In an industry that is data-hungry and increasingly international in its outlook, the role of the New Zealand Government in facilitating exploration and mining activity here presents unique challenges. All things being equal, the Regime itself should result in æefficient outcomesÆ, however central to this rational economic tenet are the assumptions that the regime is in keeping with the times, other legislation works in tandem with it, and that those who administer the regime have the knowledge and experience to apply the rules wisely. Following the Crown Minerals review in late 2003, a shift in emphasis from Crown Minerals æmanaging the ActÆ towards proactively æmanaging the mineral estateÆ for greater benefit for all New Zealanders means that these assumptions are being increasingly challenged and addressed through a variety of initiatives. These include improved access to relevant data sets, minimisation of red tape and compliance costs, increasing emphasis on permit holder compliance with work programme obligations, changes to the Minerals Programme and regulations, closer collaboration with and representation to other government departments and councils, and additional recruitment of industry-experienced staff. This presentation will highlight aspects of these initiatives, and examine how they will collectively contribute to facilitating future exploration and mining activity in New Zealand.

A new process is described which allows for direct recovery of base and precious metals (Au and PGMÆs) from sulphide concentrates or other feedstocks. The process was developed initially for application to ores or concentrates that are too low-grade for economic treatment by the conventional smelting and matte leaching process (for PGMÆs). It is now believed that the process may be widely applicable to a variety of materials including PGM concentrates containing high amounts of chromium or magnesium. Operating conditions have been identified under which gold, the PGMÆs and the base metals dissolve simultaneously in a pressure leaching autoclave. The product of this leaching process can then be treated by one of several flowsheets, of which the preferred will likely involve solid/liquid separation, followed by precipitation (or adsorption on activated carbon) of gold and the PGMÆs, followed by copper solvent extraction/electrowinning. Depending on the concentrations of nickel and cobalt, the copper raffinate would either be partially recycled to the autoclave to allow Ni/Co concentrations to build up, or it would proceed directly to a Ni/Co refinery. This paper deals with the pressure leaching process and the recovery of gold and the PGMÆs from the pressure leach product.

THE Great Fitzroy Mines Limited, comprising an area of 183 acres, and held under lease, are situated at Mt. Chalmers, within the Cawarral goldfield, 18 miles from the city of Rockhampton, Queensland, on the Rockhampton-Yeppoon railway.The nearest railway station i; Mt. Ohalmers, distant about half a mile from the mine, with which it is connected by a fairly good road. The outcrop of the ore-body consists almost entirely of ironstained quartzite, no sign of copper being visible. The outcrop and its immediate vicinity have been worked intermittently for gold during the past :fifty years, the ore being amenable to battery treatment.About twenty years ago a company was formed to prospect this outcrop, and work was commenced by driving an adit, but the results proved disappointing, and work ceased. Later a party of prospectors sunk a winze from the adit level, which has sincedeveloped into wh~t is now known as the North shaft. The property was afterwards prospected by Messrs. Oharley and Osborne, who continued sinking the winze, meeting with sulphides at a depth of about 120 ft.The Mt. Chalmers Copper Mining Company was formed to work the property, and smelting operations started on a small scale. These, however, met with ip.different success, and the property was again abandoned.

The successful `marriage' between a company seeking to raise funds to develop a project and their financiers calls for a strong mutual understanding of each other's needs. For a company attempting to raise funding, the alternative methods are ever expanding. The optimum method will vary depending on the financial position, risk/reward outlook of the company and the strength of the project for which development capital is being sought. It is likely that small mining companies will need to raise equity funds for advancing projects to the development stage. At that time, they will probably still require a reasonable level of shareholder equity to meet the requirements of banks and other parties to cover potential cost over-runs on the project and feasibility costs. Larger companies, however, are likely to find it much easier and cheaper to raise debt from banks. When evaluating companies and projects for funding, banks will pay particular attention to the quality and experience of management in developing similar projects and it may be necessary for some companies to retain the services of outside consultants. Before a project needs funding, companies should meet with potential financiers to develop relationships to select and ensure a smooth transaction to funding in the future.

The Australian mining industry isstill labouring under the impression. created by the Fitzgerald Report that it does not pay suffic- ient tax. This would appear to be the raison d'etre of the resource rent tax debate. The authors quantitatively compare the cash flows to the mine and government resulting from a large strip coal mine in central Queensland under a number of Australian and international taxation policies. The Liberal government policies are found to be internationally competitive while the Labor 1975 policy is excessively punitive. The present value of the returns to the public from the Liberal 1977 policy vary between three and six times the net present value to the mine, which belies the necessity for the imposition of a super tax. The levelling of a special royalty, excess rail freight, by Queensland could severely re- strict the development of new mines in the Bowen Basin. The impact of excessive freight rates is analysed on a combined strip-deep mine typical of the new projects nearing development in the region. Otherwise economic mines can be made marginal or even sub economic by this tax. Even with moderate rail freights, the mining tax laws of New South Wales are more favourable to the industry than are Queensland's.

This paper describes an investigation of the sampling problems which contributed to erroneous Concentrator production forecasts at the mining operation of Bougainville Copper Ltd (BCL) in the North Solomons province of Papua/New Guinea.Reference figures provided by independently verified commercial shipment data demonstrated the existence of a bias in the calculated Concentrator production; the challenge was to identify systematic errors in each of the contributory measurements (feed tonnage and feed, tailings and concentrate grades).The uncertainty surrounding specific sampling and measurement errors precluded optimum metallurgical control and performance of the milling circuit, encouraged disputes about the difference between Mine versus Concentrator production estimates, and cast some doubt on efforts to follow political guidelines concerning a maximum feed tonnage or recovery oriented mill operating concept.An evaluation of routine results as well as specifically targeted test work identified the sampling errors associated with measured individual parameters.The emphasis in this report is on the procedure for quantitative error assessments.The measured performance of a mineral dressing plant is subject to a systematic error balance which can be derived from the more familiar weight and metal balances such as the two- or three-product formula.The resulting equations are generally valid, and they are applied to the measurements obtained at BCL's Concentrator to illustrate the method.

The development of reliable and accurate solution sampling systems plus on-line atomic absorption spectrophotometers and voltammetric analysers at Pasminco Metals - EZ's (PMEZ) zinc refinery at Hobart, Tasmania, has led to extensive implementation of On-Stream Analysis (OSA) throughout the hydrometallurgical circuit. These systems complement industrial autotitrator and colorimetric analysers and with the comprehensive use of a powerful integrated Distributed Control System (DCS), provide extensive monitoring and control of all the important in solution' parameters for the plant. Samples can be left unaltered, or filtered or settled, to remove solids. They are then precision diluted and pneumatically transported to analyser shelters, where they are analysed for zinc, acid, copper, cadmium, lead, antimony, cobalt, nickel, mercury and ferrous, ferric and/or total iron. The range of analyses depends on the sample itself. The results are used for feed forward and/or feedback control of reagents where possible, or simple trend monitoring and out-of-specification alarming when closed loop control is not practical. The overall system reliability and accuracy is such that many daily composite plant samples are no longer analysed off-line. Operator sampling has also been reduced, and in two places, autotitrators with automatic sample pre-treatment have been installed for preparing and analysing samples collected by operators.

Most of the copper deposits in the Lachlan Geosyncline fall within areas having either a common host rock, mineral assemblage, form of ore body or time and method of emplace- ment. On this basis a Cobar-type ore has been recognised in the deposits of the Cobar -- Mt. Hope - Melrose region. The copper ores in the Tottenham-Girilambone area to the east have a different mineral assemblage. In the more rugged Central Highlands nearer the coast copper deposits are generally concentrated either in one of several Ordovician andesite belts, particularly between Wellington and Woodstock, or within Silurian acid volcanics developed in irregular fashion over a considerable portion of this region. In only a few instances is copper known in the granite batholiths which adjoin these volcanic belts. Native copper and magnetite are characteristic of the deposits of the andesite province and it is possible that future mineragraphic studies will indicate significant differences in the base metal sulphides of both the andesitic and the more acid volcanic belts. Ores having similar mineralogy and form to the Captain's Flat deposit are known at various localities in the eastern segment of the latter belt. In the Gundagai area several small copper deposits with associated nickel minerals have been developed in the Coolac Serpentinite belt.

The overall mineral assemblage of the Broken Hill orebody is similar to that of a skarn. However unlike the classical skarns it does not represent contact metamorphism of pre-existing limestone beds. It is a stratiform accumulation of exhalative-sedimentary silica, sulphides, (Ca, Fe, Mn) silicates and carbonates, fluoride and phosphate that has later undergone regional metamorphism. The resulting development of coarse-grained quartz, sphalerite, galena, rhodonite, bustamite, mixed carbonates, fluorite, apatite and many minor phases has produced a sulphide-rich skarn- like mass that like many others of its kind, might best be referred to as a stratiform skarn. Recent investigations of occurrences of this type are showing that the incidence of concentrations of particular metamorphic minerals in and adjacent to such orebodies are closely related to bedding and to former sedimentary facies patterns. From this it appears that the mineral assemblages may be used to deduce not only the nature of the materials laid down in the beds, but also the physico-chemical conditions under which sedimentation took place. Several stratiform deposits, including Broken Hill, are used as examples to show that variations in these conditions may have a profound influence on the subsequent response of the rock to regional metamorphism and hence on the mineral assemblages that finally develop.

The implementation, during recent years, of the concept of distributing chilled water to improve cooling at the working faces represents a very important innovation for the mining world. In a logical extension to that concept it has been recognized that distribution of the cooling water at high pressure would provide a potential source of energy for driving water powered hydraulic machinery such as rockdrills, water jets for moving rock, and support props, in the workings. With this in mind, the Research Organization of the Chamber of Mines of South Africa is pursuing the development of such a dual system that will provide cooling in a deep mine and, at the same time, drive hydraulic machinery. A comprehensive design of such a system has been completed and has shown the concept to be entirely feasible technically using technologies currently available. A pilot system is working in a mine shaft 2000 m deep giving a pressure of 20 MPa at the bottom of the shaft and distributing the cold water into the workings at a pressure of 17 MPa. The system shows considerable potential for improving existing mining methods and will open the way for the development of new mining methods for deep mining operations.

The complete life cycle of a production facility has many phases requiring many different skills and many different personalities. It is not unlike the life cycle of a person and many parallels can be drawn from it. I leave some of these analogous situations to your fertile minds. The author, having worked in operations, plant design, plant commissioning, marketing and many other interesting situations through the industry has drawn from this experience and examples given by many associates in the industry.The phases seen are as follows: Concept Studies û someone has a bright idea of how to make a dollar. Scope Studies û what possible processes/options that could make a dollar. Prefeasibility Study û the æviableÆ scope options are studied to develop feasible options. Feasibility study û defines the concepts that should be designed to make a viable project thus enabling financing and project commitment to be made. Detailed Design û an intermediate step that consolidates the inputs to give a robust plant that can be constructed.Construction û people can see what they thought was going to occur and start to understand the plant. Commissioning û the hand-over of æownershipÆ from the conceiverÆs to the operators. Operations û the ætoyÆ has become reality and money must be made. De-commissioning û the plant has seen out the useful life of the ore deposit, it now goes through a further process required by society.Across these phases of plant design run several countervailing management requirements that can influence the outcome of the plant design. Some of the management rigours that have to be applied to the various phases are as follows: costing basis of the various phases; operational and maintenance reviews; sustainable development; risk assessment; reliability reviews; equipment availability; commissioning time; and environmental review.This paper endeavours to awaken people to the phases that projects require for a successful outcome and the management rigour that has to be applied throughout the phases to ensure the correct intellectual horsepower is applied at the right time to ensure the best outcome.Many of you would be parents and realise this is not unlike the development of children, teenagers, adults, retirees and ongoing.

The minerals industry has been given an opportunity to grow and continue to advance again in an environment where there is the potential to reap big rewards for efficiency improvements due to buoyant metal prices and the growing demand of markets in Asia. Improving efficiency may also provide a better return compared to risks of expansions and bringing new projects online due to limited human and financial capital.An opportunity for improvement presents itself in the area of mine-mill reconciliation, which entails the quantification of the variance between measurement points along the mining value chain. Reconciliation factors are calculated from the variance between respective sections within the mining sequence. These factors are commonly used as key performance indicators to provide a check on the performance of the operations. Over parts of the mining value chain, there is a fair understanding of the reconciliation between the Resource and Reserve estimates and the measured metallurgical plant inputs and product outputs through understanding of the mine-mill interface. The quality of reconciliation data gathered across the mine and plant is generally not well established due to practices employed in generating the data. The reconciliation variances are often a function of data accuracy and quality used in the comparison. In general, the sources and magnitude of measurement and sampling errors and their impact on reconciliation are not that well understood. Examples of the current practices of mass measurement, sampling, sample preparation, chemical analysis and quality assurance for broken ore and across the metallurgical process stream are considered. Guidelines are given for those reconciliation elements that are identified as requiring a high degree of confidence for Mineral Resource/Reserve and metal accounting reporting. Electronic detonator technology has been under development for the last two decades. Currently, there are a number of systems commercially available with several others still under development, each with its own unique features. This technology can offer a significant advantage to the drill and blast engineer through their ability to initiate an explosive charge at the æplannedÆ time. This new technology has created huge interest within the drill and blast community and also raised their expectations to produce better blasting outcomes. In many cases, specifications (or even expectations) of desired blast results are not properly defined. Interaction between the input variables (rock mass characteristics and blast design) and results (fragmentation, throw, damage, ground vibrations, etc) and their mechanisms, or relationship to one another, are not very well defined or understood. That is why rock blasting is still considered by many as an art rather than science. With one of the few remaining variables (cap scatter) now controllable, todayÆs blaster finally has the ability to apply science to his trade. Even though electronic detonators are available and becoming more commonly used, current field practices are not always conducive to extracting or deriving the maximum benefit from this new technology. In the authorÆs opinion, the following need to be understood to derive and sustain the maximum value: clear definition or specification(s) of desired outcomes from a given blast; impact of different features in an electronic detonator system (precision, accuracy, flexibility, reliability, etc) and their impact on the desired blasting outcomes; interaction of blast design variables (energy, energy distribution, timing, blast geometry) and their impact on desired outcomes; impact of rock mass variability and quality of blast implementation on the desired blasting outcomes; and critical need to utlilise appropriate tools and systems in order to measure and quantify benefits.In the authorÆs opinion a scientific implementation process is the key to derive the benefits. This paper analyses the industryÆs preparedness to derive the benefits from this technology and proposes a scientific methodology to understand, evaluate and sustain the value from this technology.

The Prominent Hill copper-gold concentrator of OZ Minerals Limited in South Australia was built in 2008 and commenced commercial production in early 2009. It has a design ore throughput of eight million tonnes per year (Mt/yr). While the flow sheet has many items in common with other plants treating ores from iron oxide-hosted copper-gold deposits, the Prominent Hill concentrator also has some unique features. Plant design has been based on a 'template' of the very successful Ernest Henry concentrator. Initial options considered for processing Prominent Hill copper-gold ore are briefly examined as well as potential complications arising from the presence of a considerable tonnage of 'gold-only' material present in the deposit. Metallurgical test work and the subsequent decisions leading to the selection of a conventional crushing, semi-autogenous grinding (SAG) and rougher flotation circuit is discussed. One particular difference with other plants treating this ore type is that metallurgical tests and mineralogical studies identified that rougher concentrate had to be reground to a P80 of 20 - 25 microns or finer for adequate liberation of fluorine-bearing minerals. Subsequent satisfactory separation of fluorine-rich gangue material from the valuable copper sulfides requires highly efficient cleaner flotation to make a commercial quality copper-gold concentrate. Xstrata Technology's IsaMillÖ and Jameson Cell technologies developed to meet similar taxing fine grinding and flotation duties for the treatment of the refractory zinc-lead-silver ores of the Carpentaria-Mount Isa Mineral Province were selected for regrinding and cleaner flotation. Plant design has features aiding ergonomics for ease of operation and maintenance not commonly seen in recent projects with large sulfide flotation concentrators.

Following a long period of increase, there has been a reduction in exploration expenditure and activity in Australia over the past two years. During the post Second World War period, exploration was largely driven by mining companies seeking resources to satisfy an increase in world demand, while increasing their asset base as a result of mineral discoveries. In general, return on investment to shareholders was not the major driving force. With the exception of gold the mining industry has been faced with a long-term fall of metal prices in real terms. As a result the net profit return on average shareholderÆs funds in the Australian minerals industry has fallen from over 20 per cent in 1990 to less than five per cent today. Mining is now competing for funds with communication and finance based industries yielding high returns on shareholder investment. Shareholders and superannuation fund managers seeking a high return on short-term investments have indirectly reduced the funds available to the mining industry. Globalisation of the mining industry is leading to the rationalisation of the Australian mining industry as witnessed by mergers and acquisitions of local companies by foreign investors. The return on capital invested in the Australian mineral exploration industry must improve if the industry is to be competitive on a worldwide basis. Failure to achieve this will result in capital flowing overseas or to other industries. Relatively short-term upswings in metal prices which are generally driven by threats to the supply base (eg strikes, mine closures, increases in country risk) often lead to increased capital raisings for exploration funding. As a consequence of the time taken to raise the capital and increase exploration activity, measured exploration activity lags the metal price increases. There are also lags between commencement of exploration and discovery and ore production. In the case of gold exploration expenditure peaked six years after the price rise of 1980 Companies persevering with exploration in the current difficult period will be rewarded because they will be able to capitalise on future metal price rises and a minimised time lag.

THE MORWELL BROWN COAL DEPOSITSTHIS deposits of brown coal in the neighbourhood of Morwell, are of tertiary age, and are represented on several horizons, but, owing to lack of evidence, the exact age cannot be fixed definitely. It is chiefly by reference to the basalt flows of the Older Volcanic series that the brown coal beds have been classified as of Pre-Volcanic and of Post-Volcanic age. The Pre-Volcanic brown coals are less widely distributed, and the seams generally are thin, though near Thorpdale a thickness of 40 tt. has been recorded, and from 10 ft. to 12 ft. in the vicinity of Narracan. Both of these localities lie to the south-west of Yallourn, and it has not been proven as yet whether these older coals and accompanying basaltic flows pass under the Morwell beds.The brown coal deposits have accumulated in an area where extensive faulting in early tertiary times has taken place with oscillations of elevation and depression of the land surface. In the vicinity of Yallourn, Paheozoic strata (probably Silurian) are exposed on either bank of the Latrobe River about a mile above the powerhouse weir, where the river flows through steep banks rising a couple of hundred feet on either side. The Silurian strata are highly inclined, and consist mostly of slates and Illudstones. Resting unconformably on the upturned edges of the Silurian is a conglomerate bed of Mesozoic age, above which occur beds clipping to the south-east of felspathic sandstones, with alternating mudstones at times carbonaceous, and containing thin seams of black coal.The brown coal seams and associated lignitic Clays, sands, gravels, etc, rest on the Mesozoic strata (as proved in the vicinity of the power-house and by boring north of the Latrobe River, near the old open cut), but do not appear on the surface of the Mesozoic, where these beds attain an altitude of more than 50 ft. above the present level of the Latrobe River.Half a mile upstream from the power-house a layer of basalt of the Older Volcanic series, almost resting upon the Silurian strata, is...

Geometallurgy is an emerging, cross-disciplinary field that integrates spatial models of rock properties with time-based outcomes of mining and treatment processes. Geometallurgical variables include any rock property that has a positive or negative effect on the business. Some of the more critical geometallurgical variables include recovery, grindability, throughput, power consumption, mineralogy and content of deleterious materials. These variables drive project costs and revenues in a fundamental way and thus geometallurgy has potential to positively impact on the value of strategic and tactical decisions across many mining organisations. Geometallurgical models, like traditional grade-only models are based on samples collected from the mineralised and non-mineralised regions of the deposit. The nature of some non-grade variables, particularly those that are dependent on the ore treatment processes, requires special consideration during sampling and subsequent spatial modelling. Failing to objectively consider the characteristics of variables may seriously compromise the validity of the sample selection, sample treatment, data models and the subsequent decisions. In addition to addressing the vexed question of collecting an æunbiased and representativeÆ sample, the sampling and modelling approach must consider issues of scale, both geostatistical support and also the relationship between bench-scale data and operational-scale mineral processing performance. This paper proposes a framework (the Primary-Response framework) for the classification of geometallurgical variables. This framework is designed to assist with developing sampling approaches and identifying the most appropriate spatial modelling approach. The proposed framework can also help identify the risks associated with designing, sampling and modelling of both types of geometallurgical variables. The Primary-Response framework divides variables into two categories; primary variables and response variables. How a variable is classified in this framework depends on the degree to which the variable reflects either an intrinsic attribute of the rock (æprimaryÆ) or its response to measurement processes (æresponseÆ). Depending on the classification in this framework, appropriate sampling and modelling decisions can be made to minimise the risk associated with the incorrect treatment of the variable. In particular, the authors argue that for response variables, the approach taken to building spatial models may need to be different to conventional linear averaging approaches (for example kriging).

I would like to start by thanking The AusIMM and CSIRO for organising this excellent conference and inviting me to give a keynote address. Today I will focus on some broad observations of our industry, and leave the technical discussion to my colleagues who are presenting specific papers covering a wide range of topics. In preparation for this paper, I did a little research into the early history of the Pilbara iron ore industry. I was fascinated to read a quote attributed to Harry P Woodward, the Government Geologist in the late 19th century, before Federation. Mr Woodward described the Pilbara as an iron ore country and observed that æthere is enough to supply the whole world should the present sources be worked outÆ. Mr WoodwardÆs prediction could be viewed as wishful thinking and certainly at Hamersley Iron I would gladly envisage the Pilbara supplying the worldÆs entire iron ore needs! In reality, Western Australia accounted for 162 million tonnes or 36 per cent of seaborne trade in 2001. An impressive effort, but not quite the total world supply as Mr Woodward imagined. But we shouldnÆt dismiss these historical musings out of hand û perhaps we could see it as a challenge for the industry to æwork outÆ the present sources. We all know there is abundant iron ore in the Pilbara, and I expect it is only a matter of time until our collective technical expertise and sheer hard work will enable us to utilise its greater range of ore types. Opening up new markets will be a key pathway to creating additional value from the Pilbara ores. Today I will examine the state of play of our industry and the major influences that shape our business at present, before considering what the future might hold for us. I canÆt guarantee the accuracy of my crystal ball, but the stability and long-term nature of our industry does enable some reasonable hypotheses on where we are heading. I will also spend some time examining the way in which the iron ore producers are working to maximise the value of their resource base and obtain more from their existing capital assets.

The current financial climate has given rise to fears that falling mineral prices and tight credit will force mining companies to cut back on production and new project development in a bid to cut costs and conserve cash. However, a prolonged squeeze on global supply can have only one result: a massive and potentially explosive demand for metals in the not-too-distant future. A resurgent global economy will also generate dramatic new demand for oil and energy, with a return to higher oil prices likely. How then should the mining industry plan for the future? In-pit crushing and conveying (IPCC) could lead the way as a partial or complete substitute for trucks. In 13 of 15 studies undertaken by Sandvik and Snowden, comparing IPCC with truck-optimised pit designs, IPCC generated operating savings ranging from US$0.18 to US$0.82 per tonne moved, compared to trucks. Trucks have higher operating, maintenance and energy costs than conveyors. New emission standards on diesel engines may make them more emission friendly but less efficient in terms of energy usage. With far more efficient energy use and cheaper operating costs per tonne moved than trucks, conveying offers an attractive alternative for the bad times ahead and into the apparent energy depleted future. When evaluating alternatives, a reasonable first step would be to conduct a scoping level study which analyses the differences in capital and operating costs between a truck and shovel operation and an IPCC solution.
