to profits earned and many in fact exceed profits. Secondly, except for income tax, they are costs that are generally not payable by other industries. Exploration expenditure is in some respects comparable with industrial research and development. However, because mines are wasting assets exploration is necessary for survival, and it is likely to form a larger part of costs per dollar of profits or sales than R&D. It can therefore be said that exploration is of far more significance to the miner than R&D is to the typical industrial company. Furthermore, unlike exploration expenditure, R&D results are transportable and patents permitting, transferable. The infrastructure burden that miners must carry is unique to the industry. Whereas urbanised industry is not usually liable for the capital cost of power, water, transport, townships and community facilities, the miner must finance these projects himself. Neither the payment of royalties, nor of course, income tax are unique to the mining industry. Royalties are more properly described as a unique charge on some primary industries but however described, they are a charge that manufacturing and service industries do not have to pay. Whilst we all pay income tax, the mining industry's uniqueness derives from the special problem that the industry has in arriving at annual net income in view of the capital intensity of the industry, partly due to expenditure on infrastructure, the indefinite life of capital equipment and its unpredictable residual value, funds expended on exploration and long lead times associated with a mine development. The third distinguishing feature of these costs is that, with the possible exception of exploration expenditure, they are heavily influenced by the policies and actions of Government. As such the industry has a responsibility to promote the industry by emphasising its potential to improve national product including exports and by requesting that the Government provide for the industry in its long term planning and seek its co-operation to prevent the industry incurring inequitable penalties relative to other industries.Finally, exploration and infrastructure expenditure are significant because they are front-end charges on a project. When due allowance is given the time value of money and the deferment of income from a mining development to which they relate, exploration and infrastructure expenditure assume greater importance than the raw money expenditure suggests. For all these reasons, exploration and infrastructure expenditure, mining royalties and mining income tax are worthy of detailed study. This is the purpose of this paper. The objective is to examine the determinants that give rise to them and provide some thoughts on their impact on on-going and potential mining developments and, where relevant, to make some suggestions as to how they may be minimised.

Nelsen, Porter and Wilson (1996) provided some preliminary concepts for the design of the Melbourne City Link tunnels. At that time, the City Link project was in the early design phase whereas now it is nearing completion. This paper provides details of the actual design adopted for the various sections of the tunnels as well as some commentary on the design process. The tunnels form a critical element of the project and the design of both driven and cut and cover tunnel sections is a significant factor contributing to successful project execution. Geology, hydrogeology, site constraints, traffic management and program were important design inputs. Design for the cut and cover sections in particular varied significantly in response to these differing inputs.

Mining had a very considerable effect on the country's development. The visual evidence remaining is an integral part of New Zealand history. Early mining for manganese and copper in the 1840s was succeeded by alluvial gold rushes. These gave way to hard rock extraction, hydraulic elevation and dredging. Coal mining dating from the 1850s was fairly widespread. Other minerals were obtained on a small scale. Manufacture of mining' machinery stimulated industrial engineering enterprises. Schools of mines played a significant part in advancing technical skills and several remain as museums. Surviving mine structures and site relics are part of the industrial heritage signifying the technological and economic development of a small isolated nation. Some of these are described. Identification, recording and preservation where practicable is advocated.

The wide spread introduction of SAG mills into grinding circuits 20 years ago was the last development which had a major impact on the design and economics of comminution circuits. Single SAG mills were able to replace batteries of high maintenance and cost intensive crushers in order to achieve high throughput operations. Today, where the head grades of gold and copper ores are falling, there is again a strong need for a significant breakthrough to reduce investment and operating costs as well as improve metal recoveries. High-pressure grinding rolls is the new technology available to meet this challenge. HPGRÆs are state-of-the-art in several mining and minerals applications such as the grinding of iron ores and concentrates, and diamond bearing ores. Reasons for their success in these industries are overall cost reductions and improved product properties achieved by the application of high compressive forces. But these ores are relatively soft, with unconfined compressive strengths up to 150 Mpa.

With the increasing rate of tailing production worldwide there is a growing concern about the hazards of tailings storage facilities (TSF). Past and current mining, processing and waste disposal strategies that focus on the extraction of the valuable minerals, and an economic assessment only, are no longer suitable. Social implications and environmental legacies must be included for effective evaluation. This is possible by using an integrated assessment framework to evaluate more alternatives, including the production of additional saleable and benign streams, alternative tailings treatment and disposal as well as options for reuse, recycling and preprocessing of existing tailings. Tailings are not viewed as a final waste product but as part of the resource. From the sustainability perspective the models developed in integrated research programs will contribute to more effective methods for assessing different scenarios and potential processes and lead to better environmental management, increased production of benign tailings and improved efficiency of water and energy use and thus more responsible resource stewardship of the ore resource.This paper presents preliminary results from a multiyear research program on integrated tailings management at the Sustainable Minerals Institute (SMI), The University of Queensland, called ‘Designer Tailings’. The project involves the gathering of experimental and observational information on tailings biogeochemical processes to design and modify the range of activities within mineral processing plants, upstream characterisation ore and gangue, and downstream tailings management for desired tailings properties and outcomes. Rock surface roughness plays an important role in excavation engineering projects and applications related to surface support structures, such as shotcrete and thin-sprayed liner (TSL). The morphology of the substrate affects the mechanical behaviour at the interface significantly. Therefore, it is necessary to quantify the roughness to investigate the relationship between roughness and mechanical properties. The joint roughness coefficient (JRC) proposed by Barton and Choubey (1977) is widely used in practice. It initially estimated the roughness by comparing it to 10 standard profiles visually. However, this method has lots of limitations, it is not only subjective but also a two-dimensional parameter with a small lab scale (Beer, 2002). The subsequent research on JRC, from visual comparison with Barton’s standard profiles to measuring the roughness with a profilometer (Weissbach, 1978; Alameda-Hernández et al, 2014). Then, 2D profiles or 3D surfaces by different technologies with higher resolution and accuracy, such as 3D laser or optical scanners (Fardin, 2004; Jiang, 2020, 2021). These 3D scanners are expensive and only suitable for laboratory scales. LiDAR scanners (Lato, 2009; Aubertin, 2022) have been applied in industrial size, but it is difficult to achieve a millimetre-level accuracy, which is mostly used to detect the thickness of shotcrete in practice. Thus, finding a cost-effective surface roughness measurement method with high accuracy is necessary. Photogrammetry is another method to digitalise the roughness of the surface. Similar to 3D scanners, photogrammetry also generates the point cloud of the objective surface and then reconstructs the 3D model of the objects. 3D reconstruction technology is a trendy technology in recent years. The structure from motion (SfM) algorithm (Westoby, 2012) to rebuild the 3D model with a flexible workflow, aligning photos, building dense point cloud, mesh and texture, which has been proved that can rebuild an accurate model in variable fields.

A critical aspect of geometallurgy is quantifying mineralogical and textural relationships that affect mineral processing (eg, liberation and recovery). However, to date, this has been an expensive and time consuming venture and only minimal amounts of this type of data are typically available to be included in the mine planning process. Our research is focused on developing methods that will produce the required mineralogical and textural data rapidly and inexpensively. New methods of characterising liberation potential from image analysis of coarse particulate material and direct small-scale flotation measurement are compared with measurement of liberation at final grind size (ie conventional tests on MLA). The new tests are designed to rank the liberation potential of samples in order to classify an ore deposit into domains of low, medium and high liberation potential. This parameter can then be used to adjust the cutoff used to differentiate ore from waste. Results to date show that all tests provide the same ranking for the samples. The measurement based on coarse particulate material compares favourably to the results from MLA analyses on the same samples. Further work is being carried out to determine which of the tests will be the most effective in terms of time, effort and cost

The BIOX« process for the treatment of refractory gold ores and concentrates has been commercially in operation for 18 years. A total of six BIOX« operations have been successfully commissioned since the commercialisation of the process. Four of these BIOX« plants are still in operation today. There has been a renewed interest in the process the past few years with two BIOX« plants, the Suzdal plant in Kazakhstan and the Fosterville plant in Australia, scheduled for commissioning during 2004. Four new projects are also in various stages of development and are currently scheduled to be commissioned during 2005 and 2006. Research into the process are currently focussed on the two highest operating cost items for the commercial operations, namely power for agitation and air dispersion and cyanide consumption during leaching. Laboratory aeration and agitation testwork using the A340 up-pumping agitation system has shown that similar mass transfer rates can be achieved at slightly higher agitator power. The up-pumping system, however, eliminates the need for a separate blower and sparger system as air is introduced into the slurry from the slurry surface. The use of the thermophile bacteria as the final oxidation step during biooxidation has shown great promise. Reductions in cyanide consumption of up to 50 per cent were achieved when using the combination mesophile and thermophile process compared to standard BIOX« product solids. The combined process takes advantage of the milder oxidising conditions of the well known BIOX« process for the bulk of the oxidation and then uses the high temperature thermophile bacteria to complete the oxidation. The ASTERÖ process for the biological degradation of cyanide and thiocyanate containing effluent solutions has been proven to be efficient and stable. The process uses an activated sludge system with a residence time of approximately six hours in the sludge reactor. Heavy metals and metal cyanide species have also been shown to be removed successfully from solution.

The resurgence of silicosis and coal worker’s pneumoconiosis (CWP) in mining and the recent ban of engineered stone products underscore the need to comprehensively address mineral dust exposures and the associated health hazards. Worker exposure to particulate matter, remains a pressing concern demanding nuanced exploration as all dusts are not created equal. The established link between silica and respiratory diseases necessitates a more detailed understanding of the characterisation of particulates and their health impacts. While current monitoring relies on total mass, it is increasingly evident that the size, shape, mineralogy and agglomeration of particles play a crucial role in determining health impacts. This has been evident in the engineered stone industry with workers not only facing a greater risk of silicosis, but also seeing a faster progression of the disease and a higher likelihood of dying from it. Simultaneously, the surging demand for critical minerals, integral to low-carbon economies, has seen government and industry fast tracking the exploration, mining and processing of these commodities. Critical minerals, crucial in technologies like lithium-ion batteries and high-performance alloys, are central to achieving global environmental goals. Significant funding is currently being allocated to advance the development and processing of these materials, however there remains a considerable gap in understanding potential health risks, urging comprehensive health risk assessments. To tackle these challenges, the University of Queensland has developed innovative dust characterisation methodologies, including the use of the Mineral Liberation Analyser (MLA), a scanning electron microscope, to characterise respirable and inhalable dust samples. This advanced technique, initially applied in coal and metals mining, is expanding to critical minerals mining, unravelling diverse mineralogical components and particle size distributions. This conference presentation will showcase the latest research, emphasising the use of advanced analytical techniques to deepen our understanding of the size, shape and mineralogical composition of particulate matter. By synergising insights from coalmines, metals mines, smelters, engineered stone and critical minerals assessments, we aim to proactively manage health risks, contributing to safer workplaces and responsible production practices in the mining sector.

This paper traces briefly the reasoning which led to the decision to extend the existing internal shaft at the Rosebery Mine and to instal underground a larger winder (No. 2 Hoist) with capacity to handle all hoisting requirements to a depth of approximately 2,500 ft. on an incline varying from 83" to 55" to the horizontal. It then covers the specifications and selection of the winder, the design of the winch chamber, rope raise and bins, the excavation, support and lining of the chambers and the transport to site and installation of the machinery. Finally a brief description is given of the mechanical and electrical parts of the winder.INTRODUCTIONThe existing shaft winder on the internal inclined shaft situated on No. 8 Level of the Rosebery Mine had reached the limit of its capacity. Hoisting 21-ton capacity skips in balance, with a 13/16-in. diameter rope, it required four layers of rope on the 3 ft. 6 in.drums to reach the loading station under No. 12 level at a depth of 864 ft. (Fig. 1). This entailed heavy wear on the multi-layered rope and heavy stresses on the cheeks of the drums. Continuous working on three shifts was necessary to handle ore, men and materials, and a hold-up from any cause whatever meant an interruption to production on the lower levels of the mine. The maximum output of the hoist whilst hoisting from the No. 12 level loading station was 50 tons per hour. It was obvious therefore, that a larger winder was required if output was to be maintained.Diamond drilling had proved the existence of sufficient ore at depths well below No. 12 to warrant exploitation and a decision had to be reached on the means of hoisting this ore.

An introductory review of the current grade control blasting techniques (selective mining strategies) used in the Eastern Goldfields has recently been undertaken. The survey was initiated and conducted by the Western Australian School of Mines. Four distinct selective mining strategies have been identified and a number of trends have been highlighted. Many operations, however, have developed techniques which use a hybrid method to suit the site conditions. The aim of all the mining strategies is to produce an optimum product. The optimum product is one which contains no diluent and experiences no mixing of the various identified ore and waste blocks and is fully reco- vered at the minimum overall operating cost. Due to this unified aim all of the grade control blasting techniques have many common design Features.

Considering future water scenarios, as influenced by the increasing scarcity of water and the move towards sustainable process engineering etc, the closed water circuit becomes an important point of study in metallurgical operations, such as in milling and flotation. However, a deterrent in the use of recycled process water is often a lack of understanding of the effects of the accumulation of dissolved ions and other process chemicals. Recovery of the valuable minerals may be impacted by the concomitant complex mineral-pulp chemistry interactions. Literature indicates that these interactions are not necessarily antagonistic to process outcomes. Wet milling using steel media results in the dissolution of Fe from the media, the rate of which is dependent, inter alia, on the type of media and the chemical conditions of the aqueous environment in the mill. The pulp-phase interactions of dissolved ions with sulfide minerals may result in significant changes to the chemical conditions in the mill, which may subsequently impact negatively on the flotation recoveries. To understand the effect of these interactions in the context of the processing of sulfide minerals, this study seeks to consider the effect of three factors, viz mineral type – pyrite (Py) and galena (Gn) -, milling media of different compositions – forged steel (FS), 21 per cent high chrome and ceramic media -, and water chemistry, viz, deionised water (DI) and synthetic plant water (SPW). Ceramic media and galena are used for the respective control cases where the milling media and sulfide mineral contribute no Fe species. Using DI as a control case, a high ionic strength case is used to mimic the changes in water chemistry for a closed water circuit. Batch flotation tests are used as a diagnostic tool to determine the effects of these media-water-mineral interactions to investigate correlations between the chemical reactions occurring and chemical species present during the milling process and the ultimate flotation performance.

The purpose, basic data requirements and various analysis/modelling tools employed for geomechanical evaluation of mine-site conditions are overviewed. The impact and application of computer technology are dis- cussed. Broad guidelines and criteria are presented for establishment of a practical geomechanics data-base system to yield infor- mation suitable for mine design purposes. Future needs of the Australian mining in- dustry are examined.

The alternate mineral dressing tech-niques for the production of ilmenite roaster feed from heavy mineral concentrate and the reasons for the selection of wet high intensity magnetic separation (WHIMS) at Richards Bay Minerals are outlined.Initial flowsheet studies were under-taken using laboratory scale equipment followed by on site pilot testing. Flowsheet development culminated with an extensive test programme conducted at Readings of Lismore in 1975.

Coal dust explosions have occurred in coal mines across the world. The Mitsui Miike Coal Mine disaster in 1963 was an example of how this hazard was not managed effectively, resulting in the loss of 458 lives and hundreds of people sustaining permanent brain injury from carbon monoxide poisoning. Management of the risks for this hazard have been well documented and have been implemented in modern coal mines. A recent trend in some mines has seen the abolition of barriers on roadways on the basis that the risks are being managed by the current controls. These controls include stone dust application, trickle dusters, dust analysis and dust removal. Universities have had a long history in the education of geology graduates, Analysis of this history reveals a record of success, as judged on a world basis. However there have been significant changes in the last 20 years that have impacted on the ability of universities to continue to provide their traditional style of geology education. These changes have increased in the last 10 years. In the teaching side, there has been a change in expectations. Additionally the increasing workload decreases the value of each academic to perform the tasks needed by the new education. In the area of research, the funds provided have continued to decline, in both real and absolute terms, and it is now necessary for universities to seek out funds to pay for their postgraduate research. Additionally, the universities have slipped into the error of what cahn only be termed "academic incest", and research student mobility has decreased to an undesirable level, stifling initiative and new ideas in a number of cases, The only solution is for Government monies to be "directed" - ie that the postgraduate student must leave his or her original university in order to receifve the research stipend/scholarship. On the government front, the government and its agencies have not adequately analysed and recognised the need for the redirection of education and research funds into the needy areas of science and technology, especially those that related to the minerals area.
