A variety of environmental financial assurance instruments are in use across the globe. This paper reviews some of the more common forms currently used in New Zealand, Canada, USA and Australia. In order to be effective, the form of assurance instrument selected needs to be aligned with a countryÆs specific environmental objectives, geography and political climates and also allow for a healthy investment climate. Industry and Government both have a strong interest in ensuring financial assurance criteria meet these objectives.   Recently Golder Associates have been involved in financial assurance assessments for various mining and quarrying companies across the South Island. Multiple stakeholders and regulatory agencies can make the setting of effective and fair financial assurance criteria a complex exercise for both regulatory agencies and industry.  The author relates experience gained in assessing financial assurance under current New Zealand legislation (RMA, 1991), effectively dealing with issues such as ôdouble bondingö and overviews potential approaches to dealing with transitional issues for historic and existing operating mine sites.

The structure of a comprehensive research project into mine fires study applying the Ventgraph mine fire simulation software, preplanning of escape scenarios and general interaction with rescue responses is outlined. The project has Australian Coal Association Research Program (ACARP) funding and also relies on substantial mining company site support. This practical input from mine operators is essential and allows the approach to be introduced in the most creditable way. The effort is built around the introduction of fire simulation computer software to the Australian mining industry and the consequent modelling of fire scenarios in selected different mine layouts. Application of the simulation software package to the changing mine layouts requires experience to achieve realistic outcomes. Most Australian mines of size currently use a ventilation network simulation program. Under the project a small subroutine has been written to transfer the input data from the existing mine ventilation network simulation program to æVentgraphÆ. This has been tested successfully. To understand fire simulation behaviour on the mine ventilation system, it is necessary to understood the possible effects of mine fires on various mine ventilation systems correctly first. Case studies demonstrating the possible effects of fires on some typical Australian coal mine ventilation circuits have been examined. The situation in which there is some gas make at the face and effects with fire have also been developed to emphasise how unstable and dangerous situations may arise. The primary objective of the part of the study described in this paper is to use mine fire simulation software to gain better understanding of how spontaneous combustion initiated fires can interact with the complex ventilation behaviour underground during a substantial fire. It focuses on the simulation of spontaneous combustion sourced heatings that develop into open fires. Further, it examines ventilation behaviour effects of spontaneous combustion initiated pillar fires and examines the difficulties these can be present if a ventilation reversal occurs. It also briefly examines simulation of use of the inertisation to assist in mine recovery. Mine fires are recognised across the world as a major hazard issue. New approaches allowing improvement in understanding their consequences have been developed as an aid in handling this complex area.

The development of a large high grade spodumene orebody, in excess of 30M tonnes containing at least 7M tonnes at 4.0% Li20, by Lithium Australia Ltd at Greenbushes, Western Australia is significantly increasing the world consumption of lithium minerals. The availability of two low cost sources of lithium, spodumene concentrates (7.5% Li20) and glass grade spodumene (4.8% Li20) has been welcomed by the ceramic and glass industries as it assists them to lower their raw material costs at a time when they are facing severe competition from alternative materials. While there is no shortage of lithium reserves in the world, there has been a shortage of high quality lithium minerals. The Lithium Australia development has filled this need. The favourable factors of high grade, low impurities, open cut mining and existing infrastructure make this an ideal low cost source for a long term downstream lithium industry. The Lithium Australia mine development has filled the need for a reliable long term supply of lithium minerals. The long term viability of this resource is ensured by the unique combination of the following key attributes of the development : High grade reserves of 7.OM tonnes of 4.0% Li20 within 130 metres of the surface, contained within a total proven reserve of 30M tonnes of 2.8 % Li20. Open pit mining with stripping ratio of less than 2.5:1 waste:ore. Low impurities levels, particularly in those elements, that have a detrimental effect on the colour of glass/ceramics i.e. iron, manganese, titanium and chromium. An existing mine infrastructure that includes an adequate water supply for all foreseeable processing requirements. A sophisticated spodumene concentrator utilizing statistical process control to produce a consistently high grade product with minimal impurities. A technically qualified stable workforce fully acquainted with spodumene processing techniques. Greenbushes high grade concentrates have found ready acceptance in the specialty ceramic and glass industries during the past four years. The consistency and high grade/low impurity level of the product has enabled its use in the production of television tubes, oven to table ware, glass fibres, specialty glasses and ceramic glazes.

The Taharoa ironsand deposit covers approximately 16 km2 and is located 144 km south of Auckland on the west coast of the North Island, New Zealand. The heavy mineral-rich sands predominantly contain titanomagnetite, ilmenite and hematite, along with lesser amounts of amphiboles, pyroxenes, and feldspars. Throughout the Taharoa mine site 142 samples were collected of which approximately 25 samples were used in mineralogical analyses of the magnetic, heavy non-magnetic and light non-magnetic fractions. Mineralogical and petrographic analyses confirmed the high abundance of homogeneous magnetite and magnetite containing ilmenite exsolution lamellae which have oxidised to hematite. A limited number of sand samples were collected from Taranaki beaches. Petrography reveals exsolution textures of magnetite and ilmenite (now hematite), and homogenous magnetite grains similar to those observed at Taharoa. Petrographic analyses from previous research projects were also closely investigated in order to make mineralogical comparisons from along the west coast of the North Island and with other potential source areas. The origin of detrital magnetite grains along the west coast of the North Island is generally presumed to be the eroded volcanic cones of the Egmont volcanoes and active and dormant volcanoes of the central North Island. Electron microprobe analyses of magnetite grains from Taranaki beach samples reveal TiO2 values of between 1.5 and 120 per cent. MgO and A12O3 contents also vary widely from 0.75 to 6.5 per cent. This large variability may reflect different volcanic eruptions, the presence of exsolution textures or alternative source areas for these magnetite grains. Geochemical results from the Taharoa mine site correlate with the Taranaki beach samples suggesting that the Egmont volcanoes are certainly one source area. Variability in XRF results, especially Fe and Ti contents (9.04 - 59.22 and 0.80 - 4.64 respectively), from the magnetic and heavy non-magnetic fractions likely reflect the detrital nature of this deposit.

Solid Energy is the largest coal producing company in New Zealand, employing 500 people and more than 250 mining contract personnel. The coal produced by Solid Energy plays a significant part in the energy mix for New Zealand being supplied to the coal-fired power station at Huntly. It is also supplied to a wide range of industrial users, NZ Steel, and primary processing. It is fair to say however that the positive economic and social benefits of coal have to some extent been overshadowed by the negative environmental consequences of coal mining.   Over the past two years Solid Energy have been actively researching and addressing the impacts that they currently have on the environment and making a significant investment in environmental improvements, rehabilitation projects and environmental research to address historical and ongoing environmental issues. These investments have been driven by the companyÆs commitment to its environmental policy, which states:   æSolid EnergyÆs overall environmental objective is for the cumulative result of all the activities we undertake to have a positive net effect on the New Zealand environmentÆ.   With such significant investment it is essential that the company is able to target expenditure wisely, ie invest where there is greatest environmental gain to be had, and are also able to actively demonstrate to stakeholders the improvements that are achieved. In order to be able to demonstrate the commitment and the steps that the company is making towards this goal a number of systems have been developed. Firstly an environmental management system along the lines of ISO14001 formalising the environmental processes, responsibilities, auditing and management review. Secondly as part of the planning element of the EMS an environmental management matrix, which allows the scoring of sites against environmental management goals, has been developed. Thirdly the monitoring and measuring tools have been upgraded with GIS driven relational databases installed for management of consent related information and monitoring results.   The development of the environmental management matrix has drawn on a number of existing systems such as the Australian Institute of Mining and Minerals Code 2000. In addition to adapting the scoring regimes from these methods the Solid Energy Environmental Matrix has been further developed to ensure that it reflects the actual environmental impacts on site, as well as the management and audit systems that are in place to control them at a strategic level. The development of this matrix has included a number of steps: +        reviewing the information that stakeholders would be interested in, +        reviewing what was already available, +        development of systems to collect data and benchmark the current         operations, and +        setting up support systems to ensure that the correct information would be provided for scoring.

The timber township of Powelltown, Victoria lies N.E. of Yarra Junction, 60 miles east of Melbourne and in the site of the mill of the Victorian Hardwood Company Proprietary Ltd.A lift gauge railway owned by the company connects Yarra Junction on the Warburton line, with the township through two or three smaller mill centres on the way.The company has been operating for some 12 years. In the divide, about four miles from Powelltown, between the Little Yarra and Latrobe rivers, cutting was continued with material being handled by winch and double incline haulage over the divide. A small bush locomotive dealt with the traffic between the divide and the cutting site.In order to reduce costs, which were heavy at the haulage, the company decided to make a continuous railway from Powelltown to the bush by means of a tunnel through the divide.Hand bore holes were put down on the proposed line of tunnel and showed that the divide at this point consisted of decomposed depth of about 100 ft. towards the eastern or Latrobe side - and that the undecomposed granite summit lay to the west of the surface summit.The bores also served to locate the underground water line, this was afterwards found to rise and fall with wet and weather.To avoid tunnelling in hard and heavy water, the grading of the was laid out with the summit of the hard granite the point in the line.

The pressure of low commodity prices forced the design process for the second lift of Northparkes E26 Mine to adopt a continuous improvement philosophy. The emphasis was to minimise capital expenditure while still maintaining the excellent low operating costs achieved on Lift 1. Although the first block cave lift at Northparkes is the most productive underground mine in the world and is held up as a benchmark for the use of technology in mining, areas for improvement were identified. Every area was critically assessed and investigated for the possible application of new techniques and technologies. Key learnings from the construction and production phases of Lift 1 were captured, documented and used as the starting point for the Lift 2 design. This paper shows how and why the design parameters initially used onLift 1 were changed to become the current E26 Lift 2 developmentproposal. The main differences between the two block caves arehighlighted. Anglo American Platinum has adopted a strategy of Best Practice Principles (BPP) for sampling, mass measurement, analysis and metal accounting for more than a decade now. When new plants are designed, the most suitable sampling equipment and sampling protocols are implemented and material flows and plant layouts are designed around sampling strategies. A few years ago, a crushing plant for a high-grade matte stream was commissioned.The design called for the high-grade material to be crushed to 95 per cent passing 2 mm and the design allowed for a single cutter primary Vezin sampler, increments taken from a gravity flowing stream at regular intervals, whilst filling a tanker for the pneumatic offload at our base metal refinery. This was a single point of sampling and analysis that would measure the wanted output from our smelting complex and the input to our refineries. In addition, the design incorporated the functionality to collect increments in an ‘interleaved’ fashion from the Vezin sampler for internal precision checks.The metal accounting strategy for Anglo Platinum is the ongoing measurement of all inputs, outputs and stock levels for all our operations for platinum group metal (PGM) and base metal (BM) content. Included are yearly stocktakes, usually done on 1 February every year, across the smelters and refineries (at least the base metal refinery). A trend was developing in the accounting period immediately following the introduction of the new crushing and sampling facility, whereby the absolute difference between the physical stock and theoretical stock (PGMs predominantly) increased for the two respective sites on an ongoing basis. The smelter (sender) showed an increase in physical stock compared to the theoretical stock and the base metal refinery (receiver) showed that their theoretical stock increased against their physical stock. Because of this anomaly, an additional stocktake was held in September for the period in question and it was confirmed through the physical stock measurement results, that the PGM accounting problem was indeed pointing towards the evaluation of the high-grade matte stream.This paper showcases parts of the process that took place to explain the poor accountabilities for the respective sites. Previous results from the sampler ratification process (of the interleaved sampling design) were analysed again, a physical inspection was carried out on the sampling system again and the sampler performance was monitored (quality control parameters) for the period.From these investigations, it was found that airflows present inside the Vezin introduced the sampling bias and a change in sampling protocol was introduced as well as physical changes to the sampling equipment were made to eliminate the airflow and thus the bias conditions significantly. The accounting period which followed, after a phased upgrading process, showed that the accounting between our smelter and base metal refinery had been restored to within statistical limits (difference between physical and theoretical stock below five per cent relative to theoretical stock).CITATION:Kruger, C J and le Roux, E, 2017. The introduction of a new mining method to Australia is not without its risks and challenges. This paper discusses the processes of planning a new operation, with particular emphasis on block caving and its Northparkes adaptation. As well as applying advanced technologies, here also is the opportunity to develop the art and science of block caving for its application to a wider range of geotechnical conditions than previously Envisaged.

Self-cleaning fluidised bed heat exchangers have demonstrated unparalleled performance internationally for the implementation of indirect heat transfer in severely fouling fluid environments. Recent advances in equipment design have increased the scope of application to include indirect heat transfer in slurry environments, including fouling, scaling and viscous slurries. The ingenious configuration of recirculated cleaning particles through the tubes of vertical shell and tube heat exchangers provides the ability to solve heat transfer problems that arise as a consequence of tube-side fouling during indirect heat transfer to process fluids or slurries. In most cases, the cleaning particles consist of chopped metal wire, however other process-specific materials may be used.

The Tui mine site is situated on the NW flank of Mt. Te Aroha, at approximately 400 m altitude. During underground mining operations two lead-copper-zinc ore bodies were exploited and processed on site. The legacy of the mining operation is a barren dam containing over 100 000 mm of sulphide-rich tailings. The Tui mine site is arguably the worst case of environmental degradation resulting from past mining activity inNew Zealand. Although the impacted area (approximately 4 ha) is extremely small by international standards, acid mine drainage (AMD) emanating from the abandoned tailings dam and mine adits has severely contaminated local streams and prevented natural plant recolonisation of the site for more than 20 years.   The suitability of the tailings as a potential plant growth medium was assessed with the end view of revegetating the tailings dam and alleviating AMD. This paper outlines characterisation work conducted on the tailings and summarises preliminary results from plant growth trials. The tailings contain up to 5% Fe, 1.15 % Pb, and 0.45% Cu in the form of sulphide minerals. The distribution of heavy metals, sulphate and total sulphur with depth indicates that the top 200 - 300 mm of the tailings have been extensively weathered since their deposition. The oxidation of sulphide minerals, particularly pyrite (FeS2 ) has reduced the pH of the tailings to nearly 2 in places. Below 300 mm the sulphide minerals are largely unweathered and the theoretical acid generating potential of the tailings exceeds 170 Mg CaCO3/1000 Mg tailings at certain depths. Plant growth trials were conducted to study the effects of lime and organic matter addition on the establishment of vegetation on the Tui mine tailings. Several plant species were assessed including some cultivars bred for their tolerance of heavy metals.

A method is described for the rapid and effective production of polished section mounts of ore and mineral particulates to the standards required for automated image analysis. This requires mounting without segregation of particles by mass or density, and it is also preferable to avoid having particles in contact so that they can be recognised as individuals. To achieve this, the particle samples are first split to an appropriate degree in a rotary riffle, and the sub-sample mechanically diluted and thoroughly mixed with an inert filler of the same size range as the particles. Just sufficient epoxy resin is added to make the mixture fluid. During setting, the ore particles are mechanically supported by the inert filler particles, thus maintaining the particles in a random three-dimensional distribution. A rapid two-stage grinding process, based on the successive use of 600 mesh silicon carbide and 1200 mesh (10 um) corundum on cast iron plates, is followed by three stages of mechanical diamond polishing on cloth laps. Hand polishing is entirely avoided, as is the use of papers.

Fe-26Si-9B (wt per cent) alloy has been identified as a potential high-temperature phase change material (PCM) due to its attractive properties, such as its high latent heat of fusion and low volumetric change during solid/liquid transition. For the successful utilisation of this alloy into thermal energy storage (TES) systems, the development of a cost-effective production method is essential. Presently, the Fe-26Si-9B alloy is produced by mixing FeSi alloys with either pure boron element or FeB alloys. However, the use of pure boron is financially prohibitive, and the carbothermic reduction results in high greenhouse gas emissions and high energy consumption in the production of FeB alloys. In this regard, our study proposes a silicothermic reduction method to produce Fe-26Si-9B PCM by using FeSi alloys and B2O3-based oxides. Accordingly, the influence of various parameters on the production process was investigated, including operating temperature, holding time, B2O3 content in the added oxides, and initial Slag/Metal (S/M) ratio. Based on the experimental results, the optimal parameters for producing FeSiB alloys with over 9 wt per cent boron were determined. Consequently, it was documented that the FeSi alloys and the added oxides enriched with 50– 65 wt per cent B2O3 should be subjected to temperatures ranging from 1550–1650°C, maintain an initial S/M ratio exceeding 1, and ensure a holding duration beyond 1 hr. Moreover, the energy consumption of this process was estimated to be ~1.86 MWh/t metal and the mass loss was lower than 7 per cent. Therefore, silicothermic reduction offers a sustainable approach for producing FeSiB alloys with a boron content above 9 wt per cent.

Water use and wastewater management is becoming a focus for many industries around Australia and the rest of the world. Good quality water is increasingly being recognised as a precious resource, and regulations on the bulk storage and discharge of waste streams is becoming more stringent in order to protect the environment, existing water reserves and the communities that use these resources. Components such as heavy metals, arsenic, cyanide, and sulfate from acid mine drainage are some that occur at mining and metallurgical processing sites. Removal of such components can allow safe re-use of these streams, reducing the new water requirements of the process, or else allowing acceptable discharge to the environment. Re-use or discharge of treated water eliminates or reduces the risk associated with storage of large volumes of contaminated water on site.Technologies where a contaminant is selectively precipitated and removed as a sludge are used for many of these treatments. Selection of the best treatment option for wastewater must depend on what is suitable to each site, and consider not only the nature of the contaminant, but also other aspects, including the location and situation of the site, local regulations, cost of reagents, the sensitivity of the local environment and waste sludge disposal options. To outline how an effective and economical solution can be designed and delivered, this paper will present a case study for the removal of arsenic from a site wastewater, from assessment of the problem, selection of suitable technology, design and implementation, to the benefits delivered to the site.CITATION:Salokannel, A, Nevatalo, L M, Martikainen, M, van der Meer, T and McCulloch, J, 2013. The geology of the area studied is briefly described, together with the prospecting methods used in the search for copper, lead, zinc and uranium ore bodies.Four prospects, Mt. Corella, Yanasinga, Lawlor's and Greenmount, which were diamond-drilled, are described in detail and geochemical results are discussed in relation to the mineralization found. Copper anomalies were found wherever intrusive rocks were mapped, and showed a much closer relation to geology and mineralization than did the predominantly lead and zinc anomalies.Geochemical prospecting aids in the overall mineral search programme because of its speed and economy, as it helps to pinpoint areas worthy of detailed geological examination. Geochemical anomalies are a guide to favourable zones but may not indicate the presence of ore.INTRODUCTIONDuring 1953-55 the National Lead Company of New York carried out a search for minerals in an area south and west of Cloncurry (Fig. 1) in rocks of Precambrian age. After reconnaissance mapping, a number of prospects were chosen for closer examination by detailed geological mapping and geochemical sampling, and from these prospects, five sites were selected for drilling.This paper records the salient features of the exploration programme and discusses the geology and geochemistry of four of the prospects-Mt. Corella, Yanasinga, Lawlor's and Greenmount. Practically all the prospects examined showed high zinc "anomalies" or "dispersion" trains. Greta, Mt. Corella and Lawlor's prospects showed some copper anomalies and, to a lesser extent, lead anomalies. In particular, Greenmount exhibited striking copper anomalies.

Japan is the largest coal importer in the world, importing from Australia, China, Indonesia, Canada, Vietnam, etc. In Indonesia, most of the produced coal is extracted from open cut mines. More open cut coal mines will be developed to fill the demand for coal in Indonesia and the world. Many surveys and projects for developing new coal mines and transferring mining technology are being conducted in tropical counties such as Indonesia and Vietnam with the aid of the Japanese Government. It has, however, been pointed out that excessive and precarious development of mines in tropical areas will damage the environments around the mines including cultivated lands, and reduce the precious rainforest. This would undoubtedly exacerbate the instability of the global climate and the food crisis in the world. This paper describes the effects of flyash on the control of acid mine drainage in order to avoid potential negative impacts on the environment caused from open cut coal mines.

Calculations of the temperatures of metal, coke, and gas at any level in the cupola furn~ce can be carried out by means of heat balances, using data obtained from experiments with an 18 in. experimental cupola. The results can, to a certain extent, be verified by means of heat transfer calculations.The curves thus obtained, showing the variation of temperature with height in the cupola, provide a valuable picture of the heat transfer processes in a shaft 'furnace.INTRODUCTIONThe Brown Coal Research Laboratory, of the University of Melbourne, has been engaged in recent years on a programme of iron-melting tests in an experimental cupola furnace.Although the ultimate aim of this work is to develop brown coal char as a cupola fuel, most of the experimental work so far has been with conventional coke. The testing programme was designed to provide information on the effect of variables such as blast rate, metal-coke ratio, and coke size on the overall melting process, e.g. melting rate, temperature of metal tapped, and stack gas composition.However, in many cases data were obtained on conditions inside the furnace by measuring temperatures and gas compositions. The aim of the work described in this paper was to qevelop a method for using this data to obtain information on the processes taking place in the cupola.Very little research has been done on the combustion of fuels in shaft furnaces. Early work on this subject, as well as the initial stages of the Brown Coal Research Laboratory's programme, has been discussed by Evans (1959). The use of probes for obtaining information on conditions in the interior of a shaft furnace was pioneered by Belden (1913)...

The commonly traded base metals concentrates of copper, lead, tin and zinc are sold by miners to custom smelters using contracts whose terms were generally established at the beginning of the 20th century or even earlier. Technical clauses in these concentrates for items such as payable metals and penalty elements do not reflect current realities of extractive metallurgical technologies and hygiene/environmental issues.It is an axiom that the miners and smelters have a symbiotic relationship. While the existing antique and arcane commercial arrangements serve the purpose of transferring money from the buyer to the seller, they are not likely to result in the industry achieving better overall technical and economic outcomes. By examining the cases for copper concentrates and zinc concentrates in particular, it will be shown that the practical application of these antiquated technical clauses does not drive the miners to produce the better quality concentrates that should be desired by the smelters. This is despite development of mineral beneficiation and hydrometallurgical technologies that would allow the miners to make better products.The adage that any extractive metallurgical problem in the smelter is cheaper to solve in the concentrator still generally holds.While nickel concentrates are only touched on lightly in this discussion because sales terms are more opaque than those for the other base metals, it is expected that the same conclusions will apply.CITATION:Munro, P D and Munro, S E, 2015. A paper presenting an overview of legislative and best practice approaches to the management of OHS&E and business risk for Australian tunnelling operations. Best practice can be achieved in Australian tunnelling through ærisk awarenessÆ by decision-makers and line personnel. This will identify problems before they occur and lead to implementing controls appropriate to avoiding loss throughout the life cycle of the underground opening. The author draws on legislative approaches from all Australian states together with practical experience from risk management and risk engineering work from six recent tunnelling projects. This describes a process that:commences with concept risk assessment,involves quantification of major hazards,conducts assessments of operating risks, andleads to implementation of an integrated management system that keeps construction activities connected with the controls identified in the design and planning phases and minimises the losses sustained as a result. Some design and feasibility studies have been made into possible methods of economic recovery of sulphur from smelter gases emitted at Western Mining Corporation's Nickel smelter at KalgoorIie in Western Australia. The smelter discharges some 330 000 tonne/yr of sulphur dioxide in a stream of approximately 6 per cent by volume of S02.Three possible recovery methods have been considered:1. The manufacture of sulphuric acid using the contact process.2. The concentration of sulphur dioxide to a pure form using dimethyl aniline as an absorbing medium.3. The reduction to elemental sulphur using natural gas as the reducing agent.Design studies were carried out by final year chemical engineering undergraduate students at Royal Melbourne Institute of Technology (RMIT) in 1981 under the supervision of the author and other teaching staff of the chemical engineering department. These studies indicate that sulphuric acid manufacture is the economically preferred recovery route.Markets for sulphuric acid include several potential mineral processing applications and the established fertiliser industry.Sulphuric acid is currently manufactured in a number of plants located at coastal regions of Western Australia using imported sulphur. The sulphuric acid is then used for superphosphate or titanium dioxide pigment manufacture at adjacent plants.The possibility is considered of manufacturing superphosphate at Kalgoorlie from locally produced acid obtained from the smelter gases and from phosphate rock railed to the site from the coast. The advantages of such a scheme include improved scale and technology of operation compared with some existing coastal operations, use of a waste material to replace imported sulphur, and avoidance of costs and hazards associated with railing large quantities of sulphuric acid.
