The Department of Mineral Resources has a statutory responsibility for mine site environmental management and control in New South Wales. The Department is focusing on an environmental management systems (EMS) approach, as a management tool to achieve æbest practiceÆ outcomes both within our own organisation and on mine sites. One of the DepartmentÆs tools is environmental risk assessment and management which incorporates the Mining, Rehabilitation and Environmental Management Process (MREMP). The MREMP was introduced many years ago in order to integrate the activities of key stakeholders who may have a material interest in the mine. The MREMP provides an ideal mechanism by which ædue diligenceÆ requirements and environmental management programs can be integrated into mining operations and lead to a sustainable post-mining land use.

A small static bed was used to study the thermal cycles required for the heat hardening of pellets based on synthetic magnetite concentrates and a naturally fine hematite. This apparatus can be employed to yield broad process data for the design of a recuperative strand system operating on the magnetite concentrates.Various alternatives are given for a process to heat harden the hematite ore but a preference is given to the production of a self fluxing pellet. Bond types and general mineralogical structures are interpreted against the optimum firing cycle necessary to produce a defined quality of pellet.INTRODUCTIONThe work reported in this paper extends that on the "Heat Hardening of Artificial Magnetite Pellets", which was described at the International Symposium on Agglomeration, sponsored by the American Institute of Mining, Metallurgical and Petroleum Engineers at Philadelphia, U.S.A. in April 1961. The history of mill liners has evolved over time and this paper tracks the changes and development of liner technology. It provides an overview of the primary types of liners, the design and the materials of construction. The design of a mill liner is driven by application, materials of construction, casting technology and handling issues. The choice of solid steel, grid liners, rubber or composites and magnetic liners is based on many factors.The methods used for monitoring wear and predicting eventual change out time are many and varied. The contribution of discrete element modeling (DEM) analysis in predicting wear profile is discussed.Mill trajectory and DEM software programs are used with great effect to predict the effect of lifter height, face angle, high low lifters or mill speed. In the field, trial and operational experience is used or improvements/design concepts at one operation are applied to another. Broken mill lifters, accentuated wear and other problems can be better understood using hardness testing, chemical analysis and photo micrograph analysis of pearlitic or martensitic structure along with fracture face observations. This forms a part of the typical root cause analysis. However given correct and sound liner and lifter, feed and discharge design media selection, and materials of construction, the majority of premature liner or bolting failure is normally attributed to incorrect operational methods such as excessive high ball to feed ratio, incorrect mill speed relating to lifter ball throw, incorrect media selection, "tramp" material entering the mill charge from upstream or recirculating process and understanding the specific mill operation in question.It is hoped that this paper will benefit mill operators who are faced with challenges of improving wear life and at the same time optimizing mill throughput and performance.CITATION:Connelly, D and Thompson, C, 2013. THE area dealt with in this paper is included within a radius of about 3 miles of the Poimena township. Several thousand tons of tin have been won from this field, and probably £200,000 spent in exploiting it.PREVIOUS LITERATUREThe field has been reported on by Government geologists on four occasions and several ,articles on it have appeared in the mining journals. Dykes- (a) Indurated or hard (as shown by the formations at the Anchor and Cream Creek mines). (b) Soft (eg Hayley's Lease).

The estimation of the shear stress distribution around an excavation is important to the design of the excavation since shear stresses can generate cracks, loosen grain boundaries or otherwise degrade the mechanical and physical properties of the rock and lead to stability problems. In this study, the distribution of shear stresses in a pillar were back-calculated from the deformation measurements made from the SPDV (Site and Preliminary Design Validation) area at the Waste Isolation Pilot Plant (WIPP) site. A plausible pattern of shear stress around an excavation has been suggested based on the Zero Strain Boundary (ZSB) calculation, computer simulation using FLAC, and back-calculation using measured deformation rates in the pillars.

I had hoped when the time came for me to address this meeting that gold mining would be in a much happier position than we find it to-day.As it is, and because of the demands of national security, we find this great and valuable primary industry relegated to the background and in danger of temporary extinction.These notes refer mainly to gold mining in Western Australia, whence comes the major portion of Australia's production, and their purpose is to record a brief review of the industry immediately prior to the general disorganization that is following the call-up of men from the mines.During this period of reduced production the loss of comparable statistical data will make it impossible to follow the progress of the industry, and, since the period may be long, it occurred to me that information might be derived from an examination of the trend of recent production that would indicate what may be expected of the industry when full production is resumed in the future.Since the revival of gold mining, which started in 1931, most of the old-established mines have reorganized and, in some cases, completely renewed and enlarged their equipment in order to achieve maximum production, and old mines hitherto unpayable have been re-opened and equipped. At the same time large sums have been spent in scientific prospecting and in search for new mines, and it is safe to say that at the end of 1939, when gold production reached its peak, practically every known mine in Western Australia that could be worked profitably was in production.During this period the number of men employed in the industry rose from 5,961 in 1931 to approximately 15,000 in 1939. From the outbreak of war in 1939 to the end of 1941 the output from the mines was maintained at full pressure, maximum tonnage beingrecorded in 1940, although a reduction in the grade of ore treated caused a slight falling off in gold production.During 1941 there was a. fall in both tonnage and grade. The decline in tonnage was due partly to the closing of the Lancefield and Mount Magnet mines, and partly to the shortage of labour brought about by the response of the goldfields to the call for men for the fighting services, the average number of men in the industry in this year being reduced to 12,929.With the entry of the United States into the war in December last and the pooling of the resources of the allied nations, the need for gold as a purchasing medium passed, and with its passing there arose the demand for the transfer of the man-power engaged in gold mining to other fields of industry directly connected with the war effort.There was a ready response by those connected with the industry who...

Frequently materials handling operations are compromised by transfer chute problems ranging from high wear rates, blockages and ineffective loading of the downstream conveyor. This paper will present the design flow implemented to overcome problems in two case studies utilising discrete element modelling incorporating material characterisation.Material testing is relevant in achieving a valid discrete element method (DEM) simulation model and subsequently a valuable design tool for transfer chute assessment and design. It is well recognised that in the current growth and demand for mineral resources, leading to ever increasing conveyor capacities associated with export terminals and mineral processing facilities that transfer chutes are a key focus point. The successful performance of the transfer chute is also dependent on operating with a ærobust rangeÆ of material flowability and handling characteristics. The 1981 Review: In the late 1970s there was an upsurge of interest in the prospecting and mining of this countryÆs mineral resources. That upsurge of interest was accompanied by a mounting public concern over the damage mining operations might do to the environment. Concern was also expressed about what some people perceived as inadequacies in the legislation which regulates mining and the grant of mining privileges, and inconsistencies in the relationship of that legislation to other legislation regulating land use and the use of resources.

This paper presents measurement and analysis of the dynamic response of a five-storey building to very high frequency excitation (>100 Hz) from blasting vibrations originating from a contiguous excavation of rock. Velocity response measurements in the rock and on the structure were employed to calculate the time-correlated dynamic displacement response of the building to blasting. Time-correlated structure response measurements are needed to advance the understanding of the response of urban structures to high-frequency excitation. Current regulations and understanding are based upon measurements of the response of one- to two-storey residential structures by 10 to 40 Hz excitation. The extension of these observations to taller structures when excited by high-frequency excitation needs to be investigated further.Measurements show that the amplification patterns at the ground level and top of the structure match or are lower than that observed by the US Bureau of Mines (Siskind et al, 1980) for the shorter residential structures. They decrease with increasing peak particle velocity. From the measurements, the global transverse shear strains found by differentiating ground floor and top displacements were calculated to be 12 µstrains. Time-correlated bottom and top of structure displacements show that building response may be more reflective of wave propagation up the structure than whole-structure inter-storey drift.In addition, a 3D model was used to compare computed displacements and strains to measured results. Modelled responses varied considerably, both in magnitude and location of the maximum strain. No conclusion can be made regarding the best 3D model to employ to simulate building response. More data such as motions measured at many points in the structure are needed. Maximum inter-storey transverse shear strains calculated with the model were found through the acceleration excitation and were less than 12 µstrains for 37 mm/s rock motion excitation. In the minerals industry allocating capital for setting up a new project or for upgrading an existing facility usually requires that a compromise be found between the initial cost of equipment, its operating performance and on-going operating costs. To maximise the return on the investment usually requires that various possible combinations and layouts of equipment be assessed. This task is both difficult and time consuming. Computer simulation can be used as a means of determining the expected operating performance of a range of alternate equipment configurations. Simulation is a particularly important technique for analysis as it is one of the few approaches that allows the analyst to take into account the variability inherent in a mining process. While computer simulation is a well established technique its use, until recent years, has been limited to large organisations with access to substantial computing facilities. However, with the current availability of low cost computing platforms combined with easily understood animated displays, simulation is now becoming more widely used across the industry.

Failure of rock materials is a process of crack propagation. Crack initiation takes place when the crack tip stress intensity K reaches a critical value called fracture toughness, K1C. The rock fracture toughness is known to be affected by the surrounding environment such as temperature, confining pressure and humidity. In order to examine the effect of humidity, a series of semi-circular bend tests were performed under various water vapour pressures in a rock material that is known to be anisotropic. Water vapour promotes stress corrosion of rock and therefore the fracture toughness was found to have a decreasing trend with increasing water vapour pressure. The rate of decreasing the fracture toughness depends on the microcrack density that promotes the migration of water vapour into the rock. Also in an anisotropic rock, the fracture toughness depends on the direction of crack in relation to the anisotropy of the rock material.

Sufficient time has elapsed since the enactment of the amendments to the mining legislation in 1981 to enable an examination to be made of the way in which the licensing system operates in practice. One of the most important decisions in resource management in New Zealand is whether or not rights of access to the resource should be conferred by the Crown upon an appropriate private sector participant. The licensing system is the means for allocating these rights of access. The manner in which the licensing system is administered, therefore, is crucial to natural resource management in New Zealand. What is the mining licensing system in New Zealand designed to achieve? This simple question admits of no easy answer. Is it the identification and development of the mineral resources of New Zealand? Are these objectives tempered by issues of resource conservation and environmental protection? Is a balance to be achieved among these competing factors? Does the legislation contain any priorities? Does the system respond in an ad hoc manner to particular facts and circumstances or does it operate within a more predictable framework? To what extent are decisions made on access to minerals with reference to the development or conservation of other resources? These questions may be summarised in the title to this paper which poses the question whether mining licences are instruments for resource management.

The dynamic response of holdup in a continuous ball mill has a direct influence on the rate function of grinding kinetics and is useful for predicting the variation in the size distribution of the finished product with time.A model was proposed involving three interacting, completely mixed chambers and this was used to derive analytically the transfer function of the system, from which the unit impulse response and the unit step response of the holdup with feed rate were obtained.The theory was confirmed by comparing it with previously published experimental data for the residence time distribution of particles passing through a ball mill.

Recent mapping at the Kelian epithermal gold deposit in East Kalimantan, Indonesia has delineated intrusive and extrusive-phreatomagmatic breccias, their magmatic roots, and late-stage endogenous domes of a maar-diatreme complex. The Kelian epithermal system is characterised by a wide variety of mineralised and unmineralised breccias, which include tectonic, hydrothermal, phreatic and phreatomagmatic varieties. Phreatomagmatic breccias and associated igneous rocks post-date early stage alteration and mineralisation, and pre-date main stage precious and base-metal mineralisation. This study emphasises the spatial, temporal and genetic links that have been drawn between diatremes and both epithermal and porphyry systems in volcano-plutonic arcs.

Mineral ownership determination is not always straight forward as in many cases the relevant details are not recorded on the latest Land Transfer title held in the local Land Registry Office. To determine mineral ownership can be difficult, time consuming and expensive especially in a confused sector. Non statute minerals can be owned by the Crown, Land Owner or other persons. Statute minerals (Gold, Silver, Petroleum, Uranium) are always owned by the Crown and thus present no problems. In simple terms the only accurate and reliable method of determining the mineral ownership under subject land is to historically search back to the first registration when the land and minerals were definitely intact. Then carefully ascertain from the evidence gathered along the way to the present day whether any legislation or private agreement altered or affected the status quo.

The depletion of iron ore deposits at the face of the mine site dictates the necessity for the exploitation of formerly less attractive orebodies to meet the demand of the modern world. These orebodies will typically be found close to or even beneath the water table where an increasing clay and moisture content will result. Problematic iron ores, colloquially termed as ‘wet and sticky’ material (WSM), can have a significant impact in the material handling stream due to the expensive downtime of processing equipment, which is attributed to the inter-particle and boundary cohesion and adhesion forces of the bulk material.In order to gain a better understanding of the causes of poor handleability, experimental test methods to determine wall adhesion, and inter-particle adhesion within bulk materials were developed. Based on the combination of wall adhesion and inter-particle adhesion measurements, with traditional methods of assessing bulk material handleability, a new method to assess the potential of bulk materials to cause handling problems is proposed. This method reduces the multitude of factors leading to problematic behaviour to a handleability index (HI) [0,1], which is easily assessed and understood. The method is suitable for adhesive materials and applicable for a wide range of material flow, from gravity reclaim stockpiles to transfer chutes and carry back on conveyor belts.Additionally, this research presents an assessment of the HI derived by experimental testing of three iron ore samples. After an unsuccessful transfer from the laboratory to the pilot plant of galena flotation technology which used sodium metabisulphite and ethyl xanthate, laboratory flotation tests were conducted to identify any unusual variables which had a deleterious effect on the position of the lead rougher grade recovery curve for Hilton and Mount Isa silver-lead-zinc ores. Two variables (pulp temperature and contact time for ethyl xanthate and sodium metabisulphite) had important deleterious effects.The findings allowed a successful transfer of the laboratory process to a pilot plant scale process. The effect of temperature was important because the higher temperature (40°C) in the pilot plant pulp increased significantly the rate of reaction between ethyl xanthate and sodium metabisulphite. In the laboratory process at 20 to 25°C, the reaction rate was lower and did not interfere significantly with the process. The contact time for the two reagents was also important in the pilot plant scale process because of the higher reaction rate at 40°C.To employ ethyl xanthate in the pilot plant process, special precautions were required. Further, a collector (Aerofloat 241) from the dithiophosphate family was used successfully in the pilot plant process.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation. The Nam San copper-gold deposit was discovered in 2011 and is a likely blind extension of the Permian age Phu Kham structurally deformed porphyry/skarn copper-gold deposit.The Nam San mineralisation is hosted within a dominantly sericite altered schist unit located to the north of the current Phu Kham open pit operation and is overthrust by an allochthonous barren cover sequence of limestone, granite and sandstone. Reinterpretation of the Phu Kham geology developed the concept of a possible telescoped porphyry copper-gold system at depth. Initial drilling intersected remobilised copper mineralisation in a basal conglomerate, confirming the concept. A reconnaissance vector array induced polarisation (IP) survey identified a deep chargeability anomaly from which a drilling target was developed from 3D inversion modelling of a detailed follow up dipole-pole-dipole anomaly. Drilling of the chargeability anomaly intersected the blind Nam San copper-gold mineralisation beneath the thrusted cover sequence.The key discovery parameters are the result of an integrated exploration program that included reinterpretation of the local stratigraphy, which developed the concept of a deep blind orebody, IP surveys capable of penetrating through the barren cover and a commitment to a deep directional drilling program to test these concepts and targets. In presenting this paper the author has in view a twofold purpose. In the first place, it is intended to set forth for the benefit of practical mining men some account of the principles underlying the design of tungsten carbide rock bits in the hope that a knowledge of these principles will assist in the successful application of the bits to mine and quarry drilling. Secondly, by evoking discussion, and even controversy, it is hoped that manufacturers and users of these rock bits will be encouraged to contribute to the general knowledge of a subject which to date has been rather lacking in published literature. The author well appreciates that many of the conclusions drawn in this paper are highly controversial, but if the only result is to call forth contradictory testimony from other workers in this field, at least one of his purposes will have been achieved.An attempt will first be made to set forth and examine those characteristics which go to make up an efficient rock bit, and the main factors affecting these characteristics will be discussed. In a paper of this general nature, consideration of any particular aspect must necessarily be rather brief, and there is little opportunity for detailed presentation of test procedures and data.
