The progress between 1983 and 1989 towards Management Guidelines for R16 was extremely slow and painful because protection of the mining heritage was a new function and administrative activity not referred to in any Queensland mining law. Also, until 2 December 1989 the Queensland political climate was anti-preservation. Therefore an understanding had to be achieved between John Hay, the Mines Department and the National Parks and Wildlife Service, to ensure preservation of the mining machinery in situ rather than being removed to a town site such as in Ravenswood.

There has been an unprecedented rise in the fatality rate in the Australian mining industry over the last few years. The factors behind this rise are not clear; however, it is noted that the increase in fatalities has occurred during a fall in commodity prices.This paper examines prevention methods and systems to deal with hazards that have the potential to result in either single or multiple fatalities. Managing the risks associated with mine ventilation is used to illustrate the principals behind the approach.The paper also touches on the broad science of human error and proposes a multifaceted approach to controlling and preventing fatal risks.A summary of the steps involved in developing an effective principal hazard management plan is provided.CITATION:Clough, A J, 2015. Rock mechanics involves characterizing the mechanical properties and behaviour of rock material and the natural discontinuities of the rock mass, while rock engineering is concerned with specific engineering circumstances, for example, how much load will the rock support and whether reinforcement is necessary. Rock engineering models developed depend considerably on the input data such as boundary conditions, the properties of rock material and rock mass. Correct evaluation of these properties frequently requires laboratory and in-situ tests, supplemented with a high degree of experience and judgment. Accordingly, since 1974, the ISRM Commission on Testing Methods has spent considerable effort in developing a succession of the ISRM Suggested Methods (SMs) for different aspects of rock mechanics and rock engineering with the contribution of a number of working groups and cooperation of some other ISRM Commissions. This paper emphasizes the need and importance of standardization of rock testing methods within the context of the ISRM SMs, gives a guideline for developing ISRM SMs and finally discusses on some implementation and contractual issues associated with rock testing and experienced in practice, and briefly introduces main future trends in rock characterization, testing and monitoring. The Readymix Group have a Quarry Improvement Program - 'Building in Quality (BIQ) which has many parallels to the ICI Explosives' total quality management - 'Quality Improvement Program' (QIP). Both companies have for some time recognised that the 'do it right first time' principle means less wasted effort and materials, that efficiency breeds profitability and so actively promote the quality culture. To install the principles and generate the culture requires considerable commitment and effort from the top down and invariably spreads to the suppliers and sub-contractors. Understanding the component processes involved with the quarry operation, analysis of those processes and gaining a breakdown of the cost of non conformance then allows the astute quarry operator to make the necessary changes to improve the process to realise profits. This paper outlines the steps in such a process and the profitable outcomes of the commitment to continuous improvement at the Nickol Bay Quarry.

The knowledge of the expected run of mine (ROM) fragmentation during the feasibility study of a green field site is essential for the design of downstream crushing and milling processes. However,the prediction of blast fragmentation can be a challenging process due to the uncertainty related to the blast design and rock mass parameters. In general,a number of possible blast designs are considered in a feasibility study,with factors such as bench height and blasthole diameter influencing the design. Rock mass parameters are normally derived from a limited number of geotechnical diamond drill cores. Although diamond drill core can provide detailed information concerning intact rock strength (unconfined compressive strength and point load),it provides limited structural information to predict the in situ block size distribution of the rock mass. The in situ block size is an essential input to the prediction of the fragmentation distribution, in particular the coarse end. This paper outlines the methodology of blast fragmentation modeling undertaken for a green field feasibility study at the Riska gold deposit in Indonesia. The favoured milling process for the feasibility study was dump leaching,with no crushing of the ore material extracted from the pit. For this reason,blast fragmentation was a critical issue to be addressed by the study. A range of blast designs were considered with bench heights and blasthole diameters ranging from 4 m to 7 m and 76 mm to 102 mm respectively. Rock mass data was obtained from 19 diamond drill cores across the deposit (total drill length approximately 2200 m). Intact rock strength was estimated from qualitative strength descriptors,while the in situ block size distribution of the rock mass was estimated from the Rock Quality Designation (RQD) of the core. The methodology of fragmentation prediction involved a number of steps including the estimation of rock mass parameters from diamond drillhole data including the estimation of the in situ block size, delineation of blast domains within the deposit,and the assessment of the impact of various blast design parameters and rock mass variation on the predicted fragmentation distribution. The modelling process for the Riska green field site highlighted the need for additional rock mass data to be collected post feasibility stage and once the development of the mine commenced.

The surface reactivity of underwater deposited, high-sulfide copper mine tailings was evaluated under fresh and saline water cover conditions by measuring the surface and pore water quality as a function of time. The experiments were conducted in aquarium type lysimeters having a shallow, well-aerated water cover up to approximately 0.25 m over the tailings. Natural lake water was used for the fresh water cover and seawater for the saline water cover scenarios. The tailings showed significant surface reactivity and oxidation under both fresh and saline water cover conditions. The surface water quickly became moderately to highly acidic, and surface oxidation of the tailings resulted in increased dissolution and release of sulfates, iron (total), calcium, magnesium, aluminium, manganese, copper, nickel, zinc, lead, cobalt and silicon to the water covers. A moderate to slightly increased loss of total sulfides, including pyrite, chalcopyrite and sphalerite, occurred in the tailings surface layer to a very shallow depth. In comparison to the fresh water cover, the complete acidification of the saline water cover was delayed by approximately 30 - 40 days because of its additional available alkalinity. Whereas the rate of surface water acidification and release of aluminium and silicon were moderately reduced under saline water cover conditions in comparison to those for the fresh water cover, the release of calcium, magnesium, iron (total), copper, nickel, lead, zinc, sodium and potassium were enhanced. The mass transfer fluxes for dissolved copper, nickel lead, zinc and iron (total) from the tailings substrate to the surface water cover following surface water acidification were higher by 50 per cent or more in the saline water cover than those in the fresh water cover. This release was also reflected in moderate loss of pyrite, chalcopyrite and sphalerite in the very shallow upper surface layer of the tailings at the tailings-water interface, although the loss of pyrite in the surface layer was less pronounced. In both cases, the dissolution of aluminosilicate minerals moderated, to a certain extent, pH and acidity in the water cover.

Multiple data sources can be fused to improve boundary modelling in stratified deposits such as the banded iron formation (BIF) hosted deposits in the Pilbara Region of Western Australia. Accurate boundaries are essential to produce high quality geological models. Initial models are based on the widely spaced exploration hole data. This creates a high level of uncertainty in areas between the holes, with different interpretations of the boundary equally probable. Including directional information collected in these holes in the models can reduce the number of possibilities. Including data collected during mining, such as blastholes and bench measurements, can further guide the model. This research demonstrates a Gaussian Processes based method of fusing these disparate data sources to better inform the boundaries. Our results demonstrate that when only exploration points are used the model creates a smooth boundary with minimal variation between the holes. Each additional data source refined the model and added additional detail to the boundary. For the blast data, the new detail projects down to the bench below the current bench to allow for a better prediction before mining commences on that bench.

The changing demographics of the mining industry make successful passing of knowledge and skills to the next generation critical. Training methods and technologies are being developed to meet this need. Twenty years ago classroom training was largely a one-way transfer of knowledge through instructor lectures. In contrast, instructors today can use virtual reality technologies to guide trainees as they fully participate in learning experiences. Trainees can interact with the virtual work environment, co-workers, and equipment without being exposed to workplace hazards. The speed of advancement in mine safety, health, and production training shows no sign of slowing in the next 20 years. Researchers at the National Institute for Occupational Safety and Health have studied and participated in the evolution of miner training. A look at training materials they have created in the past and those they are currently developing reveals changes in methods and technologies over time and also key characteristics which have remained constant. Possibilities for the future can be discussed in the framework of an implementation of virtual reality in new miner training sessions. The example computer-based training package teaches new miners to read mine maps and provides opportunity to practice navigation skills in a virtual mine. With this æserious gameÆ, trainees experience the look and feel of moving through an underground coal mine while in the safety of their classroom. During field-testing in 2007, trainees and instructors responded very favourably to this new way of learning. The software was usable by mine trainers with even limited computer expertise and could be installed on the affordable computers they were using for their more traditional slide presentations. The Underground Coal Mine Map Reading TrainingÆs foundation on past successful development strategies and its acceptance by todayÆs instructors and trainees provide valuable lessons for developing training materials, strategies, and technologies for miningÆs future.

This paper outlines the processes involved in acid generation from sulphides and the key factors in identifying and predicting time dependent changes in the nature of acid mine drainage (AMD). The initial characteristics of mine water; whether drainage from exposed mining faces, runoff and seepage from waste dumps or seepage from process tailings; do not necessarily reflect the long term potential for AMD. The ultimate quality of mine drainage is a function of the interaction of many chemical, physical, biological and engineering (operational) factors. Techniques are available that can predict the qualitative nature of acid generation and mine drainage quality but accurate quantitative predictions are essentially impossible at the present time. As more and more mining operations exploit sulphide ore, the AMD and acid waste issue will become a. far greater concern. The significance of time dependent factors in the production of acid mine drainage-.is not just restricted to particuL.ar mine sites but needs to be recognised by the mining industry as a whole.

The initially cautious approach taken towards ground support and reinforcement at the Porgera Underground Gold Mine in the Highlands of Papua New Guinea has evolved rapidly in the two years since stoping commenced. The confidence to continue the evolution process has grown from an increasing knowledge of mining conditions as stoping has progressed, to the extent that reinforcement requirements have decreased by 50 to 75 per cent depending on local circumstances. Changes to mining practices have significantly assisted and influenced this process.Empirical observations of ground behaviour, assisted by a deliberately selective extensometer monitoring program, provided the stimulus for early changes to ground support and reinforcement practices. Further optimisation of the ground support and reinforcement effort is being pursued through an active monitoring, measuring and analysis program. Ultimately, situation rather than site specific design will ensure continuing high quality ground support and reinforcement installations. However, local structural and lithological factors will continue to become more critical as the optimum position is reached.

You wouldnÆt start excavating before testing core samples, so why would you approve a project plan before all factors have been identified, reviewed and addressed? Even a champion sports team made up of the best players canÆt produce optimal results without a well understood and agreed game plan. Could an F1 racing team produce their outstanding performance without rigorous evaluation and testing of the factors for successful performance? Why would we expect a capital works project team to be able to get it right without an understanding and an involvement in setting and implementing the overall game plan and without an understanding of all stakeholder requirements? For International PowerÆs Hazelwood (IPRH) mine in Victoria, the challenge was development and delivery of a 40 year mine plan, ultimately involving relocation of existing mine operations into an adjacent new coal field, land acquisitions and major environmental and other approvals to allow diversion of three streams, a highway, an Over Dimension route and other infrastructure in a political and environmentally sensitive atmosphere. The lessons from International Power HazelwoodÆs (IPRH) experience are: that the clear set of project principles and guiding values ensured delivery of a robust plan; a robust plan can withstand significant change; and value management (VM) played an important role in providing assurance, to all, that the plan was sound at both the strategic and micro levels. This Hazelwood mine project included five major VM workshops. The first was a critical review process in addition to design and cost reviews. This VM workshop was used to analyse, at a high level, the preferred coal mining sequence and design concepts, together with the interaction between design elements, risks and costs. In addition to this, the workshop provided an agreed common pathway for all downstream decisions. A second VM study was conducted to ensure that the proposed plan and design for relocation of the conveying systems from the existing mine into the new field were planned for optimum achievement from a whole of life cost, time, operational and maintenance perspective, plus the logistics of continuing operations while relocating assets. A third study followed to review the Conveyor Transfer Alliance and review functional design. A fourth VM study workshop was formed at the start of Phase 2 Alliance to ensure that the best value for money was being achieved through the current design, schedule and project arrangements and that all interfaces between parties had been reviewed and responsibilities were clear and understood. Other studies are outlined later in this paper. This paper details the evaluation criteria and processes used in the project evaluation that led to the WestField Mine Development.

Fleet operational effectiveness is fundamental to any operation, becoming highly topical in mines experiencing less than optimal output from their fleets. It is an all encompassing aim to identify those factors that could be improved within production and suggesting solutions in order to optimise the existing fleet and obtain the highest return on capital expenditure. The fleet operational effectiveness of a large open pit truck and shovel operation in Western Australia was examined and a study was undertaken allowing identification of areas falling below target. The annualised hours and production downtimes were investigated to quantify the potential gains of improvements in these areas. The project aimed to maximise direct working hours through determination of the main issues hindering performance. External and internal factors were considered and a continuous improvement program (CIP) was developed. The CIP aimed at internal site-based improvement teams to identify and implement solutions for improvement on a day-to-day basis. Strategies were then identified for the implementation of the proposed changes.

QueenslandÆs new safety legislation for metalliferous and coal mining (Mining and Quarrying Safety and Health Act 1999 and Coal Mining Safety and Health Act 1999, together with the Regulations) came into effect on 16 March 2001. The legislation places clear obligations on mine owners, operators and workers to have a safe place of work and to manage risks to safety and health. It also places obligations on contractors, designers and providers of services. The legislation is non-prescriptive in that it states what outcomes must be achieved and not what must be done. The key issue is that the risk of injury to people must be at an acceptable level. The legislation creates a Mines Inspectorate with powers of inspection and audit of mines, their safety management systems and the management of risks. Auditing of the risk management process is carried out against standard risk management techniques and directives for corrective action may be issued when audits reveal non-compliance or unacceptable levels of risk.

Jointed rock mass is often encountered in rock engineering and its stability has always been a major concern in underground engineering. To analyze the stress characteristics and their variations in jointed rocks, in this study, a new concept of sub-instability stage before rock failure is defined, and a new experimental method is used to investigate interaction between defects and intact rock of the jointed rock mass during the subinstability stage., Firstly, external characteristics of stress and failure mode of the whole jointed rock are investigated systematically by conducting uniaxial compression tests on red sandstone samples with a set of preexisting open flaws of different sizes, and the interactive damage of intact parts and defects in the subinstability stage was further studied. Secondly, rock-like material samples made of bonded plaster blocks were tested and internal data from stress sensor between the strong and weak segments were collected. The transforming processes from independent activity of the individual segment to overall interactive movement of jointed rock before the unstable failure were analysed. The test results indicated that the subinstability stage marked the beginning of interactive failure between the intact rock and defects. In the early subinstability stage, the relatively intact parts bore most of the load in a jointed rock mass, and the defects were damaged firstly which caused high strain around it. The areas of high strain increase rapidly, extending and migrating, causing damage to the intact parts. In the later sub-instability stage, the interaction effect reached its maximum, and a large number of cracks appeared in the intact rock and they propagated and coalesced. Intact parts experienced rapid failure and then the jointed rock failed. The experimental method used in this paper to identify the sub-instability stage could be used to identify failure precursors of jointed rock masses and to develop technology for disaster prevention in rock engineering. Most metallic iron in the world is produced in blast furnaces from different feed stocks – sinter, lump ore and pellets. Sinter is the main iron-containing feed to the blast furnace and can constitute up to 70–85 per cent of the total ferrous burden. As sinter quality is a key element for stable blast furnace operation, the textural, chemical and physical characteristics of the sinter are very important. Two major factors that affect sinter strength are mineralogy and porosity. This study utilised optical image analysis (OIA) to characterise sinter mineralogy, and the results were compared to those obtained by manual point counting under the optical microscope.Two major mineral characteristics of iron ore sinter are the presence of primary (unreacted) and secondary (derived from melt) hematite. Standard OIA, which is based on RGB thresholding, is not able to distinguish them as they have the same reflectivity; however, primary and secondary hematite in iron ore sinter have a different morphology. The CSIRO-developed OIA software Mineral4/Recognition4 has a unique feature to identify various textures/morphologies of the same mineral. Together with other capabilities of the Mineral4/Recognition4 software, this feature was used to identify different types of hematite and silico-ferrite of calcium and aluminium and other common sinter phases, such as magnetite, larnite, glass and remnant aluminosilicates.A visual comparison of the sinter mineralogy present in optical photomicrographs and that present in the mineral maps created automatically by the Mineral4 module of the CSIRO software confirmed the accuracy of the automated mineral identification.CITATION:Donskoi, E, Hapugoda, S, Lu, L, Poliakov, A, Peterson, M and Haileslassie, A, 2015. Acid mine drainage is a serious and chronic environmental problem of mining. This paper discusses the factors affecting the rate of acid generation by mine rocks and illustrates the relevance of these factors to the mines of the Northern Territory, Australia. The factors may be divided into two groups: internal factors and external factors. The first group covers characteristics of ores, mine waste rocks, tailings, etc and the second group covers surrounding conditions. The latter is further divided into four sub-groups, viz surrounding temperature and pressure, chemical conditions (ferrous/ferric adsorption ratio, total iron concentration, oxygen concentration and pH), surrounding biological conditions and mechanical conditions. Special attention is given to the surrounding P-T conditions, especially water partial pressure, and its relevance to the Northern Territory mines.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. Ore deposits of rare earth elements (REE) in South-East Asia are classified into four types: carbonatite, allanite, ion-adsorption and placer. Occurrences of the carbonatite deposits are confined almost exclusively to the Red River Fault Zone of northern Vietnam. Since the carbonatites contain dominantly REE fluorocarbonates (eg bastnasite) and lesser amounts of monazite, they are rich in light REE but poor in heavy REE. The ion-adsorption type deposits and prospects were found in Myanmar, Vietnam and Thailand. The ion-adsorption ores generally show lower REE grades than those of the carbonatite type and placer deposits; however, they could be enriched in HREE, which are more precious and scarce commodities than LREE. The ores consist of weathered granites with a significant amount of ion-exchangeable REE, which are extracted by using a dilute electrolyte solution. The ion-exchangeable REE are likely to be sourced from REE fluorocarbonates, allanite and titanite because these minerals are relatively susceptible to weathering and release REE3+ ions into soil water. In contrast, monazite and xenotime are resistant to chemical weathering and could form placer ores. Placer monazite and xenotime have been processed as by-products of placer Sn, Zr or Ti in Malaysia, Thailand and Indonesia, although the current production is small.CITATION:Sanematsu, K, 2015. Supplementary sampling of particulate mass concentration, the number concentration and the average particle diameter of nanoparticles using a TSI Dust-Trak DRX Aerosol Monitor, Naneos Partector 2 has been conducted. The aim of this study was to evaluate suitability of the instrument for long-term monitoring of diesel particulate matter (DPM) at conditions of polymetallic mines. Sampling was conducted in an area of the active ore heading, requiring the use of a diesel-powered face haul-age loader R1700 and a mine truck Caterpillar AD-45. The sampling was done for 126 minutes at a distance of 30 metres from the mine face. Results of this field work can be used to expand the sampling program to other mines. Expected outcomes of this study are to develop costeffective DPM control strategies, improve mine ventilation, and protect mineworkers’ health.

The largest surface coal mine in North America requires complex materials handling infrastructure to fulfil the highly variable quality specifications of its contracts. These diverse demands, reflected in the arrival of numerous customer trains every day, necessitate the integration of information in every stage of production. To meet this goal, quality measurement, train line-up and mine planning processes are being integrated into local and remote control rooms. The effectiveness of such a system can only be measured by comparing decisions that are made with, and without, each of the individual integrated control systems. Traditionally, mine controllers use their experience, intuition or a variety of trial-and-error spreadsheets to determine the ideal materials handling flows needed to achieve the correct quality. These balanced decisions are complex since many factors must be considered such as the mine plan, fleet costs, quality variability and others; consequently mine controllers usually have widely varying success between crews.An evaluation model was developed to assess the impact of a decision support system (DSS) integrated in a control room for controlling the coal blending process. To this end, an ARENA-based simulator representing the whole production process can be used to pull performance and current materials handling settings directly either from the real-time systems in the mine, or from historical data. In this way, the same shift (breakdowns, cycle rates, etc) can be simulated and performance compared. Different settings of the DSS, in terms of what information is displayed and the methods for doing so, can be tested for effectiveness. The historical data are extracted directly from a corporate data warehouse, without altering the everyday working databases. At the same time, the simulator writes its results back into the same data warehouse structure, allowing the same KPI reports to be used to measure simulated shifts.
